As thousands come and go daily from Mardi Gras Casino in Hallandale Beach, very few know anything about greyhound racing.

In fact, hardly anyone who comes and pulls some slots, plays a few hands of poker or eats in any of the quality restaurants, realizes that without greyhound racing, none of the tremendous events and amenities that Mardi Gras Casino houses, would be possible without it.

‘AROUND THE CITY OF CHOICE’

Taking a look at the Charter Review Committee final report recommendations HALLANDALE BEACH - This week's article is a continuation of the Charter Review Committee final report recommendations. If you have not had an opportunity to read last weekʼs article, you can visit the Sun Times webpage at www.southfloridasuntimes.net. The CRC made a presentation that was not completed during the last meeting.

Some of their recommendations were approved for further consideration by the City Commission. The items that passed by majority vote will now be researched and brought forward with proper ballot language and a formal ordinance for adoption at a public hearing by the City Commission.

The next section of recommendations involved city officers that include the City Manager, City Attorney and City Clerk. The first recommendation was to require that any future City Manager be required to live in the city.

Years ago this was a requirement in the city charter. Through charter amendments the requirement was removed. The CRC recommended that within 90 days after the appointment of the City Manager, he or she will be required to maintain their primary residence within our city limits.

This was also recommended by the former CRC. The City Commission discussed the merits of the proposal, but concluded through consensus that the requirement may impact the future pool of applicants and would be best to draft during the hiring process, depending on the current residency of the future City Manager.

Program extended for Pit Bulls FORT LAUDERDALE - In June of 2011 the Humane Society of Broward County offered FREE spaying or neutering for pit bulls ages 8 weeks to 6 months.

The program initially was supposed to last only a month and was then extended through December of 2011. As a result, 113 pit bulls were sterilized at the Humane Society of Broward County.

Because of the programʼs success, and donations from the community that helped cover the costs associated with this, the shelter is going to continue the program through 2012. The goal for the year is to sterilize another 225 pit bulls.

dressed was the City Attorney. In addition to some language clarification, the CRC recommended that the City Attorney's budget be directly submitted to the City Commission. Currently the City Attorney is the other officer directly hired by the City Commission. Through the budget process City Attorney submits the departmentʼs requests through the City Manager. The City Manager then evaluates the budget and is able to make changes which are then submitted to the City Commission.

This current system has worked to date since the City Commission has the final say in what is ultimately adopted as the annual budget. With that said, the CRC recommended changes were adopted by the commission. This change would reaffirm the true separation between legislative, legal and administrative functions of our governance.

The next officer is the City Clerk. Currently our City Clerk is appointed by the City Manager.

The CRC brought forward the recommendation that the City Clerk be directly hired by the City Commission and have an independent budget from the city.

The main purpose of their proposal was that the City Clerk, as the custodian of records, has certain obligations under statutory require-

ments and can be held legally responsible for breach of any these requirements. Having the commission hire the City Clerk would provide for separation between the City Manager's office duties.

Over the course of the past four years there have been challenges brought forth with regard to our handling of public records requests; one by a resident and others by a Commissioner. During the same four years there were administrative changes and turnover in the City Clerk's office.

These changes prompted the question of whether or not there were sufficient resources being expended to expedite public record requests.

The City Commission then discussed some historical facts related to the clerkʼs office that lead to the importance of some recommended changes to our internal processes. We discussed that one of the public records challenges was defeated in court, that although the City Manager hires Staff and recommends budget, this does not prevent the City Commissionʼs ability to vote for budgetary changes annually to add more resources and that the State Attorney investigations did not yield criminal findings.

Commissioner Alex Lewy made a motion to adopt the CRC recommendations and that was seconded for discussion. After the debate, the motion failed on a four: one vote.

Based on the fact that changes have been made and the City Clerk's office has been fully staffed with a Deputy Clerk, the system is being reevaluated to see where certain public records

can be expedited.

During the course of the CRC, City Commissioners were able to make presentations.

We'll certainly have our own opinions and feel strongly about certain issues. Commissioners spoke about the issues; for example, the one above that was suggested by Commissioner Lewy. One suggestion that I made during my presentation was discussed by the CRC. This was a recommendation to create an Internal Auditor position that would be directly hired by the City Commission. The CRC was concerned about creating a permanent position that would wind up being able to maintain the true independence and objectivity necessary.

During the commission meeting I clarified that my concern was giving the City Commission sole authority to hire an Internal Auditor for specific duties decided by the City Commission on an as needed basis. This would not require a permanent position and would provide for the ability of the commission to keep the process solely independent of the City Manager's office. The City Commission agreed with amending the charter to provide the creation of an Internal Auditor. It should be noted that this auditor is

separate from the requirement of the annual overall budget audit and CAFR requirements.

The CRC also discussed some miscellaneous items that include language changes, clarifications to some items and a requirement that the establishment of CRC becomes required every eight years rather than a majority vote of the commission.

The City Commission was slated to conclude discussions of the CRC recommendations this past Wednesday, February 1. As I mentioned earlier, the recommendations that have been moved forward by the majority vote of the commission will be brought forward in the form of an ordinance.

LIFEPAKs for City of Hollywood Firefighters

By Jaime Hernandez, Office of Public Affairs HOLLYWOOD - The City of Hollywood Fire Rescue and Beach Safety Department has received a $270,000 grant from the Federal Emergency Management Agency (FEMA) and the Department of Homeland Security (DHS) that will allow the City to provide its firefighters with LIFEPAK 15 monitor/defibrillators.

LIFEPAK 15s continuously monitor carbon monoxide and methemoglobin levels in firefighters and patients.

The devices have a cardio pulmonary resuscitation (CPR) metronome that helps to improve the effec-

tiveness of chest compressions. It also improves patient diagnostics through a feature that alerts users to changes in a patientʼs status.

LIFEPAK 15s also provide an enhanced display of diagnostic information in high sun areas, as well as better durability, water resistance and a processing speed to expedite diagnostics.

“The LIFEPAK15s will be an invaluable tool for City firefighter/paramedics,” said Hollywood Fire Rescue and Beach Safety Chief Virgil Fernandez. “The safety of our emergency personnel and patients is our primary objective, and these devices will help

us do our job even better. We are grateful to FEMA and DHS for providing the City with the resources that made this possible.”

The grant will cover 80 percent of the cost of nine next generation LIFEPAK 15s devices for Hollywood Fire Rescue and Beach Safety units and a three-year extended service warranty for the devices. All Hollywood Fire Rescue paramedics have been trained to use LIFEPAK 15s.

Budget Awareness Town Hall meeting, Feb. 6

Hallandale Beach residents and property owners will have several opportunities beginning Monday, Feb. 6, to voice their opinions on how the city should budget tax fund dollars for the 2012-2013 fiscal year. The first Budget Awareness Town Hall meeting is set for 6:30 p.m. at the Cultural Community Center, 410 SE 3rd St. Mayor Joy Cooper and the City Commission will be on hand to listen to the community before rolling up their sleeves and crunching numbers to create the budget.

“Weʼre custodians of your money, and we want your advice on how to budget for next year,” said Mayor Joy Cooper. “We need your participation to budget wisely. Weʼll be there to listen so we can make wise choices in the budget process.”

The meetings are being held in each of the cityʼs quadrants to ensure all residents, business owners and property owners have an opportunity to participate. Residents can attend any of the sessions, but it is encouraged to attend the meeting for your quadrant as the discussion will be specific to the

projects and programs within that area.

The first meeting is for property owners, businesses and residents who live in the Southeast Quadrant, south of Hallandale Beach Boulevard and east of Dixie Highway.

The second session will be Wednesday, Feb. 8, at 6:30 p.m., at Ingalls Park, 735 SW 1st Street, for the Southwest Quadrant. This is for residents and business owners south of Hallandale Beach Boulevard and west of Dixie Highway.

The Northwest Quadrant residents, businesses and property owners are invited to the third Budget Awareness Town Hall Meeting, Wednesday, Feb. 22, at 6:30 p.m. at the Austin Hepburn Center, 750 NW 8th Avenue. This includes properties north of Hallandale Beach Boulevard and west of Dixie Highway.

The final town hall meeting is Wednesday, Feb. 29, at 6:30 p.m., at the North Beach City Center, 2801 E. Hallandale Beach Boulevard. This session is for residents living Northeast Quadrant, north of

Hallandale Beach Boulevard, east of Dixie Highway and those properties along South Ocean Drive/A-1A. The town hall meetings are informational meetings; no decisions will be made at the sessions. City leaders must adopt a new budget by September 30, but the process has already begun.

Once city leaders have drafted the budget, residents will be afforded several additional opportunities to discuss the cityʼs finances. A citywide Town Hall meeting is planned for Wednesday, May 23, at 6:30 p.m., in the City Commission chambers at City Hall. Residents will be presented with the budget outline at the meeting and asked for additional comments to help the Mayor and City Commission fine tune the cityʼs finances.

“This is your chance to speak up and be heard,” said Mayor Cooper.

Residents, taxpayers and business owners will have additional opportunities to discuss the budget in two workshops in August and at formal public hearings prior to final passage.

County. A partnership between the City of Hallandale Beach CRA and Habitat for Humanity is helping families refurbish four duplexes at 133 NW 1st Avenue. A federal Neighborhood Stabilization Program grant received by the City of Hallandale Beach being administered by the CRA was used to purchase the properties out of foreclosure and provide opportunities to low-income area families.

“What happened was the NSP money was really to concentrate on foreclosures,” said Dr. Jackson. The City of Hallandale Beach was awarded a $1.7 million grant to pull homes and projects out of foreclosure and jumpstart the housing market in Hallandale Beach.

The city, through the CRA, used the funds to purchase the duplexes and Carver Heights, which ran out of money before completion.

“We identified those units that had stopped construction (at Carver Heights) and we identified these duplexes,” Dr. Jackson said.

The city joined

forces with Habitat for Humanity of Broward County to identify the residents who could qualify under the tight federal income guidelines, and oversee completion of the units at Carver Heights and the duplexes on NW 1st Avenue.

“Habitat has the capacity and clientele to handle this. There were relocation needs and (Habitat is) accustomed to ensuring compliance with the federal government relocation policies and procedures,” he said.

The NSP money was part of the federal stimulus to restart the economy.

Malter, of CNN Money, was here to profile the Hallandale Beach projects and Habitat for Humanity as examples of how the federal money is being leveraged with local resources and partnerships to revitalize communities. In the cityʼs joint-venture project, the four duplexes will be renovated into seven units, five two-bedroom, one-bath units; one three-bedroom, two-bath unit; and one one-bedroom, one-bath dwelling.

While the income requirements for the duplexes is very low, 50% of the median Broward County income, the potential home buyers who earned more than the maximum, were offered other housing alternatives within the city.

Move over apples: For some patients, an aspirin-a-day may keep the doctor away

(ARA) - The statistics are staggering: As the leading cause of death in the United States, cardiovascular (or heart) disease accounts for more than 2,200 deaths per day, or one every 39 seconds. Furthermore, the American Heart Association (AHA) and Centers for Disease Control and Prevention currently estimate that every year about 785,000 Americans will have their first heart attack, and another 470,000 will have a recurrent attack.

And for a number of patients, talking to their doctors about low-dose daily aspirin therapy may be the "heartsmart" thing to do.

For more than 100 years, aspirin has been used as a pain reliever.

Since the 1970s, however, studies showed aspirin could also be used to prevent and manage heart disease.

There are a variety of patients who may benefit from aspirin therapy, including people who have had a heart attack, stroke or those with any risk factor for heart disease or stroke, as well as men over age 50 and women over age 60 who have diabetes along with any other risk factor.

According to the AHA, aspirin can help prevent heart attack. More specifically, the AHA recommends that people at high risk of heart attack take a daily lowdose aspirin (if told to by their health care provider), and that heart attack survivors regularly take low-dose aspirin.

Aspirin benefits the heart in several ways.

It decreases pain, inhibits blood clots and most significantly, it reduces the risk of death, particularly among people with heart disease.

Additionally, aspirin can significantly reduce heart damage during a heart attack, and can prevent the occurrence of future heart problems.

"For individuals at high risk of suffering a cardiac event, aspirin really can make a difference," Manohar says. Are little urine leaks a big problem?

How to talk to your doctor

(ARA) - Your friend tells you a funny joke, and then it happens.

You start pedaling during your spinning class, and it happens again. You hear water running and oops, you know you will also be wet. You might feel frustrated and embarrassed, but you are not alone. In fact, these types of urine leaks are quite common. Up to 50 percent of all women have occasional urine leaks and up to 10 percent have them frequently, according to the MedlinePlus Encyclopedia.

Leaking small amounts of urine when you do little things like laugh, sneeze or get up quickly are symptoms of stress urinary incontinence (SUI).

What causes SUI? Leaks happen when the urethra, the tube that carries urine out of the body, doesn't get enough support or isn't able to close properly. Childbirth, injury to the urethra area, weak muscles, some medications, being overweight and surgery in the pelvic

area are all things that can contribute to SUI. Women can experience SUI at any age starting in their 20s, with most common occurrences in women 30 or older. Incontinence is not a normal part of aging, so don't assume that your condition just happens to "women my age."

If you're like most women who experience these little leaks, your first instinct will be to reach for a box of panty liners. When these unpredictable leaks continue to cause frustration or embarrassment, you owe it to yourself to

If you have SUI, your doctor will likely ask you to make some lifestyle changes including bladder training in which you gradually increase the length of time between bathroom visits.

Pelvic floor exercises, commonly referred to as Kegel exercises, will help to strengthen the muscles that are used to control urine flow. Hormone therapy, such as estrogen creams, may also be effective in helping to improve pelvic floor muscle tone.

SUPER BOWL SNACKS BUFFALO CHICKEN SPREAD 4 boneless skinless chicken breasts, boiled and shredded 16 ounces cream cheese 1 (16 ounce) bottle ranch dressing or blue cheese dressing 1 (8 ounce) bottle hot sauce, Frank's brand 8 ounces cheddar cheese, shredded

1. Melt cream cheese and blend with salad dressing until smooth.

2. Spread chicken in 9 x 12 baking dish. Pour hot sauce over chicken.

3. Pour cream cheese / dressing mixture over all.

4. Cover with foil and bake 20 minutes at 350 degrees.

5. Remove foil, top with cheese and bake an additional ten minutes.

SPICY SHRIMP

SALSA 1 lb cooked shrimp, peeled, deveined 2 roma tomatoes, seeded and chopped 1/4 cup chopped red onions 1/2 serrano chili, seeded, minced (more if needed) 1/3 cup chopped fresh cilantro 1 tablespoon chopped fresh parsley 4 ounces pineapple, drained and diced 4 ounces mangoes, drained and diced 1 lime, juice of (not the bottled stuff) 1/4 cup olive oil salt & freshly ground black pepper, to taste crushed red pepper flakes (a couple of pinches) (optional) 1. Combine shrimp, tomatoes, onion, serrano chile, cilantro, mango, pineapple and parsley, crushed red pepper flakes, if using, in a medium bowl.

2. Add the lime juice

and olive oil and toss to mix well.

3. Season with salt and pepper.

4. Serve with Indian flat-bread, nacho chips or on small pita bread.

ARTICHOKETOMATO BRUSCHETTA 1-2 roma tomato (finely chopped) 2 teaspoons fresh minced garlic (or to taste) 1 (6 1/2 ounce) jar marinated artichoke hearts, drained and chopped 1/2 cup parmesan cheese 1/4 cup chopped red onions 4-6 tablespoons mayonnaise(or to taste) salt (to taste) fresh ground black pepper (to taste) 1 French baguette (cut into 1/3 inch thick slices) 1 cup finely shredded mozzarella cheese (or to taste)

1. Set oven to broiler heat.

2. In a bowl mix together chopped tomatoes with garlic, chopped artichokes, Parmesan cheese, chopped onion and mayonnaise; mix well to combine.

3. Season with salt and black pepper to taste (adjust the amount of mayonnaise if desired).

4. Top each slice of bread with equal amounts of the tomato mixture (make certain to cover the bread slice completely with the mixture or the bread will burn).

5. Place the slices onto a large baking sheet.

6. broil for about 2 minutes or until bubbly and lightly browned.

7. Sprinkle lightly with finely shredded mozzarealla cheese if desired.

GLAZED CHICKEN WINGS MARINADE

3/4 cup soy sauce 1 (2 lb) jar apricot jam or peach jamor pineapple jam 5 tablespoons granulated sugar 4 tablespoons fresh lemon juice 2 teaspoons ground ginger 1 teaspoon cinnamon 1 teaspoon nutmeg 1/2 teaspoon allspice 1/4 teaspoon thyme 1/4 teaspoon garlic salt 3/4 teaspoon Accent seasoning 60 chicken wings, cut at joints 1. Cut chicken wings into 3 pieces at joints, discarding the tips.

2. Combine the marinade ingredients and brush over the drumstick wings.

3. Roast in pan at 350°F for approximately 2 hours.

4. Baste frequently until done.

BUTTERSCOTCH AND WHITE CHIP

NUT COOKIES 1/3 cup margarine or butter, melted and cooled 1 tablespoon honey 1/2 cup brown sugar 1/4 cup sugar 1/2 teaspoon vanilla 1 egg white 1/4 teaspoon cinnamon 1/4 teaspoon salt 1/4 teaspoon baking soda 1 1/4 cups flour 3/4 cup butterscotch chips, and white chocolate chips (combo) 1/4 cup chopped nuts 1. Add honey, brown sugar, and sugar to the melted butter and mix well. Beat in the vanilla and egg white.

2. Add the cinnamon, salt, baking soda, and flour and mix until all is combined. Add in the chips and nuts.

3. Bake on an ungreased cookie sheet at 375 degrees for 810 minutes.
