A 2016 article in The Atlantic showed that Florida’s current path of an increased minimum wage is inextricably linked to a reduction in crime rates. The idea that there is a clear link between increasing the minimum wage and decreasing crime isn’t new. Under a new mandate coming into effect later this week, Florida is about to put that theory into practice. Florida’s minimum hourly wage will inch up to $8.65 on January 1st, an increase of nine cents per hour. But on September 30th, 2021, it will jump substantially to $10. The minimum wage then will increase by $1 each year until it reaches $15 an hour on the last day of September, 2026. Seeing this as an opportunity for growth and expansion, CAS decided to hire new Staff members to strengthen the already amazing Seminary Program and its wonderful staff of teachers and administration. As COVID-19 Vaccines roll out, there have been plenty of glitches. For the past months, we have been hearing that the State Health Department is ready. Broward DOH boasted that they had received awards and became a model for the handling of the SARS Vaccine distribution. The Mayors group in Broward have been asking for their plan for over three weeks. On our last call, it was made clear by our County Mayor, that they had no plan, nor had the DOH given them any information. We now know that the Vaccines were distributed by the hospital. Of the shipments they
received, Memorial kept half and then distributed the rest to other area hospitals. They were gone almost instantly. These vaccines were the Pfizer brand that needed to be frozen. They started making appointments, the system crashed and then they were taking calls to schedule the second shot. While this occurred, the other two Vaccines: Moderna and Aztra Zeneca Vaccines were released. The effectiveness of all the Vaccines is well over the percent of 50% that had been reported under the FDA emergency rules. Pfizer and Moderna both have a 95% effective rate, while AstraZeneca reported

Chabad Gets Permits for New Center in Highland Lakes After 9 years of dealing with red tape, Chabad Chayil finally got the full set of permits to build a new state of the art center in the Highland Lakes section of North Miami. Chabad Chayil was founded in the late eighties by the legendary Rabbi Dovid Bryn of blessed memory, at the directive of The Lubavitcher Rebbe, to service the local Jewish community with meaningful programming, for adults, teens and children. Before Rabbi Bryn passed away, he brought Rabbi Moishe Kievman down to cover for him and run his growing operation. Since Rabbi Bryn’s passing in 2002 from marfan syndrome, Rabbi Kievman and his wife, Layah, have kept Chabad Chayil going and expanded its services with innovative programming.
At first Chabad Chayil ran out of the California Club Mall. It was known as California Club Shul Chabad Chayil. It then rented several spaces, until it was able to purchase its first house on the corner of NE 26th Ave & 211 Ter. Although the space was tight from day one, it took several years until they were able to purchase the neighboring house and expand the Shul into it, and make more room for its growing afterschool programs. The new building will sit on 5 lots, in which there were 4 houses. Moving to a temporary location is already on the way, and demolition for the houses is scheduled for late January of 2021. Before taking the plans before the zoning board, the rabbi presented the project to the community and addressed any issues
that were brought up. Although some were skeptical, when the plans did finally come before the zoning commission, it passed unanimously. Many people came, but not one person had any concerns. “This project is a win win for everyone” said Rabbi Kievman who has been running Chabad Chayil now for more than 19 years. “It will beautify the neighborhood, create a safe place for our children, servicing their after school needs, and bring quality programs for children, teens and adults”. He explained that while one of the main concerns is always traffic, this will actually help alleviate the traffic issue, as it will stagger school pickup and allow parents to bring their children to a preschool closer to home. A third site will open at Markham Park & Target Range in Sunrise on Tuesday, a fourth on Friday at Central Broward Park & Broward County Stadium in Lauderhill. Up to 500 new seniors per day, per site, can be vaccinated at these sites, which are run by Florida Department of Health in Broward (DOHBroward). The number of vaccination sites will expand as Vaccine supply increases. 2. A fifth site, the former Holiday Park/War Memorial test collection site in Fort Lauderdale is temporarily closed and will reopen as a vaccination site on Thursday, January 7th, 2021. 3. An appointment is required for all vaccination sites. Thus far, DOH-Broward has provided 26,465 Vaccination appointments to individuals age 65+. All DOHBroward appointments available are filled at this time. COVID-19 Resources and Assistance for Businesses and Employees With 2021 here and 2020 behind us we all hope for a brighter year ahead, but many businesses and employees are still hurting from the lockdowns and restrictions. What is being done? What assistance is still available? Here are some resources that might benefit you. The U.S. House of Representatives last Monday voted to pass a bill to increase the $600 stimulus checks to $2,000, with 275 members voting for the bill and 134 voting against it. The bill received the needed two-thirds majority of the members voting to pass in the House. While the federal government toils over this issue there are still many resources available for businesses and employees impacted by COVID-19. Here are few that are currently available that you can review and apply for today. The Miami-Dade RISE Loan Program Loan program is open to Miami-Dade County businesses impacted by COVID-19. The maximum loan amount a business can receive is $30,000. To be eligible, a business must operate within Miami-Dade County, be in operation for a minimum of 2 years, have gross sales of less than $2 Million and have 25 or fewer employees or independent contractors. Miami-Dade County Small Business Assistance Forgivable Loan Program Miami-Dade County has implemented a relief program in response to the impacts on small businesses brought on by the COVID-19 outbreak. Approved by the Board of County Commissioners, the $5 million Small Business Assistance Forgivable Loan Program (SBAFLP) utilizes United States Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds allocated through the Federal Coronavirus Aid Relief and Economic Security Act (CARES Act).

Small Business Administration (SBA) Economic Injury Disaster Loan The Small Business Administration (SBA) Economic Injury Disaster Loan (EIDL) Program is available to small businesses and nonprofits that have been severely impacted by COVID-19. can provide vital economic support to help overcome the temporary loss of revenue during this time. South Florida Regional Planning Council Loan Programs The South Florida Regional Planning Council (SFRPC) has secured funds from the U.S. Department of Commerce Economic Development Administration (EDA) to capitalize a small business revolving loan fund (CARES Revolving Loan Program) for businesses adversely impacted by COVID19. These funds, provided pursuant to the March 2020 Coronavirus Aid Relief and Economic Security Act (CARES Act), will be administered by the SFRPC through its Revolving Loan Fund CARES Act Program. Small businesses, sole proprietors and 501c3 organizations located within Monroe, MiamiDade, Broward & Palm Beach counties are eligible to apply. The RLF CARES Act Program is a long-term financing program to help stabilize existing businesses impacted by COVID-19. RFL CARES Act Program funds CAN be combined with: • Economic Injury Disaster Loans (EIDL) • Paycheck Protection Program (PPP) or • the State of Florida Bridge Loan Program Personal guaranties and collateral are required. RLF CARES

Small Business Revolving Loan Program The SFRPC knows that the best economic development plan for the region is to support entrepreneurs and their businesses so that they can create jobs and opportunity for South Florida’s residents. You must complete the SFRPC-RLF application; provide a business plan, business and personal financial statements, tax returns, and appraisals for equipment, land and other business assets. Hotel Worker Relief Program Hotel employees who have been furloughed or lost their jobs due to the COVID-19 pandemic can now apply for admission into this program. This program, developed in partnership with Miami Dade College (MDC) and the Greater Miami and Beaches Hotel Association (GMBHA), provides financial support and professional training to hospitality workers impacted by the COVID19 pandemic. Up to 2,500 eligible hospitality workers will receive financial
compensation in the amount of $1,000 for successfully completing a hotel training workshop. Overall, 2020 has been a good year for proponents and beneficiaries of a rising minimum wage. Twenty-one states began 2020 with higher minimum wages. Alaska, Florida, Minnesota, Montana, Ohio, South Dakota, and Vermont did a simple cost of living increase, while Arizona, Arkansas, California, Colorado, Illinois, Maine, Maryland, Massachusetts, Michigan, Missouri, New Jersey, New Mexico, New York, and Washington increased their rates pursuant to legislation. 2021 brings more of the same. With Florida taking a leading role nationwide. John P. Lawlor, a Partner in the Florida law firm Lawlor, White & Murphey, LLP, also sees a significant practical benefit of the $15 minimum wage for Florida: “At LWM we’ve felt a $15.00 minimum wage has many benefits for our employees and the community. Several years ago we instituted a $15.00 dollar an hour minimum for all employees. It’s really helped employee morale and retention.” Yet Florida is not the only state phasing in a $15 per hour minimum wage, as the following states have also approved $15 an hour minimum wage increases: California, Connecticut, Illinois, Maryland, Massachusetts, New Jersey, New York, Virginia and Washington, D.C. One thing worth pointing out is that in only a very small number of jurisdictions is
the minimum wage currently $15 an hour. The National Conference of State Legislatures has an excellent database that lists each state’s minimum wage and much more. Washington, D.C.’s and New York City’s $15 (New York State is $11.80) per hour minimum wage is the highest in the country, followed by Washington State and California at $13.69 per hour and $14 per hour (for businesses with more than 26 employees), respectively. In fact, as of this Friday, Emeryville, California, will have the highest minimum wage in the nation, at $16.84 per hour. As an interesting aside, the cost of living in Emeryville is 43% less than in San Francisco, where the minimum wage is, as of July 1, 2020, $16.07 per hour. While there are many proponents of increasing the minimum wage across the country, there are others who believe that the net effect is negative. They argue that especially after having been hit so hard by COVID-19, businesses can’t afford to pay their workers more. They fear that many businesses, especially small local ones, will have to fire workers or permanently close, with the increased minimum wage the last straw after the virus. Few of the legal and political positions against increasing the minimum wage come with a cogent argument that there is no correlation between increasing the minimum wage and the reduction of crime. As many states have already passed legislation ensuring greater earning power for the most vulnerable of workers, more studies are surely ahead that will either solidify or begin to break down this link. Hallandale Beach Helping Businesses Survive The CRA Votes To Forgive $500,000 In Coronavirus Related Business Assistance Loans In April of 2020, as the COVID-19 virus raged across the nation, and cities and businesses shut down due to various lockdown orders, the City of Hallandale Beach Community Redevelopment Agency (HBCRA) created the $500,000 Coronavirus Small Business Sustainability and Recovery Loan Program for businesses within the Community Redevelopment Area (CRA). The program was comprised of two separate loans: The Business Employment Bridge Loan, which provided a potentially forgivable bridge loan in the amount of $50,000 to businesses in order for them to maintain and/or rehire at risk employees, and The Emergency Business Cash Infusion Loan, which provided a $15,000 loan for businesses.
With the specter of a collapse of the City’s local economy in mind, and a possible increase in slum and blighted conditions, the HBCRA’s small business assistance loan programs were designed to work in conjunction with the Federal Governments CARES Act Program, and other economic disaster related programming, as well as the State of Florida’s economic disaster related programming. The HBCRA received approximately 70 applications for funding, and after an in-depth application process, approved 24 loans.
In Fall of 2020, the City of Hallandale Beach, through Broward County acting as an intermediary, received an allocation of funding from the CARES Act, which could be used to reimburse the HBCRA for the funds spent working to provide loans to save its local businesses. It was determined that through the CARES Act funding, approximately 17 businesses
were eligible to receive full loan forgiveness. This amounted to $234,000. However, loans received by the seven remaining businesses that did not qualify for the CARES funding reimbursement program are also being forgiven by the HBCRA Board of Directors based on the recommendation of the Executive Director, Dr. Jeremy Earle. The forgiveness of the loans came at an opportune time for the businesses, as many of their loans were coming due for repayment, and many had already asked for extensions on making payments, because they
were still in serious financial distress due to the pandemic. “We are happy that our agency was able to step in an provide the emergency financial assistance our businesses so desperately needed at the start of the pandemic. This collaboration with Broward County takes it a step further by alleviating the burden of loan repayment from our businesses. $2.5 MILLION IN RELIEF FUNDING CARES Act Funding to Support Arts Jobs and Sustain Arts Organizations The Broward Cultural Division, working with local arts leaders, is distributing more than $2.5 million in additional CARES Act (Coronavirus Aid, Relief, and Economical Security) funding to nonprofit arts organizations in Broward County. The funding will help preserve jobs and support organizations forced to limit operations due to the pandemic. Grants are being distributed to existing Cultural Division grantees, reimbursing expenses incurred prior to December 9. In May, Broward Cultural Division also provided $428,000 in financial assistance to 38 Broward-based non-profit cultural organizations impacted
by the COVID-19 crisis via onetime supplemental grants from its Broward Arts Relief Fund, bringing the Division’s total COVID relief funding to more than $3 million. The funding secured for this initial lifeline was made possible with sales proceeds from the Florida Arts License Plate Program. After first covering public health costs, the Broward County Board of County Commissioners, led by arts advocate and Broward Cultural Council member, Mayor Steve Geller, approved the CARES Act allocation for arts and culture nonprofit organizations. “This funding came at a
crucial time for not only the organizations and institutions but for the County’s tourism industry as well. The arts and culture sector is an essential component for our community’s public health and for our local economy,” said Mayor Steve Geller. “People look at support for arts and culture as an optional luxury, but it is so much more than that. This significant allocation solidifies the County’s ongoing support of the impact of arts and culture in our community.” Throughout this year, Broward Cultural Division worked with Mayor Geller as well as with local arts leaders who included NSU
