Gulfstream Releases Summer Condition Book - racing begins July 1

The condition book for Gulfstream's summer season includes the July 4 program, which will be highlighted by the $100,000 Armed Forces for Florida-bred 3-year-olds and up at 1 1/16 miles on the turf. Thereafter, racing will be conducted every Saturday and Sunday. Gulfstream Park has released the first condition book for its historic summer race meet that is set to begin Monday, July 1. The book, which runs through July 28, also includes the races for June 25, which will serve as the 91st and final day of Gulfstream's 2012-2013 season. The condition book for Gulfstream's summer season includes the July 4 program, which will be highlighted by the $100,000 Armed Forces for Florida-bred 3-year-olds and up at 1 1/16 miles on the turf. Thereafter, racing will be conducted every Saturday and Sunday. "We're excited and looking forward to this new era in Florida racing," said Gulfstream President Tim Ritvo. "Not only have we invested more than $1 million into our main track and turf course these past two months, but our chairman, Mr. Frank Stronach, has approved the construction of 500 new stalls at Gulfstream. We are committed to Thoroughbred racing. We are also excited about continuing to grow our relationship with horsemen throughout North America and we look forward to welcoming our great race fans and new guests to our world-class facility this summer."

Hallandale Beach is transparent when dealing with all issues This past Tuesday CRA Attorney Steve Zolkowitz and City Manager / CRA Executive Director Renee Miller spoke at the Broward County Commission. The goal in speaking was to address a delegation request to have the county audit our CRA. The delegation request was made by a former Hallandale Beach City Commissioner and Commissioner Lazarow; not by a County Commissioner. The County Commission does not provide open public comment on any topic like we do in Hallandale Beach. You can only sign up to speak on items that are on the agenda. To speak on items not on the agenda you must request to speak by filing a delegation request ahead of time and then it is listed. Speakers only have 3 minutes to speak in total with only two speakers per delegation. No other speakers are allowed to request to speak on the item. I have written about our CRA on many occasions in this column. In order to understand what transpired Tuesday I need to give a bit of history from the past two and half years. We as BOD conducted our own internal control audit over two years ago that was supported by the entire board. That audit showed what we all believed it would. Due to turn over in the department and changes with the Executive Directors there

was a lack of consistent controls over documentation and a lack of financial resources and technology that could provide real time payment numbers. These could be provided, but only after manual calculations. This audit was the result of our desire to find out any weakness and what needed to be corrected by the Executive Director, Mark Antonio. Land purchasing documentation needed to be brought together into one department. Grant documentation also was not brought all together with the proper records. There was never a question as to any illegal transactions or activities. Systems were not by any means the best, but we were actively taking measures to correct any deficiencies. Executive Director Jackson was hired when City Manager Crichton Miller was hired. He since has been removed due to many internal performance issues and City Manager Miller was made the Executive Director. Since then the CRA continues to progress. The city is a national top five finalist for the "Livability Awards" as a result of

the Foster Park Project and our Community Benefits Program. We are already recognized for “Outstanding Leadership Award”. While this audit was still being completed and measures were being implemented to address concerns the OIG of Broward County announced that they would be doing their own investigation. To date the OIG has not informed the public who filed the complaint or even mentioned if it was anonymous, received in writing or by phone. At that time the CRA Attorney informed the BOD that the OIG did not have jurisdiction in this matter and the state has authority over the CRA’s. Rather than challenge the investigation, we cooperated fully. Tuesday that position was finally affirmed by the county. The OIG conducted the year long plus investigation. He validated that nothing was wrong with the land purchase of the Sanders property. He made allegations about gross mismanagement based on an

unbinding opinion by a former elected Attorney General that opined CRAs cannot provide grants and funding to non- profits. Every one of our CRA Attorneys, past and present, has disagreed with this opinion including lead council for the Florida Redevelopment Agency. This organization is solely focused on redevelopment issues. The OIG took objection to a business startup loan for the Digital OuterNet founded by the late John Hardwick and other business incentive loans/grants. None of these were referred to the state. The one outstanding issue still from his report is a grant to the Palms Center for the Performing Arts. While he disapproved of all grants to non-profits, he is alleging the organization did not use some of the grant for the intended purpose. He has referred this to the Broward State Attorney’s Office. We are waiting to see the result of any investigation of the SA before taking any actions. The OIG agreed the city has already taken measures to address internal controls with land purchases tracking and was wrong when he stated we were not addressing technology.

The city provides IT services to the CRA and we are going through ERP to replace all our computer systems. The CRA is looking at a special program for grant collections. The city and the CRA responded in writing to the OIG report. As Chair, I responded along with others; including former Executive Director Mike Good. Any BOD member was welcome to respond. All reflected the many inaccuracies and also protested against the largest assertions about the CRA’s grant program and operations that are not found or required by the state laws that govern CRA’s. I cannot cover the entire 100 page plus of documentation in this article, but they are available. Many believed this delegation request was a waste of time and only a way for a former commissioner to remain relevant. I thought it turned out well since the county themselves verified what the city has been saying since this investigation began. The county attorney and auditor reaffirmed that CRAs are governed by the statute and the state. The county even did a study 10 years ago when they fought against the CRAs. If this individual believed, even after our audit and

the OIG investigations, that there still needed to be a further audit, the state would be the one to go to. The County Commission also agreed. They are not going to the state for an audit they want to continue to work against CRA’s and the statute. The CRA Attorney suggested that as in Palm Beach any party can request the state to do an audit. The CRA is annually audited as part of the city’s audit and has been audited in the past by the state. The BOD ordered a free standing audit of the CRA this year since the state audit was the last freestanding audit performed. Every CRA Budget and Annual Report is on line; including details of where all the money in the CRA has been spent. The city and CRA has and will remain open and transparent. Most importantly, as in any organization, both entities strive to look to better and more effective ways to conduct business and deliver services. OVERLOOKED DESTINATION At the risk of sounding like an infomercial, I always tend to promote something that I believe doesn’t get enough positive publicity. Hollywood beach is one of those places that seems to get overlooked when talking about south Florida hotspots. For the second straight year, Cheryl McClellan and her boyfriend, Bob Nieman, celebrated his birthday with a twoday stay right on Surf Road. While the Pembroke Pines’ residents often visits Hollywood Beach, they both admit that staying right there with the ocean pounding all night long - makes it feel like they are getting away. “You pack up the car with your swim stuff, food and bikes and head five miles to a different world,” McClellan pointed out. “We actually parked our car on Friday afternoon and didn’t move it until we left on Sunday afternoon.” Walking miles along the Broadwalk and checking out the many businesses that are trying to survive gives the locals a good idea of what this area has become. Brighton Beach Memoirs was written as part of Neil Simon’s autobiographical story of his growing up as teenager. His pen name, Eugene Jerome, is a normal 15 year old boy who has recently discovered girls in a big way. He is obsessed with the female anatomy, which he has never seen, and his other love, baseball. The play revolves around his family and his memoirs, and is the wish, of this young boy, to play baseball for the Yankees. It captures a few days in the life of a struggling Jewish household that includes Eugene’s hard working father Jack Jerome, his sharp tongued mother, Kate Jerome, his older and definitely more experienced brother Stanley, who helps support the family, his recently widowed Aunt Blanche who is his mother’s sister, and her two young daughters Nora, a beautiful 16 year old, who dreams of being on Broadway and cousin Laurie, a mischievous 13 year old tuned into everything going on around her. Neil Simon tells his own story, through the eyes of Eugene Jerome, of everyone’s struggle to make ends meet. Hundreds Attend Hallandale Beach Lecture on Jewish Marriages

Mrs Bronya Shaffer, a world renowned expert on Jewish marriages and relationships, was the featured guest speaker at Chabad of South Broward Headquarters, on Wednesday, May 29. The event was attended by hundreds of men and women. Mrs Shaffer, who lectures and counsels couples around the world, recently taught Oprah Winfrey the secret of successful Jewish marriages. It was Mrs Shaffer who actually gave Oprah the tour of a beautiful Mikvah Facility in Brooklyn.The experience touched

Oprah, who spoke about it on a recent show, and conveyed to viewers the beauty of Judaism and its rituals. The evening with Mrs Shaffer included a lavish Dessert Reception, a tour of "The World's Most Beautiful Mikvahs", and a Question and Answer session. Mrs Shaffer was articulate and soft spoken. She conveyed both the spiritual and physical benefits of Mikvah observance, including the historic revolution the Rebbe began in 1975 when he promoted Mikvah Observance as a new Mitzvah Campaign.

Mrs Shaffer explained how until 1975, public Mikvah talks were taboo. The Rebbe, however, when initiating the new Mikvah Observance Campaign, explained that when the public became informed of "intimate matters" from sources that were not holy, it became incumbent to publicize the holiness of intimacy as detailed in the Torah. As a follow up to Mrs Shaffer's lecture, new classes in Hallandale Beach on Jewish Intimacy were announced that are starting June 5 for men, that will be given by Rabbi Mordy Feiner, and for women,

On Tuesday, the Remy family got to meet the officers who risked their own lives to pull Cottard from the water and administer CPR. Cottard embraced each Officer, the tall, slender teen admitting he was still having a hard time thinking about just how close he’d come to death and the overwhelming feelings of gratitude he had for each of the men who saved him. Raelin Storey, Public Affairs Director HOLLYWOOD - 16 year–old Cottard Remy didn’t remember Hollywood Police Officers Steven Diefenbacher and Jason Thomas pulling him from the water off Hollywood Beach on Memorial Day, and he didn’t recognize Officers Greg Saladino and Shawn Charles who gave him CPR to bring him back to life. The last thing he says remembered before slipping under the fierce surf was crying for help and the gripping fear that he wasn’t going to make it. Cottard, of North Miami, had gone to Hollywood Beach with his family shortly after 7 p.m. on Monday, May 27. His mother says within a half hour of the family’s arrival at the beach, her two oldest sons became caught in a powerful rip current. Her oldest son made it back to shore, but she watched and

screamed for help as Cottard continued to struggle and then disappeared underwater. “When I was crying out for help, nobody was there, but then these officer’s were there and they just quickly went into the water,” says Carnide Remy. “I prayed, they did their job, and now here my son is.” “To you these are Police Officers,” said Cottard’s grandfather, “To our family they are angels.” On Tuesday, the Remy family got to meet the officers who risked their own lives to pull Cottard from the water and administer CPR. Mount Sinai Medical Center among first in the country to offer single incision gynecologic surgery using robotic technology MIAMI BEACH - Mount Sinai Medical Center recently became one of the first facilities in the nation to perform a single incision robotic gynecological surgery. Dr. Nicholas Lambrou, Mount Sinai gynecologic oncologist, is part of a small group of surgeons in the country who has received training to perform the single-site surgery, which was approved by the Food and Drug Administration (FDA) in March. Unlike traditional robotic surgeries requiring three to five small incisions, this new technology allows for a single incision in the belly button resulting in a nearly invisible scar hidden in the navel. Older people produce less saliva, needed to clean the teeth. Gums shrink with age, exposing the tooth to decay or infection. Furthermore, older persons may have difficulty flossing and brushing because of poor vision or problems moving their arms, wrists, and hands. Dental Problem is among the most common health problems experienced by older adults. In fact, people over 65 with natural teeth have more teeth decay than any other age group and this continue to need a consecutive visit to the dentist. Older people produce less saliva, needed to clean the teeth. Gums shrink with age, exposing the tooth to decay or infection. Furthermore, older persons may have difficulty flossing and brushing because of poor vision or problems moving their arms, wrists, and hands. Dental problems can lead to poor nutrition. Unfortunately, these problems are often not attended to by older persons, particularly men. There are five dental problems common among older persons: Dental Decay When people age, their gums beging to recede. The roots of the tooth are exposed and it is very easy for cavities to develop in this area. Cavities can lead to infection and teeth breaking off. A frequent visit to the dentist is a good preventive measure.

If the older person does not feel comfortable with the dentist you have chosen, find a dentist with training in treating older patients. Gum Disease Plaque grows on the surface of the teeth. The bacteria found in plaque give off acids that cause gum disease. To prevent gum disease and decay, make sure the person you are caring for removes plaque daily by brushing and flossing the teeth. An electric toothbrush may be easier for the person to use, but ask the dentist or dental hygienist to demonstrate how to use it. Poor Fitting Dentures Dentures need to be checked and refitted on a regular basis because they can become loose or uncomfortable. Poor fitting dentures may drop when person speaks, and they can cause chewing problems that can lead to poor nutrition. Dry Mouth Older people sometimes produce less saliva. Saliva is a natural mouth protector which limits

the grow of bacteria, cleanses the mouth of food, and bathes the teeth with protective minerals. Dry mouth also can be caused by some diseases, cancer therapy, or by medicines such as diuretics, antihistamines, antianxiety drugs, antidepressants, alcohol and other drugs that slow the flow of saliva. Oral Cancer Oral cancer includes cancers of the mouth, throat, tongue and lips. If you notice red or white spots, sores in the mouth or bleeding which does not disappear within two weeks, make an appointment with the dentist or physician. These could be early signs of oral cancer. WHEN TO GET PROFESSIONAL HELP Severe Pain in the mouth Severe pain may be caused by decayed tooth or gum ulcer. If older person in unable to tell you about pain, there are several ways that person can non-verbally show they are in pain: noticeable changes in behavior (such as slapping of the face) or changes in eating habits.
