One of the things was this Jeff Ellis Management group out of Orlando. It had been established, for some reason, this company actually provided and ran the lifeguards for the City of
Lifeguard Contractor Will Not Seek Extension; City will explore other options In the wake of the hasty firing of a lifeguard, Jeff Ellis Management has notified the City of Hallandale Beach they will not seek an extension of the contract that expires Sunday, Sept. 30, 2012. Jeff Ellis management will work with the City of Hallandale Beach for a smooth transition. Mr. Ellis notified City Manager Renee Crichton of his decision earlier today, Monday, July 9, that the company has decided to resign at the end of the contract. “I take full responsibility for how this situation was handled by our company,” Jeff Ellis said in a prepared statement sent to the City. “I can’t change what happened, but when we took this job I promised accountability. I am taking this action to fulfill my promise.” A supervisor from Jeff Ellis Management fired lifeguard Tomas Lopez on Monday, June 2, following the rescue of a swimmer about 1,500 feet south of his station at South Beach Park. The rescue was in an area posted as unprotected. Mr. Lopez raced to help Good Samaritans pull swimmer Maksim Samartsev, 20, to shore. Me. Lopez was fired for failing to follow the company’s protocol. The City has always maintained lifeguards should respond to any emergency whether inside or outside the protected zones. Jeff Ellis management is in the final year of a three-year contract to provide lifeguards at two City-owned beaches and the City’s Municipal swimming pool. The City will explore all options for protecting the visitors to the City’s beaches and swimming pool, including hiring lifeguards as City employees. The City had a lifeguard staff until 2003 when they City contracted services.

‘AROUND THE CITY OF CHOICE’ Hallandale Beach learned some valuable lessons this week HALLANDALE BEACH - Over the past years there have been occasions when the local press and news stations have covered stories here in our city that make national news. This is the first time that an incident occurred in our community that not only reached the national level, but as they say in modern terms, went “viral” around the globe. Everyone was rightfully enraged over the firing of Tomas Lopez. I, along with every City Commissioner, was appalled. Not only did Ellis establish such a ridiculous policy, but it took them days to apologize and offer the young man his job back. To add insult to injury, it was not until days later; this Monday afternoon to be exact, that they finally sent a formal letter of apology to the City Manager. The letter only mentioned an apology to the Mayor and the Commission. In that letter they mentioned that if the City went out again for contracted services that they would not be bidding or seeking further contracts. Obviously, a company whose sole purpose is to provide life-saving personnel that fires a lifeguard for saving a life does need to reevaluate their business model, but certainly not on our taxpayers’ dime. With all the news reports I do not intend to repeat what has been covered by the press to date. I did receive an e-mail on Tuesday that filled in some of the blanks when it came to some of the other good Samaritans that helped rescue Alex Smartsev. I will not share the individual’s names publicly at this time as I have not confirmed whether or not they to want to be recognized. While the press was more focused on the firing of Thomas, the city not only wanted to focus on his efforts, but also the team effort of many people that played an integral part in the rescue. That is what Monday was about. We are still trying to find out who the nurse was that helped. We may never know that individual by name. That is the beautiful part of being a Good Samaritan. The next part of this story is what the City of Hallandale Beach will do moving forward. In 2003, the City made the decision to contract this service out to a private company. At that time the decision made sense for our city. Many of the press reports are suggesting that this move was strictly a money saving decision. However, the additional reason was to ensure that we would have plentiful coverage at our pools and beach without the constant concern of staffing levels. In real-
Mayor Joy Cooper ity, the contract with Ellis never had any issues until 2009. During the budget year, the City Commission was concerned over actions Ellis had taken during a storm event. In our contract there is a clause that provides in the event of a serious looming storm; Ellis had to give notice to the City before pulling their lifeguards from the beach. While there was a storm and the beach was closed, their staff left the beach without the proper notification. At that time the contract was still eligible for renewal, but Ellis was
looking for a fee increase. During the 2009 budget special meeting the City Commission took action to direct City Manager Mike Good on a 4-1 vote to work with three alternatives; to negotiate with Ellis on the contract, contact the City of Hollywood to see if there was an interest to extend their lifeguards into Hallandale Beach, or bring the service back in house. We also included evaluating the addition of adding a water craft. I had also requested that Staff look into expanding lifeguard services south to County Line Road at a minimum on weekends and holidays. Hollywood’s rate was noncompetitive and included a 10% administration fee and after negotiation Ellis’s contract still remained to be the viable option. Staff did not recommend purchasing a WaveRunner due to the storage logistics, access issues and maintenance of the ve-
hicle. The City Attorney did not recommend adding lifeguards on a part time basis due to legal challenges that were taking place in other communities and after debate, there was not enough support on the Commission to add any more coverage. As things would turn out the Ellis contract could not be renewed again without going out for an RFP. The RFP was to go out in September. Ellis had been recently in discussions with our City Staff and would have been on a month-tomonth until such time a new contract with or without them would have started. As the news covered correctly, I was away on vacation when Tomas Lopez was fired. After being in the air traveling for almost 24 hours I found out what was taking place through my oldest daughter. This was at 3:30 pm. After contacting the City to be briefed and find out about the victim, Alex, I tracked down Tomas’s
phone number. By 5 PM I had already extended my congratulations to Mr. Lopez and apologized to him for what had happened even though it was Ellis’ policy. It also did not reflect our top goal to protect our residents and ensure the safety on our beaches. I also wanted to recognize him for his efforts. The next call was back to the City Manager that evening to address the Ellis issue and ask to have an item placed on the August 1st agenda. While the paparazzi has pulled up their tents and moved on to the next hot news story of the week, Hallandale Beach will remain one of the safer places to live, work and play. What got lost in this whole issue was the fact that even though Ellis’s Company policy was preposterous and the handling of the matter was unprofessional, it does not reflect their employees… our Lifeguards. The City Commission will continue to evaluate and readdress the
method by which we provide lifeguard services. The City currently has very limited contracted services; the other main service is the mini bus. Moving forward, the lessons learned are not simply what language is in the contract, but the evaluation of corporate culture, their internal procedures and most importantly, requirements that any internal management changes and directives that affect the way they do business needs to be directly reported to our city. We need to also keep focused on a fact that I have shared before; governments provide government services for the people, unlike companies that provide service for profit. trained to do, which is to react and stabilize, paramedics Jose Pan, Donovan Cluff, Caleb DeVore, Engineer Art Newell, Lt. Raul Perez and Battalion Chief Marc Vermont, were the true heroes. I could go on and try to bash everyone for another no-brainer, believing, like in every other Broward community, lifeguards are run by the city - and not some out of touch company 220 miles away. But that would be a waste of valuable space, time and effort. Instead, I want to spend some time on this outsourcing. I do not like it. It is like having automation, where you take the real community feel out of the equation. I know everyone is trying to save money, but that is never the solution of having BROWARD COUNTY or MIAMI-DADE COUNTY being the face of your community. What it does is take any of that small-town charm away. What it did to Hallandale Beach is put it in the national spotlight once again and not for something positive. But what it did mostly is put this Orlandobased company square in the crosshairs. I was once taught that when you feel a certain way, you have a gut reaction.
The gut reaction to Mr. Lopez leaving his "designated area" was to fire him. Then, as this Orlando-based management group began to feel the heat, they had a $udden change of heart. A little transparent, don't you think? Any way, it was so transparent that this well what ever they are - decided not to bid on the contract when it comes up at the end of September. Wow, from paying $8.25 an hour and firing lifeguards for saving lives, to backing away from a contract they have had for nearly nine years. What happened? Why all of a sudden would you back off a lucrative contract? Everyone knows why! I want to get into the thanking and recognizing. I still want to single out all those who should actually bid on the lifeguard contract for the city. Hell, they were the ones who did the ONLY thing anyone does in
that situation - save a life! To me, so many great things happened when Mr. Lopez and Marisol Azofra spear-headed a life-saving effort on July 2, when they aided in pulling Maksim Samartsev to safety. But the one major thing it did was shed light on businesses such as this Orlando-based company. It just angers me so much that in these times, you would actually run a business in the manner in which the guidelines were drawn out by people who are not even here. I realize that the deal to hire them was not struck by this administration, but does nobody ever speak out about this being an important part of the infrastructure of the city? This is a seaside community with a small, but great beach - impressive swimming pool and a need to keep its own identity. While Mr.

The Hollywood City Commission voted in March 2012 to name the park after Rose Venza DiGaetano Shomer. Mrs. Shomer moved to Hollywood in 1945 with her two daughters, Joan and Rosemary. She worked at the Hollywood Laundry and Florida Merritt for more than 30 years until she retired at age 62. Mrs. Shomer was very active in her neighborhood. She eventually sold her home to the City of Hollywood to add to the adjacent land purchased by Broward County for the construction of a neighborhood park. The second Ribbon Cutting Ceremony will be held on Friday, July 13 at 10:30 a.m. to open the Hollywood Fire Rescue and Beach Safety Department complex at 707 South Ocean Drive on Hollywood Beach. The
Rose’s Garden Park at the corner of 24th Avenue and Monroe Street in Hollywood will be dedicated on Thursday, July 12 at 6 p.m. The new park was created using City funds and grant funds from Broward County’s Safe Parks and Land Preservation Bond Program and with special assistance from Broward County Commissioner Sue Gunzburger. complex will serve as the new Fire Station 40 and offices for the Hollywood Community Redevelopment Agency (CRA). The new complex was designed to earn the Leadership in Energy and Environmental Design (LEED) Silver certification. The building has solar panels on the roof, sky lights, ocean views, a drainage well for storm water disposal, and other eco-friendly features. The fire station includes 15 bunk rooms and four offices for fire rescue personnel, a kitchen, training room, exercise room, locker rooms, and a fire pole to access the
apparatus bay. The new fire station will provide fire rescue services to residents, businesses and visitors along Hollywood Beach and parts of west Hollywood, including Hollywood Lakes and the Young Circle and downtown areas. It also supports the Beach Safety Division. The CRA offices will be housed in a restored, historic 1930s triplex adjacent to Fire Station 40. Formerly the Southwinds Apartments, the one-story Mediterranean Revival-style building has stucco wall surfaces, barrel tile roof, arched front doors, eaves with
no overhangs, decorative scuppers, elaborate chimneys, and an asymmetrical facade. While all efforts have been made to maintain the historical integrity of the exterior, the interior has been modernized to accommodate office needs and to meet all current building and American with Disabilities Act (ADA) access standards. Rescued swimmer Maksim Samartsev was reunited with two of the four rescuers and paramedics who saved his life on Monday, July 2, during a ceremony Monday, July 9, at Hallandale Beach City Hall. Hallandale Beach Mayor and City Commissioners honored a life guard and bystander who rescued Mr. Samartsev. Keys to the City of Hallandale Beach were presented to Marisol Azofra and lifeguard Tomas Lopez. A nurse and another beach visitor who worked to save Mr. Samartsev disappeared into the crowd when Hallandale Beach Fire-Rescue paramedics arrived to resuscitate Mr. Samartsev. “We’d like to honor the other two Good Samaritans whose actions helped save Maksim Samartsev,” said Hallandale Beach Mayor Joy Cooper. “If not for the actions of these four people and our paramedics, the results could have been tragic.” Mr. Samartsev went
swimming behind the Hemispheres Condominium, 1950 S. Ocean Drive, on Monday, July 2. Shortly after 1:30 p.m., Ms. Azofra heard screams coming from the shore and water; there was a man in distress. She raced from the shore, found Mr. Samartsev underwater and pulled him out. At that point, a man came to her side to help pull the victim to shore. Mr. Lopez arrived and assisted getting Mr. Samartsev from the surf onto the beach where a nurse began to administer care. Paramedics, Jose Pan, Donovan Cluff, Caleb DeVore, Driver, Engineer Art Newell, Lt. Raul Perez and Battalion Chief Marc Vermont, arrived seconds later to revive and stabilize Mr. Samartsev. He was taken to Aventura Medical Center and placed into the intensive care unit. Mr. Lopez, a life guard for Jeff Ellis Management, a City contractor, was terminated for abandoning his post at South Beach Park, about 1,500 feet north of the

GOOD SAMARITANS HONORED – A lifeguard and a resident were honored by the City of Hallandale Beach Monday for saving the life of a swimmer. Lifeguard Tomas Lopez and resident Marisol Azofra were presented keys to the City of Hallandale Beach for their quick action in saving 20-year-old Maksim Samartsev on Monday, July 2. Beware of negative Self-Dialogue Numerous studies in psychology have shown that what we say to ourselves significantly influences our thoughts, behaviors and abilities, and can effect our work and personal relationships. In the sports arena, our inner dialogue can greatly impact performance.... I remember when I used to play amateur jaialai, how there were so many instances where I would drop the easiest of balls, sometimes even after making some nice catches. No, I was not fixing the game!, but often I would remember having a negative inner-dialogue right before a big blunder. Many people are not fully conscious of their negative self-dialogue, and are often astonished when it becomes clear to them how negatively and irrationally they are programming themselves. Feelings of illogical self-worth, irrational fear, and hostility toward others can run rampant, especially with those that suffer from mood problems. Often these constantly running sound-bites of pathology may have been ingrained in one's psyche for many, many years, and are not so easy to turn off. Seeing a therapist for this problem can be quite effective, and offers few by way of side effects. Therapies such as cognitive-behavioral therapy, and neural-linguistic therapy claim solid success rates by helping clients shed pathological inner dialogue, and maladaptive perceptions. If you resist therapy, but still want to learn more about this subject, try almost any book written by Donald Meichenbaum Ph.D... the causes of damages or to know what it will take to repair them. “Often, damages that may look minor to you can lead to more severe problems later,” Rami says. “And damage in walls or under floors may not even be visible at first. How cheese can take your grilling from average to amazing (ARA) - The sun is shining and the smell of charcoal is in the air it's officially grilling season. Eighty-five percent of consumers will take to the tongs for some outdoor grilling this summer, according to the Hearth, Patio and Barbecue Association. So what's on the menu? The California Milk Advisory Board (CMAB) has developed a host of smokin' tips and juicy recipes that will make you say "cheese please" at your next backyard feast. Savor the real California Cheese flavor Did you know certain varieties of cheese can be grilled alone for a tasty treat? For optimal grilling results, avoid having the cheese on direct heat or for the grill to be too hot. Wrap the cheese in edible leaves that have been soaked in liquid (fruit juice, olive oil, wine) or put in a ramekin and place over indirect flames and on the cooler parts of the grill.
If the temperature is too hot, the moisture from the cheese will evaporate, leaving you with a grainy texture. Different textures of Real California Cheeses will respond differently to the dry heat of a grill. For example: * Soft/fresh and semisoft/mold-ripened - A category of cheeses that are typically creamy in texture, such as Brie, Ricotta and Mascarpone, are best contained in a ramekin or wrapped up in an edible leaf. * Semi-hard /cooking, melting - These include cheeses such as Monterey Jack and Cheddar and are best incorporated into a dish, in or on a burger. * Hard/grating - Generally describes any cheese aged sufficiently to become firm enough to grate, such as Dry Jack and several Hispanic-style cheeses, such as Cotija Anejo and Enchilado, which are dry, crumble easily and are used as a grating cheese in many Mexican dishes. Avoid the burn To check if the cheese is done and warmed through, it should have a pillowy or supple texture depending on the type of cheese. Higher moisture cheeses will be softer and firmer cheeses will have a more supple texture. Cook 10 to 15 minutes depending on cheese variety, size and how hot your grill is.
