EU proposes ‘automatic’ distribution of asylum-seekers B

ELOW are the main points of the proposal, which would help ease the burden on frontline countries like Greece and Italy, and require the backing of the majority of the 28 member states as well as the European Parliament. n Depending on the number of asylum seekers in the European Union, each country would be assigned a “fair share”, based on the size of its population and economy. Should it face arrivals exceeding 1.5 times the fair share, automatic relocation would start to other EU states until it drops again.

Countries already accommodating their entire calculated share of asylum-seekers would not be assigned new applicants.

Direct resettlement of refugees from outside the bloc would be considered in devising the “fair share” number, a bid to promote smaller-scale legal migration and discourage mass inflows via smuggling routes.

Asylum-seekers would be moved to countries hosting fewer people than they are due and the automatic distribution system could be corrected to safeguard protection of unaccompanied minors and the right to family reunification. n Countries could exempt themselves from relocation for one year at a time if they pay 250,000euros (£198,254) per refugee they would otherwise need to take in to the

n To deter the widespread practise that has seen refugees and migrants heading towards wealthier EU states or those with more generous benefits, sanctions would be imposed on people who do not file for asylum in the first EU country they reach, or move elsewhere while their claim is processed.

Asylum-seekers would be entitled to aid only in the country that is designated to consider their application. n There would be a more robust European Union Agency for Asylum tasked with working out the share of asylum seekers for each EU state and running the relocation mechanism. n More data would be collected and stored in the Eurodac, the EU’s fingerprint database of asylum seekers, to help identification and ease deportations of third-country nationals who got to the bloc irregularly or are not seeking protection.

Britons will vote in a referendum on June 23 on whether to leave the 28-member EU, a decision with trade, investment, defence and political ramifications that stretch far beyond Britain’s borders. Britons are evenly split over whether the country should stay or go, opinion polls indicate.

British Ambassador Simon Manley adds: “I know there is a huge amount of interest among Brits in Spain in the EU Referendum. Almost 100,000 people with Spanish IP addresses have so far visited the government webpage where you can register to vote.

“Ultimately, it is for the British people to decide whether we should remain in or leave the European Union, but, whatever they think on the issue, I would appeal to my

fellow Brits in Spain not to miss the chance to have their say in this once-in-a-generation referendum.”

Worldwide, more than 140,000 Brits living overseas have now completed the voter registration process since the start of the year. But nearly half of British expats in Spain who are eligible to vote in the UK still remain unaware that they can go online to register to vote, according to a survey by expat website AngloInfo, carried out for the Electoral Commission.

Turkey refuses to change terrorism law TURKEY has refused to make changes to its anti-terrorism laws demanded by Brussels, hardening Ankara’s position in a stand-off with the bloc over dealing with militants, migrants and travel.

EU officials and rights groups have accused Turkey of using the broad anti-terror legislation to crush all dissent - though Ankara says it needs the laws to battle Kurdish militants at home and Islamic State in neighbouring Iraq and Syria.

The EU said last week that Turkey still had to change some laws, including narrowing its legal definition of terrorism, to secure visa-free travel for its citizens - part of a wide-ranging deal to secure Turkish help in reducing the flow of migrants into Europe.

But Ankara’s minister for EU affairs, Volkan Bozkir, told broadcaster NTV that there had been no deal to change the terrorism laws in exchange for visafree travel, and said the legislation already met EU standards. “It is not possible for us to accept any changes to the counter-terrorism law,” Bozkir said.

Turkish President Tayyip Erdogan told the European Union on Friday that Turkey would not make the changes, declaring: “we’re going our way, you go yours”.

Wednesday’s repeated refusal, and assertion that there had never been a reciprocal deal over the laws, will likely alarm EU officials already worried by the departure of Prime Minister Ahmet Davutoglu, seen as a more flexible negotiating partner.

One Erdogan adviser and a member of parliament for the ruling AK Party, Burhan Kuzu, tweeted late on Tuesday: “The European Parliament will discuss the report that will open Europe visafree for Turkish citizens. If the wrong decision is taken, we will send the refugees.”

Europe is counting on Turkey to maintain the migration deal that has helped to sharply reduce the flow of refugees and migrants via Turkish shores. More than a million people used the route to reach Greece and Italy last year.

EU’s highest court upholds restrictive new law on cigarettes The European Union’s highest court has upheld a tough EU law that will standardise cigarette packs, ban menthol flavouring and restrict e-cigarette advertising, paving the way for its adoption this month and dealing a blow to Big Tobacco

HE European Court of Justice’s rejection of a legal challenge brought

by Philip Morris International and British American Tobacco (BAT) could weigh on profits for the industry and sets a precedent for other governments to crack down on a habit that causes nearly six million deaths a year worldwide.

“The court finds that, in providing that each unit packet and the outside packaging must carry health warnings ... the EU legislature did not go beyond the limits of what is appropriate and necessary,” the court said in its decision, which reflected the opinion a court adviser had published in December.

by Japan Tobacco International and Imperial Brands can now be taken no further and the Tobacco Products Directive (TPD) will take effect on 20 May, though wholesalers and retailers will be given a year’s grace to sell stocks manufactured before that date.

The TPD will ban menthol cigarettes by 2020, standardise packs and impose rules on e-cigarettes, such as limits on nicotine strength, tank size and advertising.

The court also said that member states may introduce further packaging requirements, such as the “plain packaging” measures proposed in Britain, France and Ireland.

These regulations, aimed at reducing the lure of smoking by forcing tobacco to be sold in uniformly drab packs with no branding.

Japan Tobacco International, a leading player with brands such as Benson & Hedges and Camel, said the ruling “endorses the proliferation of different regulations for the same product” and “brings additional confusion”.

SUPPORT Shares of BAT and Imperial, the two big tobacco firms were each down by about 1 percent following the courts announcement.

Imperial also reported weaker than expected sales volume on Wednesday.

Imperial Chief Executive Alison Cooper told reporters that the new rules would affect different European markets to varying degrees and could lead to an increase in illicit trade.

“Our view on this is that clearly consumers will be making some different choices given some of the changes in the market,” Cooper said, adding that Imperial had budgeted tens of millions of pounds for implementation.

The impact of TPD remains unclear because of limited precedent. When it comes to plain packaging, only Australia serves as an example.

In the year after implementation in Australia in December 2012 sales of mainstream

and premium brands fell, but value brands rose, suggesting that smokers traded down to cheaper alternatives. Yet there was a significant increase in tobacco tax at the same time, so it’s hard to isolate the impact of the switch to plain packaging.

Morningstar analyst Philip Gorham said that margins will be at risk in the UK, with potentially lower sales growth if pricing power is undermined.

Wells Fargo analyst Bonnie Herzog said the development was disappointing for the industry but called it a manageable risk. She recommends owning shares of Philip Morris.

On plain packaging, Herzog said that the failure of the Australian law to bring any dramatic reduction in smoking suggests that the move in Britain “will result in more ‘headline’ than actual risk”.

A NATIONAL TREASURE Sir David Attenborough at 90 The mesmerising storyteller of the natural world - Author Rob Young

S

IR David Attenborough was 90 years old last week. As a child in the 1970s and 1980s his series were my most eagerly-awaited TV programmes. At school my friends and I discussed Life on Earth and The Trials of Life the way kids today discuss soap operas. We marvelled at the images, but we were hooked by the stories.

The art of a brilliant wildlife documentary is in the storytelling, and Attenborough is the supreme narrator. When I was a child, his wildlife documentaries had more than 20m British viewers, figures Simon Cowell can only dream of. His shows were broadcast in the USSR and China, even during the cold war. At the time, he may have been the most recognised person in the world.

Of course, as a young undergraduate biologist he was my idol. I remember once filling in a competition form that asked which living person would you most to like have dinner with. I answered Sir David.

I didn’t win that competition, but I did have dinner with him many years later, when I worked on the filming of the Life of Mammals in Brazil. The three days I spent with Sir David showed him to be a humble, empathetic and educated person.

The overriding memory I have is of him sitting reading scientific papers in a deckchair, in

the field, waiting to film. Mistakenly I believed that the great Sir David Attenborough had research assistants who wrote his script and provided him with information. But then he is not really a presenter acting on camera, but rather a wildlife enthusiast sharing his authentic wonderment with the viewing public.

SPONTANEITY In modern, celebrity-driven TV, image is everything. Presenter’s parade in front of the cameras like gaudy peacocks: all show and no substance. They may not be reading from a teleprompter, but the lack of spontaneity in their words makes many of them sound as sincere as a second-hand car salesman. Then there is Sir David, he looks unremarkable, like everyone’s favourite old uncle or grandfather, but his talent is extraordinary.

It is easy to tell a story about the rock stars of the animal world: tigers, polar bears or giant pandas. But what makes Sir David a great storyteller is his ability to make the humble British dormouse as interesting as a mountain gorilla. It may not come and sit on him, but it nonetheless has a life less ordinary. Conveying the magic in the lives of apparently mundane creatures is a rare gift.

I suspect the global appeal of wildlife TV is that all humans share with animals the

struggles to find shelter, food, a mate and to rear their offspring. In documentaries of the animal world we see that our everyday existence is worthy of attention, even if we are only celebrities in the eyes of those who know the tale of our existence. Thus, the chronicling of animal lives is very much like the soap opera of our own existence.

But animal lives are more timeless, free from fashion, which means Sir David’s back catalogue will always be interesting unlike

old episodes of soap operas.

If it were not for Sir David’s mesmeric storytelling I would probably have become an accountant. ERE we take a look at comments ranging from institutions such as the International Monetary Fund to China’s premier.

It will be up to British voters on June 23 to decide whether the country stays in the European Union, but international bodies and foreign leaders have joined the debate, mostly to urge the country not to the leave the bloc.

U.S. PRESIDENT BARACK OBAMA Obama told Britain on April 22 that it would go to “the back of the queue” for trade talks with Washington if it left the EU. He combined the blunt warning with praise for Britain’s influence within the 28-nation bloc, something Washington considered important to its own interests.

U.S. Democratic presidential front-runner Hillary Clinton also wants Britain to stay in the EU. U.S. REPUBLICAN PRESIDENTIAL CANDIDATE DONALD TRUMP The Republican front-runner for the White House said on March 24 that Britons would probably decide to leave the EU because of concerns about high levels of migration.

“With the craziness that is going on with the migration, with people pouring in all over the place, I think that Britain will end up separating from the EU,” he said.

GERMAN FINANCE MINISTER WOLFGANG SCHAEUBLE Schaeuble said on March 3 it would be extremely difficult or even impossible for Britain to negotiate a “special deal” on trade with the EU if it left the bloc. “Imagine the negotiations that would have to take place after a Brexit decision. For the years to come all this bureaucratic stuff. Good luck!” he said.

FRENCH ECONOMY MINISTER EMMANUEL MACRON Macron said on April 15 that Britain would need to continue to pay into the EU budget if it wished to continue with tariff-free access to the bloc’s single market after a Brexit.

“Those who pretend that pass-porting will be preserved exactly following the same rules without any contribution to the budget, are making a big, a big mistake,” Macron added.

INTERNATIONAL MONETARY FUND The global economy watchdog made an unusual incursion into a national political issue on April 12 when it said a Brexit could “do severe regional and global damage by disrupting established trading relationships.”

ORGANISATION FOR ECONOMIC CO-OPERATION AND DEVELOPMENT The OECD said Britons would face a “Brexit tax” if they left the EU, equivalent to a month’s salary by 2020, given the likely hit to the

economy. Its secretary general urged Britons to think carefully about how they would fare outside the 28-country bloc. “Britain, look at yourself in the mirror, naked. Do you like what you see? Mostly I hope you come out saying: not too much,” Angel Gurria said.

DALLAS FEDERAL RESERVE PRESIDENT ROBERT KAPLAN Kaplan told reporters in London that uncertainty about Brexit could affect whether the Fed raised rates for the first time since December at its June 15 meeting.

He said: “There is no question that if it were to occur, it would open up potential tail risk, including the sudden or rapid depreciation of the currency which might in fact have ripple effects in other countries.”

U.S. firm to turn Britain’s red phone boxes into mini-offices A

least 10,000 members by the end of this year.

Though their original purpose has all but disappeared with the advent of mobile phones, the classic red phone box, designed in the 1920s, was voted the greatest British design of all time in a survey last year.

Bar Works has leased 15 of BT Group Plc’s old phone boxes in cities such as London and Edinburgh and plans to launch the first of them in about eight weeks.

“The red boxes were actually put in for convenience,” said Black, “so naturally they all hold very high-profile locations.”

Bar Works, which recently raised $1.5 million (£1 million) in a funding round, also plans by 2017 to open four or five larger premises in Britain.

Globally, the market for flexible workspace is dominated by Regus Plc and New York Citybased WeWork.

Regus, which rents out meeting rooms, business lounges and office space, on Tuesday reported revenue of 532.5 million pounds for the quarter ended March, an increase of about 18 percent.

FORMER venture capitalist is planning to restore the former glory of Britain’s famous red telephone boxes by turning some of them into mini-offices for on-the-go workers.

HE British government has ordered an investigation into the circumstances surrounding department store retailer BHS’s collapse into administration last week.

Business Secretary Sajid Javid has instructed the Insolvency Service to fast-track its inquiry, which will also specifically consider the extent to which the conduct of the directors of BHS led to its insolvency.

BHS was placed into administration, a form of creditor protection, by owner Retail Acquisitions on April 25, putting the 88-year-old retailer at risk of disappearing from British shopping streets and putting 11,000 jobs at risk. BHS is already under investigation by Britain’s pensions regulator and British lawmakers, and both the crossparty Work and Pensions Committee and the Business, Innovation and Skills Committee have launched inquiries.

A spokeswoman for the Work and Pensions Committee said former BHS owner Philip Green, the billionaire retailer, has agreed to appear before the lawmaker committees.

“I have asked the Insolvency Service to bring forward its investigation rather than wait three months for the administrators to report before launching their inquiry,” Javid said.

RITISH support for staying in the European Union is split 5050 according to an opinion poll published by research firm ORB which also suggested U.S. President Obama has not won over many voters with his call for the country not to leave the bloc.

SHIFT The online poll of 2,082 people, carried out last week for the Independent newspaper, showed the balance shifting slightly towards the “Leave” campaign when accounting for the likelihood of respondents to actually vote in the referendum in June.

That weighting gave the “Out” campaign 51 percent of the vote against 49 percent for “In,” ORB said.

Britons will vote on June 23 on whether to end the country’s 43-year membership of the bloc. Many opinion polls have shown the

outcome is too close to call.

Supporters of the “In” campaign, which has been led by Prime Minister David Cameron, had hoped that support from by President Obama, during a visit to London last week, for Britain to stay in the EU would help their cause.

Obama stressed the importance for Washington of Britain remaining an influence in the bloc, but he also warned that the country would go “to the back of the queue” for trade talks with Washington if it left the EU. ORB said 66 percent of respondents disagreed when asked if Obama’s comments made them more likely to vote to stay in the EU compared with 23 percent who agreed.

A spokesman for ORB said the overall, unadjusted 50-50 percent split in voting intentions compared with a 51-49 percent advantage for “In” found in an online poll by the firm in March.

Behind a start line in a field in southern England, a group of drivers rev their engines, raring to open the throttle on noisy machines more used to cutting grass than racing across it.

For a few dedicated motor sport lovers, Sunday marked the start of the British lawnmower racing season, in which participants drive laps around a track in slightly souped-up sit-down mowers with the blades removed.

The championship, dreamt up in a countryside pub in 1973, runs from May to October and features three categories: roller-driven mowers; wheel-driven mowers and wheel-driven lawn tractors.

“It’s a little unusual, it’s not like jumping in a car and turning the wheel and peddles and gears,” said Dean Fuller, British Champion on the wheel-driven variety, at the season’s first meeting in Surrey.

“You have got to learn how you lean, how you brake, the different types of surfaces ... So it really does take three or four years before you get the hang of (it).”

UK voters fear Scottish independence more than leaving EU – poll

RITONS are more worried about the prospect of Scotland gaining independence than of the United Kingdom leaving the European Union, a recent poll published found.

A BMG poll in Scotland’s Herald newspaper found that 68 percent of voters cited Scottish secession from the United Kingdom as their least preferred option when compared to Britain leaving the EU, which got 32 percent backing.

The survey canvassed 1,512 people across the UK between April 21 and 26.

The Scottish National Party, which easily won elections for Scotland’s devolved parliament, has pledged another independence vote if Scotland is forced out of the EU “against its will” through a referendum on Britain’s membership of the bloc on June 23.

Scots voted 55-45 percent against independence in a referendum in 2014, but the SNP then took all but three of Scotland’s 59 seats at the Westminster parliament in a British election in 2015.

The number of Britons who want to stay in the European Union has risen over the past four weeks, an online poll by market research company Opinium Research for the Observer newspaper showed on Saturday.

Sturgeon ‘reasonably confident’ SCOTTISH First Minister Nicola Sturgeon has announced that she is “reasonably confident” Scotland will vote to remain in the European Union in next month’s referendum.

All five parties in Scotland’s devolved parliament support British membership of the European Union, arguing that important trade and political links need to be preserved. “At this stage I am reasonably confident that there will a significant vote in Scotland to stay in the European Union but I have a job to do to make sure that is the case,” she told a news conference.

Scotland has about 3.9 million registered voters, out of a total of 44.7 million across the United Kingdom’s four constituent parts, according to official statistics.

So far Scottish support for staying in the European Union is 57 percent, a Survation poll for the Daily Record showed earlier this week, higher than other polls indicate for Britain as a whole.

However the same poll also found 21 percent of Scots were undecided.

people who don’t live in the town would not change the town’s push to honour its Jewish origins.

“They do it so that the town won’t continue with the process of the name change and recognizing the town’s Jewish past,” said Rodriguez. “They want to intimidate us but they won’t.”

Town hall officials plan to visit Israel in July for a twinning ceremony with the village of Kfar Vradim.

In the latest attack, the old town name was

sprayed onto new road signs and as well as the extremist symbol of a circle with a cross. Rodriguez said that previously the town hall had been pasted with flyers.

Documents show the town’s original name was “Jews’ Hill Camp” and that the “Kill Jews” name dates from 1627, after a 1492 Spanish edict ordering Jews to convert to Catholicism or flee the country. Those who remained faced the Spanish Inquisition, with many burned at the stake.

Researchers believe the village got its previous name from Jewish residents who converted to Catholicism and wanted to convince Spanish authorities of their loyalty. Others suspect the change may have come from a slip of the pen.

No Jews live in the village now but many residents have Jewish roots and the town’s official shield includes the Star of David.

The family’s love of football has brought them some solace as they wait for news.

Mohammed plays in a local team too, while Zaid got to walk into Real Madrid’s Bernabeu stadium clutching superstar Cristiano Ronaldo’s hand.

Mohsen, meanwhile, is thankful his football links helped him find work in a country where unemployment still runs at over 20 percent. He hopes his experience coaching in Spain will one day benefit Syria as well.

“Maybe in future I can take this information for my country,” he smiles.

Spain issues warrants for Russian officials alleged to be linked to crime gang A SPANISH judge has issued arrest warrants for 12 Russians, including some senior officials, who are alleged to be linked to one of Russia’s largest criminal syndicates that operated out of Spain.

After a decade-long investigation into the activities of the Tambov Gang, authorities want officials including Vladislav Reznik, a member of Russia’s lower house of parliament, to stand trial in Spain.

Other prominent Russian officials named in the document included General Nikolai Aulov, deputy head of the Federal Drug Control Service and a former KGB colleague of President Vladimir Putin, and former deputy head of the Russian prosecution service’s investigation committee, Igor Sobolevsky.

Reznik has previously denied the allegations and Russian Prosecutor General Yuri Chaika was quoted as saying in March that Russia will not extradite Reznik.

A Kremlin spokesman did not respond to a request for comment.

According to the document, all 12 people had dealings with the gang’s alleged leader, Gennady Petrov, who was arrested in Spain in 2008 with his wife and another man, but who has since fled the country. The prosecution also issued warrants for their rearrests.

LAUNDERED Petrov shifted the Tambov Gang’s operation away from its St. Petersburg base in 1998 when he moved to Spain. He laundered millions of euros earned from its criminal activities in other countries through several Spanish firms and then sent the money abroad to those named, the document said.

Prosecutors say that charges against members of the group will include murder, arms trafficking, drug smuggling, extortion, fraud and money laundering.

Prosecutors said Petrov’s operation in Spain had close ties to the Russian state and was helped by a network of lawyers and other middlemen. Petrov also has previously denied the allegations. “(The Tambov group) maintains strong links with political, economic, legal and security powers in Russia and also with members of other international criminal organizations,” Judge Jose de la Mata wrote in the document.

Dinosaur footprint found in northern Spain A FOOTPRINT of a dinosaur that roamed the area 230 million years ago has been found in north-eastern Catalonia, and experts says it’s the best preserved dinosaur print seen so far in the Iberian Peninsula.

The print of a reptile-like creature called an Isochirotherium — an ancestor of dinosaurs and crocodiles — was discovered in early April by a person out walking in Olesa de Montserrat, 40 kilometers (25 miles) north of Barcelona.

The government said that a plaster cast of the print was made by the town’s council and handed over to the region’s archaeology and palaeontology department “so it can be studied and preserved.”

The statement said the “conservation status is exceptional and retains details of claws and skin.”

HE three men - Antonio Pampliega, Jose Manuel Lopez and Angel Sastre - went missing last July a few days after crossing into Syria from Turkey. They had gone to the northern city of Aleppo to report on fighting there.

The journalists were greeted by their families and officials as they walked off their plane under driving rain at the Torrejon de Ardoz air base on the outskirts of Madrid. TV footage distributed by the government showed one of the men breaking down in tears as he hugged a relative.

They were flown in from southern Turkey after news of their release broke late on Saturday.

KIDNAPPED The journalists were kidnapped and held by the Nusra Front, al Qaeda’s Syrian wing and a group which is designated by the United Nations and the United States as a terrorist organisation.

Spain’s foreign ministry as well as the prime minister’s office declined to comment. The government has yet to detail how the men were released, though Qatar’s state news agency said on Saturday that Qatari authorities had helped free them.

Qatar has previously mediated the release of foreign hostages held by Nusra Front in Syria.

Media freedom organization Reporters Without Borders ranked Syria - where a five-year-old conflict involving government forces and rebel groups rages on - as the second most deadly country for journalists in 2015, after Iraq.

In 2014 three other Spanish journalists and photographers were freed after they were taken hostage in Syria and held for several months.

A new election due to be held in Spain on June 26 is unlikely to break the political stalemate to form a government after a previous vote in December produced the most fragmented result in decades, a new poll showed.

CCORDING to the monthly Metroscopia poll published by El Pais newspaper, the conservative People’s Party (PP) of acting Prime Minister Mariano Rajoy would still win the election with 29 percent of the votes, from 28.7 percent in December.

The Socialists (PSOE) would come second with 20.3 percent, down from 22 percent, while anti-austerity Podemos would come third with 18.1 percent, also down from 20.7 percent, and newcomer liberal Ciudadanos would remain fourth with 16.9 percent, up from 13.9 percent.

The survey does not provide an estimate of how many seats each party would obtain in Spain’s 350-strong parliament but the tiny variations in percentages from December are unlikely to translate into major changes on the assembly’s benches, with at least three parties likely to be needed to obtain a majority.

It is unclear how this unprecedented situation in Spain’s modern history could be resolved if this second election is inconclusive.

ECONOMIC IMPACT But despite the wrangling, the uncertainty has so far not had an impact on the economic recovery, with the output expanding at a faster-than-expected pace in the first quarter.

About 30 percent of voters would abstain if the election was held today, versus 26.8 percent in December.

The other main change from the last election could come from Podemos if it decided to run on a joint platform with other leftist party Izquierda Unida as a combination of the two would capture 22.3 percent of the vote, thus overtaking the Socialists as Spain’s main left-wing party.

The two parties last week said they were exploring such a tie-up, which could put the Socialists in the uneasy position of having to choose between being the junior coalition partner in a left-wing government or instead back a grand coalition led by the PP.

PANIARDS have expressed dismay following the failure of their politicians to form a coalition government after four months of haggling, forcing new elections that opinion polls suggest may not break the deadlock.

With no stable government in sight, a statecontrolled Spanish airport operator put its international expansion plans on hold due to the uncertainty, while foreign investors are selling shares in companies exposed to state regulation.

Top Spanish bank Santander insisted it had not seen any signs of slowdown in activity due to the impasse, but analysts have expressed concern that months of lost political direction will hinder plans to reduce one of the euro zone’s biggest budget deficits.

GLOBAL WEAKENING The caretaker government confirmed earlier this month it had reduced its forecast of 2016 economic growth, albeit blaming a global weakening rather than domestic factors.

A final round of talks between the king and political parties failed to broker a coalition agreement late on Tuesday, meaning Spaniards are likely to vote in June for the second time in six months.

Many were angered by the sight of politicians trying to pin the blame on each other for the repeat elections, an unprecedented situation since the restoration of Spanish democracy in the 1970s.

“They should have reached a deal, that’s what they were elected for,” said Juan Carlos Relano, a 49-year-old civil servant, smoking a cigarette outside a building in central Madrid.

“I would have preferred any combination of parties rather than repeat elections,” said Relano, who declined to say which party he voted for in the Dec. 20 election.

That vote ended decades of domination by the ruling conservative Popular Party (PP) and the Socialists, with many turning to the anti-austerity Podemos and fellow newcomer Ciudadanos, a liberal grouping, which tapped anger over a recently-ended economic slump and high-level corruption.

No leader party came even close to securing a parliamentary majority in the negotiations.

The upper and lower houses of parliaments will be dissolved on May 2 and new elections will formally be called on May 3, with June 26 the most likely date.

Others fumed at the 150 million euro (£116.7 million) cost of elections for a country that missed its budget deficit target last year and faces spending curbs that may further pressure services such as health and education.

“All the politicians are absolutely without shame because the taxpayer will have to foot the bill for the new elections,” said Esteban Navarro, a 50-year-old janitor, standing at the door of a building in the central Madrid square of Sol. “It’s like some kind of virus infects all those who enter political office,” said Navarro, who voted for Podemos in December. “The moment they accept political office they start acting like the old guard.”

on television may discourage many Spaniards from voting a second time. Analysts say this may help the PP and Socialists, whose supporters seem more likely to turn out.

“We failed and it gives you a feeling of impotence,” said Pablo Yanez, a 26-year-old lawmaker for Ciudadanos. “The reality is that people wanted us to come to an agreement, so I’m not surprised that they’re angry.”

With no sign of a stable government until at least the end of July, greater numbers of companies are starting to express concerns over a possible impact on economic growth.

Many small and medium-size firms have already been hit by a freeze on public investment. Airport operator Aena said on Wednesday its international expansion plans

were on hold pending greater clarity on the intentions of its main shareholder - the Spanish state.

International investors, worried that a new government might row back on reforms implemented by the PP government, have also sold shares in companies exposed to state regulation, including power companies and toll road operators.

The Spanish economy has bounced back well from recession, helped by cheap oil and historically low interest rates.

However, acting Economy Minister Luis de Guindos said on April 19 that the government was lowering its annual growth forecast for 2016 to 2.7 percent from 3 percent previously, citing a slowdown in the

world economy.

Others remain upbeat, however, including Santander bank, despite reporting falling revenues in its domestic market in the first quarter on Wednesday.

“I don’t think the political uncertainty is going to have a significant effect,” said chief executive Jose Antonio Alvarez.

“What’s important is that there is a stable government, if it takes two or more months to form it’s not too important.”

Catalonia to stick to independence road map despite Spanish stalemate R

AUL Romeva said that independence for Catalonia was now inevitable, with or without Madrid’s blessing.

“The turning point has already been crossed, it is going to happen. When is the question,” he said in an interview at the Catalan delegation in London. “We are not going to be waiting forever.”

Spain has been in political limbo since an inconclusive election last December in which no party gained a majority.

The issue of whether to grant Catalonia a binding referendum on independence was one stumbling block as parties tried to form a coalition. Their failure to do so means that Spaniards will now go to the polls again on June 26.

“We cannot be prisoners of this,” Romeva said.

Romeva was ordered to drop his title of Catalan foreign minister by Spain’s constitutional court in February on the grounds that only the state could have a formal foreign policy, an indication of the depth of sensibilities.

The central government and a majority of Spaniards have long opposed independence for the wealthy, industrialised northeastern region, which is home to 7.5 million, or about a sixth of Spain’s population.

Strike keeps El Mundo newspaper off streets SPAIN’S second-largest newspaper, El Mundo, did not appear in news kiosks across Spain last Tuesday or Wednesday due to a strike over planned layoffs. It is the first time the newspaper’s publication has been hit by a stoppage since its foundation in 1989.

POLICE ARREST 4 FOR SUSPECTED JIHAD LINKS THE Interior Ministry has confirmed that police have arrested four people in the Madrid area suspected of spreading pro-jihad propaganda and recruiting followers.

A ministry statement said Civil Guard police officers arrested two Moroccans in the town of Pinto and one Moroccan and a Spaniard in the town of Ciempozuelos, south of the Spanish capital.

The statement said the four-formed part of an organized group that worked intensely to spread extremist material on the Internet. It said the group made contact with hundreds of people and then selected some to be radicalized and indoctrinated.

TREASURE TROVE OF MONROE’S BELONGINGS UP FOR AUCTION J

OSCAR-nominated actor Woody Harrelson’s bid to open a medical marijuana dispensary in Hawaii has been rejected.

Harrelson, who is best known for his roles in the film “White Men Can’t Jump” and 1980s sitcom “Cheers,” had applied for a license on behalf of his company Simple Organic Living LLC. The actor, who for more than a decade has spoken out in favour of pot and is on the advisory board of the National Organization for the Reform of Marijuana Laws, made national headlines earlier this year when his application became public.

The Hawaii Department of Health released a list of approved applicants, with three in Honolulu on the island of Oahu, two on the Big Island, two on Maui and one on Kauai.

Harrelson’s business was not on the approved list, and a statement from the department did not specifically say why the actor’s application was denied.

The Hawaii legislature last year approved the creation of medical marijuana dispensaries. More than 20 US states and the District of Columbia allow medical marijuana and four of those states also allow recreational pot use, but the drug is banned under federal law.

ULIEN’S Auctions have announced that a collection of personal items including handwritten notes and jewellery that belonged to film star Marilyn Monroe will go up for auction in November. Monroe, one of the most iconic stars of Hollywood’s Golden Age of cinema, left numerous items in her will to her acting mentor, Lee Strasberg. More than 500 lots of Monroe’s belongings will be at auction in Los Angeles on Nov. 19 and 20, and they are expected to fetch between $2 million and $4 million.

Julien’s Auctions said the items had never been on the auction block and are being offered for sale by the estate of Strasberg, who taught stars such as James Dean, Al Pacino, Jack Nicholson and Jane Fonda. He died in 1982.

“Marilyn was a complex and beguiling figure in her lifetime, leaving generations of adoring fans to speculate, infer and debate about her life,” Strasberg’s wife, Anna Strasberg, said in a statement.

Many of the items are preserved exactly as they were when Monroe died of a

drug overdose in 1962, aged 36.

A small clutch evening bag or minaudiere is being sold with two 10-cent coins, eight Philip Morris cigarettes and a used Revlon lipstick in the shade “Bachelor’s Carnation,” a vibrant red hue. It is expected to fetch between $15,000 and $20,000.

“That’s a really neat piece and it’s like a time warp right back to the 1940s when Marilyn was just becoming famous,” said Martin Nolan, executive director of Julien’s Auctions.

Amid the items are glimpses into Monroe’s life, such as a taxi receipt dated Feb. 2, 1960 to 20th Century Fox, the year she was starring in “Let’s Make Love” for the film studio, and tax documents that detailed the actress’ expenditures.

A jewellery case owned by Monroe’s former husband, baseball great Joe DiMaggio is expected to fetch between $3,000 and $5,000. The case has a brass monogram and a combination lock set to 555, reflecting DiMaggio’s No. 5 player number for the New

York Yankees.

Another highlight in the auction is a platinum diamond Blancpain watch, estimated to fetch between $80,000 and $120,000, but could likely sell for a much higher price, Nolan said.

Ahead of the auction, key pieces from the Monroe collection will be exhibited aboard the Queen Mary 2 ocean liner that will sail from New York to Southampton, England. The items will also be exhibited in London and Los Angeles.

Global water shortages could leave the world High & Dry, warns World Bank A

REPORT published by the World Bank “High and Dry: Climate Change, water and the economy” shows that by 2050 with a growing population and continued demand within these regions would lead to water shortages, spurring droughts, conflict and migration, the bank said.

Water shortages could strip off 14% of GDP in the Middle East and nearly 12% of GDP in the Sahel – without a radical shift in management, according to the bank’s projections. Central Asia could lose close to 11% of GDP and East Asia about 7% under business-as-usual water management policies, according to a new report.

Taking into account all regions, the midrange toll of water shortages on GDP was about 6%.

“Water scarcity is a major threat to economic growth and stability around the world, and climate change is making the problem worse,” said World Bank President Jim Yong Kim. “If countries do not take action to better

INDONESIA FEARS PIRACY SURGE COULD MAKE IT THE “NEW SOMALIA” Indonesia fears piracy on a shipping route along its sea border with the Philippines could reach Somalian levels and has told vessels to avoid danger areas, officials warned after a spate of kidnappings

NALYSTS say the route carries $40 billion worth of cargo each year. It is taken by fully laden super tankers from the Indian Ocean that cannot use the crowded Malacca Strait.

Concerns over maritime attacks by suspected Islamist militants are disrupting the coal trade, with at least two Indonesian coal ports suspending shipments to the Philippines.

Up to 18 Indonesians and Malaysians have been kidnapped in three attacks on tugboats in Philippine waters by groups suspected of ties to the Abu Sayyaf militant network.

Abu Sayyaf, which has posted videos on social media pledging allegiance to Islamic State militants in Iraq and Syria, has demanded 50 million pesos (£750,000) to free the Indonesian crew.

“We don’t want to see this become a new Somalia,” Indonesian chief security minister Luhut Pandjaitan told reporters, referring to the southern Philippine waters of the Sulu Sea, where the abductions took place.

Piracy near Somalia’s coast has subsided in the last few years, mainly due to shipping firms hiring private security details and the presence of international warships.

The foreign ministers of Indonesia, Malaysia and the Philippines will meet in Jakarta to discuss the possibility of joint patrols, Pandjaitan said.

He said the armed forces chiefs of the three countries would hold talks in Jakarta on May 3.

The Indonesian Navy has instructed all commercial vessels “to avoid piracy-prone waters around the southern Philippines”, a spokesman for the Indonesian military said.

The navy is increasing patrols around Indonesia’s borders with Malaysia and the Philippines “to prevent acts of piracy and hijacking”, Tatang Sulaiman told Reuters.

Centre has also warned ships sailing in the Celebes Sea and northeast of the Malaysian state of Sabah on the island of Borneo to stay clear of suspicious small vessels.

COAL TRADE HIT Two Indonesian coal ports have blocked departures of ships for the Philippines and more suspensions are expected, said Pandu Sjahrir, chairman of the Indonesian Coal Mining Association, and a director of Jakartalisted coal producer Toba Bara Sejahtera.

Toba had suspended all shipments to the Philippines, Sjahrir said. Other companies had cancelled shipments “from both sides”, he added.

Indonesian state-owned coal miner Bukit Asam said it was diverting Philippine coal shipments to Hong Kong for the next three months. The company ships less than a million tonnes to the Philippines per year, Bukit Asam corporate secretary Joko Pramono told Reuters.

One company with a fleet of 40 dry cargo ships saw a silver lining, however.

“If Indonesia bans tugs and barges from exporting coal then it will have to travel in larger cargo ships, of 32,000 to 64,000 tonnes,” said Khalid Hashim, managing director of Bangkok-listed Precious Shipping.

“All this would of course be beneficial for shippers like us.”

Indonesia, the world’s largest thermal coal exporter, supplies 70 percent of the Philippines’ coal import needs, which Indonesian data shows stood at about 15 million tonnes, worth around $800 million (£558 million), last year.

Philippine coal importers, however, said they could import coal from other countries including Australia, South Africa and Russia and source more locally if Indonesian shipments dried up.

N armoured U.S. military brigade permanently stationed in Europe would be more effective at deterring Russian aggression in the region than the current rotational presence, the Army general nominated to lead U.S. forces in Europe said at a news conference last week.

General Curtis Scaparrotti, President Barack Obama’s choice to lead U.S. European Command and become the next NATO supreme allied commander, said he agreed with other military leaders that Russia posed the greatest threat to the United States and Washington should be firm in asserting its rights.

Asked about U.S. forces in Europe, he said a permanent U.S. armoured brigade would be better at deterring Russia than the current rotational presence.

The United States began reducing its presence in the region several years ago due to big cuts in defence spending, replacing permanent units with rotations of troops that travelled to Europe for training.

But Russia’s seizure of Ukraine’s Crimean peninsula led the U.S. military to increase its presence again. In March, it said it would deploy rotations of U.S.-based armoured brigade combat teams to Europe. A typical U.S. Army armoured brigade has about 4,500 soldiers.

The teams would be on nine-month rotations starting in February 2017, and would conduct military exercises across Estonia, Latvia, Lithuania, Poland, Romania, Bulgaria, and Hungary. Scaparrotti told lawmakers a permanent presence would be better.

“A permanent brigade ... establishes relationships with the supporting elements of all forces from the United States as well as a more permanent relationship ... with all of our allies,” he said. It “gives you a little more substance, a little more strength in relationship building.”

Germany asks European Commission to allow extension of border controls G

ERMANY has asked the European Commission to allow an extension of temporary border controls within the Schengen zone of passport-free travel beyond midMay, Interior Minister Thomas De Maiziere confirmed.

Germany and some other European Union members have introduced temporary border checks to control or halt record flows of migrants fleeing conflicts in Syria, Iraq and elsewhere and travelling to Western Europe via the Balkans.

Germany took in more than one million migrants last year. But the number of arrivals has slowed significantly after Austria and other countries along the migrants’ main Balkans route northwards from Greece imposed border clampdowns.

“Even if the refugee situation has eased at internal borders along the West Balkan route, we look with concern at the developments on the external borders of the Union,” De Maiziere said in a statement.

Berlin has therefore asked the European Commission, the EU’s executive arm, to allow the border controls to be extended beyond May 12 when the legal basis for the current measures expires, he said.

A German government official said the request was a joint initiative by Germany, France, Austria, Belgium, Denmark and Sweden.

“Member states must continue to have the flexibility and option to conduct border controls at their internal borders in cases when it is necessary,” De Maiziere said, adding such

measures were required to guarantee a certain level of safety.

A European Commission source has confirmed that Brussels was leaning towards giving its green light to the request and to allow an extension of the border checks until November.

The numbers of migrant arrivals to Germany has dropped to less than 200 daily in recent weeks from more than 2,000 daily in January. At the height of the refugee crisis last autumn, more than 10,000 migrants arrived in Germany on some days.

In her weekly podcast, German Chancellor Angela Merkel urged EU member states to avoid seeking national solutions to European problems, adding that she would fight to uphold EU citizens’ right to freedom of movement and residence within the bloc.

Merkel has been critical of border closures within the EU and is instead banking on an EU-Turkey deal that took effect early April and gives Ankara political and financial benefits in return for taking back refugees and migrants who have crossed to Greece en route for Germany and other west European states.

A giant eye in the sky Africa’s telescope is proving to be worth its SALT

NORWAY SUSPECTS TECHNICAL FAULT IN HELICOPTER CRASH N ORWEGIAN investigators have provisionally ruled out pilot error in a helicopter crash that killed 11 oil workers and two crew, saying it was most likely caused by a technical fault.

An Airbus H225 Super Puma helicopter ferrying passengers from a Norwegian oil platform crashed in the North Sea last Friday, killing all 13 people on board.

“We are as certain as we can be that a technical error caused the accident. We don’t think it was due to human misinterpretations,” the director of Norway’s Accident Investigation Board, Kaare Halvorsen, said.

Investigations remain at an early stage, however.

OUTH Africa’s SALT telescope has helped detect the first white dwarf pulsar, the latest co-discovery that has astronomers eager to use the largest optical telescope in the southern hemisphere to unlock the galaxy’s secrets.

Quick reaction times, as well as being significantly cheaper than similar European or American facilities in producing the science are key competitive advantages, said a senior astronomer at the SALT consortium during a media visit.

“SALT is now living up to expectations, producing highquality science data that probe the far reaches of the universe,” said Ted Williams, a director at the South African Astronomical Observatory managing the site.

Scientists know of neutron stars, large objects about the size of the Sun that have compacted down at the end of their lives to something about 10 km (six miles) across, the last stop before a black hole.

Williams said these incredibly dense objects have been known for decades to produce pulsars, which emit regular pulses of radio waves and other electromagnetic radiation at rates of up to one thousand pulses per second.

“But there is another class of compact objects called white dwarfs, bigger, the size of the earth. So rather than 10 kilometres in size we are looking at 6,000 kilometres and we’ve just discovered the very first white dwarf pulsar,” he said of the previously unknown celestial phenomena.

Situated atop a hill in the desolate Northern Cape around 350 km north of Cape Town, the $43 million SALT telescope used its powerful spectroscopy light measurement tool to prove the existence of the white dwarf pulsar.

NEW DISCOVERIES Shared by a consortium of partners from South Africa, India, America and Europe, SALT’s queuing system allows it to interrupt routine observations and within minutes focus its 10-metre optical telescope on new discoveries, said Williams.

In February, SALT was the first major telescope to take a spectrum of a supernova in the nearby Centaurus A, galaxy hours after its discovery.

It also helped reveal one of the biggest explosions ever recorded in the universe, 200 times more powerful than a typical supernova and believed to have shone at 570 billion times the brightness of the Sun. “It is what we wanted for South Africa and for Africa, not to stay at the margins but actually at the centre and beginning to do world-class quality work,” said Naledi Pandor, South Africa’s science minister who visited the telescope on Friday.

Together with Australia, South Africa is also co-hosting the world’s biggest and most advanced radio telescope, the $2 billion “Square Kilometre Array” which will study the origins of the universe and help probe for extra-terrestrial life.

“The investigation will now solely be focussed on potential root causes of a technical failure, such as design, production, and/or maintenance,” Airbus Helicopters said in a statement.

Design and production are the responsibility of Airbus Helicopters, while maintenance is handled by the operator, CHC Helicopter.

Airbus, which had initially urged a halt to all Super Puma flights, said on Monday commercial operations could resume outside UK and Norway, since initial evidence did not suggest a link with earlier North Sea accidents.

Aviation sources said the European Aviation Safety Agency was nonetheless discussing with Airbus Group whether to issue a directive ordering worldwide checks on the Super Puma.

In total there are 179 H225 helicopters in service worldwide, including 40 operating in the North Sea. The Norwegian investigation chief confirmed statements

by CHC that the two pilots did not have time to send an emergency Mayday message before the crash.

workers to and from offshore installations.

Friday’s crash was the second-worst Super Puma accident after a 2009 crash off Scotland in which the rotors also detached, killing 16 people. Investigators cited a gearbox failure due to metal fatigue.

In 2012, Super Puma fleets were grounded after a pair of controlled ditching’s that were later linked to gearbox cracks, prompting Airbus to carry out modifications.

Following the latest accident, Super Puma commercial flights were suspended in the UK and Norway, as well voluntary worldwide groundings by some operators.

Helicopter operators including CHC said they had been able to maintain service by using Sikorsky helicopters.

Oil firm Shell said it was suspending all flights in Norway with Canada-based CHC, but would continue using the firm in other countries.

Russia warns of retaliation if NATO makes more deployments in eastern Europe RUSSIA will take retaliatory measures if NATO deploys four extra battalions in Poland and the Baltic states and it will reinforce its western and southern flanks with three new divisions by the year-end anyway, officials said.

U.S. Defense Secretary Ashton Carter said that NATO was weighing up rotating four battalions of troops through eastern member states amid rising tension in the Baltic.

Russia has scrambled jets to intercept U.S. reconnaissance planes in recent weeks and made simulated attack passes near a U.S. warship in the Baltic Sea. Andrei Kelin, a department head at Russia’s Foreign Ministry, said that the proposed NATO deployment spoken of by Carter was a source of concern for Moscow.”This would be a very dangerous build-up of armed forces pretty close to our borders,” Kelin told the Interfax news agency.

“I am afraid this would require certain retaliatory measures, which the Russian Defence Ministry is already talking about.”

Russia announced in January it would create three new military divisions and bring five new strategic nuclear missile regiments into service.

On Wednesday, Russian Defence Minister Sergei Shoigu said the new divisions would be formed by the end of this

year and were being created to counter what Moscow saw as NATO’s growing strength.

Russian media, citing unnamed military sources, said the new divisions would most likely be motorised rifle ones and number around 10,000 soldiers each.

“The Ministry of Defence has adopted a series of measures to counter the growing capacity of NATO forces in close proximity to the Russian borders,” Shoigu said in televised comments.

The new divisions are likely to be deployed in military districts close to Russia’s borders with Ukraine, Belarus, the Baltic States and Finland as well as Georgia and Azerbaijan.

Russia has reacted angrily to NATO’s increased military presence in countries that were once part of the Soviet Union and to military exercises close to its borders.

But its own actions, particularly its annexation of Ukraine’s Crimea in 2014, have sparked anxiety in the region and Estonia, Latvia and Lithuania asked the alliance to expand its presence on their soil as a deterrent.

The Kremlin strongly denies having any intention to attack the Baltic countries, but has often said it feels they have become an aggressive “russophobic kernel” pushing NATO towards a consistently anti-Russian course.

VIATION industry leaders want European Union transport ministers to intervene to help settle a dispute between Britain and Spain over Gibraltar’s airport which threatens proposals to smooth travel across the bloc.

The dispute over whether the territory’s airport should be included in EU legislation on aviation could paralyse a shake-up of European airspace and has blocked progress on matters from passenger rights to groundhandling liberalisation. The airport’s runway crosses the only road connecting Spain to Gibraltar, a British overseas territory.

Spain claims the whole of Gibraltar but views the isthmus containing its airport as a distinct issue. Madrid argues that it was not included in the treaty ceding Gibraltar to Britain three centuries ago, and so has always been Spanish territory.

Representatives of airlines, airports, traffic controllers and plane manufacturers have written to ministers of both countries and the Netherlands, which chairs EU meetings, protesting at the damage to a sector caused by the dispute. They want EU transport ministers to discuss the four-year-old impasse at a meeting on June 7.

“Unfortunately, and unacceptably, this deadlock has led to major delays in advancing some of the most important European air transport files to the detriment of consumers,” the heads of 10 industry groups said in the letter. “The industry believes that this situation has now become unsustainable.”

mond’s party were in office they met behind closed doors and its agenda and minutes were treated as a state secret. There is now more discussion and debate on planning applications because of this important change.

The DPC is not the Government. It discusses and determines planning applications independently of the Government to the extent that the two Ministers who sit on it, Dr Garcia and Dr Cortes, often vote differently on planning applications! The process now is more transparent and independent than it has ever been.

The announcement that a new Development Plan is being prepared is not a new. This has been said publicly before. What is clear is that Mr Hammond does not even appear to know that the GSD’s own plan which was published in 2009 actually came eight years late.

It is also worth reminding the Opposition that the ones who sold the Mid Town site in an unseemly haste and without a tender process were no other than the GSD when they were in office!

FIFA told to reconsider Gibraltar membership application FIFA has been told to reconsider Gibraltar’s application for membership, after the British territory’s football association partially won an appeal at the Court of Arbitration for Sport (CAS), but stopped short of directly awarding it membership.

The Gibraltar FA (GFA) appealed against a FIFA executive committee ruling in 2014 that rejected its application, saying that the requirements for admission were not met.

The GFA had argued that its application was “improperly rejected”, CAS said in its summary.

CAS said it had ordered FIFA to submit the GFA’s application to the FIFA Congress, which also has the power to grant membership.

CAS said the Congress, which next meets in Mexico, “shall take all necessary measures to admit the Gibraltar Football Association as a full member of FIFA without delay”.

Gibraltar became a member of European football’s governing body UEFA in 2013 after a long battle in which it faced opposition from Spain.

Pop art, based on images taken from popular culture – after which it is named – and the consumer society, is a unique and heterodox international figurative trend that emerged in the mid-1950s. In Spain, whose art scene was dominated by the abstraction of art informel, the pop movement made its appearance in the early 1960s, imbued withsharp criticism of the social, political and cultural environment of the final decades of the Franco regime. Borrowing and reinterpreting images from the press, advertisements, comic strips, films, television and art history, working in series, and the use of spot inks and a reduced palette of loud colours were its main formal characteristics, though Spanish artists tinged this reused popular iconography with social and political overtones.

San Isidro is the patron saint of the farmers, and many villages celebrate his day with a procession through the fields and a fiesta, as well as agricultural trade shows. A fine place to attend this charming festival is the rural town of Montefrio, in Granada Province or Estepona. In Pozoblanco (Cordoba), as bells are rung and drums placed, the faithful pray for departed brothers; at night, figures made by the women of the town are burnt in honour of San Isidro Labrador.

This saint is also honoured with a romeria in Santa Eufemia (Cordoba), with a cart competition and the destination being El Ventorro.

Spain’s state-owned lender Bankia has posted a 3.3 percent fall in first quarter net profit from a year earlier as lower provisions offset pressure from low interest rates.

Bankia reported net profit of 237 million euros (184 million pounds), slightly below analysts’ forecasts of 241 million euros.

Net interest income, a measure of earnings on loans minus deposit costs, was 577 million euros, down 16.7 percent from a year ago, and in line with forecasts.

Spanish Industrial Production rises unexpectedly Spanish industrial production rose unexpectedly last month, according to official data. In a report by the Instituto Nacional de Estadistica Spanish Industrial Production rose to 2.8%, from 2.1% in the preceding month.

Endesa earns 342 million in the first quarter of 2016 Endesa posted a net profit of 342 million euros in the first quarter of this year, representing a fall of 21.4% over the same period compared to last year, the company have announced.

Endesa revenues in the period from January to March totalled 4.878 million euros, 10.5% less than in the first quarter of last year. The reason for the drop in profits has been attributed to reduced ‘wholesale’ prices and more demand for green energy supplies such as wind and hydro production.

Renault invest over 600 million euros into Spain FRENCH carmaker Renault has announced that it had decided to invest over 600 million euros (472.13 million pound) in a new project in Spain that includes building a new car and a new motor in its Valladolid plant in the north of the country.

The 2017-2020 project would exceed Renault’s previous two investment plans in Spain, a company spokesman said, without giving any more details.

Its largest previous investment in the country had been 600 million euros.

Google faces first EU fine with no deal on cards

OOGLE is likely to face its first European Union antitrust sanction this year, with little prospect of it settling a test case with the bloc’s regulator over its shopping service, people familiar with the matter confirm.

There are few incentives left for either party to reach a deal in a six-year dispute that could set a precedent for Google searches for hotels, flights and other services and tests regulators’ ability to ensure diversity on the Web. Alphabet Inc’s Google, which was hit by a second EU antitrust charge this month for using its dominant Android mobile operating system to squeeze out rivals, shows little sign of backing down after years of wrangling with European authorities.

Several people familiar with the matter said they believe that after three failed compromise attempts since 2010, Google has no plan to try to settle allegations that its Web search results favour its own shopping service, unless the EU

Facebook hit with lawsuit over plan to issue new stock

Facebook Inc shareholder filed a proposed class action lawsuit in a bid to stop the company’s plan to issue new Class C stock, calling the move an unfair deal to entrench Chief Executive Mark Zuckerberg as controlling shareholder.

The lawsuit, filed in the Delaware Court of Chancery, followed the social networking company’s announcement on Wednesday of its plan to issue the shares.

The rejiggering of Facebook’s share structure is effectively a 3-for-1 stock split. Zuckerberg’s said in December that he intends to put 99 percent of his Facebook shares into a new philanthropy project focusing on human potential and equality.

The lawsuit contends that a Facebook board committee which approved the share deal “did not bargain hard” with Zuckerberg “to obtain anything of meaningful value” in exchange for granting Zuckerberg added control.

In a statement, Facebook said the plan “is in the best interests of the company and all stockholders.” The company has said keeping Zuckerberg at the helm is key to its future success.

Facebook plans to create a new class of shares that are publicly listed but do not have voting rights. Facebook will issue two of the so-called “Class C” shares for each outstanding Class A and Class B share held by shareholders. Those new Class C shares will be publicly traded under a new symbol.

Zuckerberg “wishes to retain this power, while selling off large amounts of his stockholdings, and reaping billions of dollars in proceeds,” the lawsuit said.

“The issuance of the Class C stock will, in effect, have the same effect as a grant to Zuckerberg of billions of dollars in equity, for which he will pay nothing,” it said.

Google settled a lawsuit in 2013 shortly before trial which cleared the way for that company to execute a similar plan.

The European Commission declined to comment.

“From a pure profitability perspective, it is better off dragging out the competition case, continuing its practices for as long as possible, and ultimately paying a fine that will be smaller than the profits it generates by continuing the conduct,” Thomas Vinje, a lawyer who advises several of Google’s competitors, told Reuters.

However, some sources said they see last week’s low-key pact with arch-rival Microsoft to withdraw all regulatory complaints against each other as a signal that Google might in time choose to strike a deal with Brussels.

By doing so it would avoid a repeat of Microsoft’s damaging fight with the European Commission and by settling at least its dispute with the EU over Internet shopping might also head off possible actions by other regulators.

One source said it was too early for Google to rule anything out or in regarding the EU case.

To date, Google has a mixed record in taking on regulators globally, winning some battles and losing others.

However, Microsoft offers a salutary lesson to those who want to take on the Commission, Ioannis Kokkoris, a law professor at Queen Mary University of London, said.

Microsoft ended up with fines of more than 2.2 billion euros ($2.5 billion) after a decade-long battle with the Commission.

“You are entering a long battle, an expensive battle. And if you go to court, the outcome would not necessarily be better,” Kokkoris said.

THE European Central Bank will stop issuing 500 euro (396.85 pound) banknotes towards the end of 2018 on concerns it could facilitate illicit activities but outstanding bills will remain in use indefinitely, the ECB said in a statement on Wednesday.

“The 500 euro note will remain legal tender and can therefore continue to be used as a means of payment and store of value,” the bank said.

“The 500 euro banknote, like the other denominations of euro banknotes, will always retain its value and can be exchanged at the national central banks of the Eurosystem for an unlimited period of time.”

The ECB has been looking to get rid of the 500 euro note, despite the objections of Germany’s central bank, due to concerns that it is also used by criminals and militants to finance their activities.

Glencore considers selling gold mine worth over $2 billion MINING company Glencore considering selling its Vasilkovskoye gold mine (pictured) in Kazakhstan, sources close to the deal said on Tuesday, confirming an earlier report in the Financial Times.

The sources said the assets were worth more than $2 billion (1.4 billion pounds).

“A sale is one of the options,” one source said, speaking on condition of anonymity.

Two other sources said the assets were on offer and all three sources said Glencore had appointed Deutsche Bank and BMO Capital Markets as advisers.

Along with other big mining companies, Glencore is looking to sell assets to reduce high levels of debt following a plunge in commodity prices and a fall in Chinese demand for raw materials.

Quoting people familiar with the sale process, the Financial Times said Chinese miners were expected to lead the charge to buy the assets following a rebound in gold prices.

One of the sources told Reuters it was far from certain there would be a deal.

“There’s a very small field of buyers. None of the Western groups will touch it because it’s based in Kazakhstan,” the source said. Glencore owns just under 70 percent of Vasilkovskoye.

EU not fully prepared to deal with failing banks Following the euro zone debt and banking crisis, EU countries have designed a banking union meant to strengthen lenders’ financial stability, but have not brought the plan to completion yet.

During the 2008-12 financial crisis euro zone countries paid billions of euros to rescue failing lenders who were exposed to risky financial products.

“There is still lots to be done to make sure that we are in the best possible position to resolve a failing bank,” EU Financial Services Commissioner Jonathan Hill said on Friday before praising the progress achieved since the last financial crisis in making the European banking system more stable.

A key new instrument to prevent banking crisis is the upfront drafting of resolution plans for the main euro zone banks, so that when a lender is on the verge of collapse it can be rescued in a short time frame, ideally in a weekend.

POOLING RESOURCES As part of the banking union, euro zone states have agreed on common supervision of the bloc’s banks and have set up the Single Resolution Fund (SRF) to rescue ailing lenders, but have failed to agree on a financial backstop to support the SRF in its early years.

“We need to provide a credible longterm backstop for the single resolution mechanism,” Hill said.

In a document addressed to EU finance ministers in April, France and Italy have called for the euro zone bailout fund, the European Stability Mechanism, to provide financial support to the SRF. The ESM has a lending capacity of 500 billion euros.

Euro zone countries are also divided on setting up a European deposit insurance scheme (EDIS), designed to be the third and last pillar of the banking union.

National deposit insurance schemes are in place in EU states to underwrite savings of up to 100,000 euros (77,950 pounds) if domestic lenders fail, as required by EU rules.

But national schemes may prove insufficient to deal with multiple failures.

“EDIS would make banks better protected if there were larger local shocks,” Hill said.

Despite strong backing from all EU institutions and many states, the plan is not taking off because of German opposition, as Berlin fears that its wealthier deposit guarantee funds may be used to rescue savers in other countries.

BARCLAYS has confirmed that it had agreed to sell its Barclaycard consumer payments business in Portugal and Spain to Bancopopular-e, pressing ahead with the disposal of unwanted assets under new Chief Executive Jes Staley.

Barclays said the business has assets worth 1 billion pounds, and the deal would result in a reduction in its risk weighted assets of 0.9 billion pounds.

The deal will also remove around 70 million pounds worth of annual costs for Barclays, a spokeswoman for the bank said.

“Our credit card operation in Spain and Portugal is a very good business with a highly talented and dedicated workforce but no longer fits with our strategic ambitions,” Staley said.

Buyer Bancopopular-e is a Spanish online bank 49 percent owned by Banco Popular Espanol and 51 percent owned by U.S. private equity fund Varde Partners.

The sale would result in the transfer of 800,000 customers and around 500 employees, the spokeswoman for Barclays said.

Barclays said completion of the deal is subject to regulatory approval but should close by the end of the year.

The bank did not give a value for the deal, but said the business would be sold “at a small premium to gross receivables.”

Barclays on Wednesday also said it was in discussions to sell its French retail banking operations to AnaCap Financial Partners as it reported first quarter earnings that were more resilient than expected.

54 - WEEKEND WORLD DOCTOR CROOKE, WHAT ARE ZYGOMATIC IMPLANTS? They are longer implants than are usually used in the mouth (about 40mm compared to the conventional 10-15mm) and which are placed the same as conventional implants apart from them being anchored to the zygomatic bone a little higher.

WHEN ARE SUCH IMPLANTS RECOMMENDED? They are recommended in cases of severe reabsorbing of the upper maxilla.

When the patient has had no teeth for years, or has suffered an aggressive periodontal disease for a long time, the bone available in the mouth to fix the denture is reduced. In such cases, we can resort to the malar or zygomatic bone, which the implants which will later hold the teeth will be placed.

HOW MANY IMPLANTS ARE NEEDED? It depends on the case. Basically there are two kinds of treatments, although there can be variations. The first case is that of a patient who still has some bone in the front of the maxillary bone.

These patients are given four implants in the front of the upper maxilla and two zygomatic implants in the back which are later fastened together (image 1).

The second case is that of a patient who has suffered complete reabsorbing of the upper maxilla and has no available bone for conventional implants. These patients are given four zygomatic implants, two at the front and two at the back which are later all fastened together (image 2).

IS THIS DONE WITH LOCAL OR GENERAL ANAESTHETIC? It is done with local anaesthetic and sedation. There is no need in for it to be carried out at hospital. The anaesthetist comes to our surgerr and the patient is put under conscious sedation, that is, they are awake, but more relaxed and time passes quicker.

HOW MUCH TIME MUST PASS UNTIL THE TEETH CAN BE PUT IN? The teeth are put in on the same day. In such cases we must immediately screw the teeth to the implants at the time of surgery, because it has been proved in numerous scientific studies that the bone responds better. These teeth, which will be provisional, will be replaced within six to eight months for some with which the aesthetic result the patients wants will be obtained.

MAY MELANOMA Skin Cancer Detection and Prevention Month S KIN cancer incidence have increased worldwide and worryingly enough melanoma is rising faster than any other type of deadly cancer today mainly because of societies obsession to have golden tanned skin. (According to a WHO report, about 48,000 melanomarelated deaths occur worldwide per year) Most people associate having a tan with being healthy but what a large majority of people still don’t realise is that a tan means that the skin has been damaged and is only making more melanin in order to protect itself. Sun exposure is a cumulative process and each exposure adds to, and builds on, the previous one, exasperating the damage which can in a worst case scenario develop into skin cancer.

How You’re Skin Works Your skin works as a barrier to protect your body against things like water loss, bacteria, and other harmful contaminants. The outermost layer, the epidermis, is the layer in constant contact with the environment. While it sheds skin cells regularly, it can sustain damage from the sun, infection, or cuts and scrapes. The epidermis is made up of several different types of cells.

Cancer occurs when normal cells undergo a transformation and grow and multiply without normal controls. Here are the cancer basics: • As the cells multiply, they form a mass called a tumor.

• Tumors are cancerous only if they are malignant. This means that they encroach on and invade neighbouring tissues (especially lymph nodes) because of their uncontrolled growth.

• Tumors may also travel to remote organs via the bloodstream. This process of invading and spreading to other organs is called metastasis.

• Tumors overwhelm surrounding tissues by invading their space and taking the oxygen and nutrients they need to survive and function.

There are three major types of skin cancers: basal cell carcinoma (BCC),squamous cell carcinoma (SCC), and melanoma. The first two skin cancers are grouped together as nonmelanoma skin cancers. Other unusual types of skin cancer include Merkel cell tumors and dermatofibrosarcoma protruberans.

The good news is that skin cancer can almost always be cured when it’s found and treated early. Because the signs of skin cancer are visible on the surface, you just need to call your doctor when you see something unusual, growing, or changing on your skin. The five-year survival rate for people whose melanoma is detected and treated before it spreads to the lymph nodes is 98 percent. Yet, sadly, many people die from melanoma, the deadliest form of skin cancer simply because they haven’t sought medical advice when they notice something has changed.

With this in mind the Jamie Oliver Food Foundation founded the Food Revolution Voluntary Ambassador program in 2012 with a vision of galvanizing an already growing global food community into a movement with purpose. ESPITE its French name it is quintessentially British. Marmite, the yeasty vegetable product that you spread across your toast or heat as a warming drink now seems to have become a firm favourite amongst Spaniards.

Recent figures show that British food exports to Spain are now higher than they have ever been with an export amount of £506million a massive increase of 17.7% compared to that of 2015.

Once deemed a stodgy and unhealthy diet it seems that Spaniards have lost the appetite for their Mediterranean diet and are embracing the very best of British.

Why, because Marmite is not the only product in great demand, exports of Cathedral City Cheddar and Tetley Tea have also increased.

Experts say the rise is mainly in part to supermarkets now embracing the British diet with El Corte Ingles and Carrefour now

stocking our favourite products, and with niche companies such as British Foods Spain and Overseas Foods offering more of our favourite products one must assume that British exports will continue to increase.

When the pasta is almost cooked, melt the butter in a small saucepan and add the Marmite and 1 tablespoon of the pasta water, mixing thoroughly to dissolve.

Reserve ½ cup of pasta water; then drain the pasta and pour the Marmite/Vegemite mixture over the drained spaghetti, adding a little reserved pasta water to amalgamate if required. Serve with plenty of grated Parmesan cheese. www.nigella.com

Love it or hate it, Marmite works beautifully with cheese and onion when baked up in shortcrust parcels INGREDIENTS 500g potato, peeled and grated 200g mature cheddar (or vegetarian alternative), grated

METHOD Put the grated potato, cheese, breadcrumbs and spring onions into a mixing bowl with 1 egg. Sprinkle over 1 tsp salt and plenty of freshly ground black pepper. Mix together.

Roll out the pastry on a lightly floured surface to just slightly thicker than a £1 coin. Use a 16-17cm saucer or bowl to cut out 6 circles of pastry – you may need to re-roll trimmings to get the last one. Warm the Marmite in a small pan or in the microwave with a splash of water so it is a bit runnier, then brush over each circle, leaving a 2-3cm border around each edge.

Divide the filling between the middles of each circle, then beat remaining egg and brush a little around each border. For each, bring up 2 sides of pastry to meet over the filling, and pinch and crimp to seal into a pasty shape. If eating straight away, transfer pasties to a baking sheet and chill while you heat oven to 160C/140C fan/gas 3. Or leave on the tray, wrap well in cling film and freeze for up to 3 months.

Brush the pasties all over with more egg.

Bake for 50 mins-1 hr until golden brown and crisp. Eat warm, or cool, in the next 24 hrs. www.bbcgoodfood.com

WITH their verdant sheen and kidney-shaped curves, few vegetables rival broad beans in the looks department. Boiled, buttered or roasted the broad bean is a lot more versatile that many think and seems to have a particular affinity for dishes using pork-based meats such as bacon, pancetta and chorizo.

Broad beans or Fava beans are a staple of Mediterranean and Middle Eastern cuisines and feature within appetizers, omelettes, salads, soups, dips, pasta dishes, and casseroles.

With their silky exterior and sweet leguminous floury centre, broad beans are the perfect companions for many a dish.

Broad Bean and Pecorino Salad with Prosciutto A simple, delicious and appealing salad.

2 Tablespoons extra-virgin olive oil 1 lemon, quartered 4 pieces Pecorino Romano cheese, shaved

INGREDIENTS Kosher salt as needed 1 1/2 pounds fava beans, shelled 5 Tablespoons walnuts, chopped 2 1/2 Tablespoons walnut oil as needed freshly ground black pepper 7 large radishes, thinly sliced 2 teaspoons fresh sage, chopped 1 Tablespoon fresh chives, chopped 1/4 pound prosciutto, thinly sliced

METHOD Bring salted to boil and cook fava beans until easy to peel, about 5 minutes. Drain, rinse, slip off skins. Set aside.

Combine walnuts and walnut oil in mini-food processor into coarse paste. Season with salt and pepper.

Combine paste with fava beans, radishes, sage, chives and salt and pepper to taste. Divide prosciutto among 4 plates and top with fava bean salad. Drizzle with olive oil. Squeeze a little lemon juice on each serving and top with slices of cheese.

Fresh broad bean and spring pea crostini

INGREDIENTS 2 rustic loaves (Tree Stone Bakery) or 1 baguette, sliced 1 fresh green peas 1 fresh fava beans, removed from pod and shelled 5 grated pecorino 5 extra virgin olive oil 2 freshly squeezed lemon juice 1/2 c pine nuts 1 clove garlic

METHOD In preparation, roast the pine nuts in a 375°F oven until golden, about 8 minutes, toss every few minutes to avoid

Summer Corn and Shrimp Succotash This succotash is richly satisfying yet healthy and not heavy.

Fresh beans bring verdant brightness, while briny shrimp marry perfectly with sweet corn.

INGREDIENTS 3/4 pound jumbo shrimp 2 tablespoons olive oil, divided 1 cup unsalted chicken stock 8 cups water 3 cups shelled fava beans (about 4 1/2 lbs unshelled beans) 1 cup (1-inch) diagonally cut green beans (about 1/4 lb) 2 tablespoons butter, divided 3 garlic cloves, minced 2 shallots, minced 1 1/2 cups fresh corn kernels (about 3 ears)

1/2 teaspoon kosher salt 1 tablespoon chopped fresh dill 1 tablespoon chopped fresh tarragon 1/2 teaspoon hot sauce 2 tablespoons reduced-fat sour cream 1/2 teaspoon freshly ground black pepper METHOD Peel and devein shrimp, reserving shells. Set shrimp aside.

Heat a medium saucepan over medium-high heat. Add 1 tablespoon oil to pan. Add shrimp shells; sauté 5 minutes.

Add stock. Bring to a boil; cook until liquid is reduced to 1/2 cup. Strain liquid through a sieve into a bowl; discard shells.

Reserve liquid.

Fill a large bowl with ice water. Bring 8 cups water to a boil in a large saucepan or Dutch oven. Add fava beans to pan; cook 1 minute. Remove with a slotted spoon. Plunge fava

burning. Watch closely. Blanch peas in salted boiling water for 1 minute and place in ice water to stop the cooking process, drain well.

Using a mortar and pestle (or food processor), place peas, fava beans, mint, olive oil and a pinch of salt in your mortar.

Crush the ingredients until coarse. Add the pecorino cheese, another pinch of salt and lemon juice. Season to taste with salt and lemon juice.

Toast sliced bread until golden, remove from oven. Cut piece of garlic in half and rub the inside of garlic on the bread.

Spoon your desired amount of green pea mix on the toasted bread, top with the pine nuts. Drizzle extra virgin olive oil over along with a crack of black pepper.

Remove from heat. Stir in sour cream and pepper.

Mann, Suncor Energy’s manager of flight operations, said it just made sense to fly his load of critters down south after they sought refuge north of Fort McMurray.

“We’re all animal lovers here,” Mann said.

“We knew it was important for owners to reconnect with them.”

For the past few days, Mann has flown about 6,000 people from camps up north to Calgary and Edmonton.

But one flight was a bit peculiar - it was like 101 Dalmations on a plane, except it involved “cats, dogs, rabbits and chinchillas… you name it,” Mann said.

Normally, Suncor planes only allow a few animals on a plane per trip, and they must be secured in a kennel, Mann said.

But that policy just didn’t make sense given the circumstances, so he made the executive decision to load them all up.

“I just said, ‘No, let’s do this,’” Mann said.

“Everyone wanted to get out, so it didn’t matter.”

The airplane landed in Edmonton to much jubilation, Mann said.

“I didn’t witness any reunifications, but it was just elation,” he said. “You could tell everyone was happy to be out of there.”

Pilot Keith Mann didn’t think twice to break the rules and load his plane with more than 40 furry friends, after they spent a few days north of the fire-ravaged Fort McMurray in Canada.

More than 80,000 residents were ordered to

flee last Tuesday, many leaving without their pets as they were barred from re-entering the city due to the advancing wildfire.

Since then, owners and their fur babies have begun to reunite through ongoing animal rescue efforts after the flames subsided.

Biologists in Kenya have discovered a deliciously ingenious method of balancing the needs of farmers, bees, and marauding wildlife all at once.

African elephants are notoriously tempted by crops growing on nearby farms. Farmers, until now have known very few humane ways to prevent them from eating and trampling harvests. Fencing is typically too expensive for smaller farmers, while standing guard in fields with airhorns and bright lights is very labor-intensive.

Breeding honeybees, however, not only turns out to be a deterrent to keep out giant mammals, but also a sweet benefit for the farmer.

In a new campaign by the Save The Elephants charity, the Elephants And Bees project is empowering farmers with a win-win Beehive Fence design so they can efficiently protect their land, while raising an extra crop.

A trip line is rigged between fence posts that – when pulled – activates a disturbance mechanism in the beehives. Since elephants have evolved to the point of fleeing anytime they even hear the sound of the stinging

insects, they are compelled to retreat.

Costing only a few dollars per meter makes the solution extremely cost-effective while also providing a cash crop of honey for the small rural farmers and a proper habitat for the declining bee population.

The increased pollination of surrounding vegetation also benefits the environment by supporting edible greenery for local wildlife and providing a carbon sink for atmospheric carbon.

T A local animal shelter IS DESPERARETLY seeking homes for 50 dogs. The shelter “La Sonrisa Peluda’ charity has been given three months notice to evacuate the land it operates from as the land has been laced for sale.

Discussions have started with local town halls, with the hope of finding a new site however as with anything bureaucratic this could take months and in the meantime the shelter is hoping to finds homes or adopt the dogs into homes.

PREGNANCY There is a risk to the unborn child from Toxoplasmosis. Although there are other more common ways to catch toxoplasmosis (for example from meat that hasn’t been cooked properly) it is possible to catch it from cat faeces. For this reason it is advisable to have your partner clean litter trays during your pregnancy. If this is not possible, use rubber gloves and try to avoid inhaling any dust from litter trays. It takes between 24 and 48 hours for the cysts to become infective, so daily cleaning of the litter tray will almost entirely eliminate the risk of infection. It is perfectly safe for pregnant women to coexist with their family cat as long as these precautions are taken.

SAFETY FOR THE BABY It’s common for new parents to be worried about their baby’s safety but cats do not pose a risk to babies if a few precautions are made.

Firstly do not worry about the cat suffocating the baby this is a myth that unfortunately still persists. Cats may jump into a baby’s cot but this is because this is a warm and cosy place to sleep. The cat still may accidently stand on or scratch the baby so cats should be kept out of the cot. If your cat is jumping into the cot keep the cat out of the baby’s room or fit a net onto the cot. Nets are made to keep insects out but will act as a deterrent for a cat jumping in.

Cats can scratch but most of the time the cat will keep out of the way of a baby. Slowly introduce the baby to the cat, you can let the cat smell the baby’s bedding first and then show the cat the baby in your arms.

Supervise the interactions between the cat and the baby interactions and to be

absolutely certain of your baby’s safety never leave the baby alone with the cat.

WHEN YOUR BABY BECOMES A CHILD As your baby grows older, teach him to be gentle with the cats as most scratches come from cats defending themselves. When he starts to reach out to grab the cats’ tails, teach him how to pet the cats nicely. Also teach him not to bother the cats when they’re eating or sleeping, and not to hold them when they want to run away. And while a cat is not likely to lash out in jealousy, give your cat plenty of attention to keep him happy and healthy too.

When your baby begins crawling and walking make sure that the litter tray and food bowl are out of their reach, either in another room or up somewhere high. It is important to make sure your cat’s flea and worm treatments are all up-to-date. If possible use a flea treatment that is natural or make sure the child doesn’t touch a cat that has had a spot-on flea/worm treatment for 24 hours after the treatment.

KEEPING YOUR CAT HAPPY Most cats will just ignore babies but if they are feeling worried about the changes that are happening in the house they may become anxious and stressed and may even resort to spraying as all the smells in the house have

changed. Try to keep to the same routines with the cat, such as feeding, to help him feel reassured. You can also play tapes of baby noises before the birth to get the cat used the changes that are coming. If the cat is very stressed keep the cat apart from the baby but give the cat the baby’s bedding to smell so he becomes more accustomed to the new arrival in the house. You can also use plug-in hormone diffusers eg Feliway TM which can help some cats deal with changes that are making them anxious. ENGINE FAILURES AND REPRIMANDS ADD TO HAMILTON’S WOES A S if Lewis Hamilton did not have enough on his plate already, with two successive engine failures and Mercedes team mate Nico Rosberg on a seven-race winning streak, the Formula One champion now has the stewards to worry about as well.

The Briton, 43 points behind Rosberg after four races, collected his second reprimand of the season at the Russian Grand Prix.

Three would trigger an automatic penalty on the starting grid and, with 17 races still to come, Hamilton forsees trouble ahead.

“I am just aware that there is most likely going to be at least one 10 place penalty in the future because I have got one more reprimand to go,” he said. “When I was in karting there was one steward, he was just there to make everyone’s weekend a bad weekend.

Families would turn up and spend so much money to be there ... and he was just there to ruin people’s weekends. I’ve started to see signs of him.”

The triple champion collected his first reprimand in Bahrain, the second race, for reversing in the pit lane when he parked up in the wrong place after qualifying on pole. The punishment was seen by some as excessive given that the session was over and he was merely repositioning the car a matter of centimetres.

REPRIMAND The second came in Sochi during the first phase of qualifying when he ran slightly wide and re-joined the track incorrectly, failing to go round a bollard.

Hamilton said that the reprimand, after he had been to see stewards to argue his case, was “ridiculous”.

The Briton has not won a race since October, when he took his third title in Texas, while Rosberg has started the year with four straight victories.

The German has also had a reliable car whereas Hamilton had to start from the rear in China after a power unit failure in qualifying.

In Russia, another failure meant he missed the final phase of qualifying. Mercedes had to fly parts out overnight to ensure he did not start from the pit lane.

Drivers have five power units each to last a season, and exceeding that allocation incurs automatic penalties. The recent setbacks mean Hamilton is at a disadvantage to Rosberg there as well.

“I’m running out of engines. That’s in my mind,” he said.

USTRALIA’S Olympic chef de mission Kitty Chiller warned the 21-year-old and Tomic at the weekend that they were among a group of athletes whose behaviour was being monitored to judge their suitability for the Rio team.

“If you don’t want to pick me or Bernard, there are plenty of others you can pick to represent your country as well,” Kyrgios told reporters after winning his opening match at the Italian Open in Rome on Monday.

“If you don’t want two of the best players in Australia to represent your country, so be it.”

Kyrgios, Australia’s highest ranked player at number 20 in the world, combines a rare tennis talent with a reputation for firing insults at fellow players, officials and fans.

It is Tomic, however, who has been most under fire in Australia in recent weeks, continuing an unhappy relationship with the local media that goes back several years.

Tomic’s response -- “Would you care if you were 23 and

“But, you know at the same time I think, with Bernard’s case with that match point - I mean, it’s not easy playing Fabio on clay. It’s Bernard’s least preferred surface.

“I’m sure he competed nearly every other point in the match. I don’t really know what he was doing, but that one point he gets scorched for when he probably tried his heart out the rest of the match.”

Tennis Australia nominates athletes for Olympic selection and Kyrgios and Tomic are likely to head their picks for the Aug. 5-21 Games.

In Tomic’s case the point may be moot with the Australian newspaper reporting he had signed up to play in a tournament in Los Cabos, Mexico that takes place during the Games.

HE city of Leicester in England’s Midlands should also expect to enjoy a huge commercial boost after its hometown team wrote the unlikeliest of sporting success stories, one that has captured headlines around the world.

Yet though the club known as the Foxes will gain this substantial windfall, they still have a long way to go to join the true big-money elite of world football.

Leicester City have the chance of making anything between 150 million pounds and 250 million pounds from their sensational Premier League triumph, according to sports marketing experts.

PRIZE MONEY The club that had never won the top-flight crown in its history will cash in through the 90 million pounds in prize money from the Premier League, and money from competing in Europe’s Champions League next season, as well as increased TV and match day revenue.

With Leicester’s increasing attraction to sponsors as the champions of the Premier League, which possesses remarkable global

appeal, it could all be worth as much as 150 million pounds to the club, said the sports and entertainment intelligence firm, Repucom,.

Berlusconi has been looking for more than a year for someone to buy a minority stake in the club that won the Champions League five times after he bought it 30 years ago. It has failed to bring home a Serie A title in the past five years.

RELUCTANT The second source said formal talks could only begin with the approval of Berlusconi, who is reluctant to lose control of such a high-profile asset, but he could change his mind.

“The offer is 700 million euros for the whole club, including debt. They want 70 percent now and the rest in a year or a year and a half,” the first source said.

The 79 year-old, whose political influence has been fading since a 2013 tax fraud conviction and subsequent expulsion from parliament, has said his financial resources cannot

compete with wealthy Arab and Asian investors buying into European soccer.

Last summer, a group led by Thai business-man Bee Taechaubol (pictured) signed a preliminary agreement to buy 48 percent of AC Milan, but the parties never reached a final deal. A person who followed the negotiations said Berlusconi changed his mind at the last minute.

Fininvest, the Berlusconi family holding company that also controls broadcaster Mediaset and publisher Mondadori, declined to comment on the offer.

Red and black-shirted Milan had 188.5 million euros in debt in 2015, so Fininvest could cash in around 500 million euros if the deal were to go ahead. The club finished last year with a consolidated net loss of 89.3 million euros.

“If I were a Barca player I wouldn’t be focusing on the opponent, I’d be thinking we have the ability to beat anyone, but we won’t lie down against Barca,” Fernandez told radio station Cadena Cope.

Granada went into their penultimate game of the season one point above the relegation zone and potentially needing to beat Barcelona to stay up.

Victory at Sevilla and results elsewhere guaranteed their safety.

“It was a tremendous relief to guarantee survival and we’ve tied everything up before the Barca game,” he added.

“We’re going to prepare for the game against Barcelona with normality. We’re going to treat it as a party, we’re going to enjoy it and we’ll be under no pressure no matter what happens. A final victory in front of our fans is the best way to finish the season.”

New Zealander beats own record with four minute and 24 second plunge in blue hole in Bahamas

BRITISH-BORN New Zealander freediver William Trubridge has set a new world record - plunging 122m into a blue hole in the Bahamas on one breath, beating his own record of 121 metres.

Describing the dive as “pretty difficult,” Trubridge said “I had a beautiful descent, everything went well” but at the bottom of the descent, Trubridge ran into difficulties attaching a tag to his leg, and said his ascent to the surface was “terrible”.

“At that point I was completely out of the headspace that I need to be in for a deep dive,” he said.

“With my focus off, I was not in the right head space, not in the place I like to be, to complete my dive with ease or confidence, in fact as I neared the surface I thought I might have a big black out at the top.”

When Trubridge did surface, taking deep gulps of air, dozens of observers floating around his dive site fell silent before breaking into rapturous applause.

The dive was particularly special for Trubridge as his parents, David and Linda, and brother Sam had travelled to the Bahamas to witness his attempt. It was the first time Trubridge’s

father had seen his son attempt a world record.

“We lived on the ocean on a yacht for ten years, it was our home and for him the sea was his back garden, it was his playground,” said David Trubridge. “So it made sense for him to do this kind of thing.”

Linda Trubridge said it was “the most wonderful thing” to see her son do what he

does best.

On his website Trubridge wrote that free diving was like being in an endless dream.

“I have a relationship with the depths,” he wrote.

“They beckon me beyond my means, cold, dark, vacant pressure, forever night, endless dreams.”

HE was the first novice chaser to win last months Grand National since 1958 so the news that Rule The World, has been retired at the unusually young age of nine has shocked the racing community. The gelding who has twice fractured his pelvis is reported to be in excellent health but his owner, Michael O’Leary of Ryanair, has decided he has earned an early retirement following his outstanding performance at Aintree.

Eddie O’Leary, Michael’s brother, who manages his racing operations in Gigginstown told a press conference “He’s perfectly sound, which is the main thing, but because of his previous pelvic injuries, we didn’t want to send him out again that wouldn’t have been fair on him.

He has provided us with our first Grand National win and we’ll never forget him. He can now go back to Gigginstown and enjoy a happy retirement.”

ESPITE the devastating knockout he suffered at the hands of Saul “Canelo” Alvarez in Las Vegas last weekend, Khan has claimed he still believes he has a further “four to five” fights left in him. “ I’m in the last few years in my career now and I want to maximise the fights I have. I want to fight big names from the USA and bring a big name over to England” he said.

Khan, who is trying to make his big break in the USA has fought six title fights in 10 contests but has dreams of squaring up against Danny Garcia, Tim Bradley and even Manny Pacquiao if he decides to return to the ring. He also plans to challenge for the WBC welter-weight title in December.
