Theworkincludedinstallinga bulkheadinthemain33.3mpoolto createtwopools–a25mpooland7m learntoswimpool.
Theexistingborewaterheater exchangerwasupgradedforthenew learntoswimpool,tokeepitata warmertemperature.
Allthreepoolswouldberelinedwith aPVCmaterial,insteadofpainting, toreduceoperationalcosts.Newsand filtrationsystemsweretobeinstalledfor allthreepools.
Theexistinglearntoswimpoolwas tobeupgradedtomeetpoolsafetyand waterqualitystandards.
Thechangingroomsandreceptionarea wouldbeheatedandinsulatedtohelp extendthepoolseason,andallpools wouldreceivenewcovers.
Plus,adisabilityhoistwouldbe installedinthemainpool.Anupgrade ofCCTVcameraswasalsotohappen.

Asthemappingofeachhazardis completed,landownersarenotified andtheinformationisputoncouncil’s website,propertyfilesandinanyLand InformationMemoranda(LIMs)requested forproperties.Councilalsousesthemaps whenprocessingresourceconsents,project informationmemorandaandbuilding consents,toensurethattheriskfrom naturalhazardstopeopleandbuildingsis assessed.

Accordingtocouncil’swebsite,the likelihoodofatsunamilikethisoccurring inanyyearisdifferentalongtheBayof Plentyshoreline.Thelikelihoodinanyyear iscalculatedasrangingbetween0.33% intheeastand0.13%inthewestofthe region,whichisarangebetweenaone-in300chanceintheeastandaone-in-750 chanceinthewest.
Affectedpropertieshaveeitherone,or both,ofthesetsunamieventsmapped. Afternearlyadecadeoffilling Katikatiwiththescentoffreshly cutlavender,PieterandHelena Maarschalkaresellingtheirbeloved familyhomeandfarm.
Thelong-runningLavendellowners,and familiarfacesatKatikati’sweeklymarkets, saytheyarereadyforthenextchapterto startearlyin2026.“It’stime,”Helenasaid. “Wejustwanttobeclosertothefamily.”
TheLavendelldreambeganinearly 2015whenthecouplewerelivinginthe AucklandsuburbofPukekohe.Helena, atrainedteacherandformerchurch worker,waslookingforsomethingnew.
“I’mnotonetositstillanddonothing,” shesaid.“Ihadreadacoupleofnovels, whichinspiredmetostartmyown business.Ijustdidn’tknowwhat.”
Knewnothing
BeingaChristian,Helenaprayedand askedforguidance.
“Iwaswalkingonedayandtheword ‘lavender’poppedintomyhead,”shesaid.
“Iknewnothingaboutit.Ijustknew whatIsawgrowinginthehedges.”
AftersharingtheideawithPieter, Helenabegandevelopingherown lavenderbusiness.
Shestartedoutmakinghand-crafted productsusingdriedlavenderandbought asupplyofessentialoilandrubbed lavenderfromalavenderbusinessin Waiuku.
Soon,Helenawasmakinglavender wheatbags,lavendereyepads,scented candlesandmore.Shewouldsellthem at“lavenderparties”andthePukekohe

farmers’market.
“Thatwasquitesuccessful,”shesaid. “Butwegottothepointwherewereally wantedtogrowitourselves.”
Thatpromptedthepairtolookfora propertytosetuptheirveryownlavender farm.
In2016,theypurchasedathreebedroomhomeona5915sqmlifestyle blockinKatikati,nearwheretheirson anddaughter-in-lawlivedatthetime.
Theyplantedtheirfirstblockof lavender,about200plants,in2017and another150plantsayearlater.
“Wecountthemeverynowandthen,” saidaproudPieter.
Duringthenextnineyears,thecouple renovatedthebathroomsandpaintedthe outsidethe“pearlygrey”lavendercolour. “Itwasnicehavingablankcanvastodo whatwewanted,”Helenasaid.
In2019PieterandHelenadistilledtheir firstoilusingthestillfromawomanwho grewlavenderinWaihi.Soonafter,they transitionedfrombuyingoiltobeingable toproducetheirownandPieterhasbeen extractingtheoilfromtheLavendellfarm eversince.
“Itwasareallearningcurve,”Helena said.“Butsomuchfun.”
Thecouplehavebeensellingtheir home-grownessentiallavenderoils,bath soap,shampoobars,liquidhandsoap, lavendermist,eyemasksandplantsatthe weeklyKatikatiPlant&ProduceMarket. Theyarealsofamiliarfacesatthe monthlyTown&CountryMarketin





Katikati.Now,thelong-standinglavender businessownersaresellingup.Pieter hashadhealthchallengesinthepastyear andthecouplewanttobeclosertotheir grandchildrenintheSouthIsland. “Wefeelthey’regrowingupsofast,” Helenasaid.
Bittersweet
“Itwillbebittersweetreally,becausewe willbelookingforwardtosomethingnew buthavingtosaygoodbyetoourwhole lifehere.”
Theywillmisstheirfarm,theirhome,
theirneighboursandthewonderful peopletheyhavemetthroughmarkets andtheirKatikatiCommunityBaptist Church“family”.“Wewillreallymiss that.It’sbeenagreatblessing,”Helena said.“Oneofthethingsweloveis theviewandhearingthesoundofthe birds,”Pietersaid.“Thegrandkidsjust lovedplayinginthegardenandthe crosscountrycoursePietermadeinthe dell,”Helenasaid.Pietersaidtheywill especiallymisstheirneighboursandthe Katikaticommunity.














































































































EnvironmentalgroupProjectParore hasmovedtoanewbaseat48 ChurchStasitplansforthefuture beyonditsfive-yearJobsforNature funding,whichendsinJune2026.
“We’doutgrownour0.2haspaceat MulganSt,”saidProjectParoregeneral managerBrodieDavis.“Wewerethere foroverthreeyearswithKatePfennig asourlandlord,whichwasgreat,but withtheplants,vehicles,andequipment, thingswerebecominginefficient.”
Thenew1-hectaresite,officially openedonNovember26,givesthegroup morespaceforitsnursery,office,and equipment.Morethan200,000plants areon-siteatvariousgrowthstages,with morethan100,000plantedannually acrossthenorthernTaurangaHarbour, Davissaid.
ProjectParoreworkswithfarmers, orchardists,councils,hapū,and volunteersonfencing,nativeplanting, wetlandrestoration,pestcontrol,andfish passageprojects,allaimedatimproving biodiversity,freshwaterhealthandthe harbourecosystem.
Newmachine
SincereceivingJobsforNaturefunding in2021,ProjectParore’soperations teamhasgrownfromthreestafftonine full-timestaffandsixseasonalworkers. ProjectParoreisgovernedbyaboard electedonbehalfofanincorporated society,whichisaregisteredcharity. Davissaidthenewbaseisalready boostingefficiency.“Akeypartofour efficiencyboosthasbeenthenewtray-
fillingmachine,arecentinvestmentfor ProjectParore,”saidDavis.
“Itcanfilltraysofdifferentsizes,up to10-cell1Ltrays,allowingustorepot specieslikepūririandtōtarafromsmaller traysinto1Ltrays.
“Usingtwo10-celltraysatatimeisfar moreefficientthanhandlingindividual 1Lpots.Thetraysarereusableandallow airpruning,whichhelpsplantsgrow healthier.
“Withthisnewmachine,ourcrew pottedalmost60,000plantsinjusttwoand-a-halfdays,showinghowmuchmore efficientlywecanoperate.”
DavissaidtheRenaturingKatikati volunteercrewwasshowinginterestin makinguseofthemachinetoo“which isbrilliant,asitisniceanduser-friendly underguidancefromstaff.It’salsoavery socialactivity”.
Othernewfeaturesofthenewbase includedanewly-builtapost-and-wire systemwhichraisesthenewtraysoffthe groundandallowsairflowbeneaththem.
“This,combinedwiththenewmachine, ishelpingtoimproveourefficiency,” Davissaid.
HesaidtheProjectParoreoperations teambeganin2021withageneral managerandthreestaff.
OneofthoseroleswastheKatikati EnvironmentActivator(KEA)position, drivenbySharonStrong,whoworkswith theRenaturingKatikativolunteersin theurbanspaces.“It’sallaboutretaining alocally-developedenvironmental restorationteamtocontinuegettingthe mahi[work]done,”saidDavis.

ProjectParorewasalsorecently successfulinsecuringacommercial contractviaatenderprocessatTeMata wetlandinWaihiBeach.“Tosustainthe crew,we’regoingtoneedmoreofthose contractsmovingforward.Itwasagreat communityprojecttobeinvolvedwith,” Davissaid.
“Themovetothenewbaseisall aboutprogressingtheoperationsteam beyondthefive-yearJobsforNature funding,sowecancontinueworking withthecommunityaswestrivefor long-term,ongoingimprovementstothe environment.”
MuchofProjectParore’srestoration workisdeliveredthroughlandowners signinguptofive-yearEnvironmental Plans(EPs)viatheregionalcouncil.

WesternBayofPlentyDistrict Councilhasofficiallyadoptedits AnnualReportfor2024/2025, celebratingayearofmajor achievementsandacknowledging thechallengesfacedalongtheway.
TheAnnualReportcoverstheJuly 1,2024,toJune30,2025,period andprovidesaviewofbothcouncil’s achievementsandtherealitiesitfaces.
Itshowsthatnetdebthasincreased to$159million,reflectingthescaleof investmentneededtosupportagrowing district,whiletotalincomeroseto$201.9 million.
Council’sperformancemeasures weredesignedtobetransparentand accountable,showingnotjustwhatwas deliveredbuthowwellitmetitsintended goals.
WesternBayMayorJamesDenyersaid council’sfocusondelivery,disciplineand determinationhasenabledrealprogress forthedistrict.
“Throughcarefulplanningandstrong partnerships,we’vedeliveredmorefor ourcommunitiesthaneverbefore,while keepingdebtgrowthundercontroland maintainingourAAcreditratingforthe seventhconsecutiveyear,”Denyersaid.

Lastly,intermsoffinancialstewardship, thecouncilkeptastrongAAcreditrating, turnedlastyear’sdeficitintoasurplus, andstartedrebuildingitssavings.
Challenges,lessonslearned
InastatementreleasedNovember27, thecouncilalsomentioneditchallenges andlessonslearned.
Budgetingerrors–lastyear,councilsaid itmadesomemistakeswithitsbudgeting. Thisledtoaratesincreasefromthe planned7.4%to8.9%for2025/2026. Councilsaidithadreviewedwhatwent wrongandwascommittedtomakingsure itdidn’thappenagain.
Economicchallenges–theslow economyandlowergrowthmeantless income,butcarefulmanagementhelped councilgetbackontrackandfinishthe yearwithasurplus.
