The idiot’s guide to voting in TECT elections Voting papers arrived for the TECT elections this week, signalling to many local folk that it’s time to make that difficult decision again: do I recognise any of the names on this paper?

It’s odd that so many entrust so much with people they hardly know. But help is at hand. RR Researchers have done all the hard work for you.

By the time you’ve read this, you will know exactly how to decide who to vote for. Or have fallen asleep on the couch.

But firstly, here are a few things you should know about TECT, the Tauranga Energy Consumer Trust. Stay with me here, it’s kinda important.

TECT manages the energy assets that belong to the consumers. Eighty per cent of the net proceeds of the energy trust’s operations are distributed back to you, about 60,000 shareholders. That’s why most of you get a cheque in the mail each year.

The rest of the dosh, the remaining 20 per cent, (which is also technically yours, but generously donated on your behalf to worthy causes) is divvied up amongst deserving community groups. The trust is governed by six trustees, elected for four years. Their term is staggered, so there’s an election for half the board who retire, every two years.

So effectively, there’s a rotating gang of people paid to give away some of your cash.

There are a few things I believe matter: The RR view is that it’s

important the board works cohesively. That has not happened well in the past. There’s been the odd rogue in there, rocking the boat. So consider candidates that are going to work as a team, not bicker over fundamentals.

Also avoid those who appear to have pet projects. They cannot hope to be objective nor avoid a conflict of interest when making decisions about the direction of your money; no matter how good their promises, or stated intentions. You can guarantee that a candidate who has spent three decades searching for sasquatch is probably going to push pretty hard when it comes to the funding application from the Save Bigfoot Foundation.

Secondly, it’s experience and business skills that matter. It’s all very nice to have been a scout leader for 25 years. That

will help you build a bivouac if you are lost in the Kaimais. But it won’t necessarily help make wise decisions with our money.

Look for candidates with sound business, legal and highlevel teamwork skills. We are electing a multi-million dollar business board, not a netball coach.

Also don’t be suckered into voting for a name, just because you recognise it. That’s how Italy ended up with a former porn star as an MP, infamous for making speeches with one boob hanging out. Just because you’re a household name, doesn’t mean you know how to wisely distribute millions to worthy community groups.

Finally, be aware of people who appear to be professional bludgers. Those who are only capable of sucking off the public tit. Look for individuals who have made a success of generating and wisely using their own resources, not everyone else’s. Those who are standing not because they need to, but want to make positive and sensible decisions to better the community.

That’s it. You know what to do. Vote, have your say, it’s easy and can be done online or through the old fashioned postal system.

If you don’t vote, don’t complain about the result. You’ve only yourself to blame when your bivouac is torn down by an under-funded sasquatch.

Just a second

Those who felt the weekend dragged on a little will be pleased to know, it did.

On Sunday, the people in charge of time decided we needed to have a leap second.

This is just like a leap year, only quite a bit shorter.

If any single womenfolk out there were taking advantage of the peculiar aspects of the leap second, by a proposal to their menfolk, they’d have to talk awfully fast.

“I’m sorry sweetness, your time is up.”

So with an extra second in your weekend, I hope you spent it wisely. Not like that extra hour at the end of daylight saving, when I know that a lot of you simply frittered it away by sleeping in, or reading puerile and gratuitous newspaper columns.

Parting shot

Disastrous insurance rises Insurance costs for buildings owned by the Tauranga City Council have more than doubled in the past year.

TCC project finance manager Frazer Smith says that for the 2010/11 year, the council’s 600 above ground assets covered under its material damage policy - including those owned by its other entities, as well as assets such as bridges - cost approximately $411,000 to insure.

This financial year, the cost of insuring those assets, worth in the vicinity of $600 million, jumped to $1,080,000.

The council is yet to receive word of the premium charges for the 2012/13 financial year, although it has been assured that all its assets will be included in the current insurance schedule, which includes disaster cover.

Increases in premiums for material damage for above ground assets are to be 5-10 per cent for 2012/13, says Frazer.

following the Christchurch earthquakes did much to clarify the insurance industry’s assessment of risk.

“We realise now what the risks are. It’s been underfunded for years and the advantage has always been in the public’s court.

“Now the industry has figures, it can measure the risk.”

Those who own heritage buildings are still able to purchase disaster insurance, at a price, says Keiran.

“It’s not much of a problem to get, but it can be expensive compared with a couple of years ago. They could have gone up easily 500-600 per cent. People are having to pay up. Some of them are now having to pay more than $10,000 more for their buildings.

People are still paying it.”

Many owners of older buildings are in debt, which often means they have no option but to purchase disaster cover, says Keiran.

“People can’t risk not to reinsure.”

Older buildings, built before there was a building code, are more likely to fall down during a significant event, dependant on age,

location and construction.

As such, disaster insurance in Whakatane costs more than it does in Katikati, says Keiran.

Frazer says the value of buildings in Tauranga has not fallen due to increased insurance costs as all previously insured buildings were insured on the same basis – predominately for replacement.

The council has a separate mutual fund for underground assets specifically related to covering disasters.

“This fund was almost completely drained by the Christchurch earthquakes, but we have been able to continue cover for these assets.

Tauranga City Council has about $750 million of underground assets covered in this way,” says Frazer.

“There has never been any cover possible for some assets, such as roads.”

The Canterbury Earthquakes Royal Commission is due to release its findings by the end of the year, which will have large repercussions for the industry and towns like Oamaru, which put great stock in their heritage buildings.

Passengers unhappy with bus service Papamoa residents are expressing their displeasure at the lack of efficiency, and timeliness, of the city’s bus service.

Debs Turner and Adrian Muller, of Papamoa, have both approached The Weekend Sun separately in the last month regarding the bus situation.

Debs, who uses the service most days to travel to Tauranga Hospital where she volunteers in the children’s ward, says the scheduling of buses to and from Papamoa means some of her time is lost.

“A lot of their buses leave at the same time - especially on the weekend. On the Saturday, at Bayfair, one leaves at 3pm, the next one leaves at 3.05pm and the other one leaves at 3.15pm. They can’t seem to understand that that’s a problem.

“They told me that was my problem to make sure I’m there on time. But that’s not always practical.”

Debs says a 45-minute wait results if a person just misses the 3.15pm bus.

“At the hot pools, if you miss the Number 30 you have to wait an hour or catch three buses to get back to Papamoa. They say to walk from the hot pools down to the Mount but a lot of old people can’t do that.”

Adrian shared Debs’ concern about the frequency of the buses, and has captured photographs of two buses approaching the Papamoa depot at once.

He is grateful for the ‘comprehensive’ coverage of the district, but believes the manner in which the service is structured to be inefficient.

“I cannot help but wonder at what seems to be an awful lot of wastage of ratepayers’ money here. Day after day I see buses going right down to the east end of Papamoa which, except for the driver, are completely empty both ways.

“I have suggested using much smaller buses, or cutting the frequency of the service in the furthermost parts of the run, to save costs.

“Whilst I will be ever grateful to Winston Peters in giving us retirees a Gold Card to allow free use of these buses, when I eventually have to give up driving, I am most worried that by running these buses empty all day, the TCC will cut the service, and we will all lose out.

“Even if one of the buses stayed parked at the Palm Beach mall, and the driver read the paper, while the other did its usual near-empty run, this would save the running costs and fuel, and save other road users having to accommodate buses on the very narrow

having 184,990 passengers during the period from July 2009 to December 2009 to 259,500 passengers during the period between July 2011 and December 2011 – a rise of more than 40 per cent.

“We work hard to try to stagger departures to similar destinations as best as we can, however we have identified the Papamoa weekend timetables as routes that need some work and we are looking into this.

“We apologise to those who have found this an inconvenience.”

Bay of Plenty Regional Council transport policy manager Garry Maloney says the council constantly reviews and monitors all services, including the three bus routes to Papamoa, to ensure each runs as efficiently as possible.

War against child porn continues during a court appearance in Tauranga District Court earlier this month.

The distribution charges each have a maximum sentence of up to 10 years in prison and the possession charges carry five years each.

The charges relate to a Department of Internal Affairs investigation where an officer searched Facebook for illegal use of objectionable material, particularly child sex abuse images.

Inquiries on one person’s profile led investigators to Dunn’s address in Papamoa, where his computer and other electronic devices were seized.

Judge Patrick Treston says he is prepared to consider a home detention report.

Judge Treston remanded Dunn on bail and he is to appear in Tauranga District Court for sentencing on July 10.

The war against child pornography in New Zealand has resulted in approximately 200 convictions during the past five years, including at least three in the Bay of Plenty.

Rotorua man Christopher Grant, 42, will spend the next three years in prison after being convicted on numerous charges relating to child pornography, following the completion of a Department of Internal Affairs investigation.

This follows the recent admission from Papamoa man Cameron Mark Dunn, who is facing a prison sentence after pleading guilty to possessing and distributing child pornography.

The 35-year-old pleaded guilty to 14 counts of knowingly distributing objectionable publications to another person and six charges of knowingly possessing objectionable publications

Kick-boxer finds solace in the ring Professional fighting is no kick-back for Muay Thai kick-boxer Daniel Geurts.

During his teenage years, Daniel admits to participating in too much street fighting.

But he put a ring around his bad-boy side and concentrated on the discipline and focus of Muay Thai.

The Tauranga car re-finisher has an impressive record since first entering the ring last September, and has won four of his fights by knock out.

Daniel underwent six weeks of physiotherapy to realign his spine and reset his posture before he started training.

The 21-year-old says Muay Thai has altered his social life, as performing in the boxing ring is his main focus.

“It’s pretty hard but it helps you in your life like in general. It stopped me from drinking,” Daniel says.

Since his first fight in September last year, the middle-weight kick-boxer says the training has changed his life.

“If you’re going to put time into something, you might as well give it your all. No pain, no gain.”

Kick-boxing has switched his thoughts from anger to discipline.

“You’re not fighting cause you’re pissed off with each other, you’re fighting for the win and to better yourself.”

Muay Thai trainer Shane Bishop has built Daniel’s routine around fitness and agility.

“Fighting really is fitness and hard sparring I reckon,” Daniel says.

“You’re training so hard for just the one night thing.”

Daniel is always thinking of how to gain an extra advantage over his opponent.

“What if he’s training right now and if I have a day off?

“You have to try and beat his training routine. Muay Thai is one-on-one; it’s just you and him.”

Ginger Beere for Dry July Merlot, chardonnay, tea or Beere? It will be tea and ginger beer all month for Dry July participant Colin Beere, who says giving up the drink is a small sacrifice to help fundraise for cancer support.

When Colin, Avalon’s business development manager, found out about the new fundraising campaign he was quick to sign up because of the major impact the disease has had on his family.

Cancer claimed his first wife Lynnette when they had a young family, and last month wife Glenda had a kidney removed

as the disease had returned after earlier battles.

“It’s a terrible disease. I think everyone knows someone who has been affected by it, so it’s a great chance to be able to do something to help,” says Colin.

Colin jokes about the abstinence pledge, saying it has a dual purpose to slow him down. In fact, he says his first test came on July 1 when he broke his routine of watching the Warriors play at a bar, to avoid being tempted. He has also had to take a month-long leave of absence from his weekly

All money raised will go to improvements for patients and visitors at the Northern Regional Cancer and Blood Service. If successful, Dry July will be rolled out across the country next year with funds going to all regional cancer centres. It has been run in Australia for six years.

Tauranga houses are cheaper, cheaper, cheaper The price of building new houses in Tauranga dropped by several thousand dollars this week as the city council’s new development contributions policy came into effect.

“We realised we needed to assist in the stimulation of the building and construction industries, because so much of Tauranga’s economic development revolves around it,” says mayor Stuart Crosby.

“Development contributions in their broader sense were becoming a barrier to that stimulation. Over the last two to three years we have been working to bring it back. We did it in association with the development community. For the last three years we have been working with them, so it was a collaborative effort with the development community.”

The immediate effect of the new policy is on new home builders. In the city obtaining the consents to build a new three bedroom plus home will be $5131 cheaper; $5900 cheaper including GST. The cost of development contributions has been lowered from $12,642 to $7511. The development contributions were formerly known as Building Impact Fees and Construction Impact Fees.

Two bedroom houses are more than $3000 cheaper to get passed the council, dropping from $8217 to $4882.

The amounts developers pay for putting house lots on the market have also been reduced across the city, surrounding suburbs and for new developments.

Development contributions per lot have been reduced substantially. In West Bethlehem the per lot contribution is reduced by $12,122. The per hectare development contribution for West Bethlehem has been dropped by $290,335, coming down from $481,965 to $229,500 GST exclusive.

The cost of building in developed suburbs is also brought down, in Welcome Bay and Ohauiti by $3535, in Pyes Pa by nearly $4000.

Tauranga grew from 66,738 in 1991 to 103,566 in 2006. The city is now expected to house 200,000 people by 2051, down from the 286,000 predicted in 2009. Building statistics show new home building declined rapidly after peaking in 2005. They held steady for a couple of years, before beginning a steady plunge in 2009 from which they have yet to recover.

Dancing up a storm Performing arts fans can get their dose of culture over the coming days – with the final days of the Tauranga Festival of Performing Arts rounding out what organisers are calling a great event.

Performing Arts Competitions Society president Annette Johnston is delighted with how the week-long festival has gone at Baycourt, saying it shows the 54-year-old event is in good heart.

“It’s been a great week – with lots of highlights, but there is still a lot to come with the ballet and the speech and drama, as well as the `best of the best’ concert on Sunday.

“I have to say it’s going really, really well.

The performances have been excellent.”

The Tauranga Festival of Performing Arts, which is one of the largest of its kind in the country, has competitions across the full spectrum of dance, performing arts, music and singing, to speech and drama, in agegroup categories. The competitions have attracted 650 young people, who are taking part in a total of 2500 items.

“It’s one of the biggest competitions in the country and from the standard I’ve seen, it’s definitely one of the best. I’m continually amazed by what I’m seeing.”

Trans-Tasman rivalry reaches new depths

The sport may not be highly recognised, but for five Western Bay underwater hockey players, being different is not a set back.

Out of about 80 underwater hockey players, only five have been selected from local squads to represent New Zealand at the Trans-Tasman Underwater Hockey Championships in Australia.

The five leave on Friday July 6 to compete at the Miami Swimming Complex in the Gold Coast from July 9-13.

Tauranga Girls’ College student Kelly Saunders, 15, will represent New Zealand in the under 18 team.

Megan Burrows and Courtney Coughlan, both 17, will be representing New Zealand in the under 23 set.

Former Tauranga resident and third-year university student, Andrew Harris, will compete in the men’s elite heat.

difference, but are sometimes frustrated by underwater hockey’s low profile.

“Sometimes it’s fun just to say hockey underwater or tell them you play with giant scuba tanks on your back, but then that’s not really true,” Courtney says.

The coveted rugby rivalry between Australia versus New Zealand is also evident in underwater hockey, with previous tournaments presenting close competition between Australian and New Zealand teams.

“Aussie women’s last year came fourth and New Zealand women’s last year came third, so it shows you how close they were.

And then the Aussie men’s came first,” says Andrew.

Courtney and Megan recognise competition will be tough.

“They don’t have an Australian under 23 team, so we’re playing in the elite women’s and the under 18s as well. So we’re going to have a bit of mixed competition,” says Megan.

Andrew says sprinting underwater, resistance and anaerobic fitness is required, all while holding the breath.

“Swimming helps but it’s not a requirement.”

Waihi Beach family evacuated Mother of four Leigh Sim heard her children’s cries as water poured all around her on Tuesday night.

The family home on Scarborough Road, Waihi Beach, like many others in the Western Bay of Plenty, could not escape the vicious storm that lashed the region.

Leigh, partner Harvey Adams and four children had only moments to gather what they could before water, pouring through the ceiling and flooding the children’s bedrooms, forced them to leave.

The couple stayed behind to clean up what they could.

“We tried to stay here and keep as much water out, but it was just coming through the floor,” says Leigh.

“It isn’t a home anymore.”

Harvey revisited the flooded house after the children were moved to the safety of a friend’s house down the street.

“The house is gone,” he told his partner.

The children, aged between two and 14, will be moved from the nine bedroom rental to their grandmother’s house in Auckland for the remainder of the school holidays.

The couple are unsure of where they will stay while they try to clean up the damage.

“We’re just clueless, we don’t know what to do,” says Harvey.

At its peak, the water level reached just below the fire that Harvey had lit to keep the family warm.

“But the fire was still going though,” says Leigh.

She says the family is sad to leave their rental property stranded.

“It suited our family very well.”

Outside, the water level caused one of the children’s bikes to float from the house to the end of the street.

A pile of wood drifted across the garden and the family’s trampoline was almost submerged.

Harvey credited the helpful neighbours who were there to lend a hand with the clean up.

“I’m glad we’re here when we had a major.”

Council foundering We read in the papers that Western Bay of Plenty District Council is not just a ship without a rudder.

A better comparison would be with the Titanic.

Farmers Weekly that councils might be amalgamating with Thames Coromandel District Council.

We can only gaze in wonder and consider the evidence that will come up in the inevitable local government investigation and the questions that relate to orders which obviously have been ignored.

Council has hit an iceberg of rates, is drowning in debt and is assembling a band that is preparing to play Nearer My God to Thee.

The only difference is they can’t seem to agree on the key to get started.

The debt problem was easy to solve. They just increased the General Rate part of the rates by 48 per cent, attacked their debt with a new charge for everybody called an Interest Recovery Rate and put the District Library Charge up by 60 per cent. The restructuring alternative, already under way by other councils, appears to be beyond them.

The fight over the lifeboats seems to be just as brutal, with a recent report indicating a representation change that will mean reducing the number of councillors from 12 to eight and increasing the pay of the remaining by 50 per cent.

The confusion of the last week in the meetings on representation wasn’t helped by a captain who was absent when needed, a second in charge who couldn’t control the rabble, and decisions that have revealed major design problems with the ship which have opened the council up to the icy waters of public derision.

They may get off lightly because, to add to the confusion for the public, the decisions on the Long Term Plan are due out this week and the new rates are confirmed.

Beware of average figures being offered for rates increases. Rural rates have dropped in many cases but some urban rates have gone up by as much as 15 per cent in a year. A new Interest Recovery Rate has been added to help pay for their mistakes. The mayor admitted, during the recent Long Term

New requirements

Plan meeting in Katikati, that the projected rate increases in the plan were not acceptable and would need more work. If his policy is to drive the superannuitants out of the Bay, he is right on target. If ever we needed to be involved in having our eye on our council, it is this week.

Change of plan

The mayor was absent from the representation meeting that was chaired by the deputy mayor. After weeks of discussion and guidance from SmartGrowth, and after a secret workshop decision where a new representation structure was decided, the councillors broke ranks and decided on a totally different plan.

Cr Pittar saw the original plan that seemed to work well for towns like Te Puke and Katikati being thrown over the side. The mayor returned from a meeting with Maori and stated that if he had been at the meeting, he would have used his vote to stop the revolt from the steerage. Cr Webber drove the ‘eight councillor, three ward’ plan but noted that councillors and community boards would have to go into training to learn their new role of representing the community.

This could be even more onerous with two or even three community boards per ward. Fears have now been voiced over the difficulties that WBOPDC will have with the new plan and with any amalgamation they might have with Tauranga City Council or the option that was reported by the mayor in the NZ

The mayor has just discovered the requirements of this ‘new’ Local Government Act and is disturbed that there was no consultation.

He is complaining over the haste for restructuring that has to be completed by 2013. He has been told at various times since 2010 that local authorities should undertake preliminary consultation prior to commencing the formal statutory representation review process. Forms of consultation used by local authorities include community surveys or referenda, discussion documents, newspaper advertising, focus groups, email groups of interested citizens, public workshops and meetings in preliminary consultation to seek views on particular representation options, as well as on factors such as current communities of interest.

WBOPDC and Omokoroa until now have totally ignored every one of these directions. Their confusion is of their own making.

Impulsive

The council’s new draft representation model is described in the submission form on half an A4 page. It provides details of their impulse decision on the new council structure and asks you, with no information, to design something better. Council went off course in Omokoroa. It is foundering because of Omokoroa and, as of this week, Omokoroa and Kaimai are pushing to be first to the lifeboats. The mayor appears to be trying to attach himself to three different lifeboats but unless he can push the required three year schedule of change through in six months, he might be better off earning some nobility by going down with the ship.

A regional watchdog view Deliberations announced for the Regional Council’s 10 Year Plan I am hugely disappointed that the Bay of Plenty Regional Council’s deliberations of their 10 Year Plan never appeared to address the issue of staffing levels.

As I commented in a previous editorial the huge blowout in non “action orientated” staffing (planners, report writers and bureaucratic paper shufflers) is what is causing our rates blowout. Our regional councillors’ solution is to pin the rates increase back by delaying actual environmental improvement initiatives, and make minimal inroads into improving efficiency and effectiveness.

Local government reform Parliament is considering, as a Bill, Better Local Government; an eight point programme to “improve the legislative framework for New Zealand’s 78 councils” and to make it easier to amalgamate.

It is Government’s view that rates are too high and that costs can be reduced with efficiencies.

What does this mean for you living in Tauranga, Western Bay? A few scenarios to be considered: 1. That Tauranga and Western Bay councils amalgamate and take over the regional council and our functions in this area, but if that was to be proposed, it is likely that this could trigger other effects.

2. That Rotorua ‘goes it alone’ and also takes over the regional council functions in their area, with the Eastern Bay of Plenty (i.e. Whakatane , Kawerau and Opotiki) doing the same .

3. That a new Bay-wide council be formed from the areas above (as the regional council is now) with a review of the functions that are currently being carried out by all the current councils so as to avoid duplications.

4. Or a combination of the above, or something quite different.

The effect of all this is that all the proposals would go to the Local Government Commission, which would assess the options, consult with affected parties and reach a determination.

Armed robbery at Grange Road Dairy

Tauranga Police are asking for the public’s help in identifying the person who committed the armed robbery of Grange Road Dairy in Otumoetai.

A man entered the dairy on the corner of Milton Road at about 4.40pm on Monday

and produced a pistol demanding money from the shop keeper who handed it over.

He then fled the dairy making off on foot down Grange Road towards Otumoetai.

The offender is described as male Caucasian about 1.78m of slim to skinny build, wearing black tracksuit pants, a black hooded sweatshirt and balaclava.

Psa: Growers consider legal action The possibility of legal action over how the vine killing disease Psa-V got into New Zealand is being considered by New Zealand Kiwifruit Growers Incorporated in light of an independent review released this week.

It was NZKGI that requested the review of import requirements and border processes released by the Ministry for Primary Industries and NZKGI president Neil Trebilco says it has identified specific failings with the way the then Ministry for

Agriculture and Forestry managed its biosecurity processes in relation to Psa. “Many growers have lost all, or part, of their livelihoods as a result of Psa coming into New Zealand. As the grower representative organisation, it is NZKGI’s job to consider all possible options for growers impacted by Psa.” Neil says NZKGI will consider the review in more depth and wait for subsequent legal advice before taking the next steps.

A deal that makes good sense.

Update on road safety Our local councils meet regularly with representatives from the New Zealand Transport Agency, Police and ACC to discuss road safety in the western Bay. They form the Western Bay Joint Road Safety Committee and they monitor a Road Safety Action Plan, which pulls together a range of activities and actions aimed at making our roads safer places to be.

Some interesting statistical information reported at a recent meeting of this Joint Committee included: • So far this calendar year, the number of fatalities on our Western Bay roads is lower than it has been for the last six years. There have been three local road deaths to date.

• Of concern is the fact that of the 14 fatalities on our roads last year, six of the deaths were of people over 70 years of age.

• There are a number of educational programmes targeted at young drivers, and statistics indicate that they are having a positive effect. While 17 per cent of alcohol related prosecutions so far this year relate to 15-19 year olds, this number has dropped year on year for the past four years from a high of 27 per cent.

It was an exciting day that the boss emerged from the shop with a new throw ball and a mystery bag of goodies.

I knew the throw ball meant good things but I was kept in trepidation for at least half an hour before he revealed the contents of the mystery bag: pigs’ ears.

Now these have long been considered a delicacy amongst the canine fraternity, but me being of such youthful inexperience, I had no idea what they were for.

Getting heads around the big issues At the same time a proposal to transfer ownership of TECT Arena at Baypark from council to TCVL (Tauranga City Venues Ltd) took around half that time. That’s the nature of committees it seems. The lesser the issue, the more people feel the need to contribute. Even though some people clearly have little idea of what’s involved.

Getting on with it In a classic display of overkill in dealing with the minutiae of the day, elected members spent well over half an hour debating the merits or otherwise of dinghies on Pilot Bay beach during the full council meeting last week.

The ownership of TECT Arena is not that complicated nor controversial, despite efforts by one or two in the public to make it so. In my opinion not having council, bureaucrats and politicians involved in the day-to-day running of public services is a good idea. Private enterprise can just get on and do it without interference from well meaning (and in some cases not so well meaning) politicians and bureaucrats needing to cover their backs (and in some past cases covering

their incompetence). Sure, occasionally things go awry but overall it’s to the public benefit to have operations such as Baypark/TECT Arena run outside of council. TECT Arena ownership issues largely revolve around the accounting processes and requirements of Audit NZ through the Local Government Act. TCVL ownership is also part of the deal with TECT, which contributed $6 million to the project. TCVL will own the arena.

Tauranga City Investments Ltd is the holding company for TCVL shares and Tauranga City Council owns 100% of TCIL shares for those interested in the technical details.

Tauranga City Council will lead the asset management programme in conjunction with TCVL to ensure that assets are properly maintained. It was the only item I was concerned about and we needed to ensure there was no opportunity, now or in the future, for any repetition of the Mount Hot Pools

saga. We added in a resolution to this effect. TCVL is required to take on the arena as an “as is where is” basis. Larry Baldock made a statement to the effect that it all didn’t matter and council would never let TCVL go into receivership. That is his opinion only and it should be clearly understood that TCVL is a trading entity in its own right and recourse to ratepayers/council is not guaranteed.

Dinghy rental

So then we got onto the Pilot Bay dinghies: 68 of them. Larry and Tony Christiansen wanted a licensing system, with associated fees, to ‘control’ them.

Tony even suggested council purchase 15 dinghies, five each at three locations, for the 40 or so moored boat owners to use to get out to their boats instead. The issues of what happened after the last dinghy had been taken away for a week or month by the boat owner hadn’t seemed to register. Imagine that – council in a dinghy rental business! Oh dear! I moved that staff “explore options for the location and storage of dinghies and outriggers along the foreshore of Pilot Bay”.

I spoke against any registration system or fee. It’s not broken and nothing needs fixing. An indelible pen to writer owners’/boat names and telephone numbers is sufficient ‘registration’. No contact details would be sufficient for council to remove any dinghy causing a problem. With the proposal of a boardwalk it might be necessary to relocate some dinghies, but it’s not a major.

Contrary to Larry and Tony’s view, dinghies are an intrinsic part of Pilot Bay and add to the vista. What to do with the outriggers will be a matter for discussion but it will be almost impossible to put a boardwalk along Pilot Bay with outriggers in their present situation. So there should be a molehill out of a mountain when staff return with the options. My opinion is no fees, or registration, some slight adjustment to present dinghy clusters, and discussion with the outrigger club to allow a sensible outcome for siting a boardwalk.

The Sapphire Drive/Harrisfield Drive walkway closure saga has finally drawn to an end. A trial closure showed no significant downside and it is now permanently closed. Adjoining landowners

will pay costs to add the relevant part of the walkway to their land titles. We were told costs will exceed the value of the land. Another classic council process.

This has taken years!

A follow on from comments in last week’s column on Development Contribution potential review. It’s not rocket science, despite attempts to make it so.

The city has sufficient infrastructure for existing residents. When more people want to live here council has to provide more infrastructure to cope. DC means that those people pay the cost of that new infrastructure. If they don’t, then existing ratepayers have to pay. That’s where council is presently at.

Historically council was behind the eight ball in some aspects of infrastructure for growth. Now it’s ahead in some parts. If DCs are further reduced, rates go up even more. That would take council back to pre-1989 when ratepayers subsidised development and there were massive rates hikes in that decade.

The more things change, the more they stay the same. Rates subsidy of development is also why DCs are ‘cheaper’ in other NZ cities without growth but rates are similar to Tauranga.

In or out?

After a petition to put speed bumps in at Hollister Lane some time ago, and subsequent installation, council received another petition to take them out. This failed 6-5. Council should seek a waiver in future petitions saying once they’re in, they stay in. Ratepayers fund this.

At the request of Papamoa Progressive, council approved a memorial plaque for past member Alan Bright on the new amenity building at Gordon Spratt reserve. Alan was an interesting character and at one time worked alongside Rob Muldoon and Bill Birch in the Ministry of Energy as energy conservation officer in the days of Think Big. It’s appropriate the plaque goes on this building. Alan fought for the building amenity and once approved, he opposed the design. That was Alan, an intelligent, forthright person who knew what he wanted and never let up in his quest to achieve it.

Held at Baypark, it is always an amazing night and last Friday was no exception.

Slow weekend for eager Bay anglers There were fairly large numbers of boats out in Western Bay Of Plenty waters over the weekend, but reports of large numbers of fish being caught or fishing big success stories were very few.

Russ Hawkins (Fat Boy) had a very slow start on Saturday in the Middle Ground but as the day wore on the catch tally rose concluding with 40 tarakihi, two pan-sized snapper, seven large kahawai, and one john dory, for the five anglers.

Brett Keller (Manutere) headed out to Motiti Island and in the Middle Ground for much of the time contending with strong currents found it hard going.

However by the end of fishing regular anglers aboard had between 14 to 16 tarakihi each. There were also a few snapper catches

and one red snapper. Arch McTainsh (Enterprise) had an educational trip at the weekend taking the opportunity to do a little fishing and collect enough tarakihi at the Four Mile and the Middle Ground.

However, a couple of visiting anglers fishing at the South East corner of Motiti landed nine good sized snapper and two kahawai.

At Pukehina small boat anglers fishing close inshore late last Friday afternoon caught three snapper and one kahawai, and surfcasters at the Eastern beaches reported quite a few landing one or two snapper each last weekend.

Apparently the only Papamoa kontiki fisher having regular successes recently owes it to the fact that he is also the only one prepared to brave the early morning dark and cold conditions, which is when he says the fish are there.

Fresh look into historic New Zealand cold case Cold cases have always fascinated Chris Birt.

His favourite television viewing in recent years has been the popular series of that name and he

often reads of unsolved murders on the Net. So it’s natural that the Tauranga Boys’ College old boy and journalist, who was educated and worked in the Bay for many years, has been involved in investigating and researching a cold case of his own.

The 1970 execution of Jeanette and Harvey Crewe in the lounge of their home at Pukekawa, south of Auckland, shocked New Zealanders.

To have a young farming couple gunned down in this manner was a rarity itself, but the discovery that their infant daughter had been left in her cot, being fed and cared for by an unknown woman for five days until being ‘found’ by her grandfather added a bizarre new twist to the crime, says Chris.

He became ensnared in the Crewe case when he wrote a series of articles about the activities of Nick Gresson, a Mount Maunganui man who campaigned for the release of Arthur Thomas, the Pukekawa farmer fingered by police for the Crewe killings.

Gresson conducted a Walk for Justice throughout the North Island in March and April 1977 and Chris was there to record the progress of his campaign.

“I went to Australia to work in the media in late 1978, returning to Tauranga in 1983, but even while overseas, I continued to pursue the Crewe affair, albeit from the other side of the Tasman Sea,” says Chris.

“I still have a letter from Prime Minister Rob Muldoon relating to the Thomas affair in my possession to this day.”

On 17 December 1979, he was working at the Courier Mail newspaper as foreign news editor when the telex machines began to chatter out the news that Thomas had been pardoned and was being released immediately from the

Hautu prison farm near Turangi, a free man with the promise of a Royal Commission of Inquiry under his belt.

The Crewe murders remain New Zealand’s ultimate cold case, Chris says.

“Because they are unlike anything ever encountered by the police in this country, before or since.

“The fact that Rochelle Crewe, then 18 months, was left alone in that desolate blood-stained house and that the bodies of her parents had been carted to the Waikato River five kilometres away makes for a strange saga, and the police malpractice that followed in a bid to ‘solve’ two of the five murders on the books of detectives at that time, makes this affair one out of the box.”

Chris penned his first book on the Crewe case, The Final Chapter, in 2001, a record of the huge amount of evidence the police collected on their prime suspect for the first four months of that inquiry, Jeanette’s father Len Demler.

The former Tauranga researcher and writer says this was essentially the who-dunnit of the Crewe case.

But his new book is certain to reignite the calls from people up and down the country for the Government to order a new independent inquiry into the case, he feels.

“All the Commissioner’s Men is the story of the police malpractice in the Crewe case,” Chris says.

“It’s a tale that will shock all fairminded New Zealanders.

“The documents I have secured from the police under the Official Information Act, since it came into law in 1982, when added to those I have from civilian witnesses, adds up to malpractice from detectives on a scale never seen in this country before.”

Chris says many of the crucial eyewitness statements disclosed in this book were never seen by

“It has taken 42 years to get them into the public arena.”

Chris says many of Tauranga’s older residents still have a keen interest in the Crewe case, as it captured their attention when the news broke in 1970 and remains an unsolved double homicide.

But he is sure it’s a case that will also increasingly become of interest to those of the younger generation and to that end he has also launched a new website www. crewe.murders.com to act as a clearing house for information and to make sure that the public gets accurate information on the killing of the Pukekawa couple and the ‘criminal acts’ committed by detectives during their investigation of the original crimes.

Disabled adventure challenges a first Tauranga’s Riding for the Disabled Association has teamed up with Discover Adventure to become the first New Zealand charity to offer adventure challenges overseas to disabled people and those who fundraise for the scheme.

The proposed trips for Tauranga RDA are trekking on horseback in Mongolia for 200km in the footsteps of Genghis Khan, cycling from Ho Chi Minh City in Vietnam to Angkor Wat in Cambodia and trekking on foot to ancient Petra in Jordan.

Tauranga RDA chief executive officer Kat Macmillan says she can’t think of anything better to do than go on an overseas

adventure like one of these, while raising money for a great cause at the same time.

Greerton shop deals ‘on fire’ Greerton Village will be on fire with bargains next Friday.

Stores and scores of people will spill out on to the streets as the shopping precinct goes all out with a Fire Sale, finishing with an evening light show guaranteed to wow.

Retailers are planning a major sale, with most stores setting up sale tables outside their stores.

“We are expecting big crowds,” says Mainstreet manager Victoria Thomas.

“When Greerton shops have a fire sale, they really mean big savings for shoppers.

“We all see it as a chance to clear stock and give our shoppers some great bargains at the same time.”

Victoria says the Greerton area is buzzing ahead of the event, which has grown from the last year’s light show.

This year’s show, weather permitting, will take place in the Greerton Village Square, and is likely to finish at about 9pm. Some cafes, too, have jumped on board, and will offer special deals on the day. Victoria says

Greerton, like everywhere else, is experiencing an unpredictable, up and down turn and hopes the event will spread awareness of what the suburb has to offer.

“If you haven’t shopped in Greerton for a while this is a great opportunity to come along and be happily surprised by what we have here,” says Victoria.

“The shopping will be fantastic, and so will the light show in the evening.”

Victoria says the attractions don’t stop with the low prices and festive atmosphere.

“There are some fantastic acts in the line-up, including shadow puppets, fire breathers, fire jugglers and fire poi dancers. The lantern display from Papamoa that was such a hit last year is coming back, and the UV light party will be spectacular,” says Victoria.

About 500 attended the light show last year, and Victoria says this year organisers are expecting twice as many.

“It was a great night out, and people came from all over Tauranga.

We have loads of free parking, great shopping and some awesome entertainment, so this year will be even better!”

Funding for the various Mainstreet initiatives is split between targeted rates from the businesses involved and contributions from council. The fire sale will be on all day on Friday, July 13, with the free light show and accompanying entertainment beginning at 6.30pm.

The small town with a big heart It is a bit an embarrassing admission for Bruce McCutcheon but the truth is, like many people who live in Tauranga or at the Mount, he used to take Katikati for granted.

Tauranga students taking their place in the world at Otago LEFT: Six of Tauranga’s top students are making new lives for themselves in the deep south after accepting scholarships to attend the University of Otago.

Emma Aiken, Olivia Burn, Rowan Davies, Matthew Hunter, James Simonsson and Matt Smallberger are not all studying the same subjects, but they all profess to be settling well in their new southern home.

Three of the six 18-year-olds have flung themselves head-long into one of Otago’s busiest courses – first year health sciences.

It’s the gateway to a variety of professions, including medicine and dentistry.

Emma Aiken (ex-Mount Maunganui College) followed in her mother’s footsteps to study at Otago, where she is immersed in health sciences hoping to become a doctor; either a GP or paediatrician.

For Olivia Burn (ex-Aquinas College), it was her father who attended Otago. She also hopes to get into medicine, but perhaps into medical research, or to work as an emergency room medic.

James Simonsson’s (ex-Otumoetai College) budding body-building career and love of sports has led to more than one injury over the years, prompting him to choose a probable career as an orthopaedic surgeon.

His fellow Otumoetai old boy Matthew Hunter was a fourth student who initially enrolled in health sciences. However, after

a few weeks of the intensive course – which has seven papers covering aspects of physics, chemistry, human body systems and biology – he changed his mind.

With the support of Otago tutors, he has shifted to a Bachelor of Science degree, majoring in physics and chemistry.

Taking a Bachelor in Applied Science degree majoring in energy management is Rowan Davies (ex-Tauranga Boys’ College), who already had a brother at Otago, making his southern move easier.

The only student of the six not taking a science paper is Matt Smallberger (ex-Bethlehem College), who is doing a double degree: a Bachelor of Laws and a Bachelor of Arts in politics, philosophy and economics.

Matt agrees he could have gone to any university in the country to study, but says he had visited Dunedin previously playing representative hockey, and loved the culture of the city.

All six students agree there are similarities between their home town and Dunedin – the closeness of the beach, and the friendly people.

However, the compact way Dunedin is laid out, with the university in the centre, was a big plus, they say.

“I can walk everywhere,” Olivia says.

“And the main street is just so close,” Emma adds. “You’re practically right in the centre of town in a few minutes walk.”

Three of the university’s 13 residential colleges are home to the six students these days, where they all rave about the food, the helpful tutorials and the many friends they’ve made.

James says he visited Dunedin last year after being awarded an ‘On Campus Experience Scholarship’ through the university, which gave him (and Rowan, who won the same thing) a chance to experience the university during a short trip.

“I loved it down here. I chose to live in Arana College because we had lunch there… the food was so good.”

Olivia and Emma made the same choice, although its central location was a bigger factor in their choice.

Rowan also rates the food as a factor in his choice of Carrington College, where he and Matthew live.

Matt chose a less central and more traditional college – Knox.

“I just love the traditional culture and I don’t mind it being a bit further away (in North Dunedin). To get to varsity I walk through the Botanic Garden. It’s a great way to start the day.”

Rowan and James also have access to the university’s Maori Centre, as they both earned $10,000 Maori and Pacific Island Entrance Scholarships, while the rest were awarded Leader of Tomorrow Scholarships worth $5000.

Teacher on mission for good Determined to make a difference in his first role as a teacher, Graeme Cook has gone to one of the world’s biggest classrooms.

Graduate teacher Graeme Cook hopes to make a real difference with his first teaching assignment in a Thai refugee camp.

The recent graduate of Bethlehem Tertiary Institute’s primary teaching degree is aiming to help as many of the 44,000 Karen children in refugee camps along the Thai-Burma border as he can.

Kingfish farm for Katikati When most people are looking forward to a life of leisure, Trevor and Annette Davidson have chosen to embark on a new business venture.

But the Davidson’s are nothing like stereotypical senior citizens. Trevor believes aquaculture is the future for sustainable commercial fishing.

After seeing an article on TV One’s Country Calendar, Trevor was inspired to get into aquaculture. Not

an ocean-based fish farm, but a landbased fishery in the heart of Katikati.

“Initially I was interested in paua production. At the end of that show on Country Calendar they said there were opportunities for fin-fish farming, so I visited the Bream Bay facility up North,” says Trevor.

NIWA has invested more than $2.5 million in the aquaculture production and research facility to help New Zealand meet the growing demand for seafood.

“From there we did a lot of research and got onto a Norwegian company called Akva.”

Akva group is a technology partner and supplier of advanced equipment and services to the aquaculture industry worldwide. Akva group is considered a pioneer and technology leader through more than 30 years of supporting fish farming.

The Davidsons are undeterred by the failure of Parengarenga Incorporation kingfish farm in the Far North.

“The Northland farm failed due to equipment problems,” says Trevor.

“They are currently

refitting infrastructure and plan to be operational again in the near future.

For us the whole thing revolves around consent. Although aquaculture is a permitted activity in the Katikati region, consent was required for the oversized building that houses the large holding tanks.”

To date the Davidsons have invested a great deal of their own money completing various reports such as an acoustic survey, and on council fees and associated court costs after submissions from owners of neighbouring properties contested the Western Bay of Plenty regional consent. However once the first stage of production is productive, Trevor predicts harvesting at least 7.2 tonnes of fish per week. The fish will be stung onsite and trucked to Bay Packers in Mount Maunganui for processing.

The project currently hinges on the decision of Judge Jeff Smith, who is expected to deliver his verdict on the project within the month after hearing submissions for and against the proposal in the Environment Court.

I am not advocating a mass spend-up once you retire but if you have worked that hard, why not enjoy it well you are still alive?

The real issue that people have, of course, is guilt. They have worked and saved their entire life to the mantra that saving, not spending, is a good thing.

Designing t-shirts for charity Tauranga Breast Cancer Support Service is holding its fourth annual t-shirt design competition to build awareness of breast cancer in the Bay of Plenty.

This year the competition is open to the public.

With $250 cash up for grabs and loads of publicity, the winning design will be screen printed onto magenta pink t-shirts and available for purchase during Breast Cancer Awareness month in October.

“There are a host of events throughout October where the t-shirts will undoubtedly be in hot demand as everyone dresses up in all things pink, including the Proudly Pink Fashion Show, the Ocean Blue Beach Walk in Papamoa and the ASB Fun Walk in town,” says Lea Lehndorf, coordinator for Breast Cancer

Support Service Tauranga.

“This year, we are looking for a design that reflects fun and feminine vitality.

“It needs to relate to breast health/ awareness and reflect the artist’s style.

“I’m really looking forward to seeing what the creative minds in Tauranga come up with this year!”

There are around 150 women in the Bay of Plenty diagnosed with breast cancer every year.

Breast Cancer Support Service Tauranga Trust endeavours to contact all of these women, offering support, education and information so they are not alone on their journey.

The importance of looking after blood vessels Last week we looked at the importance of maintaining good blood flow and this week we discuss maintaining healthy blood vessels.

Blood vessels are a lot more than just pipes to hold blood. They are living tissues and can be greatly affected by disease.

Unhealthy blood vessels offer greater resistance to blood, which can impede circulation and can make the heart beat under greater pressure to compensate.

Residents encouraged to get the flu jab now Increasing numbers of New Zealanders have caught the A(H3N2)-like influenza virus in recent weeks.

Virus expert and National Influenza Specialist Group spokesperson, Dr Lance Jennings, says the predominance of the H3N2 virus is a concern because infections with this virus can be particularly severe for the elderly and those with an ongoing medical condition.

“It’s not too late for people to get a flu vaccination which covers three strains currently in circulation in the southern hemisphere, including H3N2,” says Lance. ”Vaccination is the best way to protect yourself from influenza.

“We know some people just ‘don’t get around to it’ but I would strongly urge them to act now if they want to avoid being seriously ill or ending up in hospital during their busy winter period.

It can take up to two weeks to develop immunity from the time of vaccination, so people need to book in with their doctor or nurse today.”

Flu immunisation is free until July 31 for New Zealanders at high risk of more severe disease and complications – pregnant women, people aged 65 and over, and anyone with ongoing health conditions such as heart disease, strokes, diabetes, respiratory disease (including asthma if on preventive therapy), kidney disease and most cancers.

It’s estimated more than 400 people die from influenza each year in New Zealand because influenza can make other conditions, such as breathing or heart problems, even worse.

Suicides leading cause of maternal deaths The leading cause of maternal deaths in New Zealand continues to be suicide and action needs to be taken to reduce the figures, a report says.

This was highlighted recently when a Bay of Plenty teen set up a gossip Facebook page posting untrue rumours about her being pregnant and having an abortion.

The 17-year-old cried to family and friends saying the rumours were not true and on July 24, 2011, she took her own life while at a party in Tokoroa.

While this case is not directly linked to maternal suicides, it does highlight how vulnerable people can be, especially when it comes to cyber bullying and other pressures, say experts.

According to an annual report of the Perinatal and Maternal Mortality Review Committee, there were 13 deaths from suicide between 2006 and 2010, representing almost a quarter of the total 57

maternal deaths recorded.

Maternal deaths are those among pregnant women and mothers with newborn babies up to six weeks.

PMMRC chair, professor Cynthia Farquhar, says the report contains recommendations to reduce the figures, including establishing a mother and baby unit in the North Island, in addition to an existing unit in Christchurch.

The report also recommends the referral of pregnant women and new mothers with a history of mental illness for psychiatric assessment and management, even if they are currently well.

“There also needs to be better coordination between existing services in the primary and specialist sectors and processes for sharing information between providers.”

Other frequent causes of maternal deaths between 2006 and 2010 included maternal pre-existing medical conditions, of which there were 11 cases, and nine cases of amniotic fluid embolism.

Western Bay men set for health boost

Men’s health in the Western Bay is set to get a boost with a new information tool to be rolled out next year.

The electronic decision support tool, to be used as an information resource and database for tracking client data, is being called a major step forward in improving men’s health in New Zealand.

The project is being led by longstanding advocate of male health Waitemata PHO clinical director

Dr Lannes Johnson.

“The new tool will provide a more evidence-based guideline approach that could be built into the practice management systems of every New Zealand practice.

“It will reduce unnecessary and possibly harmful investigations or treatment and provide early diagnosis of prostate conditions.”

Lannes says information for the tool is being reviewed by medical specialists to ensure its accuracy.

It will be tested this year before a roll-out to interested practices next year.

The tool’s aim is to empower doctors and patients to address a wide

range of men’s health issues, with a strong focus on prostate diseases, and lead to important age-related screening tests like checks for diabetes and heart risks.

“It will also help doctors and their patients to make the right decisions, at the right time, in regards to testing procedures, as well as provide immediate personalised information for the patient that can be given to them, instead of a generic leaflet.”

The information tool is being developed by Waitemata PHO, the Prostrate Cancer Foundation and Auckland GP network Comprehensive Care.

“I think cocktail drinking is definitely

increasing, particularly with the ladies,” says Dion.

“I started back in 1996 when doing the big OE. When I was working on the Sunshine Coast we would make between 200 to 300 cocktails a night every Friday and Saturday night. But then again you have to remember that even a rum and coke is a cocktail, called a Cuba Libre, if you add a slice of lime to it.”

As in previous years 42 Below will put the bartenders through their paces with a concoction of cocktail making contests that test much more than just their mixology skills.

It’s time to get planting Have you ever fancied picking fresh fruit straight off a tree?

It seems that young and old want to be able to crop their own fruit from their own trees, and now is the time to plant.

One of the easiest fruits to grow is the plum; easy care, very few diseases or problems, so a good one to start with. We have a full range of all fruit trees at Palmers Bethlehem, apples, pears, plums, peaches, nectarines and all types of citrus. Plant now so they get well rooted before the dry of the summer.

For best results, stake the trees when you plant to enable them to make root quicker and do not over-crop them in the first year.

In fact it is recommended to take

off most of the fruit in the first year to give the trees a head start, just let a few fruit grow to get a taste of what’s to come.

If you are short of space, you could consider training then along a fence (called espalier) and if you want to fit in more varieties, go for a double grafted or triple grafted tree.

This is where you get two or three varieties on the one tree; the varieties are selected to grow well together and will pollinate each other to give you better fruiting.

You can also ask for varieties grown on a dwarf root stock. This slows down the growth and keeps the tree small and more manageable.

These trees are also suitable for growing in tubs or containers for people with little or no garden.

If you purchase single variety trees, you would be advised to buy two trees that pollinate each other, this means that the two varieties flower at the same time and therefore they will pollinate each other, as the trees need pollen from a different variety to form quality fruit. This applies to most types of fruit.

The best position for fruit trees is an open sunny position sheltered from strong winds. Ask in store for more advice on variety selection.

2 cans 200g crushed tomatoes 1tablespoon tomato paste 1 litre water 1 large onion, chopped 1 clove garlic 1 leek ½ cabbage, chopped 1 carrot, chopped 1 cup pearl barley A few slices pepperoni salami, cut into strips 1 cup diced ham 1 cup broken spaghetti strips or orzo type pasta Fresh chopped parsley 2 tablespoons olive oil Salt and pepper Grated Parmesan cheese

Method

Sauté the onion, carrots, ham and salami in the olive oil, finally adding the leek and garlic, as they tend to burn. Add the tomato paste then stir in the chopped tomato, water and the remaining ingredients. Bring to a simmer, stirring the bottom to make shore it doesn’t stick. After 40 minutes or so the soup will become thicker and thicker once all the pearl barley and pasta have swelled up. Chip seal the most dangerous method of roading So council wants to stop using hot mix and change to chip and seal.

From what I understand NZ is just about the last developed country to still use the most dangerous method of sealing known to man. Too many people have been killed driving on chip and seal in wet weather it is time such a practice is banned totally.

If the council wants to save

money then they should stop wasting money. Applying hot mix to a road surface is not a waste of money it is an investment in saving lives. I am not going to list the many ways the TCC council wastes money most of them are known to most of us.

The only people rubbing their hands with joy at such a change will be the windscreen replace-

ment industry and the panel beaters. Now the comment that hot mix has a ten year lifespan on a low traffic density road is ridiculous it will last much longer than that on a low traffic density road. If it does have a ten year life span why the hell does council have roads like a section of Moffat road resurfaced twice in a two year period?

Contradictions claim The claim by Mike von Lande (June 29) that Treaty settlement payments already total many $billions is completely contradicted by official figures from the Office of Treaty Settlements (OTS).

Mike says that the fisheries settlement transferred over a $billion to Maori. OTS says $170 million.

He says that some tribes have received settlements of half a $billion in forestry assets. OTS says the forestry settlement was $160 million for all tribes to share.

He says that there are scores more payments like Ngai Tahu and Tainui for hundreds of $millions each. OTS says that Ngai Tahu got $170 million, Tainui got $170 million, and only one other tribe has got over $50 million.

Official figures from OTS are available at the Wikipedia site “treaty of Waitangi claims and settlements”.

The total for claims from 1992 to 2008 is $950 million. Completed settlements since then are about $200 million making a total to date of just over $1 billion.

Since 1992 total Government spending has been over $1000 billion (Treasury), so $1 billion of Treaty settlements is 0.1% of Government spending.

Treaty settlements are not gifts. They are a justified compensation for Government injustice. They are not an excessive cost to the taxpayer.

Treaty was with British Crown, not NZ Govt In 1839, Lord Normanby, British Colonial Secretary, issued instruction to conclude a treaty between the British Crown and the Maori Chiefs.

In 1840, Te Tiriti O Waitangi is signed between “The Queen of the United Kingdom of Great Britain and Ireland and some of the Maori Tribes of New Zealand.”

In 1840, May 21st Lieutenant Governor Hobson proclaimed British Sovereignty over all of New Zealand. The North Island by the Treaty of Waitangi and the South Island by right of discovery. Under New South Wales Continuance Act 1840, NZ became a Dependency of NSW. The first 37 MPs were elected in 1853 and in 1856 responsible Government began and NZ became a self governing colony.

New Zealand did not sign any Treaty!

How then, after these facts from the Ministry for Culture and Heritage (2009) can it be the responsibility of the NZ Government to pay out for these claims when there was no Government in place? This Treaty was initiated and signed up to its responsibilities instead of leaving the NZ Government to use the taxpayers’ money to settle these huge payments for something that happened over a century ago to people who are long deceased.

Dead horses do not eat hay.

Query – should not a Treaty settlement paid to tribe encompass the sub-tribes?

Bomber crew sacrifice Strange that it took so long to recognise the sacrifices made by fliers of Bomber Command during World War II. To say that this delay was due to guilt felt because of the deaths of so many innocent civilians during these raids is naive.

While I have absolute sympathy for the loss of life in this way, the statements relating to this statue have never, as far as I know, mentioned the indiscriminate slaughter of innocent people on the ground, in their homes in Britain by the Nazis, with blanket bombing of Landon and similar attacks using VII rockets.

No mention either of the, at least, six million European Jews murdered by the same regime. Let us look at the total picture.

Take this opportunity to vote out current trustees corrupted by the politics of local government, those who continually bend to the will of those they inspire to be.

Getting on with the job It’s very interesting reading the many opinions in regards to TECT, some organisations have a system, that one must stand down after a certain time in office, thus injecting new blood and different ideas.

One only has to look at parliament to see faces that have been there forever, and do not wish to leave ever. The story goes, that if you take your hand out of a bucket of water, the hole you leave indicates just how important one is. Tect is a wonderful organisation let’s get on, and do the job that has to be done efficiently, and with good humour. Many in the past have laid claim to being financial experts, ask the many thousands of people who lost money, on that score what they think about experts.

How bizarre to learn NZ Border Protection ‘experts’ allowing pork to be imported into NZ from countries known to suffer from a dreaded pig disease that NZ is totally free of?

NZ’s an island nation furthest from anywhere in the world, and that fact has a huge favour for us...if not abused.!

In just recent years we now are noted worldwide as having been “infected” with:- 800 Africans who were not tested for HIV (and subsequently several tested positive), Didymo, Giardia (ruining natural drinking water, even the free-flowing pipe at the top of the Kaimais), * wire-worm (the only major ailment affecting ratites), PSA (which has effectively wiped out dozens of kiwifruit orchardists lives, and our local economy)...the list goes on....

were wiped out, and we hear of them no more!

Disappointing rate outcome Whilst the Councillors may feel content with announcing a rate rise of an average of 3.80% in my view it’s a very disappointing outcome when taking into account low inflation along with record low interest rate.

In time, inflation and interest rates will increase and with a city debt approaching $400 million just an average 1% increase, in borrowing interest rates, will result in an increase in rates of over 4% .

In my view this rate round was the golden opportunity for the Council and councillors to be responsible and announce a zero or negative rate rise so that future rate rises will not necessarily be as great.

Maybe the fact that there appears to be a lack councillors with any financial

Whilst borrowing rates are low so are deposit rates and this creates enormous pressures in particular on fixed income earners, such as the elderly, who are earning less but being expected to fund increasing costs of many items including in this instance an average 3.8% increase in rates.

No not a good result councillors, for any of the residents living in this city, as this is a time that we required restraints on spending matters not the same old borrow and spend mentality and then later on pass on the costs to ratepayers.

No birth control leads to human plague When we view the news on TV each evening, there are more crimes being committed world-wide. This is a result of our human plague; it won’t improve, but only continue to deteriorate as a result of no birth control! Goodness knows how bad the situation will be in say 10/15 years hence.

Our prisons are overflowing now, so where will criminals be held in future?

Huntly, and – let’s face it – if you happen to be in Huntly then passing through is probably the best thing you can do, you may want to pop your head in to the Waikato Coalfields Museum.

That’s not something I’d ever envisioned writing in this column, but the Coalfield Museum is hosting an exhibition called “Six Strings and Politics” focusing on the life and times of Huntly’s favourite yodelling sisters Jools and Lynda Topp. Including rare posters and costumes from the TV series, the exhibition traces the twin’s relationship with North Waikato and no doubt ponders the mystery of how two politically subversive lesbian singers from the home of coal could become internationally recognised and celebrated.

Meanwhile, following up on last week’s column, John Michaelz’ album launch for his new CD So Far, So Good…kicks off at 7pm tonight (July 6) at No. 1 The Strand and John has been going all-out to give value for the $12 door charge. In addition to his current band The Usual, the launch will also include guest appearances from Porina McLeod, Grant Haua, and members of Brilleaux, the Hip-Shooters and Kokomo,

making for a package so tasty you’ll want to eat it twice. Yum. And since we’ve ended up on something of a random events trawl this week, let’s continue on the same path.

The Tauranga Jazz Society has its monthly club night in the back room of the Greerton RSA - which is much nicer than that sounds - this Sunday (July 8).

Porina McLeod will again be singing, this time along with guitarist Tim Cooper and sax-playing singer Kiriwai Poroa in 3’s Company.

Also on the bill are Tauranga stalwarts Bay Dixie, with a ‘proper’ old New Orleans line-up featuring tuba from Hans D Beer, Brian Geogan’s cornet, John Nicholson on clarinet, Dave Proud on trombone and Jeff Baker behind the drums. And John Gillett on banjo. How could I forget the banjo?

With the rise of the ukulele, banjos are in danger of becoming cool again. We like that. After being much maligned for decades banjos, deserve to be cool. Like bow ties.

Things kick off at Greerton at 5pm.

And, looking ahead to next month, one of the big surprises on the 2011 calendar is returning. The Tauranga Mid-Winter Christmas Market at the Historic Village is back for a second year, giving folks here a real taste of those cold-but-wonderful northern hemisphere Christmases. Last year was simply wonderful, with fairly lights, snow machines, Christmas food and mulled wine, and some five thousand people turned out to celebrate.

Warming up winter with Midwinter Melodies It may be cold outside, but the Oriana Singers plan to blow away the winter blues with their midwinter concert in this month.

Midwinter Melodies will serenade its audience with a wide selection of familiar and not so familiar songs, hand-picked by guest musical director Les Borrell.

Providing a warm programme for a chilly winter afternoon, the choir is grateful for the enthusiasm and expertise Les brings to the choir and also for their excellent accompanist Coreen Gray.

The choir will also feature two guest artists, Stephanie Adams and Robert Kramers, both

WE NEED TO TALK ABOUT KEVIN

Dir: Lynne Ramsay - Starring: Tilda Swinton, John C Reilly, Ezra Miller Opinions were divided by both this film and the novel by Lionel Shriver that it is based on. It’s a tricky subject – the love that a mother should give a son – and though I haven’t read the book, I thought the film was absolutely brilliant.

The problem for Tilda Swinton’s embattled mother is that the son in question, the eponymous Kevin, is a Bad Seed. He’s horrible, almost from the word go. Many saw the film as an exploration of Kevin: is he or isn’t he a little monster? That’s not the story.

He is indeed a little creep. The film is about what a mother can do about that, though any answers on display do not inspire confidence.

Swinton is simply stunning and should have won the Oscar. It’s her greatest in a career of great performances. John C Reilly’s husband is ineffectual and irritating, but this is a

For those who’ve lost the plot four films into the Underworld franchise, Underworld Awakening starts with a recap. Not that it matters. This time round humans have noticed – finally! – that there are werewolves (sorry series fans – lycans) and vampires all over the place and have purged them. Vampire heroine Selina wakes in a sinister lab, dons her bondage gear, escapes and goes on the run, killing a lot of people. Pretty much everyone she meets in fact. And some new “super” lycans for variety.

Most importantly for fans is the vital question: does Kate Beckinsale still look good in tight black leather? You betcha.

The thought of a new comedy where Adam Sandler plays not only Adam Sandler (as in all his other movies) but also his unrefined twin sister was enough to pretty much sap my will to is all you live. Jack and Jill expect. It has a fart gag in the title sequence, slapstick gags, angry gags, cameos from his mates and a schmaltzy ending.

After previously landing Jack Nicholson, here the big name is Al Pacino, playing himself. He’s fun. But Jill – on an extended stay with Jack’s cute family – is unbearable. Which is kinda the point, but no less irritating for it.

film through her eyes and it’s hard to tell how realistic his portrayal is meant to be. At all ages Kevin is alarming, but the older Miller is particularly effective. The dialogue is sparse and telling; the use of time shifts and colour is sensational.

Stunning stuff, not to be missed.

After the death of her father, Rose McGowan’s radio shrink returns to her suburban childhood home.

But Rosewood Lane ain’t what it used to be, for the neighbourhood is terrorised by an evil paperboy. Seriously. But writer/ director Victor Salva, who previously made the surprisingly effective Jeepers Creepers, has a real feel for how the everyday can be made threatening and imbues the film with a real sense of menace. And – bike ‘n’ all – the paperboy is pretty damn creepy.

Did he kill dad? Is she going crazy? The overwrought performances add to the subtle sense of disorientation, making for a fun, if fairly silly romp.

I can imagine the pitch: “It’s like Jaws, but on land!”. “Great!” says the exec, “What are you using instead of the giant shark?”. “Here’s the brilliant bit,” say the budding filmmakers, “It’s still a shark!”. Thus perhaps was Sand Sharks born. Is it any good? Of course not. But is it fun? Nope. It’s less fun than Shark Night 3D and that wasn’t much fun at all. I haven’t yet seen its sequel Shark Night 3DD but at least it has a novel title. All you can do here is marvel at the incompetence of the ‘special’ effects. So bad it’s good? Sadly, no. There’s a long way to go to match the likes of Sharktopus.

One of the world’s most popular characters is back on the big screen as a new chapter in the Spider-Man legacy is revealed in The Amazing Spider-Man, which focuses on an untold story that tells a different side of the Peter Parker story.

Peter Parker finds a clue that might help him understand why his parents disappeared when he was young. His path puts him on a collision course with Dr Curt Connors, his father’s former partner.

In beginning a new chapter in the Spider-Man saga, it was important to the filmmakers to show a side of Peter Parker that moviegoers haven’t seen before.

“There are a lot of things in the SpiderMan canon that haven’t been explored cinematically,” says Marc Webb, who directs the new film.

“The loss of Peter’s parents launches Peter on his journey. I was curious about the emotional consequence of that tragic

event - ultimately, this is a story about a kid who goes out looking for a father and finds himself. Then, of course, we have the Gwen Stacey saga - whether you’re familiar with the comics or not, it’s an extraordinary story. And, of course, there’s the lizard, one of my favourite villains in comics. All of that gave us a lot to work with.”

Rolling out the welcome mat Despite being New Zealand’s fastest growing city – with many residents having shifted from outside the region, Tauranga is not a particularly friendly place to shift to.

This is the view of Sandra Allan who shifted from Wellington nearly five years ago, but it was only after hearing many similar stories from other newcomers that she decided to do something about it.

She is setting up a group ‘Merge’ to help newcomers settle in and make social connections.

Sandra describes herself as a friendly person, but says it feels like even those who have settled in after shifting from outside see it as a rite of passage.

“It’s like ‘We did it, we toughed it out and eventually made some

friends so why should it be any different for you?’.”

Sandra knows of a couple who had lived here for five years but eventually gave up trying to befriend people and migrated back to England.

“People can be friendly on the surface – and might invite you to a round of golf, but after that you don’t hear from them again. People just don’t let you in.

“You can have everything else – you can have a good job and the house, but if you haven’t got those friends to pop around to visit for a chat, what do you have?”

Oh the security of Father!

God the Father once said to His Son “This is My beloved Son, in whom I am well pleased.”.

It was the Father booming from Heaven some very important things. It was a public, heavenly, authorised, declaration of the total love and care the Father had for the Son. Wow! But the Son hadn’t done anything yet! He hadn’t raised any dead, turned any water into wine, healed any sick, feed any people, or cast out any demons! He’s just grown up and was who He was! God’s Son! That declaration is what everyone needs!

The confirmation of our identity. Has anyone said to you; “This is my beloved Son, this is my beloved daughter, in whom I am well pleased?”. Because this is what fathers do. They give identity. They give security. They love unconditionally. They “father”.

Someone once said; “Oh, the security of Father!” How true that is. It’s a place where you don’t have to strive, compete, or be someone you think you should be, or reach towards things you know you should have but seem unattainable.

Where do our identity messages come from? Is it from our achievements, from behaviour (“this is just the way I am”!), from approval (or disapproval), is it from appearance (do we dress to impress), or is it from our possessions, or, do we get our identity from relationships (it’s who you know you know!)?

This is the greatest theft ever – the theft of our identity! Without a proper father figure in our lives, we can grow up with an orphan spirit or attitude. An orphan spirit is someone who has been deprived, for whatever reasons, of proper parental love and care.

The orphan spirit is characterised by fear,

insecurity and competitiveness. Just look at many of those in trouble with the law, and, some of the world’s worst despotic dictator leaders; almost without fail all had troubled childhoods without a father figure.

Oh the security of Father! It’s a place where you don’t have to strive or compete, reach or strain for acceptance and value. The greatest security we can have is the security of knowing we are loved unconditionally, forgiven completely, and accepted compassionately by our Heavenly Father.

Do not say yet four months

Jesus says to His disciples in John 4:35-38:

“Do you not say, ‘There are yet four months, then comes the harvest’? Look, I tell you, lift up your eyes, and see that the fields are white for harvest. Already the one who reaps is receiving wages and gathering fruit for eternal life, so that sower and reaper may rejoice together. For here the saying holds true, ‘One sows and another reaps.’ I sent you to reap that for which you did not labour. Others have laboured, and you have entered into their labour.”

The nation of Israel were a people with a history in farming and in agriculture and Jesus often spoke in illustrative ways that related to their knowledge and experience of farming and agriculture. What Jesus is portraying here would have been readily understood by a people who knew the season, the times and the processes associated with tilling the soil and with producing a crop.

Here, Jesus likens the gathering of the unsaved into His kingdom to the natural harvest and He says to His disciples in effect: the time for ingathering is not still some time off, in fact, harvest time for the ingathering of souls is here and now. And Jesus speaks further about reaping from what others have sown previously and from what we ourselves have not sown. In the context of these verses, He is speaking about seeing souls saved whom others have been

involved with in sowing the seeds of the gospel of salvation.

The good news of the gospel of salvation by grace alone, through faith alone, in Christ alone has been preached in our nation, and in this city, for generations. There have been seasons of great fruitfulness and there have been seasons of very little fruitfulness in seeing the unsaved gathered into the Kingdom of God. In times of spiritual barrenness, it is difficult to see the world around us, that is God’s harvest field, as being “white for harvest”. It is difficult to keep sowing and to keep seeking to “gather fruit for eternal life” in times like we live in now. Yet, we need to hear the word of the Lord of the harvest: “Do you not say, ‘There are yet four months, then comes the harvest’? Look, I tell you, lift up your eyes, and see that the fields are white for harvest.”

God is about to pour out His Spirit on our nation and already He is preparing the harvest field in this city. It is time to have eyes that see and hears that hear what the Spirit is saying to the Church because it is time for us in this season, to reap what others have sown in times past in an ingathering of souls for the kingdom of God. “The fields are white for harvest.”
