This is frankly the time when as residents, we head out to see something that is not just about the greatest thoroughbreds on earth. What we have created in this day of simulcasting, slot machines, poker games, restaurants and specialty shops is a "mixed-use" environment. You remember, 10 years ago, when we began hearing that mixed usage word when talking about developing properties. No longer was horse racing enough to attract crowds. When casinos were approved, it gave every party a major shot in

Hallandale Beach and PBA reach pension agreement

Over the past years I have continued to work towards true pension reform along with the Commission and Staff. Management employees were moved from a Defined Benefit plan to a Defined Contribution plan. We negotiated with the general employees to provide that all new employees move into a 401 defined contribution plan. Employees in the existing pension remained. Cities must continue to retired employees’ benefits and must insure the pension plan is funded. While the pension still requires contributions, the long term unfunded liabilities have been addressed by replacing Defined Benefits with Defined Contributions. Since 2009 many cities and other government agencies have been faced with addressing large unfunded pension liabilities. When the markets fell there was never relief to pension systems. Hallandale Beach has been fortunate to have reserve funds to get us through the tough economy. The current trend
is not sustainable and over the past years contributions have been well over 10 million annually. That is why we have focused on reform. Many individuals have been moving towards DC plans for all employees. Our Commission agrees that pension reform is necessary, but that reform must be reasonable. The past two years we have been working with the Police Union towards reasonable pension reform. The negotiations s involved give and take from both sides. The contract agreement reached was culminations of working with an actuary to effectuate changes that will l create a sustainable pension system. The total saving as a result of these reforms are 2.8 million dollars annually. The following is the official press notification that was provided to all Commissioners to share with the press. In order to be clear I wanted to share the document in its entirety. Pension funding and planning are complex and all too often they are not covered fully in the regular press. We hope that our collaboration will become a model for other agencies. Contract Period: October 1, 2012 – September 30, 2015 The City and the PBA
negotiation team have negotiated a collective bargaining agreement which focused on three major issues. The most important one is PENSION REFORM. PENSION REFORM - The City hired an actuarial consultant to help determine meaningful pension reforms that will ensure plan sustainability. According to the studies that were made, the actuary identified four areas that will provide substantial pension savings for the City as well as provide sustainability of the plan. The total savings for implementing these changes are estimated to be $2.938M annually. The first of the agreed upon pension reform changes involves the introduction of a $95,000 cap on the lifetime pension benefit that a retiree will receive. The second agreed upon pension reform change takes away the pension cost of living allowance (COLA) that an employee would have received while in the Deferred Retirement Option Plan (DROP). The third agreed upon pension reform changes introduces a second tier pension plan for employees hired after March 20th, 2013. This second tier pension plan offers a reduced annual multiplier (3% versus 3.2%), different final average compensation (average
of the last five (5) years of work, versus the average of the last (2) years of work), no COLA for the pension (2% annually), and no DROP program (five (5) year program). The fourth change was discussed during a joint pension workshop with the City and the police and fire labor unions and involved changing an outdated actuarial cost method that the City’s pension board has adopted many years ago. This change was NOT a subject of collective bargaining but rather was a change that was advocated for by the city and union representatives on the pension board and ultimately implemented. 401A PLAN – As a means to continue with pension reform and to introduce a hybrid option that provides an additional retirement saving
option at no long term risk to the city, a 401a Defined Contribution plan option was negotiated. This provides an opportunity for bargaining members that wish to save additional money for retirement to voluntarily participate in a 401a Defined Contribution plan. The City will contribute a match of 1%, 2%, or 3% based on the employee selection. (estimated to cost $173k per year starting Fiscal Year 2013/2014) WAGES – For wages, the City and the Union agreed on the following cost of living allowances: Effective upon ratification, current City Police Officers will receive a 3% wage increase to their base salary, and within 30 days of contract ratification, current City Police Officers will receive a lump sum payment equal to 3% of the
base hourly wages, plus overtime, they respectively earned from October 1, 2011 to the date of ratification. Effective upon ratification, current City Police Sergeants will receive a 2% wage increase to their base salary, and within 30 days of contract ratification, current City Police Sergeants will receive a lump sum payment equal to 2% of the base hourly wages, plus overtime, they respectively earned from October 1, 2011 to the date of ratification. (estimated to cost $241k) Effective October 1, 2013, all bargaining unit members will receive a 2.5% wage increase. (estimated to cost $152k) Effective October 1, 2014, all bargaining unit members will receive a 2.5% wage increase. (estimated to cost $160k)

I was always taught to think outside of the box, and while many trial and error ideas will ultimately be the great decision maker for many of the stores, there is a right combination that could make this work - year round. Like Mardi Gras Casino in Hallandale Beach - Gulfstream has also been creative about attracting people. Concerts have always been important. So have street festivals and art shows. But nothing will do more for the facility than this weekend. If you've never been to a Florida Derby, I can tell you first-hand - as someone who has been to at least 30 - this has now become THE event. It's great to be outdoors, eat some tremendous food, enjoy an atmos-
phere at this first class and upscale facility and see the horses that will be on TV over the next three months as well as the prestigious Kentucky Derby. "We came last year and enjoyed it so much," said Laurie McNeal of Hollywood. "The only thing I can tell you is get there early because parking is crazy. That place fills up." DERBY LORE Since 1967, the Florida Derby has been a great indicator of what thoroughbred will do well in the race for the Triple Crown. In 1968, Forward Pass won the Florida Derby, Kentucky Derby and Preakness before finishing second in the Belmont. The 1979 race saw Spectacular Bid use the Florida Derby as a springboard to wins at the Kentucky Derby and the Preakness, before dropping to third at the Belmont. Hollywood celebrates National Community Development Week
By Davon Barbour HOLLYWOOD - The City of Hollywood will celebrate National Community Development Week from April 1-6, 2013. During this week, the City will highlight the programs that provide much needed assistance to communities by conducting activities that will showcase completed projects and provide education pertaining to programs and public services. This nationally celebrated week is a brilliant opportunity to provide a communitywide educational forum regarding the benefits of this funding while celebrating the City’s accomplishments in supporting housing and economic development initiatives. Elected officials or their designees, and representatives of the Community Develop-
ment Advisory Board, the Hollywood Housing Authority and the Broward Alliance for Neighborhood Development will tour some of the City’s housing and economic development projects on Tuesday, April 2. They also will participate in a showcase at City Hall illustrating the benefits of the funding as it relates to public services, housing and economic development initiatives. On Wednesday, April 3, Mayor Peter Bober and the City Commission will issue a proclamation supporting the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships Program (HOME) and State Housing Initiative Partnership (SHIP) Program. Additionally, several of the City’s community
partners will showcase the benefit of their agency’s services and there will be displays throughout the week in the second floor lobby of City Hall for the public to view. Enacted into law in 1974, the CDBG is the principal federal program that provides grants to states, cities, and counties to devise neighborhood approaches that will improve the physical, economic and social conditions in communities. It is administered nationally by the U.S. Department of Housing and Urban Development (HUD). The HOME program provides grants to states, cities, and counties to create safe, sanitary, and affordable housing conditions in communities nationwide. SHIP funds have been used to finance emer-
gency repairs, new construction, home rehabilitation, down payment and closing cost assistance, acquisition of property for affordable housing, and housing counseling. 2013 marks the 39th anniversary of the CDBG program and the 22nd anniversary of the HOME program. Both programs have faced significant cuts in the past two years, with CDBG experiencing a 26 percent reduction and HOME a 48 percent cut since FY2010. In FY2010, CDBG was funded nationally at $3.9 billion and HOME was funded at $1.8 billion. CDBG is now funded at $2.9 billion nationally and HOME at $1 billion. SHIP funding has been cut by the State of Florida. However, the Legislature is considering distributing SHIP funds for the 2013-2014 fiscal years. These programs are needed more than ever to help our most vulnerable citizens and improve the overall condition of our neighborhoods. National Community Development Week will be an exciting way to celebrate successes and encourage the continued funding of these necessary programs.

Jada Joins Animal Assisted Therapy Program at Humane Society of Broward County
FORT LAUDERDALE - Jada, a 5 year old American Staffordshire terrier, was rescued from a backyard breeder after she was found living in deplorable conditions when she was a puppy. When her owner rescued her he brought her to the vet for a complete health exam, had her spayed and began her positive dog training journey. Jada started puppy training and then continued with obedience training and then went onto therapy training. Jada now lives happily in Davie with another American Staffordshire terrier mix, a cat and an 11 year old child. "Jada is one of the sweetest dogs I've ever met. She has a solid temperament, a sweet disposition, excellent obedience skills, she loves people, children and other animals" said Marni Bellavia, Manager of the Animal Assisted Therapy Program with the Humane Society of Broward County.
During the test at the Humane Society of Broward County, Bellavia was in frequent close contact with Jada's face, put her fingers in the dog's mouth, tested her for food aggression, pinched her body to see if she had discomfort anywhere and performed a restraining hold on the dog to see how long it would take for Jada to pull away. "It was like sugar melting in your hands" said Bellavia
of how Jada responded to being restrained. "She just leaned against my body, gave me a few kisses and stayed still until I released her." "Jada epitomizes the breed and she will be a great ambassador in the community. We want to educate people on pit bulls in general. We also want to help change the perception of this breed." "Jada has a very important job in our community as she visits schools in Broward County and teaches children about pet safety, bite prevention, the importance of spaying/neutering your pet amongst other topics. her help we are able to show the community what a loving, sweet, smart, goofy and fun dog this breed is" said Bellavia. The Animal Assisted Therapy Program in its 28th year, includes a wide range of dog breeds, including Rottweilers, Dobermans, German Shepherds, Great Danes, purebred and mix breed dogs, a few cats, a rabbit and a ferret. The 100+ dogs range in size from 3 pounds to 128 pounds. The Therapy animals visit schools, libraries, nursing homes, hospitals, mental health facilities, and other organizations. To qualify for the Animal Assisted Ther-
apy Program, pets must be sterilized (spayed or neutered), up to date on their shots, they must pass a one hour test which includes but is not limited to evaluating the pet's temperament, touching the pet all over its body, interaction with people, children and other animals, their adherence to obedience commands, and how well they can move around medical equipment amongst other items. SAFETY TIPS FOR SENIORS
(BPT) - If you're just entering retirement, chances are you have many years of good health and independence ahead. But the normal aging process still brings limitations that we all need to prepare for - such as slower reaction times and declining vision - which can lead to accidents and injuries. Many accidents are preventable though, and you can take simple measures to enhance your safety as you age.
IN YOUR HOME Falls are one of the greatest age-related risks inside the home. One in three adults older than 65 falls each year, and the risk of injury rises with age, according to the National Safety Council. Many falls are caused by hazards that are easy to avoid if you know what to look for. To prevent tripping, eliminate clutter on floors, remove throw rugs or tack them down with double-sided tape, and make sure electrical and phone cords are kept out of the way. You might need to rearrange some of your furniture as well, to ensure that there are unobstructed pathways into and out of every room. In the bathroom, use a nonslip rubber mat or stick nonslip adhesive strips to the bottom of the bathtub or shower. You may also want to consider installing grab bars. Keep a night light on in the bathroom at night, and remove any obstacles in the path from the bedroom to the bathroom. If your house has stairs, make sure they have good lighting (with light switches at both the top and bottom of the staircase) and sturdy handrails (preferably on both sides). Attaching nonslip rubber treads is a good idea if the steps are potentially slippery. The kitchen presents a slightly different set of

potential hazards. To reduce the risk that you'll cut or burn yourself, make sure there is bright, nonglare lighting over all food preparation areas. Also, it's better to store sharp knives in a knife block or rack rather than loose in a drawer. And make sure any hazardous substances (such as cleaning supplies) are well marked and stored in a place where they're unlikely to be misidentified or come in contact with food. OUTDOORS To make your yard safer, replace or repair any broken or loose paving stones and clear the walkways of overgrown branches or any other potential tripping hazards. Make sure all handrails are firm and secure. Mark the edges of steps with reflective tape and check that there is enough light to see obstacles at night. You might want to consider a timer or motiondetector light near the front door so you don't have to fumble with your keys in the dark. And, just in case, make sure your house number is visible and lighted so emergency personnel can find it quickly.
IN THE CAR To increase your safety on the road, have your vision and hearing checked every year, and, if you need them, wear your glasses or hearing aid when driving. Know your limitations and avoid
situations that make you uncomfortable - for example, you may decide to avoid driving at night or on extremely busy roads. Have your car checked regularly by a trusted mechanic to make sure it stays in good working order, and
keep a cellphone with you so you're prepared in case of an emergency, which can't be emphasized enough. It's good to have a cellphone on hand for any type of emergency - not just in the car. In a 2011 survey by the Pew Research Center, 40 per-

Reinforce the Flu Shot With AHCC Mushrooms Says New Study
(NewsUSA) - As the flu pandemic rages throughout the U.S., the question on everyone's mind is what they can do to protect themselves. The flu shot is usually on top of the list, but even those who have been vaccinated are susceptible. So, what else can you do that has been clinically proven to work? Some experts are now turning to an unexpected source: Japanese medicinal mushrooms. A new human clinical study published in the journal "Nutrition Research" says that "AHCC" -- a natural extract from the roots of Japanese medicinal mushrooms -- can boost the effectiveness of the flu shot. The researchers followed 30 healthy adults receiving the flu shot, half of whom took AHCC in addition to getting vaccinated. Three weeks later, the group taking the AHCC supplement were found to have higher levels of infection-fighting white blood cells than the vaccine-only group. AHCC users also had significantly improved antibody titers -- a measurement of how much antibody an organism has produced -- to the influenza B virus. Since stimulating antibody production is the main purpose of the vaccination, the study demonstrated that AHCC worked synergistically with the flu shot. "This collection data is promising as it suggests that supplementing with AHCC can help boost immunity and help make the vaccine more effective," says Elizabeth Gardner of Michigan State University, who was the paper's lead author. These findings are consistent with the previous study, conducted at Yale Medical School, which showed that AHCC improved immune response in healthy elderly subjects. Pre-clinical research has demonstrated that AHCC is effective against a wide variety of viral infections, including the H1N1 influenza virus (common flu), the H5N1 avian influenza (bird flu), the West Nile virus and several types of hospital-borne infections, such as MRSA.

The familial link of diseases
KNOWING YOUR HEALTH HERITAGE
(BPT) - Family members can have many things in common, including physical characteristics and personality traits. While some traits are obvious, like having red hair or blue eyes, some shared traits are not as obvious, such as the risk for developing a common medical condition, like high cholesterol, or a rare disease. A rare disease is one that affects fewer than 200,000 people, and about 30 million Americans have one of 7,000 known rare diseases. Because about 80 percent of rare diseases are genetic in origin, knowing one's family history is an essential part of the recognition and diagnosis of these conditions. Unfortunately, it's not uncommon for family members of someone diagnosed with a rare disease to go untested, which could delay getting an accurate diagnosis and potentially appropriate medical attention. Families should keep an open line of communication about
diseases that may be genetic and if appropriate, encourage their relatives to seek evaluation by a knowledgeable medical professional. Nikia, 32, who is living with a rare swelling disease called hereditary angioedema (HAE), knows firsthand the importance of familial testing. HAE is a genetic disease that affects about 6,000 people in the United States. The disease causes repeated swelling attacks that can occur anywhere in the body, including arms, legs, hands, feet, stomach, genitals, face and throat. HAE attacks can be unpredictable, painful, debilitating and disfiguring. The average HAE patient endures about 10 years of repeated misdiagnoses before the disease is accurately identified. Along with a blood testing, a comprehensive family history can help accurately diagnosis HAE. Often, people who are diagnosed with HAE report having relatives who suffered their whole
lives from severe stomach aches or unexplained episodes of swelling, or even relatives who died unexpectedly due to throat swelling, who likely had HAE but were never accurately diagnosed. Nikia was first diagnosed with HAE when she was just 5 years old, after experiencing severe swelling all over her body. Nikia's mother had also suffered from bouts of unexplained swelling throughout her life, but because her attacks were less severe and only occurred in her feet, she never sought medical attention. It was Nikia's cousin who eventually encouraged her mother to get tested for HAE, and three years after Nikia was diagnosed, her mother's testing indicated that she also had HAE. Because of her cousin's persistence, Nikia's mother was finally able to understand the cause of her own unexplained swelling episodes and received medical attention that helped her manage her attacks.
Understanding the likelihood that she could pass HAE on to her children, Nikia had both of her children evaluated for the disease. Although her daughter was not diagnosed with the condition, her son eventually was. When Nikia's son was about 3 years old, he was frequently being sent home from school for nausea and vomiting. Nikia, who had experienced similar symptoms as a child, recognized the likelihood that it could be due to HAE. Testing confirmed that her son did, indeed, have the dis-

If you nibble on them while they're still frozen they have a refreshing popsicle-like taste. By afternoon, the grapes will be thawed, but not bruised. Make it easy to grab your favorite treat and go. Carrying snacks in your purse can be dangerous for the other contents inside, for example, a smashed banana gets everywhere. Consider using a carrying case to keep your treats away from your phone and wallet. One option is to use a lipstick case, to bring chocolate with you when you're out and about. "I love a little chocolate every day, so it's really helpful to have a custom carrying case that fits just the right amount for me to enjoy on the go," says chocolate-lover and do-it-yourself expert Brittany Bailey of the Pretty Handy Girl blog. "Four or five HERSHEY'S KISSES Chocolates fit perfectly in the case and are just 100 calories, or about 20 to 25 calories per piece. They are individually wrapped, so I can savor a moment of happiness or share with someone else." In addition to a lipstick case, you can try converting a travel soap box or other container into your own DIY carrying case and add your own personal touch with stickers, decorative tape or rhinestones. It's a fun and simple way to take your favorite treats with you wherever you go. Create your own 100-calorie pack. Looking for something new to snack on, but don't want to pay extra for pre-packaged convenience? Try measuring granola, nuts, cereal or dried fruit ahead of time and packing them in small plastic bags to create your own individual snack packs. Don't forget to label them so that reusing the bags is easy. Making these easy grab-and-go snacks will help you keep track of your snacks, even when you're at home, and these small bites will help keep you satisfied between meals.

"It gave me the spirit to further educate myself and other health care providers so that they could potentially help someone else by getting an earlier diagnosis. I learned as much as I could about the HAE landscape so that I could be the best advocate for my son. Today, Nikia dedicates much of her time to staying up to speed on new information or medical advances in HAE and spreading awareness of the disease amongst her family, friends and community. She shares the new information she learns with her extended family and encourages members of her family to get evaluated for the condition. To date, she has prompted two cousins to undergo testing for HAE. It is her hope that her
loved ones will also spread knowledge about the disease so that others may be properly diagnosed without having to endure years of untold suffering. "Even though some of my family members have been tested for HAE and the results came back negative, they are now educated about this disease and can help raise awareness among others," says Nikia. EASTER DINNER
HERB-CRUSTED RACK OF LAMB 1 (3- to 4-pound) rack of lamb roast 2 cloves of garlic, sliced 1 tablespoon extravirgin olive oil 1/4 teaspoon red wine vinegar 1/4 teaspoon soy sauce 1-1/2 teaspoons black pepper 1-1/2 teaspoons dried thyme 2 tablespoons chopped fresh rosemary 2 tablespoons chopped fresh marjoram
Directions: 1. Preheat oven to 400° F. Cut thin slits in the roast and insert the garlic slices. In a small bowl combine the oil, vinegar, soy sauce, pepper and thyme. Rub the roast with the oil mixture. Coat evenly with rosemary and marjoram. Place the roast on the roasting rack in a shallow pan. Place in the oven and reduce heat to 325° F. Roast 30 minutes. 2. Remove lamb from
the oven. Loosely cover the lamb; let it stand 5 to 10 minutes. Serve warm.
GLAZED HAM WITH PINEAPPLE-RAISIN SAUCE Servings: 18 1 (5 pound) fullycooked boneless ham 1 can (6 ounces) frozen pineapple-orange or pineapple juice concentrate 3 tablespoons maple syrup 3 tablespoons white balsamic vinegar 1/4 teaspoon dried thyme, crushed 1/3 cup finely chopped onion 1 tablespoon butter 1 1/4 cups water 3/4 cup golden raisins 1/4 cup maple syrup 1/2 teaspoon dry mustard 1/4 cup white balsamic vinegar 4 teaspoons cornstarch
Heat oven to 325 degrees F. Place ham on rack in shallow roasting pan. Bake, uncovered, for 1 1/4 hours,
until internal temperature (measured with a meat thermometer) is 140 degrees F. (about 15-18 minutes per pound.) In small saucepan, combine half of the juice concentrate, 3 tablespoons maple syrup, 3 tablespoons vinegar and thyme. Bring to a boil. Reduce heat to low, simmer uncovered, for 5-10 minutes or until slightly thickened, stirring occasionally. Baste ham with glaze the last 15-20 minutes of baking. Remove ham from oven, slice and serve with Pineapple-RaisinSauce.

Scrub potatoes; cut in halves or quarters. In a covered Dutch oven, cook potatoes in a small amount of boiling, lightly salted water about 10 minutes or until tender. Drain and return to pan. In medium saucepan, saute onion in butter for 4-5 minutes or until tender. Stir in 1 tablespoon of flour and salt. Add chicken broth. Cook and stir until thickened and bubbly. In a small bowl, stir
PINEAPPLE-RAISIN SAUCE: In a medium saucepan, sauté onion in butter until tender. Add remaining juice concentrate, water, raisins, maple syrup and mustard. Stir together 1/4 cup vinegar and cornstarch; stir into raisin mixture. Cook and stir until thickened and bubbly. Cook and stir for 2 minutes more.

STRAWBERRY TIRAMISU CAKE Double Strawberry Sauce: 24 ounces ripe strawberries (2 pints) hulled and sliced (reserve 6 or so whole berries for garnish) 1/2 cup strawberry jam 8 ounces cream cheese or mascarpone, softened 1/3 cup plus 2 tablespoons confectioner's sugar 6 tablespoons Grand Marnier or orange juice 2 cups heavy whipping cream 1 angel food cake (6 to 8-inch round)

strawberries with the strawberry jam. Refrigerate until serving time. Beat together the cheese, 1/3 cup confectioner's sugar, 1 tbsp. liqueur until well blended and smooth. In a separate bowl, beat cream, remaining 2 tbsp sugar and 2 tbsp liqueur until soft peaks form. Fold 1/2 cup of this into the cheese mixture. With a serrated knife, cut cake in thirds horizontally. Drizzle each layer with 1 tbsp of the remaining liqueur. Spread bottom layer with one third of the cheese filling; cover with one third of the sliced strawberries. Top with middle cake layer. Spread with half of the remaining filling and sliced strawberries. Add remaining cake layer; top with remaining filling and sliced berries. Frost cake with remaining whipped cream. Refrigerate at least 2 hours or up to 24 hours before serving. Cut cake with a serrated knife. Serve each slice with sauce.
