If many of those drivers knew that those young men and women walking the mile from the school to eat breakfast could one day be their doctor, lawyer or community difference maker, they would have applauded how many sacrifices have been for the first five years of their education. These students, who annually sit down to a delicious breakfast, courtesy of the IHOP, are doing so as a reward for achieving high marks in the much-talked about FCAT, which includes science, math and reading. Leading the way, as they do every year, are the core of teachers who have weathered political and financial storms to do what they love to do teach! I can never say it enough how much re-

spect I have for teachers. The profession is so overlooked and underfunded, it is sickening. This year was very special for me as I was invited to the FCAT pep rally, which was held for the fourth graders a few months back, and as classy Principal Sharon Ludwig has always done, she made me feel as part of their impressive family. That event was impressive - to say the least. It was all about education and motivation, which in this day and age, is tough to find. Hallandale Elementary,

under the direction of Ludwig, has set standards. She has been able to develop a system of learning that attracts great students for the year-round school. The teachers were also picked for the same reasons. "Look around you and you see teachers who have continued to be under the dark cloud of pay cuts, performance and so many other handicaps," Ludwig pointed out. "While these young men and women did so well on the FCAT, it was the teachers who did

what they were trained to do." Indeed, I go over this again and again every year, feeling that even in the worst economy, how can the infrastructure of any city be compromised? Fire, police and education should never, ever be touched. Those are a group that make the tougher times better, and will maintain a standard during the recession. To illustrate how impressive this program is, all you have to do is look at the 18,885 students who tested - 58 of them - were

perfect county-wide. Seven of those 58 students attend Hallandale Elementary School. Is that not the most impressive thing you've ever heard? That's why Ludwig wants to scream when she thinks of the many handicaps her teachers continue to work under and still - this news that her school not only had 72 5th graders who achieved a Level 4, but also that seven of her students tested perfect. Even Ludwig finds it's getting tougher and tougher to keep those

standards with everything going on in Broward County. This is someone who has been on the frontline of education, admired for what she has implemented, but for some strange reason, things are just as tough on her school as any other. I could go on all day about how Broward County has taken for granted this gem here in Hallandale Beach, but I also want to take time out to talk about what the International House of Pancakes does for the City of Hallandale Beach. This community business has been recognized for what it gives back, and what it gives back are lasting memories. "Cannot thank Mr. Clark and the great people who make us all feel special," Ludwig said. "The reward for the people here at IHOP is to be a part of such an outstanding achievement."

'AROUND THE CITY OF CHOICE' Commission approves the Beachwalk Hotel/Condo project HALLANDALE BEACH - On Wednesday June 20th Hallandale Beach Commission approved the Beachwalk Hotel/Condo project. This project involved 4 separate votes but needed all four to move forward. The designation of Planned Development overlay District PDD was approved on 5-0. This is a development process that allows for variances to the City codes. It is similar to the variance process. However, it combines all requested changes as an entire project. When combined with the vacation of old 26th Avenue and approval of providing 84 residential flex units, the PDD allowed for the creation of the project. The final agreements on flex units and the development agreement passed on 3-2 with Cooper Sanders and Ross voting in the affirmative. The no votes, as suggested, were against the developer’s contributions which ended up totaling 3.60 million dollars. One Commissioner asked for an additional 1.0 for Diana Drive improvements and Commission Lewy asked for 250,000 more for Diana Drive. The 250,000 dollar contribution included in the agreement was based on the city’s proposed plan for Diana. The concessions from Related included 2.5 for

Mayor Joy Cooper North Beach Park construction, 325,000 in transportation mitigation, 250,000 for Diana Drive improvements, 300,000 for affordable housing and 200,000 for park maintenance. These contributions are over and above traditional impacts for the development that include water, sewer and permitting and inspection fees that will exceed 6.0 million dollars. The project will generate over 600,000 annually in fees and taxes. As noted during the public hearing the CRA Board of Directors just voted 5-0 to approve an incentive pool of 1,500,000 west of Federal Highway for the same type of developments. The main debate over the project was over parking and the impacts to Diana Drive. Since the proposal for Hotel Condo is new to our City, the DA includes a parking monitoring system and Valet Code of Conduct. The parking is

100% valet with tandem spots allowed. At any time the valet exceeds the volume, they must make a corrective measure for a list provided within 10 days. If they do not correct the problem the City has the right to require that hotel units be locked out. The developer must comply monthly with a report or will be fined 5,000 dollars. After the fifth year the reports will be made quarterly for an additional five years. The developer will also be required to provide a 6,000 contribution if the City decides to implement a residential parking sticker program. The developer is also adding a shuttle service. The project will generate 150 construction jobs and 70 permanent jobs. There was an agreement reached that a minimum 26 of the jobs will be Hallandale Beach residents. In the event this goal is not met the developer must contribute 1,000 per position towards a City approved job training course. They will also be conducting a preconstruction meeting to engage our local contractors and subcontractors. In addition to the DA, a term agreement was entered into for the right to run the beach concession for a 30 year term and with 15 year reopened. This agree-

ment will provide a shared revue agreement that will generate revenue for our city. The City receives approximately 30,000 annually from the current operator. A minimum of 60,000 is guaranteed annually to a maximum of 2.5% of gross receipts for the first 5 years and then an increase in year 6-11 to 7,000 with 3.5% GR. If the operator fails to report revenues accurately there will be an increase by .5% to the payments and the minimum annual payment will increase by 2,500. The North Beach facility will have 40 spots set aside for residents only clearly delineated during the day and for North Beach facility rentals. CRA NEWS The Board of Directors adopted a tentative budget on Monday June 18th. The BOD failed to adopt the recommended salary increase for the Executive Director Alvin Jackson of over 20,000 and his contract. I was very concerned, as well as my other board members, that Executive Director Jackson had suggested the increase as well as promoted a Staff member to a newly created Assistant Director position including a 23,000 raise without the approval of the BOD. Other changes included

the creation of a Financial Director position and an across the board increase for the two other existing positions. All Staff raises and changes were put on hold until August when the board reconvenes. This action was passed on 5-0. The City Commission adopted the tentative millage rates for Golden Isles Safe Neighborhood District at 1.200 which is higher then last year’s rate of 1.0934. The Advisory Board has recommended the district provide a roving guard that will increase security in the area. This passed on a 4-1 vote. There was also an item to review the cost allocation to the district for management services provided by the City. The annual rate will be 7% of the budget with the rest of services charged on an as needed basis. The Three Island District millage was keeping the same as previous year .6600. The TISND operations cost allocation will also be treated the same. The tentative millage rate for the city was adopted at 5.900 on a 3-2 vote. This is the same as the past 5 years. The adopted rate came with a with a challenge to the new City Manager to see if more cost saving measures could be put in place to get to the roll back rate

of 5.6821. The 5.900 does provide for 698,000 of additional revenue due to property value increases over last year. However, the Commission had reached a consensus over a recommended budget that does provide for an increase in the level of services. We have discussed over the past 5 months to increase staffing levels for the first time in 4 years during this budget. The staffing will be for fire inspection services and City maintenance of our roadways and parks. Funds were also budgeted for the replacement of the main fire station; much needed vehicle replacements and the welcomed replacement of our city’s computer systems. The rate was adopted on 3-2 with Lewy Ross and Cooper voting yes. The two no’s did not suggest any budget cuts or changes to items we have previously discussed. SPOTLIGHT ON HOLLYWOOD Hollywood still offers so much for everyone in the summer Dear Neighbors, When I was a kid growing up in Hollywood, I looked forward to summer vacation with great anticipation. My childhood memories of Hollywood are still fresh in my mind, and the summer was always a glorious time. Downtown is awesome for kids in the summer. Having spearheaded a freeparking initiative downtown, spending time in our city center is more enjoyable than ever before. The positive feedback from the community about free downtown parking has been tremendous. The “hassle factor” in coming downtown has diminished, making kids and adults even more wild about events like “Funtastic Fridays” in the Artspark. With lots of fun filled games and activities for kids from 5:00 p.m. to 8:00 p.m., every Friday, parents can come and spend quality time this summer with their kids in

Mayor Peter Bober Hollywood’s downtown. Afterward, they can catch a concert in the park’s amphitheater. You may recall my goal of trying to make live music a centerpiece in the downtown. Well, although more work still remains, this initiative has yielded free public concerts in the Artspark Amphitheater every Friday and Saturday night from 8:00 p.m. to 9:30 p.m. Thus, this summer have dinner at one of Hollywood’s downtown eateries, bring a blanket and watch a show with the kids—it’s all

good! Also open daily this summer will be the interactive children’s play area with splash pad as well as the Visual Arts Building with ongoing art exhibits. Each week choose from a variety of twenty-eight different classes—from instructional dance to martial arts and to enriching experiences like Mommy and Me. A downtown event that has been a real hit with kids is Food Truck Mondays (5:30 p.m. to 10:00 p.m.) which features dozens of food trucks offering any food or dessert you could possibly imagine. This event is truly a night for families. What you’ll see this summer throughout the Artspark is blankets, baby strollers, families, Frisbees, music and lots more. This creative event has become a proven way to get flocks of people downtown on what was once considered an “off” night.

For many years now, on the second Saturday of most months, Hollywood has been putting on great concerts at the Boulevard Heights Community Center Amphitheater. If you’ve never been, you really must check it out. The

amphitheater is nestled under a beautiful oak canopy and is a perfect spot for an evening family picnic while enjoying great music. The adjacent playground and skate park offer fun for all ages, and folks in East Hollywood are shocked when they finally “go west” and see some of the amazing things we have done for kids out there. I will stop there, but the bottom line is Hollywood is awesome. I could go on and on, but space limitations necessitate otherwise. Simply put, I loved growing up here, and Hollywood is still a great place for kids. The beauty of it all is that our City’s children

are “living the dream” in the most literal sense. They are sharing in the rich legacy that our City’s founders and pioneers left for my generation, and which I so deeply enjoyed as a child. While I have worked hard as Mayor to make Hollywood great for kids year-round, the summers are as special as they are magical. I’ve often heard you say not to expect a magic bullet, or pill… What should I reasonably expect?.. M.H. Miami. A… Psychotherapy is not usually a “magic bullet” response for most people, but over time, it can be quite helpful. Having the right expectations in the beginning is very important… There are 3 main components that one might expect from a therapy process… First, therapy should provide a safe, and supportive space where one feels comfortable enough to disclose their most personal, and often most painful, thoughts, feelings, and experiences. Without this the foundation for successful therapy will not be established. Studies have shown that disclosure, in itself, can be very therapeutic, and that the match between client and therapist is crucial for successful therapy outcomes. Once a good rapport with the therapist is established, a learning process takes place. People start learning to better understand themselves, and to identify thoughts, feelings, behaviors and experiences that have contributed to their current condition. Clients are also educated to meaningful research in the field, and explore other options that may help them. (ie.., the decision to seek a medical doctor for psychotropic drugs, consulting a nutritionist or an exercise trainer etc.). Finally, and probably the most difficult part of therapy is the promotion of “change”… Usually most people need to change something in their lives. Whether it be confronting and changing negative thoughts about oneself, engaging in more pro-social activities, or not eating that 2000 calorie Ettenman’s cake at night, people will most likely need to change some aspect in their life to optimally benefit from their therapy experience. Unfortunately, this can be the most difficult to accomplish… People resist change and habits are hard to break… . In sum, most of the time, therapy involves nothing more than offering someone a safe, supportive, non-judgmental, environment to learn more about themselves, while exploring necessary changes to improve their life. "Appropriate management of symptoms can help people with arthritis to decrease pain, improve function and stay productive." Physical therapy and regular exercise help to keep joints flexible and strengthen muscle surrounding joints, which can result in improved range of motion for arthritis sufferers. Additionally, home remedies, such as hot and cold therapy, may help relieve arthritis pain, while use of assistive devices, such as a cane or walker, can help protect joints and improve a patient's ability to perform daily tasks. Alternative medicine, such as acupuncture, may offer some promise as a remedy for reducing symptoms of arthritis, but patients should bear in mind that there is still little reliable evidence to support the use of such treatments in managing arthritis. "Arthritis is a complex disorder with many causes and no cure, but there are effective treatments to manage the symptoms," says Tower. "Symptom management looks different for every patient, so arthritis sufferers should consider all of the options in partnership with their physician."

Mark Antonio retires after 25 years Ronald Reagan was president and the City was still known as Hallandale when City Manager Mark Antonio began his civil service career as the City’s comptroller. That was June 29, 1987 and a lot has changed since then. Mr. Antonio retires tomorrow, Friday, Thanks for your dedicated service. If I had a problem, he was there, but he let me figure it out.” Mr. Antonio’s business philosophy helped the City adopt a new approach to financing and budget preparation. In 1987, few cities maintained reserves in the general fund. At Mr. Antonio’s suggestion, then City Manager R.J. Intindola inserted a line item in the budget to build reserves for leaner times. Unexpectedly, that paid off when Hurricane Andrew struck South Florida and municipalities had to find money to clean-up and restore services. The City was one of the few financially prepared for this type of unexpected financial burden. Other cities learned and reserves have become standard in most governments. “Mark changed the finance department so drastically,” said Commissioner Dorothy Ross about Mr. Antonio’s style and philosophy of using a corporate finance approach to run the City. “He personally grew that department.” A financial whiz, Mr. Antonio set the City’s course and worked with administrators and City Commissioners to ensure the City didn’t stray. “He was a motivated and very well respected finance director,” said Renee Crichton, the new City Manager. Ms. Crichton spent two years as a member of Mr. Intindola’s management team while Mr. Antonio was Finance Director. “(Mr. Antonio) had a vision for this City.” Mr. Antonio also played a role in numerous other changes that shaped Hallandale Beach. Within the past 25 years, Hallandale Beach Boulevard expanded from four lanes to six, the Hallandale Beach Boulevard Bridge over the Intracoastal Waterway was replaced and the City embarked on a comprehensive drainage plan. He also was played a role in changing the City making it more business and family friendly. He said embracing the business community has helped the City continue its growth. Looking to and planning for the future has been his mantra, but Mr. Antonio also believed in preserving the past. “He was very instrumental in preserving history in the City,” said Deputy City Manager Nydia Rafols-Sallabery. “He was the liaison with the Historical Preservation Board in saving the Curci House and Moffitt House.” And, Mr. Antonio wants to continue making a difference in the lives of Hallandale Beach residents. After taking a short break to travel with his wife, Ana, Mr. Antonio plans to return to the City as a volunteer.

CELEBRATE AMERICA

It’s party time on the beach in the City of Hallandale Beach Hallandale Beach will Celebrate America’s 236th birthday with a free party from 11 a.m. to 4 p.m. Saturday, June 30, at South Beach Park in the 1800 block of South Ocean Drive. The birthday party is held annually on the Saturday before the Fourth of July. A family event, the annual party will include music, a caricature artist, magic show, an appearance by a clown with balloons, plenty of games and activities.
