In Hallandale Beach, human sign holders become a safety risk, officials claim By Suzanne Wallace Sun Times Recently the City of Hallandale Beach changed an ordinance to prohibit human sign holders. When asked about it, Mayor Joy Cooper said although she is active with the Chamber of Commerce and is very much pro-business, the ordinance was changed by unanimous consent by the Commission members, for safety reasons. She explained, “The signholders are sometimes fun to watch and they do grab your attention, but that is why we had to change the ordinance. Hallandale has very busy roadways. Lasik Eye Surgery Two Generation's Experience

By Abigail Freeman My family has been cursed with terrible eye sight, a frustrating and crippling handicap. I can honestly not remember ever seeing without some sort of glasses or contacts, but all of that changed with Dr. Braverman--for the second generation in my family. I first learned of Abigail Freeman shares a smile LASIK eye surgery with Dr. Stanley Braverman. She at the age of twelve first learned of LASIK eye surgery when the technology at the age of 12. was very new. My father, who also had incredibly bad eyesight, visited Dr. Braverman to learn more about the procedure, and ultimately, underwent Lasik surgery with fantastic results. I remember that he and my mother went to Dr. Braverman's office one day, came home later that night, and then when I came downstairs the next morning, my father, who had always worn thick, coke-bottle glasses, was reading the newspaper without anything over his eyes. He went from being handicapped with bad vision to having perfect sight! The results were truly remarkable. From that moment on, I hoped to be a candidate for the procedure that changed my father's life, and 13 years later, I was. This past November, I made an appointment with Dr. Braverman to explore Lasik. I figured that my prescription seemed to have stabilized, and I started having some trouble with my contacts; I was getting frustrated with wearing contacts day-in-and-day-out, and found that the more I looked at a computer screen, as is a necessary evil in the workplace, the more my eyes hurt at the end of each day. LASIK EYE SURGERY - TWO GENERATION’S EXPERIENCE Braverman

After a fairly short exam I learned that I qualified for Lasik, and then, after another round of testing, I scheduled a surgery late in December. Dr. Braverman's staff was very patient with me, especially when I would tell them about my anxiety leading up to the "big day"; they explained every part of the procedure to me, and also walked me through the extensive testing. They were incredibly kind, patient, caring, and beyond professional. I could not have had a better experience at the Braverman Eye Center. I truly felt that I was in the best hands possible, and extremely confident that there was no place or set of people better equipped to perform my surgery. Most importantly, I felt as if I got the same special treatment that they would give a family member. And, in the end, the results far exceeded the exceptional experience. I went from -6.50 vision, to better than 20/20 within one week of my surgery! Almost instantly, I could see a vast improvement in my sight. Within hours, I was able to clearly see the TV, read my phone, write emails, and function normally. In fact, the hardest part of the recovery was reminding myself that I no longer had contacts in my eyes! Now, thanks to Dr. Braverman and his wonderful staff, two generations of the Freeman family have perfect vision!

WHAT TO EXPECT WITH Z-LASIK SURGERY All Laser Lasik surgery is performed on a patientʼs cornea, which provides most of the focusing power when light enters the eye. Topical anesthetic drops are applied to the eye. The surgeon first uses a special Ziemer LDV femtosecond laser to create a thin layer of corneal tissue that can be folded back (a corneal flap). Then, another type of laser (an Allegretto Eye-Q excimer laser) is used to reshape the underlying cornea, painlessly. After the excimer laser treatment, the corneal flap is repositioned and bonds back into place naturally. The corneal reshaping improves the focusing power of the cornea. Although no one can promise patients “perfect” vision, most Laser Vision Correction patients with mild to moderate prescriptions with or without astigmatism, do achieve 20/20 or better vision. This means that they no longer need glasses or contacts to drive, play most sports, and watch TV. Also, you can participate in careers requiring good unaided vision, such as policemen or firemen need. ABOUT DR. ‘AROUND THE CITY OF CHOICE’

HALLANDALE BEACH - Over the past week this column and this paper have been the subject of much debate. I have been writing this column for over six years since 2005. I was asked by the paper if I would like to write a column. At that time the former Mayor of Hollywood had a weekly column; the current mayor writes occasionally. I said I would write but not about my family or personal life, but on topics relevenant to the city. There are also various columnists that write on other various topics about happenings in our city. Former Vice Mayor Julian writes on history and Steve Cummings writes on student successes, club information and sports. We volunteer our time to support and promote our community. Another reason I decided to commit my time to writing a weekly column was over frustration that papers do not cover all city issues on a weekly basis. Their declining budgets mean less and less staff writers are being hired. This has been the case throughout the country. I write this column on my own on topics that typically would never be covered by other publications. Those of you that follow the column know I try to educate people on issues and actions. Topics covered have been affordable housing, CRA, traffic, state issues, conservation, schools and special events. Writing a weekly column is not an easy thing. I do it because I care about our city and it is important for residents to have an opportunity to be kept abreast of city matters. At that time, the Sun Times, like many other print publications, were still doing well. The economy was booming, the real estate market was still on the rise and Gulfstream and Mardi Gras were reinvesting in their venues. This meant plenty of advertizing for all papers. The Sun Times is located here in the city and has been a source for local news, events and adver-

tizing for local merchants in the area for decades. All that changed in 2008 when the economy tanked. The paper was struggling to keep up with expenses while facing losses in advertising revenues. City Manager Good at that time championed assistance to the paper. As community business partners, they have added value to our city for years and offered competitive advertising rates for businesses and home owners who live or work in Hallandale Beach. This specific loan/grant was not required to be brought to the Board of Directors. As Executive Director of the CRA, the City Manager has the authority to negotiate and implement programs and goals set by the Board of Directors that is comprised of the City Commission. The majority of the Directors support the CRA grants and loans for businessesʼ improvements, expansion and retention. In this case

the goal of the loan was business retention. Apparently, City Manager Good did not look at it solely as a newspaper, but as another other business that provides jobs and services within our city limits. The CRA loan program was established in our community to help recruit and retain existing businesses that are so vital to our tax revenue. It is available to all eligible businesses though an application process. Assistance can be in a direct grant, loan at maximum 4% interest, or a combination of both. The CRA is a great program and our city is fortunate to have this valuable tool. CRAʼs are commonly thought of as a means to address blight. This goal can be accomplished in many ways. The main goal in our CRA is not only bricks and mortar, but all forms of economic development to create and retain job growth. Our CRA also aggressively offers loans to new businesses. Loans always come with certain risk and boards must weigh all factors. CRAʼs have broad powers to accomplish objectives. According to the Attorney General, funds can be utilized for promoting activities and advertising. When applying for loans, applicants are required to provide their income statements and documentation for review. Many times busi-

It should be noted that salaries are not the basis for loan approvals. We have loaned all types of business loans; surgery centers, shopping centers, office buildings etc. Manager Mike Good ap-

proved a loan/grant of 50,000 dollars in 2008. Since then, the City Commission has approved advertising in the paper on a 4-1 vote in the annual budget. The allocated money pays for a full page dedicated to the city. The advertizing rate weekly in the Sun Times publications for one full page color runs for $961.00 ($800.00 for black and white, per rate card). The rate charged by other papers, depending on day of the week and color versus black and

white, runs on average $4,000.00 and up. The Sun Times is delivered to properties around the city and is free. The city has also allocated money to print and distribute the Hallandale Happenings on a quarterly basis. The city continues to work proactively to make sure residents know what is happening around town. After the shop closes, the dolls come to life and dance first alone and then with each other, all led by the charming Fairy Doll. Artistic Director and choreographer, Vladimir Issaev's recreation and revival is a gift to the audiences of South Florida. Downtown Hollywood property to become Arts Hub

HOLLYWOOD - February 15, 2012 – A prime property in Downtown Hollywood was recently sold and will be transformed into an arts hub of the community. The 12,500-square-foot corner building at 1955 Harrison Street is the former home of the Arts Academy of Hollywood, a performing and visual arts educational facility that closed its doors three years ago. Developer Jerry Mintz sold the building February 8 to Ben Cohen, who also owns the Ramada hotel on Harrison Street and three other downtown properties. Cohen characterized his vision for the site as a "marketplace for the arts" where visual, performing, culinary and fashion pursuits will be showcased. He said the new destination will be a unique addition to the historic downtown arts and entertainment district. The distinctive twostory building, which was constructed in the 1950s in the Art Deco/Moderne architectural style, will lend itself perfectly to a multifunction space, which will include a rooftop garden for holding private events, Cohen said. The building's interior

already has been demolished, and the foundation is being reinforced to accommodate the rooftop venue. The building will have an elevator in addition to an interior staircase. The plans also include a new façade that will incorporate the building's existing special characteristics. Cohen expects it to take between eight months and a year to complete the project. In the meantime, he is

shopping around for a national food and beverage brand or local chain to come on board, and fine-tuning his arts venue concept with input from the community. "I am in touch with a lot of artists and arts organizations that want to join," Cohen said. "I do have a vision. I feel this is going to be a cornerstone for the downtown." Budget Awareness Town Hall Meetings give VITA program will offer service to residents until April 11th residents a voice

Hallandale Beach residents, business owners and interested property owners have two more opportunities in February to offer guidance in shaping the cityʼs budget at the Budget Awareness Town Hall Meetings, Wednesday, Feb. 22, at the Austin Hepburn Center, and Wednesday, Feb. 29, at the North Beach City Center. Both meetings are at 6:30 p.m. The budget will combine the comments from residents with the needs highlighted in the 2011 citywide survey. The survey results, which are available on the cityʼs website, pinpointed city successes and areas that need additional attention. City Manager Mark Antonio has tailored the budget meetings to the survey results from each quadrant. Concerns raised by residents and business and property owners within the northwest quadrant will be discussed at the Wednesday, Feb. 22, meeting at the Austin Hepburn Center, 750 NW 8th Avenue. The issues raised in the Northeast Quadrant will be the focus of the meeting, Wednesday, Feb. 29, at the North Beach City Center, 2801 E. Hallandale Beach Blvd. City officials and department heads will be on hand to listen and learn how the residents, property owners and business owners want city funds budgeted. While the meetings will discuss quadrant issues, all meetings are open to all interested parties. The budget will be drafted after the fourth Budget Awareness Town Hall Meeting and presented to the Mayor and City Commission. Residents will get another chance to examine the cityʼs financial plan and offer comments in a citywide meeting, Wednesday, May 23, at 6:30 p.m.

Low and moderate income residents in Hallandale Beach can get their taxes prepared for free 5 p.m. to 8 p.m., Monday and Wednesday evenings through April 11, at the Austin Hepburn Center, 750 NW 8th Avenue. A cooperative program with the City of Hallandale Beach, Hispanic Unity of Florida and the Internal Revenue System (IRS), volunteer tax preparers in the VITA program will complete tax forms for residents who have a gross income of $49,078, or less. VITA is the federally-backed the Volunteer Income Tax Assistance program. Each volunteer and center manager must pass a federal IRS tax competency test prior to being certified to prepare returns for residents. The VITA program has been a staple for the IRS for more than 25 years. In Broward County, Hispanic Unity of Florida administers the program at 15 regional sites, including the Hepburn Center. “We do the taxes two nights a week,” said Marian McCann-Collie, City of Hallandale Beach Human Services director. There are four VITA members assigned to the Hepburn Center. Each is trained to recognize all legal deductions and assist residents in securing their maximum refund. To participate, taxpayers must bring their W-2 forms, photo identification, social security card, or taxpayer identification

Senior Championships registration is extended

Parks and Recreation officials have extended the early and late registration deadlines by one week each for the City of Hallandale Beach Senior Championships – 2012. The early registration deadline has been extended from Friday, Feb. 17, to Friday, Feb. 24; the new late registration deadline is Friday, March 2. Early registration is five dollars; $10 for late registration. The games are open to all seniors, 55 and older. Bowling, tennis, table tennis, bocce, basketball, poker and dominoes are planned for Monday, March 12, through Friday March 16, at various city venues. The events will wrap up with an awards breakfast at 10 a.m., Monday, March 19, at the Cultural community Center, 410 SE 3rd Street. Registration includes entry fee, T-shirt, awards and admission to the awards breakfast; only one T-shirt per participant. T-shirts will be presented at the venue. No registrations will be allowed after March 2. Events that do not get enough registered participants could be canceled. In the event of a cancellation, all entry fees will be refunded. Spring Break Camp – 2012

Spring break is fast approaching and the Austin Hepburn Center in the City of Hallandale Beach is accepting registration for the annual Spring Break Camp – 2012. The camp days are 8 a.m. to 5:30 p.m., Monday, March 12, through Friday, March 16. The registration fee for the five days includes field trips, special events and more for youths kindergarten through 8th grade. The camp is open to all low-to-moderate income families. Registration is $60 for City of Hallandale Beach residents and $120 for non-residents. To register, parents or guardians must bring proof of residence, the last three pay stubs for all earnings within the household, the most recent tax return and W-2s, to ensure they meet income guidelines. Many commercial tax preparation companies will do the basic taxes for free then offer the taxpayer an instant loan equal to the refund minus a convenience fee for immediate access to the cash. The fee, or interest charge, is because the cash is a loan until the IRS approves the return and deposits the refund in the bank. Reservations for premium dockage at the new City of Hallandale Beach Municipal Marina will be accepted beginning Thursday, March 1, in anticipation of the April opening of the facility on Three Islands Boulevard. The city is offering 26 annual leases on a firstcome, first-serve basis. The new $800,000 marina offers 29 slips hugging the southeast shoreline of the DeSoto Waterway, just west of the Three Island Bridge. The marina is minutes from the Intracoastal Waterway and about 45 minutes from inlets to the Atlantic Ocean. Dockage rates are $15 per foot, per month, with a minimum one year lease. Daily rates will apply for three slips; however, there is a five-day maximum rental for the daily slips. Marina rules prohibit living on boats. The new marina will have a secure gate accessible through a code provided to the boat owner. The new facility will not have a fuel depot, however,

several area licensed and insured commercial services will deliver fuel to the dock. Boat owners must provide boat registration and proof of insurance to lease a slip. The city will

BURGERS - YOUR WAY! 4 soft corn tortillas 1 ripe avocado, sliced 1/2 cup shredded cheddar cheese

BLUE CHEESE BURGERS 2 lbs ground beef 6 jalapeno peppers, seeded and chopped 1/2 lbs crumbled blue cheese 1 tbs onion powder 1 tbs garlic powder 2 tbs soy sauce salt to taste 4 slices Swiss cheese 4 hamburger buns

In a large bowl, combine the ground beef, jalapeno peppers, blue cheese, onion powder, garlic powder, soy sauce and salt. Mix until completely blended using your hands. Then shape into 4 large or 6 smaller burgers. Cook the burgers under the grill or fry in a little oil for about 8 minutes per side, or until well done. Finally add the cheese and serve with a spicy topping. TEX-MEX BURGER 1 pound ground beef 1 jalapeno pepper, minced 1 cup Spicy Tomato Salsa salt and pepper to taste

Combine the ground beef, jalapeno, 1/4 cup of the salsa and salt and pepper in a large bowl and mix well. Make sure you wash your hands after handling the jalapeno peppers. Shape into 4 patties that are a little thinner and wider than usual so they fit into the tortillas better. Broil or grill them for 4 minutes each side or until the meat is cooked through. Heat 2 tortillas at a time in a microwave for 20 seconds on full power. Arrange each burger on a warm tortilla and top with avocado slices, shredded cheese, and the rest of the salsa. CHIPOTLE BURGERS 1 pound ground beef 3 chipotle chilis, from can 2 tablespoons of adobo sauce 1 small onion, finely chopped 1/2 teaspoon of

oregano 1/4 teaspoon of ground cumin salt and pepper to taste 4 burger buns hot sauce for topping

Combine the beef with the rest of the ingredients and mix well. If you have time, allow the mixture to rest for 1-3 hours in the refrigerator. This will ensure the heat from the chipotle chilis is evenly spread throughout the meat. Shape the beef mixture into 4 patties and Broil/Grill/Fry each burger for 4 minutes on each side or until the meat is fully cooked. Serve on toasted burger buns with lots of hot sauce and your choice of melted cheese. BAYOU BURGERS 1 pound ground beef 1/4 cup sliced green onion 1 teaspoon seasoned salt 3/4 teaspoon crushed dried basil 1/2 teaspoon garlic powder 1/2 teaspoon dried

Preheat grill. In a large bowl, combine ground beef, green onions, seasoned salt, basil, garlic powder, thyme and hot pepper sauce.
