I couldn't see the performers at concerts and shows, even with binoculars, and I couldn't watch TV." Perhaps the most difficult change was how her poor eyesight affected her ability to drive. "I didn't drive on the highway for a year," says Alane, who has worked in sales for more than two decades. "And my night vision was bad, so I didn't drive in the dark, even on city streets." Alane lives in Hollywood with her husband, Michael, who is a CPA, and their dog Paisley, a Labrador retriever. The couple has three children; twin boys who are attending the University of Florida and a daughter, a UF graduate who lives and works in New Jersey. Alane's life was busy and full, but her inability to see clearly was affecting nearly every aspect of it. She was tired of it, so she paid a visit to the Braverman Eye Center in Hallandale Beach. Dr. Stanley Braverman gave her what turned out to be good news. "He said I had cataracts," she says. "I had blamed my poor vision on my age." Tax increment funding and the Halandale Beach CRA HALLANDALE BEACH - Last week I shared with the SunTimes readers a report of the CRA visioning session. While writing the article I was remiss in explaining what CRA stands for and what it is. I want to thank the readers that reached out to me to find out. CRA is an acronym that can stand for two items; Community Redevelopment Agency or Community Redevelopment Area. The agency is the organization that is set up to oversee the area. State Statute 163 is the enabling law that provides guidelines for establishing CRA’s. The City and County had to approve the CRA through ordinance. When establishing the CRA the city had to establish geographical boundaries that encompass an area that is deemed to have “slum and blight” conditions as out lined in the state statute. Slum and blight is not narrowly defined as one would picture in the inner city housing complexes. The conditions also include, but are not limited to deteriorated housing, depressed or deceasing property values, crime, antiquated infrastructure including street layout, parking deficiency and other physical attributes that are lacking. The CRA must have at least two of these to qualify. Hallandale Beach CRA encompasses all properties west of 14th Avenue. When established there is a base-

line property value set at the time the ordinance is adopted. The taxes that are collected on the properties within the CRA are locked in and become the base year. They are placed in a trust fund to be used to address the blighted conditions. This tax revenue is called Tax Increment Funds TIF. Our CRA has TIF that include contributions from the city, county and other taxing districts, including hospital district and Children Services Council. School districts are exempt. The life of our CRA TIF agreement is thirty years. Some CRA’s have extended their agreements. These extensions must be ratified by the taxing authorities that contribute TIF. The CRA is set up with the City Commission serving as the Board of Directors. The Directors hire an Executive Director to run the day to day operations of the CRA and implement the CRA plan. The BOD also adopts an annual budget to be used to im-

plement projects and programs that address slum and blight and pay for administration and operating costs to run the CRA. In 2003 the County fought the regulations requiring them to contribute to CRA’s. Dania Beach CRA is one that does not receive TIF Contributions from the county. The TIF has grown over the years since values have gone up. When values drop the TIF goes down. Last year TIF reached 11 million dollars. CRA dollars can only be spent within the CRA for projects that fit the plan. When the money is not spent or projects are not completed the money must be rolled over back into the trust fund. During the vision Executive Director Miller laid out an analysis of the CRA budget spending by category. The largest category is programmatic service. This category included all services and programs provided by the CRA and the services provided by the city to implement programs and represents 57 %( 6.7 million) of the budget. Capital investments represent 15.8% (1.8m) of
the budget, staff in CRA represents 9.3 %( 1.0m) of the budget and the current debt service represents 17 %( 1.9m) of the budget. Many CRAs implement bonds to expedite projects. To date our CRA has borrowed money to purchase land and perform some facility upgrades within the CRA. As I wrote in last week’s article the CRA BOD has set up a long term vision for the next 13 years. To expedite the plans the BOD set priorities to invest in more bricks and mortar projects that will have a more tangible result. This type of borrowing will not increase taxes at all. The TIF is only for the CRA and the bond is based on projected future revenues from the CRA. Mrs. Miller evaluated the bond capacity of our CRA with the bond consultants and our CRA has a bonding capacity of over 40 million dollars. The BOD directed her to move forward in the budgeting process and work on establishing RFP for engineering and design of the targeted infrastructure projects. She will also be working with bond counsel to work on
the borrowing plan so we can take advantage of the current low interest rates. After the engineering is complete the BOD will be able to further redefine targeted projects per quadrant. The mission of our CRA is to enhance the quality of life by eliminating and preventing blighted conditions through the facilitation of community partnerships, business growth, job creation and neighborhood rehabilitation to promote economic development. We are
committed to fulfill the goals of CRA through strategies that create and preserve our neighborhoods and are shifting in high gear with improvements. –––––––––––––––––––––– many are going through, and want to do my part to help promote and bring positive attention to something that is always surrounded by negatives. Last Friday, the Hallandale Beach Fire Rescue hosted a tremendous event to kick-start the 2013 Relay For Life weekend that will be held in April. The first ever American Cancer Society Pizza War took place at Gulfstream Park, and when the evening was over, pizza, fun and raising money was on everyone's mind. Supporting this community is what it's all about, and nobody does it better than the South Florida Sun Times. As usual, we were the only media agency on hand to watch those who work and live in Hallandale Beach take part in this fun and delicious way to raise money and bring awareness to the Relay For Life, which has started to pick up some momentum. The Relay For Life events are for those cancer survivors, their many caregivers and family members to come out and celebrate life. The relays, which have been held for nearly a decade, bring out many to continue to raise money and support for those who continue the fight against cancer. In the past, I have questioned the City of Hallandale Beach when it comes to getting totally involved with this event. From the pizza war that took place at the Gulfstream Race Track and Casino Jameson Tiki Bar, it looks like the city is certainly off and running toward a very productive 2013. The teams that will raise money have gone about it in different ways. For the police, fire and several different other teams such as Team Tropical Development, Friday's pizza war that included local restaurants American Pie Pizzeria, Carini’s Pizza & Pasta, Dairy Bites, Domino’s, El Tamarindo Coal Fired Pizza, and Piola, there was a sense of competition and plenty of fun. "This is a tremendous way to get this event going," said Yvonne Feijoo, Fire Safety Inspector Hallandale Beach Fire Rescue. "I am very impressed at the people who came out here to get this thing going." Indeed, everywhere you looked, there was community spirit as police and fire were front and center with Fire Chief Daniel Sullivan and Police Chief Dwayne Flournoy coming out to take part and have something good to
eat. Along with the tremendous pizza, the outdoor event also attracted a live band, Bushwood (www.bushwoodband.co m ), as well as other community troops that came out to take part. From the Hallandale Beach PAL to CERT and dozens of other agencies, the objective on this night was to get together in a city center surrounding, eat pizza, listen to music and start to raise money. "This is a great way to get this thing rolling," said Gulfstream Middle
School teacher Steven DeCarlo, who has served as the Chair the past two years and worked extremely hard at shining the spotlight on the community. "You can see by the many who showed for this event that this year is going to be a recordbreaking year for the Relay For Life." In raising $2,147.00 from last Friday's pizza wars, three teams got a big jump on the race to bring in the most money this year. Fire Rescue Team ($1,767.00), Gulfstream Middle School
($160.00) and Team Tropical Development ($250.00) will have the advantage over the next few months as monies are brought in from all over. The Relay itself is a great event, but the money that is going directly to research to find cures for cancers is being collected now. The months leading up to the actual event - like last Friday's pizza wars - is what the total will be for many of these teams, involved. In addition to those teams that brought in the money, others on hand to make a difference included Gulfstream Middle School, KEY Club – Hallandale High School and Team Camero. 12-4-29 to 2-4-13 John Edward Renner passed away peacefully at his home with his wife of sixty years by his side. He moved from NJ to Florida in 1957. He has been a resident of Hallandale for 56 years. He served on the Police Force in the City of Hallandale for 17 years. He retired in 1980 as a Lieutenant. He was a devoted husband, a wonderful and loving father. He is survived by his wife Madeleine. His three children Jack, MaryLou & Renee. He has seven grandchildren and six great grandchildren. Because she was so nearsighted, Dr. Braverman was able to change the power of the lens implant that he used, to get rid of her severe myopia, and actually give her un-aided 20/20 vision in each eye. Afterward, she literally couldn't believe her eyes. "When I opened them, I could see perfectly," she says. "I thought I was dreaming. They had told me my vision would be improved, but I didn't expect it to be this much." Life for Alane is easier and more fun now. The people at the Braverman Eye Center made her experience a positive one by assuaging any concerns and making her feel at home. "Dr. Braverman and his whole office staff was wonderful," she says. "This has enhanced my life and made a significant difference," she adds. "I'm thrilled."
CATARACT SURGERY: WHAT TO EXPECT Cataract surgery is the removal of your cloudy natural lens, which is usually dissolved using high frequency ultrasound through a small (less than 3 millimeter) opening. An artificial lens is then placed inside the eye where the cloudy lens used to be. Cataract surgery continues to improve. Recent developments include no-stitch surgery, topical anesthesia, surgical correction of astigmatism, and new upgraded premium lens designs. Eye drops are given to the patient to aid in the healing of the eye, which takes a few months, but the patient is able to return to normal activity almost immediately after surgery and usually sees well within just days. If the eye is otherwise healthy, cataract surgery is successful in more than 98% of patients and they enjoy improved vision after the procedure. ABOUT DR. Add in an appearance by Mayor Joy Cooper and a number of community pillars and you have instant credibility. For too long the one gripe by the citizens of Hallandale Beach is how the city leaders hardly show up for anything, and when they do, it is not a united. Although things are getting better, you would certainly think that this commission would want to be visible, especially because the rest of the city is looking for that leadership after a turbulent last three years. AND, THE WINNER IS…. If you had the chance to sample all the pizzas and were part of the voting, you had a pretty good idea which ones were slightly above the rest. Those we talked to, including the Mayor and Barbara Southwick, who does so much for this community, thought that things were very close. In the end, the judges had their say. Broward Center’s opera season opens - Florida Grand Opera presents Mozart’s ‘The Magic Flute’

Mozart’s masterpiece reveals some of opera’s most beloved characters, the vengeful Queen of the Night, her contrary daughter Pamina, the charming bird catcher Papageno and the handsome prince Tamino, charged by the Queen with the rescue of her lovely daughter from the hands of the supposedly evil Sarastro, they play out a timeless drama of good versus evil. When the handsome prince is lost in a distant land and is being pursued by a serpent, he faints from exhausture and three lady attendants of the Queen of the Night, appear and kill the serpent. Finding the unconscious prince extremely attractive, each tries to convince the other two to leave, in order to be alone with him. After arguing, they decide none will stay and leave together. Tamino recovers and Papageno arrives saying that he killed the serpent with his bare hands. The three ladies return and punish him for telling a lie by putting a padlock over his mouth and tell the Tamino the truth. They show him a picture of Pamina, with whom he falls instantly in love. The Oueen appears and tells Tamino, Pamina is her daughter, who was captured by her enemy
Sarastro and demands Tamino go to his temple and rescue Pamina, whom he can marry in return. But all is not as it seems as the opera progresses at the Broward Center’s Au-Rene Theatre, February 21 at 7 :30 p.m. and February 23, 2013 at 8 p.m. Tickets are $60 to $200. 2013 Pro Footvolley Tour Hollywood Beach Open

By Chuck Ellis HOLLYWOOD Since 2008, Hollywood Beach has been the backdrop for the Pro Footvolley Tour. In fact, the City of Hollywood is credited as the ‘Official Home’ of the Tour hosting the 1st ever Pro Footvolley event which was won by celebrity former World Cup Brazilian soccer star Romario and broadcast nationally on Univision. This year, The Pro Footvolley Tour is once again taking place on Hollywood Beach starting on Saturday, February 23 from 10:00 a.m. to 5:00 p.m. and continuing on Sunday, February 24 from 10:00 a.m. to 5:00 p.m. from Michigan Street to Buchanan Street. The Pro Footvolley Tour continues to grow within the sports community both internationally and in the United States. The tour has maintained a national television broadcast partner and had 14 events being produced around the country, in 2011 and 2012. The popularity of the sport is rising. Perhaps, it is the dynamic play that is created by the combining of beach volleyball with soccer that makes the sport so interesting. Athletes play 2 per side like beach volleyball and must kick or head a soccer ball over what essentially is a volleyball net. This makes footvolley a sport that requires
tremendous athletic agility and skills. Footvolley players specialize in amazing vertical jumps inverting their bodies and using their feet to slam the ball over the net. This play is called the ‘shark attack’ and is one of the moves that always gets the crowd to their feet. “The images of footvolley action on Hollywood Beach’s ‘dream court’ with the tropical palm trees and aqua blue water created a viral buzz around the world, says Angie Giacomen with the Pro Footvolley Tour. “This is easily the most beautiful beach in the United States. To have a sports event, in February, at this paradise beach, right off I-95 between Miami and Fort Lauderdale is hard to believe, but real!” The Pro Footvolley Tour now has a new sponsor in Coors Light and the tour organizers report that more local teams have begun to challenge the international teams which in the past have dominated the event. HOLLYWOOD - All artists residing in Florida are invited to submit entries for the 2013 AllMedia Juried Biennial, which is sponsored by the Art and Culture Center of Hollywood. Works in all media, including original paintings, drawings, prints, sculpture, photography, video, computer-generated images, and site-specific installations, will be considered. Only work completed after Jan. 1, 2011, and submitted for consideration by Friday, March 8, is eligible. The entry fee is $45 per person. Each person can submit up to three artworks (images). All works selected to be exhibited in the biennial will be on view Saturday, April 27 through Sunday, May 26, at the Art and Culture Center’s galleries, located at 1650 Harrison St. in Hollywood. Who has time for sick days? Tips to fight the cold, cough and flu this year
(BPT) - People who have gotten sick report their cold and flu symptoms lasted up to six days, according to the Vicks Second Annual Global Cough and Cold Survey. While health experts advise sick workers to stay home to avoid spreading germs, few of us can afford to take that many sick days off from work or home life. INSIDE: VALENTINE’S DAY RECIPES
BROWARD DENTAL IMPLANTS & COSMETIC CENTER • THIS IS THE FIRST OF A TWO-PART SERIES. WHAT IS A TOOTHACHE? A toothache refers to pain around the teeth or jaws primarily as a result of a dental condition. In most instances, toothaches are caused by tooth problems, such as a dental cavity, a cracked tooth, an exposed tooth root, or gum disease. However, disorders of the jaw joint (temporomandibular joint) can also cause pain that is referred to as "toothache." Moreover, sinus infection can mimic a toothache. The severity of a toothache can range from chronic and mild to sharp and excruciating. The pain may be aggravated by chewing or temperature (cold or heat). A thorough oral examination, which includes dental X-rays, can help determine the cause of the pain and whether it is coming from a tooth or other non-dental problem. WHAT ARE DENTAL CAUSES OF TOOTHACHES AND HOW THEY ARE TREATED? Common dental causes of toothaches include: • dental cavities • dental abscess • gum disease • irritation of the tooth root • cracked tooth syndrome DENTAL CAVATIES AND DENTAL ABSCESSES The most common cause of a toothache is a dental cavity. Dental cavities (caries) are holes in the two outer layers of a tooth called the enamel and the dentin. The enamel is the outermost white hard surface and the dentin is the yellow layer just beneath the enamel. Both layers serve to protect the inner living tooth tissue called the pulp, where blood vessels and nerves reside. Bacteria in the mouth convert sugar into acid. The acid softens and dissolves the enamel and dentin, creating cavities. Small, shallow cavities may not cause pain and may go unnoticed. The larger deeper cavities can be painful and collect food debris. The inner living pulp of the affected tooth can become irritated by bacterial toxins or by foods and liquids that are cold, hot, sour, or sweet, thereby causing severe toothaches. Severe injury to the pulp can

lead to the death of pulp tissue, resulting in a tooth infection (dental abscess). Deeper cavities can also lead to a small swelling or a "gum blister" which forms near the affected tooth. Toothaches from these larger cavities are the most common reason for visits to dentists. Treatment for cavities depends on the severity. For a small and shallow cavity, treatment usually involves a dental filling. For a larger cavity, a filling may be insufficient, resulting in the need for an onlay or crown. For a cavity that has penetrated and injured the pulp or for an infected tooth, a root canal procedure of the affected tooth is typically required. In a few instances, an extraction may be unavoidable depending on the size of the infection. The root canal procedure involves removing the dying pulp tissue (thus avoiding or removing the tooth infection) and replacing it with an inert filling material. The procedure is used in an attempt to save the dying tooth from extraction. Once a root canal procedure is completed, the tooth is more prone to fracture and will oftentimes require a crown to protect it. Sometimes, a dental abscess can be the cause of rapid swelling in the mouth that could potentially spread to nearby parts of the face such as the sinuses, the floor of the mouth, or the bloodstream. This rapid swelling is caused by the spread of infection and can be an emergency if the spreading cannot be controlled and results in a compromised airway or

more serious condition. Treatment at a hospital emergency room may be necessary. GUM DISEASE The second most common cause of toothache is gum disease (periodontal disease). Gum disease refers to infection of the soft tissue (gingiva) and abnormal loss of bone that surrounds and holds the teeth in place. Gum disease is caused by toxins secreted by oral bacteria in "plaque" that accumulates over time
along and under the gum line. This plaque is a mixture of food, saliva, and bacteria. An early sign of gum disease is gum bleeding. Pain is a symptom of more advanced gum disease as the loss of bone around the teeth leads to the formation of deep gum pockets. Bacteria in these pockets cause gum infection, swelling, pain, and further bone destruction. Advanced gum disease can cause loss of otherwise healthy teeth. Gum disease is com-
plicated by such factors as poor oral hygiene, family history of gum disease, smoking,
and family history of diabetes. Treatment of gum disease always involves meticulous oral hygiene by an individual as well as removal of bacterial plaque and tartar (hardened, calcified plaque) by a dental professional. Moderate to advanced gum disease usually requires a thorough cleaning of the teeth and teeth roots called "scaling and root planing" and "subgingival curettage." Scaling and root planing is the removal of plaque and tartar from exposed teeth roots while subgingival curettage refers to the removal of the surface of the inflamed layer of gum tissue. Both of these procedures are usually performed under local anesthesia and may be accompanied by the use of oral antibiotics to overcome gum infection or abscess. Follow-up treatment, if necessary, may include various types of gum operations. In advanced gum disease with significant bone destruction and loosening of teeth, teeth splinting or teeth extractions may be necessary. Frequent visits to the dentist are recommended for periodontal maintenance (dental cleanings) and monitoring of the teeth and gums. Call us today! Change your smile Change your Life. Celebrating Valentine’s Day in style HEART SHAPED PANCAKES 2.5 cups of flour A table spoon of baking powder 1 and ¾ cups of milk Half a teaspoon of salt 1/3 cups of brown sugar 1/3 cups of vegetable oil 2 eggs ¼ to ½ cup of powdered sugar Combine together the dry ingredients in a big bowl. Then mix up the wet ingredients in another bowl, then add to the dry ingredients. Stir up the ingredients until everything is well moistened, but the batter may be a bit on the lumpy side, which is totally fine. Heat up a griddle on medium and brush a bit of oil on it or use some cooking spray. You can use cookie cutters to shape your batter or you may want to just use ¼ cup of batter and then shape it into a heart yourself. Cook the pancakes until you start seeing bubbles on top and they start to break. Then turn them and cook for another minute or two on the other
side. Take the pancakes out and sprinkle them with powdered sugar while they are warm. You may want to add some chocolate chips or some blueberries to the batter for a tasty twist on the heart shaped pancakes. PIZZA HEARTS pizza dough that is pre made a couple jars of pizza sauce some type of pizza cheese (8 ounces) slices of pepperoni a large and small heart cookie cutter
The preparation of the pizzas should only take about 15-20 minutes. It sounds harder than it really is. If you want some help, get the kids working too. The pizza dough should be cut with the larger heart shaped cookie cutter. Place the cut out dough on a greased baking sheet. You’ll need to use the smaller cookie cutter to cut out hearts from the pepperoni. This is a great job for the kids to do while you are dealing with the dough. Then you are ready to

Quickly stir it all up to make sure you get it combined before it begins to harden up. Spread out the mixture in a pan that has been buttered. Butter your hands and press in the mixture. Then press the hearts with messages onto the top of the mixture while it is still warm.
Cream shortening; beat in sugar gradually. Add eggs, one at a time; beat well after each addition. Make paste of cocoa and food coloring; add to creamed mixture. Add salt, flour and vanilla alternately with buttermilk, beating well after each addition. Sprinkle soda over vinegar; pour vinegar over batter. Stir until thoroughly mixed. Bake in 3 8-inch pans or 2 9-inch pans for 30 minutes at 350°.
