A place to share Inside Te Ara Mātauranga, Waihī Beach’s new library, service centre and community hub, Rhiannon Myers and Alex Cooper, pictured, are among four staff set to be run off their feet! The new $5m 400m2 facility is four times bigger than the old one, open for longer hours and has more books. But the building offers so much more

than books. Te Ara Mātauranga means ‘The pathway to knowledge’. The space includes meeting rooms, public computers and free wifi, ‘bring your own device’ work spaces, and a table for activities. WBOP District Council’s Julia Edgecombe believed it would be a place for the public to enjoy in many ways, facilitating social

interaction and community building. For Waihī Beach School next-door, the facility would offer resources and spaces so youngsters feel comfortable, want to use the services and return after they’ve left the kura. Tangata whenua wanted it to be more a whare (building). “We wanted the whole journey to involve the people, the whole

community, and I think we’ve achieved that,” said Ōtāwhiwhi Marae chair Reon Tuanau. Beyond the name, Te Whānau a Tauwhao gifted design elements to connect the building to the local marae, the taiao (environment), and coastal nature of Waihī Beach. Read more on pages 3 and 6. Photo / Merle Cave

Swapping school for the Beehive

Katikati

NEWS

Katikati College Year 12 student Kyla Allen-Boyd last week swapped the classroom for the Beehive after being selected as a Youth Press Gallery member for 2025. The 16-year-old told Katikati News ahead of her trip that she thought spending three days being part of 2025’s Youth Parliament would be quite the opportunity. “I’m excited….I think it’ll just be quite a unique experience.” Youth Parliament 2025 this week welcomed 143 youth from across Aotearoa to experience the political process, learn about how government works and represent their communities as Youth Members of Parliament or Youth Press Gallery members.

Passionate

The aim was to provide people aged 16-24 with an opportunity to develop leadership skills, influence government decision-making, and have their voices heard. “I applied to be a Youth Press Gallery member because I’m passionate about staying informed and sharing news that matters to people my age. I think having a voice and being part of conversations about the issues that affect us is important,” said Allen-Boyd. She said with social media playing such a huge part in the lives of Kiwi youth, checking that news online was verified wasn’t a focus for them. “A lot of people my age will just believe a lot of the stuff that they see online, instead of looking further into it, which is kind of why I’m

quite passionate about it because a lot of false information is spread around social media.” Allen-Boyd said the trip would also help her develop her writing and journalism skills while learning how the media works.” Plus, I’m excited to connect with others who care about current events and want to make a difference.”

Career thoughts

She arrived in Wellington on June 30 for an orientation day, followed by two days in Parliament where 80 Youth MPs made speeches. Youth Press Gallery members reported on proceedings, while learning about the workings of government from the perspective of the Parliamentary Press Gallery. Allen-Boyd said YPG members were

split into parliamentary working groups, and given topics to write about. “My topic was sport and recreation.” “Some Youth MPs would give a speech around that and what they’ve done to contribute to sport and recreation in their community. I’ll write about five Youth MPs I’ve been assigned.” After the experience Allen-Boyd would have produced two articles – and come home with possibly more inclination as to her tertiary study plans. “I have a little bit of interest in journalism. I just went to a university open day and met up with the journalism faculty. I was thinking of doing that as well as a second major in law....” For now she juggles school, two jobs and playing football. Watch this space!

New pathway to knowledge and connection

Julia Edgecombe believes there aren’t many places these days where people can go and they don’t have to buy anything or do anything. “They call them third places,” said the team leader libraries (west) for Western Bay of Plenty District Council. They are locations, distinct from home (first place) and work (second place), that facilitate social interaction and community building. But she knows that Te Ara

Mātauranga, Waihī Beach’s new library, service centre and community hub is one. “That’s what this will be for people – they can just come in to get out of the heat in summer or out of the cold in winter, sit in the sun, read a book, jump on the public computers or just relax.” Edgecombe was right. When Katikati News visited the new library the afternoon it opened to the public on July 1 – four hours after it was officially blessed and opened by tangata whenua and dignitaries – the library was a hive of activity. Books were being issued,

people were in and out the doors, children were doing a scavenger hunt or were seated, reading and hanging out. In the three reading “cubbies” – gifted their names by Te Whānau a Tauwhao after types of obsidian found on Tuhua Mayor Island – was five children. Two were Waihī Beach School students Year 6 Addison Wilson, 10, and Ella Pratt, 11, who gave speeches at the opening. What do they think of the new library? “It’s really cool,” said Addison. Ella said: “I like the new cubbies because they’re really nice to read in – and I think the clouds above [hanging from the ceiling] look really cool”. Both girls were keen to visit Rhiannon Myers, Anna Rickman, Julia Newman and Alex Cooper after-school, now the new library will work in the new library, with support from team leader would open to 5pm. “Definitely!” libraries (west) Julia Edgecombe.

More resources

Western Bay of Plenty Mayor James Denyer enjoyed a blessing and tour of the building.

About six years in the making, Edgecombe said the new 400m2 library and service centre is four times bigger than the old one, open for longer hours and housed more books. More than 10,000 books were now available, said Edgecombe. The space included two large meeting rooms, with a moveable wall, one smaller meeting room, public computers and free Wi-Fi, dedicated reading spaces, “bring your own device” workspaces, and a table for activities such as crafts and puzzles.

“We’ve got a new self-check-out for books, which we never had before and a fancy new after-hours book-drop – just like Katikati.” The new facility is open 43 hours a week, compared to the previous 23 hours. New hours were 9am-5pm Monday-Friday, and 9am-12pm Saturdays. “That’ll be massive,” said Edgecombe. About 160 people gathered July 1 to open the $5m facility whose name, gifted by Te Whānau a Tauwhao hapū, means “The Pathway to Knowledge”.

Learn, connect, thrive

A blessing was performed by Reon Tuanau, of Ōtāwhiwhi Marae, together with neighbouring Waihī Beach School tamariki, and Western BOP Mayor James Denyer cut the ribbon to declare the building open. “Libraries today are important community hubs. They’re public spaces where communities come together to learn, connect and thrive. This has been a collaborative process with involvement from elected members, council staff, mana whenua, the school, and the community centre committee.” Waihī Beach School principal Rachael Coll was proud of being part of the project from the start “to make or voices heard”. “We’ve done surveys … we’ve made Lego library which we’ve presented to designers and we’ve

been on tours as the library was constructed.”

Relationships

“So, it’s super important that we put in community resources and community spaces like this so that they actually feel comfortable. They then start to benefit, they do want to use the services and they return. That’s a big piece of why our kura is important and involved in our community resources.” WBOPDC customer services manager Valeta Duncan said the project had been communityled approach. “From the start, we knew building a new library was a big deal, so it had to be an inclusive process. “Our partnership with Te Whānau ā Tauwhao Ki Ōtāwhiwhi has been crucial. We wouldn’t have this beautiful building that honours the stories and rich cultural heritage of mana whenua, without it.” Once open, Tuanau led dignitaries and guests through the new library. As well as the library’s name, Te Whānau a Tauwhao gifted design elements to the building “so, our next generations can always remember the importance of connection to the taiao, to the moana [ocean], but also to our special places like Tuhua”, Tuanau said. Western Bay’s $160k fund for local initiatives Applications are now open for Western Bay of Plenty District Council’s Community Matching Fund – with $160,000 ready to support projects that strengthen, connect and uplift our rohe (district). The fund is made up of a General Fund for social, recreational and cultural initiatives ($100,000) and an Environmental Fund for projects associated with the natural environment ($60,000), the council said in a statement released this week. Grants are matched on a 50/50 basis with the council’s half being a cash grant, while the community contribution can be made up of any combination of volunteer labour, donated professional services, funds raised through other means and/or donations. The amount contributed by the council is most commonly between $1000 to $10,000, said a council spokesperson. Last year, 28 general and 10 environmental projects across the rohe benefited from the Community Matching Fund. “The General Fund supported a diverse range of projects, including youth development, outdoor education, sports, sustainability, health and wellness, community gardens and community safety initiatives – among them the Chrome Collective Charitable Trust in Katikati, which

mentors and supports people with disabilities, and building a scooter and multi-purpose track at Pyes Pā School,” the council said. “Pest control, biodiversity enhancement, sustainable land management, native plant restoration and community education initiatives were supposed through the Environmental Fund, including predator control projects by the Ōtanewainuku Kiwi Trust and Rotoehu Ecological Trust.” To assist those with a project in mind, the council is holding a series of drop-in information sessions at local library and service centres, where people can ask questions and receive guidance on their applications. The information sessions will be run between 11.30am and 1pm, at the following locations:

Monday, July 14: Te Puke Library and Service Centre Tuesday, July 15: Ōmokoroa Library and Service Centre Wednesday, July 16: The Centre – Pātuki Manawa, Katikati Thursday, July 17: Te Ara Mātauranga – Waihī Beach Library and Service Centre Applications are open until Thursday, July 31, and successful candidates are selected by a sub-committee made up of councillors John Scrimgeour, Tracey Coxhead and Allan Sole, from each of the rohe’s three wards. To find out more, visit westernbay.govt.nz/community/ grants-and-funding/communitymatching-fund-faqs, email communitymatchingfund@ westernbay.govt.nz, or phone 0800 926 732.

Nominations open for council

Western Bay of Plenty District Council is calling on locals with passion, purpose and community pride to put their name forward for the 2025 local elections. Nominations are officially open for Mayor, councillors, and community board members across the district. Following a recent representation review, the council structure has changed for the 2025 and 2028 elections. This new model will see most residents vote for a mayor, their ward councillor(s), and their community board representatives. Matakana and Rangiwaea Islands residents will vote for a Mayor and their ward councillor(s) and are not part of a community board area. Voters across the Western Bay will elect: one Mayor (elected at large), nine councillors: two in Katikati-Waihī Beach Ward, three in Kaimai Ward, three in Maketu-Te Puke Ward and one in the new Waka Kai Uru Māori Ward (elected by those on the Māori Electoral Roll). Pick up nomination forms at any council library or service centre, or download from: yourplace.westernbay.govt.nz/elections

A space interwoven with culture and identity When Te Ara Mātauranga, Waihī Beach’s new library, service centre and community hub, opened this month, it already had a wairua (spirit) embedded within.

The koru represents life, and it represents growth.” Many cultural elements were incorporated.

See ourselves

“If you look on the steps, you’ll see what we call the kōwhaiwhai pattern. This pattern was selected from our local wharenui at Ōtāwhiwhi from one of the rafters. “We thought this was a way our people could come here and see ourselves related and connected to this space, but also we think it really depicts who we are and Waihī Beach people because of the Mangōpare – the hammerhead shark – depicted. “It’s said if you catch a hammerhead on your boat, then after 24 hours put it in the water, it’ll swim away and carry on living. So it represents perseverance, resilience, never giving up, fighting to the bitter end, and that’s us here at Waihī Beach, I’m sure.”

That’s because the whole community had been involved throughout the design of the new $5m facility. Ōtāwhiwhi Marae chairman Reon Tuanau said Te Whānau a Tauwhao had gifted design elements, connecting the building to Ōtāwhiwhi Marae, the taiao (environment), and the coastal nature of Waihī Beach. “This building is not going to start without a wairua,” Tuanau told guests at the July 1 official opening. “It’s already got a wairua. It’s not going to start without a culture. It’s already got its culture embedded – and it’s just going to grow from there.” Identity Māori wanted it to Within the library are be more than a whare words and a pattern on (building), he said. three window panels. “The “We wanted the whole waiata just performed by journey to involve our kids – ‘Hutia te rito’ – the people, the whole that whole song is captured community, and I think in the middle of that we’ve achieved that.” pattern. We feel that’s part and parcel of our identity here at Waihī Beach, so we wanted that incorporated.” The cubbyholes were named after special obsidian that comes from Tuhua. “‘Tuhua’ is the black obsidian. ‘Paretau’ is the green obsidian, which is very rare around the world, and ‘Kahurangi’ is the red … again it’s about connection to our identity.” The meeting rooms have Māori names too: Whānau, Kaitiaki and Kotahi. “‘Whānau’ is family, but it’s actually about relationships, which are really important. If there’s meetings really aligned towards whānau, then whānau obviously will go into that room. “If there’s a kōrero about kaitiakitanga, which is about looking after our environment, they’ll go into that room. ‘Kotahi’, which means ‘unity’, would be for if there’s a kaupapa that needs us to come together, be on the same waka.”

Tuanau said that, while some Māori names would be recognised, they wanted values to back them up “so it represents who we are”. Wanting a front desk that was welcoming and inviting, just like the staff, a cultural element had supported this. “A harakeke (flax) weaving has been designed and created by Marino Magee and her whānau of our community.” (See Katikati News next week).

A mauri

Tuanau said the library’s seat was created with obsidian gifted by Te Whānau a Tauwhao. “The kids gathered the pebbles and shells [on it], and so that’s like a mauri, a life energy, that represents us. The place is called Te Wāhi whakairo, or ‘a place of reflection’, where you’ve got the mauri embellished in that seat from the work that’s taken to put it together. Hopefully, it inspires people to sit Merle Cave there and just reflect.”
