The search for intelligent life forms The government’s idea of increasing class sizes didn’t go down well with the New Zealand public.

In fact you could call it an epic fail.

Sometimes you have to wonder what planet our politicians are on. We did ponder this as Venus transited this week, and considered that, combined with the full moon, if the extra gravitational forces inside the Beehive have been affecting their thinking. And just as Venus passed, the Minister found her senses and U-turned.

And in keeping with the ‘from another planet’ theme, we see that a team from the Netherlands are planning a privately funded trip to the nether regions of the

galaxy, with Mars One. It’s a oneway voyage to the red planet to start a colony. It blasts off in 11 years, apparently, and those partaking are not coming back.

They’re staying for the rest of their lives.

And who knows, they may find intelligent life there. Lord knows, there ain’t much left here.

We expect there will be smaller class sizes there, in case you are still not happy with Hekia’s plan for here.

We also have a small list of people we’d like to encourage to take a oneway trip to Mars. You may have some to add.

Meanwhile, as a result of the (now ditched) plan for fewer teachers and bigger classes, a wag posted an interesting device on a certain web trading site.

The ‘Edu-Grip’ is a handle that attaches to the ceiling of classrooms which have standing room only.

Finally, this piece, thanks to Wally: The NZ Medical Association has weighed in on the Prime Minister’s prescription fee increase.

The allergists voted to scratch it, but the dermatologists advised not to make any rash moves.

The gastroenterologists had a sort of a gut feeling about it, but the neurologists thought the administration had a lot of nerve.

The obstetricians felt they were all labouring under a misconception. Ophthalmologists considered the idea short-sighted.

Pathologists yelled, “Over my dead body!” while the paediatricians said, “Oh, Grow up!”

The psychiatrists thought the whole idea was madness, while the radiologists could see right through it.

The surgeons were fed up with the cuts and decided to wash their hands of the whole thing.

The ENT specialists didn’t swallow it, and just wouldn’t hear of it. The pharmacologists thought it was a bitter pill to swallow, and the plastic surgeons said, “This puts a whole new face on the matter....”

The podiatrists thought it was a step forward, but the urologists were pissed off at the whole idea.

The anaesthetists thought the whole idea was a gas, but the cardiologists didn’t have the heart to say no.

In the end, the proctologists won out, leaving the entire decision up to the a***holes in Wellington.

Council accused of

tax dodging

Accusations of tax dodging levelled against the Tauranga City Council during Ten Year Plan submissions will be replied to in full, says Mayor Stuart Crosby.

Accountant Ian Stevenson made the claim concerning a $6 million TECT cheque that either the city council or its CCO Tauranga City Venues Ltd received to start the Baypark Arena project.

The issue is which organisation the cheque was made out to and which bank account it went into.

Ian says council records show the TECT grant has been banked to TCVL and treated as income.

The money then appears to have been transferred from the CCO’s account to the city council’s account.

“But the money wasn’t given by TECT to TCVL, it was given to the city council, and that does have some serious implications,” says Ian. “The funds appear to have

been transferred out to TCC as a loan. That does not comply with TECT approved criteria.”

Because the grant has been included in the TCVL income figures, the reported results from the CCO are grossly overstated, says Ian. “There should be an adjustment to remove the after tax effect of the grant from the statement of income and that should be shown as a reserve, not an income.”

He suggested the council take legal advice, as the grant was made by TECT for the specific purpose of being a contribution to the cost of the TECT arena, nothing else.

The grant was $6 million, with another $1-2 million available in tax credits.

Tauranga City Venues Ltd is a registered company and can distribute tax imputation credits to its shareholder, Tauranga City Council - which is not a company and cannot pass on imputation credits.

Ian submitted such grants

should be set aside in a special purpose sinking fund and held for that purpose by TCVL or returned to TECT. The issue wasn’t discussed during the deliberation process, as Ian was told it would be.

“It wasn’t discussed but it will be replied to in full, as all submissions will be,” says Stuart.

The ability to use tax imputation credits, was part of the reason for setting up the council controlled organisations as companies, says Stuart.

“The first one was TCAL, that was set up only in part to use imputation credits, and that may well have flowed through for part of the reason for TCVL as well, but it wasn’t a primary reason.

“They are a legitimate financial instrument and many councils use them, as does private business.”

The $6 million TECT cheque went to TCVL to help out with their cash position, which again was a direct and logical thing to do, says Stuart.

Loving man’s best friend

A passion for dogs, and a desire to help more people enjoy them, has prompted Kaimai woman Carol Gunn to begin teaching primary pupils the safe way to behave around them.

“It’s the dogs that I’m so passionate about but you see so many young people are terrified of them, or behave in the wrong way they put themselves in danger.”

Carol, who has breed ancient Italian breed Maremma sheepdogs for five years, is so concerned about children not being taught how to behave around dogs that she is visiting schools with her dogs.

“I would like to spend the year getting

around the schools. It’s a huge problem out there.”

Along with children being ‘absolutely terrified’ of dogs, she says another problem is how some ‘smother’ dogs in hugs, which can prompt the dog to feel threatened and bite.

“Dogs have been a major part of my life since I was a child – dogs bring so much joy to our life and so much love too. But we only ever hear about the vicious and terrible attacks.”

Brookfield Primary School principal Robert Hyndman says it is important to teach children the correct methods and protocols for approaching dogs to help keep them safe.

Tauranga City Council animal serv-

ices team leader Brent Lincoln says it is important for all children to learn how to safely approach dogs to minimise the risk of attack. He says the incidence of dog attacks has remained pretty steady over the past five years despite an increase in dogs.

Reported attacks include any physical contact, ranging from a scratch or bruise through to an actual bite. Attacks are measured in the 12 months from 1 July to 30 June 30. Reported attacks in 2007-8 were 56 out of 7880 registered dogs (0.711 per cent); 57 out of 8502 in 2008-9 ((0.670 per cent); 63 out of 8780 in 2009-10 (0.718 per cent) and 82 out of 9500 in 2010-11 (0.863 per cent). In the 11 months to June 2012 there have been 62 attacks out of 10053 (0.617 per cent). By Hamish Carter

Dog safety tips Approaching dogs in the correct nonthreatening way will drastically reduce a child’s chance of being attacked.

Dog breeder and trainer Carol Gunn says before approaching a dog it is vital to ask the owner if it is fine to do so.

She says dogs should always be approached with a slightly closed fist, rather than an open hand, as this is less threatening to the dog. She recommends

bringing the hand up from below and begin scratching the dog on the chin, which reassures them, rather than bringing your hand down from above which dogs perceive as threatening.

Never give a dog that you do not know a big hug around the neck as they are will probably feel threatened and could retaliate.

If a child is afraid of dogs she recommends they pat a friendly dog and slowly rebuild their confidence.

Kurt racing ahead for the Olympic games

Since taking his first BMX ride as a pre-schooler at the old Sulphur Point track Kurt Pickard has come a long way as a rider, but there is no escaping the boy on the bike.

alongside Beijing Olympians Sarah Walker and Marc Willers to compete at the sport’s pinnacle as a major achievement.

BikeNZ High Performance Director Mark Elliott says Kurt has the potential to make the final in London.

“Kurt has shown he has the speed to match the best but is learning to be more consistent.”

Kurt hopes it is the beginning of more success on the track.

“I’ve only just got cracking – I only became professional at the start of last year, I’ve only just turned 21. I’m hoping to do well in London but more so in Rio.”

From a hobby collecting beer cans from all over the world, John Trinder was forced to change tacks after his wife sold his collection 15 years ago.

“I had about 300 of them and my wife was sick of them taking up so much space, so she sold them on buy-sell-and exchange for $1 each.”

John says he was not too concerned to lose the cans, but was soon looking for

another hobby – and so began a collection of more than 54,000 pens which now cover the walls and display boards of his garage.

There is no space for the car.

“We used to go away on conference every year and we would always return with lots of different pens – that’s what gave me the idea.”

He is always on the look-out for new pens, and has many friends and family regularly adding to his collection. But John is fastidious about avoiding any double-ups in his colour-coded alphabeticised collec-

tion, giving them away or keeping them for personal use.

“I’ve got them from all over the world – from Monaco, Egypt, England, the US, Australia and Fiji, and big ones and different shapes.”

Ironically he does not have a lot of pens that work, with most of his collection drying out from being stored standing up.

But with pens writing an average 2km, he would have enough to write around the equator more than two and a half times if they were all working!

I stood on a chair at the back, armed with my Nikon D3 and a 70-200 F2.8 zoom lens. To create movement and excitement in my photo I turned the camera and used a slow shutter speed of ¼ second with an aperture of F6.3. Men committing more crimes than women Men in the Bay of Plenty are arrested more than women according to the latest statistics released by police.

Western Bay of Plenty area commander, inspector Clifford Paxton says according to the latest figures, 17,116 men were arrested in 2011 and only 4935 women were arrested.

“Women commit more theft and related offences than other crime types. Men are also more likely to be involved in public order offences, acts indented to cause injury, followed by theft and related offences.”

The most prevalent problem in the Western BOP, based on the 2011 calendar year statistics, is theft and

related offences, which make up a total of 32 per cent of the region’s crime. This is followed by public order offences, which include disorderly conduct (13.5 per cent), property damage (12.6 per cent) and unlawful entry with intent/burglary (12.3 per cent).

Clifford says a conviction in many instances will have serious consequences for many people, in terms of work opportunities and for some in terms of travel.

“We continue to encourage people to tell police immediately if they see anyone acting strangely or suspiciously, either in their neighbourhood or just out and about. Dial 111 or *555 for traffic related offending.”

Create your future Memories of war-time service will be rekindled for three Tauranga members of WWII bomber operations with the unveiling of a Bomber Command memorial in London this month.

The three men, who are among a group of 32 selected for the Government-paid trip for the official dedication, are all looking forward to being part of the official event.

But Arnel Meyer, 89, of Papamoa is not allowing himself to get too excited until he has another medical clearance.

The 32 men, who are representing the 6000 men who flew in

bombing raids over Europe during WWII, are aged between 87 and 94. Two of the Western Bay of Plenty veterans, Arnel and Jack Meehan, 91, of Mount Maunganui, flew for 75 Squadron, while Lou Woodward, 89, of Mount Maunganui served in the RAF’s 218 Squadron.

Jack is delighted to be part of the unveiling, saying he had often thought bomber command was long overdue a memorial given all other forces had their own.

“I’m over the moon as far as the unveiling is concerned, and I’ll probably shed a few tears during it.”

Jack, who served on 30 operations, says he was looking forward to catching up with some old friends. He is also taking an old

photo of when he previously met King George and Princess Elizabeth from a visit to the New Zealand Forces Services club in 1943, in case he speaks to the Queen at the royal reception.

Following the unveiling Jack and Arnel are attending a reunion for 75 Squadron.

Arnel flew 31 operations as a pilot with the squadron, before going on to do a tour with the Pathfinders. Lou, a wireless operator, flew 19 operations with Squadron 218 and was involved in the restoration of a Lancaster bomber for MOTAT (Museum of Transport and Technology).

During WWII 1851 RNZAF servicemen lost their lives serving with Bomber Command.

Police warn homeowners to lock it or lose it Western Bay of Plenty police are warning people to lock their valuables away, unless they want them stolen.

The warning is going out as 63 per cent of properties broken into are being left unlocked, says Western Bay of Plenty area commander, inspector Clifford Paxton.

“We need people to contact police immediately if they see suspicious behaviour. Thieves are opportunistic and will take the easy option. So if your window is open or door unlocked, it is an easier target for the thief then the secure property next door.”

To assist in the recovery of stolen goods and identifying burglars and thieves, police urge people to record serial numbers.

“Operation SNAP (Serial Number Action Partner-

ship) is a community initiative designed to reduce theft and burglary.

“It provides an easy way for anyone to make a record of valuable household and personal items; anyone is able to record serial numbers and other unique identifying details of their valuable goods in an electronic database.”

Clifford says making a property record enables quick and easy retrieval of serial numbers by owners, which they can report to police if property is lost or stolen.

Investigating officers can promptly record the serial numbers of stolen goods on the Police National Intelligence Application database and cross-reference with recovered goods.

Clifford says the best thing people can do is ‘lock it, stash it or carry it’.

Olympic dreams a reality for taekwondo coach After a lifetime involvement in taekwondo Tauranga’s master Kesi O’Neill is about to live his dream.

For the past 12 weeks he has been training Samoa’s two-member taekwondo team Tali Crawley and Kaino Thomsen-Fuataga in his official role as coach for his country of birth.

On Tuesday he flies out to Samoa for a week of official

functions, before returning for final preparation in Tauranga, then heading to London for a month of training before the Olympic Games.

“It’s just starting to hit me now.

It is something I’ve wanted to for a long time but there hasn’t been the opportunity.”

Kesi, a fourth dan black belt, won silver fighting at the 1998 Commonwealth Taekwondo Championships in Melbourne and has coached three fighters who have gone on to compete at the Olympics.

Kesi says mental strength and attitude is his current training focus so the fighters, the first taekwondo team to represent Samoa at an Olympics, are prepared for the competition’s intense pressure.

Former students include Logan Campbell (competing for New Zealand in London), Susan Graham (won silver

at the Barcelona Olympics in 1992) and Verina Wihongi (9th at Athens in 2004).

Beyond the Olympics his focus will return to his many students, including his daughter national champion Rhiannon, who is determined to compete in Brazil in four years.

Rhiannon followed in her father’s footsteps, first starting taekwondo as a seven-year-old.

Kesi’s other focus will be on growing the New Zealand United Taekwondo Association Open which attracted 300 fighters when they were held in Tauranga for the first time last weekend.

“They were a great success and we’ve already got strong interest from fighters from Indonesia, from New Caledonia, Malaysia and Australia for next year.”

Showcasing college talent Otumoetai Rotary Club is organising a concert featuring musical groups from the Otumoetai College.

The concert is at Otumoetai College Performing Arts Centre, 7pm, Thursday, June 14.

For the last five years the club has organised a concert to feature the Tauranga City Silver Band and various musical groups from the college. This year however the club has decided to devote the concert exclusively to musical groups from college because of the outstanding success of its symphonic band in Hawaii earlier this year.

The programme features the school jazz band, choral group and choir, as well as string and percussion groups and the symphonic band.

Tickets cost $10, and may be purchased at the door.

In response to road deaths and education A couple of things making the news very recently have been road safety and education changes. I would like to discuss both frankly.

As Associate Minister of Transport I have responsibility for road safety and after a zero road toll over Easter I had high hopes of similarly safe driving over Queen’s Birthday Weekend last week.

Regrettably it was not to be. Seven died on our roads and many more were injured. What saddened me even more was that, as I understand it, some of the deaths were entirely avoidable. Please don’t drink and drive on the road and don’t let anyone you know do it either, do wear a seat belt, stay attentive, and do drive to the conditions.

Raising achievement

National is focused on raising student achievement. We’re investing $512 million in new education initiatives over four years.

Four out of five children succeed at school.

National’s plan is to get five out of five. We want all our kids to leave school with the skills they need to reach their potential in the modern economy.

To help achieve this, we need to do some things differently. We have set new targets for education.

In 2016 we want: • 98 per cent of all new school entrants to have participated in early childhood education.

• 85 per cent of 18 year olds to

achieve NCEA Level 2 or equivalent.

The most important thing we can do to raise achievement is improve teaching quality.

We’re providing an extra $60 million over four years to support the development of teachers and principals. This is on top of $304 million we’re already spending.

The fact that teacher numbers

have increased by 6000 over the past decade, while student achievement has not matched this, strongly supports our approach.

To help us pay for this investment in teaching quality, we’re making small adjustments in other areas. That was our approach across the Budget, with money freed up for priority areas

to get better results.

The changes in education include funding ratios in schools (see table).

Ratios will be consistent across the board, and give schools funding certainty and flexibility each year.

Ninety per cent of schools will gain funding for a teacher, or have a net loss of less than one Full Time Teaching Equivalent, as a result of the ratio changes and projected roll growth.

These ratios are a funding formula – they are how we as a Government fund schools. The actual number of children in a classroom is set by the school.

Technology education is important to lift student achievement. However, an unintended impact of the Budget funding changes was that 10 per cent of schools faced a more significant impact on teacher numbers. This was particularly the case for schools providing specialist technology classes at Years 7 and 8. That is not acceptable.

Therefore, we have guaranteed schools that their teacher funding will not be reduced by more than two Full Time Teaching Equivalents over three years due to the changes.

The Ministry of Education, together with a sector working group, will ensure quality technology provision continues.

It’s our priority to deliver better results from our public services within tight fiscal constraints.

By raising achievement in education we can help ensure all children have the opportunity to succeed and make the most of their lives.

Tauranga Jazz Festival director Arne Hermann is leaving town and not renewing his contract with the Jazz Society.

Whether he jumped or was pushed remains unclear.

Jazz Society president Darryl Haigh says Arne was told the position was going to be advertised and he was given the opportunity to throw his hat in the ring.

Colosimo loses appeal

Michael Colosimo’s appeal to the Supreme Court against his jail sentence of two years and six months on fraud charges has been denied.

He sought leave to appeal to the Supreme Court following the Court of Appeal’s dismissal of an appeal against convictions for forgery or dishonestly using a document.

At his Tauranga trial, the jury found that he had forged a financial statement concerning a restaurant business before presenting it to persons who were negotiating a purchase of the business.

Confessed child molester bailed

A Tauranga man has pleaded guilty to molesting a child on a number of occasions over a 12 year period.

Graeme Parsonage, 64, pleaded guilty to charges of indecent assault and sexual conduct with a young person under the age of 16.

The charges relate to a period of offending stretching from January 1970 to March 1982, in which Parsonage molested a boy after extending an invitation for a behind the scenes view of a show at Radio Taranaki.

The boy was just 12-years-old when the molestation began.

An internal Tauranga Intermediate School inquiry into how ten girls managed to get lost in dense bush is in the process of being written up, says principal Brian Diver.

The girls, who were found unharmed, wandered into the bush last week during a school camp at Ngamuwahine Lodge. It prompted a search and rescue alert with the lightly-clad party being found about 8pm. It took another two hours for the girls and rescuers to walk out.

Facing up to the house price reality A recent analysis of local government issues noted that house prices trebled in seventeen years.

Building costs doubled, labour costs doubled and section costs went up five times. If we look deeper, the cost of the land has barely doubled at all but consents and compliance cost have risen eight-fold. Sections that were $30,000 dollars are now advertised over $200,000. This has spelt the end of first home buyers saving to buy sections and offering them as security for mortgages.

Our first answer to the high cost of sections was infill housing but this has been done to death in our towns.

A $30,000 quarter acre is now two or three sections, providing councils with a ten-fold increase in income off the original land. This income came without the need to provide any new roads or water reticulation. A little care with stormwater and perhaps an upgrade of the sewerage systems but this period of growth was a great time for council dreams. The consequences of their spending and poor growth management have become our nightmare, with rising council debt and rates out of control.

Way forward for Tauranga Harbour The Bay of Plenty Regional Council has completed its deliberations on its draft Ten Year Plan.

A key issue identified in the plan was the leadership and management approach that council was planning to take in the Tauranga Harbour. Council received a number of submissions on this, and there was a lot of support for the inclusion of the Tauranga Harbour programme in the plan and for all the other activities council undertakes in the harbour as part of other council programmes, like Sustainable Land Management and Sustainable Coastal activities. As a result, council has not substantially altered its way forward in the Tauranga Harbour as a result of deliberations on our draft plan.

School inquiry no secret

Environmental activists continue to slag New Zealand for its deteriorating water quality issues, but in fact there has been substantive progress in the last few years.

We need to celebrate our successes – not just slag everything – and the restored water quality of Lake Rotoiti is an example in point. The chair of the Rotorua Lakes Water Quality Society recently reported that water clarity has vastly improved as a result of the Bay of Plenty Regional Council’s investment in a diversion wall that has moved 70 per cent of the nutrients from Lake Rotorua diverting straight into the Kaituna River.

The result has seen water clarity improve from less than a one metre visibility to around eight metres. This is an outstanding success story, and too easily forgotten by the naysayers.

In an ironic and unwitting twist of political fate it looks as if next year’s financial rates increase will receive acceptance from most ratepayers.

Our finance controller, who sits behind elected members in the chamber as we add (mostly) and subtract (rarely) by majority to vote to the draft annual/three year/10 year plan, indicated an around 3.4% average rate increase after growth for 2012/13.

As noted last week, there were some things added in that could have been left out – nice-to-haves but in these times where, in my book, every dollar counts, these should not be at ratepayer expense.

Balancing act

Back to the unwitting act that saved around $1 million. We were presented with seven options of how to balance the water account, which has a $2.3 million deficit.

The deficit is due mainly to your diligence in saving water as council had initiated, with water metering.

By you saving water, council doesn’t collect enough money. Water is a stand- alone account and, like many council activities, there is no crosssubsidy. Collect too much and the money stays in the water account, collect too little and council have to charge more.

Only 102 submissions on water charges were received and there are around 52,000 rated water consumers. After lengthy debate it was moved the option that kept the fixed charge at $26 and increased the volumetric charge to $1.70 per cubic metre. This seemed to be the most favoured option out there in ratepayer land. It rewards frugal and sustainable water consumption as well or more than other options and will clear the deficit by 2016 on present consumption levels. Of course a dry summer will increase consumption and increase water revenue. This past year rainfall was up around 25% over summer (what summer?) and revenue was down accordingly. This passed by majority vote with Larry Baldock (along with others) not supporting but noting

that he wouldn’t die in the trenches over it, but he would vote against it because “he felt like it”.

That’s democracy.

Wayne Moultrie supported the resolution and drew the analogy that “it was like incremental frog boiling”. You increased the charges by small incremental increases just like putting a frog in a pan of cold water on a stove and slowly turning up the heat. The frog doesn’t realise it is being boiled. Oh dear!

After the debate our finance controller alerted us to the surprise side-effect and that was the draft plan had allowed for a doubling of the fixed water charge to $52. By council not doing this it had been possible to knock $1 million out of next year’s budget. So that will make a substantial cushion for some of the nice-to-have expenditure. Without those nice-to-haves the rate increase would have been even less. C’est la vie! No media present for the last day either! It’s interesting reading their take on it as they interview their keyboards!

The idea development contributions (DC) could be substituted by a general target rate across all ratepayers to encourage development and simplify a complex DC system was floated by Larry Baldock. Someone said this would be going back to the “good old days”. Well I was there, and no they weren’t good – in fact they were bad. The year before I got on council (with no development contributions) the proposed rate increase was 33% but this was reduced to 29%. As I recall it the council decided to not buy a steamroller to appease the many peasants including me who were protesting loudly. (In those days council had its own Works Department).

On majority vote Fergusson Park won’t get another toilet block nor a refurbishment of the existing block.

An increase to the Civil Defence budget by $52,000. Murray Guy and Catherine Stewart wanted ratepayer funding for a sign at Mission Cemetery. David Stewart and I said it could be better progressed as a City Partner project.

A $200,000 contribution towards repair of Oropi Gorge Road, where road instability is causing contamination of the Tau Tau Stream which

supplies the Joyce Road microfiltration water plant. It was thought that protection of our plant and water supply was far more important than cross-boundary responsibility issues.

A request for the evaluation of a target rate on Merivale area to increase funding for the Merivale Community Centre was promoted

by Terry Molloy. Discussion followed and it was felt that a $100 or so per ratepayer increase would not be welcomed in Merivale. Mayor Stuart Crosby said there were other ways council supported Merivale.

In yet another tactical gem Central Government has pulled the pin on funding for the Safe Cities programme. By majority vote ratepayers will step up to replace the $20,000.

No funding for Waikato-based Opus orchestra but on a 6-5 vote council will write a letter of support.

Dangerous stuff – write a letter in support and the next step is ratepayer funding?

A cost of $23,482 to place protective covers over 40 stormwater manhole covers that ‘pop’ during storm events. All new manholes will have these protective devices.

Security overkill

I asked the CEO if he thought that the eight security guards on the supposedly failing Matapihi Footbridge was overkill and he said it wasn’t.

In fact more were needed. Next day security was reduced to four. He said cyclists had been seen remounting their bikes after being told to dismount. Security told Wayne Moultrie that 30-40 people had used the walkway between 3am and 1pm.

Some of these were the same people going backwards and forwards to Matapihi. Estimated costs of repairs is $770,000. Security $10,000. Consultants and peer review $50,000 approx. Temporary works $3000 plus $1500 per month ongoing during works. Pilot Bay Boardwalk is budgeted at around $300,000.

Media reports that this could have been better spent amount to nothing. As they weren’t at the meeting the media didn’t learn that the Port Company is putting up $200,000 of this in a generous gesture of good corporate citizenship.

This week’s mindbender: Engineering is the art of modelling materials we do not understand into shapes we cannot precisely analyse so as to withstand forces we cannot properly assess in such a way that the public has no reason to suspect the extent of our ignorance.

Residential tenants have rights too The most important document which governs how Landlords and Tenants must act is The Residential Tenancies Act 1986, which was revised in 2010. I have listed some of those rights below: The Act states all bonds paid by a tenant to a landlord must be lodged with The Department of Building and Housing within 23 days of receiving it.

The landlord must give the tenant 60 days notice of any rent increase and must not increase it within 180 days of the last increase.

The tenant is entitled to quiet enjoyment of the premises without interruption from the landlord or people acting for them.

The landlord must provide the premises in a reasonable

state of cleanliness and a reasonable state of repair.

The landlord must give the tenant a minimum of 48 hours notice and not longer than 14 days notice to inspect the premises.

The landlord must give a minimum of 24 hours notice for the purpose of carrying out necessary repairs or maintenance to the premises.

The landlord must give the tenant 42 days notice to vacate if they or one of their family is to move in, 42 days notice to vacate if the property has sold unconditionally or 90 days notice for any other reason.

This Act is 183 pages long so I have not covered anywhere near all of the rights tenants have and I will cover some of the landlord’s rights next month.

A group of women from Tauranga and Papamoa Venus Business Women’s Referral Networks are having a clothing sale to raise funds for their upcoming trip to Cambodia, where they will help build eight homes for poor rural families.

The women are part of an 11-strong team spending two weeks in Cambodia with locallyrun charity, Breakfree Expeditions.

The team will build eight homes in two days for rural families in the area.

One of the women, a dental hygienist, will provide free dental care to the families for a couple of days.

Venus Business Women’s Referral Networks member Margaret Stodart with some of the items up for sale.

The women hope to raise $1200 – the cost to build one home – through the clothing fundraiser.

In Cambodia, the neediest families are selected to receive a house.

Each family selected contributes $25USD towards the materials of their home – the team pays the rest.

Is the earth really getting warmer or not?

Global temperatures are compiled for various areas including global (land-ocean), global (meteorological stations), three latitude bands, and hemispheric, by the Goddard Institute for Space Studies of NASA.

A graph of the global temperatures since 1890 shows a general warming from 1910 to the early 40s, a cooling from the early 40s to the mid 70s, and a general warming from the mid 70s to about 2000. However since then, global monthly temperatures have been relatively steady with no real cooling or warming.

The yearly global temperatures (expressed as differences from the 1951-80 average) since 1998 are: 1998, +0.58 degrees; 1999, +0.33; 2000, +0.35; 2001, +0.48; 2002,

+0.56; 2003, +0.56; 2004, +0.49; 2005, +0.62; 2006, +0.55; 2007 +0.58; 2008, +0.44, 2009, +0.57 ; 2010, +0.63 ; and 2011, +0.51 degrees.

Youth unemployment – the frontline

Every day Kevin Turanga is on the frontline helping make a big difference for schoolleavers who are struggling to break into the workforce.

Kevin, education manager for Tauranga youth transition programme Employ NZ, says he loves his job because of the continual satisfaction of helping make a difference with his students.

The programme, which caters for 16 and 17 year olds, helps young people earn NCEA Level One and Two credits to get into further courses or open the door for jobs.

“A lot of them come through when they realise they need some credits. Often it’s after they’ve got their exam results back and they know they need to do more to get ahead.”

Kevin says quite often young people have unrealistic expectations about the job they want, and are too embarrassed to apply for jobs in takeaway shops or other low skill roles they may be qualified for.

But he says the young people who choose to return to study are making a big step in getting ahead, including developing a plan for what they want to achieve.

“They definitely understand that they need quali-

Kevin says the students all have their own successes, such as developing positive attitudes or getting into a polytechnic course, and he says former students often popped in to tell him how they were getting on.

“There are quite a few great success stories.”

New digs for radio school The NZ School of Radio has a new look to go with its new management. The school is now operating out of a building in Grey Street, after shifting from Selwyn Street a few months ago.

Co-owners Hamish Denton and Matthew Minnell took over the business a couple of years ago and have been working to make the school more communityorientated. “We wanted the school to be more a part of Tauranga city’s downtown hub – part of the action,” says Hamish.

“Our students can now step straight out the front door and interview people on the street.”

“As well as locals, students are coming from all over New Zealand to do the course here in Tauranga - from Whangarei to Bluff.

“This current semester class has one student who was head boy of a large college in Auckland. He is heading off to The Rock in Auckland to do overnights. We also have a girl from last season’s NZ’s Next Top Model, she was in the top four.”

Hamish says next semester they will have an actress from the UK who has been in movies, and has acted on Eastenders.

Range of teacher education programmes on offer If you’re thinking about going teaching, the University of Waikato – New Zealand’s leading teacher education institute – offers a range of programmes to suit your career goals.

At the university’s Tauranga and Hamilton campuses students can complete the three-year Bachelor of Teaching in either early childhood or primary teaching. Both campuses also run the one-year Graduate Diploma in Teaching – Secondary, for students who have already completed an undergraduate degree. You can also study these qualifications through predominantly online programmes.

The Bachelor of Teaching Early Childhood programme examines areas such as professional practice and theories of learning and development, as well as giving students the opportunity to enhance knowl-

Students in the Bachelor of Teaching Primary programme study compulsory professional education papers such as curriculum and assessment, and classroom management, as well as curriculum papers to enhance knowledge of the subjects studied in schools.

The Graduate Diploma in Secondary Teaching covers themes such as the New Zealand curriculum, assessment, and teaching and learning processes. They also work with specialist tutors in the subject they intend to teach.

Teaching practicums are an important part of all programmes, when students get

the opportunity to put theory into practice during several weeks of teaching experience.

All programmes work in partnership with local schools.

The Faculty of Education also offers a diverse range of postgraduate choices in Education, Educational Leadership and Sport and Leisure Studies. Summer School programmes offered at both campuses provide another excellent avenue for practising teachers looking to extend their skills and knowledge.

Inspiring musicians It’s tough being a budding song writer in New Zealand, let alone Tauranga – especially when the world’s leading song-writing educators are on the other side of the world.

Luckily for Bay song-writers and music students a whole lot of magic came to town last week when Bay of Plenty Polytechnic hosted song-writing guru Pat Pattison.

More than 200 people attended workshops held by Pat over two days during which seasoned musicians rubbed shoulders with secondary students from as far away as Taupo, all taking the opportunity to have their songs critiqued by arguably the greatest lyric writing educator in the world.

Pat teaches lyric writing and poetry at Berklee College of Music. His four song-writing books are considered definitive in their genre and his songwriting clinics around the globe are usually sold out months in advance.

Mary Stewart, group leader culture at Bay of Plenty Polytechnic, was delighted with the diverse range of song-writers, poets, professional and amateur musicians who celebrated New Zealand Music Month by learning new skills, tips and tricks with Pat. “We’re always looking for new ways to develop our students’ song-writing abilities, to help them grow their own unique musical signature. Having Pat here was just an amazing learning platform for our students – and it just seemed a fantastic opportunity to be able to offer the workshops to the wider musical community.

“From fresh-faced eager secondary school students to experienced musicians and music teachers on professional development, it was fabulous to see them all enthralled. It’s great that we are able to support the development of music coming out of the Bay and New Zealand.”

Maximise your immune system (Part 2) Last week we saw how nutrients such as vitamins C, trace minerals including zinc and vitamin D are needed to help our immune system defend against pathogens, commonly bacterial and viral infections.

Our immune system though has many other functions, especially our self-repair systems when our body tissues are damaged by sickness or injury whether intentional through surgery or through accidental trauma.

Influences

The correct functioning of these immune defences are greatly influenced by nutrition and unfortunately with John Arts our diets and food processing methods have created an environment where both unwanted inflammation and cancer cell proliferation can increase the risk of many diseases. The key nutrient in our cancer defences is vitamin D. This has the ability to trigger the death of cancer cells and possibly slow the rate of cancer cell proliferation.

When you have an infection or tissue injury from trauma, your body wants to create inflammation because it is hostile to infection and helps initiate healing. This is caused by a cocktail of different chemicals released by your immune (white blood cells) that increases blood flow, causing pain, redness, heat and swelling. Once inflammation is no longer needed it should in theory turn itself off to allow for the final stages of tissue repair.

The process of inflammation is hugely influenced by our diet, especially the types of fats.

The real culprits are the polyunsaturated vegetable oils that are increasingly hard to avoid. These include most cooking oils including soya, sunflower and grapeseed. Omega 6 triggers hormone like compounds called series 2 prostaglandins (PG2) to produce inflammatory chemicals. Omega 3 also produces prostaglandins but these are anti-inflammatory series 3 prostaglandins (PG3). The current thinking is that our ratio of Omega 6 to Omega 3 should be under 5:1 while most have over 10:1, which accounts for the epidemic of inflammatory diseases.

Creating havoc

There are several other groups of inflammatory chemicals that can create havoc in the body and these include hyper-inflammatory cytokines that have exotic names such as tumor necrosis factor (TNF).

Cytokines, like inflammatory prostaglandins are greatly affected by antioxidants and especially the potent flavanols.

These are found on grape seeds and skins and in the bark and seeds of plants. The basis of any antiinflammatory programme I create will include Omega 3 and both broad spectrum and targeted specific antioxidants. Give me a call if you need help. A time of change Is menopause a time to mourn the passing of fertility or a time to celebrate the new era you are moving into?

Whichever way you are looking at this time of your life, you definitely should be celebrating that we are living in this age of enlightenment and not a time when women in menopause were inflicted with a bizarre range of remedies. Therapies in the past included ‘medications’ made from pregnant horse’s urine or opium mixed with powdered cows’ ovaries; or suffering leaches being applied to draw the blood that was believed to be trapped in the women’s bodies with nowhere to go.

Menopause is when a woman’s hormonal balances change. This change can have a detrimental impact on health. The

reduction of the hormones oestrogen and progesterone which, up to menopause, have given women more protection against bone density loss and cardiac disease now puts women’s health at risk. Mood swings, weight gain, bowel upset, fatigue, depression and a general loss of energy are all symptoms of menopause, to say nothing of the hot flushes and night sweats than cause sleep disruption and embarrassment at inappropriate times.

Menopause comes when a women still has a third to half her life left to live. It is an appropriate time to take a good look at health and, if one has not already done so, adopt factors that can help both minimise the effects of menopause symptoms and reduce aging and ill health – nutrition and exercise.

Bone density loss is accelerated after

“But with a bit of planning, knowledge and awareness, it doesn’t have to cost more to eat healthily.

This isn’t a drastic change, but over time, it is hugely beneficial to your health and wellbeing.”

menopause. The rate of bone loss can be slowed through doing weight-bearing exercise and moderating diet. Eating foods high in a combination of calcium, magnesium and vitamin D are essential for maintaining bone density.

Avoiding carbonated drinks that leach calcium from bones is important. Quitting smoking can also have a positive effect.

Weight gain and cardiac risk are two very important factors that menopausal and post-menopausal women need to consider. Our nutrient and energy requirements change, so it becomes important to make what we consume count.

Making headway My daughter Stephanie suffered a particularly severe brain injury, as a three year old, from a motor vehicle accident.

She had a long road to regain basic life skills of walking and talking, and unfortunately the damage she sustained limited her ability to become independent and she will need full-time support throughout her life.

Luckily Stephanie did not lose her sense of humour and zest for life. She participates in special needs netball, loves Riding for the Disabled and can be seen at speedway on a Saturday night.

Stephanie enjoys socialising with the Headway Brain Injury support group, especially when they play ten pin or go swimming.

I have been involved for many years with the Headway Brain Injury group committee, so it’s a family affair. We encourage others who have experienced brain injury to join our group to receive and share information, advocacy, to attend the seminars that we offer and participate in the various social activities. We offer families help to cope with the changes this makes to their lives. We even invite others who would just like to volunteer their services to help the committee.

Studies have consistently shown that regular exercise can ease symptoms of depression, reduce stress and anxiety and boost self-esteem immediately after a workout, with the positive effects lasting long afterwards and increasing with habitual activity.

In a 10-year study of 3940 female college graduates, researchers found that regular exercise was associated with fewer

instances of self-reported and doctor-diagnosed depression.

In another research study of 4728 people aged 13-34 who had attempted suicide reported little or no physical activity in their life in the month prior to the suicide attempt. Researchers believe this strongly links exercise with more stable mental health.

Other research shows habitual activity reduces depressive symptoms and improves emotional wellbeing. One study monitored 5451 men and 12,777 women aged 20-88 and a correlation was found between cardio respiratory fitness and reduced depression and enhanced emotional wellbeing. The subjects of the study engaged in regular walks, jogging and running for their exercise.

Avoid car thefts

Western Bay of Plenty police are warning people to lock the cars and not leave valuables in view, unless they want them stolen.

Western Bay of Plenty area commander, inspector Clifford Paxton says vehicles are being left insecure and property left in the vehicle is often visible to any passerby.

He says 60 per cent of vehicles that have had items stolen have been left unsecured.

“It takes seconds for a thief to open your car door and steal your handbag, sports bag, wallet or laptop.

“A locked door will act as a deterrent.”

Police are asking the public for their assistance in reducing thefts from vehicles by always locking their vehicle and not leaving valuables visible. Covering them with a jacket doesn’t work, Clifford adds.

He says people need to hide or stash their valuables in the boot or carry them with them, and never leave their keys in the ignition.

“We also continue to encourage people to tell police immediately if they see anyone acting strangely or suspiciously, either in their neighbourhood or just out and about.”

Fund driving community projects

V8 gran fans

Community groups are running out of time to apply for a share of the next round of Mazda’s community grants fund, with applications closing on June 30.

The Mazda Foundation has given out more $1.2 million in grants since forming in 2005. It is focussed on supporting educational excellence, projects in the environment, the arts and helping young people into the workforce.

The first round of more than $50,000 in grants this year included support for the Katikati Primary School ($2855 for kapa haka uniforms).

Other grants include $1085 to Assistance Dogs in Te Awamutu for leads and equipment for dogs for people with disabilities. A grant of $4125 was made to the restoration of Opotiki’s Wurlitzer Photoplayer – New Zealand’s only remaining ‘organ’ used for silent movie sound effects.

Andrew Clearwater, chairman of the Mazda Foundation, says the foundation is thrilled to be able to assist such a wide variety of projects throughout New Zealand.

When Scott McLaughlin took the chequered flag at Hampton Downs Raceway, south of Auckland, during Queen’s Birthday Weekend hoots and hollers echoed out of Bayfair Estate.

Eight Bay of Plenty ladies aged between 75 and 83 make up the Scott McLaughlin fan club, including Scott’s grandmother, Pete McLaughlin.

“He ended the event with four cups - the only time anyone has won all the races,” says Pete.

“When I was leaving he said, ‘Would you like a cup Nana? I can’t take all these on the plane’.

“It’s now sitting here on my little table. I was very excited. The races were thrilling.”

“The whole family is very proud. I did a hot lap last year with Scott in Ipswitch Australia. We got up to 257kph. I have great faith in Scott.”

Two other members of the fan club have also enjoyed hot laps after drawing a name out of a hat.

Laurel Kapua, 83-year-old club convener, was given a hot lap in March this year and another 76-year-old lady is looking forward to the experience in Taupo this coming September.

Scott received trophies for winning all races during the long weekend event including a clean sweep of pole positions, wins and fastest laps.

Scott currently competes in a Holden Commodore VE in the 2012 Season of V8 Supertourer Series. Scott won his first race in the New Zealand V8 touring car series in early 2011, making him the youngest driver to win a race in the championship at just 17 years old.

Scott started racing carts at just seven years old in Te Puke and later at Mystery Creek, south of Hamilton, after the family relocated.

Flour-free or gluten-free baking There is a lot more awareness of gluten free products these days and lots of menus cater for those with gluten intolerance.

Last week it was Coeliac Awareness Week and, without realising

it, the bacon recipe was gluten free, as are 60 per cent of the recipes I have shared in the Flavour Secrets column, it’s just that I don’t always mention that they are gluten free.

Perhaps I don’t want to be seen jumping on the band wagon.

Ten years ago before the words ‘gluten free’, there was the word

‘flourless’ which I have used for many base recipes. So now that gluten free is all the rage, I just use my trusted old recipes that are flourless for most gluten free options.

There are some tricks that I have learned, like using glutinous rice flour which actually contains no gluten, to bind things together. For example, a

simple batter can be made using maize cornflour, fine polenta, and glutinous rice flour, and a pinch of baking soda and water, so even the most gluten intolerant can have their fish battered.

For this week’s gluten free baking recipe I have made up a very moreish rhubarb, apple and ricotta baked cheesecake.

Baked Rhubarb and Apple Cheesecake Makes a 22cm cheesecake tin

Ingredients 6-8 stalks of rhubarb 6 Granny Smith apples 100g caster sugar 80g butter 50g brown sugar 1 teaspoon vanilla syrup 1 tablespoon maize cornflour 4 whole eggs 2 egg yokes 2 egg whites 350g ground almonds 400g ricotta 200g cream cheese Method Peel, core and dice the apples. Cook in a knob of the butter and add half the caster sugar. Cook until the apple begins to soften up then add the rhubarb chopped into 3cm chunks. Cook until it also starts to break down.

Thicken this mixture by adding cornflour with a little water and stirring in.

Allow to cool.

Make the base by adding chilled remaining butter to the ground almonds and brown sugar while in a food possessor then add the egg whites to form a mass. If the mixture is too crumbly, add a few drops of water.

Press this mixture into a baking tray or cake tin. Bake the base in a moderate oven 180 degrees Celsius for

10 minutes.

Add together the ricotta, vanilla, and softened cream cheese in the food possessor with the remaining sugar and the eggs and yokes. Fold in the chilled rhubarb and apple mix then pour on top of the prepared base.

Bake at 180 degrees Celsius for around 40-50 minutes.

When you tap the side of the tin the cheesecake should still wobble slightly and should be an even brown colour on top.

Allow the cake to cool completely for several hours in the fridge before trying remove from tin, any chunks of rhubarb or apple will sink to the bottom of the cake, leaving a delicious custardy cheesecake top.

There has been much written on your letters page about the treaty and the moneys being paid out in settlement.

History is all about land being taken as the spoils of war, from the Romans to the Vikings to the Maori.

The formula always involves a bit of biffo, then a lot of how’s-your-father as the two warring factions intermarry to become one nation.

The story of New Zealand appears to run something like this - perhaps there were the freckle-faced red-haired people here very early on, then the Moriori and the Maori, then the colonists.

If they existed, then those redheads were certainly dealt with fairly swiftly, and sadly the peaceful Moriori got more of the biffo than they deserved from the war-like Maori.

I would like to ask the very eloquent Peter Dey two questions about his letter stating that the Treaty settlement is only 1% of the total crown expense of 2011.

I want to verify that I have no problem at all about payment made for land that was stolen!

Guess who foots the bill Bill Faulkner’s weekly column (1 June) informs us, the estimated cost to refurbish the Matapihi footbridge is $770,000 a consultants report costing $44,000 advised the footbridge is suitable for single file pedestrian use only.

Ken Patterson the TCC CEO has heeded the advice given by some Health and Safety Officer for the bridge to remain open, security officers acting as safety officers, have been stationed at each end on the bridge then 50 metres apart 24/7, to ensure each of us walk in single file and don’t loiter, plus a barrier of gating has been erected the entire length of the bridge.

Who are the fools in all of this, the H&S people for suggesting such a outrageous idea, the CEO for being silly enough to go along with their ridiculous recommendations or us the ratepayers as we have to pay for their stupidity.

This will be costing us at least $5000 a day for next 6 to 8 months or perhaps even longer.

The Mayor and councillors need to be held to account, as they have failed to react on other engineering reports that identified parts of the footbridge were in need of repair. The footbridge is either fit for its intended purpose or it’s not.

Magical Sunday afternoon with symphonia I would like to share my experience from the Sunday performance of Ryman Healthcare’s Showtime performed by Bay of Plenty Symphonia. The first half ’s selection of show tunes brought back lots of lovely memories of the shows featured and the second half, those great classical specials, all performed by a truly dedicated team under the guidance of conductor, Mal Brady.

What a delight to hear the beautiful voice of Anna Hawkins. I’m sure she will go far!

Amelia Taylor contributed greatly as the solo violinist. However, the icing on this great musical cake was hearing that very versatile instrument, the Wurlitzer, played so well

by Margaret McClymont. In all, it was a wonderful way to spend a magical Sunday afternoon. Congratulations to all concerned.

Tobacco companies have a problem - how do they replace all the smokers who are dying? They have to advertise smoking tobacco, but opposition to smoking is increasing everywhere. So where does smoking get pushed? Answer: Hollywood.

Hollywood film companies and Big Tobacco are together making a killing - millions of kids worldwide are learning through films and dvds that smoking is “normal” and “cool”.

Opposition to tobacco ads in movies is strong, especially from “Smoke Free Movies” centred on a San Francisco Professor of medicine. “Smoke Free Movies” wants tobacco out of Hollywood completely, however it’s making slow progress, in spite of support from Politicians, Health Authorities, and many others.

Regarding TrustPower’s full page ad in The Weekend Sun 1 June 2012, which included references to TECT cheques and possible transfers to customers to another power company; I would like to offer the following.

Eighteen months ago, due to a friend changing from TrustPower to another energy company, I checked out all aspects, cheaper electricity, Friends, Friends Extra, discounts and the expected TECT cheque. The result was an annual saving of $130 staying with TrustPower.

The playground capital I was at the council hearings on submissions for the 10 year plan and listened to a chap talking about the libraries, and centres representing art, drama, and history as being the heart and soul of Tauranga.

For passionate people like him I guess that is how they see the world. I have heard other people talking about this heart and soul a few times now so I thought I should write and make the point that in my view, these people have it got it wrong.

It is my view that the heart and soul of a community is a reflection of the environment in which the people live and is created by the activities of people in their leisure time.

If you take a place like Queenstown for instance, their heart and soul today is probably defined by the activities associated with skiing, bungee jumping, river jets and night life in the town.

Taking this definition and applying it to Tauranga, one would conclude that because the environment is one of a sunny warm temperate climate all year round, combined with a set of waterways forming a beautiful busy harbour and adjoining coastal beaches, that the heart and soul of Tauranga today is defined by the activities that this environment encourages.

In that respect, for me, the heart and soul of Tauranga is defined by all the out-door activities in which people

participate and these are represented by probably around 200 disciplines such as surfing, fishing, walking, flying, and sports such as golf, bowls, and all the different team sports.

Just go to Blake Park on a Saturday morning and you will see the heart and soul of Tauranga pumping. Netball, Soccer, Hockey, Rugby etc – probably well over 1000 people.

Go to the Mount on any weekend in summer and see the heart and soul of Tauranga pumping with surf and beach carnivals, triathlons and iron man competitions. Does this not represent heart and soul?

Art, history, and drama are still great activities, but in this the 21st century where technology allows people to participate in all sorts of fun and sporting competition etc while carrying the library on an ipad or kindle, Tauranga is embracing it as no other city of this size can do.

As a theme for the Council ten year plan, how about engaging in a theme of Tauranga the “Playground Capital’ of New Zealand or something like this.

Council fathers may need to be prepared to embrace and assist with the technology that these out-door activities require and be prepared to put some of the other nice-to-have wants back in the queue in order that the heart and soul keeps pumping.

A vested interest in the topic I have a vested interest in this topic because at the age of 92, I shall obviously soon become personally involved.

I am not depressed, I have a great family and plan to be around to receive my telegram from the Queen. I realise, however, that could change in an instant as the result of a stroke and in that case, depending on the level of disability, I may want out.

This I consider to be entirely a matter for me, my family and my GP. Whenever the topic of voluntary euthanasia is raised, Hylton Rhodes is first out of the blocks and I cannot resist responding to him. In past years hasn’t he told us about his seminary training and the fact that he represents the views of his church?

Dutch site, where I read that the government gave the people the right to VE in 1980. Since then they have repeated the poll every ten years and the For/Against vote has remained fairly steady at about 80/20. Looks as if my Dutch acquaintances were correct.

Hylton, in your efforts to discredit my views, you are resorting to abuse “shonky journalists” indeed. This does not really contribute to the discussion. Most of what I refer to has come from official sites but there is a lot of informed comment in major newspapers.

This debate appears to be a conflict of opinion between the majority who do not want to dictate to anyone else how they should control their demise but want the freedom to have a say in their own. On the other side is the minority who demand control of everybody.

Search inspires young rescuers The recent successful search for a school group missing in the Kaimai Ranges is helping search and rescue teams develop better training methods for younger members.

Steve Campbell, who coordinated the search and is the director of the YSAR programme in the Western Bay of Plenty area, says the layout of an environment plays a part in the behaviour of missing people.

“The Kaimai search gives us an insight and we can learn a lot about missing or lost person behaviour.”

The YSAR programme is in its fourth year of training people aged 14-18 to be effective voluntary search and rescue workers.

Fifty-four students are enrolled in the three-year programme, which includes instruction on navigation, search methodology, outdoor first aid and helicopter safety.

Students also complete their day skipper’s licence and their marine radio licence with the Coastguard.

Katherine Dyer, who has graduated from the programme, joined the group after seeing the course advertised.

“I wanted a new challenge. I thought, let’s give it a go and see what it’s like.”

Katherine says she gained confidence along with many useful outdoors skills. “It’s been really cool to give back heaps to the community now that I am able to be involved in searches as well.”

Rolling exhibition set to impress Papamoa’s artistic talent have been getting their creative juices flowing and now the public can view the results for free.

This year’s Papamoa Art Group exhibition, free to the public, is at Fashion Island in Papamoa from Friday, June 5 to Sunday, June 24.

More than 60 works of art, in a range of mediums including oils, acrylics and pencil sketching, will be on display available for purchase at what show co-ordinator Lynne Harbison describes as ‘very reasonable prices’.

The exhibition will be a ‘rolling exhibition’ where sold items are immediately taken away and replaced by another piece.

Lynne says the rolling exhibition is especially convenient for out-of-town buyers, who can take their paintings home straightaway.

She says a full range of artists, from experts to beginners, are excited to share their work with the public.

The Papamoa Art Group, started in 2006, consists of about 35 people ranging in age from early 30s to mid80s.

The group meets on Tuesdays from 12.203.30pm at the Papamoa Library and Community Centre.

Opinions divided – the experts cannot agree Western Bay of Plenty recreational fishers cannot agree: some maintain the fishing is getting tougher and some insist it remains pretty good.

There are also those who argue that it’s mainly a matter of luck.

On Papamoa Beach, our veteran kontiki fisher’s best haul over the last week has been three snapper and a gurnard. The best overall that he had heard of was six snapper and a gurnard. One surfcaster fished all day to be rewarded with one kahawai.

Russ Hawkins (Fat Boy) in the middle ground on Saturday landed some snapper, trevally and blue cod. Sunday they had an excellent day at the Penguin Shoals, landing around 70 fish including trevally, golden snapper, snapper and

tarakihi. It was so good that they packed up early.

Brett Keller (Manutere) caught some good fish around Motiti on Saturday, including tarakihi and snapper. They had a good morning on Sunday, but it then tapered off. They found the going hard around Motiti on Monday but they did manage to get some snapper and tarakihi.

Garth Le Lievre (Deepstar) fished deep towards Motiti and landed some good tarakihi on Friday.

Bottom fishing at Mayor on Saturday, they picked up some good tarakihi, and got more on Sunday round near Motiti.

Monday towards Mayor brought a good day of tarakihi and snapper.

Mark Armistead (Extreme Sport Fishing Adventures) landed a number of fish, including two good-sized kingfish.

Sometimes you roll Last week’s jazz festival column seems to have stirred some interest.

Firstly, many thanks to the people who emailed with intelligent well-reasoned opinions. Thanks to the rest of you too – it’s good to see that certain Anglo Saxon

terms for the anatomy are still in broad use.

Things are moving on, however, and the jazz society has begun advertising for a new festival director. Can a smooth transition be properly managed?

What I fervently hope is that Arne Herrmann and Liam Ryan can leave their posts not just without misguided recrimination but with the respect and gratitude they are due for the long, arduous work they’ve done over the past few years.

A double-edged sword comes with the directorship of an event for which many people – musicians and public alike – feel ownership. Comments on newspaper websites and suchlike at points during and after this year’s festival, to my mind, showed an unacceptable level of vitriol, usually coupled with ignorance. And everyone had a barrel to push.

Some criticised the programme, some criticised the prices, some criticised the layout, everyone criticised the council - there was something for anyone with a gripe.

I try not to complain too much. I figure the festival directors should do whatever they want (within their remit). If Liam, as artistic director, had decided to have an entire festival of Cuban trumpeters then that’s his call.

I wouldn’t agree, but I’d defend his right to do so, because basically that’s what I want a director to do, to shape the face of the festi-

val, to bring their ideas and style to the table.

And each year the directors ultimately have to just roll the dice and trust their instincts and judgement.

Not easy

Anyway, my point is that running this festival is a tough gig. And, in all reality, this year’s event wasn’t essentially different from the brilliant first year under Liam and Arne, after which everyone wanted to give them the keys to the city. How easy it is to forget.

In fact it was only the large surplus from the success of their first two festivals that enabled the society to completely pay its bills after last year’s unavoidably rain-drenched event.

The current problem largely stems from one big iffy - in retrospect - call this year.

I don’t have a problem with the choice of acts for the Big Birthday Bash, and if the directors were wanting to skew the festival in a more populist direction by booking Earth Wind and Fire, then so be it. (No, I don’t like them – but it’s not about me.) I also still believe the concert could have been sold and been a success. But, that’s the way it goes.

You roll the dice…

And, just as you take the kudos in good years, you have to accept responsibility.

Because, bottom line, you booked a makeor-break show and failed (for whatever reason) to get people to go. Sometimes you roll snake eyes.

But that should be as far as it goes. Arne

and Liam have brought enormous pride and pleasure to this town, and a bucketload of great music, while lifting the festival to a new standing in national, and even international terms. Liam was also the driving force behind essential restructuring of the Jazz Society so that it could meet the professional demands of a festival this size. These are considerable achievements, deserving praise and recognition.

It is also important that their skills not be discarded.

Experience

Because – as should be obvious to anyone with half a brain – Arne and Liam are the two people who know most in the world about putting on this festival. In fact it is possible they are the only people who fully understand how the current festival works, because they designed it. For the jazz society to lose that knowledge and experience going forward would be a severe blow. One can only hope that those overseeing change show more diplomatic powers than have sometimes been exhibited at such moments in the society’s history.

My understanding is that Arne’s job is being advertised and that Liam’s artistic director role will be replaced by some sort of local committee. Whether there are those here with the requisite knowledge, taste and judgement still remains to be seen. They’re big shoes to fill – keep your fingers crossed. watusi@thesun.co.nz

Fantastic Not bad at all Dreadful

Dir: Alexander Payne - Starring: George Clooney, Shailene Woodley, Amara Miller Alexander Payne’s The Descendants is another of his explorations of middle aged men in crisis and, like Sideways and About Schmidt, it is both funny and touching. This time it’s George Clooney’s somewhat disconnected businessman who assembles the family after his wife is critically injured in a

boating accident, only to find out that she has been having an affair.

The set-up, taking place in Hawaii, may have been banal in other hands but I defy anyone not to be charmed by the honesty, humour and humanity on display here. Clooney’s lawyer eventually heads off to confront his wife’s lover, at the same time

Chronicle mixes a couple of genres and does a pretty impressive job of it. Firstly it’s a ‘found footage’ movie, supposedly assembled from video tape etc (see Blair Witch, Cloverfield et al); secondly it’s a ‘kids discover alien artefact which gives them super powers’ flick. And while many may be sick of the shaky-camera look this obviously entails, there are enough new twists and turns here to keep things interesting and the not altogether original message that ‘with great power comes great responsibility’ is efficiently handled. Think of it as a big screen version of UK TV show Misfits. , along Young Adult with Bad Teacher and others, is the latest in a seeming series of ‘girls behaving badly’ films, turning typical rom-com tropes on their heads.

Except that this pretty much pushes the envelope as far as it will go, just about annihilating anything ‘rom’ or even ‘com’ (unless your tastes run to the very black). Charlize Theron heads back to her small-town roots, bonding with an old friend (a boy) but intending to snag her old boyfriend. So far, so predictable. But this is the evil twin of similar Hollywood outings, kicking expectations in the teeth, with Theron fearlessly unlikeable in the lead.

There’s also a stoner boyfriend, possibly stretching credibility but likable and funny in his own way.

magnificent. For such an established star he is admirably free of ego. On hearing of his wife’s infidelity he runs to a friend’s house to find out details. Only he’s wearing jandals, making for the most undignified dash in recent cinema. It’s a lovely moment and somehow sums up the left-field appeal of this delightful film.

Denzel Washington may have cemented his place as Hollywood’s most popular mainstream black actor but he does seem stuck in unremarkable pot-boilers. Safe House is the latest in this stream of bland thrillers and finds Ryan Reynolds’ frustrated CIA rookie wanting action but stuck looking after the titular facility.

All that changes when Denzel’s ‘most dangerous terrorist in the world’ comes to stay closely followed by many bad men with guns. The pair are quickly on the run and bond while dodging bullets, with the film hoping the regular gun-play will disguise what a flimsy vehicle this really is.

Timing counts for a lot. One year an idea can seem fresh, the next we’ve seen it all before. Such was the fate of at cinemas, The Darkest Hour coming in on the heels of last year’s Battle Los Angeles and Skyline. This time the story is viewed from the perspective of some young Americans (and one currently obligatory Aussie) who find themselves in Moscow when pretty lights in the sky turn into deadly invisible aliens. Yep, invisible. This is something of a mixed blessing. While it’s good for building tension, it ultimately proves frustrating – it’s an alien invasion movie, damnit: you want to see aliens!

Sir Ridley Scott, the renowned filmmaker who reinvented the science fiction film genre – having helmed Alien, a groundbreaking mix of science fiction and horror, followed by Blade Runner, one of the most revered and influential genre films of our time – offers his signature brand of action, thrills, scares, and much, much more, when Prometheus is unleashed in theatres worldwide this month.

With Prometheus, Scott has created a new mythology, in which a team of explorers discover a clue to the origins of mankind on earth, leading them on a thrilling journey, aboard the spaceship Prometheus, to the darkest corners of the universe. There, they must fight a terrifying battle to save the future of the human race.

Although Ridley Scott has long embraced cinema’s new tricks and toys, including computer-generated

imagery, he is also known for his belief in filming what he calls “the real thing”, i.e. practical sets. Indeed, with so many of today’s epic genre films relying heavily on CGI, Prometheus is a rarity: it presents a massive sci-fi world where most of the sets, props and stunts are real. This provides an impressive tactile reality, with one set being more stunning than the next. As one production crew member puts it: “Ridley built the greatest alien playground in the world.”

Prometheus marks Scott’s first film shot digitally and in 3D, a format whose technical challenges and aesthetic opportunities were embraced by the filmmaker. Scott used the technology to enhance the action and thrills in small confined spaces, as well as within epic vistas.

New Zealand records are expected to be smashed at the North Island Powerlifting Championships in Tauranga this Saturday.

Event organiser and Waikato Bay of Plenty Powerlifting Association president Warren Russell is expecting a great day of competition at the Queen Elizabeth Youth Centre, with 42 competitors expected from around the North Island.

Warren says the big challenge on the day will be the quest by men’s and women’s teams from the four centres to win the North Island regional competition.

He says Waikato-Bay of Plenty’s men’s team looks very strong and predicts a close battle between the local women’s team and Auckland.

Powerlifting, where you can compete in the squat, bench press and deadlift, enables competitors to lift greater weights than traditional weightlifting and is

ideal for building muscle and burning fat.

Whakatane lifter Reuben Simanu is expected to be in the running to set a New Zealand record when he lifts, from 3.30pm. Reuben has a body weight of 160kg and a personal squat record of 365kg but he hopes to break the national record of 382.5kg.

Other Bay of Plenty lifters expected to make an impression are former Tauranga deadlift record-holder Felix Esterbauer, 77, who is deadlifting over 200kg.

Up-and-coming Rotorua junior lifter Tom Lee is expected to break some national records, while Trish Buckman of Tauranga is also tipped to perform well in the under-72kg class.

Warren is keen to hear from anyone wanting to take up lifting, from juniors through to masters, both men and women. The competition at QEYC starts from 10am with women and men weighing up to 83kg, then from 3.30pm session two is for more men over 93kg.

Frazer Smith does well in the difficult role of Passepartout, supplying the requisite energy to keep the action lively.

But it is Liam Hagan as Detective Fix, a butler, a gentleman, an elephant owner, a train conductor, a parsi priest, a law clerk and a servant who makes the strongest impression in a powerful yet subtle performance.

The feature artist in this year’s event was Peter Wallers.

“It was lovely to have work by Peter; he’s a well-known and internationally respected artist.”

Mary says this year the community got on board with the exhibition.

KiwiCan is a youth development programme teaching life skills to children aged 8-12 years old in schools.

Open invitation to Skyhawk launch The crew at Classic Flyers is extending an open invitation for people to attend the official launch of the Royal New Zealand Air Force A4K Skyhawk on June 10.

The Skyhawk - one of only nine of its kind arrived at the site by way of three transporters and a truck from Woodbourne Air Base in Blenheim on May 21, after being permanently loaned by the Ministry of Defence following the decommissioning of the fleet under the Labour Government in the 1990s.

It took three days to re-assemble in a newly created display area at the aviation museum on Jean Batten Drive.

Transporting the aircraft was paid for with a subscription appeal from the people of Tauranga, so the management of Classic Flyers has extended an open invitation to the launch to all those who have helped or will help in the future.

Board chairman David Love says it is brilliant to finally have the Skyhawk on site, after admitting to feeling frustration when it did not arrive last August as previously intended.

Weather permitting, the commemoration will begin with a Strikemaster aerial display at 1.30pm, followed by the commencement of formalities from 2pm.

Following that, Tauranga MP Simon Bridges will open the aircraft’s specially constructed display area.

Refreshments will be available from the Avgas Café.

Square dancers celebrate ruby anniversary

Orange City Square and Round Dance Club was formed in 1972 by a Orange City Square small group of passionate dancers, and is still going and Round Dance Club is celebrating its 40th strong today, with more Anniversary in July. than 40 members meeting every week for the fun and fitness square and round dancing offers.

While most people would probably recall learning square dancing as part of physical education lessons at school, the popular pastime has transformed into a modern dance enjoyed by people of all ages.

Club president and cuer Marguerite Keir says club members range in age from 40 through to 80, but anyone can get involved, no matter what their dancing ability.

“It’s a good way to keep fit – it’s quite aerobic. You’re twisting and turning and there’s a lilt to the walk. A typical session is the equivalent to about a two to three kilometre walk.”

Marguerite says square dancing is also great for keeping your mind sharp.

“People who square dance are less likely to get things like Alzheimer’s because they have to remember the moves,” says Marguerite.

The club’s anniversary celebrations will take place on July 13-14. Australian caller David Smythe from

Lighthouse Squares will be assisted by David Browne and Rounds will be cued by Nan Bennett. There will also be a Mix ‘n’ Mingle afternoon tea. Attendees are encouraged to wear red and join in with the ruby theme.

Local Olympic umpire Kelly Hudson says every time anyone mentions ‘London’ she gets goosebumps.

The Tauranga resident will be representing New Zealand umpiring at the London 2012 Olympics and she couldn’t be more excited.

“To be a part of the Olympic Games is a dream come true and it is very real now there are only a few months left to go.”

Kelly was offered the opportunity in November by the International Hockey Federation after they approved of her performances in a number of tournaments in 2011.

“Internationally, umpires are assessed each game, and each tournament, on a number of different criteria, all with the aim of producing accurate, consistent decision-making.”

Honoured

The 30-year-old also recently won Hockey New Zealand’s Umpire of the Year award, which she says is an honour.

“Officiating is a voluntary role in New Zealand and is something that I love.”

There are some great names on the trophy too, including Lyn Farrell and Sarah Garnett, who both attended the Olympic Games, so it is a treat to be among such company.

Kelly has been umpiring for 14 years, beginning with compulsory umpiring duty at high school, and attended her first tournament before she was 13 years old.

She began at Tauranga Intermediate in 1994, representing Waikato in Under 15 and Under 18 teams.

Kelly says the best thing about her job is the people.

“Every international event, I join a team of officials from all over the world, and we have only a few days to cohesively gel and perform to the highest level.

“You become a close-knit unit, as the stresses and pressure of performance is so high, we live all the highs and lows together.

“We have a lot of fun together, and the added bonus of travelling all over the world is pretty special.”

Her goal is to keep improving and hopefully make it to another World Cup or even the next Olympic Games.

“Hockey evolves so fast so it is a continuous challenge to keep up; who knows?”

The eternal question: who is Jesus?

In Matthew 16:13–17, Jesus asks His disciples two questions.

The first question was indirect in that it didn’t affect them personally: “Who do people say that the Son of Man is?” Their responses were in essence those we hear expressed today: “Some say John the Baptist, others say Elijah, and others Jeremiah or one of the prophets.” We could add what we hear today: one of the prophets, a great teacher or a good man!

And while the question relates to what is the general view, “Who do people say that Jesus Christ is?”, then it is easily deflected and it has no personal application and no per-

sonal challenge. But Jesus then turns to His disciples and He says to them directly and personally: “But who do you say that I am?” Who do you personally and individually understand that I am? The populace say John the Baptist, Elijah, Jeremiah or one of the prophets or just a good man but “But who do you say that I am?”

We are faced with a lot of questions in life and we need to make a lot of decisions over the course of a lifetime. However, the question that Jesus asks here is the most important question that we have to answer, and we all answer it in one way or another, either now, or on Judgement Day. The truth is that our decision concerning the question: “But who do you say that I am?”, and the outcomes from that decision, effectively determine eternity in the presence of God living under the love of God or eternity in the Lake of Fire, under the wrath of God. So, it is an important question with tremendously important consequences and one that no-one can or should take lightly!

If our response is that of the general populace, that Jesus is just a good man or that Jesus was just a prophet, then then we miss the mark concerning eternity with God. The Bible says that no-one comes to the Father except through Jesus Christ and that salvation is only found in Christ alone.

The consequences of a wrong perception concerning who Jesus is and living out of that wrong perception is eternity in the Lake of Fire under God’s wrath.

If our response is that Jesus is who He says He is and whom the Scriptures declare Him to be – God Himself made flesh and dwelling amongst us, the Christ, the Son of the living God – then we need to follow what the Scriptures teach so as to be reconciled to God. Jesus is the Second-Person of the Trinity, He is God and not just a prophet or a good man. There is salvation in no-one else, there is forgiveness only through salvation by grace alone, through faith alone, in Christ alone.

Celebrating the king of kings Last weekend we celebrated Queen’s Birthday weekend and enjoyed a day off on Monday.

The Queen’s Official Birthday is the selected day on which the birthday of the king or queen of the countries of

the commonwealth is officially celebrated. The date varies as adopted by each Commonwealth country, but is generally around the end of May to the start of June, to coincide with a high probability of fine weather in the Northern Hemisphere for outdoor ceremonies. The sovereign’s birthday was first officially marked in the United

Kingdom in 1748.

The current Queen’s (Queen Elizabeth II) actual birthday is April 21 and so as we celebrate the occasion it’s actually not on her birthday but it is good to make that remembrance.

The bible talks in several places about God through Jesus being the king of kings, giving him a status that is over and above any monarch or ruler. And example of this is in1 Timothy 6:15-16 (NIV) God, the blessed and only Ruler, the King of kings and Lord of lords, who alone is immortal.

As we take time each year to celebrate our own birthdays, and in the last week the Queen’s birthday, it is good for us also to give the time to remember and give place to Jesus, the son of God and the King of kings and Lord of Lords

Tricky questions Here are the answers to some tricky household questions that have been asked around our place lately.

Q: Why is it necessary to make a game out of the boss putting on his socks every morning?

A: Because it’s all happening down at my level and I have direct access to his ears.

Q: Barking at 3am?

A: Necessary because there’s something out there. Bears, I suspect. At least that’s what Wendy the Trainer says.

And I agree.

I’ve been watching

Discovery Channel. I wouldn’t be doing my job if I didn’t bark at bears. If no-one takes any notice, they’ll eat all the porridge. It’s true, I saw that in a book.

Or was that Goldilocks? Anyway, someone ate the porridge and it wasn’t me so we might as well blame the bears. In fact there were Three Bears. It ain’t easy being a dog, on duty 24/7.

Q: Who chewed the end off the hose while it was running?

A: No, I can’t imagine what sort of imbecile would find it necessary to do such a thing. Ady says it’s caused by bears. My own theory is that the water is hard. It will eat the nozzle out of a hose in no time. Call the council. Tell Mayor Paterson.

Q: If a tree falls down in a forest and there’s no-one there to hear it, did it make a noise?

A: Who cares, imagine all those free sticks.

Q: Why did the chicken cross the road?

A: Scared of the bears, clearly.

Q: How many dogs does it take to change a light bulb?

A: Not as many as a heavy bulb.

Q: How come the rat trap is in shredded pieces?

A: Because the rats in the Western Bay are big and mean, the size of angry chicken-chasing bears, and will tear a trap to pieces just for the fun of it. Yes, even when the trap is new and still in the packet and hasn’t even been baited. (Oops, might have shot myself in the foot, there.)

Q: Why is there slobber on the back window of the car?

A: Because someone has to round up that blimmin’ rear windscreen wiper. See the provocative evil as it goes back and forth, back and forth. Hear the malicious swish, swash, swish, swash. Taunting.

The voices in my head said “Kill the tormenting windscreen wiper”.
