Lights Out! It’s Sea Turtle Nesting Season!

Community Redevelopment Agency’s Sea Turtle Lighting Audits. HOLLYWOOD - It’s sea turtle nesting season and beachside residents, visitors and businesses can do their part to help protect threatened and endangered sea turtles. In March of 2011, the City of Hollywood adopted the Marine Turtle Lighting Ordinance, which requires public and private entities along Hollywood Beach to maintain low lighting levels during nighttime hours. The Hollywood Community Redevelopment Agency (CRA) coordinated four sea turtle lighting audits over the past few months to help Hollywood property owners and businesses meet the requirements of the ordinance. Over the next few months, outreach will continue to help Hollywood property owners whose lighting is visible from the sandy beach to make the needed adjustments to comply with these mandated regula-

tions to protect sea turtles. Hollywood is a unique coastal community with an historic beach Broadwalk including shops, restaurants and hotels directly adjacent to the sand and requiring lighting for public safety. With changing technologies and regulations, the City of Hollywood continues to explore ways to reduce the lighting impact along the popular thoroughfare. As part of an 18-block capital improvement project on the east/west streets leading up to the beach, the CRA funded the replacement of older side street lights with marine turtlefriendly lighting approved by the Florida Department of Environmental Protection. Nova Southeastern University’s Oceanographic Center, located in Hollywood, offers the following ways you can help protect sea turtles:

beach. • Never interfere with hatchlings emerging from nests or walking along the beach towards the water. • Never use flashlights, flash photography or video camera lights on nesting turtles or hatchlings.

• Refrain from walking on the beach at night during the summer months as much as possible. No matter how quiet, humans will often, and unknowingly, frighten nesting sea turtles back into the sea. • Never keep baby or newly hatched sea turtles in aquariums or buckets of water. They may survive, but without the proper permits this is a violation of the law. • Keep bright lights from shining onto the beach. If you have security or safety lights near the beach, shut-off these

lights during nesting season or build shades around the light so the beach is not directly illuminated. Hatchlings can be disoriented by the bright lights. • If you see someone harassing a sea turtle or poaching a nest, please call the local police. • Do not dispose of plastic bags in the ocean. Plastic bags in the ocean very closely resemble a favorite food of sea turtles (jellyfish) and can cause illness or death to the turtle that eats them. • Stay clear of marked sea turtle nests on the

Hallandale Beach State of the City - Part 1: Lowering taxes and promoting business

* FIRST OF A THREEPART SERIES By Mayor Joy Cooper HALLANDALE BEACH Last week, I had the honor to deliver my State of the City Address for 2015. The following is my address written for this article. I hope you enjoy it. It can be seen in its entirety on HB TV! Good Afternoon Hallandale Beach Chamber of Commerce. What words describe the state our city this year?? Flourishing, Engaged, Connected, Positive, Smart. Hallandale Beach is progressive and successful because we have remained accountable to our all our stakeholders and committed to our strategic plan. We as a commission can debate plan - measure and report, but if we do not remain steadfast in working hard together and producing “results” we are not doing our job. As Henry Ford would say “If we are all moving forward together, success will take care of itself.” The City of Hallandale Beach is dedicated to enhancing the quality of life in our community in a fiscally responsible manner by providing superior services that meet the needs of our community as well as plan for their future needs through continued communication. Through strategic planning, we are creating a livable community, main-

taining an excellent government, focusing on sustainability and creating economic development. This is a robust mission but collectively as a city we continue to pursue our goal of excellence. For business, the goal is profit! For cities, it is much more complex. We do not just sell a product. We build and create places, provide vital service to sustain livability, protect our community while guarding your tax dollars. As your mayor, I am focused on a triple bottom. People, Taxes and Progress. Another word to describe our city this year is, “Results:” Lowering Tax rate this year while increasing services. Improving the delivery of those services by listening to our customers. Applying technology for greater efficiency. Water and waste water improvements, drainage Improvements and affordable housing units delivered. Adopting Smart Growth policies in our urban planning through transit orientated land use and form based codes. Just this morning Commission Sanders and I were proud to receive a “Smart Growth Award” on behalf of our great city. Projects including; new parks including the reopening of the oldest historic school house in Broward County. These are all examples of true

Results. In my book, results speak louder than words. Last year, I discussed our implementation of a brand new technology platform. We took the leap into the cloud and now the sky is the limit. We will be one of a few cities in South Florida that are partnering with OpenGov software this year to provide a truly open transparent and accessible portal to all our city finances. Imagine, not only will you have access but you will have interactive access to all our budget information. We are moving all that we can to our cloud to make our government more efficient and your lives easier. Online permitting, licensing and utility billing just to name a few. Big Data and Technology are moving at lightning speed! The next generation is already embracing new technology. Just like we loved our MTV, in the near future individuals will be utilizing 3D video goggles to take virtual visits to concerts. They will be interacting across the continents. At a recent USCM of Mayor meeting in New York City, I had the chance to test and try the new Google Virtual Goggle’s that allow the users to move though virtual reality interactively. Think “Beam me up Scottie.” In the future, we will be transplanted to a virtual world. The possibilities are endless.

In the next 5 to 10 years, this technology will change our homes, our work and our cities! Smart. Hallandale Beach has become smart city. In my opinion, we have laid the ground work over the past year and have even received an award for our results. Implementing a “smart” strategic planning through collaboration and team work. Technology is a crucial infrastructure in the new smart city. It is however, just a tool that we can utilize to enhance our quality of life. It is how we embrace this tool and couple cutting technology with amazing people! We have a great team of professionals that work for the commission and you. This past year, Broward County and FDOT worked with our city staff to link our traffic signals to the main central network. For the first time since I have lived here, you can finally look down the boulevard and see green lights in a row. It is not perfect and it will not element rush hour, but it is a good example of how smart technology is changing our quality of life. We are freeing up police officers to patrol not pickle during peak traffic hours. I imagine there may be a few new young Police Officers and people here in our audience that have not even heard of the term’ Pickle.” Just

like the expression, when we say cassette or eight track, this too will be a thing of the past. For the record, it is where an officer would manually control the traffic light. Now, a fiber optic computer network is linking cameras. Technology is changing the way traffic is controlled. Transportation and traffic is one area that we remain focused on in our city. The need for improvement is the main complaint, not only in Hallandale Beach, but in the majority of urban cities throughout the world. While we cannot control the issue as part of the Metropolitan Planning, I have been advocating for our city and continued county and state investments in our community. Just this past Monday, I met with two consultants for Broward County Transit along with staff and there is much more technology on the way. Mobile bus ticketing: If you want to ride the bus just pullout you’re Smart Phone. No cash just like sun pass. This will not only make life easy and safer but the data collected in real time will help us and the region with future planning and service levels. Buses will be linked with mobile data ports so you can track when they will arrival on your mobile phone or waiting at a bus stop, see when they will arrive through led

screens. This technology is being installed over the next few years and it will include our mini buses. Need to get to the bus stop, just text Uber or Lyft. In five to ten years you will not even have to drive your car. Automated cars are already being tested. Google is currently testing a fully automated car. It is amazing to see a blind person getting in a car and driving where they want to go. Think of that freedom and improvement in the quality of life. Just think about our senior not having to give up their independence. Oral Health Problems and Diabetes Bobadilla From Page 1A –––––––––––––––––––––– SPECIFICALLY, WHAT ARE SOME OF THESE ORAL HEALTH PROBLEMS? People with diabetes face a higher risk of: Dry mouth — Uncontrolled diabetes can decrease saliva flow, resulting in dry mouth. Dry mouth can further lead to soreness, ulcers, infections, and tooth decay. Gum inflammation (gingivitis) and periodontitis — besides weakening white blood cells, another complication of diabetes is that it causes blood vessels to thicken. This slows the flow of nutrients to and waste products from body tissues, including the mouth. When this combination of events, the body loses its ability to fight infections. Since periodontal disease is a bacterial infection, people with uncontrolled diabetes might experience more frequent and more severe gum disease. Poor healing of oral tissues — People with uncontrolled diabetes do not heal quickly after oral surgery or other dental procedures because blood flow to the treatment site can be damaged. Thrush — People with diabetes who frequently take antibiotics to fight various infections are especially prone to developing a fungal infection of the mouth and tongue. The fungus thrives on the high glucose levels in the saliva of people with uncontrolled diabetes. Wearing dentures (especially when they are worn constantly) can also lead to fungal infections. Burning mouth and/or tongue — this condition is caused by the presence of thrush. People with diabetes who smoke are at an even higher risk — up to 20 times more likely than non-smokers to develop thrush and periodontal disease. Smoking also seems to impair blood flow to the gums, which might affect

wound healing in this tissue area. IF I HAVE DIABETES, WHAT DO I NEED TO DO TO KEEP MY MOUTH AND GUMS HEALTHY? Since people with diabetes are more prone to conditions that might harm their oral health, it’s vital to follow good oral hygiene practices, pay special attention to any changes in your oral health, and to call your dentist immediately if such changes occur. Suggestions to prevent or reduce oral health problems include: Keep your blood sugar as close to normal as possible. At each dental visit, tell your dentist the status of your diabetes. For instance, know your glycosylated hemoglobin (HgA1C) level. (Good control is indicated by a level under 7 percent). If you’ve had an episode of low blood sugar (also called an insulin reaction) in the past, you are at increased risk to have another one. Tell your dentist when your last episode was, how frequently such episodes occur, and when you took your last dose of insulin (if you take insulin). See your doctor before scheduling treatment for periodontal disease. Ask your doctor to talk to your dentist or periodontist about your overall health condition If oral surgery is planned, your doctor or dentist will tell you if you need to take any presurgical antibiotics, if you need to change your meal schedule or the timing and dosage of your insulin (if you take insulin). Make sure to give your dentist your doctor’s name and phone number. This information will then be readily accessible by your dentist should any questions or concerns arise. Bring your dentist a list of all the names and dosages of all medicines you are taking. Your dentist will need to know this information to prescribe medicines

least likely to interfere with the medicines you are already taking. If a major infection is being treated, your insulin dose (for those taking insulin) might need to be adjusted. Postpone non-emergency dental procedures if your blood sugar is not in good control. However, acute infections (infections that develop quickly), such as abscesses, should be treated right away. Keep in mind that healing might take longer in people with diabetes. Follow your dentist’s post-treatment instructions closely. Call your orthodontist immediately if a wire or bracket (such as those in braces) cuts your tongue or mouth. Other oral hygiene tips for people with diabetes: Have your teeth and gums cleaned and checked by your dentist twice a year. Prevent plaque buildup on teeth by using dental floss at least once a day. Brush your teeth after every meal. Use a softbristled toothbrush. If you wear dentures, remove them and clean

them daily. If you smoke, talk to your doctor about ways to quit. DISPELLING MYTHS Are people with diabetes at greater risk for dental cavities? There are two schools of thought on this topic. One school believes that high glucose levels in the saliva of people with uncontrolled diabetes helps bacteria thrive. This leads to the development of caries and gum disease. Also, people with diabetes tend to eat smaller, more frequent meals throughout the day. This increases the chance for bacteria to grow and cavities to develop. The other school believes that people with diabetes know more about what to eat and the need to closely monitor their sugar intake. They don't eat many foods containing cavitycausing sugar. The fact is that people whose diabetes is wellcontrolled have no more tooth decay or periodontal disease than people without diabetes. Good oral hygiene and good blood sugar control are the best protec-

tions against cavity formation and periodontal disease. DO PEOPLE WITH DIABETES LOSE THEIR TEETH MORE OFTEN AND SOONER THAN PEOPLE WITHOUT DIABETES? Many factors play a role in the loss of teeth in people with diabetes. First, people with uncontrolled diabetes are more prone to the development of gingivitis and periodontal disease. If the infection persists, it can spread to the underlying bone that anchors the teeth. Complicating this situation is the fact that infections don’t resolve as quickly in people with diabetes. The good news for people with diabetes is that by practicing good oral hygiene habits — brushing at least twice daily (or preferably after every meal) with a toothpaste that contains fluo-

ride, flossing daily, and keeping blood sugar levels under control — the potential for infection from periodontal disease will be greatly reduced or eliminated, and so will the risk of tooth loss. If I do need oral surgery, am I more at risk for problems, including infections, post-surgery simply because problems such as infections are more common in people with diabetes? With close medical care and self-care that keeps blood sugar as close to normal as possible, and good personal and professional dental care, problems after surgery are no more likely in people with diabetes than in those without the disease. Warm up with a fresh bowl of steaming soup Even though we are not living up north in this winter’s deep freeze, we do have a chill in the air from time to time. That’s why a nice homemade cup or bowl of soup is the answer warm things up. Try a few of these this March: CHICKEN NOODLE In a Dutch oven, cook chicken in water; cool slightly. Remove chicken from bones; discard bones. Skim fat from broth. Cut chicken into bite-size pieces; add to broth with remaining ingredients except noodles. Bring to a boil. Reduce heat and simmer, uncovered, for 50-60 minutes or until vegetables are tender. Meanwhile, for noodles, place flour in a small bowl and make a well in the center. Stir together remaining ingredients; pour into well. Working the mixture with your hands, form a dough. Knead for 5-6 minutes. Cover and let rest for 10 minutes. On a floured surface, roll dough out to a square, 1/16 to 1/8 in. thick, and cut into 1/4-in.-wide strips. Cook noodles in boiling salted water for

2-3 minutes or until done. Drain and add to soup just before serving. Yield: 6 servings. Freeze option: Freeze uncooked noodles on waxed paper-lined baking sheets until firm. Transfer to resealable plastic freezer bags; return to freezer. Prepare soup as directed, reserving potatoes for later. Freeze cooled soup in freezer containers. To use, partially thaw in refrigerator overnight. Transfer soup to a Dutch oven. Add potatoes; simmer until potatoes are tender, stirring occasionally and adding a little water if necessary. Cook noodles and add to soup as directed. 1 broiler/fryer chicken (3 to 4 pounds), cut up 2 quarts water 1 medium onion, chopped 2 teaspoons chicken bouillon granules 2 celery ribs, diced 2 medium carrots, diced 2 medium potatoes, peeled and cubed 1-1/2 cups fresh or frozen cut green beans 1 teaspoon salt 1/4 teaspoon pepper

1 cup all-purpose flour 1 egg, lightly beaten 1/2 teaspoon salt 1 teaspoon butter, softened 1/4 teaspoon baking powder 2 to 3 tablespoons milk ROASTED TOMATO SOUP WITH FRESH BASIL Preheat oven to 400°. Place tomatoes, onion and garlic in a greased 15x10x1-in. baking pan; drizzle with oil. Sprinkle with thyme, salt and pepper; toss to coat. Roast 25-30 minutes or until tender, stirring once. Cool slightly. Process tomato mixture and basil leaves in batches in a blender until smooth. Transfer to a large saucepan; heat through. If desired, top with croutons and sliced basil. Yield: 6 servings. 3-1/2 pounds tomatoes (about 11 medium), halved 1 small onion, quartered 2 garlic cloves, peeled and halved 2 tablespoons olive oil 2 tablespoons fresh thyme leaves 1 teaspoon salt 1/4 teaspoon pepper 12 fresh basil leaves Salad croutons and

thinly sliced fresh basil leaves NEW ENGLAND CLAM CHOWDER In a Dutch oven, cook bacon over medium heat until crisp. Remove to paper towels to drain; set aside. Saute celery and onion in the drippings until tender. Add garlic; cook 1 minute longer. Stir in the potatoes, water, clam juice, bouillon, pepper and thyme. Bring to a boil. Reduce heat; simmer, uncovered, for 15-20 minutes or until potatoes are tender. In a small bowl, combine flour and 1 cup half-and-half until smooth. Gradually stir into soup. Bring to a boil; cook and stir for 12 minutes or until thickened. Stir in clams and remaining half-and-half; heat through (do not boil). Crumble the reserved bacon; sprinkle over each serving. Yield: 5 servings. 4 center-cut bacon strips 2 celery ribs, chopped 1 large onion, chopped 1 garlic clove, minced 3 small potatoes, peeled and cubed

1 cup water 1 bottle (8 ounces) clam juice 3 teaspoons reducedsodium chicken bouillon granules 1/4 teaspoon white pepper 1/4 teaspoon dried thyme 1/3 cup all-purpose flour 2 cups fat-free half-andhalf, divided 2 cans (6-1/2 ounces each) chopped clams, undrained SPLIT PEA In a large skillet, saute the onion, celery and carrots in oil until tender. Add thyme; cook 1 minute longer. Transfer to a 5-qt. slow cooker. Add the peas, broth and water. Cover and cook on low for 7-8 hours or until peas are tender. Cool slightly. In a blender, process half of the soup until smooth. Return all to the slow cooker. Add bacon and pepper; heat through. Yield: 6 servings (2-1/4 quarts). 1 large onion, chopped 1 cup chopped celery 1 cup chopped fresh carrots 2 tablespoons olive oil 1 teaspoon dried thyme

1 package (16 ounces) dried green split peas, rinsed 4 cups vegetable broth 2 cups water 6 ounces Canadian bacon, chopped 1/4 teaspoon pepper BEEF AND BARLEY In a Dutch oven, brown beef in oil; drain. Stir in the broth, water, barley, salt and pepper. Bring to a boil. Reduce heat; cover and simmer for 1 hour. Add the carrots, celery, onion and parsley; cover and simmer for 45 minutes or until meat and vegetables are tender. Stir in peas; heat through. Yield: 9 servings (2-1/4 quarts). 1 pound beef top round steak, cut into 1/2-inch cubes 1 tablespoon canola oil 3 cans (14-1/2 ounces each) beef broth 2 cups water 1/3 cup medium pearl barley 1 teaspoon salt 1/8 teaspoon pepper 1 cup chopped carrots 1/2 cup chopped celery 1/4 cup chopped onion 3 tablespoons minced fresh parsley 1 cup frozen peas
