I’ve had a strange week since my shoulder operation; riddled with pain one minute and floating on a morphine induced cloud the next.

Between naps, grumbling and pretending to be sorer than I actually am, I’ve drifted in and out, making the ridiculous pantomime of recent weeks all the more strange.

Or at least it would be if it weren’t so staged.

First, word sprang forth that Maori would attempt to block, or slow, the Government’s plans to sell minority shares in Mighty River Power, Solid Energy New Zealand, Meridian Energy, Genesis Power and Air New Zealand by asserting owning rights to water.

As if that notion wasn’t ridiculous enough, one of my fits of consciousness delivered to me the image of Tariana Turia in a beret, looking every inch the revolutionary that Che Guevara was.

She later claimed she thought she had lost the hat, emblazoned with the image of tino rangatiratanga, a decade earlier after buying it at a Porirua market.

Granted, she spoke strongly, with feeling. She spoke of the prime minister’s assertion of fact that the Government could choose to ignore any recommendations made by the Waitangi Tribunal as “insulting” and went further, saying they were intended to influence those recommendations while “helping to fuel the racism” of New Zealanders opposed to Maori claiming rights to freshwater and geothermal resources.

It was no mistake.

The words, like the beret, were carefully chosen, and a great deal of people fell for it.

Then I fell asleep.

I awoke, in a haze, to see that each side had softened.

Maori Party officials, who had previously refused to rule out splitting from National, wore no hats at all while accusing the media, panting, with bated breath in turn, of inventing the whole thing.

The viewer’s guide to all things water John Key, cheerful smile at the ready, refused to apologise but said he was looking forward to Wednesday night’s meeting which went exactly as many knew it would.

To sleep again, to awake with an epiphany, about complicity.

In that groggy state I knew that every step of the saga, as with every other, had been telegraphed by those apparently on different sides.

Both parties, as it was with National and Act before the last election, were playing the long con – not the short.

Each managed to play to its own electorate and each will prosper, in a way, from whatever deal was done.

Both parties knew the media would faithfully report each and every syllable uttered to an expectant public.

They stage managed the whole production and reduced media organisations, including ours, to PR filtering puppets.

We know that we are complicit in all of this - it’s obvious every time a Government communications manager provides information and says “you can attribute that to the minister”.

What about you?

Up the creek, with a paddle It’s probably a good time to put my oar in, and clarify some misconceptions concerning kayaking. It has nothing to do with oars.

That’s a rowing thing. Kayaking is officially called Canoeing at the Olympics, which is a bit confusing for those of you still puzzled over the difference.

I’m not sure why they’re calling what is predominantly a kayaking event, canoeing. Not to be confused with rowing, done with oars, sitting the wrong way around in the boat.

Strangely, the majority of canoeing (facing frontwards) is done in kayaks. Canoeing is generally undertaken with a single bladed paddle, kneeling in an open boat (ala Indians, Canadian canoes).

Kayaking is performed in a sitting position, with a two-bladed paddle and traditionally in an enclosed deck with a spray cover. (Think

Eskimo.) Although just to bamboozle the average viewer further, there is a slalom version of canoeing, using enclosed deck boats. But the paddlers still use a single blade and kneel in the vessel.

Confused? So are the eskimos, probably.

Our racers in the K1 event are paddling a single kayak. K equals kayak, 1 denotes the number of paddlers. It’s the same for flatwater and whitewater. Hence, a C1 is a canoe with one paddler, with a single bladed paddle. The beginners are conspicuous because they’re the ones generally going in circles. The Eskimos figured out a long time ago that it’s more efficient, stable and easier to stay in a straight line, if you have a flat bit on BOTH ends of the handle.

from more leverage in their more upright position.

C2 is a double canoe, paddled in slalom, with two paddlers each with a single bladed paddle. C2 paddling takes a massive amount of coordination and understanding between the crew, which is probably why my best mate Mark Breingan has only spoken to me twice in 35 years since we decided to enter a C2 event on the Tarawera River rapids back in the late 70s.

So there you have it, a crash course in canoeing/kayaking. Enjoy the upcoming events and best wishes to the Bay contingent.

New temp in town Leigh Auton, the man hired to restructure Tauranga City Council’s staffing, was looking over the job this week before he officially takes up the position on July 30.

Leigh is the city’s interim chief executive officer, and expects to take six to eight months to complete the job interrupted by former CEO Ken Paterson’s sudden death on June 17/18.

He will start by taking up where Ken left off, looking at consultants’ report already requested and working with councillors in terms of what it means.

Leigh’s expecting to complete the restructuring process after Christmas by helping the council find a new chief executive officer.

The former Manuaku CEO says he’s not interested in the job himself.

“You can never say never,” TCC interim CEO Leigh Auton.

says Leigh. “All I can say is the council has to look at the type of person they want to lead for a long period of time. CEO contracts are for five years and the council has to assess the type of person around that, and the relationship and length of time.”

His current job is as a local government trouble shooter. Leigh turned down the opportunity to take a role in Auckland’s ‘super city’ and instead opened consultancy firm Auton & Associates.

As well as taking on the interrupted reorganisation of Tauranga City Council, Leigh is also part of the government task force given the job of sorting out

the Kaipara issues after ratepayers recently threatened a revolt over high rates increases.

“I’m here for three days, getting to know as many people as I can, beginning with the staff so they know me and vice versa,” says Leigh. “Change is always an unsettling process - I have done a number of those in different forms, but each and every one has its own characteristics and challenges, and I’m reasonably experienced in terms of that.

“In terms of me, I’ve had a career in local government, I’m at a certain stage in life and I enjoy local government. I’m attracted to this role and I can add value to it.”

There’s plenty of work coming up as the Government moves on with changes to local government.

Leigh’s worked in local government about the country and rates the regional local government in the Bay of Plenty highly.

“This region and has done very well over a long period of time in terms of how it interacts with other organisations,” says Leigh.

“I was talking with some staff at Western BOP a couple months ago. This region has been and exemplar in terms of a lot of initiatives around local government. There’s a lot of good foundations there, so you are starting with a good base to do change.”

Section sales have taken off at The Lakes since Carrus Corporation bought the development off the receivers in April.

In two months since opening for business in May, 60 sections have sold, says general manager of The Lakes development, Scott Adams.

“Whether it is a spike induced by build-up, or a solid trend, it’s too soon to say,” says Scott. “We are coming into winter when traditionally section sales have been slow, spring is going to be the acid test.”

The original lakes developer, Grasshopper Farms, went into receivership in February 2011, owing $95 million to its Scottish bankers. Carrus bought it

for about $30 million, officially reopening the development for business in May. The 250ha development is about 25 per cent complete “We were prepared to hold the land for better or for worse,” says Scott.

“We knew that buying the land at the price we got it for, it was debt-free from our point of view.

That was the risk we were prepared to take. We are pretty happy with the result out there so far.”

He doesn’t think the council’s discounted development contributions are behind it, and thinks it’s more to do with a change in financing. Under the receivers builders had to pay cash, but Carrus is providing terms.

“Builders like to be able to buy on deferred terms so they only

have to put deposit down, build the house, sell it, pay off the section in the 15 month period and haven’t incurred any interest on the land.”

The demand means Carrus is bringing forward the release of 54 sections which prior to settling they didn’t expect to bring on until next year.

“We were thinking it would be good if we could sell 50 in a year, and we have done it in two months, sold 60 lots in two months,” says Scott.

There are about six building companies, associated sub-contractors and individual builders all working at The Lakes.

“It’s good for the local economy, good for the whole industry,” says Scott.

Police look into 1976 homicide Bay of Plenty Police are reopening a 36-year-old cold case in an attempt solve a 1976 murder and bank robbery.

An ANZ banking facility on Old Taupo Road in Rotorua was first targeted on July 16, 1976 by an offender who tied up two tellers and security guard Howard Percy before stealing approximately $13,000.

Bay of Plenty Police communications manager Kim Perks says four months later, on November 5, the bank was robbed a second time.

Howard Percy was on duty for the second robbery and this time tackled the offender.

Police say he was shot twice and died en route to hospital.

Kim says the death of the security guard is being re-investigated by police.

No-one was ever caught during the initial investigation.

A small team of investigators are now looking into the case and are asking for any information from the public about the homicide.

Anyone with information relevant to the case is asked to contact the Rotorua Police.

It might be the depths of winter but keen surf lifesavers are pulling out their wetsuits for the first event of the season on Sunday.

The new Bay of Plenty Winter Series, which is believed to be the first of its kind in the country, will help competitors muster the motivation to train during winter, says organiser Scott Bicknell, from Bay of Plenty Surf Life Saving.

The competition on Sunday will be followed by events in September and October in the new series of long-distance surf sport events to be held at Mount Maunganui’s Main Beach.

“It’s obviously really difficult to get motivated to get out and train over winter – it’s cold and dark, so this gives them something to aim for.”

Scott, club development officer for Bay of Plenty, is expecting about 70 competitors from around the North Island, including a big contingent from Gisborne’s Midway club.

“It’s a bit of a test. To be honest, we don’t really know how it’s going to go – but we think it will become a popular series.”

He says the long-distance ski, board and beach run events will test competitors’ endurance and help them build up for the summer season. The events include ski races of up to 9km and surf races of up to 6km.

“These longer events really help the athletes build up their aerobic fitness so they can dig deeper at the end of a race.”

Paddling on – Wairoa River to London From front cover

Since discovering the thrill of kayaking as teenagers, Tauranga’s Mike Dawson and Ella Nicholas have been pushing themselves with tougher challenges on the water.

Ten years on since getting his first taste for the sport Mike, 24, has earned a reputation as a top paddler. For the

past 18 months his focus has been on preparing for the Olympics and with the competition just around the corner, he says he is fired up and focused on getting his ‘A game’ going.

His race to the top of the sport began in 2004 when, at 17, he won the Wairoa Extreme race ahead of many older, more experienced kayakers. A series of successes have followed – winning his first national slalom title the same year, a title he has held every year since bar two.

“Making the Olympics was the goal last year. Once I achieved that (in September) I turned my focus to performing at the games.

I guess it’s not about the outcome, it’s more about the performance.”

He has been in Europe preparing for the games since April, with what he describes as a ‘full-on’ travel and training schedule.

Both Mike and Tauranga-born paddler Ella, who is representing Cook Islands at the Olympics, say their preparation has had its ups and downs. Despite making good speed, a series of penalties left Mike out of contention at all three world cup races.

He is looking forward to moving into the athletes’ village to get into a settled routine after some final events in Ivera, Italy, and Bratislava, Slovakia. He joined up with the Olympic team on Monday.

Zealand at age group level, says she is proud to represent the Cook Islands despite also being a proud Kiwi.

The 21-year-old says while others may write her off for a medal position, it comes down to

the race on the day.

“My goals for the Olympics are to soak up as much of the experience as I can at the same time as racing to the best of my ability.

“I wouldn’t say I am one of the strongest contenders but on the day we are all in the same place with the same goal and anything can happen.”

Ella says she is proud of her Cook Island heritage and honoured to be a role model for other Cook Islanders.

There will be no big celebrations for former Mount Maunganui swimmer Penelope Marshall’s birthday next Friday. Her sole focus will be on her first time Olympic Games time trial.

It is just part of her commitment to give the competition her best.

“My birthday was at the world championships last year and it was just like any other day, so this year will be similar.”

After months of intensive training Penelope, 22, has arrived in Europe for final preparations for the games – fulfilling a life-long dream since taking to the pool as a child.

The former Tauranga Girls’ College student is focussed on setting new personal bests and making the finals in her races before leaving for a final training camp in Belgium.

Penelope is a member of the five-person squad to compete in the 4x200m freestyle relay and will also compete in the 4x100m freestyle relay. Two years ago at the Delhi Commonwealth Games her relay team won silver (200m) and bronze (100m).

“It is feeling pretty exciting to experience this part of my life that I have been working towards for many years.”

Penelope, now based in Auckland, is looking forward to experiencing the hype of the event but knows it will be a challenge to balance the excitement with controlling nerves for her races during the first week.

“Everything has been going perfect so far. I just hope it all continues to be great for these next couple of weeks.”

Back in the boat – Mahe’s mission A knock from his bike during training in Germany in June is not getting in the way of Mahe Drysdale’s mission for Olympic gold.

An injury to his shoulder from last month’s accident kept him out of the boat for three weeks – despite Mahe’s best efforts to get back in the water earlier – but he has kept up his fitness work with cycle training and walking.

The five-times world champion single sculler describes the accident as “a bit unfortunate and poor timing”, but says he is now back into full training and his recovery is progressing well.

“I was still able to train fully

during the time I was out of the boat, so hopefully it won’t affect my performance in London.

“I’ve been back in the boat now for nearly two weeks. I’m back to my usual regime that involves one row a day and one session on the bike.”

Mahe says the accident did not put him off cycling and he has been enjoying the riding in Switzerland, where he is currently based, with its great mountain passes. His current training includes 15 hours of cycling and 10 hours of rowing a week. Mahe will continue training in Switzerland until Monday July 23, when the rowing team heads to London for the final week’s preparation.

After good preparation earlier

in the year, Mahe says he is now pretty close to getting back to where he was before his crash and is determined to keep improving.

With his fierce competitive spirit, it’s clear he will pull out all the stops to achieve his dream of Olympic gold – knowing that it in the single scull it is completely up to him.

“It’s you against the other guys in the race and that means it is the most mental of all rowing races and I love that added aspect.

“I love competing and being the best I can be. That’s what gets me out of bed each day.”

With London Mahe’s third Olympic Games, he is determined to make it third time lucky.

Penelope recently got back from 18 days training in Australia with the 16-member team, which included a series of relay races against team members after the Australian Grand Prix event was cancelled due to whooping cough.

“Our coaches decided to try and make the best of a bad situation.”

With three tough training sessions a day, and her only one day off dedicated to sitting a university exam, she says it was very hard and tiring but good preparation for London.

“It went really well. I did some of my best training sets ever done in camp situations.”

The swim team leaves Belgium for London on Monday 23 July, where her parents Shane and Dawn will be supporting her.

City Pharmacy offered the best prices for both packThe Weekend Sun visited a number of inner-city pharmacies this week to compare the prices of standard boxes of Panadol and Nurofen, before comparing those prices with those offered by supermarkets.

The six pharmacies visited – Life Pharmacy Tauranga, Unichem Tauranga City Pharmacy, John’s Photo Pharmacy, Pharmacy Health, Faulkners Amcal Pharmacy and Fifth Avenue Pharmacy – charged an average price of $6.58 for a pack of 20 Panadol tablets.

Those same pharmacies on average charged $11.70 for a pack of 24 Nurofen tablets.

PAK’n SAVE Tauranga undercut all the pharmacies dramatically – charging just $2.99 for the Panadol and $6.49 for the Nurofen.

Close shave: A barber’s revenge From the barber’s chair to Mrs Lovett’s pie shop – the combined Tauranga girls’ and boys’ colleges musical production of Sweeney Todd charts the story of the infamous barber, at Baycourt next week.

Show director and Tauranga Girls’ College head of performance Jodie Moore says she was keen to put on the show for its story and the way the music contributes to the plot.

“The music is very atmospheric and really adds to the drama.”

‘Sweeney Todd: The Demon Barber of Fleet St’, which was first published as a penny dreadful in 1846, tells the story of a barber who slits the throat of his customers before stealing any belongings. The bodies, which fall from the barber chair through a trap-

door, are then made into meat pies by Mrs Lovett.

“It’s a dark twisted tale of revenge, loss and love - about the length that one man goes to reunite with his daughter and to exact revenge.”

Jodie says some ‘grievous aspects’ are included in the show and there was no shortage of boys offering to help practice with the throat-cutting.

Work began on the production before Easter and rehearsals stepped up in July during the school holidays.

About 100 students are involved in the theatre production, on the stage and behind the scenes, along with about 50 students and community members in the band.

The show runs at Baycourt from July 24-28. Read how a Greerton barber has been teaching Sweeney Todd actor Jaden McLeod to give the perfect shave on Page 18.

Confessed killer jailed for 11 years Tauranga man Mark Rangiwhaiao who confessed to the murder of Colin Bidois in an attack in 4th Avenue will spend the next 11 years in jail.

Rangiwhaiao, 43, was sentenced to jail with a minimum non-parole period of 11 years when he appeared in Tauranga High Court on Wednesday. The sickness beneficiary ear-

lier pleaded guilty to one count of murder.

The court heard Rangiwhaiao had been drinking with 50-year-old Colin at a party in Tauranga in December 2011 when a packet of cigarettes and a cellphone went missing.

The items were found in Colin’s pocket and Rangiwhaiao attacked him, punching him several times before he fell to the ground.

Despite people trying to restrain him, Rangiwhaiao continued to stomp on Colin’s head and back. As the victim tried to escape over a fence, Rangiwhaiao dragged him back and continued to attack him.

Colin’s body was found on a pavement on 4th Avenue near Devonport Road on the morning of December 7.

The 21-year-old French tourists were hitchhiking from Tauranga to Rotorua when they were picked up by a car with two men in it and taken to the abandoned Shell service station on SH2 where they were bashed and robbed. The pair suffered minor injuries and had their money, passports and clothing stolen in the attack. No pleas were entered on the charges and both men were remanded in custody to reappear in court on August 8.

A section of the Mount Maunganui base track is closed after a pohutukawa tree slipped down the track this week. The Mauao track is closed from about 300metres past the sandy beach if walking from the Pilot Bay side.

Water ownership a tipping point?

When affordable means cheap

For my mind it is a good thing that the water ownership issue has finally surfaced.

This insistence on ownership by iwi is the tipping point where mainstream New Zealanders will draw a line in the sand. They see this as just another Maori money grab, and overwhelmingly are saying “enough is enough”. The chardonnay liberals of the Helen Clark era have encouraged Maoridom to keep their hand out, and yet she was clever enough to refuse to ratify the United Nations declaration on the rights of indigenous peoples, and it is time that we hardened up as a nation, and recognised that we are New Zealanders first, and Maori (or Scottish or Irish or whatever) second – and not the other way around. No-one is saying that you shouldn’t embrace your ethnicity – of course this is to be encouraged, but we are all migrants to this country, and it is time we celebrated our New Zealand ethos first.

When cheap housing is disguised as affordable housing, the real costs are spread across more time than the original build.

That means higher running costs for maintenance, energy (including that long commute to work), social and health effects

Investors are quick to buy cheap houses. The proposed new ‘affordable housing’ subdivision in Tauriko is likely to result in a high proportion of rental properties, suggesting high turnover and poor community development.

Take a wander around the western suburbs of Rotorua where thousands of cheap houses were built in the 1960s and ‘70s, probably to support first-home buyers.

Today, social problems abound, the houses are sagging, and the proportion owned by absentee landlords is high.

A positive step is that energy upgrades on those houses are occurring as a result of Green Party initiatives. But those retrofits are costing the Government millions.

We are all paying today for the inadequate building code of yesteryear.

First, the bad news. You have been done.

Forget about the council boast of a ‘real rate rise’ of only 1%. The Long Term Plan, just released, has set the average rate rise at 9.5%.

With the fiddle factor used to calculate the general rate from the CVs increasing by 45%, properties over the average value are hit even harder.

When a councillor spent on hour on the phone checking my figures he had to admit my figures were correct and could only complain that what I had written put council in a bad light.

With a CPI of 0.9% and a growth factor of about the same that leaves at least a 7% rip off compounding every year.

What can we do about it?

The good news: the council, their structure, processes and representation procedures could soon be under scrutiny from Local Government but for this to happen there has to be submissions from distraught citizens before they will intervene.

Representation review At least once every six years, councils are required to undertake a representation review – on what their electoral constituencies should be and how many elected representatives each should have.

Since its last review was in 2006, Bay of Plenty Regional Council has recently reviewed its representation and is seeking feedback on a proposal by 13 August 2012.

The aim of the electoral review is to ensure communities of interest are recognised and provided for, that so far as practical territorial authority boundaries are followed, and to ensure representation is effective, fair and equitable. The representation proposal now out for comment does not change the current general constituency boundaries, but does add one more elected councillor into the Tauranga constituency to reflect the growth of population in this area. This means it is proposed that Tauranga will have one regional councillor for every 20,000 people.

Currently the regional council has seven constituencies (four general and three Maori constituencies) and 13 councillors.

Last week we took another step, unveiling the Advanced Technology Institute – New Zealand’s ‘hi-tech HQ’ – which will help get our best ideas out of the lab and into the marketplace faster.

The institute builds on our science and innovation programme that has seen New Zealand climb from 28th on the Global Innovation Index five years ago to be 13th today. We are third in Asia behind Singapore and Hong Kong and well ahead of our Australian neighbours at 23rd.

The Advanced Technology Institute takes in Industrial Research Ltd. It will be based in Auckland, Wellington, and Christchurch, and it will become a good career option for our bright-

est young scientists, engineers, designers, and technicians.

As part of Budget 2012, the Government has allocated $166 million over four years for the institute.

National is committed to unlocking the potential of our world-class scientists, and plugging them into businesses and the global marketplace.

We want to better connect business with our Crown Research Institutes, universities, polytechnics, and other research organisations.

The Advanced Technology Institute will focus on industries with significant growth potential such as food and beverage manufacturing, agri-technologies, digital technologies, health technologies and therapeutics manufacturing, and high-value wood products.

Calling sea cadets and sea dogs

TS Chatham Sea Cadet Unit Commander Lee White says 60 former members and naval personnel are confirmed for the weekend’s celebrations – including special guest the Chief of Navy Rear Admiral Tony Parr and New Zealand Cadet Force Commandant, Commander Glen Stokes.

Lieutenant Commander Lee White was hoping for more former members but says many had moved away and are difficult to contact.

From a peak of 73 members in its hey-day, the Training Ship Chatham Sea Cadet unit has fallen to 19 members currently.

The weekend event includes an open afternoon at cadet headquarters in Sulphur Point and a formal dinner on Saturday evening. A service will be held at 11am on Sunday as a memorial for former members, along with a blessing of the headquarters on the ground floor of the Tauranga Yacht and Power Boat Club. The service will be followed by lunch.

Lee wants to hear from any former naval personnel, cadets or officers who would like to join in the celebrations.

Grant boosts hospice skills Career expo grows The Tauranga Rotary and Careers Expo is back – bigger, better and brighter than ever.

Staff at Waipuna Hospice are developing and maintaining their skills with two new pieces of training equipment after a $25,000 grant from Legacy Funerals.

Recently, staff from Legacy Funerals visited the hospice to see just how valuable their new gear is.

A Chester Chest and an intravenous IV Arm Training Kit are two items which money from grant went towards, as well as a range of essential equipment and assistance with salaries.

The training arm, which is very life like, will enhance nurses’ preparation to take blood; a service which will particularly benefit patients in the Inpatient Unit or under the care of the day services programme.

Organiser Alison Wilson, in her fifth year at the helm, says the event has outgrown its old home at the QE2 Centre and will be held at TECT Arena on July 27-28.

Given the state of the economy, she says it is more important than ever for students and those looking to get back to work to attend the expo.

“I think the job market is very tight, but young people need to find out what their passion is and go for it. It’s no good being ho-hum about what you want to do.

“They have to think outside the box. You can get there down SH1 but it’s a much more exciting journey if you go down some side streets.”

A wide range of industry training organisations and tertiary institutions will be represented at the expo, while this year will also see the introduction of Future Focus, which will see attendees speak on-on-one with professionals from 26 businesses about career and study paths.

This is especially important given the wide variety of subjects now offered in NCEA, says Alison.

“When I was a kid you could only do three different jobs. You could be a nurse, a school teacher or an office lady.

“It’s not like that now. There’s ridiculously easy subjects at school, but they take them because they are easy.”

Unfashionable industries like logistics, which employs 100,000 people in New Zealand, is an example of the types of opportunities savvy students will target, says Alison.

New chief executive fast tracked Following on from last week’s column, Tauranga City has an interim chief executive.

Leigh Auton was appointed to the interim position at last Friday’s confidential council meeting. He started on Monday.

As I noted, council wants to get on with the review of the council organisation as an absolute priority and this will be the focus for the next little while.

Leigh was CEO of Manukau City prior to the Super City formation in Auckland but chose not to be part of it. Wise man! He gave Manukau City long notice of his intentions and I understand declined approaches to apply for positions within the new Auckland council.

So he is a free agent and was able to make himself available at short notice.

Amongst his other work he sits on the board sorting out the trials and tribulations of the Kaipara Council, which is in the do-do.

A review process has been commenced at City Hall but details of how, what, where and when had not been decided, so this will need to be developed as a matter of urgency.

Further delay creates opportunity for rumour and speculation, which saps morale.

Headless monster

The Local Government Act is a headless monster when it comes to appointment of a chief executive, in my opinion. Historically some CEO positions had become jobs for the (old) boys, so when the 1989 reforms came along the bureaucrats in Central Government made a whole lot of rules that ensured this could no longer continue. But in their enthusiasm, the bureaucrats and politicians overlooked other scenarios and confused and compounded problems and options for councils in CEO appointments.

So we will commence the process for a permanent CEO but this will mean the new appointee will pick up a possibly reorganised and definitely comprehensively reviewed council structure.

As an example, with the last CEO appointment it was around nine

months from resignation date to a new CEO starting date and a lot of delay was due to the formal process required by law. C’est la vie. Leigh’s term as interim CEO will be until council appoints a new CEO. At a high level there is a view that some parts of council have surplus resource, others are under-resourced and there is a concern at the salary/ wage bill of around $36 million.

There is concern at the red tape creeping into many facets of council’s regulatory function that is causing unnecessary cost and delay. Some of this is caused by Central Government, so we will be watching proposed ‘reforms’ from Wellington closely in tandem with our own review. We don’t want to confuse and compound, like has happened before.

At least we have council’s formal main business of preparing and confirming our forward financial plans for the year ahead done, and we are back to the day-to-day operation function. The ‘boring’ stuff the media rarely attends. No blood on the carpet potential for their headlines but the stuff that ensures you can go about your daily life smoothly. The water comes, the wastewater goes, the roads are maintained, the street lights are on, the parks are maintained, and so on.

Discharge

Next week the Wastewater Management Review Committee will be considering the condition of the city’s wastewater as it is discharged.

There are strict conditions attached to the resource consent which ends up with the treated wastewater being discharged offshore.

The city has a 35 year consent which is monitored and reviewed regularly. This consent cost

ratepayers around $1.5 million but is probably cheaper than new applications during the 35 years of the consent. Of course, we should treat our wastewater responsibly but in any event there is no way the discharge could be stopped. It just keeps coming.

At Full Council the matter of how to charge for water and wastewater came up again. For water we are looking at stepped charges at last.

I have long advocated that people who use less water should pay less per litre.

There is a peak water demand problem too. This is not theoretical like ‘peak’ oil. Demand does actually soar to a high level about 10-20 days of the year, depending on the summer, and our infrastructure is geared to this. So are the development contributions, as council charges new building their share of the cost of this infrastructure.

So if peak demand can be constrained, it saves costs all along the funding chain. It’s not easy, because we still need to collect around $15 million to get the high quality water to you.

In tandem with this is wastewater. Garden use excepted, water in equals water out. So you pay by the cubic metre for the water you use but pay a flat fee to get rid of it as wastewater; last year $330. In other cities you pay a percentage of your water consumption, say 80 per cent, to allow for water use that doesn’t go down the wastewater system.

This seems a fairer way to charge, although the percentage has the potential to be contentious. Staff are recommending preparing detailed analysis for options for public consultation.

Along with this will go investigations of seasonal charges to try and reduce peaks. Historically a move for three month billing for water was not well received in some quarters. I’ll let you know how this turns out next week.

Quite a lot of interest from the private sector in council’s advertisement for interest in development of a Marine Precinct at Sulphur Point to replace the 600 ton slip. We will consider these in early August.

Greerton lights up Following the success of last Friday’s ‘Illumin Art’ light show, Greerton Village Mainstreet is already looking at how to make it even better next year.

Greerton Village Mainstreet manager Victoria Thomas says the evening of fire and light in Greerton Village Square was an overwhelming success and exceeded expectations.

“We’ve had heaps of people saying how great it was and how much they enjoyed it. It was awesome, we had so much great feedback.”

Victoria says the square was “packed” on the night with estimates of 500-700 people who had come along to join in the fun atmosphere and see displays by fire performers ‘Hamilton Fire Bugs’, shadow puppets and a static lantern display.

Victoria says she hopes to add more activities next year, including getting more children involved in making lanterns with a school

holiday programme.

She says despite the success of the event, which built on the inaugural ‘Lantern and Light Show’ held last year, there are no immediate plans to introduce new events. Instead, she wants to build on the success of current events before introducing anything new.

Victoria says the focus is now on the annual Cherry Blossom Festival in September, which she says is getting bigger every year. This year she hopes the festival, that celebrates the arrival of blossoms in the area, will attract thousands for its daylong, free entertainment.

Large burglaries plague Greerton Property worth thousands of dollars is missing after two large burglaries in Greerton within a 24 hour period this week.

Police reported offenders stole large amounts of property including a truck and car from two Greerton properties.

The first burglary was in an industrial site in Alach Street where offenders forced entry into the premises and took a Toyota Dyna truck, registration BTH255, coloured white. A large number of tools were also taken, including single phase welders, new TIG welders, small plasma cutters, sanders, grinders, drills, computers and flat screen TVs. The second burglary was in Kiteroa Street where offenders entered the house and took household items

including TVs, a washing machine and a Mitsubishi Galant, coloured white, registration YZ2492.

Senior Sergeant Lew Warner says some planning has been involved and the offenders appear to have targeted a large amount of specialised items.

He says it is likely the offenders will try to sell some of the stolen property at deflated prices.

Police would like to hear from anyone who has seen any suspicious activity in and around Alach and Kiteroa Streets in the past few days.

Lew would also like to hear from anyone who has seen the Toyota Dyna truck or Mzitsubishi Galant motor vehicle.

He says this is an important reminder people should secure their keys inside premises where they cannot be found.

Seasoned barber Jim Keown is never comfortable when women ask him for a cutthroat razor.

“You never know what they are going to do,” says Jim, who had the same thoughts recently when Tauranga Girls’ College teacher Anne Robinson approached him.

But when the Greerton barber

learned she needed the oldfashioned razor for a musical production of Sweeney Todd he scoured his supplies to see what other items he could lend as props for the joint Girls’ and Boys’

When we got to Greerton, we’d run out of seats so the driver organised a car to take the rest. Most of us took a walk around Hamilton and the river banks but a few chose to gamble. I don’t know if I would do it all the time. Out of the 23 or so people we went over with, about 15 gambled.”

We get far more coaches arriving from private parties chartering their own buses. Okay, we have elderly people with oxygen tanks they wheel around. But if those people want to come out, they should be allowed to. They see the casino as a safe environment and we do keep an eye on them. Some just use the bus as a free service, I am sure.

The Bay’s own gambling grannies Twice a week Hamilton’s Sky City Casino shuttles Bay of Plenty gamblers over the Kaimais to spend an afternoon feeding the pokies, dining on discount meals or exploring the town.

Some say the casino is taking advantage of the elderly, but those using the service tend to differ.

Renee Hill has used the free shuttle for her walking group and says she can’t fault the service.

“I called ahead of time and told the driver we weren’t really inter-

shaving technique he has shown him the process and lent him equipment for practising at home.

“I actually shaved him with a cutthroat so he had a real understanding of how you do it,” says Jim, who himself learnt the old-fashioned technique from a veteran barber on his first job in Riccarton.

Jim estimates he only does one shave a week and says the cut-throat technique was already falling in popularity when he started as a barber.

Kerry Hamill, a former Bay of Plenty man, was killed by Khmer Rouge while sailing Cambodian waters in 1978.

Kerry’s brother Rob, a former New Zealand rower, testified before the tribunal after fighting to have his evidence heard before the tribunal earlier this year.

Foreign Affairs Minister Murray McCully says New Zealand is a strong supporter of the tribunal – which has a mandate to try senior leaders and those most responsible for genocide and crimes against humanity during the Khmer Rouge rule.

“These trials are important for the long-term reconciliation needs of the Cambodian people. “New Zealand is proud to be among those countries helping to ensure the tribunal can complete its important work.”

New Zealander Dame Silvia Cart-

wright is one of two international judges appointed to the tribunal’s trial chamber.

The tribunal began operating in 2006 following an agreement between the Cambodian government and United Nations.

It concluded its first case in February this year against Kaing Guek Eav (known as Duch), the former head of the notorious Khmer Rouge prison.

Duch was sentenced to life imprisonment for war crimes and crimes against humanity. The tribunal’s second case, described as the most important war crimes trial since Nuremberg, is well underway. The Khmer Rouge controlled Cambodia from 1975-1979.

An estimated 1.6 million people, or a fifth of Cambodia’s population, are believed to have died as a result of the regime’s policies.

An improvement, but perhaps small There has been a definite, but perhaps small improvement in WBOP fishing.

It appears to be limited to certain restricted areas, times of day, tide times, wind directions and strengths, currents, and temperatures.

However local knowledge proves more than useful, and after all - it is winter.

Russ Hawkins (Fat Boy) last Thursday found the fishing around Motiti slow except for a brief period after mid-day when tarakihi were biting. The five anglers aboard ended up with more than 11 tarakihi each.

Saturday in the Middle Ground at first they found only small snapper. A second spot produced more reasonably sized snapper, and briefly quite a few tarakihi, but then it slowed.

However they all got their quota of tarakihi and snapper.

last week around Motiti it was slow at first, but then reasonable with largely tarakihi and a few snapper. Saturday at the same spot it was much harder. It remained pretty hard all day, but they ended up with enough tarakihi.

Garth Le Lievre (Deepstar) mid-week last week at the Rangatiras they picked up quite a few bluenose, a little down in size, two gemfish, and two Peruvian oilfish. Friday and Saturday at Mayor bottom fishing was harder than usual, and puka fishing they collected just four bluenose.

Beach fishing our regular veteran Papamoa kontiki fisher last Friday midday at the far end of East Papamoa Beach in two sets brought in six snapper.

At Pukehina Beach early last week a local kontiki fisher brought in five snapper in one set. Last Thursday the same fisher battled a new offshore current which took his line sideways but

he still managed to bring in a small kahawai.

Other fishers at Pukehina reported mainly no catches.

Flash mash and salmon Smoked salmon and kumara fritters Serves four

Method If making the mash from scratch, peel and chop three to four kumara and cook in enough salted water to cover, drain well and mash.

Allow the mix to cool slightly before adding the rest of the ingredients. However, here a hint... if you add about 1 tablespoon of fine polenta to the hot mash first and mix in well, it will help stiffen the mix and add more colour.

Once you have the mash mixture to the right consistency, fold in the smoked fish so you have big chunks of it.

This adds to the rusticity of the final dish.

Shape the mixture into

I’ve often been accused of overcatering in the domestic situation, by making heaps of food when there is only three mouths to feed.

But when it comes to peeling that extra spud, it’s often worth it because root vegetables make great comfort food when mashed, especially over winter.

The next day I often fry the leftover mash for my breakfast, accompanied by runny free range egg and bacon, but there is much more you can use mash for. Kumara is my all-time favourite leftover mash and has a multitude of uses. Readers may recall a previous

recipe with chunks of blue cheese added to warm mash accompanied by beef stifado.

This sweet potato was in fact introduced into the country, and is now a well accepted part of Kiwi cuisine.

The ideal base for some gluten-free fritters, you can add feta crumbs and a few herbs – thyme, chives and parsley work well – then dust in coarse polenta and you have a great vegetarian gluten-free mash cake.

This week’s dish adds another dimension to the texture of the mash by adding a batter and crisp coating the outside, and having chunks of home smoked salmon through the mash: yum!

Heat rice bran oil or similar in large pan or suitable container so you can submerge your fritters. The busking festival will be followed by the inaugural Wheels on Mainstreet event on October 27 – which will see about 150 hot rods, classic cars and bikes along Maunganui Rd, which will be closed to traffic. The event will have a 1950s-60s theme.

Leanne says she hopes it will be like a mini Beach Hop, but says the future of the event comes down to how well it is supported.

It is being organised with the National Street Rod Association.

Jenny says the teams have been training hard to be at the top of the game, including an intense build-up during the two-week holiday period.

“The standard is very high and the other challenge is we are playing a summer sport out of

Rad rod by Reid This weekend’s CRC Speed Show features some of New Zealand’s top hot rods, including a 1933 Ford Cabriolet built

John raced the clock to get the car in shape for Auckland on July 21-22, while wife Janet talked about what it takes to build a car of this calibre.

Janet says the car was sent to the United States this time last year and will be returned to the Filipino Kiwibased owner after it has been shown.

While the car was in the USA it was rated as one of the top five most beautiful street cars out of 3500 cars at the Good Guys 25th Hot Rod Show in Pleasanton.

An invitation was then extended to show the car at the Grand National Roadster show in Pomona, California.

The car secured two major awards; for altered street roadster and outstanding engine.

“It was designed and built here by John and his team.

Nakija Klaus did a lot of the panel work,” says Janet.

“A lot of the alterations, including the body work, have been modified to achieve this look.”

This is likely the only chance Kiwis will get to see the Speed 33 Cabriolet, worth about $500,000.

“There’s been about 4000 hours labour poured into it, not including paint or upholstery. A lot of people have been following the progress of the car and this will be their one chance to see it in New Zealand,” says Janet. “We were invited to show it at the CRC event

Growing community from seed From keen gardeners to novices, the Otumoetai Community Garden – sitting on the border of Cherrywood, Otumoetai and Matua – has become a community hub beside the railway.

Gardening advice, seedlings and banter are shared among the 58 allotments – with most members saying it is as much about growing connections as raising vegetables.

The majority of members, who rent plots for $20/month, come from the immediate surrounding suburbs – but some like Barry Cantwell come from further afield to get their dose of gardening.

Twelve months on, he still calls gardening his therapy, saying the quiet time tending the plot and camaraderie among gardeners has helped him come to terms with his daughter Kristina’s death.

The public can help themselves to vegetables, fruit or flowers that grow around the community garden’s boundary – including from passionfruit vines planted on the fence along the railway – but signs around the garden warn against stealing from plots.

Founding member Al Gourley says theft would always be a risk in a garden on public land, but it is a lot less than it used to be since the signs went up.

“The gardens are all about community – about getting people involved with one another, and we have definitely grown a strong community around it.”

Director linked to antibiotics fails in bid for board Nathan worked as a rural manager for ASB Bank in the Bay of Plenty for seven years before spending two years with Merrill Lynch Investment Managers in London as a business analyst and management accountant.

He now owns a kiwifruit orcharding business growing kiwifruit varieties in Te Puke.

In addition to his new role as Zespri director, Nathan holds directorships and consultant positions with Riverlock Orchard Pack & Cool Ltd, NZ Kiwifruit Growers Inc and Kiwifruit Vine Health.

In June 2011, he became the first Associate Board Member to join the AGMARDT Board of Trustees.

A former Zespri director who has admitted illegally injecting his vines with the antibiotic streptomycin, failed in his bid for re-election to the board at this week’s annual general meeting.

Raymond Sharp was defeated by Te Puke kiwifruit grower Nathan Flowerday, who won with 58.49 per cent of the votes.

Raymond’s nomination was challenged by one speaker at the meeting who questioned the wisdom of Zespri accepting the nomination when the candidate had been linked to a food safety issue which could put Zespri’s reputation at risk.

Zespri chairman John Loughlin says he didn’t believe the board was at liberty to refuse any valid nomination and shareholders should judge for themselves who would best serve them when they cast their votes.

In March, Raymond resigned from the board, saying he had made an orchard management decision that he felt compromised his position on the board.

“Like so many growers in the industry the threat of Psa to my livelihood, and the realisation that the 17 years I have spent building my orchard may all amount to nothing, put me under great pressure.”

In his address to the annual meeting Raymond said he had much to offer the industry, including his five years of experience in the post-harvest sector, two years on the Zespri board and 17 years as a kiwifruit grower. In resigning when he did Raymond said he believed he had acted morally ``relative to my position’’.

The unauthorized use of streptomycin by some growers cost the industry at least $1.5 million in an extensive process to test all export orchards to ensure no residues of the antibiotic were found in fruit.

The practice was a desperate attempt by some to save vines dying from the disease Psa V but it went against the protocols for the permitted use of the antibiotic and there was concern it could harm exports.

Zespri CEO Lain Jager told the meeting that Zespri carried out 9000 residue tests for the antibiotic.

“No positive residues were found on any orchard where the grower had either declared no use of streptomycin or the legal use of streptomycin.

“This result demonstrates the commitment of New Zealand kiwifruit growers to food safety and brand integrity in a time of enormous challenge for individual growers.”

The successful candidate, Nathan Flowerday is a graduate of Massey University.

Green growers’ vital role It’s the fruit which launched New Zealand’s most successful horticultural industry and in its day had a reputation for glamour and novelty but the green, hairy Hayward kiwifruit is no longer a big earner.

However, John Loughlin, chairman of the Zespri Board of Directors told Wednesday’s annual general meeting that green kiwifruit remains the backbone of the industry, particularly now that volumes of gold are dropping because of vine removal due to the disease Psa V. However, green kiwifruit are not immune to the disease, nor to market pressures.

John said after the meeting that some green growers were doing very well and the information and tools to increase fruit quality were readily available within the industry.

Kennels warm canine and kiddies’ hearts to get the children into the spirit of giving.

So, the group of eleven 9-13 year old children all prepared for their task, screwdrivers and glue in hand, built two small dog kennels, decorated them and then took a trip to Tauranga SPCA. There they were met by one of the SPCA’s dedicated team members, Sonya, and made a heartfelt donation for our little four legged friends.

Tania Morrison, the Papamoa centre supervisor says she is so proud of what the children achieved in two days.

“It is moments like this that make the job worthwhile. This project has taught these children that not everything is about them and that they are part of a wider community. A number of them, after handing over the kennels and having a talk with the team at the SPCA, said how good they felt about the donation.”

The project would not have been possible without the help of other members of the Tauranga community, in particular the gentlemen down at the Men’s Shed based at the Historic Village.

Riding high in London Despite a few falls in recent races, Tauranga BMX racer Kurt Pickard is in peak form for the Olympics.

Manager and step-father Ash Rawson says Kurt, 21, is in an excellent state of mind. Recent competitive performances in events in the US include making the final eight out of an initial field of 27 elite riders in the Great Salt Lakes Nationals in Utah on June 30.

“He did really well.

It was a great step for him psychologically, Tauranga BMX rider getting Kurt Pickard. to the

final eight. He was up there in the final with fellow Kiwi rider Marc Willers – so hopefully we will be seeing the two up there in the final eight again at London.”

Kurt’s success in making the finals was followed the next day with him ‘cleaning up’ all three of his qualifying races, before falling badly in his semi-final.

“But nothing was broken. All things are intact. But that’s just BMX – you’ve got eight riders on a track going flat out – you’re going to get some accidents.”

After more close races at another elite competition in Pennsylvania earlier this month, Kurt crashed out of contention.

Following a short break he is now due to fly out to London for a few days to familiarise himself ahead of the games, before going on to Copenhagen to train with the cycling team.

Ash says riders will hone their craft in Copenhagen as the races aren’t scheduled until the end of the Games.

Building a career in the Bay Bay of Plenty Polytechnic’s Certificate in Carpentry Level 3 programme is designed to get students’ feet in the building industry’s door.

That was certainly the case for brothers Nick and Matt Morrison who, after completing the certificate at the polytechnic, are now both enjoying their carpentry apprenticeships.

The Certificate in Carpentry is a year-long course in which students learn the basics of the building process, including the building of a house. It also covers safety, tools, materials and terminology.

Nick, who graduated in 2009, says he entered the course after he struggled to find work within the building industry. He says it was a good opportunity to get the bulk of the theory completed.

“I’m glad I did do it; it makes the apprenticeship much easier, as there’s not as much book work to do.”

Nick is now in the third year of his carpentry apprenticeship and

“It was definitely helpful.”

If Nick had one complaint, it would probably be that the course lacked in practical work – something polytechnic staff agreed with. That’s why in 2010 they introduced more practical work, in the form of the students building a

house three days a week.

Nick’s brother Matt was in the first intake to complete the newly improved course and he says it was great and he would definitely recommend it to others.

The next intake for the Certificate in Carpentry begins on August 13.

Te Reo Maori to take centre stage next week Tauranga residents are being encouraged to embrace Te Reo as the country celebrates Maori Language Week from Monday, July 23.

Arohatia te Reo is the theme of this year’s Maori Language Week.

Arohatia te Reo means ‘to cherish the language’ and the theme aims to get people to demonstrate their love and regard for the language.

Moana Radio Host Pat Spellman says Te Reo Maori (the Maori language) is key to the on-going growth of Te Ao Maori – and that it is in the vulnerable position of

needing to be used before it is lost.

“No matter who you are, where you come from, or what you do, we encourage you to find a way to express how, and in what ways, they use, honour, speak and thereby show their love for the language.

“I think it was in 1987 that we passed the Maori Language Act, making Te Reo an official language of the land – it’s time we started treating it like one and took up the challenge to incorporate it into everyday conversations around our city.”

Pat believes Maori Language Week is a great recruitment drive for people interested in learning to speak Te Reo, confessing the week is a great way to market Moana Radio to potential listeners.

“Oh, for sure – we are always looking for opportunities to expand the Moana Whanau – because, to be fair and frank – Te Reo Maori is significant to us all day, every day.

“We live and breathe Te Reo. This is a great way for all of Tauranga to embrace our culture, embrace our Reo and keep it alive!”

New school opens in Mount A new school dedicated to helping children and adults reach their full learning potential has opened in Mount Maunganui this week.

Bay Learning Academy opened on Monday and is personally and specifically designed by principal Liz Signal to maximise students’ learning by offering small classes and a strong student focus.

Liz says she has had the idea for a long time, since she was teaching overseas.

“I saw a need for a school which believed in small classes and student success and set about building an academy that was firmly student focused.”

She believes unlike other speciality learning programmes, which focus on one-to-one teaching, putting students into small groups is far more effective for their learning.

“My philosophy is that if the kid doesn’t want to be there or doesn’t want to focus, then the parents have wasted their money. But if you put that kid in with a group with other kids and they’re learning and asking each other questions and challenging each other, then they’re going to get something out of their money.”

Currently, the academy offers a selection of afternoon classes for children including numeracy and literacy, with more classes planned as

the school grows. There are also evening adult classes for ESOL, French, Spanish and Portuguese, and a Business and Professional English course will begin next week.

A quacking good photo On a cold, autumn weekend in May, 76 budding photographers from local high schools took to the streets, parks, beaches and waterways of the Bay of Plenty armed with a plastic yellow Englefield duck, a disposable camera and a whole lot of imagination.

The students were taking part in Bay of Plenty Polytechnic’s fourth annual 48 Hour Photo Competition.

The students are competing for prizes and top honours, as well as an opportunity to shadow Quinn for

a day as a photography assistant at a major arts event.

The top 100 are selected and displayed online where viewers vote for the top three.

With debts forecast to reach over $170 million. With the economy at a stand still, or near to it. The WBDC looks like a car wandering side to side going down a road to nowhere with two drunks at the wheel and a final collision waiting to happen, and it will!

The unfortunate part of this is that you and I, the ratepayers, will have to pay the bill and two drivers will walk away scot free. Our Council is one third the size of TDC, but the CEO has a salary many thousands greater than the Leader of the House of Parliament, or the leader of the Opposition (NZ Herald two weeks ago) and the Mayor now seems to be there for the ride and prestige.

Money has been spent on consultants for all manner of reasons. A consultant could be employed to look into WBDC affairs with the aim of cost cutting on a no holds barred approach.

Staffing levels in many businesses have been dramatically cut of necessity, and I believe councils must look at productivity and output. WBDC used to be able to process building permits etc for a modest fee and a lot quicker years ago

when things were a lot busier than today. We live in a computer age and with the modern technology they should be able to get quicker results with less cost. For instance, if you are pulled up by the police, in a matter of minutes they can tell you more about you than you know yourself. Technology should have reduced cost and staff levels, but the reverse has happened.

WBDC debts appear out of control, paying interest on the over $150 million debt (ten years ago $5 million). Such a small group of ratepayers in the current financial world we are in, and likely to be in for some years yet, cannot see good financial sense in council current handling of this crisis. Without good constructive planning, we can only expect greater rate rises. I hope and pray that the CEO who has had this job for many years, and has led us into this mess is capable of leading us out of it. I hope the staff he has surrounded himself with can work a few miracles. Now, more than ever we need good leadership. Here is hoping.

Confusing rubbish from Minister of Misinformation I remain confused at the continued bewildering rubbish emanating from the person posing as a commentator on the state of the Western Bay of Plenty. He is known locally as the Minister of Misinformation. I actually found your article

on p23 (Pet Problems) far more valuable as the content could be compared with the Brian Anderson opinion.

Could you at least put him on a different page to the comment of genuine elected representatives? Sam Dunlop

for public input on representation, ie how many councillors and community boards etc. Council systems are different from regional councils. The mayor is elected separately, and he or she choose committee chairs, who then have a financial and power advantage (I call it an A team and B team system) and in so doing can to some extent influence council. The B team members have less allegiance to the “system� and in my opinion tend to have a great independence. I call them the fox terriers or ankle biters, who can better rock the boat, or voice public concerns outside of standard policy, when the need arises.

Because the salary pool or cost remains the same size irrespective of numbers reducing the number of councillors while concentrating power in fewer hands, and reducing the spread of representation, will not lead to salary saving at all, and in my opinion can only reduce service to ratepayers at a time when we most need it. So one must wonder and speculate why a few councillors favour the reduced alternative. I know the answer, think on it, use your democratic right and put in a submission now.

Council amalgamations

I now know who at least one of the Tect candidates is. He made the effort to come and introduce himself and ‘chew the fat’ , after reading, and agreeing with my letter to you last week. Well done that candidate. A pity more haven’t done the same.

The upside is that because there’s been a monumental & expensive ‘cock-up’ with the mailing of voting papers, I’ll still get to vote.

Incidentally, the extra cost for the mailing ‘cock-up’ should NOT be bourne by Shareholders, but by the current TECT members.

There seems to be a belief that the Tauranga City Council should merge with Western Bay of Plenty Council and Mr

Crosby, the city’s Mayor, seems to think that “bigger is even better“ and his preference seems to be a merger of up to 7 Councils, making one super Council, which one assumes that he then has a desire to be the mayor of.

Will we never learn that bigger is not necessarily better and that in reality amalgamation should only be considered if there are benefits to all the parties involved.

What benefit are Auckland City ratepayers currently getting from being part of a Super

City? Looking even further back what were the real benefits of the Mount and Tauranga being forced to merge, in 1989, other than Mount rates having to increase by over 30% just to catch up with Tauranga rates?

With the current Mayor, along with the deputy Mayor both seemingly enthusiastic, on future amalgamation, rest assured that unless the people stand strong that it will happen whether we like it or not.

Fortunately we have the ability to vote these people out every

3 years so look forward to the Local Body elections next year.

Should the legislation permitting amalgamations be passed at least the Government has clearly stated that whilst there will be an ability to merge that it will still be up to local communities to decide whether or not they want to amalgamate.

Future amalgamations should only proceed if it is a win win for all the parties involved and seldom does this seem to be the case.

The proposed communications mast The WBOPDC have approved this activity, because under the District Plan Rules it is a Permitted Activity – this is so because of standard minimum requirements throughout the country for telecommunication facilities in neighbourhoods as prescribed by the National Environment Standards, (part of the RMA); standards which have been delegated to Councils for implementation via their District Plans.

The District Plan is surely deficient though, if such an activity can be approved, yet is clearly going to impact upon foreseeable activities; ie, is to be consistent with an Adopted Town Centre Plan; this situation has not been preserved. Both these points are clear in the District Plan documentation, points specifically introduced to prevent such a negative impact occurring – yet have

been ignored or overlooked; at the least, not considered. The points are well described within Objectives and Policies and Restricted Discretionary Activities, but in this case, what use.

Surely the planner who has approved the 2 Degrees application is aware of the Adopted Town Centre Plan, or is this a case of the future plans for Katikati not being considered due to an unawareness or worse still, a lack of care?

Perhaps a lack of focus by the Council as caretaker of Katikati’s Community well being best describes why this situation has been allowed and clearly illustrates that positive results will only come about, when Katikati takes control and ensures only positive outcomes for the town.

Future development of the Uretara Precinct will be seriously compromised and the Town Centre “architects” ought to be concerned enough to do something about it, but looking to the future a Katikati Area Office, an administration working closely and in unison with all Community Groups is the way forward that will bring quality growth to Katikati.

Whilst the Council need to rectify this blunder; for which there must surely be a means of intervention to correct this failure of the RMA/Council process; the solution for a positive future that ensures quality growth for Katikati, is to create change.

Ratepayers’ six yearly chance ‘to tell them where to go’ Western Bay of Plenty District Council representation proposal which is open for submission is their interpretation of the changes they have to make before the 2013 elections. We can tell them where to go like this only once every six years. They are suggesting an eastern, central and western ward system, with only eight instead of 12 councillors. This would leave only two councillors for Matakana, Waihi Beach and Katikati and as Matakana is entitled to one councillor because it is an island, the proposal does not seem to meet the requirements of Fair Representation.

I personally would favour a more even distribution of councillors based on ‘communities of interest’ for representation which is the major change in the new legislation for the Government that is trying to give more power to communities and simplify local government processes.

It’s all very well saying that community boards should do the work but even community boards have to be paid. It would seem fair to reduce the number of councillors to six and give responsibility to the community chairs who should then be expected to attend and vote at Council meetings. A rough calculation indicates that the money saved with the reduction in councillors could be spread around the Board chairs and the total cost could be no more than it is now.

I-Site wasteful policy The new manager of Tourism BOP needs to know that his decision to move the Mount I-Site from its prime and easily accessible location in Salisbury Avenue to the congested holiday park area at the Mount was mooted ten years ago but not carried out for obvious reasons and questions must be asked. For example, does TBOP plan the secretive demolition of the Salisbury Avenue building under cover of darkness as it did with the ideally situated Strand infomation centre which was forced to move to suit bus operators in 1996?

The idea that “TBOP intended to establish a bigger and better I-Site at the Mount once it had the resources and a better site” is totally irresponsible without full consultation and the approval of those who will provide the “resources”, namely, the business owners. These businesses are bound

by Tauranga City Council to provide funding to prop up Tourism BOP as a Council Controlled Organisation, but the council has lost control in this example of unbridled power being wielded by TBOP. TBOP plans in 2003 for a move to the Mount were dropped because it was going to cost $500,000. A petition with 6200 signatures brought the Tauranga I-Site back to the CBD. I hope that there is a petition at the Mount for me to sign next time I cross the harbour.

Where is the outcry?

John Key our smiling assassin says no-one owns the water. I would agree with that. I have a question though... if no-one owns the water, then how can our Government sell off a 49% share of it? We have a public asset that belongs to the public and the people will have to buy back what they already own.

Where is the outcry? Why aren’t people out in force protesting this public asset selling? Don’t they have any idea that the Government own nothing? That without the taxation of the people’s hard work, they would not be in business, they would not be getting a wage above and beyond what they extract from the sweat of the nation, they would not be able to build us any assets for our benefit.

If the state owns the bank and gives out the loans to local businesses, that interest would come back to the people.

Social cohesion is coming unstuck It has been reported that the median family in New Zealand earns $67,000 per annum and has $1700 in the bank.

This means that 50% of New Zealand family’s finances are below this.

The 2011 Child Poverty Action Group report suggests that the bottom 50% of people owns just 5.2% of the country’s net worth.

Looking at these two sets of figures, would it be possible for many, if any, of these families to have access to the $1000 suggested as the minimum to take advantage of the share offer in Mighty River Power, the first of our asset sales?

We already own these assets. Economists tell us that the dividends from the energy utilities produce equal or greater amounts than the money realised when they are sold. Further, the dividends generated are on-going, whereas the sales are a one-off. Such action would surely create a much greater disparity in wealth in our community, than that already documented.

There is much evidence that such disparity is highly undermining of both social cohesion and a healthy society for ALL its members. A more equal society is better for everyone.

Yep, it’s time again for the Mid-Winter Christmas Market, happening tomorrow – Saturday – down at the Historic Village.

And, although I mentioned it a few weeks back, I’d just like to have another quick rave, because of all the events I went to in town last year I don’t think any of them touched me quite like the Mid-Winter Christmas Market.

To see the village looking so beautiful, draped in fairy lights, and to see children and adults standing in the square under a snow machine with sheer joy in their eyes was a thing of true beauty. Can you really appreciate mulled wine until you drink it outside on a cold night with snow falling? It was terrific (and that’s not even mentioning the carollers and balloons and bands and Christmas stories…)

Beats the real thing

Having grown up through more than a few northern winters, I can confirm that this was quite possibly even better than the real thing.

Because from what I remember of the real thing it’s generally raining and you have to slog along pavements pushing through piles of soggy leaves and you’re always cold and when you wake up half the time the pipes have frozen and there’s not even cold water to make a cup of tea.

So I’m hoping for good weather on Saturday.

It’s a punt in the middle of winter but the outlook is reassuring. Things kick off at 11.00am and run through till nine o’clock, $10 for adults, $25 for a family. Do pop down and

imbue your lives with a bit of festive cheer.

Because we need a little cheer. It seems that every time I hear the news these days another musician has died. Most recently it was Jon Lord, keyboard player for Deep Purple. I can’t believe he was 71. That just seems absurd. I can’t really imagine Deep Purple as elderly.

Jazz guys can be old and blues musicians, and even country singers, but Deep Purple?

And, talking of country singers, the great Kitty Wells passed away at the grand age of 92. She’d been touring until five years ago.

It was Kitty who opened the doors for all women country singers, Loretta Lynn on.

She was the first woman to have a number one country hit, “It Wasn’t God Who Made Honky Tonk Angels”, in 1952.

Meanwhile another sprightly fellow in his seventies confirmed this week that he’ll be releasing a new album in a couple of months.

On September 11 Bob Dylan puts out his 35th studio recording. Bob, like Jon Lord, is 71 and it’s hard not to note that since turning 60 he seems to have been in overdrive as far as creativity goes.

Tempting tunes

When the new album, Tempest, comes out it will be 11 years to the day since the release of ‘Love and Theft’ and in that time it’s quite astonishing how much Dylan has got through. Allow me to supply a quick list…

Three more studio albums, the last of which – Together Through Life - became his first album to top both the UK and US charts; 50 hour-long radio broadcasts of Bob’s Theme Time Radio; a best selling memoir, Chronicles Vol 1, which topped the NY Times bestseller list; art exhibitions in

galleries throughout the world; and a Best Song Oscar for “Things Have Changed” from the Wonderboys soundtrack.

Not a bad little catalogue of achievements for a decade, even more impressive if you throw in the fact that he’s also played over a hundred gigs every year.

So, for the Dylan fans out there here’s something about the new album: it’s got 10 songs on it, including a 14-minute tune about the Titanic which at one point actually refers to a specific scene from James Cameron’s movie. There’s also a tribute to John Lennon called “Roll on John”, which quotes lines from multiple Beatles songs, including “Come together right now” from “Come Together” and “I heard the news today, oh boy” from “A Day in the Life”.

It sounds pretty weird to me. You just can’t tell with old folk these days.

Fantastic Not bad at all Dreadful

Dir: Phil Lord, Chris Miller - Starring: Jonah Hill, Channing Tatum, Brie Larson Here’s a confession: I’ve never watched even a single episode of 21 Jump Street. I guess it has some sort of rep as cult TV (beyond providing early exposure for Johnny Depp) but it means nothing to me. And I was, subsequently, expecting nothing from this film.

So it surprised and delighted me that the “throw it all at the wall and see what sticks” style of comedy (c.f. Airplane etc) here is quite so successful. There are slapstick gags, satirical gags, gross-out gags (not many), and even meta-gags about the whole shebang. Ice Cube’s angry black police captain first dismantles his role as a movie stereotype before announcing that the plan to put young-

looking cops into schools is something “they tried in the eighties”. They’re doing it again because “no-one has any new ideas”.

Tatum and Hill make a surprisingly wellmatched comedic pair, each reliving their high school past in a world that has moved on: nerds are in and achievement is cool; dumb jocks are out.

I’ve always found Tatum dull and wooden so this is something of a revelation. Dave Franco (brother of James) is also very good and will presumably be hitting the big time any day.

Throw in a cool Depp cameo and you have a real winner. Very, very funny.

The Norwegians are currently turning out some very odd films. Rare Exports was an admirably weird crack at Christmas family horror.

– from one Now Headhunters of crime’s writers du jour, Jo Nesbo – arrives, a strangely comic crime caper centring on a corporate HR guy who steals paintings in his spare time to keep his tall blonde wife in the style he thinks she’s accustomed to. His latest victim is – unfortunately – a trained killer and a complex escalating war of attrition ensues. There are several lurches of tone (and taste) which may upset some; others will love the no-holds-barred approach to black comedy.

When was the last time Leonardo Di Caprio smiled on screen? The Aviator, The Departed, Body of Lies, Revolutionary Road, Shutter Island, Inception, he seems to have been miserable for years. There’s more of the same in J Edgar , a peculiar mash-up from the gay scriptwriter of Milk and America’s most macho director Clint Eastwood. Thus we have Hoover’s life, largely stripped of dramatic criminal incident, as an unspoken love story. This is interesting, if somewhat slow, but loses ground when the old age makeup goes on. Di Caprio looks fine but paramour Armie Hammer appears to be sheathed in a huge dappled condom.

Sean Bean is once again hard enough to gargle nails for breakfast in Cleanskin . But, for a change, he’s on the side of good, though “good” in this context is shaded by moral ambiguity. He’s hunting a home-grown UK terrorist, Ash, and a violent and bloody hunt it is. Where the film surprises is the time spent on Ash’s backstory, following the path that led him to finding answers in bombs. That leads to an action flick with more depth and complexity than most, Bean striding muscularly through a landscape peppered with deception and double crosses.

Shame is a film about a sex addict.

And if that sounds like gratuitous fun then you haven’t noticed the serious arthouse references

The Tauranga Spinners and Weavers are talented fibre artists skilled in the crafts of spinning, weaving, knitting, felt making and dyeing.

Although these are considered by many to be heritage crafts; new tools, techniques and fibres have brought a revival and new interest by those wanting the satisfaction of crafting their own vibrant and different fashions and accessories.

Come check out the group’s annual exhibition of fibre works at Baycourt from July 26-29 from 10am-4pm, where most of the displayed items will be for sale, including garments, hats, bags and fibre art.

Traders will also be selling fleece and fibre, specialty yarns, books, spinning wheels and other equipment.

Bring your knitting and join in, as the group does demonstrations of spinning, weaving and related crafts throughout the exhibition.

Tauranga Spinners and Weavers are passionate about the use of all fibres, from wool of all breeds to alpaca, silk, mohair, possum, cotton, flax and more.

Attending the exhibition is guest exhibitor Nynke Piebenga, a weaver from Pirongia, who loves working with colour.

The loom is her tool to play with colours and textures, combining beauty and function. She works mainly with natural fibres but has no qualms in adding a bit of something man-made here and there.

The Tauranga Spinners and Weavers group meets at the clubrooms at the Arts and Craft Centre on Elizabeth Street on Mondays 10am-2pm and every 2nd and 4th Thursday evenings at 7pm.

I mean, really naughty.

And I rarely use an almost superfluous word like really.

It adds little to any narrative. But a little bit naughtier than the norm is an apt summary of this performance.

Would I take my eight-year-old daughter? No. Would I take a favourite femme friend on a third date? Certainly.

No subject was taboo, and even those that were got an honourable mention.

Ladies old enough to be my dodgy single aunt were singing the praises of things I’m not sure we’re allowed to print. Risqué, ribald and at times downright rude.

The entire cast is just brilliant and I don’t have enough column space to disperse praise to all who deserve it.

Yet special mention must be made of pianist Leon Gray performing solo for most of the evening.

His spotlight highlighted hands dancing in private for public praise.

Lighting and costume rated highly too.

The predominantly female cast must have been furiously dieting beforehand and costumes did everyone’s figure justice. Overall, Scarlet Women is a thoroughly polished performance that can only improve with audience appreciation.

Jesus loves me - for the Bible tells me so In I John 3:16 we read: “By this we know love, that He (Christ) laid down his life for us.”

John effectively declares that this is how we know what love is - this is how we can know how much God loves us - when we understand that Jesus laid down His life for us.

There is a familiar song I sang to my grandchildren which says “Jesus loves me this I know, for the Bible tells me so.”

Although that is a cute ditty, the truth is we will never understand the breadth and length and height and depth of God’s love for us personally, until we know for ourselves, the reality of Christ’s sacrificial death for us on the Cross. However, we will never understand the significance of the fact that Jesus laid down His life for us, until we understand what the Bible says about sin and about the consequences of sin. Without that understanding, the Cross has little meaning to us.

Scripture teaches that every person born after the fall of Adam and Eve in the garden is born with an inherent sin nature that is bound by self-seeking rebellion against God. We read in Romans 3:23: “for all have sinned and fall short of the glory of God.” Romans 3:10 says: “None is righteous, no, not one.”

The Bible does not present God as a divine book-keeper, keeping a record of good deeds and bad deeds, who then tallies up the records on Judgment Day to see if we are good enough to get into heaven and good enough to escape hell.

The Bible simply presents a black & white fact that we “have sinned and fall short of the glory of God and that “none is righteous, no, not one”.

The Bible teaches that God is holy and just and that in His holiness He must reject all sin and that in His justice, He must punish all sin. The consequence of sin in every person born of a woman, is that from birth, we are under the wrath of God, destined to eternal separation from God, in the Lake of Fire.

Injured pastor down but not out Three years ago Pastor Timothy Lee was an active young man with an exciting life in front of him.

He was the pastor of a thriving Baptist Church in Rotorua. He had a lovely and supportive wife and two sons, and they were a united and loving family. Then tragedy struck!

While Timothy was enjoying his passion, trail-biking, he struck an obstruction which almost cost him his life. For weeks he hung between life and death and the members of his own church in Rotorua, along with Christians throughout the country and overseas, began to pray for his recovery.

Timothy lived, but today he is a quadriplegic. Is he bitter? Is he

despondent? Is he helpless? How does he cope?

Timothy has only minimal movement in his head and right hand, but still pastors his church, preaches regularly and is an accomplished counsellor. He retains his sense of humour, and, except for 24/7 care, leads as normal a life as most people. How on earth does he do it?

You can hear his amazing story, live, at Omokoroa Baptist Church, in The Settlers Hall, Omokoroa, on Sunday, July 22 at 10am and at Sunday Night @ Central at Central Baptist Church (next door to Countdown) on Cameron Rd, on the same day at

7pm. He will be joined at Sunday Night @ Central by organist Len Hockly, and your host will be Pastor Tom Frew.

These meetings are not just to encourage those who have been incapacitated through injury, sickness or birth deformity; everyone needs to hear of the courage and tenacity of this young man. Come early as seating is limited.

Admission to both meetings is free, but a freewill offering will be taken up.

Mankind and you and I, in and of ourselves, had no capacity to pay the price to redeem us from sin. God Himself made the sacrifice to atone for or to pay for the punishment for man’s sins by sending His Son to die for our sins - in our place. Jesus paid the price for our salvation, for our forgiveness and to make us righteous before a holy God, by laying down His life for us. “By this we know love, that He (Christ) laid down his life for us.”

We enter into that salvation by acknowledging our sin before a holy God, by repenting of living a life apart from God and by surrendering our lives wholeheartedly to Him as Saviour and Lord. “By this we know love, that Christ laid down his life for us.”
