Charter Review Committee steps up to make city a better place

‘AROUND THE CITY OF CHOICE’

A special thank you goes out to all the Charter Review Committee members and Chair Tony Musto for their hard work and dedication to Good Government! This article is simply a snap shot of their work. I encourage all readers to visit the city web site for the full report and minority report.

HALLANDALE BEACH - Last Wednesday evening at our regular scheduled commission meeting, Hallandale Beach Charter Review Commission presented its final report. Unfortunately, the entire item was not completed since the commission's policy requires a supermajority to continue the meetings past 12 PM. Commissioners Lewy , Vice Mayor Saunders and I were willing to continue working alongside the members that were still present from the charter review committee , but the motion died 3-2. We did get through a substantial portion of their recommendations. Some recommendations were acted upon by the commission and we decided to take no action on others. The charter review process is often misunderstood in the fact that the Charter Review Commission is advisory in nature. They are appointed by the commission and present their report to the commission for action. Their recommendations do not automatically go on the ballot, but are considered by the Commission. This item has been debated many times by charter review committees past and present. The system is established where one deliberative body meets and makes recommendations to the representative body of all the electors in the community. As the representative body, we vote by simple majority to place the matters on the ballot. It's not to say any one of these bodies is smarter, has better ideas, are strong debaters or have the right or wrong opinion. The Charter Review Committee recommended that any proposals that are passed by a super majority of the charter review com-

mittee should be presented without any changes regardless of how the commission views their proposal. This goes back to the fact this committee is advisory and while their body of work is exemplary, it is up to the commission to reach a majority vote to accomplish getting an item on the ballot. The system is in place for very good reason as our charter is much like the Constitution. Many things simply do not belong in the charter and they should be left to legislative and administrative action. The City Commission agreed to take no action on the recommendation of placing recommendations directly on the ballot. It should be noted that there is a process afforded to our residents to put items on the ballot if in fact they feel strongly about a specific issue. This is called referendums by petition. The CRC did make recommendations to amend our petitions are placed on the ballot; however, the City Commission did not have an opportunity to deliberate these issues. We plan to continue on the charter review commission's report at our next regular City Commission meeting scheduled on Wednesday, February 1st. The Charter Review Committee did recommend a form of residential districting for our city. Residential districting has been discussed since the 1980s in our community and has been brought forth by previous charter review committee's but has never reached the ballot. CRC recommended expanding the City Commission from 5 to 7 members. This would allow for three residential districts and three at large Commission-

ers with the Mayor remaining at large. In the unlikely event a situation would arise from a candidate not seeking election in a specific district, top vote getters from the other seats being contested would serve a two-year term in the vacant district. The City Commission took no action on this recommendation. After the lengthy debate, I made a motion to place on the ballot language that was presented before the commission after the last charter review. My motion was seconded by Vice Mayor Saunders but failed on a 3-2. As an alternative to residential districting, Commissioner Alexander Lewy proposed assigning seats to each Commissioner. This would provide anyone running would be required to declare to run for a specific seat. As mentioned by the CRC Chair Musto, this was discussed by the CRC but did not solve any geographical and demographic challenges facing our community. The motion was made by Commissioner Lewy and passed the commission on a 4-1 vote; Ross dissenting. The CRC also recommended a proposal for term limits for only the Mayor, but did not recommend term limits for Commissioners. No action was taken. The other recommendations were to amend how a vacancy in the seat of the Mayor should be filled. Since the Mayor is now directly at large there was never an amendment to the fact that the Vice Mayor automatically fills the vacancy of the Mayor. Should a vacancy occur, the timing may create confusion and this issue needs to be clarified and amended. The City Commission agreed to the recommendations of the CRC to change the procedure on vacancies. The Commission amended their initial recommen-

dation to provide eliminating the second vote of the Mayor and grant each member of the Commission one vote. If an appointment is not made by majority vote of the Commission within 30 days, the selection will be made by lot. Please note that the recommendations that were moved forward by the City Commission will still be brought forward in the form of ordinances during public hearings. The CRC's final report, in addition to a minority report that was filed by Andrew Markoff, a committee member, is available on our city website for all our residents to view. We encourage all our residents to weigh in on these subjects. The city convenes charter review every eight years. As a matter of fact, the CRC recommended that this be a requirement and not simply a wish of a current City Commission. In my next article I will continue to report on the CRC's recommendations and com-

Hollywood Welcomes Barry Universityʼs College of Health Sciences

HOLLYWOOD - The City of Hollywood is now home to a new satellite campus for Barry University and its graduate programs in Biomedical Sciences and Anesthesiology within the College of Health Sciences. The university held a grand opening celebration and ribbon cutting ceremony for the new 10,000 square foot education center on Friday, January 13. Residents, business owners, university staff and students joined Hollywood city officials and staff to mark the official opening of the new school on 21st Avenue in downtown Hollywood. Barry University, the City of Hollywood and the Hollywood Community Redevelopment Agency (CRA) partnered to convert one of the cityʼs former fire stations into an educational facility that now houses classrooms, offices, and a digital lab for students, faculty and staff. The campus also includes a simulation center providing realistic opportunities for nurse anesthesiology students to practice their skills before entering surgery. This is Hollywoodʼs first partnership with an institution of higher education that offers traditional undergraduate, graduate and doctoral degree programs. Barry is the second-largest private, Catholic university in the southeastern United States and was recently named one of “Americaʼs Top Colleges” by Forbes magazine. Discussions to bring

Barry University to Hollywood were initiated by members of the City Commission and now that the campus has opened, Hollywoodʼs downtown is already beginning to see the benefits of increased activity created by the new student population. The project represents an “Eds and Meds” economic development strategy. Federal stimulus dollars provided the seed money for the $1 million transformation of the vacant fire station into an functioning educational facility. The funds will be repaid to the city by the university and the CRA through a 10-year development agreement. As one of Hollywoodʼs newest neighbors, Barry students and faculty will provide the cityʼs residents with community programs that emphasize prevention, wellness and health education. Throughout the year, health seminars and screenings will be offered at the nearby Fred Lippman Multi-Purpose Center at 2030 Polk St. “We want to be part of the Hollywood community,” said Dr. John McFadden, Associate Dean for the College and an

Associate Professor of Anesthesiology. “Not only will our students be learning here, we hope many will live here and enjoy all that Hollywood has to offer.” The anesthesiology masterʼs program is geared toward registered nurses who would like to become nurse anesthetists. The biomedical sciences masterʼs program prepares aspiring doctors for the rigors of medical and dental school. “There continues to be a high demand for health care professionals as we all age and live longer, fuller lives,” said Dr. Pegge Bell, Dean of the College of Health Sciences. not what we all have been used to, but certainly large enough to help the economy. Any weekend at Gulfstream is good, and 60 percent of those on hand, are tourists. Visitors like Andy Morris of Chicago, who left 22 degree weather for 82 in Hallandale Beach. The father of two young sons could not be happier to be in our community. "Shorts, t-shirt, sandals in January - does it get any better?" Morris asked, with a smile on his pale face. "Got here Thursday and will stay for a week. While we have to do some family things, I will be back here at Gulfstream." Morris, a huge sports fan, usually takes the family to Arizona in March for vacation, watching his beloved Cubs in spring training, but it was the lure of weather, beaches, racing and casinos was enough to say South Florida this year. It's overwhelming how many people opt to head in our direction, and that's why destination casinos and entertainment is another positive in keeping our economy flowing. There are many places across the country that have casinos, thoroughbred racing and great weather, but we have a lot more to offer. Being close to beaches and professional sports is another major factor why Las Vegas, Atlantic City and just about any area that has casinos simply cannot match what we have.

HOLLYWOOD NEEDS MORE! Recently I read a story about downtown Hollywood. It talked about most of the businesses along Hollywood Blvd. and Harrison Street being restaurants. That was a concern for many who have not succeeded there in the past. But times have changed, and with events going on at the ArtsPark and in clubs and retail businesses offering so much more, there is more of a balance than ever before. The one thing I have long said about Hollywood and the downtown area is that getting people there has never been a problem. There are enough festivals and other visitordriven events to bring the crowds in. AVENTURA IS PACKED This time of year, getting in and around Aventura is much like any other place. You will have to be patient and understand that traffic is not always a bad thing. The spill-over from Gulfstream, Mardi Gras and other local destinations gives Aventura a major lift. The city os home to one of the nicest and largest malls in the southeast, and the endless choice of restaurants and delis is second to none. Over the next few months - with major tennis, golf and spring training baseball in our area, this is going to be a time to enjoy and continue to adjust.

Downtown Hollywood Full Moon Drum Circle set for Feb. 7

HOLLYWOOD – Hand drummers and percussionists of all ages and skill levels will gather together in Downtown Hollywood on Tues., Feb. 7 for the Full Moon Drum Circle, a monthly community event that has been growing in popularity since it was introduced at the ArtsPark at Young Circle last October. The guided drum circle, which is presented by Resurrection Drums from 7 to 9 p.m., is open to the public at no charge. The last full moon celebration in January attracted more than 150 drummers and spectators, according to Jeffrey Lee, the owner of Hollywood-based Resurrection Drums and the event's emcee. "People absolutely love it," Lee said. "It's a fun thing and the kids have a good time." The main objective of a drum circle is to share rhythm among a united group of participants who express it in a collective voice. In a guided drum circle, a facilitator leads the group and is responsible for maintaining the focus on the rhythms. Facilitating the Full Moon Drum Circle are Evan Kline, a professional drummer and hand drum instructor, and Adrian Jones, a music teacher at Hollywood Academy of Arts & Science charter school. Rhythms are a universal language, shared by people of all cultures throughout history, and drumming has always been at the center of celebrations and rituals that include births, deaths, weddings, war and peace. The drum circle is "really about people getting back to their roots," Lee said. "Drumming was one of the first actions man took to communicate. It's the mother of all tongues." But it wasnʼt until about 10 years ago that hand drumming started attaining popularity among modern-day Americans, Lee added. "We realized that drumming is really cool, and it's a great stress reliever," he said. "And with the Full Moon Drum Circle, we've opened up drumming to anybody who can walk and talk and just show up with their drum." The next Full Moon Drum Circle will be held from 7 to 9 p.m. Tues., Feb. 7 in the ArtsPark at Young Circle, at Hollywood Boulevard and U.S. 1. Anyone interested in participating is welcome to bring a hand drum or percussion instrument and meet in the Palm Court area on the west side of the park. Hallandale Beach Fire Rescue Places 1st in National ALS Competition

The 2012 National ALS/BLS Team Competition was held during Fire Rescue East at the Ocean Center in Daytona Beach, Florida January 19 & 20, 2012. Hallandale Beach Fire Rescueʼs ALS Team, which consists of Driver Engineer Yvette DeLaTorre, Firefighter/Paramedic Jo Shapins, Firefighter/Paramedic Saray Zambrano, and Firefighter/Paramedic Sasha Elmore-Hackett, placed in the finals over other fire-rescue teams from around the country during the first rounds and quickly advanced to the finals on Friday, January 20th; where they took first place overall. The team had minutes to sort through a series of events that led to tough choices; based on their knowledge and skill they were successful in providing the proper treatment of a critical condition. Recently, the team won 3rd place (just this past July) at the Bill Shearer International Basic and Advanced Life Support Competition which was held at the national Clinical Conference, better known as ClinCon, in Orlando, Florida. Q: Doesn't my body make all of the omega-3s needed to help maintain a strong heart? A: Many experts have indicated that the omega-3 fatty acids DHA and EPA are essential nutrients due to the limited ability of our body to make enough of them and because of their beneficial health effects. That's why we must get these nutrients from the foods we eat and supplements. The main dietary source of DHA and EPA is cold-water fish, such as salmon. The perfect time of year to treat your fellow fans to something delicious ORANGE-GLAZED CHICKEN WINGS 1 cup(s) fresh orange juice (from about 2 oranges) 2 tablespoon(s) grated orange zest (from about 3 oranges) 6 cloves garlic, minced 1/4 cup(s) soy sauce 1 tablespoon(s) brown sugar 1 1/2 teaspoon(s) salt 1/2 teaspoon(s) freshground black pepper 4 pound(s) chicken wings 1. Heat the oven to 400°F. In a large bowl, combine the orange juice with the orange zest, garlic, soy sauce, brown sugar, salt, and pepper. Add the chicken wings and toss to coat. 2. On two large baking sheets, arrange the wings in a single layer. Reserve 1/4 cup of the orange mixture and spoon the rest of the mixture over the wings. Bake for 20 minutes. Turn the wings over and baste them with the reserved orange mixture. Cook until just done, about 10 minutes longer. 3. Menu Suggestion:

Serve this finger food with a vegetable that you can also eat with your hands, such as strips of raw fennel or jicama. 4. Test-Kitchen Tip: When you grate the orange zest, remove only the orange layer of the skin, leaving the bitter white pith behind. 5. Wine Recommendation: Sweet, salty and hot, this dish really needs a wine with good acidity, moderate alcohol and just a touch of sweetness. Look for a low-alcohol German kabinett riesling or a semi-dry riesling from the Finger Lakes region of New York.

TOMATILLOPOBLANO GUACAMOLE 1 large poblano chile 4 medium tomatillos, husked 1 small onion, minced 1 clove(s) garlic, minced 1/4 cup(s) chopped cilantro, plus 1 tablespoon leaves for garnish 1 tablespoon(s) fresh lime juice 3 Hass avocados, diced

1. Preheat the broiler. Put the poblano on a baking sheet and broil as close to the heat source as possible, turning once, until charred all over, about 4 minutes. Transfer the poblano to a small bowl, cover tightly with plastic wrap and let stand for 5 minutes. Rub the skin off of the chile with a paper towel and discard the stem and seeds. Cut the poblano into 1/4-inch dice. Transfer all but 1 tablespoon to a medium bowl. 2. In a metal baking pan, broil the tomatillos, turning once, until lightly browned, about 3 minutes. Transfer the tomatillos to a food processor and puree. 3. Add the tomatillo puree to the diced poblano along with the onion, garlic, chopped cilantro, lime juice and half of the avocado; mash well with a fork. Add the remaining avocado and mash lightly. Season with salt and pepper. Transfer the

guacamole to a serving bowl and top with the reserved 1 tablespoon of diced poblano and the cilantro leaves. Serve right away with baked tortilla chips.

1. Whisk oil, vinegar, garlic, paprika, cumin, and pepper flakes in a medium bowl; add sausage and shrimp, tossing to coat. Let marinate 20 minutes at room temperature. 2. Drain pork and shrimp, reserving marinade. Thread scallions, shrimp, sage leaves, sausage, and bell pepper pieces alternately onto 12-inch skewers. Season skewers with salt. 3. Grill over mediumhigh heat, turning skewers and basting with reserved marinade, 6 minutes, or until shrimp are just cooked through. Serve with yellow rice.

CITY OF HALLANDALE BEACH SENIOR CHAMPIONSHIPS – 2012

One of the most anticipated events of the new year will take place around Hallandale Beach from Monday, March 12th through an awards ceremony on Monday March 19th. Welcome to the 2012 City of Hallandale Beach Senior Championships. The week-long event, which will test skill, and of course luck in everything from poker to tennis to basketball shooting. If you are a Hallandale Beach resident and are 55 years and older, this is something you simply cannot miss. Here is a rundown of daily events: MONDAY, MARCH 12th • Poker Tournament, Mardi Gras Casino, 831 N. Federal Highway (12-2 p.m.). Cost: $5. (Minimum 30/Maximum 60 registrants).

• Bowling Tournament, Holiday Lanes Bowling Center, 106 E. Pembroke Road. (4-6 p.m.). Cost: $5. Include two games, plus shoes – men and women. Total pins. No handicap. (Minumum 15/Maximum 30 registrants). • Table Tennis, Cultural Community Center, 410 S.E. 3rd Street. (10 a.m.). Cost: $5. Singles

Free Christmas Tree Curbside Pick-up

The City of Hallandale Beach will be doing a free Christmas tree curbside collection service for all residents of the city. The service will continue every Thursday until February 24, 2012. To have your tree picked up you need to remove all the ornaments and the base and set it on the curb. After February 24, 2012, trees can be dropped off on Saturdays between the hours of 8:00 AM to 12:00 PM. Location for drop off is 630 NW 3rd Street. Proof of residency will be required. Please contact the Sanitation Division at 954-457-1616 with any questions.

Fire Hydrant Flushing

Hallandale Beach Fire Rescue will be flushing fire hydrants in the Northeast section of the City in January. This process is necessary to ensure, for your safety, there is adequate water pressure and flow in the event of a fire. Flushing the hydrants may temporarily cause an orange tint to your water. This in no way indicates any contamination of the water but may cause discoloration in your wash and is only a temporary condition. During this period, please open your faucets and check for discolored water. Should the water continue to run discoloration longer than five to ten minutes please contact the Water Department at (954) 457-1632.
