The recent legislation for destination casinos in the state of Florida failed, leaving area venues such as Dania Jai Alai, Mardi Gras Casino and Gulfstream Racing and Casino still hanging on - paying an absurd tax rate. Communication is a huge key to a city running smoothly
‘AROUND THE CITY OF CHOICE’
HALLANDALE BEACH - Last legislative session the state adopted major overhauls to our growth management regulations. The one thing they did not do was totally eliminate our ability on the local level to implement our rules and regulations. With these changes came further responsibilities for local governments to ensure our residents are engaged in our local planning process. This engagement must start at the very beginning of every application. It begins with the city and residents also need to be proactive and engage. Over the past years our city has been progressive and continues improving policies to keep stakeholders informed. Changes have been adopted that increase and expand public notifications of any land use and zoning changes over and above the statutory requirements. The city has also adopted a unique policy that applicants requesting land use and zoning changes must conduct a public meeting with the surrounding community before P&Z action. The city continues to expand the information available on our website. At our first budget meeting this year I suggested that this be the year to finally change over the system rather than waiting another year and the Commission agreed. Information on approved developments, current zoning applications, variances and other issues pertaining to the Development Services Department link on the city website continues to grow. Staff pays a critical role in gathering proper information, but technology and systems can make it more efficient. The city has made progress, but there is always room for improvements and efficiency. Back in April 1, after last legislative session, I brought forth the concept of creating a City of Hal-

landale Beach Citizens Planning Bill of Rights. The Citizens Planning Bill Of Rights is modeled after recommendations suggested by the past DCA Secretary, but goes even further in requirements placed on Staff and the applicant. Since bringing the item forward in April, the city has already included some of the suggestions. All Staff reports and backup materials for the Planning and Zoning Board hearings must be made available to the public seven days
prior to the meeting. Once the items are posted and forwarded for approval no further changes will be made or added until they are discussed on the dais. Current general zoning and land use classification for the property must be included on the applications and all public notices. As noted above, all information on pending developments, description of projects, and timelines will be posted as received and updated as it goes through the development review process. In addition a hyperlink has been set up connecting our development agreements to the County website. At last Wednesday's commission meeting, before adopting Staff recommendations to draft an ordinance and administrative policy, the City Commission expanded on some of the requirements. The first change was to not

only name the existing zoning or land use, but to provide what is permitted under current code regulations to be built on the site without any commission action. Without this information, it is quite often misunderstood that landowners have existing property rights that cannot be changed. Some housekeeping changes were made in regard to posted signs and a change in the title of what was formally called Developer Community Meetings. These are the meetings that are required and held by
the developer; not the city. City Staff attends; however, this is a presentation by the developer. Staff currently introduces the project and then turns it over to the developer for their presentation of the project and Q&A. The name was changed to be Developer Required Public Meeting. Another change was for Staff to prepare a written summary for each type of project and respective timelines in layman's terms and post it on the Development Services site. This would be provided in
the backup for all applications, but intended to be more of an educational short list for residents who are not familiar the process. This concept was discussed at length because timelines are not necessarily set in stone. Applications are brought forth by the applicant. They can proceed step-by-step. This used to be done and for one reason or another it was not required. In the case of complex development issues, the commission agreed that it is critical that Staff lay out all the parameters and then allow a developer to make their presentation. This will ensure that the public in attendance is provided transparency and given an opportunity to understand why the City Staff has brought forth their recommendations for the P&Z Board. The other change is extremely relevant and empowering the P&Z Board to make recommendations and comments on any item that becomes before them. Currently there are two areas where the P&Z board is not involved in site planning. These two conditions are Local Activity Center and Plan Development Design PPD were the only act on land use zonings. This limitation is counterproductive to an open and transparent process where members of the board can evaluate the entire project. The original goal of exempting LAC's and PDD's site planning review was to speed up the process. Due to changes that have taken place in our processes, the P&Z Board now receives all information relative to all projects that Staff receives. Part of the recent legislation for destination casinos centered around the Genting Group's purchase of the Miami Herald property to build a resort on Biscayne Bay. But this project, as grand as it is, appears to be going ahead with the plans to be build a resort hotel, hoping that this economy will more than dictate a need to add casino gaming to the facility. There are so many other corporations that can truly use the economic boost. But it will be at least a year before it will be considered again.

The bill had been one of the most hotly debated issues before the legislature, drawing in scores of lobbyists and interest groups from every corner of the globe. Why do I seem to be in a minority here? What is it that I may be missing? It seems that groups of people are investing in our community by putting up large sums of money to provide more jobs and help the economy. I simply cannot get involved in what people believe personally about casino gaming. I don't drink, but if Jack Daniels was going to open a business in South Florida, I would welcome it. Why wouldn't you! The answer that it brings too much crime and people we do not need in our community. Doesn't seem to be harming any of the successful casinos we already have - including the world famous Seminole Hard Rock. When it comes to understanding the negatives, I would have to be stupid not to comprehend the downside of casino gaming. I lived in Las Vegas for six years and know that all too well. But I am also someone who honestly takes chances. I cannot see us creeping through all these off seasons and the slow summers with no end in sight. It just makes little sense. Are we all happy with the state of the economy? Really, are we all content to watch the recession get deeper around us? This administration has given hardly any hope that things are going to turn around, so we, as a region, and evidently as a state, have to put this in our own hands. We often brag about what we have to offer as a region, and while worrying less who is getting fat over what faction brings these casinos to town, we need to focus on the fact that we have weather, major league sports, arts and did I say, great year round weather? What remains important, especially in our own community, is what happens with our area pari-mutuels, who have
invested years and millions into staying afloat. Gulfstream Racing and Casino, Mardi Gras, Dania Jai Alai. They have poured sweat and money into keeping things going. As much as destination casinos appeared to be something that would hurt the gaming that we have in our backyard, it actually would help. Again, logic would tell you when you have something other than slot machines and poker tables - such as top flight thoroughbred racing, jai alai and greyhound racing, it would be more of a lure. At
least many of the people we talked to felt that way. Even though the vote is likely to continue to fail - again next year maybe some of these "lobbyist" - shills for the companies - could do less of what they do and let the facts do the selling. People who often continue to bash away at something become annoying, and that perception sways those who have surface knowledge of the entire gaming issue. While I once again ponder why many continue to let this recession work its way out,

Conine All-Star Golf Classic raises $255,000
HOLLYWOOD - More than 132 golfers hit the links at the 18th annual Conine All-Star Golf Classic, one of South Floridaʼs most successful and longest running sports celebrity golf tournaments. The event was an outstanding success, raising more than $255,000 for Joe DiMaggio Childrenʼs Hospital Foundation, which helps underwrite the operations of the Conine Clubhouse, a homeaway-from-home for families of children under care at Joe DiMaggio Childrenʼs Hospital. Hosted by former major league ballplayer Jeff Conine and his wife Cindy, with Calder Casino & Race Course returning as title sponsor, the fun-filled day took place at the nationally renowned course at The Club at Emerald Hills in Hollywood. The course has played host to the event since its inception with all costs and expenses graciously donated by Mr. and Mrs. Michael Fineberg, owners of The Club at Emerald Hills. Players enjoyed a sports celebrity in each foursome, the opportunity to win valuable prizes at all 18 holes, and a poker tournament. Florida Grand Opera opens season at Broward Center with Verdiʼs Rigoletto
SPOTLIGHT ON STAGE
One of the most celebrated operas, Rigoletto is the story of a court jester who enables the Dukeʼs philandering and mocking of the husbands and fathers of the victims. When he finds his own daughter, Gilda, whom he has kept a well hidden secret, to be the Dukeʼs newest victim, he plans to seek revenge and kill the Duke, to repay evil with evil ending in a disastrous twist of fate. However, the Duke without being aware of who she is, has seen her and unknown to her father, has fallen in love with her. Thus the opera has a plot, a central character of vital dramatic importance and at least two other characters of strong interest. Rigoletto, the hunchback, not only figures in the opera, but has been vividly characterized by Verdi in his music. It is a vital force in the opera, holding the audience's attention.
Rigoletto is a very distinguished opera. Composed in forty days in 1851, it still retains its vitality today. FEVER FACTS FOR PARENTS
(ARA) - With cold and flu season also comes fever season, and across the country, parents will experience anxiety levels that rise in tandem with their children's temperatures. In fact, more than half of parents report feeling anxious, fearful or helpless when their child comes down with a fever, according to the recent "Dose of Reality" survey by the makers of Children's Advil (R). In addition to their concern, many parents also seem unaware of the proper ways to deal with their child's fever. In fact, in the survey of more than 1,000 parents of children younger than 12, more than half said they have sent their child back to school or daycare less than 24 hours after a fever passed, and nearly a quarter admitted to giving their children an adult over-thecounter medication at an estimated lower dose to treat a fever. "Even some of the most seasoned parents worry about fever," says Dr. Alanna Levine, a nationally recognized pediatrician, mother of two and spokesperson for Children's Advil. "It's the most common reason I'm paged after office hours. I like to reassure parents with 'fever phobia' that fever is their friend." On its HealthyChildren.org website, the American Academy of Pediatrics (AAP) points out that fever is the body's natural response to infection. The AAP also notes that a fever does not necessarily mean a child needs to go to the emergency room or even see a doctor. Yet one third of pediatricians surveyed by Pfizer estimate that up to half of their patient's parents have taken their child to the emergency room due to a fever before calling the doctor. And 94 percent of the doctors surveyed said they
feel parents need more education on fever management. Levine has partnered with Children's Advil this cold and flu season to offer parents some helpful advice for proper management of their child's fever: * Stay cool. Remember that most fevers indicate that the body is fighting an underlying illness. * Be prepared. Talk to your pediatrician about fever at the start of cold and flu season, and ask for information on proper fever management. Also, check your medicine cabinet to ensure that all medications have not expired or been recalled. Check recalls.gov to stay aware of any recalls. * Watch for serious signs. Generally, you should call your pediatrician if your child is 3 months or younger and has a fever of 100 degrees or higher, if your child is older than 3 months and has a fever that exceeds 103 degrees, if your child has a fever and looks and acts very sick, or if the fever lasts for more than three days. As always, call your pediatrician with any concerns. * Dose appropriately. More than a third of parents dose their children primarily based on age, rather than weight, according to the survey. Yet, weight is more accurate and the basis preferred by doctors. If weight is not known, dosing by age is acceptable. * Do not give your child an adult medication. Nearly one in four parents surveyed admit to giving their children
an adult over-thecounter fever medication at an estimated lower dose. Parents should always use a children's medication and never give an adult product to a child, unless specifically recommended by your child's physician. * Medicate wisely. When choosing a fever medication, be sure to consider how long it will last. For example, Children's Advil, which contains ibuprofen, provides up to eight hours of relief with just one dose. * Let sleeping children rest. More than half of parents surveyed said they wake their child in the middle of the night just to give them fever medication, yet most pediatricians believe a sleeping child should not be awakened solely to be given fever medication. Parents should closely monitor their children, and if they have any concerns about treating the child's fever, they should check with their pediatrician. * Allow time to recover. The AAP recommends that parents keep their children home from school or daycare until the child is fever-free for at least 24 hours. Schaefer, who is succeeding Miami Beach attorney Mark H. Longer growing seasons might be a good thing for farmers and gardeners, but it can mean increased misery for allergy sufferers, as it increases the time pollen and mold are present as well. * Erratic weather. A warmer-than-usual winter season, as experienced this year, makes trees pollinate earlier. If spring weather fluctuates greatly between warm and cold spells, it can result in more intense periods of pollen release during the warm spells, when plants take the cue to grow and release pollen. * Rainfall. Rain can be either a good thing or a bad thing for allergy sufferers, depending on when it happens. The worst allergy seasons are often preceded by a wet spring, which promotes rapid plant growth later on. But rain can also provide a much-needed respite for those with allergies, as a heavy rainfall can help clear the air of pollen. * Wind. Dry and windy weather is not kind to people with allergies, as the wind spreads pollen and mold.
Since so many factors contribute to high pollen counts, it's all but impossible to predict how intense an allergy season will be. However, in addition to taking steps to limit your exposure to allergens that affect you, seeing an allergist before the season starts can also help ensure you find relief.

Find the right answer for you (NewsUSA) - We sometimes associate constipation with IBS (irritable bowel syndrome) or poor diet, but did you know you can become constipated another way? A frequently overlooked cause of constipation is medication. Medications like opioids and certain cholesterol-lowering agents, anti-hypertensives, anti-Parkinson's agents, antidepressants and anti-anxiety medications, duodenal ulcer medication and over-the-counter products such as iron supplements may all cause constipation. Your colon is the primary waste elimination system for your body and, while it is a highly efficient system, there can be times when it slows down. Constipation occurs if the colon absorbs too much water or if your colon muscles' contractions are slow or sluggish and your stool moves too slowly through it. When you experience constipation there are
several steps you can take to alleviate this situation. Try eating regular meals and keeping your mealtimes on a schedule. Eating on the run or missing a meal could throw off your digestive system. Take a look at your diet, and make sure you are eating the right foods. High-fiber foods, such as bran, whole grains and plenty of fruits and vegetables, are good choices. It is best to

Hallandale Beach Senior Championships – 2012 starts Feb. 12th
Calling all seniors, 55 and over, city residents and non-residents, there is only one more week to save by registering early for the first City of Hallandale Beach Senior Championships – 2012. The early entry fee is five dollars, per event, through Friday, Feb. 17; $10 per championship for late registration, Monday, Feb. 20, through Friday, Feb. 24. No registrations will be accepted after Friday, Feb. 24. Seven championship contests are planned for Monday, March 12, through Friday, March 16, at various city venues. The games will wrap up Monday, March 19, at a 10 a.m. continental breakfast and awards ceremony at the Cultural Community Center, 410 SE 3rd Street. The breakfast and awards ceremony is free to registered participants. Friends and family may attend for a $5 registration fee. To encourage a wider range of competition, the city opened the games to all area seniors and dropped the residency requirement. Each event has a maximum number of players; some have a minimum number. If

Town Hall Meetings to include every quadrant to get feedback

Hallandale Beach resident Joe Kessel discusses the city budget with city leaders at the first of two Budget Town Hall Awareness Meetings this week. Residents will have two more chances to discuss the development of the 2012-2013 budget with City Manager Mark Antonio and city officials on Wednesday, Feb. 22, at the Austin Hepburn Center, 750 NW 8th Avenue; and Wednesday, Feb. 29, at the North Beach City Center, 2801 E. Hallandale Beach Boulevard. Both meetings will be at 6:30.
The City of Hallandale Beach budget process kicked into high gear this week with two of four Budget Awareness Town Hall Meetings scheduled in February. The meetings are planned in each quadrant to collect ideas and comments from property owners, business owners and interested residents. The first two meetings were Monday at the Cultural Community Center, for residents and business owners within the Southeast Quadrant, and Wednesday night at Ingalls Park, for those within the Southwest Quadrant. The final two meetings are Wednesday, Feb. 22, at 6:30 p.m. at the Austin Hepburn Center, 750 NW 8th Avenue, for residents and business owners within the Northwest Quadrant, and Wednes-
day, Feb. 29, at 6:30 p.m. at the North Beach City Center, 2801 E. Hallandale Beach Boulevard, for the Northeast Quadrant. Residents and business owners from the Southeast and Southwest quadrants, who missed the first two meetings, are urged to attend one of the remaining meetings. “For the first time in Hallandale Beach, we have implemented the business plan model,” City manager Mark Antonio told the residents in describing the budgetary approach. The model was developed using the results of the citywide survey conducted in 2011. The survey pinpointed the primary areas of concerns citywide and in each quadrant. The needs were outlined in four categories, livable community, excellence in government, environmental sus-
tainability and economic development. Residents responded to the model with questions about traffic, parks, drainage, lighting, landscaping and citywide wireless internet. “Iʼm not a proponent of citywide Wi-Fi,” said Mr. Antonio. “However, Wi-Fi, in public parks; it draws people.” He said he will bring this to the attention of the Mayor and City Commission. Traffic flow is a major issue in all quadrants. Mr. Antonio told the gatherings the city has budgeted $5.7 million to improve traffic flow citywide. Controlling storm water runoff also is being addressed. Using federal grants and some local money, the city expects to spend upwards of $15 million in the next budget year to control the flow of storm water. The city is collecting comments at the budget meetings to better draft the 2012-2013 budget. Some projects are already funded; however, the majority of the budget is still being compiled. The needs outlined by residents at the Budget Town Hall Awareness Meetings will be analyzed and some will be integrated into the budget being drafted by Mr. Antonio before submission to the Mayor and City Commission. The first draft of the budget will be submitted to the residents at the citywide Budget Town Hall Awareness meeting Wednesday, May, 23, at 6:30 p.m., at the City Hall Commission Chambers.
Foster Park Community Center taking shape CARPENTER LaShon Thornton, 40, works on preparations prior to the delivery of the beams for the new roof at the Foster Park Community Center, 609 NW 6th Avenue. The center is expected to open late this spring or early this summer. A project of the City of Hallandale Beach, the community center is being built by general contractor Recreational Design & Construction of Fort Lauderdale. However, 40 percent of the project subcontractors are Hallandale Beach businesses, and more than 70 percent of the workers, skilled and unskilled, are city residents. Thornton, a native and resident of Hallandale Beach, is a skilled carpenter working for Corner Contracting. Earlier, he worked on the center’s slab for Hallandale Beachbased G & J Concrete Removal and Finishing, Inc. Foster Park is one part of the city’s commitment to “green projects;” 98 percent of the construction debris is being recycled and diverted away from the landfill. Celebrating Valentine’s Day in style HEART SHAPED PANCAKES 2.5 cups of flour A table spoon of baking powder 1 and ¾ cups of milk Half a teaspoon of salt 1/3 cups of brown sugar 1/3 cups of vegetable oil 2 eggs ¼ to ½ cup of powdered sugar Combine together the dry ingredients in a big bowl. Then mix up the wet ingredients in another bowl, then add to the dry ingredients. Stir up the ingredients until everything is well moistened, but the batter may be a bit on the lumpy side, which is totally fine. Heat up a griddle on medium and brush a bit of oil on it or use some cooking spray. You can use cookie cutters to shape your batter or you may want to just use ¼ cup of batter and then shape it into a heart yourself. Cook the pancakes until you start seeing bubbles on top and they start to break. Then turn them and cook for another minute or two on the other
side. Take the pancakes out and sprinkle them with powdered sugar while they are warm. You may want to add some chocolate chips or some blueberries to the batter for a tasty twist on the heart shaped pancakes. PIZZA HEARTS pizza dough that is pre made a couple jars of pizza sauce some type of pizza cheese (8 ounces) slices of pepperoni a large and small heart cookie cutter
The preparation of the pizzas should only take about 15-20 minutes. It sounds harder than it really is. If you want some help, get the kids working too. The pizza dough should be cut with the larger heart shaped cookie cutter. Place the cut out dough on a greased baking sheet. Youʼll need to use the smaller cookie cutter to cut out hearts from the pepperoni. This is a great job for the kids to do while you are dealing with the dough. Then you are ready to

SPECIAL RICE CRISPY TREATS FOR VALENTINE’S DAY 10 cups of rice crispies ( get 2 boxes just in case) Half a cup of real butter ( don’t substitute) 9 cups of the mini
marshmallows ¾ cups of mini chocolate chips A few drops of red food coloring
Valentineʼs Day candy hearts (that have the messages on them) Red spice mini hearts Start out by melting the marshmallows and the butter in a pan, but melt on low to medium so you donʼt burn it. Keep stirring until your mixture is totally smooth. In a big bowl, mix together the rice crispies, the mini red hearts, and the choco-
late chips. Add about 2 drops of the red food coloring into your marshmallow mixture. You can add a bit more if you want a darker shade of red. Then mix the marshmallow mixture into the cereal. Quickly stir it all up to make sure you get it combined before it begins to harden up. Spread out the mixture in a pan that has been buttered. Butter your hands and press in the mixture. Then press the hearts with messages onto the top of the mixture while it is still warm.
RED VELVET CAKE 1/2 cup shortening 1 1/2 cups sugar 2 eggs 2 tablespoons cocoa 1 1/2 oz red food coloring 1 teaspoon salt 2 1/2 cups flour 1 teaspoon vanilla 1 cup buttermilk 1 teaspoon soda 1 tablespoons vinegar
Cream shortening; beat in sugar gradually. Add eggs, one at a time; beat well after each addition. Make paste of cocoa and food coloring; add to creamed mixture. Add salt, flour and vanilla alternately with buttermilk, beating well after each addition. Sprinkle soda over vinegar; pour vinegar over batter. Stir until thoroughly mixed. Bake in 3 8-inch pans or 2 9-inch pans for 30 minutes at 350°.
