Bylaws open for community feedback in Western Bay Western Bay of Plenty residents are invited to have their say on two district bylaws under review – the Public Places Bylaw and the Animals (Excluding Dogs) Bylaw. Consultation is open on both bylaws, which set the rules for how public spaces are used and how animals (excluding dogs) are kept across the district. According to the Western Bay of Plenty Council, the bylaws were reviewed in 2025 as part of its regular review programme, with minor changes made at that time. The council now proposes to continue them as they are, including those updates. Council policy and planning manager Matt Leighton said bylaws play an important role in supporting safe, wellmanaged communities and providing clarity for residents. “Regular reviews help ensure our bylaws remain effective and fit for purpose. While no major changes are proposed, it’s important we check in with the community before confirming they continue.” The Animals (Excluding Dogs) Bylaw helps the council manage how animals such as poultry, pigs and others are kept, helping to reduce nuisance and protect public health and wellbeing. Dogs are covered by a separate bylaw, which is not due for review at this point. The Public Places Bylaw sets rules for activities in public spaces and helps maintain safety, convenience,
and enjoyment in shared areas. It covers matters such as public facilities, obstructions, waste, advertising, and vehicle crossings. The council’s review found both bylaws continue to be effective tools for managing these issues, Leighton said. “We’re encouraging people to take a look and let us know whether they think the bylaws should remain as they are or be amended.” he said.

Sports groups oppose 24/7 access plan for new public loos Public toilets at a sports and recreation centre being built in Katikati’s Moore Park are causing debate in the community.
Western Bay of Plenty District Council staff recommended the toilets be open 24/7 to maximise the public money being spent on them. Katikati Cricket Club president and former Katikati Community Board chairman Ben Warren fears this could encourage antisocial behaviour at night, which the park had experienced in the past few years. The issue arises as debate continues for the Western Bay of Plenty District Council on another set of public toilets – in Ōmokoroa’s Precious Family Reserve. The Katikati Sports and Recreation Centre is being built at the southern end of Moore Park and would include clubrooms and space for indoor sports. The community-led project is largely being funded through donations and support by TECT, lotteries and Grassroots Trust. The toilets would be built as an extension to the building. The council agreed to contribute $272,110 towards these in its Annual Plan 2025/26, with the potential clause that they would have to be open for public access at all hours. Warren said many local residents and all clubs involved in the project “strongly objected” to the toilets opening 24/7. He cited three troubling incidents in the past six years. The football club’s goals were vandalised in March, vandals tore up the cricket turf in February 2025, and a fire ripped through a cricket club shed in 2020. Warren said the clubs and users of the grounds believed it would be “far safer” if the public toilets were only open during daylight hours. “Not onlly for pub blic saffety issues, but also in regards to preventing vandalism
and unsociable behaviour from occurring at Moore Park.” Warren suggested CCTV be installed in the area to deter bad behaviour, but said his funding application for this was unsuccessful, Warren said they would put up their own security cameras for insurance purposes.
Public access
Katikati ward councillor Rodney Joyce said he disagreed with the 24/7 opening hours recommendation, adding there were a few public toilets 100m away in Diggelmann Park. Joyce said knowing public money was being used, council staff wanted to maximise public access. He said their recommendation was under review and he was waiting on more information to justify it. Joyce said there was significant demand for public toilets. “There is a shortage of public toilets in Katikati, but they’ve still got to be suitable for the area. Moore Park is an area that’s not very busy at night.” During consultation at the park about a development at the end of Beach Rd, the “number one question” was: “Hey, can we have some public toilets on Moore Park please, because you’ve got hundreds of kids playing football, rugby and cricket there.” He said the plan was to put toilets in the new building and the rugby club at the other end. “Then Moore Park will be well served because it’s a big park.” Joyce said there were CCTV cameras set up by the rugby club and funding for CCTV was limited. Warren’s application could be reconsidered next year. Council reserves and facilities manager Peter Watson said the opening hours of the toilets had not been confirmed. Warren said. “On the construction front, the new building has been making steady progress; however, things have been delayed recently due to an issue with a structural part of the consent.” Combined with some supply delays, he said the building restart could be at risk due to rescheduling of the construction team’s availability, he said. He said the build was estimated for completion at the end of September, if there were no more snags. Warren said he hoped construction would restart this week.
The centre
A quantity survey estimated the cost of the build would be $1.25 million. “But that was two years ago. Things have gone up in price. “We’ve raised enough funds to get most of the project done.” Moore Park currently caters for football, rugby, cricket, and will add wrestling,
martial arts, indoor cricket, netball, futsal, hockey and gymsports when the new centre opens. The two-story building would feature changing rooms, a cafeteria, a workshop and a storage area. Upstairs would be the clubrooms, lounge, kitchen facilities and internal and decked viewing areas. Attached to the clubrooms would be an indoor facility with a sports floor surface. A separate internal area would have wrestling mats and a dojo-style training area. The toilets would be downstairs, and there would also be parking. McDonald’s fast-food restaaurant to open in Katiikatii Katikati’s first McDonald’s restaurant is expected to open its doors on the busy State Highway 2 next year. The fast-food chain has been approved for the former Katikati RSA and Citizens Club site at 1-3 Henry Rd, which closed in 2023 after financial struggles. Western Bay of Plenty District Council approved McDonald’s consent application last month for a 450sq m restaurant with seating for up to 75 patrons. The restaurant would include a drivethrough and 16 car parks. It could be a 24-hour operation, but final hours were to be confirmed. The application identified traffic generation and its effects on
neighbouring properties as two key issues.
Traffic
McDonald’s sought approval from New Zealand Transport Agency Waka Kotahi (NZTA), which was granted on the condition right-turn bays were constructed at the SH2 intersection with Henry Rd and Marshall Rd. An NZTA spokesperson said the annual average daily traffic on SH2 through Katikati was 11,892. “Separating the turning traffic from the active lanes means through traffic can proceed without interruption and increasing road capacity overall.” The spokesperson said construction could involve pavement resurfacing or pavement marking changes. “These can be done over a short-term

period and to coincide with lowtraffic-volume periods to minimise inconvenience.” Other proposed changes included extending the “no stopping lines” in the southbound direction to end at a bus stop between Sheffield St and Marshall Rd. The spokesperson said the upgrades were funded by McDonald’s. McDonald’s head of impact and communications Simon Kenny said the restaurant’s expected opening date was in 2027.

He said he was not concerned about the restaurant’s effect on traffic. “Katikati is about to go through a growth spurt. There’s potential for Katikati to double in size.” Joyce mentioned the Western Bay regional deal, which would consider the previously tabled Katikati Bypass. He said one of the options proposed to fund the bypass was to develop more housing in Katikati. Joyce said the new restaurant could bring more money into the town. “All businesses face competition. Grow On Katikati celebrates volunteers with winter event Grow On Katikati is recognising the volunteers and supporters behind its community gardening efforts with a mid-winter event aimed at celebrating their contribution and encouraging wider community involvement. The organisation said another successful year of gardening, education and community connection has been made possible by volunteers who give their time, skills and enthusiasm. Over the past year, Grow On Katikati has hosted regular Shed gatherings, Crop Swaps, workshops and community events designed to help families build food resilience and learn practical food-growing skills. Organisers say these initiatives rely heavily on volunteers working behind the scenes to deliver programmes, support events and share knowledge with the community. As winter sets in, the group is taking the opportunity to acknowledge everyone who has contributed – from those growing seedlings and assisting at the Shed, to those helping with governance, events and coordination. To mark the occasion, Grow On Katikati will host a Mid-Winter Soup Social, annual general meeting and Volunteer Appreciation Evening on Friday, July 3, at 5.30pm at the Katikati Community Centre. The evening will offer attendees a chance to share a meal, connect with fellow members of the community and reflect on the organisation’s achievements over the past year. It will also formally recognise the efforts of volunteers who continue to play a vital role in the group’s success. Organisers said the event is open to volunteers, members and the wider public, with all residents encouraged to attend. They say the continued support of the community remains key to building local resilience and ensuring fresh food can be grown and shared from seed to table.
