There is no denying that what the red-light cameras were supposed to do - save lives and cut back on accidents - appears to be something that is being accomplished. At least according to several studies that has been the case. But what has been such a black-eye with these cameras is actually the cities and the NOT the cameras. It appears that while safety was the initial concern for many of these communities, money has certainly gotten into the end result. Residents will tell you that it's what the city takes in each month from these red light cameras has far outweighed what the safety issues are. As the dark clouds build to the east – and west – Hollywood resident Claire Downs drives cautiously on Park Road toward Sheridan Street. Then, almost on cue, the heavy drops begin to fall onto the streets where flooding had occurred the day before – and the day before that. While this is the summer season, Downs and others simply cannot remember so much rain during what has been one of the wettest months in recent memory. “This is crazy,” Downs shouts out. “As it is, you cannot see where you are going and then have to worry about the flooding. I really do not remember it being like this before.” Downs has a valid point. Flooding From Page 1A –––––––––––––––––––––––––––––––––––––––––––– No matter what city you travel or live in, this rain and what goes along with it – such as street flooding – has become the norm. It is something that not only is really getting old to many residents, but to business owners who have watched water rush onto their property like never before. Talk to any weatherman/woman or meteorologist and they will all tell you that while the rain we have gotten in the past five weeks is what we usually experience, all will admit that the amount of rainfall is really record breaking. Street flooding has become a huge issue. One that has many of us planning our schedule and travel plans around. “I have lived and worked here for 23 years,” said Hallandale Beach resident Arlene Cooper. “I have never, ever seen so much standing water and flooding. It has gotten to the point where those rain showers turn into daylong events.” The flooding has not only hampered everyday life, but it has gotten to the point where it is now cutting into those tight budgets that many of us have had to adjust to. At a time when gas prices have soared again, this is the worst month for people who are on budgets. The rain and flooding have opened up some new problems that many just cannot afford. The summer is usually a slower economic time, so the last thing we want to be faced with are more expenses. Last week, Cooper spent $500 out of pocket when street flooding poured into her SUV. Extensive water damage followed, and while she was lucky that the motor and computerized wiring was not totally damaged, it was an added expense and perhaps a rise in her insurance rates. “All I remember last week was coming up on a stop sign and seeing the water was getting higher,” Cooper recalled. “Then, all of a sudden I felt the car start to shift as we weren’t even steering. When I opened the door to see what was up, the water rushed in. I thought I would cry.” As local auto repair shops are always busy this time of year with stalled cars due to that water gets into the gas line or other under-thehood parts, there is a huge increase of cars being drenched. That is something that all this rain and flooding has brought along with it. Being in a region that is always used to rain, you would think that by now every community and municipality would have a solution. Drainage seems to be getting worse through the years, and as taxpayers watch their streets get torn up by projects that is costing them money, many remain confused at who is doing the planning for these underground water receptacles. “It doesn’t make sense that we live in an area that gets a good amount of rain each year and we do not know how to totally keep it under control,” said Hollywood resident Cory Martinez. “I see all these projects that add pipes to alleviate the street flooding, but when they are put to a test like now, it seems they are failing miserably.” As the calendar points to being at the end of July, we are still faced with historically wet months such as August and September, which is the peak of the Atlantic hurricane season!

several cities," Crown pointed out. "I think many are re-thinking the decision to have the cameras in their city. While others are looking at the revenue source as a much needed one." The issue has been so hot that the new legislation, which went into effect July 1, requires municipalities with the cameras to set up local hearing boards for people who get violation notices and want to fight them. It gives drivers more time to appeal, and doesn’t force them to wait until after payment is due and their $158 notice of violation becomes a $264 Uniform Traffic Citation in order to contest it. Under the new law, you will have 60 days to decide whether or not to pay the ticket, prove another driver was behind the wheel, or ask for a hearing in front of a city or county employee, designated as the hearing officer. It turns this traffic issue into a local issue, more like fighting a code violation. And if you lose, you pay just 50 bucks on top of the ticket. If you want to take

the fight further after that, you can appeal to a circuit court judge, but be ready to shell out even more cash if he or she rules against you. And under the new law, if you just ignore the ticket after 60 days you will get a citation. You can still take it to the judge, like you do now, but if you don’t take any action, the County can suspend your license. "In this economy, no matter what anyone will tell you, it is all about the financial picture," Crown believes. "It's an added source of revenue for these cities at a time when people need it the most - and can least afford to give it up." Crown, like so many others, feel that local taxpayers have enough burden without having to pay for something that was never even heard of three years ago. "I have been driving a car for 45 years," Crown said. "It's funny that we didn't need these eyes in the sky before. Why are they so essential now? It kind of has me confused."

Answering all Hallandale Beach CRA questions By Mayor Joy Cooper HALLANDALE BEACH - This week I am updating our readers on the CRA. As some readers may know for the past years a former commissioner, a former candidate and 3 to 5 residents in our city of 36,000 plus population have continued complain about our CRA. It is critical for all governmental agencies to be accessible and transparent in the event of any inquires. It is also critical that in the event any procedures or actions are deemed to be in conflict with enabling rules, the agencies correct any deficiencies. Our CRA and City have taken and will continue to take measures that improve and enhance our operations. In the case of the Hallandale Beach CRA these inquiries have become redundant and costly. In our case state law 163 is the guide that provides our legislative body the CRA Board of Directors the authority to conduct our business. The minority may not agree with the majority but this difference does not make the actions illegal, this is a fundamental principal of a democracy. Many residents, directors, and lawyers could very well have varying opinions, but they are just that, opinions. We have had multiple attorneys that have and continue to agree with

our current actions and deem them in compliance with 163. Until a court of law rules differently or the guiding statute is changed, all the dialoged and debate is just politics. With this said, the CRA staff and Board of Directors spend the CRA funds for the sole purpose of the CRA within the CRA statute 163. By the way of background, the definition of a "community redevelopment project" is a broad one, encompassing a wide variety of undertakings and activities in a community redevelopment area directed toward the elimination and prevention of the development or spread of slums and blight. At no time was any action taken by the board without the direct input of the attorney. Our CRA Plan and the CRA budget were always adopted by majority vote of the BOD at a public meeting with both the CRA Executive Director and the CRA Attorney present. Three years ago the CRA Board of Directors performed a Special Procedures Audit of the CRA. At that time we were all aware of the turnover in staff and were not surprised with the finding of the audit. The BOD before the completion of the audit had already directed the Executive Director that our priority was to hire a director and proper staff to start im-

How could paper work and projects be completed correctly without proper staff? We all knew there would be issues and wanted the audit as a guide. Paper work was not completed or often spread throughout many departments. There was not a consistent internal system in place to track day to day operations. The management of the CRA's day to day operations are executed by the City Manager/Executive Director. Two years ago, Mark Antonio hired a new Director Alvin Jackson and they were both tasked with addressing the internal operation of the CRA. During that same time, a complaint was filed with the OIG, Office of Inspector General. To date, we have not been told who the "concerned Citizens were or was. The CRA and the City both cooperated with the OIG even though the CRA is governed by state statute 163 and the state is the body that provides oversight. The City Manager /Executive Director of the CRA, CRA Attorney and City Attorney filed

a joint response to the OIG findings. They acknowledged what we had already changed many internal controls. It should be noted that state statue is not specific when it comes to daily operations. These policies are broadly grated to the CRA as an agency. The CRA and City took objection to his opinion when it came to grants, public displays and bond proceeds. These were his management opinions based on his interpretation of a past Attorney General’s non binding opinion. The former city commissioner requested the County take action in regard to the OIG at a county commission meeting. The county auditor and county attorney confirmed that it was not their jurisdiction. Even County Commissioner Ryan who was a former State Representative stated that this issue was for the state. It was great to hear the county affirm our position. It should also be noted that our CRA was audited by the state in the past and the CRA welcomes any inquires. We are currently conducting our own free standing financial audit of the

CRA. After that, the commissioner contacted the Joint Legislative Auditing Committee JLAC and filed a complaint. It should be noted that to date these complaints have cost the CRA $40,000 dollars in legal expenses. This money could have been spent within the CRA addressing our goals. On July 10th, the CRA, BOD and the City held a joint meeting to respond to the OIG even though our legal counsel has opined that they did not have authority to engage with the CRA. The CRA and City continues to remain cooperative and will continue to be open and transparent. We also responded to the JLAC request for information. The OIG response was more operational and reaffirmed our continue of goals to improve all our processes. To date, we continued to improve all of our operations citywide. That is what every organization does; there is always room for improvement. It also reaffirmed that we did not spend money outside of the parameters of the CRA statute 163. The JLAC

requested to be updated on the OIG recommendations but went one step further. The committee asked that we as a city ask for an Attorney General’s Opinion. Not only ask but be bound by it. This may seem innocuous but it has never been done. The issue is not simply asking for an unbinding opinion that they are asking us to bind to. The simple act of asking is an issue. Whether we have the authority under state statute to provide funding within the CRA for grants to non profits, asking and being bound would set a statewide precedent. Currently Statute 163 spells out two items funding cannot be spent on and one that would require the approval of the other agencies that are obligated to contribute tax increment funding. All other expenditures to address slum blight crime and affordable housing are up to the legislative body. Fact or Fiction? Advice for Fending Off Mosquitoes

(NewsUSA) - Summer may have just begun, but mosquitoes are already out in full force in many parts of the country. In fact, several cases of West Nile Virus (WNV), which can be carried by infected mosquitoes, have already been reported. With the early start of WNV, compounded by the fact that 2012 was the deadliest year on record for the illness according to the Centers for Disease Control and Prevention (CDC), precaution is the name of the game this summer. To help the public safeguard themselves from the bites of mosquitoes, the National Pest Management Association (NPMA) offers the following "Mosquitoes: Fact or Fiction?" guide: Scented and citronella candles will protect me from mosquitoes: FICTION. Some types of candles will reduce mosquito populations in the immediate vicinity but will not prevent mosquitoes from biting. Accordingly, when outdoors, it is important to always use an effective insect repellent. All insect sprays are the same: FICTION. The CDC recommends using an insect repellent that contains DEET, picaridin or IR3535, and notes that "some oil of lemon eucalyptus and para-menthane-diol products provide longer-lasting protection." To ensure safe and effective use, always use products in accordance with label directions. Water in birdbaths, containers and toys should be emptied regularly: FACT. Mosquitoes need only a half inch of standing water to reproduce. After rainfall, empty water that has collected in flower pots, recycling bins, children's toys, etc. Water in birdbaths should be changed two to three times per week to keep the water from becoming stagnant. Mosquitoes are more attracted to women than men: FACT. Research has shown that mosquitoes appear to bite women more frequently than men due to their different hormonal make-up. Interestingly, women with blonde hair are often more frequent targets for mosquitoes. Mosquitoes only bite at dawn and dusk: FICTION. Most mosquitoes are generally more active at dawn and dusk, but they can bite at any time of day. Certain kinds of mosquitoes, especially Asian tiger mosquitoes, are notorious for biting throughout the day. Mosquitoes are more than just a nuisance pest. Getting Help With Hospital Discharge by Terry Adler, CEO, Always Classic Care

Here is an interesting call I had this week. Perhaps you know someone in the same situation: My dad is coming out of the hospital next week. I live in Connecticut and he lives alone in North Miami Beach. I have to get home. My son is graduating this weekend and my daughter is getting married in 2 weeks. I’m so torn up over everything. Can you please help me? Of course. Dilemmas like this are our specialties. First of all, Always Classic Care works closely as a team with other professional groups. We can recommend an RN Geriatric Care Manager to meet with you immediately, take over from this point on, and relieve you of your anxiety about your dad. The care manager will work with the hospital Case Manager in completing all discharge planning, clarifying any confusion for your dad, carry out all orders, and work closely with Always Classic Care all along the way. Always Classic Care will assign one of our professionally trained and carefully screened aides for your dad, who will meet him at the hospital, pack his clothes and belongings and accompany him home. The nurse care manager will supervise everything, including checking dad’s food status at home, any shopping to be done and a reconciliation of new medications versus his previous ones, as per the discharge orders. If there are any questions, contraindications or other problems, the nurse care manager will call your father’s physician for clarification. The care manager will make all follow-up appointments with dad’s doctors, and will meet your dad and his aide at the doctor’s office, interacting with the doctor as your father’s advocate. The care manager will call you with a report. If any skilled services are needed as per the hospital discharge order (such as wound care, physical therapy or diabetes management), Always Classic Care will arrange for that for your dad and the nurse care manager will oversee it. The aide can be male or female, can help with basic exercise like walking, constantly monitor for safety, and is trained to report any changes in dad’s condition immediately. Some of the more serious problems suffered by patients with diabetes include foot ailments caused by poor blood circulation or diabetic neuropathy. Since the symptoms of neuropathy can be pain or numbness that interferes with being able to feel injury or the pressure of a tight shoe that can break the skin, it is really important for a person with diabetes to pay special attention to their feet. Being prone to foot ulcers and the fact that high blood sugar is a deterrent to good healing puts them in jeapordy of developing non-healing wounds. There are several things that diabetics can do to help prevent foot problems, including careful daily foot care and inspection, regular exercise, adhering to diet and medicine schedules, seeing a podiatrist every three months, and wearing comfortable wellfitting shoes. Why diabetics need special shoes Not all diabetics need special shoes. However, many diabetics will at some point require these specially constructed shoes as their conditions worsen or as they experience foot injuries. Common diabetic foot ailments include blisters, cuts, swollen feet, and calluses. Often, as a result of neuropathy, diabetics are not even aware that they have these foot injuries until they get an infection or until they get around to inspecting their feet. Rush is on to register for the popular After School Programs (ASP) in Hallandale Beach It’s mid-summer, but Hallandale Beach’s Human Services Department and Parks & Recreation Department are busy registering students for the popular After School Programs (ASP) that teach and provide supervision for students from kindergarten through middle school. Students at Hallandale Elementary School went back into the classroom last Friday, July 19, and Gulfstream Middle School students head back to school on Wednesday, July 31. With elementary students in class, the ASP at the Austin Hepburn Center, 750 NW 8th Avenue, began last Friday. The Parks & Recreation ASP at Peter Bluesten Park, 501 SE 1st Avenue, and Foster Park, 609 NW 6th Avenue, will begin on Monday, Aug. 19. “Our focus is education,” said Marian McCann-Colliee, Human Services Department director. The educationbased ASP program at the Austin Hepburn Center uses certified teachers to help stu-

dents with homework, coach children in need of additional skills and brings in trained experts in Science, Technology, Engineering and Math (STEM) to enhance the learning experience. But it’s not all education as the program also offers cultural activities, creative arts and structured playtime.” “Our teachers are able to work with the children on a one-onone basis if needed,” Mrs. McCann-Colliee said. “They help with homework so the parents can check the work. This is especially important in homes where English is not the primary language in the home.” The Parks & Recreation ASP offers homework assistance, arts and crafts and takes full advantage of the City’s beautiful parks. Also, at Foster Park, the City offers a micro library and computer lab for students to enhance their after school experience. The ASP at the Hepburn Center is for students from

Hallandale Beach PAL track team brings home 17 medals from Disney With only 17 athletes, the Hallandale Beach Police Athletic League claimed 17 medals, including three gold, one silver and three bronze, at the annual 2013 AAU Track and Field Club Championships at the ESPN/Wide World of Sports complex at Disney World earlier this month. PAL of Hallandale Beach competed against 209 other teams in the international event. The annual meet is open to athletes up to 18 years old. With summer in full swing, it's the perfect time to capture those fleeting family moments and create delicious celebrations of happiness, laughter and togetherness. Culinary artist, Clare Crespo, knows how important- quality family time can be, which is why she is inspiring all families - including her own - to get creative in the kitchen. Creative twists turn up the heat on popular summer flavors (BPT) - Some flavors simply shout "summer."
