Setting the record straight on the lifeguard contract HALLANDALE BEACH - Those of you that know me and have worked with me understand that I do not participate in blogging or delivering fragmented information. You also know that one of the things I pride myself on is educating the public on important issues and also correcting misinformation and half-truths. I understand and share the frustration of many residents who have contacted me to state they are fed up with the undertones of negativity within our City. I have chosen not to respond to the negative comments directed at me as they do not warrant recognition or validation. Commission records are documented and the truth eventually surfaces. With that being said, I am choosing to set the record straight on the partial information recently circulating regarding contracted services. I want to make it crystal clear that I respect the many varying philosophies and opinions amongst us all. Nevertheless, there is a stark difference between facts and opinions. While the majority of the comments below are facts, I have included my voting record and positions on the actions taken. Recently the City made national headlines over the lifeguard issue. This issue most importantly shed light on the pitfalls of out-
Mayor Joy Cooper sourcing government services. CONTRACTING SERVICES I have not been an advocate of outsourcing. I voted against contracting with BSO years ago, I opposed the outsourcing of our Fleet Services, I voted against the outsourcing of our Building Department just this year; one of four with one favorable vote. I am pleased the majority of the Commission was in favor of not outsourcing the Building Department as this action and votes kept control over management and protected our level of service. Government Services are provided for People; not Profit. Another example would be in 2009 when our City directed Mike Good to reevaluate Ellis. We were displeased with the service provided and discussed the options of bringing the service back inhouse under the control of the Fire Department, contracting with Hollywood, or keeping the contract with Ellis. This
motion passed with a 41 vote. The Commissioner who voted no on the item is conveniently suggesting the vote was to keep the service in house. If one followed the item, it obviously was a position more against the City Manager and the policy that allowed the City Manager to negotiate the contract for this service. The policy was not to change the service to provide lifeguards, but possibly change the provider and the price. The service of providing lifeguards has been in place for years and years. The cost of the contracted services was what was negotiated in 2009. Every City Manager that has been serving this Commission serves as our lead negotiator and executes contracts within the purchasing authority or direction of the Commission. The manager provides the day to day oversight of operations and the Commission sets policy. Not at anytime during the discussion did any Commissioner ever suggest increasing the budget for this service to bring it in house, or make a motion to do so. The past two years have provided ample opportunity to being forth an agenda item regarding these services. Prior to the discussion in 2009, no Commissioner has ever placed an item on the agenda about lifeguard services or had any discussion
under Commissioner Comments about lifeguards or the contract. Vice Mayor Bill Julian brought up personal watercraft and I have asked about extending services south to the county line. The record speaks for itself. There were two issues with the firm; lifeguards left when the beach was closed during a storm and did not notice City Staff and communication coordination with EMS has always been difficult. Lifeguards rescue, but there is still the need for transport by EMS from the beach. Coordination is sometimes difficult through 911. The City Manager reported to us the final outcome of negotiations and the daily operations continued. When we were told the service remained with Ellis, the Commission accepted the result without objection. For the record, we have not had a loss of life at our beach for these past years; thank G-d; with the exception of one case where the victim had a heart attack. He did not die from drowning, contrary to what some residents thought. My sincere condolences go out to his family. Our lifeguards have been effective and their performance has been excellent. This issue is more about having management control placed outside of the City. As I stated to the
press, I support bringing the service back inhouse and making sure it is under the leadership of the Fire Department. As for firing Ellis, I met with him in the office Friday before the company’s Monday announcement and shared my opinion of his company’s decision. He decided not to pursue employment. Obviously, he understood my clear message. In reality, contracted services relinquish a level of control and accountability to someone that does not answer to taxpayers. Even with the best contract, there can still be issues and after a problem, the City still needs to provide the service. Any “Monday Morning Quarterback” can say what others should have and could have done. A professional team analyzes their performance on the field for corrections and goes back out on the field to move the ball forward. TAXES Once again this year, the millage rate was tentatively set by a 3-2 vote. Our new City Manager was given the directive to evaluate the budget with the goal of reducing the millage rate to roll back from 5.9 to 5.6821. Even with roll back, if you are homesteaded, you may see an increase in your tax. Roll back should be supported so long as we can maintain and/or increase the level of
services to our residents. The notion that government services can continue to be cut without impacting our level of services is unrealistic. We cannot pay for police, fire, maintenance of our city’s assets, nor lifeguards without taxes and fees. A no vote against taxes is a great sound bite, but it does not pay the bills and obstructs progress and our quality of life. INVESTGATOR GENERAL Separately, on another note, I have not commented on the IG investigation due to the fact that it is just that; an investigation. At this point, I am able to share what is known: Our own special audit of the CRA approved on a 5-0 vote showed there was mishandling of paper work. Steps have been taken to correct those findings. If the IG further identifies anything that needs to be addressed, it will be corrected. As a Director and Mayor, I continue to follow the legal counsel of both entities. When we are able to talk about the IG’s work, I will be more than happy to do so with the City and its residents. He is certainly a blueprint of what professional athletes should be.” Indeed, Joseph has given back to this community for as long as anyone could remember. His football coaches in high school had said that this is the one person who will always come back and do as much as he could. It's just the type of person he is. He was raised the right way. The week was indeed something that Joseph and the many community leaders had looked forward to. From free physicals to a Future Stars Reception, and last Saturday’s offensive line camp and PAL youth football skills clinic, it was a grand opportunity for Joseph to lay the foundation for an event that he plans to make a yearly event. "First of all I am humbled by Mayor Cooper and the City of Hallandale Beach that they would have an entire week dedicated to this foundation and myself," Joseph said on Friday evening at a dinner reception at Playwright Irish Pub in the Village of Gulfstream Park. "We will continue to reward excellence in the classroom. That is a major part of this foundation." Along with teammates such as Jeremy Trueblood, E.J. Biggers (North Miami Beach High) and others, Joseph called on his people to get his foundation off to a flying start, and nobody was disappointed. From the time the athletes hit the field, instruction was the order of the day. The fact that even in the mid summer heat when most players who begin to question why they were boiling in July, the players who came to help Joseph were impressive – and understood that education and athletics must go handin-hand. "These players that came out to help us are the people you count on to get things done," Joseph said. "They taught, answered questions and talked with a lot of the high school players. That was a thrill for both sides." Joseph even rolled up his sleeves, hitting the sleds and actually show-
ing the emerging line prospects how you can get to the next level with a strong work ethic and plenty of vocal encouraging. Those spirited words fired up prospects who came from as far away as Kendall and South Miami, and as close as Hallandale, South Broward and Hollywood Hills. Linemen getting an edge – from active NFL linemen – for free! “This was more than worth the trip for me,” said Gulliver Prep senior lineman – and All-State selection Jordi Dalmau. “To have the opportunity to learn from players such as Davin Joseph and Jeremy Trueblood, two of the best in NFL, giving me instruction. This is the perfect thing for me.” While Hallandale High head coach Dameon Jones brought out a number of his players, the chance to have Joseph give back to a program that he is trying to elevate, is exactly what he needed to keep the momentum going. pointed out. "Even though he now resides in Tampa, he loves this city and this school." In addition to what Joseph and his foundation does for Hallandale High, he does the same in Tampa -with cashstrapped inner city programs such as Blake and Middleton, where he helps with a number of things such as pre-game meals, healthy snacks and things that will help the programs flourish on the field as well as the classroom. "We want to get to the point where we can bring a few of pour Tampa area players down here for the camp," Joseph explained. "We can even tie in a spring game or a
fall kickoff classic with Blake, Middleton, Hallandale and another area school." But as much as Joseph and his tremendous team continue to do, they can always use help. Additional sponsors, donations and other things that would

Cummings From Page 1A –––––––––––––––––––––––– treating over 1,200 homeless boys and girls living in shelters to a day of food, underwear, shirts, shorts, shoes, school supplies, diapers and entertainment during the 11th annual Christmas in July. The Bank Atlantic Center in Sunrise was the venue where the children and their parents and guardians were transported free of charge courtesy of the generosity of the Broward County School bus drivers where 200 volunteers eagerly awaited their roles in areas including food and beverage, entertainment, transportation, security, registration and gift distribution. Steve Cummings filled the role of food and bever-
age chair for year seven, but received great assistance from all of his club members. Although I bear the responsibility for acquiring 2000 hot dogs and rolls, 50 cases of soda and 50 cases of water, all the condiments and paper goods and desserts, I am only as effective as the members who put in the time and effort. The Kiwanis Club of Hallandale Beach was asked to donate diapers by Executive Director Dr. Celia Earle who is an engineer by trade, but has championed the plight of the homeless for the past 11 years and through her infectious charisma commands her retinue of 200 volunteers to perform countless hours of service as this project takes six months of careful planning preparing a backpack for participants from infancy to
17 years of age. Hallandale Beach Club members donated over 2,000 diapers in various sizes assisting many young mothers who would not have the resources to provide diapers without our collection. Many thanks to Police Officer Chris Taylor and Rickey Buoni who are not Kiwanis members, but were quick to assist with donations. Also, I must recognize club member Dr. Joseph A. Amunategui II whose generous donation greatly increased the number of diapers that our club donated. Also Police Major Ken Cowley gifted 15 cases of soda from the Police Athletic League while Kiwanis Club President Harry Escandon, owner of AAAA Crosstown Towing had Protano’s Bakery bake us 2,000 hot dog buns. Many
thanks to store manager Lavar Miller from Winn Dixie’s Diplomat Mall location and Stan Hudson from the Hallandale Beach Walmart who both donated 500 hot dogs. Lastly, I am so grateful to Tubby’s Drive Thru in Tamarac that donated 1,000 hot dogs for the 4th consecutive year. One of my biggest challenges is transporting all the food and beverages each year to the Bank Atlantic Center prior to the event and that dilemma has been solved each year by the most altruistic man in our city, William “Bill” Julian. The former Vice Mayor from Hallandale Beach served 10 years on the commission and is seeking his seat back this November. Not only has Bill been widely recognized for his Annual Pasta Dinner Fundraiser each year at
the Hallandale Beach Cultural Center, benefitting the Gulfstream Middle School, Hallandale Elementary School, Hallandale High School Key Club and the Kiwanis Club of Hallandale Beach, Bill transports all the food and beverage in his truck before returning event day to volunteer his services in the food court. Bill was joined Saturday morning by Kiwanis members Joe Kessel, Commissioner Alex Lewy, Greg Pagliarulo and Leo Gra-

chow who all worked tirelessly in the food court setting up, serving and cleaning up. The warm smiles that glow from the young children after receiving a hot lunch followed by gifts from Santa are heartwarming and make all the tedious and laborious preparations worthwhile. The longest running music festival, Summerfest 2012 takes place at the Broward Center Summerfest 2012 features the internationally acclaimed Mission Chamber Orchestra, based in Rome and will perform a dynamic repertoire from Baroque to contemporary. The orchestra has a partnership with, has performed very often for the Vatican and is currently working with Vatican City to present an important music festival in 2013. The orchestra’s musicians are experienced professionals including graduates and faculty members of the well known European conservatories. R-U-OK Program provides a vital link to the community, checking on the safety of residents “Are you OK;” a few words that could save a life. The City of Hallandale Beach Police Department joined Southern Bell’s “R-U-OK Telephone Reassurance Program” in 1990 as a lifeline to older and infirmed residents. “This is for a lot for people who live by themselves and don’t have contact with someone every day,” said Hallandale Beach Police Major Ken Cowley. “(At its peak), we had several hundred residents, but the demographics have changed, and we now have only about 50.” While the numbers have dwindled, the program is still very active in the City. R-U-OK is a free subscription program for residents 62 years and older or infirmed. It provides a vital link to the community, checking on the safety of residents. Residents sign up for the service and select a time they would like to be contacted by telephone. Each participant is required to submit the name of a relative or close friend the City can contact in case of emergency. A computer-generated telephone call is placed to each subscriber once or twice a day to check on the resident. The residents answers and is asked if they are “OK?” If they are, that’s it. If not, they are urged to call 9-1-1 immediately. If the resident fails to answer on the first attempt, a second attempt is made. If there is no answer on the second attempt, an alert goes to the Police Department and the emergency contact is called to see if the person is on vacation or away. The City also will dispatch a police officer to the residence to check on the elderly or infirmed resident. “Most of the calls are to condominiums,” Major Cowley said. “We look in the window and if we can’t see anything, we track down the super or a board member for a key to check on them. “ Police peer into the windows, listen for sounds and contact neighbors before calling Hallandale Beach Fire Rescue to help gain entry into the apartment or home. “When they sign up, they give us permission (to go into the home),” Major Cowley said. “We have found a number of people who have fallen or collapsed on the floor. We also have found several (deceased).” Major Cowley said the program was launched in the days “before ‘Life Alert.’’’ Life Alert is a paid monitoring service. The R-U-OK program is free. Getting ready for after school programs It may be summertime, but the City of Hallandale Beach is gearing up for the school year. Registration is under way for the 36th annual education-based afterschool program at the Austin Hepburn Center, 750 NW 8th Avenue. Meanwhile, registration for the Parks and Recreation Department’s two activitybased programs at Peter Bluesten Park, 501 SE 1st Avenue, and O.B. Johnson Park/Foster Park, will begin in August. Details for the Parks and Recreation Department programs are being finalized. The City plans to begin the after-school program at O.B. Johnson Park, 900 NW 8th Avenue, and then move the program to the new Foster Park Community Center, 606 NW 6th Avenue, when the facility opens later this fall. Annually, the Hepburn Center after-school program accommodates up to 200 students from kindergarten through middle school. The Parks and Recreation activity-based programs host about 50 students at each center. “Children need safe places to stay during out-of-school hours, places that provide supervision and productive activities that support school success and youth development,” said Marian McCann-Colliee, director of Human Services. “Research shows that participation in afterschool programs result in better attitudes toward school, higher educational aspirations, improved performance on achievement tests, better grades and school attendance,” Mrs. McCann-Colliee said. tured program, the Hepburn Center program works with the students to improve grades. The City employs a talented team of certified teachers and teacher assistants to work with students in each grade level to complete homework assignments and enrich the learning experience. It is a proven, winning formula. The program limits students in each classroom setting to 25 or fewer students. “We have children of adults that have attended the program,” Mrs. McCann-Colliee said about the longevity and legacy built by the program. It’s not all work and no play. The program stresses education, but provides time for participants to play and burn off energy. Students have access to computers, arts and cultural enrichment programs. Also, a snack is provided to each participant in the after-school program. In the Parks and Recreation programs are geared for active
students. Parks and Recreation counselors and staff work with students in organized activities such as basketball and baseball, and arts and crafts. Also, once the Foster Park center opens, the City will offer access to a computer lab and library. The City of Hallandale Beach program at the Hepburn Center is a bargain for working parents. City residents pay a one-time registration fee of $200 per student per year; non-residents pay a $250 fee per year. The registration fee includes free transportation from Hallandale Elementary School and Gulfstream Middle School to the Hepburn Center. This program is open to all students
from kindergarten through middle school. The Parks and Recreation program fees are being finalized and will be announced soon. Also, the City is working to formalize transportation from the schools to the parks. Unlike the Hepburn Center, the activity-based afterschool programs are for students who have completed kindergarten through middle school. Construction crews cover a newly placed storm drain along SW 3rd Street recently. The $450,000 improvement project is expected to be completed in late August or early September. Footwear is no longer dictated by age, but rather by the activity level and fashion sense of the wearer. Still, like everything else about our bodies, our feet change with age. Because of this, the steps we take to keep them healthy have to adjust accordingly. "While staying active is a great way to preserve overall health and can positively impact foot health, aging can naturally increase the risk of certain foot ailments," says Joseph Caporusso, DPM, a podiatrist and president of the American Podiatric Medical Association (APMA). "It's important to know the symptoms of agerelated foot ailments and take steps to minimize their impact on your overall health." APMA offers some information on common foot ailments to watch for as you age: ARTHRITIS While many health issues can cause arthritis, and it can affect people of any age, those older than 50 are most prone to it. The feet are more susceptible to this painful inflammation of the cartilage and lining of the joints because each foot has 33 joints - all of which help bear the weight of the entire body every day. Arthritic feet can lead to a loss of mobility if the condition is not diagnosed and treated. Arthritis may take several forms, so if you're experiencing foot pain, it's best to have it diagnosed by a podiatrist. Symptoms

High blood pressure Hypertension can be related to a buildup of plaque in the blood vessels, a condition which can lead to decreased circulation in the legs and feet. Poor circulation can lead to the development of open wounds on the skin. Symptoms of poor circulation in the feet and legs include cramping, sores that take a long time to heal, changes in the color or temperature of the feet, and loss of hair on the feet and legs. HEEL PAIN One of the most common foot complaints, heel pain can be caused by walking gait abnormalities, an injury, wearing poorly constructed footwear over the long term, or being overweight. Heel pain is often very treatable. A podi-

Cool weather crops are hot this fall (ARA) - The growing season isn't over with the arrival of cool weather. Until the first hard frost hits, you have plenty of time to plant, pick and plate cool-weather crops. You'll save yourself some money in the grocery's produce aisle too. Fall is a great time for gardening thanks to cooler, milder temperatures, a decrease in garden pests, and moister, well-draining soil. These conditions make it ideal for crops that prefer cooler weather. Some vegetables taste even better when nipped by light frost. July through August is the optimum time for planting cool crops, so don't delay. Planting in summer ensures crops will have time to mature before the first freeze in fall. Choose varieties that mature quickly; you can find the days to maturity on plant tags. Starting with transplants, rather than seed, will help make the growing process much easier. If you've been diligent in your garden all summer, you won't
have much work to do preparing it for cool crops. If your garden got a little ahead of your efforts, don't worry. It won't take long to get it into tiptop shape for a second season of planting. Just follow these simple steps: TIDY UP Remove spent plants, like early planted beans, cucumbers or lettuce, since they're pretty much done for the season and can harbor pests. Clear away holes left from pulling plants, and get rid of weeds before they go to seed. Throw away anything distressed and compost the rest. Discard any fallen fruits, rotting produce can attract pests. Take
note of where everything was planted so you can be sure to rotate crops.

You can also use a layer of shredded leaves for mulch. Loosen compacted soil and fluff it up with a garden fork. Major tilling isn't necessary; just move soil enough to allow new plant roots to settle in and let water get through. Test soil (you can buy a testing kit at most garden retailers) to see if

harvest in partial shade. * Winterbor kale This nutritious leafy green is a vigorous producer that endures winter easily. Cut the outer leaves so that the center can continue growing. Space transplants 12 inches apart. * Early dividend broccoli - Popular, productive and easy to grow, this broccoli is high in fiber and calcium. Space transplants 18 inches apart. * Mustard greens Offering spicy hot leaves, this is a very fast-growing, nutritious vegetable, and always tastes sweeter when nipped by frost. Space plants 12 inches apart. * Bonnie hybrid cabbage - Grows large, round, blue-green heads. Cabbage is especially high in betacarotene, vitamin C, K and fiber.
