In the beginning, Directors will lay out their budget and typically will, at a minimum, evaluate the current levels of services to see if they have sufficient resources to accomplish their goals. This year is not that much different than the past five years. While we are seeing an increase in property values, we still have demands from pension obligations and increases in the costs of daily operations. Government costs are different than consumer costs. Consumer Price Index is utilized as a gauge
to analyze goods we purchase as a household consumer. Municipal governments utilized the Municipal Cost Index MCI. MCI is calculated by combining numerous factors including labor costs, insurance costs, materials costs, and other goods that are utilized to deliver our services and is a combination of other indexes including Consumer Price index, Construction Price Index and Producers Price Index. So as we are planning our budget, the increase of over 4% in property values can be neutralized by increased of MCI, which has been averaging about 4% and pension liabilities that once again have been over

In their raw form, the estimated budget requests are 30% over last year’s budget. This includes some big tickets items; a new Main Fire Station, well field relocation, sewer repairs, beach renourishment and others. I had inquired as to what the City Manager's challenge was to Staff when preparing their budgets. In years before the financial meltdown there had always been a direct goal to cut and reduce budgets so the Commission would have an opportunity to reduce the millage rate. When the financial crisis came and there was a reduction in revenues, the goal was to continue to look for cuts and efficiencies while maintaining our levels of
services. Over the course of the next two months the City Manager will be analyzing the needs from the wants. The challenge again will be the same as in years past; maintaining or improving levels of services and maintaining or improving infrastructure, while keeping taxes and fees down. It still holds true that our City continues to have healthy reserves. In addition, the budgeted $2 million plus the use of reserves from last year was not used. The next community wide budget forum will be conducted on May 23rd at our Community Cultural Center starting at 6:30 PM. We encourage all our

Blustein From Page 1A –––––––––––––––––––– enjoyed last Wednesday night at Marlins Park. If you know me, you understand that sports play a huge role in my life. I will never get away from the fact that I love to promote our communities and write about things that help rather than hinder, each week. I have long wanted to be a solution and not so much the problem, and having this space to shine the spotlight on businesses, events and people give me so much joy. I am never one who points the spotlight in my direction, but sometimes I do like to provide some history. Lord knows that there are few things in this world that light me up more than a good baseball game. While those of you have long equated me for the knowledge I have about high school football and other youth sports, there is something that may be huge surprise to many of you. I am a baseball fanatic, historian and fan. OPENING DAY - AT MARLINS PARK I have watched so many baseball-related events in this area through the decades, so attending the 2012 Miami Marlins opener against St. Louis at the beautiful Marlins Park was just another in my baseball progression that started way back in the late 1950s! My father, Julie, is the reason I can talk about and recall high school football games, players and teams over the past 50 plus years. He would take me to every big football game in South Florida. Yes, I was at the Orange owl for many Miami High-Coral Gables match ups in the 60s. What my dad did for my future was take me to every sporting event he could afford. My sis-
ter and I were the envy of the neighborhood as we went to every spring training and minor league game at the legendary Miami Stadium. I remember being at many Miami Marlins Triple-A games in the late 50s, and often look at the game program from the final contest in 1960. Two years later, I saw a young Ferguson Jenkins pitch the opening game for the Miami Marlins (Philadelphia Phillies) of the Class A Florida State League. It was a relationship that lasted for nearly five decades. RESPECTS TO MIAMI STADIUM Over a 28-year period at Miami Baseball Stadium, I had the pleasure of watching games as a youngster, serving as a batboy for the minor league Marlins and the Baltimore Orioles in spring training, worked the legendary manual scoreboard, served as a ticket manager and served as an Assistant General Manager/Publicity Director to the late and great Sonny Hirsch, who showed me the ropes in baseball management as well as radio, where I hosted a show with him for years. It was in that position that I had the pleasure of meeting legends such as Cal Ripken, Jr., Eddie Murray, Steve Stone and hundreds of other players, coaches and managers who went on to Hall of Fame careers. Nobody spent more time in Miami Stadium from the late 1950s until 1984 than I did. I saw legends like Mickey Mantle at the end of a brilliant career, and budding stars such as Pete Rose start out in the Florida State League. While there was no major league baseball back in those days, you more than got your fill in the spring by seeing every major star - five feet away, as well as watching top draft choices compete every night during the sum-

MIAMI AMIGOS In 1979, when Davey Johnson was the Manager of the Miami Amigos of the newly-formed InterAmerican League, I had the pleasure of being at the opening day - as I did some 13 years later when the FLORIDA MARLINS brought dreams to south Florida with big league ball - in a football stadium. Even though Miami Stadium was a 10,000 seat structure, at the end of the day, you could look at it and think baseball. That was never the way that it felt at Joe Robbie/Pro Player/Sun Life Stadium. Last Wednesday that all changed. No longer would this franchise have to play in a facility, that while it did provide two World Series titles, was not what attract players to come here and play. WOW FACTOR There was no denying that even though parking will be a problem until they buy land and continue to build parking garages/businesses, this was indeed what baseball was intended to be played in. When the franchise was awarded, a structure like this, with a roof, was what baseball was
meant to be when the life had gone out of the legendary MIAMI STADIUM. Atmosphere - inside and out - was what this was meant to be like. No longer would you arrive at a 75,000 seat stadium with no charm at all and try to make a baseball day out of it. Marlins Park had that, and here I was, hours before the one-day opener against the defending world champion St. Louis Cardinals - a team that the Marlins share a spring training facility. It was a sellout of 37,000 fans. That's it! But what a great time it was, and for someone like me who has been part of history so many times, it meant so much to see baseball being played in a facility that had come under so much criticism. Just to see the faces on there kids, parents and those getting the chance to see this gem of Little Havana take on a glow and a national spotlight. Once inside Marlins Park, this is baseball. Maybe not Yankee Stadium, Wrigley Field or Fenway Park. But it's the flavor of the game that we know, that the Caribbean communities relate to and that this culture that will attend games at Marlins Park this year can under-

stand and enjoy. "We don't have the need to impress the baseball world," said Mike Troncaso of Miami Beach. "All this stadium and the atmosphere needs to appeal to is fans like us, and this is tremendous!" As you watch opening day ceremonies from throughout baseball, there are events that have been part of the landscape of communities for a 100 years, and while all have such a special meaning to teams around the league, it would be tough to find a city that was any prouder of what happened on opening day at Marlins Park!

Kelsos Guardian Wannadobadthings (Wanna-Do-BadThings) in case you’re not used to reading jumbled race names, is the name of an impressive 73 pound male greyhound who shocked many at 11-1 odds to win the American Derby’s 2nd Series Championship on April 6th. Wannadobadthings, did a few bad things if you were a Kelsos Guardian backer or fan. Badthings who normally comes from way off the pace, shockingly exploded out of post position 4, last Friday night, took the lead early and ended up destroying a really nice field of
greyhounds to earn a match race for the title of 2012 American Derby Champion. Now the stage is set. This Friday night, Mardi will have Kelsos Guardian, the young phemon, going up against Wannadobadthings in a two greyhound match race. The race will feature win betting only and hopefully give racing fans an incredible memory as this is the first time in the 60 year American Greyhound Derby history that the champion will be decided in a head to head match race. These two hounds have raced against each other a total three times in stakes race competition, Guardian has two wins and Badthings has the
one victory last week. Each of those races had eight competitors in the field; this race has a different dynamic. Who do you think will win?

MEDIAN IMPROVEMENTS Federal Highway is taking on a new look in the City of Hallandale Beach From the southern City limits to the northern City limits, construction and improvements to the median are nearing completion. “The south side is pretty much complete,” said Earl King, Deputy Public Works Director, “The contractor still needs to replace some of the plants that didn’t make it.” On the northern end of the project, from Hallandale Beach
Boulevard to the City limits, work should be completed within the next 60 days. “They have to finish plantings, irrigation and up-lighting on the northern end,” Mr. King said. Crews hope to complete the work within the next 60 days. “We’re putting in about 5,000 plants,” said Thomas Operle, City superintendent of grounds and lands. The majority

James Park, Joseph Scavo Park and South Beach Park Hallandale Beach City Commissioners are continuing to tweak City Wide Parks Master Plan adjusting the original conceptual plans to improve accessibility, among other modifications. At a special meeting Monday, City Commissioners reviewed conceptual plans for B.F. James Park, Joseph Scavo Park and South Beach Park. These are the first three parks to be rebuilt under the plan. Consultant Randy Hollingworth of Bermello Ajamil & Partners, Inc. presented updated concepts for the three parks, tweaking the placement of facilities and proposed amenities. The revisions will be drafted and presented at a future meeting City residents will have a chance to review the plans prior to the park designs being formalized or released for bids. The revisions will be released at a City Commission meeting in May. Proposed changes and meeting times will be available at the parks prior to the City Commission meeting. Spring to it: Cleaning tips for creating a healthy home environment (ARA) - Allergens lurk inside and outside your home, causing more than 40 million Americans with allergies to cough, sneeze and have itchy eyes all year long, especially in springtime. And, for 25 million Americans with asthma it can be even more problematic. You'd assume cleaning your home would help reduce these allergy triggers, but if you're not cleaning the right way, you could actually be making the problem worse. If your cleaning routine doesn't specifically focus on allergen removal, you may be only moving dust around, sending allergens and irritating cleaning chemicals into the air. To maximize your cleaning efforts to reduce allergens, consider these simple tips from the asthma & allergy friendly Certification Program, the healthy home initiative of the nonprofit Asthma and Allergy Foundation of America (AAFA): * You may think dusting your home will help reduce allergens, but if you use a feather
duster that simply lifts the dust off surfaces and into the air, you will actually increase airborne dust particles. Instead, use moist cloths or special dry dusters designed to trap and lock dust from hard and soft surfaces. * Certain cleaning products can also contribute to airborne irritants, especially if they contain harsh chemicals, strong odors or volatile organic compounds (VOCs). Choose products that contain none of these irritants, but also beware of "green" labels, as some of these solutions may be made with natural allergenic ingredients, such as lemon, coconut or teatree oils. * Use a vacuum that has a HEPA filter with tight seams and seals to prevent particles from leaking out while you vacuum. Also, choose a style that requires minimal exposure during canister emptying or bag changes. * Rodent dander and cockroach particles are common household asthma triggers. How-
ever, some pesticides may do more harm than good for people with asthma and allergies. If you have a pest problem, look for an exterminator with expertise in integrated pest management and experience treating homes of people with asthma. * Whether you have a cat or dog, pet dander is present in most U.S. homes. Your cleaning routine should include frequently washing linens in your bedroom, where cat or dog dander can settle. Place mite-proof bedding on your mattresses and pillows. Wash your bedding at least once a week in 130-degree hot water to kill mites and their eggs.
* Mold, a common allergy trigger, can grow anywhere in your home where moisture is present. Look for cleaning products that help kill and prevent mold from returning. Also, keep household humidity below 50 percent and fix leaky pipes and cracks to reduce standing puddles of moisture where mold can prosper. * Gather stuffed toys, where dust mites, mold and pet dander can accumulate, and wash them in hot water and dry completely before using again. Place stuffed toys that can't be washed in the freezer for 24 hours, then rinse in cold water to remove dead mites, and dry completely. Do this monthly.
* Lots of air passes through window areas, and airborne dust and allergens accumulate on all types of window treatments - which are rarely cleaned. In the family room and throughout the home, replace big, heavy linen drapes with more sensible window treatments such as wood blinds or flat screens that are easy to wipe and keep clean. Keep in mind that while consumers spend nearly $18 billion annually on asthma and allergy medications, they also spend more than $20 billion on nonmedical consumer products marketed for people
with asthma and allergies such as room air cleaners, bedding, vacuums and more, according to AAFA. While demand for such products continues to grow, there is little regulation governing product claims, the Foundation notes. Ten steps to conquering heart disease Heart disease claims the lives of 600,000 Americans each year, and another 12.7 million suffer from heart attacks. One in three women are diagnosed with heart disease and 50 percent of men are at risk of heart attacks before age 65. Those statistics may make you feel like you, too, are in the cross-hairs for developing heart disease. But of all the shocking things you know - or believe you know - about heart disease, here's the statistic that you might find the most eye-opening: 80 percent of all heart disease is preventable. "It's important that everyone understand as much as possible about heart disease prevention, as 80 percent of heart disease can be avoided," says Dr. Martha Grogan, medical editor-in-chief of the new book "Mayo

Infertility Not Only a Woman's Struggle (NewsUSA) - While women are often the first to undergo a battery of tests when conception is slow to happen, almost half of all infertility problems are directly attributed to the male. Low sperm count is the most common culprit, so analyzing sperm count is considered a key first step by infertility specialists. However, a new survey conducted for SpermCheck Fertility, the only FDA-approved at-home sperm count screening test, finds that only 17 percent of men ever get tested. While a majority of men are not getting tested, according to Pamela Madsen, fertility advocate and founder of The American Fertility Association, they are also doing little to prepare for conception. She says there are several things men can do to help boost fertility naturally: 1. Feed fertility. Fruits, vegetables, whole grains, seafood, nuts and low-fat proteins will help boost zinc and selenium levels. Selenium has been found to contribute to healthy sperm, while a zinc deficiency may contribute to reduced fertility. 2. Trade happy hour for power hour. Heavy drinking, even caffeine, can be a fertility wrecker for men. Madsen advises capping caffeine to one cup of coffee per day, avoiding energy drinks and limiting alcohol intake before and while trying to conceive. Get into a moderate workout routine. Exercise can help keep hormones happy, manage weight and lower stress, all of which boost fertility. 3. Limit exposure. The work environment may contribute to fertility problems, ranging from chemical exposure to excessive heat. The National Institute of Occupational Safety and Health reports that continued exposure to things like pesticides, chemical fertilizers and radiation can lower sperm count. Using a laptop computer on the lap, versus a desk, can reduce fertility due to heat exposure. 4. Check the boys. The SpermCheck survey found that 83 percent of men who are planning or trying to conceive assume they are fertile. "Most men make this assumption, but around half actually may have issues," says Madsen. "Now they can find out in the privacy of their homes in just 10 minutes." New SpermCheck Fertility (www.spermcheck.com), available in stores and online, indicates if sperm count is within "normal" range, costs less than a visit to the doctor and is convenient. "SpermCheck is 98 percent accurate, so it is a great first step in male fertility testing, helping to determine if a more comprehensive evaluation is needed," adds Madsen.

Destry Darr Designs Creates Nautical Military Room Makeover The Hallandale Beach Chamber was one of nine participating organizations that selected a veteran to receive a free room makeover for the Military Room Makeover Program organized by the Dania Beach Design District and co-sponsored by Luxe Interiors & Design Magazine. William Berardi was selected as Hallandale Beach Chamber’s honored veteran. Berardi, a Navy vet served as a Medic with the Marine Corp in Vietnam, where he received the Purple Heart Award. He’s the Commander of the VFW 2500 Hollywood Post and Senior Vice Commander of VFW District 15, from Pompano Beach to Homestead, Florida. Nine prominent Interior Designers were selected to provide the Military Room Makeovers using their talents and resources to make a veteran’s come true. It was an excellent match to pair Destry Darr of Fort Lauderdale Design Firm Destry Darr Designs with Hallandale’s veteran. William decided that he wanted to have his living room redone. By Richard Roberts, Director of Records and Archives HOLLYWOOD Identity theft is a growing crime that can affect just about anyone, regardless of how careful you might think you are. According to the FBI, between 500,000 and 700,000 Americans every year are victims of criminals looking to cash in on your good name. Aside from the loss of money, identity theft can cause many problems: an extensive amount of time closing fraudulent bank and credit card accounts, repairing your personal credit reports, being denied credit, loans, or other services. One of the most common ways thieves hijack your identity starts right at your home or business. According to the U.S. Department of Justice, criminals often engage in “dumpster diving”— going through your garbage cans, communal dumpsters, or
trash bins in search of copies of checks, credit card statements, bank statements or other records that typically bear your name and address. These documents make it easier for criminals to get control over accounts in your name and even to assume your identity. Experts across the board recommend all business and personal records that could fall into the wrong hands be shredded before being tossed in the trash. The Office of the City Clerk, Records and Archives Division, with the cooperation of International Data Depository, is sponsoring a free opportunity for Hollywood businesses and residents to shred their records. IDD will bring its commercial shredding truck to Hollywood City Hall, 2600 Hollywood Boulevard, on Saturday, April 21, 2012 from 8 a.m until noon (or until the truck reaches capacity).
“Our objective is to promote the prevention of identity theft within the South Florida community and the importance of shredding as the only medium to prevent such occurrences. In addition, document shredding promotes a recycling solution to the environmental challenges our communities face on a daily basis,” says Jorge Bohorquez of IDD. Bring those old bank statements, credit card bills, and other personal and business records that put you at risk to the Hollywood City Hall parking lot on Saturday, April 21 from 8 a.m. to noon. Milk Raisin Bread Pudding with Spiced Apples 2 large eggs 1/2 cup packed brown sugar 1 teaspoon vanilla 1/8 teaspoon salt 2 cups nonfat or lowfat Real California Milk 8 slices cinnamonraisin bread, toasted and cut into 1-inch cubes (about 4 cups) 1 tablespoon apricot jam 1 tablespoon water Spiced Apples (recipe below) Real California whipped cream (optional)

Directions: Heat oven to 350 F. In a mixing bowl, whisk together eggs, brown sugar, vanilla and salt. Gradually whisk in milk. Scatter bread in a shallow 1-1/2-quart casserole or 8-inch baking pan. Pour milk mixture over bread, pushing bread down to thoroughly saturate. Bake about 40 minutes or until puffed and browned, and a knife inserted in the center comes out clean. Mix apricot jam and water and brush on top of hot pudding. Serve bread pudding warm or at room temperature with Spiced Apples and a dollop of whipped cream, if desired.
Microwave Directions: Bread Pudding In a 4-cup glass measuring cup, microwave milk on high (100 percent power) 2 to 2 1/2 minutes until hot but not boiling. Meanwhile, in a mixing bowl, beat the eggs, sugar, vanilla and salt together. Gradually stir in heated milk. Scatter bread in a microwavable 1-1/2 inch quart casserole or 8-inch glass baking dish. Pour milk mixture over bread; push down to thoroughly saturate. Cover loosely with wax paper and cook on high for 3 minutes. Rotate the pudding one quarter turn, reduce power to Medium (50 percent power), and cook 4 to 6 minutes longer, until a knife inserted 1 inch from the center comes out clean. Let pudding stand directly on a counter 10 minutes to equalize the heat and finish cooking. Glaze and serve as directed above.
Spiced Apples 1/4 cup Real California butter 1/3 cup water 1/4 cup packed brown sugar 3/4 teaspoon pumpkin pie spice (or substitute 1/4 teaspoon each of ground cinnamon, ginger and nutmeg, and 1/8 teaspoon ground cloves) 3 small or 2 large redskin apples, cored, quartered and sliced 1 tablespoon lemon juice
Spiced Apples Combine butter, 1/4 cup water (instead of 1/3 cup directed above), sugar and spice in microwavable bowl or large pie plate. Microwave on High 2 to 3 minutes until butter has melted. Add apple slices and baste with sauce. Microwave 3 1/2 to 6 minutes until fruit just becomes tender, stirring apples once and basting with sauce. Stir in lemon juice.
Directions: Melt butter in a medium saucepan; stir in water, sugar and pumpkin pie spice. Stir over medium heat until sugar melts and sauce is smooth. Add apples; cook, basting with sauce, until apples are barely tender. Stir in
