Memorial Day is a time to remember all our fallen soldiers By Mayor Joy Cooper Hallandale Beach - As we get ready to celebrate Memorial Day, we all need to recognize this is not a time to simply have a day off or a BBQ. Memorial Day is a time to remember all of our fallen soldiers, and in my book, every veteran for their service to our great country. While this day is for fallen soldiers, many men and women who have fought in the past and current wars, have left some part of them on the battle field. As we all know, some were POWs, MIA’s, and currently, wounded warriors. Hallandale Beach is like many cities that pay tribute to our soldiers whenever we can. As Mayor, I was approached by Mr. Lewis Colon who has made it his goal as a Purple Heart member, to get every city in Broward County to become a Purple Heart City. Last week, we were the 17th city in Broward County to become a Purple Heart City. Florida has 63 cities that have joined in this great tribute. The Purple Heart was established by George Washington at the end of the war. He came up with two awards, honoring men that suffered greatly. The first was a Badge of Distinction that was given to any soldier commissioned or who served more than three years with bravery, fidelity and good conduct. This was a white angular badge that was given for the soldier to wear on the left arm of his uniform. The next award, which later became

the Purple Heart, was the Badge of Merit. This badge was given to a solider that performed a singularly meritorious action. It was meant not only for extraordinary gallantry, but extraordinary fidelity and essential service. The Purple Merit Badge could be worn on the left breast of the soldier’s uniform. We salute all of our Purple Heart Veterans and their families. We had the special honor of recognizing City Manager Rodger Carlton’s son-in-law with a proclamation. Captain Andrew Geohring is a Purple Heart recipient and a Bronze Star recipient. He served in Iraq. Sadly, he was on a mission where their patrol Humvee was struck. He was injured with shrapnel and even got all his men out. Regretfully, one of his patrol passed away in the hospital - state side. Ironically, it was the same day of the year that we recognized him. Please make sure you thank a Veteran. Better yet, please come out and join us for our Memorial Day Service at our City Cemetery on Foster Road starting at 9:30 am, and then join us for a service at Foster Park at 10:30 am. Light refreshments will be served. You can also stop by the Hallandale VFW Post 910 on S.E. 3rd Street and 1st Avenue to support their efforts. Food and beverages are available for purchase. IT’S BUDGET TIME Our City is currently working on our budget. There will be tough decisions

to make during this budget cycle. Currently there is a water, waste water and storm water fee evaluation under way. All of these services are set up in what are called enterprise funds. Each one is like a small business fund that receives its administrative services from the City. A few years back, we reduced our water rate. The waste water and water fund were then combined. Our City does not treat waste water, it is pumped to Hollywood for treatment through a large user agreement. Pembroke Pines and Dania Beach also are part of the same Broward County system. The agreement was set up years ago. In current terms, it is not a deal that this Commission would approve, but we have been stuck with it. The treatment is not an issue, but the additional costs we must pay for, can be. This is due to Hollywood’s costs and how they are calculated. Every year, cities end up paying for what are called a true up. Some years, it can be low and others can be as high - as a million dollars. Hallandale Beach tries to plan for these costs, but due to language in the contract, we do not have much say in them. In others words, our hands are tied. Pembroke Pines has entered into a mediation on some of the costs, we are waiting to see what comes of it. In the water arena, we lowered the fee, but now, it is too low to cover a 15% clause on our bond, which was set

up for the water treatment facility. Our storm water rate must cover current and future maintenance of our system. We must also plan for maintenance of the new pumping system. The Commission had a robust discussion about whether this fee should be increased to pay for the City’s share of the Southwest Drainage Project which is over $2 Million. The Northwest was done with CRA funding, and in my opinion, Southwest should be done the same way. Without CRA funding, the fee would need to be increased from $40 annually to well over $80 per year. As I said, there will be some tough choices to be made. While no elected official like to raise fees, we need to pay for these vital services. Once the final report is released, we will have better information to base our decision on and be able to inform the public. those. “Here I sat for 11 days without power, very little water, food or anything else,” Strauss said. “Right there, with 90 degree temperatures and very little gas and cash available, I said that this would never happen again.” Some 15 years later, Strauss is marred with two children - and instead of living in a one bedroom apartment, she is a homeowner - and this time of year certainly gets her anxious in so many ways. As she still prepares and does what is needed to survive a storm and its aftermath, the stakes have been raised. She has a family and property to be concerned with - and continues to take every precaution. “For those of you who have never been through a storm, please listen to what I tell you about being prepared,” Strauss said. “I never listened before because I was young, but the extra water and paper goods and anything else that you purchase can be returned or used if a storm does not come. You need to be prepared.” Indeed, Strauss is just one of many stories that back up the facts about being prepared and having enough of everything to survive hurricane season.

WHAT YOU WILL NEED Be prepared for whatever this storm season throws our way ahead of time. Having your hurricane supplies ahead of time will save you the frustration of hitting the stores right before a storm hits. And some of these items can be useful on a regular stormy summer evening as well. Plus, there are lots of things you can do around your home now to save you time when you need it. Getting together a hurricane kit will be very important. This is something that goes everywhere you do or keep in a safe, dry place. Make sure your hurricane kit includes: Flashlights & extra bulbs, Battery-operated radio, Battery-operated lanterns, Batteries (in different sizes!), Matches, First aid kit, Duct tape, Rain gear, Clock (wind-up or battery-powered), Plastic garbage bags, Fire extinguisher, Scissors, Can Opener, Clean clothes, Extra blankets and Heavy gloves.

HOUSE CHECKLIST Remove outdoor items, trim dead branches from trees, board or shutter up windows, ﬁll gas tanks and extra containers, get extra cash, move furniture away from windows, store important documents in waterproof containers. MEDICAL NEEDS Medic-alert tags, insect-repellent sprays, feminine, & Grill serves. On Sunday night - as you are getting ready for the week ahead, head out for “Burger Night” - and everyone will thank you for it. From different burgers and drink specials - to a Happy Hour that lasts all night at the bar what a great evening.

Hallandale Beach earns 2017 Playful City USA designation

The City of Hallandale Beach has been named a Playful City USA Community for the fifth successive

year by KaBOOM!, a national non-profit. Playful City USA honors cities for putting the needs of families first so kids can learn, grow and develop important life skills and for using play as a solution to the challenges facing their residents. The City was recognized for taking bold action to ensure kids have great places to play – all with the ultimate goal of making play the easy choice for all kids, no matter where they live. National Poppy Day honoring our veterans' sacrifice for freedom

(BPT) - Even in the darkest of times, flowers still find their way to the surface to bloom. Poppy seeds can lay fallow for years, yet bloom brilliantly when the soil is disturbed or when the soil is freshly dug. After the battles were fought in World War I, the blood red poppy flourished in France and Belgium when battlefields became burial grounds. The red flowers suddenly bloomed among the newly dug gravesites of fallen service members, turning the new

graveyards into fields of red. Surviving soldiers came to see the poppy as more than a flower - it became a symbol of their sacrifice; a tribute to the price of freedom. Although all WWI veterans have since passed, 100 years later, the poppy has become a universal display of the sacrifices made by Americans and allied service members around the world. Historically, Americans have worn poppies in observance of Memorial Day and Veterans

The inaugural National Poppy Day will be May 26, 2017. National Poppy Day is a strong renewal of our nation's commitment to a powerful reminder of the cost of our freedom with 100 years of rich tradition. Millions of people worldwide wear the poppy as a call to honor

living veterans and those who lost their lives. The custom can be traced back to 1918 when Moina Michael popularized the idea of wearing a poppy flower in memory of the lives lost in WWI. She drew inspiration from the poem In Flanders Fields, written by WWI Colonel John McCrae in his sorrow at looking at rows and rows of graves where his comrades had been recently buried. In the decades that followed, poppies have been worn, displayed and distributed for fundraising efforts for veterans service organizations around the world. To observe National Poppy Day, all citizens are encouraged to wear the poppy to honor those who sacrificed their lives to provide them their freedom from WWI a century ago, to today's global war on terror. "As an Operation Enduring Freedom veteran, it is heartening to see people wearing the red poppies throughout the year as a tribute to those who have served in our military, especially those who fought and died for our freedom. The poppy was significant to my great grandfather who

fought in World War One. It still holds the same meaning today that it did nearly 100 years ago. It's such a simple thing Americans can do to honor the sacrifices that people in the military make to protect our country," says activeduty veteran Matthew Geczy. The American Legion Family, the chief advocate of the effort to establish an official Poppy Day, has had a connection to the poppy flower since the early 1920s when it was adopted as their official memorial flower to pay homage to the battlefields of WWI. Since then, they have made it their mission to support the military community by promoting the significance of the flower and the meaning behind it. Each year, members and volunteers connected to the American Legion Auxiliary (ALA), one of the nation's most prominent supporters of veterans' rights, leverage the poppy in service to the veteran community through Poppy Day distributions and outreach. ALA volunteers hand out red paper or silk paper poppies in exchange for donations that go directly to sup-

port veterans. Many of those poppies are made by hospitalized and disabled veterans as a form of rehabilitation and a source of income through this ALA program. In 2016, ALA members throughout the U.S. distributed over 16 million red paper poppies and raised $6 million in donations that went directly to help the veterans who made them. Donning a poppy this National Poppy Day is one simple way to show gratitude for a community that has given their lives to protect ours, but your support does not have to stop there. The ALA values any and all contributions to support our nation's heroes, and you are also encouraged to wear the poppy year round. On May 26, the inaugural National Poppy Day, watch for volunteers of The American Legion Auxiliary distributing poppies and collecting donations to support our veterans and current service members. Fort Lauderdale - The HSBC's 5th Annual Big Dog Men’s Invitational Golf Tournament hit the links in April at Fort Lauderdale Country Club. Honorary Chairs Wil Shriner and Dave Lamont  of Big 105.9, Chairperson Cherie Marshall, and Event Founder Melody Saleh hosted a great day of golf that raised $64,000 for the Humane Society of Broward’s programs and services.  The format this year was a Team Putt Shamble, with over 150 players on the two courses.  Oncourse contests included Closest to the Line, Closest to the Pin, Chipping Contest, Putting Contest, Pet Poker, and Hole-in-One prizes.  Players could also buy a prize drawing ticket for the chance to win a trip to either Pinehurst Resort Golf in North Carolina or Napa Valley Above The Clouds in California. The lucky winner was Steve Hudson who was thrilled! A grilled lunch provided by Brew Fish Bar & Grill and Penn Dutch was enjoyed pre-shotgun; beer was donated by Tampa Bay Brewing Company and Stephens Distributing Company and following the golf, players enjoyed drinks and dinner while listening to great tunes by Jon Saxx and DJ Michael Thomas. Big Dog players went home with a gift bag including Titleist Pro V1 golf balls, a tournament polo, and other great items. First place winners on both the north and south course received Fort Lauderdale Country Club Pro Shop gift certificates and crystal trophies. This year's overall winning team on the south course was Nick DeGenerisis, David LaValle and Ellerton Castor; and the north course winning foursome was made up of David Vivies, Kurt Kohle, James Wilkie and Doug Bridges. Their names will be engraved into the perpetual stand that holds the Big Dog trophy in the Champions Room at the Fort Lauderdale Country Club. Second and third place winners on both courses received crystal golf trophies. The second place team on the south course was Chris Szatko, Anthony Priore, Daniel Kraus and Stephen Florio; north course team was Joseph Loiacono, Irwin Schechter, David Brand and Jay Dick. their representatives must register by Aug. 7, 2017 by visiting www.nflconcussionsettlement.com. The NFL concussion settlement provides benefits to thousands of retired NFL players who joined the league because of their unrelenting "love of the game." However, after a career play-

ing in the NFL, many of these retired players left the game with lifelong devastating brain damage due to the many concussions, "dings" and other hard hits they sustained while playing on the field. Today, these retired NFL players suffer daily from neuro-cognitive illnesses that often leave

them bedridden and unable to recall some of their most sacred memories. At the same time, their loved ones are forced to watch them suffer from these debilitating brain injuries while simultaneously grappling with significant medical bills. Memorial Day grilling is fun and delicious Treat your family and friends to something special this coming Monday juice, ketchup, soy sauce, brown sugar, garlic and ginger and whisk until combined. Add chicken to a large Ziploc bag or baking dish and pour over marinade. Let marinate in the refrigerator at least 3 hours and up to overnight. When ready to grill, heat grill to high. Oil grates and add chicken. Baste with marinade and grill until charred, 8 minutes per side. Toss pineapple with oil and grill until charred, 2 minutes. Serve chicken with pineapple and garnish with green onions.

When it comes to any holiday, we are all quick to head to our grill - indoor or outdoors - and make something special to serve our friends and family. Living in South Florida, our year-round great weather provides so many opportunities to perfect the art of using our grill - and we do it better than anyone. With Memorial Day coming up on Monday, it signals that summer is not far away - and we will be throwing some favorites on the fire or in a pan - to create outstanding dishes. Check these out:

HAWAIIAN GRILLED CHICKEN • 1 cup unsweetened pineapple juice • 3/4 cup ketchup • 1/2 cup low-sodium soy sauce • 1/2 cup brown sugar • 2 cloves garlic, minced • 1 tablespoon freshly grated ginger • 1 pound boneless skinless chicken breasts • 1 pineapple, sliced into rings and halved • 1 teaspoon canola oil • Green onions, for garnish

Make Marinade: In a large bowl, combine pineapple

TERIYAKI STEAK STIR FRY • 1 pound top round steak • kosher salt • Freshly ground black pepper • 1/4 cup teriyaki sauce • 2 cloves garlic, minced • 2 teaspoon freshly ground ginger • 1 teaspoon cayenne pepper • 1 tablespoon canola oil • 2 bell peppers, diced • 3 cup baby spinach

Marinate steak: In a baking dish, season steak with salt and pepper, then add teriyaki sauce, garlic, ginger, and cayenne. Transfer to the fridge and let marinate, 30 minutes. When ready to cook, heat oil in a large skillet over medium-high heat. Add steak and cook, undisturbed, 6 minutes, then flip and cook 4 minutes more or until steak reaches your desired doneness. Transfer to a cutting board to let rest, then slice. Drain all but a tablespoon of fat from skillet. Add peppers and cook until soft, 4 minutes, then return steak to skillet and add spinach, tossing until wilted. GRILLED MARINATED LAMB CHOPS • 3 large garlic cloves, minced • 2 tablespoon chopped fresh rosemary • 1/4 cup olive oil • Sea salt and freshly ground pepper, to taste

• 8 to 12 lamb rib chops, trimmed of fat • Lemon slices for garnish (optional)

In a small bowl, stir together the garlic, rosemary, olive oil and a few grinds of pepper. Place the lamb chops in a shallow dish and brush them with the olive oil mixture, coating both sides. Cover and refrigerate for at least 2 hours or up to overnight. Prepare a hot fire in a grill and oil the grill rack. You can also do this with a hot pan. Using tongs, place the chops over the hottest part of the fire or directly over the heat elements and grill, turning once, until browned and crisp on the exterior and medium-rare at the center when tested with a knife, 7 to 10 minutes total. Transfer the chops to warmed plates and sprinkle with salt. Garnish with the lemon slices and serve immediately. Serves 4. GRILLED PEACHES WITH A KICK • 1 cup heavy cream • 2 tablespoons sugar • 1/2 teaspoon vanilla extract • 1 teaspoon bourbon • 6 peaches, halved (with pitts removed) • olive oil

Whip the cream in an electric mixer, adding the sugar, vanilla, and bourbon as it starts to thicken. Continue whipping until soft peaks form, about 4 or 5 minutes. Refrigerate. Heat a grill pan over medium-high heat. Brush a very light layer of olive oil on the cut side of each peach half. Put the peaches face down on the pan, then cover with a medium sauce pan turned upside-down to create a dome over the peaches. Our sauce pan covered about 4 peaches, so you can cook them in batches depending on how big your grill pan and sauce pan are. Cook peaches for about 6 to 8 minutes, until there are distinct grill marks and the peaches feel warmed through and slightly softened. Remove from pan (they may stick a tiny bit), flip over, and top with a big dollop of whipped cream.
