‘AROUND THE CITY OF CHOICE’ More important information from the City Commission budget workshop HALLANDALE BEACH - This week's article is a continuation of a report from the City Commission budget workshop that took place on Monday, May 14. In last week’s article I reported that millage tax rate will remain the same as last year at 5.9 Mills. If your property is homesteaded your assessed value is capped by a 3% increase annually. Depending on your circumstances your taxes could increase slightly, stay the same or even decrease depending on the market valuations by the Property Appraiser. I also reported that there were no utility rate increases proposed for this fiscal budget. SANITATION FRANCHISE FEE The City Manager did recommend a Sanitization Franchise Fee increase from 17.5% to 20%. This fee is charged to other solid waste haulers that do business in our community. Businesses and residential properties that have contracts need to review their agreements as this 2.5 % increase may be passed on through your bill. FIRE ASSEESSMENT The only increase that was proposed to all properties in the community was an increase in our Fire Assessment
Mayor Joy Cooper from $125 to $135 per year. At the commission meeting this increase was equated three different ways; costing taxpayers $10 a year, as an 8 percent increase or as and increase cost of 2 cents a day. Either way, the added cost is to fund the building of a new Main Fire Station. Even with the increase, we will still have a rate that is in the lower range compared to other cities. The City Manager and our Fire Chief have been evaluating the cost of replacing our Main Fire Station that is located in the Southwest near our old City Hall. The station was built in 1972. Due to the downturn in the economy we had put off replacing the station and had chosen to do physical upgrades to accommodate increased staffing levels. All Commissioners were made aware last year we were looking into the replacement and on
a 4-1 vote; $500,000 was budgeted in a capital improvement project. The cost of a new station is projected to be approximately $9 million which includes land cost. The Chief and City Manager have been negotiating with the current property owners of the old City Hall to do a land swap. The land swap would accommodate constructing a new station without interfering with our Fire and EMS services and eliminate the cost of purchasing land. The old City Hall property has been in code litigation for many years. It has become so bad that Larry Blustein even wrote an article how it is an eyesore and has been adversely impacting Dixie Highway and the residential community. The City and owner have negotiated a proposed settlement that would allow for a land swap where the old building would be razed and a new station would be constructed. When complete, the existing fire station would be razed and the owner would build a commercial property. The owner has also agreed to a shared parking agreement so we could use the parking to accommodate our Historical Village. The land swap will save the city land costs so the projected con-
struction cost is approximately $8.5 million. This year the City Manager is recommending budgeting an additional million dollars; half of which will be generated by the increased fire assessment. This will allow the Chief to proceed with design and site approvals. The remaining costs of $7 million will need to be addressed through a combination of fire assessment, loan, grants or all of the above. The $10 increase per residential unit will generate approximately $531,000 annually. The City Manager was directed a few months ago to hire a financial consultant to evaluate the city's debt service and future borrowing capacity since interest rates are very low for this project and the parks. CAPITAL IMPOVEMNTS This budget year Staff had requested almost $7.2 million in capital improvement projects. Our Department of Public Works is actually monitoring over 38 capital programs and projects that are in various phases. After evaluating the requested projects the City Manager recommended to proceed with $4.9 million worth of projects. Readers may recall in last week's article I discussed how many capital projects that are not
completed are rolled over and included in the projected utilization of reserves. VEHICLE REPLACEMENT Over the past three years the City has only replaced vehicles that were at the end of service. Many vehicles have gotten to the point that they must be replaced. While there was $3.8 million worth of vehicles requested, only $2.6 million has been recommended to replace 34 vehicles and add three additional vehicles. The majority, 22, are police vehicles. Every year the City has encumbered money in a vehicle replacement account specifically for this purpose. In addition to police vehicles, 11 vehicles are being replaced in the Department of Public Works and three others are being added. The fire truck is also being replaced and is paid for through our fire assessment reserves. As in the past this is simply the City Manager's recommended budget. This past Wednesday we had the
last Town Hall meeting to review the City Manager's recommended budget and ask for citizen input. The next step in the budget process will be setting up our budget workshop/special meeting for the Commission to review the budget documents and make amendments. After that workshop the budget will become the City Commission recommended annual budget for the 2012-2013 fiscal year. The final budget will be adopted at the end of August through the beginning of September during two formal public hearings specifically for the budget, millage rate and fire assessment. The positive part of attending a Relay For Life, and I have been to at least 15 over the past five years, is to see what the community does in the 18 hours they have to raise money and show those who have cancer, that people care and want to make a difference. Last year, I took the Hallandale Beach Police and Fire to task for not participating in the event. In almost every community in which I cover Relay For Life, the police and fire presence is huge. It comes down to a battle to see which agency often raises the most money. At communities such as Weston, Cooper City and Pembroke Pines, the fire and police are often the centerpieces for an event of this nature. I think that is generally the way that most successful Relay For Life weekends end up. This year, I was much more impressed as the Hallandale Beach Fire Department showed up with chili, black beans, some roasted corn and plenty of enthusiasm. Seeing Chief Dan Sullivan and his group on hand made a major difference, which everyone could see. Even talking with some of the police on hand, the buzz about next year has already started. The mention of a BBQ challenge between the police and fire was interesting to many on hand, but just to have the men and women who watch and protect this community
involved in an event like this is so natural. Putting an event like this together certainly takes so much work and dedication, and for the past few years, Steve Carlo, a teacher at Gulfstream Middle School in Hallandale Beach, has rolled up his sleeves and has given so much to the Relay For Life. Carlo will step aside this year as the chairman, opening the position for another community-oriented leader to step forward. Chief Sullivan has done it in the past. So have other residents. Who is ready to step up? If you have never been to a Relay For Life, it is certainly not what you think. While there are tears shed and talk about those who have lost their lives to this horrific disease, the mood is always upbeat with survivors being recognized along with their families and caregivers, who make all the difference in the world. The survivors, families and caregivers walk the first lap to kick the event off, have something delicious to eat and listen to the entertainment, which included many of our talented youngsters (some provided by Lampkin's Creative Arts 4 All) as well as "Elvis" who showed up to sing and dance at Bluesten Park. If you want to tell anything about a community, the best way to do it is look around you when attending something like the Relay For Life and you can really see who cares in your community. Last Friday night, and into Saturday, where the 85th birthday took place, many of our area "movers and shakers" came out to show their support. One of the familiar
faces, and the residents all know how vital he is to this community, is Bill Julian. Every year, Julian takes part in everything that elevates Hallandale Beach. He once again raised money to fight cancer, but also put a few smiles on faces that attended. "We come out and here and raise money for a disease that has taken too many lives," said Julian, who headed up TEAM EXTREME. "When those who are battling this disease see you here, supporting what they are going through, it makes a huge difference." Mayor Joy Cooper was on hand along with Commissioners Dorothy Ross and Keith London as well as Rep. Joe Gibbons, departing City Manager Mark Antonio and many other dignitaries and community groups. Phyllis and Sal Broccone were in the same place they've been since the Relay For Life came to Hallandale Beach. The two longtime residents were raising money, having fun and saluting Sal on being a 30-year cancer survivor. Area promotor and allaround great person, Barbara Southwick, was there with her daughter Stacie Connor and Gulfstream Middle School principal Brian Kinglsey. "You look around and see the people, from this community, who come out to events like this and you are blown away by the size of their heart," said Joe Kessel from the Hallandale Beach Area Chamber of Commerce. "They not only give financially, but they show their face, which is huge." An event of this nature brings out someone like Richard Shan, who continues to do more for this community
than just about anyone. Shan is Hallandale Beach. Through his Shanco Building Group, he has helped to beautify and develop this community, and he received for little credit for what he continues to do for this city.
To see the difference makes showing support to help battle cancer is what made this year all worth it for me. When you have gone through as much as many of these survivors have, seeing a smiling face can go a long way in

Learning to swim should be a high priority for parents this summer By Chuck O. Ellis, Parks, Recreation and Cultural Arts Director HOLLYWOOD - Swimming is one of the most popular summer activities. One of the best things you can do to help your family stay safe this summer is enroll them in an age-appropriate swimming lesson. Drowning is the number one cause of death for children ages 1 to 4 in Broward County. Between June 2010 and May 2011, the Broward Sheriff's Office Homicide Unit investigated 18 drowning deaths in Broward County. Eighty-five percent of the accidental drowning cases were adults; 15 percent were toddlers. The majority of children who drown in swimming pools were last seen in the home, had been missing from sight for less than five minutes, and were in the care of one or both parents at the time of the drowning. Typical medical costs for a near-drowning victim can range from $75,000 for initial emergency room treatment to $180,000 a year for long-term care, while a near-drowning that results in brain damage can ultimately cost more than $4.5 million. The City of Hollywood offers two-week swimming lessons for ages 3 and up at the Driftwood Community Pool. This year, the City has partnered with the American Red Cross to offer Big Splash 1-2-3, a free drowning prevention and learn-to-swim program for Broward residents. Big Splash 1-2-3 is made possible through a generous grant from the Harry T. Manghurian, Jr. Foundation Inc.. Congresswoman Debbie Wasserman Schultz came to the center earlier this month to kick-off the program. Big Splash 1-2-3 will provide lessons to 3,000 children who are enrolled in a free lunch program at their school and are between 4 and 9 years old. Parents of these children will be required to attend a free water safety education class. Lessons at the Driftwood Pool will run June 11 to August 2. Here are some safety tips to follow whenever you are in, on or around water: • NEVER leave children unsupervised in or around a body of water - even for a moment. Children can drown in as little as two inches of water in less than one minute. • Install a self-closing gate around the pool. • Alarm every door leading to water to alert you if a child has gone outside. • Teach children water and swimming skills. • During pool parties or family beach gatherings, designate an adult to watch the children. • Remove any toys that may attract children to the pool area. • Install a pool cover to securely cover the water area. • Install a poolside, cordless phone. • Keep lifesaving equipment - a pole, life preserver and rope - in the pool area. • Children with long hair should clip it back or wear a cap in the pool. • Avoid keeping water in buckets or other large containers when toddlers are home.

SPOTLIGHT ON STAGE Kenny Loggins, singer songwriter & Grammy winner, takes center stage at Hard Rock Live American born singer/songwriter Kenny Loggins, is known for his soft rock music during the 1970s, his writing and performing for movie soundtracks in the 1980s. Originally part of a duo, Loggins and Messina, the two recorded many of Loggins compositions. By the time their first album was completed, Messina had contributed so much to the album with his arrangement, instrumentation and vocals, that a duo was created. The name of their first album was “Kenny Loggins with Jim Messina Sittin’ In.” Messina’s harmonies melded so well with Loggins voice, audiences regarded the pair as definitely a duo. Over the next four years they produced five more albums, sold 16 million records and were the most successful duo of the early 1970s, only surpassed later by Hall & Oates. The pair parted in 1976 to pursue their solo careers. Kenny became a solo artist and has written songs for other celebrities. In 1977 Loggins produced his first solo album ‘Celebrate Me Home,” which included,”I Believe in Love,” followed by “When Ever I Call You Friend,” “Keep the Fire,” “What a Fool Believes,” and “This Is It.” In 2005, Kenny Loggins reunited with Messina, it was so successful they went on the road once again and performed “I’m Alright,” and “Footloose.” In 2009 they toured the USA and Canada, reviving their "Sittin’ In Again,” tour. St. on Memorial Day, May 28th, from 9 am until 3 pm. I wanted to do something more to honor our Veteran's on these two special events, Veteran's and Memorial Day. We were able to honor this fine men and women by displaying their pictures and military records, along with beautiful hand crafted model airplanes to match their service. Our family have served in the military for three generations. My Grandfather,

Bill Julian George Julian Sr, was an Army Machine Gunner in World War One, and we are fortunate to have a very good picture of him in uniform. My Father, George Julian Jr. was an Army Air Corp, Drill Instructor, and Paratrooper, who later became a Combat Glider Pilot, Flight Instructor, invading, and fighting in Normandy, Holland, and Germany. He was Awarded the Bronze Star, the Air Medal, and five combat citations for his unit, which fought with the 101st and the 82nd Airborne Divisions. Near the final days of World War Two, his
unit liberated a Nazi death camp in Woebbling Germany. With over 20 individual displays, it was an emotional time as the public filed past in review of our local Veteran's, last November. It brought tears to some of our older residents who remember when the our Country fought in World War Two, and the sacrifices all of them made, home and on the front lines. I myself have three Honorable discharges from my service in the Air Force, in the 70th, Air Mobility Command, out of Homestead, and Dover, AFB ,1970,

Lt. Col. Leo R. Grey one of the Tuskegee Airman from World War Two, and a replica of his P-51 Mustang. Lt. Col. Grey lives in Dania Beach, and
was awarded the highest commendation, the Medal of Honor, from the President. Keeping in view the success of this campaign, we plan on undertaking it again this year. On a local level, Ahmadiyya Muslim Community’s Miami chapter has collaborated with Hallandale Beach City and other community organizations, in various endeavors to serve the needs of our local community. We have conducted many drives (school supplies, canned food, clothing) in the cities of Hallandale Beach and Hollywood. We regularly contribute to Treats for Soldiers, a nonprofit organization that serves the needs of our men and women serving in war zones. Our volunteers continue to serve and donate food, and assist in other activities at the Hepburn Community Center. Broward Outreach Center is the adopted homeless shelter of our women’s auxiliary, Lajna Imaillah, whose members regularly serves, donate and feed the hungry and homeless. Our youth organization, Khuddamul Ahmadiyya regularly cleans up highways through the Adopt a Highway program and coastal lines through Adopt a Shore, in addition to volunteering to serve the hungry and needy of South Florida. The interfaith conference is a step towards fostering mutual respect and understanding among all faiths and groups. We wish to further our commitment to serve our local community- by providing a forum for various groups to come together and realize their shared, common goals towards this objective. Broward County resident Chris Oesch blistered the Gulfstream Park oval in 38:03 to win the overall title in the annual Hallandale Beach Police Athletic League 10K run Sunday. Oesch bested women’s overall winner, and second place finisher Alice Henley or Broward County by 38 seconds. On the short course, 15-year-old Tomas Gimenez-Beron won the 5K race in an 18:32 time, just 11 seconds faster than 43-year-old second-placed finisher Jon Williams. Williams toured the track in 18:43. The women’s winner was Katrin Diewald, who completed the course in 21:26, almost three seconds faster than second place finisher Leandra Bates at 24:14. Gulfstream Park officials worked to get the track in shape after 1.38 inches of rain soaked the surface on Saturday. More than 300 runners, from six years old to 81 years old, turned out for the annual event. The winners include: OVERALL MALE Chris Oesch, 38:03; 2. Joerg Diewald, 41:53; 3. Allen Notkin, 42:37. 85th Birthday Celebration: Rain doesn't dampen spirits
Heavy weekend rains on Friday and Saturday forced the cancellation of one event in the City of Hallandale Beach’s much anticipated 85th Birthday Celebration weekend, but three others went on as planned. Armed Forces Day Honoring Our Heroes was the only casualty of the inclement weather. The event at Hallandale High School, planned for 3 p.m. Saturday, was canceled. Walkers in the annual American Cancer Society Relay For Life walk on Friday night, and City residents who turned out for the City of Hallandale Beach 85th Birthday Celebration on Saturday had to dodge puddles at Peter Bluesten Park. The only event to escape the showers was the annual Police Athletic League (PAL) 10K-5K run on Sunday at Gulfstream Park. The beginning of Relay For Life was delayed one hour to allow clean-up crews to push water from the walkway and for participants to relocate displays and tents to dryer grounds. Once the event kicked off, cancer survivors, community supporters and family members of those who lost their battle to the disease came together to raise money for the cancer research. At the City’s Birthday Bash on Saturday noon rains forced partygoers in-

The meetings are your chance to see the amenities and review the preliminary construction designs for the major reconstruction of the parks.

THE PERFECT MEMORIAL DAY BURGER Have your family and friends talking about your recipes this year! COCA COLA BURGERS 1 egg 1/2 C. Coca-Cola, divided 1/2 C. crushed saltine crackers 1/4 C. finely chopped onion 6 T. creamy French salad dressing, divided 2 T. grated Parmesan cheese 1/4 t. salt 1 1/2 lbs. ground beef 6 hamburger buns, split In a mixing bowl, combine the egg, 1/4 cup of Coca-Cola, cracker crumbs, onion, 2 tablespoons of the dressing, cheese and salt. Add the meat and mix well. Form into six 3/4-inch thick patties. For the sauce: Mix the remaining Coca-Cola and dressing. Grill the meat over medium coals until desired doneness. Turn once, basting occasionally with sauce. Serve on buns. Remaining sauce may be used as a topping. JALAPENO BURGERS 2 pounds ground beef
Cook bacon until crisp. Drain all but 2 tablespoons drippings and saute onions in drippings. Crumble bacon and add with mushrooms to skillet. Crumble bacon, add with mushrooms to skillet. Set aside. Combine beef, pork, cheese, pepper, garlic powder and steak sauce in a large bowl. Shape into 16 patties. Divide bacon mixture and place over eight of the patties. Place remaining patties on top and press edges tightly to seal. Grill over medium coals until well done. Serve on buns, with lettuce, if desired.

1/2 cup extra fine bread crumbs Combine all of the above ingredients. Shape into 4 large patties and refrigerate for one hour. Meanwhile, slice 2 onions and saute in cast iron skillet with 2 tablespoons vegetable oil until brown. Keep warm. To prepare grill, lightly grease rack and heat
until medium high temperature is achieved. Place patties on grill and cover, cooking for 5 minutes on each side. Lightly toast hamburger buns on grill. Place one patty on bottom of each bun and generously top with sauteed onions.

From Page 1A ––––––––––––––––––– to press the burgers. 1 pound freshly ground beef, preferably chuck Salt and freshly ground black pepper 1/2 cup mayonnaise 3 cloves garlic, roasted and puréed 4 hamburger buns 2 to 3 tablespoons Dijon mustard 8 thin slices Swiss cheese 4 thin slices ham 2 dill pickles, cut into 1?4-inch-thick slices 1. Heat your grill to high. 2. Form the meat into four burgers. Season all over with salt and pepper. Grill the burgers until medium-rare, about 3 minutes on each side. Remove from the grill and leave the grill on. 3. Combine the mayonnaise and roasted garlic in a small bowl and season to taste with salt and pepper. Spread the cut sides of each bun with garlic mayonnaise and mustard. Place a slice of cheese on the bottom of each bun and a burger on top of the cheese, then top the burger with a slice of ham. Add another slice of cheese, then the pickle slices. Cover with the tops of the buns and wrap each burger individually in aluminum foil. 4. Place the burgers close together on the grill and rest a heavy skillet or a couple of bricks on top of them, pressing down if needed to flatten them. Grill for 2 to 3 minutes until the cheese is melted. Serve

Thai Slaw Salad: 1 (16 ounces) prepared shredded cabbage (coleslaw mix) from produce department 1/4 European seedless cucumber, sliced into thin sticks 1 small red bell pepper, seeded and thinly sliced 3 scallions, thinly sliced on bias 20 leaves fresh basil, shredded
CURRY TURKEY BURGERS 1 1/3 pounds ground turkey breast, the average weight of 1 package 2 scallions, thinly sliced A handful cilantro, chopped very fine, about 2 tablespoons, optional 1 inch piece fresh ginger, grated or minced 2 cloves garlic, minced 1/2 red bell pepper, finely chopped Coarse salt 2 tablespoons mild curry paste or a handful of curry powder (Preferred brand: Patak's Mild Curry Paste) Drizzle extra-virgin olive oil 5 crusty rolls, split
Mix together ground beef, onion and seasonings. Shape mixture into 3 or 4 burgers. Brush pepper rings with oil. Grill burgers and peppers over medium heat 8-12 minutes or until burgers are well-done (160ºF internal temperature), turning once. Add cheese to top of each burger for one minute before cooking is completed. Place on rolls. Top with pepper rings and lettuce.
Dressing: 1/2 teaspoon crushed red pepper flakes 1 clove garlic, minced 1/4 cup white distilled or rice wine vinegar 2 teaspoons sugar or 2 tablespoons honey 1 tablespoon soy sauce 2 tablespoons vegetable or canola oil 1 teaspoon toasted sesame oil
Toppings: Bib or leaf lettuce Sliced vine-ripe tomatoes Mango chutney (preferred brands: Major Grey's or Patak's Mango Chutney) Combine first 8 ingredients and form into 5 patties. Brush or drizzle patties with extra-virgin olive oil. Grill patties 6 minutes on each side on indoor electric grill or pan fry for same amount of time in a large nonstick skillet over medium high heat. Pile patties on split crusty rolls with lettuce, tomato, and chutney spread liberally on roll tops as a condiment. Serve curry turkey burgers with Thai Slaw and root vegetable chips.
Garnish: Toasted sesame seeds Combine vegetables in a bowl. Combine dressing ingredients in a small plastic container and shake vigorously for 1 minute. Drizzle sauce over vegetables and toss to coat evenly. Let stand 10 minutes and re-toss before serving and garnish with toasted sesame seeds.
GARLIC BASIL BURGERS 1/2 pound lean ground beef 2 tablespoons Progresso® dry bread crumbs (any flavor) 1 teaspoon lemon juice 1/4 teaspoon salt 1/8 teaspoon pepper 1/4 teaspoon dried basil leaves 2 medium green onions chopped (2 tablespoons) 1 small garlic clove finely chopped 2 slices bacon
FIRECRACKERS BURGERS 1 lb. lean ground beef 1/4 C. finely chopped red onion 1 T. parsley flakes 3/4 t. garlic salt 1/2 t. black pepper 1/4 t. white pepper 1/4 t. ground red pepper
Mix all ingredients except bacon. Shape mixture into 2 patties, about 3/4 inch thick. Place on microwavable rack in rectangular microwavable dish, 11x7x1 1/2 inches. Cover with waxed paper and microwave on High 2 minutes 45 seconds to 4
minutes or until just slightly pink in center. Remove from rack; let stand about 3 minutes or until burgers are no longer pink in center and juice is clear. While burgers are standing, place bacon on rack in same dish. Cover with waxed paper and microwave on High 1 minute 30 seconds to 2 minutes 30 seconds or until almost crisp; drain on paper towel. Cut bacon slices in half; place on patties. CHICKEN BLUE BURGERS 3/4 pound ground chicken (preferably a mixture of white and dark meat) 1 large egg, lightly beaten 1/2 cup crumbled blue cheese 1 cup dry unseasoned bread crumbs Vegetable oil cooking spray 4 poppy seed rolls Blue Onion Sauce Red cabbage slaw (optional) Using your hands or a wooden spoon, mix together ground chicken, egg, cheese and bread crumbs in a large bowl, until ingredients are evenly distributed. Form into 4 patties of equal size. Lightly spray a large skillet with cooking spray. Pan-fry burgers over medium heat, flipping once, until cooked through, about 4 minutes on each side. Do not press down on burgers with a spatula or they will become dry. Serve burgers on poppy seed rolls and top
each with 1 tablespoon Blue Onion Sauce and red cabbage slaw, if desired. Serve additional sauce on the side. Makes 4 servings. BLUE ONION SAUCE: In a small glass bowl, whisk together 1 clove garlic, minced, 2 tablespoons chopped Vidalia OR other sweet onion, 2 tablespoons crumbled blue cheese, 1/2 cup plain low-fat yogurt and sea salt and freshly ground black pepper to taste. PHILLY BURGERS 2 Tablespoons Worcestershire sauce, divided 4 Teaspoons Dijon mustard, divided 1 can (2.8 ounces) French fried onions, divided 1 pound ground beef 1 package (3 ounces) cream cheese softened 1 jar (4-1/2 ounces) sliced mushrooms, drained 1 teaspoon dried parsley flakes 4 Kaiser rolls, split In a bowl, combine 1 Tablespoon Worcestershire sauce, 3 teaspoons mustard and half of the onions. Add beef; mix well. Shape into four patties. Grill until no longer pink. Meanwhile, in a small bowl, blend cream cheese, mushrooms, parsley and remaining Worcestershire sauce and mustard. Spread over the burgers; top with remaining onions. Grill 30 seconds longer or until the onions are golden. Serve on rolls.
