Kicking off the Resilient Communities Initiative HALLANDALE BEACH - As the mayor of our city I have worked on the state and national level advocating on your behalf on critical issues including transportation, water and wastewater infrastructure, flood mitigation and beach renourishiment. On Monday June 17th I have been given the honor of representing the City of Hallandale Beach at the national kickoff of the Resilient Communities Initiative. As Mayor of one of the South Florida Cities where climate change continues to impact sea level rise and the number and intensity of major storm events, I have been selected to speak at the National Press Club in Washington. Mayors and stakeholders from around the nation, including the National League of Cities, are joining with ICLEI Local Governments for Sustainability (formerly International Council for Local Environmental Initiatives) to bring awareness to the need for a national commitment to address climate change and the need to build a resilient communities. South Florida is fortunate to have leaders committed to addressing climate change. Dade County has been working with ICLIE for many years developing awareness and taking measures to reduce their carbon foot print. In a new partnership
spearheaded by Broward Mayor Kristin Jacobs, our County is partnering with ICLIE by leveraging their tools and expertise to help communities to combat the adverse impacts from global warming. Cities in Broward County have been asked to join the regional efforts and Hallandale Beach was one of the first two cities to adopt a resolution joining these efforts. The following is a summary of my remarks highlighting what Hallandale Beach has been experiencing and what we are doing to keep our city resilient. Good afternoon. I am Mayor Joy Cooper from Hallandale Beach, Florida. I have also served on the National League of Cites Board of Directors and The US Conference of Mayor Advisory Board member and am the Current Chair of the Environmental Committee. I want to thank ICLEI for organizing this event today and all the stakeholders that have made it possible. My city is located on the southeast coast of Florida; centrally located between Fort

Lauderdale and Miami. We are considered a medium size city with a population of 38,000 full time residents and during our winter season we grow to over 50,000. In short, we are a community in the center of ground zero. Our city has been on the front line as a coastal community for many years addressing environmental threats. The first and most obvious is hurricanes. We have learned from Hurricane Andrew the importance of preparedness and most importantly, collaboration across all agencies is essential for resiliency. We cannot do it alone. We have seen these storms grow in number and intensity. With continued rise in sea level, we continually combat beach erosion. In the course of the past 13 years since I have been in office, we have performed two major beach renourishment projects all with multimillion dollar price tags. We currently have a permit to renourish once again, but it will cost 6 million and have yet to acquire state or national partners. Currently we have two residential buildings where the ocean

Ten years ago we built a 25 million dollar water membrane plant. It was designed to adapt to future conditions created by salt water intrusion. At the time we knew the day would come that all the wells would be impacted. The question was when. The clock has been ticking faster and three years ago we began evaluating a major water project to move our wells west or switch to full reverse osmosis. As you are seeing, extreme storms have brought floods across the nation. Flooding has always been synonymous with ocean communities. These flooding events have grown to be more frequent and more severe. The ramification of these events cripples communities, threaten lives and destroy property.
Just last week a property lost a seawall and had to remove 4 families from an uninhabitable home in a tropical storm that landed on shore on the gulf coast, but bands reached much farther than expected. 200 plus cars were disabled and towed in our city alone from flash flooding. We have proactively worked with our partners at FEMA and Florida DEP to construct 15 million dollars on two flooding projects. With sea level rise we will no longer be pumping out water, but be pumping down. With parts of our community one and a half feet above sea level, without these projects, billions of dollars in property values are at risk. It is not time to build the arch yet in Hallandale Beach, but I am here to tell you it is time to get to work on building solutions. They are out there. In Hallandale Beach we are implementing some. We are working on projects that I will share with you later. I see this initiative as so valuable.
We can work more effectively and efficiently if we share ideas, tools and best practices that work. I am here because it is going to take collaborations and partnerships to create, pay and build the infrastructure to make sure every city is resilient. One that brought the elementary school students to that feeder middle school and eventually on to the community high school. That was not happening in Hallandale Beach, and that’s where the success story began. With her many positive tools for education, the way she let her teachers be creative and the construction of Gulfstream Middle School, the chain that Ludwig had long talked about was in motion. Students with those skills learned from K-5, were ready to bring them to 6-8, and then eventually onto the high school. Having been around Hallandale High since the school was constructed, I know what the student body was in the late 1970s, 80s, 90s and the early portion of 2000. I also know what the school has become – with more scholarship award winners, and who do you think that rather obvious paper trail goes back to? INNOVATIVE AND REWARDING Through the years. Sharon Ludwig was someone who I held in such esteem for the way she treated everyone. Her FCAT rallies and celebration breakfasts at IHop and Denny’s are legendary. She brought this community school into community that wanted so much to be a part of this education process. Nobody takes greater pride in seeing her students achieve than she does. Even with her own children and supportive husband, Richard, Ludwig still finds a way to love what she does.
“This is a woman who gets up every morning and looks forward to the nearly 50 mile roundtrip to school and home,” her husband says. “You never met someone who is so dedicated to what she does.” As happy and joyful as things have happened along the way, Ludwig also had to fight the political battles as budgets were
cut and teaching positions were less appealing. She was the person who threw down her cape and guided people because she cared and understood. “You look at the teachers who have worked here with me over the years and it’s crazy to think of the sacrifices that were made,” Ludwig said. “We have always approached this like a big family.” During a nearly two decade run in Hallandale Bech, Ludwig has certainly transformed
this community, which has long been equated with retirement and not schools that have continued to set standards. She tried - in brief moment - to say thank you for those who believed in her way of progressive education. “There are so many great memories in this school,” she said. “This was a very special time of my life that I will always remember. Truly!” As we talk about difference makers in this community – and heroes who have continued to shine a positive spotlight on this city – I believe it may be time to consider Sharon Ludwig’s name put on that HALLANDALE ELEMENTARY SCHOOL sign. Local author writes fictitious crime novels set at Mardi Gras Casino By Lisa Overing Sun Times The hardest part of Marcia Slow-Sandler’s day is arriving at her Pembroke Pines, Florida home after a hard day’s work and realizing that her late husband, Herb, is not there to greet her. “That’s when it hits me that he’s really gone,” Sandler says wistfully. The sparkle comes back into her eyes as she says, “But I keep myself busy.” The 75-year-old Brooklyn native is a beehive of activity. She has retired from three jobs but is busy with her fourth career as director of community relations and group sales for Mardi Gras Casino. She fills her nights with structured whimsy, writing novels about three women who solve crimes in Sunset Beach. Sandler’s “2 Die For” book series boasts four novels since 2009 which Sandler says are especially accurate in relation to proper police department procedure, a credit to her

She gives her profits to a local charity and writes her first drafts by hand before entering them into a word document on her computer. “I write with this attitude,” she says. “I have
radar and my first feelings about people are usually correct. The hardest art of writing a book is knowing when to stop. If you [a character] bores me, you’re dead. That is what is different about my books. If murder, a serious topic, could be funny, then my novels are funny. It’s not War and Peace. It’s a two hour read, a great beach novel or pool book.” Sandler’s downtime is valuable and she appreciates her vitality and ability to work in an occupation that would make a much younger woman regularly fatigued or stressed. Nevertheless, she’s not letting any grass grow under her feet. She has more books in her, just bursting to come out as time permits. During a recent stay in Aventura Hospital, she glanced outside the window and had her mind wander off, wondering what might happen if someone was grabbed in a dimly lit corridor. It spawns
ideas about books that might emanate from a locale beyond Mardi Gras Casino, but inevitably end at the police department. “My life has been very interesting,” says Sandler. “I’ve had two jobs where everything changes every 30 seconds, which is hard for

Nutritionist turned author explores key to longevity By Lisa Overing Sun Times Ernest Hemingway, once mused that good writers don’t necessarily have great grades in English or a big vocabulary of 50 cent letter words. Instead, the commonality among most great writers is having endured an unhappy childhood, one that led to some adult dysfunction by which writing became therapeutic. Gwen Weiss-Numeroff had a wonderful childhood, up until the time her little brother died from a childhood disease. His passing was the beginning of a personally devastating and melancholy chain of deaths in Numeroff’s family. Numeroff, who was previously a sales executive with a major magazine group, was always a good writer. She began putting her nervous energy and discomfort about premature death to good use, exploring the myths and links between longevity and genetics in her new book, Extraordinary Centenarians in America. The 49-year-old nutritionist and author has always had an interest in longevity, having started her own corporate wellness company after leaving publishing sales. “I always wanted to

know where genetics stops and where longevity starts to come into play after diet,” she says, hoping to learn enough health secrets to spare herself and others from the health issues that plagued other members of her family. Numeroff interviewed 30 individuals over the age of 100; all possessed the mental capacity to answer her battery of questions. She also interviewed her subjects’ children, now all aging senior citizens. From her interviews, Numeroff concluded that a person is neither saved nor doomed by their genetics, which has about a 30 percent role in a human being’s longevity. Any person can turn their genetics off and on by their individual lifestyle factors. “Being predisposed doesn’t mean you will get something and vice versa,” she says. “The subjects’ diet [throughout their lives] was whole foods cooked at home. Vegetables were
a staple on their plate, although none of the subjects were vegans or vitamin pill poppers. They all ate moderately and didn’t overeat. All of these people in the book were Americans who grew up in Great Depression and their habits stayed with them. They didn’t necessarily grow up on a farm, but they ate very little starch or processed food.” Numeroff says it’s never too late to incorporate healthy mental and physical habits into your life, even in your 30’s, 40’s or 50’s. “You can continually find joy in life in later years, you don’t have to fear aging,” she says with conviction. “You control a lot of what happens in your life with your habits. Northeast Drainage Project designed to tame future downpours, flooding
Hallandale Beach’s Northeast Quadrant was among the hardest hit when the trailing feeder bands from Tropical Storm Andrea dumped almost 10 inches of rain over the City. In the future, the new Northeast Drainage project, under way
along N.E. 14th Avenue, should mitigate many of those issues. “It is designed to pump 100,000 gallons per minute into the aquifer,” said Earl King, Assistant Director of Public Works, Utilities and Engineering. While
no amount of planning for drainage could accommodate a sudden deluge like Friday’s downpour from Andrea, this new project will go a long way to lessening the impact. “The pumps will kick on before we reach the flood

Currently, surface water in the Northeast Quadrant is channeled through a series of pipes and canals into the Intracoastal Waterway. “On Friday, as water levels increased, so did the Intracoastal Waterway and there was no place for the water to flow,” Mr. King said. The new $8 million project is designed to channel the water into the aquifer and bypass the Intra-
coastal Waterway. The storm hit as the contractor is completing the first phase of the work, placement of a new force main underneath N.E. 14th Avenue. Once the force main portion is completed, the contractor will begin placing new, larger capacity storm drains, pipes and pumps that will channel the water to the 16 injection wells. New lines will be placed along N.E. 12th Avenue, N.E. 14th Avenue, N.E.
2nd Street, N.E. 4th Street and N.E. 7th Street. The project will improve drainage through the Northeast Quadrant. The project is expected to be completed in December. Residents in the Northeast Quadrant shouldered the brunt of the storm, but other sections of the City also felt the impact. “We are planning another drainage project in the Southwest Quadrant in the future,” said Mr. King.

Prevalent cancers like breast, colon or prostate affect a large number of people, and it's important to be aware of preventive and diagnostic measures. But cancer can also strike in an area of the body many people don't think about - the feet. "The most serious, increasingly common type of skin cancer, melanoma, can first emerge on the feet," says Dr. Matthew Garoufalis, a podiatrist and president of the American Podiatric Medical Association (APMA). "One reason for this may be that many people who are vigilant about using sunscreen on their faces and arms still forget to apply protection to their feet. Exposure to UV rays is a leading cause of skin cancer." More than 2 million cases of skin cancer will be diagnosed this

With the arrival of summer and more time outdoors and on-thego, it's a good idea to think about protecting and monitoring all aspects of foot health, including cancer risks. The APMA offers some important information about cancers of the feet: The skin of the feet often gets overlooked during routine physicals. Be sure to ask your doctor to include a close inspection of your feet in your annual physical, and do your own routine checks regularly. Take steps to protect your feet from sources of skin cancer. Always apply sunscreen to your feet when you wear sandals or flipflops - including between the toes and on the soles. To reduce exposures to harmful viruses, avoid going barefoot in public areas such as pool decks, hotel rooms or corridors, and on beaches and boardwalks. Never go barefoot when using household chemicals such as weed killers or strong cleansers. If your feet become painful or the skin inflamed, don't try to wait out the irritation; see a podiatrist right away. Learn about the types of cancers that affect the feet, and know their warning signs and symptoms. Common foot cancers include: * Basal cell carcinoma - The least aggressive form of skin cancer, basal cell carcinoma causes local damage but rarely spreads. On the feet and lower legs, basal cell carcinoma often looks like non-cancerous skin tumors. On other parts of the body, basal cell cancers may manifest as pearly white bumps or patches that ooze or crust over, similar to an open sore. * Squamous cell carcinoma - The most common form of skin cancer on the feet, squamous cell carcinoma usually does not spread. When advanced, however, it can become more aggres-
sive and spread throughout the body. Squamous cell cancer often first appears as a small, scaly bump or plaque. The cancer may be itchy and resemble a plantar wart, fungal infection, eczema, ulcer or other common dermatological problem. * Melanoma - The deadliest form of skin cancer - and the form that is gaining prevalence at an alarming rate - melanoma most often requires surgical treatment. Catching it early is vital to a good outcome for patients, as melanoma can spread throughout the body, affecting the lymphatic system and
blood vessels. Melanomas may be found on the tops of the feet, on the soles and even, occasionally, beneath a toenail. This type of skin cancer often begins as a small brown-black spot or bump, but a third of cases may appear pink or red instead. It's easy to mistake melanoma for a harmless mole, so look for asymmetry, irregular borders, changes in color and size, or a size greater than 6 millimeters in diameter. Melanomas can look like a host of other things - including blood blisters, plantar warts, common ulcers and even bruises - so it's important to have a
podiatrist, dermatologist or your family doctor take a look at anything you find suspicious. "Skin cancers on the feet and lower legs can look very different than skin cancers on other areas of the body," Garoufalis says. "Podiatrists are uniquely trained as lower-extremity specialists, and are best equipped to help patients detect early and treat effectively both benign and malignant skin tumors on the feet and lower legs." A FATHER’S DAY/SUMMER MENU
Treat dad to something different this Sunday - like potato salad, a delicious shrimp salad sandwich or some refreshing and light tuna salad. SHRIMP SALAD 1 pound shrimp, peeled and deveined 2 hard-cooked eggs, chopped 1/2 cup celery, thinly sliced 1/2 cup mayonnaise 1 teaspoon Dijon mustard 1/4 teaspoon onion powder salt and pepper to taste 1. Parboil shrimp in a small saucepan of salted boiling water until pink. 2. Strain shrimp and rinse in very cold water. 3. In a small bowl, mix the shrimp, eggs, celery, mayonnaise, mustard, onion powder, salt and pepper. 4. Chill in the refrigerator at least 1 hour. PASTA SALAD Salad Ingredients: 2 cups cooked rotini pasta, drained (about 1 cup uncooked) 1/2 cup chopped red bell pepper 1/2 cup chopped green bell pepper 1 cup cubed provolone cheese 1 carrot, cut into julienne strips 1/4 cup minced red onion 1 (2 1/4 oz.) can sliced pitted black olives 1/4 pound salami, chopped Dressing Ingredients: 1/3 cup extra virgin olive oil 2 Tablespoons red wine vinegar 1/2 teaspoon salt 1/4 teaspoon ground black pepper 1/2 teaspoon sugar 1/2 teaspoon dry mustard 3 to 4 Tablespoons finely chopped fresh basil, or to taste 1. Combine pasta, red pepper, green pepper, cheese, carrot, onion, olives and salami in a large bowl. 2. Thoroughly mix the olive oil, vinegar, salt, pepper, sugar, mustard and basil in a small bowl. 3. Pour dressing mixture over pasta. Toss to coat. 4. Cover and refrigerate at least 3 hours before serving. TUNA SALAD 3 eggs, hard-boiled and chopped 2 Tablespoons dill relish 2 Tablespoons mayonnaise
RATATOUILLE
• Fresh salads will give that someone special a feeling of homemade goodness this year. 1 teaspoon Louisiana hot sauce 2 teaspoons Dijon mustard 6-1/2 oz. can tuna, drained 1. Combine eggs and dill relish. 2. Add the rest of the ingredients except tuna, and mix well. 3. Add tuna. If the mixture is dry, add some more mayonnaise. GERMAN POTATO SALAD 1 pound bacon 2 medium onions, chopped 3/4 cup sugar 1 Tablespoon salt 2 teaspoons celery seed 1/2 teaspoon pepper 1 cup vinegar 1/2 cup water 12 cups potatoes, cooked and diced parsley 1. Cook bacon until crisp; drain (reserving 1/2 cup fat), and crumble. 2. Cook onion in fat until just tender. Blend in sugar, salt, celery seed, and pepper to taste. Add vinegar and water. Cook and stir until thickened and bubbly. 3. Add bacon and potatoes; heat thoroughly, tossing lightly so as not to break up the potato slices. 4. Garnish with parsley. Can be served warm or chilled. Serves 16. CHICKEN TACO SALAD 1 pound chicken meat , white skinless 1/2 cup lettuce, torn into pieces 2 medium tomatoes, cut into pieces 1 can kidney beans, rinsed and drained (15 oz. size)
1 package taco seasoning mix 1/2 cup cheddar cheese hot sauce to taste 1/2 package tortilla chips 1 bottle Kraft Salad Dressing , Catalina flavor 1. Place chicken in a bowl and cover with waxed paper. 2. Cook in microwave about 5 minutes. Remove and drain chicken to remove any fat. Prepare taco mix as directed, substituting chicken for beef. 3. Place lettuce, tomatoes, and chips in a large bowl. 4. Add drained beans, grated cheese, and salad dressing. Mix well. Serve immediately. Prepare vegetables before beginning recipe. Slice onion, cut garlic into slivers or mince, chop parsley, cut eggplant into 1inch rounds, cut zucchini into 1/4-inch rounds, seed and chop red pepper. 2. Blanch tomatoes by placing in boiling water for 10 seconds. Drain, and when cool enough to handle, peel, seed and chop. Reserve juice from
tomatoes. 1. Heat oil in a deep, heavy saucepan. Add onion, garlic and 1 ta-
blespoon parsley. Sauté about 3 minutes or until onion is soft. Add eggplant, zucchini and red sweet pepper and mix well. 2. Cover pan and simmer over low heat until the vegetables are tender; about 30-35 minutes. Add tomatoes with the juice, stir well, cover again and sim-

First, a basket shaped like a golf ball (made from the watermelon rind) filled with watermelon balls to honor his favorite outdoor activity. Second, a savory chicken wing glaze for Dad to snack on during his special day. GOLF BALL WATERMELON CARVING 1 small-medium very round seedless watermelon Kitchen knife, paring knife Cutting board, large bowl Melon baller Wash the watermelon under cool water, pat dry. Place melon on its side on a cutting board, cut off 1/4"-1/2" from the stem end. Don't cut too deep into the white part of the rind. This will be a sturdy base. Using the paring knife, cut a 3" to 4" round circle in the top of the watermelon. Use the melon baller to make shallow round divots into the rind of the watermelon to mimic the dimples in a golf ball. Next, use a kitchen knife to peel thin layers of the rind off to expose the white underneath. Don't cut too deep, or you'll expose the red flesh. Remove as much green as possible to resemble a white golf ball. Hollow it out with a spoon, saving the watermelon pieces to make melon balls to use in or around the carving. Place on a tray, add melon balls and then decorate.

Combine 2/3 cup vinegar, 1/3 cup water and 1 1/2 teaspoon sugar in a small pan; heat to boiling. 4. Place the egg into a small bowl and beat slightly with a wire whisk. Continue beating while slowly pouring in the vinegar mixture. Slowly pour in the salad oil, whisking constantly. 5. Immediately pour this mixture over the warm potatoes and stir to coat evenly. Place the potatoes into a large skillet over low heat until heated throughout. Cook the bacon until crisp; drain, crumble and sprinkle over potatoes. Serve immediately.

Soften cream cheese, whip with powdered sugar. 2. In a separate bowl, combine whipping cream and sugar together, whip until it forms soft peaks. 3. Combine beaten cream cheese, whipped cream, and lemon juice; continue to beat, adding just enough pineapple juice to achieve desired consistency.

CHIPOTLE MAPLE CITRUS WATERMELON WINGS Watermelon Glaze: 2 cups watermelon puree Juice from 3 fresh lemons 1 tablespoon lemon zest 1/2 cup maple syrup 1/2 teaspoon cinnamon 1/2 teaspoon chipotle pepper Chicken wings or drumettes 2 cups pineapple juice 1/2 cup soy sauce 1 tablespoon minced fresh ginger 3 cloves minced fresh garlic Watermelon Glaze: Simmer ingredients together in saucepan for 20 minutes or until sauce is thick. Chicken: Place the chicken in a large zipper lock bag with rest of the ingredients, and seal. Allow to marinate at least 2 hours or up to 12. Grill until cooked, plate, pour the glaze over the chicken and serve immediately. Pick the Perfect Watermelon 1. Look the watermelon over. Look for a firm, symmetrical melon free of bruises, cuts or dents. 2. Lift it up. The watermelon should be heavy for its size. Since watermelons are 92 percent water, most of the weight is water. 3. Turn it over. The underside should have a creamy yellow spot from where it sat on the ground and ripened in the sun.
