HOLLYWOOD The ArtsPark at Young Circle Gallery will open a unique exhibition featuring Haitian artist Roland “Rojmeck” Mecklembourg on May 15th on display until August 17th. “Universal Xplosion of Heart” will feature nearly 40 works by Mecklembourg, including his highly regarded “When Sky meets Earth Series” portraits as well as recent paintings. The opening reception is Saturday, May 19th from 7:00 to 10:00 pm. In addition, Rojmeck is the featured artist at the 2012 Colors of the Caribbean, a celebration of Caribbean Culture supported by the American Heritage Florida and the Rhythm Foundations. Rojmeck’s Art will be exhibited at this event’s VIP reception on June 16th at 6:00 pm. Born in Haiti but journeyed and lived in different cultures that inspired him to paint, write and dream. ‘AROUND THE CITY OF CHOICE’ City Commission conducts important monthly City Manager workshop HALLANDALE BEACH - This past Monday the City Commission conducted our monthly City Manager workshop which focused on updates for our parks activity and public works construction, a report from our Transportation/Flood Mitigation Advisory Board and our budget. BUDGET- TAX RATE TO STAY THE SAME City Manager Antonio is recommending that the City continue to keep the same tax millage rate of 5.9. In a previous article I reported that Staff’s requested budget included almost $30 million in departmental requests. The Commission and Staff worked together to trim the majority of their requests without sacrificing the level of services needed to maintain what our residents demand. These are still lean budget times. As the City Manager stated, after years of picking off the low hanging fruit combined with multiple years of declining revenues, further cuts would equate to impacting our services. Even with an increase of tax revenues of under a million dollars generated by increased property valuation of 4.6 %, keeping the same millage rate was not an easy task. Once again we are fortunate to have reserve funds. Last year we only utilized 490,000 of 3.3 million in budgeted general fund reserves. This year to maintain the level of services and keep the tax rate at 5.9%, the City Manager’s goal was not to increase the budget. The overall budget of 94 million would have remained flat at last year’s 91 million dollar level if it was not for changes in the CRA management staff and 2.6 million in pension obligations. The budget is projecting the use of 6.5 million dollars in general fund reserves which represents a roll over in capital projects that were obligated, but not completed in 2012. Even using reserve funds to cover the city budget gap, we will still have 33 million in overall reserves. This represents 1/3 of the overall budget of 94 million. With the general fund budget at 50 million, our general fund at 13 million for the budget year represents 20 % of the general fund budget.
Mayor Joy Cooper In accounting standards for operation the target is 10% of operations. One would argue that maintaining the millage rate is still a tax increase for homesteaded properties. This is not due to us increasing taxes. It is in effect of what is called the recapture rule. Homesteaded properties have a 3% cap on the value they can be taxed at. In other words your home may be valued at 200,000 but due to exemptions and the Save Our Homes Cap, owners are only paying on homesteaded assessed value. The assessed values cannot exceed 3%. Non-homesteaded property and commercial property fluctuates directly with values. If the values go down or up, so do the taxes. IMPROVING SERVICES The City maintains the goal of doing more with less while maintaining or increasing levels of services. Since 2008 we have frozen and eliminated positions. In addition to operational efficiencies, changing some planned improvements and basic belt tightening; staffing freezes have helped us to keep the tax rate the same. In some areas, particularly landscaping and maintenance, budget cuts have impacted the quality we want to maintain within our parks and along our roadways. After reviewing, reclassifying and realigning some staffing levels, the City Manager has recommended an increase in full time equivalent positions to 25. FTEs include both full-time and part-time employees. CLEAN CITY SERVICES Many areas of proposed staff increases will be in sanitation, street maintenance and parks. Six of the full-time employees that are recommended will be focusing on the goal of maintaining landscaping, streets and our

parks with three parttime positions being utilized. After evaluating the pros and cons of contracted services and part-time labor opportunities, it was recommended that these positions be filled. Due to successful union negotiations we are able to hire full-time employees with benefits without long-term pension costs. This will provide us a better level of service at a lower cost and provide management more control over employee performance. MAINTAINING INFRASTURTURE Keeping with the goal of ensuring that the management of our construction work projects and facilities are maintained there were six full-time employees recommended within sanitation, the sewer department and water administration. With the aging infrastructure in our community we have many public works projects that are underway that are critical for us to sustain our services, as well as protect our environmental resources. There is also an addition of the warehouse inventory clerk to ensure proper controls of all our assets. SUSTAINING OUR PARKS Other F/T and P/T employees that were recommended include Marina Assistance, Recreational Aides and Personnel Analysts. As part of our Master Parks Plan we evaluated operation and management to ensure that the dollars invested in our bricks and mortar were not wasted. We have
many programs within our parks that provide services for toddlers all the way to seniors. We also will be opening our Marina within the next month for operations. These serv-
ices and programs increase the quality of life for our residents while making our community more desirable. FRANCHISE FEES

"What we are doing here," Bob said, "is offering the best hearing care anywhere, so you won't wait long to see me and you will be treated professionally and courteously." The hearing evaluation takes 15 to 20 minutes and there is no charge. "The first thing I do is to check the ears with our advanced equipment." A video-otoscope is used, a non-invasive device that transmits images of the ear canal and eardrum onto a monitor's high definition plasma screen. "I look in there and make sure there is not a lot of wax in the ear. Wax can cause a mild hearing loss, and sometimes removing the wax eliminates the problem! If there is no excessive wax, we go to the test room and I do an audiometric evaluation to see if there are some tones the patient cannot hear well." The natural aging process and noise can cause a hearing loss, natural aging being the most common reason for hearing problems. Stereos, I-pods, boom boxes, traffic, and a noisy work environment all contribute to the cause. "It's the prolonged exposure to noise that does it," he said. BENITEZ WAS STARKEY LAB'S FITTING SPECIALIST Before coming to the Aventura HEAR Center, Bob was, for 13 years, with Starkey Laboratories, the premier manufacturer of hearing technology in the United States. He is a Harvard graduate, a licensed Hearing Aid Specialist in the State of Florida, and nationally Board Certified in Hearing Instrument Sciences. At Starkey, he was a fitting specialist. "I was the one
to whom people like myself (a hearing professional) would send their patients when they couldn't figure out a way to make those patients happy with their hearing instruments." This experience made Bob an expert with hearing aid fittings. “The new digital instruments are complex and require expertise if they are to be properly tuned for a patient’s individual needs,” Bob said.

Many people who have a hearing loss become more and more isolated because they cannot enjoy conversations in social situations, but hearing

How is a patient to decide which hearing aid to wear? “It starts with a hearing professional you can trust,” Benitez said. “It is a good thing to do research and find out what you can about hearing loss and how hearing aids can help, but when it comes to choosing a hearing aid, you need to follow the advice of a professional.” Many patients think because their friend or a family member did well with a particular hearing aid that they will also do well. “That’s not always the case. Certain types of hearing instruments are designed for particular configurations of hearing loss, and your friend or relative may have a high frequency loss and do well with those aids, but you have a low frequency loss and the aid is completely inadequate for you. As a hearing professional, I am responsible for evaluating your loss and recommending the appropriate hearing aid for your loss, lifestyle, and budget.” “Lifestyle is important,” he adds, “because a person who is not active or who has a very limited social life due to health issues simply does not need some of the advanced features available on the more sophisticated instru-
ments.” Some hearing aids offer features designed specifically for very active social lives, and that is not what everyone needs. On the other hand, most patients would benefit from a hearing aid that does not whistle all the time, or an aid that makes noisy rooms more comfortable, or one that allows for telephone use without having to push a button. Benitez said, “many of the old problems that people had with hearing aids which prevented them from wearing them have been overcome by advances in technology, so even if you have tried hearing aids in the past and did not liked them, there are good reasons to take a second listen.” And what about all those different hearing aid companies, which one makes the best hearing aids? “They all do,” Benitez adds with a chuckle, “it’s not the company, it’s the professional fitting you that is crucial.” There are several big hearing aid companies worldwide, and they all make very good products, they are all priced very competitively, and the Aventura HEAR Center has relationships with all of them. “It used to be one company was better at

Budget workshop set for May 23 Hallandale Beach residents and business owners will have one more opportunity for input into the proposed fiscal 2013 budget at the final Budget Awareness Town Hall Meeting at 6:30 p.m., Wednesday, May 23, in the City Commission Chambers. City Manager Mark Antonio and his staff will evaluate comments and suggestions collected at the meeting before presenting the final draft of the budget to the Mayor and City Commission for former hearings later this summer. The meeting is the fifth in a series of Budget Awareness Town Hall Meetings to collect your comments and suggestions during the budgetary draft process. Comments and funding suggestions from the first four meetings, held in February, have been evaluated for incorporation into the proposed fiscal 2013 budget. The first meetings were held in the four quadrants to make the sessions more accessible to residents. Residents and business owners are urged to take an active role in the budget process. The City’s business approach to budgeting relies on resident and business-owner comments to create the budget around the desires and needs of the community. The business model requires funding requests meet at least one of four strategic priorities: livable community, excellence in government, environmental sustainability or economic development. Once completed, the proposed fiscal 2013 budget will be reviewed and refined by the Mayor and City Commission during meetings in August and September prior to its adoption.

The 16hour American Cancer Society Relay for Life starts the weekend at 6 p.m. Friday. The annual fundraiser will focus on cancer survivors and include a tribute to those who lost their battle to cancer. The event is staged overnight to symbolize the darkest moments after learning a family member has developed cancer, to the rebirth in the morning light when cancer survivors learn they have beaten the disease. Panic Disorder can be successfully treated Q… What is effective for treating Panic Disorder? A… Panic Disorder is a particularly painful condition marked by uncomfortable sympathetic nervous system responses. We all have what is called a “fight or flee” mechanism that originates in a part of our brain called the hypothalamus. This mechanism is triggered when encountering a real danger or threat, and stimulates our body’s ability to either fight or flee from the threat. But in panic disorder a false alarm is triggered. The results are a variety of unpleasant bodily reactions, which may include excessive sweating, heart palpitations, high blood pressure, headache, dissociation, dizziness, and other uncomfortable bodily sensations. People experiencing their first attacks will often check themselves into hospital emergency rooms, fearful they are having a heart attack or are losing their minds. Most often neither is occurring. In some severe cases a panic sufferer may become “agoraphobic (fearful of leaving home, and entering public places). Both medication, and psychotherapy report success in treating panic disorder. SSRI anti-depressant drugs such as prozac, zoloft & paxil are frequently prescribed for this condition, but from my observation often fall short of satisfactory symptom relief. A class of drugs known as benzodiazepines, (such as xanax, ativan, valium and klonapine), are much more immediately effective, and can serve as a great relief to the panic sufferer, but if taken over prolonged periods of time, these drugs can lead to drug-tolerance and addiction. When attempting discontinuation, withdrawal may be nasty and prolonged. Consult a medical doctor. It is the behavioral & cognitive psychotherapies, many studies indicate, that lead to long-term elimination of symptoms. Psycho-therapeutic approaches include relaxation exercises, minimizing an attack right from the onset, challenging irrational, negative, catastrophic thinking, & actual exposure to the setting that may provoke an attack. Perceptual reconstruction is often the key for beating panic disorder. For example, sensations elicited by a roller coaster ride are perceived as enjoyable, but these sensations are very similar to the symptoms expressed in a panic attack. In the former condition the mind perceives the sensations as fun, in the latter, a horror to be avoided. Perception often makes the difference. If it brings you any comfort or relief, know that panic disorder is often successfully treated. Seek professional help with someone experienced in this disorder. Don’t expect miracles overnight, but rather focus on slow, but steady gains. Don’t let set-backs get you down. They are just part of the road to recovery. Dr. Ron

STEAK WITH GORGONZOLA THYME CRUST 2 teaspoons Worcestershire sauce 2 beef tenderloin or small rib eye steaks (about 6 ounces each), cut 3/4-inch thick 1 large or 2 small cloves garlic, minced 1/4 teaspoon freshly ground black pepper 2 teaspoons fresh thyme, chopped, or 1/2 teaspoon dried thyme 1/2 cup Salemville Amish Gorgonzola cheese, crumbled
Salad: 1 large head iceberg lettuce 6 slices thick-cut bacon 1 cup Salemville Amish Blue or Salemville Smokehaus Blue cheese, crumbled Black pepper, to taste Chopped pears, walnuts, red onion and/or tomatoes, to taste
Preheat grill. Spoon Worcestershire sauce over both sides of the steaks and let stand five minutes. Sprinkle garlic and pepper over steaks. Place steaks on the grill. Grill 3 to 4 inches from heat source three to four minutes per side for medium rare steak. Remove steaks. Sprinkle thyme, then cheese over steaks. Return to the grill, cheese side up, and grill two minutes, or until the cheese is melted.
In small bowl, stir together yogurt and milk. Mix in onions, cheese, garlic, herbs and salt. Cover and chill 30 minutes or more to blend flavors. Cook bacon until crisp and crumble into large pieces. Cut lettuce into four to six wedges. Pour blue cheese dressing over the top. Sprinkle bacon over dressing. Add additional crumbled cheese, freshly ground black pepper, chopped
