Upcycling queen Meet Zoe Wallis. She’s just won the Re:Stitched Runway Upcycled Fashion Competition’s High School crown for the second year in a row – and her first entry back in 2024 claimed runner-up.

The Katikati College student was bitten by the sewing bug at age 5 and has never

looked back. She’s also had the help of family – younger sister Gail Wallis had been her model for the past three years.

Despite designing her ball dresses, and her accomplishments in the Re:Stitched competition, Zoe said she is not a designer. “For me, it’s the actual sewing

component…I really like the hands-on aspect.”

The Year 13 is planning a career in fashion when she leaves school. “My plan is to go to Wellington. It has three universities that offer fashion and design – it’s just picking which one, which I haven’t

figured out yet. But definitely Wellington and definitely fashion.”

Her tips for readers trying to pursue something they love? “If you love something – don’t give up! Just keep going! I’ve had so many failures but I kept going.” Read more on page 3. Photo / Merle Cave

Jim’s decades of service to Waihī Beach For nearly 30 years, Jim Cowern has quietly worked behind the scenes to help protect Waihī Beach’s environment, preserve its history and make his community a better place to live.

Now his decades of dedication have been recognised with the Volunteer Star Award for Waihī Beach.

Jim was nominated by ECHO Walking Festival organiser Vicki Lambert, who described him as “an absolute legend” for his commitment to the community.

Lambert said Cowern had spent years guiding ECHO Walking Festival walks, clearing tracks and sharing his extensive knowledge of Waihī Beach’s history, native plants and wildlife.

He had also played a leading role with Coast Care Waihī Beach, Predator Free Waihī Beach, the Waihī Beach Environmental Society and local graffiti removal projects.

Nearly 30 years

Born and raised at Waihī Beach, Cowern said volunteering had always been about caring for the place he calls home.

“I’ve been involved with Coast Care for over 25 years, probably close to 30 years,” Cowern said.

Living just metres from the beach, he’d watched the coastline change over the years and had devoted countless hours to dune restoration, planting native species and helping create stronger natural dune systems.

He said healthy dunes provide the best long-term protection for the coastline.

“People can see the benefits of building up the dunes and planting them,” Cowern said.

“It’s just a no-brainer that you carry on and build dunes.”

Cowern said had also represented Waihī Beach beyond the local community, attending Coast Care conferences and working with environmental groups to promote best practice in coastal restoration.

His commitment had extended well beyond practical volunteering.

25 years walking

Over many years, he’d prepared submissions to councils on coastal planning and environmental issues, advocating for dune protection and sustainable management of Waihī Beach’s coastline.

Cowern said speaking up through formal submissions had been another important way to help protect the beach for future generations.

Alongside his environmental work, Cowern had become a familiar face at the ECHO Walking Festival.

For more than 25 years, he’d helped lead guided walks, introducing visitors and locals alike to the area’s rich history and natural environment.

He said researching forgotten stories and sharing them with others had been one of the most rewarding parts of volunteering.

“A lot of the history of Waihī Beach was almost lost,” Cowern said. “I’ve been lucky to find information and share those stories with people.”

Cowern said seeing participants discover new connections with the area has made the many hours of preparation worthwhile.

Remained passionate

Although ongoing health treatment has recently limited his ability to volunteer as much as he’d like, Cowern remained passionate about the causes he’s championed for decades.

Despite that setback, Cowern said hoped to continue supporting environmental projects and advocating for Waihī Beach whenever he can.

The Volunteer Star Award recognises not only Cowern said willingness to roll up his sleeves but also the lasting impact he has had on the community through almost three decades of service.

Lambert said Cowern committed and passionate about his hometown. “He is always keen to help and gets stuck into any project, and gets his hands dirty. He’s a bit of a legend,” she said.

Katikati’s Zoe Wallis wins second Re:Stitched high school title Down a long driveway, in a tiny corner of her family’s lounge is where Zoe Wallis stitches together her competition-winning upcycled fashion garments.

The The Year 13 Katikati College student recently won the Re:Stitched Runway Upcycled Fashion Competition’s High School crown for the second year in a row. Her first entry in 2024 was the runner-up.

She was bitten by the sewing bug at age 5 and never looked back, even though she’s had to unpick many creations over the years.

Wallis wanted Katikati News readers to know she didn’t become a great sewer and upcycler overnight. “I’ve had so many failures but I kept going. If you love something – don’t give up! Just keep going!”

Wellington

The 18-year-old will finish college this year and plans to study fashion at tertiary level.

“My plan is to go to Wellington.

It has three universities that offer fashion and design – it’s just picking which one, which I haven’t figured out yet. But definitely Wellington and definitely fashion.”

It was a haphazard playdate that introduced Wallis to sewing.

“My friend had an aunt that lived next door that sewed. We sewed with her. Ever since, I’ve been enthusiastic about it.”

She took fabric technology at college as a mandatory subject in Year 7-8, then chose it from Year 9. This year Wallis’ school didn’t offer the subject – but this hadn’t stopped her further honing her skills. “The internet has been a huge encouragement, seeing what other people can do...”

She’s entered Re:Stitched Runway Upcycled Fashion Competition’s High School for three years – because it focused on upcycling preloved clothing.

“Many [sewing competitions] are centred around costume design and encourage you to make your

own stuff. “I’m not really into that. I like upcycling, creating new from old – that’s my thing.”

In 2024, Wallis entered the Bay of Plenty TOI Wearable Art regional showcase and won a Best Storytelling award. The same year, she was part of her school’s entry in the Bay of Plenty regional Showquest that won first place. “I was a leader and a dancer.”

Hands-on

What does she love about fashion?

“For me, it’s the actual sewing component – I’m not a designer. I really like the hands-on aspect.”

Her father Michael Wallis disagrees. “You are a bit of a designer,” he said. “You’ve designed your ball dresses for the last two years and you won Best Dressed one year.”

Zoe Wallis said she liked being behind a sewing machine, figuring out how to unstitch a piece of clothing and transform it into something else. “I have a plan before I begin. I also like adapting patterns. That’s a lot of technical work, because you’re working with numbers to figure out how much you change the item and how it will fit your model.”

Her younger sister has been her model for three years. Gail Wallis, a Year 9 Katikati College student, said she enjoys modelling “but I stay pretty far away from sewing though – that’s Zoe’s field”.

Run by EnviroHub Bay of Plenty, the Re:Stitched Runway competition gave participants a brief with a “challenge material” they had to incorporate into their final design, one week before they choose 10 pre-loved garments donated by Turning Point Trust.

Participants then had one month to transform the preloved items into a ready-to-wear outfit their model showcases at the fashion show, this year held on July 25.

EnviroHub Bay of Plenty’s Hannah Cousar said 55 contestants entered this year – 40 in the adult category and 15 in the high school section that Wallis won.

Contestants were judged on their outfit’s wearability, construction, creativity and sustainability, Cousar said. “The fashion show was sold

out, with more than 200 attendees coming together to celebrate and support sustainable fashion and local creativity.”

Wallis said her 2025 winning outfit consisted of a denim jacket, a patchwork denim skirt, a bag and two scrunchies, and the “challenge item” was a piece of a hi-vis vest.

The challenge item

“I think what really works for me is focusing on the challenge item.

Last year it was high-vis – many contestants tried to disguise it but I worked with the material.”

She figured out the opposite colour of hi-vis orange was blue and teamed them together using denim. “A lot of theory goes into my designs.”

This year’s “challenge item” was a flag. “I realised flags are a synthetic material which is used in jackets – so I thought, ‘How do I make a jacket that works?’ I looked at the material, not the item itself.”

This year, Wallis picked a preloved men’s vest, jeans, one-piece swimsuit, school skirt and a formal grey dress to work with.

She made a skirt, top and jacket ensemble with a bag and denim socks. “I completely custom-made my pattern this year,” she said.

“It takes a really long time, and to ensure the pattern will fit within the fabric that I had, because it’s cut into different shapes and bits and bobs – and I had to fit them into straight lines.”

While some would pull their hair out, Wallis relished the challenge.

“I like puzzles so it’s quite engaging for the brain – and lots of unpicking. One tip is to look at the inside of the clothes, not just the outside.

Intense

“What I was looking for was satin – that was my goal. I found it inside the vest and the dress. That’s what I used for the sleeves and inside of my jacket.”

Entering Showquest again this year – plus school and part-time work – made for a busy month.

On the day of the fashion show, Wallis was still hand-stitching a handbag to complete her outfit.

garment fittings. “This year, I basicaally watched her sew and a few days before, I trieed it on – and it all fit. “On n the day, we thought, ‘W We don’t know if we’ll win this year because we won last year’,” she said. “The other entriess were amazing too,” Wallis said. They were wrong.

Wallis said the EnviroHub-run competition n is a great opportunityy for people too hone their skills.

“It’s an amazzing opportunityy to get a feel forr upcycling because upcycling is a lot different from sewing with a flat piece of material and a pattern n.”

The compeetition had grown more populaar each year she’d entered. “I do hope that continues – it’s fantastic.”

Harbour survey to help fix Katikati wastewater woes A survey of the Tauranga Harbour floor between Katikati and Matakana Island is underway as Western Bay of Plenty District Council investigates long-term options for managing treated wastewater from Katikati.

During the next two weeks, specialist contractors will assess ground conditions beneath the harbour as part of investigations for the design and construction of a potential replacement of the existing pipeline across the harbour, one of the future wastewater disposal options being explored for the area.

In a statement, the council said the work was part of its Katikati Wastewater Disposal Future Directions project – a collaborative effort, guided by a project control group and Te Ohu Waiora, a group consisting of representatives from tāngata whenua, the council and external stakeholders.

The council’s director of water services Coral-Lee Ertel said the investigations were an important step in planning for the future.

Long-term solution

“We’re focused on implementing a sustainable, long-term and culturally acceptable solution that protects our harbour, meets new wastewater standards and reflects the values of our community and tangata whenua,” Ertel said.

The Katikati Wastewater Treatment Plant discharges treated wastewater

through an ocean outfall pipeline that extends across Tauranga Harbour, through Matakana Island, and out to sea.

The ageing pipeline within the harbour had experienced several breaks during the past year, which highlighted the need for a long-term replacement strategy, the council said.

The plant’s discharge consent would expire in 2038 and the council said it was required to confirm its preferred future direction by the end of this year.

Following the completion of the Future Directions Report in 2025, the preferred long-term approach was retention of an ocean discharge, but with higher treatment standards and a longer outfall pipe.

The council also identified the early replacement of the ageing harbour crossing section of the outfall pipeline as a priority project.

The harbour floor investigations related specifically to the option of replacing the harbour crossing section of the pipeline.

Survey information

The information gathered through the survey would help determine whether ground conditions were suitable for installing a replacement pipeline, support design of a replacement pipeline and would inform future resource consent applications for the works.

After a procurement process, Brown Bros Drilling was selected by the council as the most suitable specialist contractor to carry out the survey.

replacement pipeline route, which is just to the north of the existing pipeline location.

At each site, the crews would collect sediment and soil samples from beneath the harbour floor and undertake specialised testing to measure the strength and stability of the ground to depths of up to 15m.

At five of the investigation sites, sediment samples would also be collected and tested for the presence of

environmental contaminants as part of the ecological assessment.

The investigations were expected to take up to two weeks to complete, depending on weather and tidal conditions. No disruption to residents or harbour users is anticipated, the council said.

“With the current outfall pipeline nearing the end of its operational life and experiencing multiple leaks, we’re working to address both the current infrastructure issues and future regulatory requirements,” Ertel said.

“Understanding the ecological conditions and the nature of the harbour floor is essential and the results from this survey will help us determine the best construction method to ensure a replacement pipeline can be safely and responsibly constructed, if that becomes the preferred solution.”
