North Beach Park redevelopment will include new concession stand
HALLANDALE BEACH - As part of the development agreement between the City of Hallandale Beach and Related the site plan for the redevelopment of our North Beach was required to come before the commission for approval. This park was included in the parks master plan that was created with our residents and was adopted by the City Commission. The master plan called for razing the old concession stand, moving it further west and a full makeover of the surrounding area. Through development negotiations Related agreed to pay 2.5 million dollars to build the park for the city and contributed an additional $300,000 towards beach maintenance. The plan presented not only included a new restaurant concession as envisioned, but includes additional amenities that will be open to the public. They will have three levels and complement our existing North Beach City Center. On the first level there will be two sets of restroom areas, general access and club access. The general areas include lavatory and changing rooms. The club area includes a design for lavatories, lockers rooms, his and her showers, saunas and massage areas. These services still are

available to the public for a charge. The second level will be a brand new indoor restaurant that will be overlooking deck and beach areas. There will be additional restrooms and a bar area with seating. On the deck area there will be additional seating and the third level will include a bar area and a plunge pull. This level will be available at a charge.
In addition to the North Beach Club the surrounding beach will be given a facelift. A new dune will be rebuilt with native landscaping to meet all environmental standards in accordance with state regulations. There will be an outdoor shower area, beach chair rentals, bike racks and public amenities as approved by the Commission. Access points will be handicap accessible. The existing public parking will remain available in our existing facility with 40 valet spaces set aside. There was a discussions surrounding handicap parking and providing it through the valet services. This point will be further addressed in the operational agreement. To the north will be a volleyball court and pedestrian access for

Most importantly, they will be new, improved and expanded without cost to taxpayers. The club services will be provided for a service fee. The profits from all concessions will be shared with the city at minimum of $5,000 per month or 2.5%; whichever is greater. The profit sharing will escalate up to $9,000 or 3.5% gross revenue per year over the course of the contract.
LEGISLATIVE SESSION Legislative session has begun in Tallahassee and our city has been following all the issues very closely. Pension issues continue to be a focus of all the cities throughout Florida. As I have reported in the
past, our city’s focus has been with premium tax dollar money. There has been a bill filed by Senator Ring to address this issue and other pension issues. The other issues that are bubbling up include water regulation, ocean outfalls, transportation funding, housing policy, economic development, local business taxes, communication taxes and sovereign immunity. All these issue have just started moving and it is too early to say which ones will make it through the process. We are working very closely with Ron Book, our state lobbyist, to follow all the bills that may impact our taxpayers. My best wishes to all our Jewish neighbors and friends a blessed Passover! you and your family having the chance to talk with your local city leaders, face-to-face is the answer. From Dania Beach to North Miami Beach, residents made their decisions. Most based on familiarity, but in some communities, such as Hallandale Beach and Hollywood, making a change was a decision that they all had months to make. What residents are after in a politician these days are people who work hard to help them save money. The economy stands at the head of everyone and any list you may come up with. Medical costs rise, insurance premiums take up half our paychecks and the cost of living has never been more challenging for all of us.
ELECTED OFFICIALS SHOULD NOT BE IN THE SPOTLIGHT The one thing that is no longer tolerated are politicians who become the story. There is no time or need for anyone to be bigger than the community and its many needs. The days of singular-thinking politics will be on hold for now. This is the time to turn things around and point to something better and brighter, and that can only be accomplished with everyone doing their part. The problems with many local municipalities is they let things go too far, and when someone has to put his or her foot down, there is no feeling of authority. Elected officials are just that - elected by you, the residents, and no matter how much a politician wants to believe that they are above everything, they need to understand that residents will finally come to their senses and boot your tail out if you are not in there for the right reasons. Being a community watchdog is fine.
Everyone wants to know where there money is going. But in some cities, these watchdogs are terrible. They stir the pot just to get things going. To me, it's not just at the local level, but throughout the country, where taking unwarranted shots at others weaken the structure and foundation of any government. I have said over and over again that if residents of a community see the city government back-stabbing one another and taking shots, it signals a weakness. One that tears away at any city and will be yet another major obstacle in getting things back the way they should be. As someone who spends a lot of time in all of our coverage areas, I kind of get tired of those who are not on the inside continue to spread their negativity. That negative thinking eventually wears everyone down, and that is not a good thing. While many have started the wheels in motion for their current political terms, making some of those promises stand up, others
believe that 1 year is a better barometer to judge how things are really going. I would imagine that any new job takes time, but with the way the economy has been for a better part of a decade, time isn't what anyone is willing to give.

HOLLYWOOD - The City of Hollywood Department of Parks, Recreation and Cultural Arts will celebrate the season with the 16th annual Spring Marshmallow Drop from 9:00 a.m. to noon, Saturday, March 23, at the Boulevard Heights Community Center, 6770 Garfield Street. The event features a traditional spring egg hunt for children ages 3-5 at 10 a.m. At 10:30 a.m., hundreds of children ages 6-12 will gather on the sidelines of the athletic field with their baskets and bags in hand as a helicopter carrying thousands of fluffy marshmallows comes into view. Once over the field, 30,000 marshmallows will be dropped from the helicopter to be scooped up by children who can then trade them in for candy and prizes. I have done so for over five decades. One of the events that is really close to my heart is our annual pasta dinner, which is one of our largest fundraisers - and gives so many of the businesses in our city to get involved with something so positive. The 8th Annual Kiwanis Pasta Dinner will be held at the Hallandale Beach Cultural Center, 410 SE. 3rd. St. (954) 457-1452. Friday, March 29th, from 6pm to 8:30 pm. Advance ticket sales are on now at the Cultural Center. This is an event that take a full year to plan,

Bill Julian and attracts residents as well as those who love to step up for a great cause, and certainly, our schools have been such a huge source of pride for all of us. Because of we have done to elevate the event, we have been recognized by so many different people and organizations. The Broward County School Board looks at the event as "The largest single day fundraiser", for Broward County Schools. That is something that makes all of

I am able to keep the price so low, as these business donations are make this dinner such a success, and I could not do this without their generosity. WINNING SOME PRIZES Again, we are offering over $4,000 worth of raffle prizes, and a 50/50 raffle that grossed almost $400 last year. The chance to win will cost just $1 a ticket. Raffle tickets are 3 for $5.00, which keeps
you in competition for all of the prizes as they are drawn from lowest value to the top grand prize. Drawing starts at 8pm, and you need not be present to win. When you host such an event, there is plenty of work to do, and getting the dates at the Cultural Center are never easy with the busy schedule this time of year. There are always things being booked and hosted. Because we wanted to keep the momentum of this pasta dinner moving forward, the grand room in the Cultural Center was not
available at another date until late May. March 29th falls on Good Friday and Passover starts March 26th. My apologies for this. The return of the Irish Fair Wrestling Tournament came back last Saturday to Chaminade-Madonna Prep School in Hollywood. Over 150 youth and high school wrestlers took part in what will now resume a tradition that many had felt was lost. By Steve Joseph, Public Utilities Director HOLLYWOOD - The City of Hollywood has expanded its toilet rebate program to include single-family and multifamily properties, allowing owners of apartment buildings, townhouses, and condominiums to take advantage of water and cost savings! The Hollywood City Commission expanded the existing Single Family Toilet Rebate program during its Feb. 6, 2013 meeting to include multi-family residences. Eligible properties may receive rebates up to
$100 per eligible toilet; maximum of two rebates per residence/unit. The rebate will be applied as a credit to the mastermetered water account and will be issued to the property management. Any disbursement to residents or unit owners is solely the responsibility of the property management. The City has budgeted $250,000 for the program, which equates to 2,500 toilet replacements. Rebates are still on a first come, first served basis and are not retroactive. Only toilets older than 1992 that use three or

What parents need to know about concussions (BPT) - Parents of young athletes know that along with the many benefits of participating in sports, there comes a certain amount of injury risk. And while most would agree that the benefits of being active and involved in athletics outweigh those risks, it's important to make sure your child gets proper treatment if an injury occurs. As more evidence surfaces about long-term health challenges related to concussions, it's especially crucial that parents bring themselves up to speed on the proper procedures for caring for an athlete who experiences a concussion. The most important thing parents need to know about concussions is that if an athlete exhibits any signs or experiences any symptoms of a concussion, he or she should be immediately removed from play. While this recommendation is nothing new, the American Academy of Neurology (AAN) is again emphasizing its importance with the release of its updated 2013 sports concussion evidence-based guidelines. "Among the most important recommendations the academy is making is that any athlete suspected of experiencing a concussion should immediately be removed from play," says Christopher C. Giza, MD, co-author of the AAN guidelines. "We've moved away from the concussion grading systems we first established in 1997 and are now recommending concussion and return to
testing (paper-and-pencil and computerized) and the Balance Error Scoring System may be helpful tools in diagnosing and managing

My daughter is the apple of my eye. She is smart, beautiful, educated ………, but she is married to a real loser. He does not work (not for years anyway), picks at her and is unnecessarily stern and critical to their two children. I often would ask her if she was having any problems with him and told her if she would like to talk about it I am here for her… But her response is always that everything is alright and that I should mind my own business. I am not normally a prying person but I want to be of some help. Is it wrong to keep asking her to talk about her issues and accept my help?…Judy N. Miami Kind of yes and kind of no. Who can blame a concerned mother wanting my help when she sees an unhealthy situation going on in her daughters marriage……..but if you insist on asking her without her blessings you will only create an estrangement from her and possibly your grand kids. Judy……You may become a stressor in your daughters eyes and often enough she may stop calling you as much, stop visiting as much and in general will just plain minimize your relationship. Here is some advice. Ask first. Say something like “I don’t mean to pry but I know that you and your husband are having some problems. Would you care to talk about it with me.” If she says no, that’s it. Case closed. If she is open to talking: play it cool, don’t come on like steam rollers. Do 90% of the listening and only 10% of the talking……….a good listener is often what people need. Judy I know this is a painful situation for you. I have been a therapist in many cases with situations like this. Sometimes the ideal solution cannot be had between a mother and a daughter expressing her problems. That’s why there are therapists. Maybe your daughter will be open to a few counseling sessions. If her husband is really as bad as you suggest, she should have someone to talk to. Parents, coaches and officials should all work together to see that the health care professional's recommendations are followed, ensuring the best possible short- and long-term outcome for the athlete. Parents, coaches and officials should familiarize themselves with concussion protocols before they ever get to the field or court, but the AAN also offers a smartphone app should you need to review them. The Concussion Quick Check app can be downloaded free of charge and provides a handy guide to making sure your athlete gets the proper care. In addition to emphasizing proper care for athletes exhibiting concussion symptoms, the new AAN guidelines include the following concussion-related findings: * Among the sports in the studies evaluated, risk of concussion is greatest in football and rugby, followed by hockey and soccer. The risk of concussion for young women and girls is greatest in soccer and basketball. * An athlete who has a history of one or more concussions is at greater risk for being diagnosed with another concussion.* The first 10 days after a concussion appears to be the period of greatest risk for being diagnosed with another concussion. * There is no clear evidence that one type of football helmet can better protect against concussion over another kind of helmet. Helmets should fit properly and be well maintained. * Licensed health professionals trained in diagnosing and managing concussion should look for ongoing symptoms (especially headache and fogginess), history of concussions, and younger age in the athlete. Each of these factors has been linked to a longer recovery after a concussion. * Risk factors linked to chronic neurobehavioral impairment in professional athletes include prior concussion, longer exposure to the sport and having the ApoE4 gene. * Concussion is a clinical diagnosis. Symptom checklists, the Standardized Assessment of Concussion (SAC), neuropsychological
MIAMI BEACH - Mount Sinai Medical Center welcomes Dr. Nicholas Lambrou and Dr. Troy Gatcliffe as its newest gynecologic oncologists. They are currently seeing patients at The Mount Sinai Comprehensive Cancer Center. Dr. Lambrou completed his OB/GYN residency at Johns Hopkins University in Dr. Troy Gatcliffe Dr. Nicholas Lambrou Maryland, his fellowship at The University of Miami, and received his Doctor of Medicine degree from Boston University. His expertise includes surgical and chemotherapy treatments for women with gynecologic cancer, as well as minimally invasive robotic surgery. Dr. Gatcliffe attended medical school at the Royal College of Surgeons in Dublin, Ireland. He completed his OB/GYN residency at Boston University Medical Center, and his gynecologic oncology fellowship at the University of California, Irvine Medical Center. During his fellowship, his research interests included molecular signaling pathways in ovarian cancer and the chemotherapy of cervical cancer. Dr. Lambrou is board-certified in gynecologic oncology, and both doctors are board-certified in obstetrics and gynecology. They have both lectured nationally and internationally on surgical techniques and the treatment of cervical, ovarian and other cancers. They have also been members of the Society of Gynecologic Oncology, with Dr. Gatcliffe having served as the fellow and candidate representative to the Board. Dr. Gatcliffe has held various academic appointments including his current position as clinical assistant professor at Florida International University’s Herbert Wertheim College of Medicine, Department of Obstetrics and Gynecology. Dr. Lambrou, in turn, has been published extensively in medical textbooks and scientific journals, including Journal of Supportive Oncology, The American Surgeon, Cancer Journal and American Journal of Obstetrics and Gynecology. CITY OF HALLANDALE BEACH FY 2014 COMMUNITY PARTNERSHIP GRANTS PROGRAMS GRANT FUNDING ANNOUNCEMENT
The City of Hallandale Beach through the COMMUNITY PARTNERSHIP GRANT PROGRAMS has grant funds available to support programs and services as identified and recommended by the City Commission. The intent of this funding is to allocate resources to community based organizations who will address Priority Areas identified by the City. It should be noted that some funding will be neighborhood
based in order to respond to high need and underserved populations. New and innovative programs that are research based or best practice models that address priority areas are encouraged. Organizations applying for funding should demonstrate collaboration with other organizations in order to leverage resources for services. All Requests for Funding must demonstrate that programs or serv-
ices benefit the residents of Hallandale Beach. The City awards grants under two categories. Mini Grant funds are for requests up to $5000. Mini Grant Funds may be used for, but are not limited to, the following: • Education Programs • Matching Grant Funds • Capacity Building • Sponsorship • Cultural Arts • Training • Health and Wellness • General Operating • Criminal
Spring Break Camps start March 25
Hallandale Beach has a wide assortment of choices for students for annual Spring Break camps within the City’s Human Services and Parks and Recreation Departments. Spring break camps run Monday, March 25, through Friday, March 29. At the Austin Hepburn Center, camp is open 8 a.m. to 5:30 p.m., for students in kindergarten through eighth grade; breakfast and lunch are not provided. The $60 camp fee per child for City residents, and $120 per child for non-City residents, includes field trips, movies and much more. Children must be pre-registered and proof of income and residency is required. You can still pre-register today or Friday at the Human Services Department at the Austin Hepburn Center 750 NW 8th Avenue, or call 954-457-1460 for more information. In the Parks and Recreation Department, Spring Camp has two options for parents of children age six to 12, Peter Bluesten Park and Foster Park. Spring Break Camp at Peter Bluesten Park costs $60 for City residents and $90 for non-City residents. The camp runs 7:30 a.m. to 6 p.m., after care is available at a cost. The Spring Break Camp fee includes activities but does not include meals. Field trips are planned, but require an additional fee. At Foster Park, Spring Break camp is included in the annual H.O.S.T. program fee. HOST is the Hallandale Beach Out of School Time program where parents register children, ages six to 12, for annual after school and spring break programs. Spring Break camp at Foster Park runs from 8 a.m. to 6 p.m., and includes field trips, activities, special events. Lunch will be provided. For teens, the Teen Zone at O.B. Johnson Park, 900 NW 8th Avenue, will have regular hours, noon to 9 p.m. Spring Camp is free to members of the Teen Zone and includes field trips and volunteer hours for students. Applicants will be required to make a presentation to a Grant Review Committee. Must be a registered 501c(3) charitable organization or a Broward County School. If your agency is funded you will be required to submit Monthly Reports for Payment and a Final Report Summary is due to the City thirty (30) days upon completion of the program. MATZO BALL 2 eggs slightly beaten 2 tablespoons oil or chicken fat 2 tablespoons soup stock or water 1/2 cup matzah meal 1 teaspoon salt
Beat eggs slightly with fork. Add other ingredients, except matzah meal, and mix. Add matzah meal gradually until thick. Stir. Refrigerate for 20 minutes in covered bowl. Wet hands and form into balls. Drop into bubbling chicken soup or into a large wide pot into which 1 quart water seasoned with 1 tablespoon salt has been added and has come to a boil. Cook for 30 minutes. Yields 4 balls per each 1/4 cup of matzah meal. CHICKEN SOUP 1-3 pound chicken, quartered 2 potatoes 2 onions 5 carrots 1 sweet potato water to cover 2 tablespoons salt
Peel all vegetables. Slice carrots and chunk potatoes. Place chicken and vegetables in 6quart pot. Add salt and water to cover. Bring to boil.

Making Passover dinner special
Preheat oven to 325° F. Rinse brisket. Place in roasting pan. Rub paprika, basil, salt and pepper into meat. Scatter onions and garlic over meat. In a medium bowl, mix ketchup, wine and water. Pour over brisket. Cover pan tightly with aluminum foil, tenting so that the foil does not touch the meat. Bake, covered, at 325° for 3 hours, or until a digital instantread thermometer inserted into the center of the brisket reads 190° for well done. Let stand 5 to 10 minutes before slicing diagonally, against the grain. Serve warm, and pass pan juices in a sauce boat.

Lower flame and simmer an additional 1 1/4 hours.
BALSAMIC ROASTED CHICKEN BREASTS 1 bunch basil, leaves only (about 1 cup packed) 1/2 cup olive oil 6 large cloves garlic Coarsely ground pepper to taste 1 cup dry white wine 5 whole medium boneless chicken breasts, skin on if you can find 1/4 cup balsamic vinegar
1. In a food processor, form a paste with the basil, oil, garlic, pepper and wine. 2. Transfer to a mixing bowl, combine well with the chicken, and marinate overnight. 3. Preheat oven to 450 degrees. 4. Arrange the chicken
in one layer, marinade and all. Bake 15 minutes. 5. Add the vinegar and bake 10 more minutes. 6. Let them rest just a few minutes, then slice each breast across, you will get 34 thick slices per breast. 7. Serve hot with all the cooking juices. Room temperature will be OK too.

Preheat the oven to 375˚F / 190˚C. Pour the oil into a 9x13-inch pan and place the pan

in the oven to preheat. In a food processor, puree the onions. Change to the grating blade and grate the potatoes into the onions. Empty this into a large bowl, without draining off the liquid. Add the eggs, salt, and pepper to the bowl and mix well with the potatoes and onions. Remove the pan from the oven and slowly pour in the kugel batter. Be careful because the oil can splatter. Bake for 1½ hours, loosely covering the kugel with foil if it starts to get too brown on top.

In a food processor, process raisins, walnuts, dates and apricots for 1-2 minutes or until finely chopped. Add juice and zest and blend for 1-2 minutes more. Chill mixture in refrigerator for 15 minutes. Dampen hands, form mixture into balls, and roll them in coconut. Store balls in refrigerator.
