When it comes to the city budget, there is so much to account for

By Mayor Joy Cooper HALLANDALE BEACH - As budget season is upon us, it is important to understand what services our city provides and why. Every entity, be it a city, a household or company needs a budget and it should be followed.

Quite often you will hear catch phrases including “live within our means” when setting a budget for the next year. This is great if I am running a home and buying services. Cities are not 100% the same as a household - nor a company. We are a government entity tasked with an obligation to provide and protect our cities.

This obligation is referenced as a home rule.

We do not just provide services, we also buy them when it is fiscally prudent. When a crisis happens like a job loss or medical expense, it can be devastating to one’s home budget.

Cities can have major expenses as well. A garbage truck, for example, caught fire and we had to replace it a few years back. Items like this can cost hundreds of thousands of dollars. Just like when you try to plan ahead and watch every penny, so do we. So live within your means is only a half-truth when it comes to cities. We are mandated to provide community sustaining

services to our residents and businesses.

We also have to maintain services and an infrastructure that provides these services.

We have never kicked the can down that road.

We said that we will remain steadfast in maintaining reasonable tax and fee rate structure.

Does City budgeting begin with a realistic approach to what services we provide? How do we deliver them? And can we do it better, faster and cheaper? We evaluate our performance to industry standards and our internal performance matrix. The level of services residents demand, need and want is also important. The quality of the services we provide is also critical. Do we want to be cheapest or the safest and best?

Many critics like to suggest we only take a zero based budget approach. Some suggest a programmatic budget.

The other alternative is performance based. In reality, it needs to be all of the above. Every year, we know we will already have long term liabilities on the books. These are pension obligations and loans on infrastructure.

We also know that we will be providing life sustaining services; police, fire, building services, sanitation, water services and all required administrative services.

Last year, we reduced the budget, provided the same or increased the level of services and did not use any surplus funds. It should be noted that we have $20 million in general fund surplus which equals 35% of our operating budget. All of our enterprise funds include surplus funds too.

We also know that our residents want parks, transit options and others need social services.

This is where hard budget decisions come into play.

To know where you are going, you need to know where you came from. When you get to an intersection, you need to decide which road to take. This is similar to the budget concept. We take a break to evaluate our course and then put in place a budget plan for the journey ahead. We can continue on our strategic path, adjust it, stop or go backwards.

In my book, the last two are not even options.

I would like to provide a snap shot of our current city statistics. Our city has grown from 36,460 in 1980 to 38,632 (estimated 2013). These new residents increase the level of services needed, this means our budget has grown. With that said, we have not increased in land size, so what we do in regards to devolvement and community redevel-

oping is critical to our tax base.

We have 41% percent land that is residential and approximately 38% which is commercial.

The rest includes parks, water, transit and governmental. This means 79% of the land in our 4.4 square miles is taxable. The taxes we collect are based on the use and values from the property appraiser less exemptions. The taxable values times our tax rate of 5.1918 combined with special revenue funds, shared revenues, franchise and utility service taxes, licenses, permits and other operational revenues, creates revenues of $56 million dollars. These funds are our general fund and are mainly used for police, fire, technology, public works administration, human services, city administration, city attorney, city clerk, human resources and parks and recreation.

In addition to the general fund, we have what are called enterprise funds. These include; water, sewer, storm

water, sanitation, marina. The revenue to provide these services in part are from fees. The overall enterprise budget is $29 million dollars. There are also special funds which include; police training, law enforcement trust fund, transportation, safe neighborhood district, police outside services and capital projects. All of these funds can only be used for their intended purposes.

Our overall budget last year with all funds was $93 million dollars. This was a reduction from $102 million. As I stated earlier, we do make sure that we are providing the services our residents demand while

watching every dollar.

Over the next few weeks, I will be addressing the services we provide currently and at what level. As I have written, it is important for all residents to really understand how cities operate. This way, you can certainly become part of the process.

INFORMATION TO HELP MAKE IT A SAFE AND HAZARD-FREE HOLIDAY Personal fireworks, sparklers, glass containers, coolers, and barbecues are prohibited on the beach and could be confiscated by Hollywood Police. Picnicking is permitted on the beach only between Sherman and Custer streets. Picnicking is also allowed within Charnow Park at Garfield Street, Keating Park at Magnolia Terrace and Harry Berry Park at Azalea Terrace.

It is prime nesting season for several protected species of sea turtles. If you plan to stake out a spot on the sand to watch the fireworks, please remember the nesting habits of sea turtles can be impacted by light sources. You should refrain from using flashlights. If you do encounter a sea turtle or sea turtle nest, do not disturb it. Knowingly interfering with a sea turtle nest could result in civil or even criminal penalties and fines.

All boaters are advised

to travel at safe speeds and to watch for endangered species including manatees and sea turtles.

Any collisions with or injury to sea turtles, manatees or other protected species must be reported to Sea Turtle Emergency Line (24 hours) at 954.328.0580 and the Florida Fish and Wildlife Conservation Commission at 1.888.404.FWCC. Spectator boats are not allowed to anchor on or above sea grass, hard bottom or coral reef structures and could face fines or criminal penalties for doing so. This is a condition of the event permit from the U.S. Coast Guard. Boaters also must remain at least 1,400 feet from the fireworks barge. The Hollywood Police Department Marine Unit will be on hand to assure boaters follow these regulations.

Restrooms are located at Tyler, Fillmore, Garfield, Taft and Missouri Streets and Azalea Terrace on the Broadwalk for your convenience.

TRAFFIC INFORMATION Due to heavy traffic and limited parking, spectators are encouraged to use the free shuttle buses departing from two downtown parking garage locations to Hollywood Beach at Connecticut Street and N. Ocean Drive. The shuttle information is as follows: • Radius Garage (HOURLY PARKING RATES APPLY) 251 N 19th Avenue • Van Buren Garage (HOURLY PARKING RATES APPLY) 251 S 20th Avenue The free shuttles will

run from 4 p.m. to 11 p.m.

Please note the last shuttles will leave for the beach at 8 p.m., at which time regular vehicular travel on A1A between Hollywood Boulevard and Sheridan Street will be restricted. Returning shuttles begin at 9:30 p.m. at the conclusion of the fireworks display.

Hollywood Police will restrict vehicular access to the beach when available parking is full and traffic levels reach roadway capacity.

Following the event, vehicles parked on Garfield Street and all points south will be directed southbound on A1A to Hallandale Beach Boulevard. Vehicles parked on Connecticut Street and all points north will be directed northbound to Sheridan Street. Vehicles parked at North Beach Park and all points north will be diverted northbound to Dania Beach Boulevard.

Southbound traffic north of Sheridan Street will be diverted westbound on Sheridan Street.

Intracoastal Waterway bridges will maintain their regular schedules throughout the day and early evening, but from 8 p.m. to midnight the following bridges will remain in the down position to allow vehicular traffic

to enter and exit the beach: Dania Beach Boulevard, Sheridan Street and Hollywood Boulevard.

The Hollywood Trolley will run on its normal schedule starting at 10 a.m. The trolley service is $1 per ride and will be free beginning at 4:00 p.m.

Whether you're looking forward to Independence Day as an excuse to paint your face and feel like a kid again, run around hauling the American flag and patriotic gear, or simply as a day to appreciate our country with loved ones, there is a place for everyone.

As local residents have been hit with a dose of summer heat already, there is always that Fourth of July weekend to look forward to. It is indeed the time of year when you say goodbye to those cooler temperatures and plan things around the heat of the summer day.

Aventura residents Catherine and William Welsh are still learning this area. They spent last year, their first in Florida, at Hollywood Beach. Fighting crowds and not getting home until after 11 taught them that they were not alone, trying to find the premium beach spots to spend the day and watch the show at night.

"This year, we will go to the beach early and then leave before the crowds start to arrive," Catherine Welsh said.

"Living in Illinois most of my life, the beach is such a lure, but as we found out, the traffic and long lines go along with such great weather."

There is no doubt that south Florida is certainly the hotspot for the entire weekend - which starts on July 3rd and ends sometime Sunday night.

Anthony Walker and his family have their Saturday already planned. A little fishing early at the Dania Beach Pier, some swimming in the ocean after and then home to fire up the grill with some neighbors.

"We will go to the store on Wednesday or Thursday, get plenty of burgers, hot dogs and chicken," Walker said.

"My neighbors here in Hollywood will kind of take care of the rest.

That is how we always spend the holiday. Too crazy to go out - and we have a great neighborhood with people of all ages."

Walker and the entire neighborhood will watch local fireworks that will usher in the holiday in style.

EVERY CITY HAS SOMETHING With the City of Hallandale Beach hosting a Happy Birthday America celebration last week - which was truly impressive - other local cities and venues will start celebrating this Friday, Saturday and Sunday.

The Summit of Speed will also mark the first appearance in South Florida by jockey Victor Espinoza, jockey of Triple Crown winner American Pharoah.

Festivities on July 4 begin at 2 p.m. with some of South Florida's top food trucks setting up near the south valet. Beginning at 5 p.m., face painters, air brush tattoo artists, balloon artists and magicians will begin strolling Champions Plaza along with coloring stations.

DJ Ozzy will begin playing music near the walking ring and four satellite bars. Ten Palms will offer a BBQ buffet from 6-9 p.m. for $19.95 for adults and $9.99 for children 12 and under. Gulfstream will offer the Speed Demon - a special cocktail - all weekend for $6 in an 18 ounce collectable tumbler.

by Grucci, will begin at approximately 9:15 p.m. followed by a two minute fireworks finale.

Saturday's first race post time for live racing will be 12:45 p.m.

Following the July 4th celebration, Gulfstream will play host Sunday, July 5 to the Summit of Speed, another exciting day of Thoroughbred racing with nine stakes races and some of the country's top sprinters. First race post time Sunday is 12:30 p.m. There will also be a second day of food trucks in the south valet area.

Those purchasing seats on Sunday in the grandstand, Silks or Ten Palms will receive a Summit of Speed tank top.

Sunday will also feature the inaugural GirlsGotGame Handicapping Challenge with a seminar and brunch overlooking beautiful Gulfstream and cash and prizes to the top 20 women. Registration to

While Florida has been successful in terms of runners-up, finalists and semi- finalists, the state has never won the Miss USA pageant, although Cheryl Patton became Miss USA after Sylvia Hitchcock won Miss Universe.

Florida’s best results were during the mid1960s to mid1970s.Their most recent finalist was Brittany Oldehoff, who placed 4th runner-up in 2014. 5 home improvements that let you do both (BPT) - Who remembers that old Saturday Night Live bit in which Billy Crystal, posing as Lorenzo Lamas, quips that "It's better to look good than to feel good"? Home improvement can sometimes shake out that way. Some upgrades that look great don't do a lot for a homeowner's emotional or physical health. Celebrating the Fourth of July with great food ZESTY GRILLED SAUSAGE 1 cup brown sugar 1 Tbsp. flour 1/4 cup orange juice concentrate 2 Tbsps. prepared mustard 1 Tbsp. cider vinegar 1 lb. smoke sausage links Combine first five ingredients; blend well.

Add sausage links and coat well. Place on a medium-hot grill and smoke for about 20 minutes until done. To serve, cut into slices and place on a plate with gourmet mustard for dipping.

TEQUILLA LIME CHICKEN 1 cup fresh lime juice 1/2 cup tequila 2 Tbsps. brown sugar 1/4 cup chopped fresh cilantro 2 Tbsps. minced seeded jalapenos 1 Tbsp. chili powder 1 tsp. salt 3/4 tsp. ground black pepper 6 boneless skinless chicken breasts Mix first eight ingredients in a bowl; add chicken and turn to coat.

Cover and marinate for about 8 hours. Prepare

grill – medium heat.

Brush grill rack with oil and grill chicken until cooked through, turning occasionally, about 20 minutes. Makes 6 servings.

Bake at 325 degrees (as per instructions on cake mix) for about 40 minutes. When done, let cake cool for 10 minutes before removing from pan. For icing: Whisk together Lite Cool Whip, pineapple and sugar-free pudding, mixing well; spread icing generously on cooled cake. Keep cake refrigerated.
