WaipunaHospicefacesraising $8.1millioninthenextfinancial yeartocoverafundingshortfallto keepprovidingitsservicestothe community,whichisputtingits operationatrisk.

“Iwanttospeakhonestlyaboutour challengesandraiseawarenessaboutthe uncertainfutureofhospicecare,”said WaipunaHospiceCEODavidBryant.

“Whileourcommitmentto compassionatecarehasneverwavered, thegrowinggapbetweenwhatitcoststo provideourservicesandthefundingwe receivefromHealthNZTeWhatuOra isputtingthatfutureatrisk.”

WaipunaHospice–oneofthelargest of28hospicesinthecountry–hasjust 44%ofitstotaloperatingcostscovered byHealthNZ.

Theserviceiscaringfor243people, themajorityintheirownhomes,facing terminalillnesses,ensuringtheyand theirfamiliesfeelsupportedandsafe, Bryantsaid.

“Andthecareweprovideisnotonly forthepatientbutwrapsaroundthe wholewhānau.”

Atriskofdisappearing

“Thekeymessageisthatweareatrisk ofdisappearingfromourcommunities becausethelackoffundingfromHealth NZ,”saidBryant.

“Ithinkinthenextthree-fiveyears,if wehaven’tturnedaroundthissituation [bythen],thenwe’reatriskofnotbeing here.”

BryantsaidasmuchasWaipuna Hospicedoestrytoraisetheannual shortfalloffunds;itnevermeetsthe target.

“No–lastyearourresultwasa$1.7 milliondeficit.”

BryantsaidintheWesternBayof Plentyregion,theneedforhospicecare wasonlyincreasing.

“Peoplearelivinglonger,withmore complexhealthneeds,andmoreare choosingtodieathome.”

Andthecostsofdeliveringcarewere rising.

“Fuel,wages,medicines,andanumber ofthingsweneedtobuytodeliverour serviceshavegoneupsignificantly,” Bryantsaid.

“Mostpeoplewillbeawareofthehuge impacthighinflationcostshavehad overrecentyears–andcertainlyourcost basetodeliverthesameamountofcare

hasincreasedsignificantly.However,the contractwehavewithHealthNZhas notincreasedmuchatall,infactvery marginally…andsothegapkeepson widening”.

BryantsaidWaipunawasdoing everythingitcantopreventthis happening.

“Wearebeingverydeliberateinthe servicesweprovide,andwecontinueto doeverythingwecantocontrolcosts –butthereisabottom-linecostfor fundingthisserviceandHealthNZis notsupportingit.”

HealthNZresponds

HealthNewZealandTeWhatuOra actingnationaldirector–planning, fundingandoutcomesJasonPower saidhospiceswereavaluedproviderof specialistpalliativecareservicesinour communities.

“Werecognisethecareandsupport theyprovidetopatientseachandevery day.Wearecommittedtoworkingwith hospicesandarangeofotherservicesto ensurepalliativecaremeetstheneedsof allNewZealandersandtheirfamilies.

“Weregularlyengagewithhospices andHospiceNewZealand,andthey areverymuchfrontandcentreof ourNationalPalliativeCareWork Programmethatisunderway.”

PowersaidHealthNZprovided $113.6millioninfundingto28 hospicesfortheFY2023/2024.

“Wealsofundorprovidepalliative careacrossarangeofotherservices andsettings,likeagedresidentialcare, hospitals,primarycareandathome.

“Wearecurrentlyworkingthrough upliftsorincreasesforthefundedsector, whichincludeshospice.

“Hospices,includingWaipuna Hospice,willbeadvisedofthelevel ofuplift,alongwithothercontracted providers,whentheupliftisconfirmed.”

PowersaidHealthNZremains committedtoensuringpalliativeand end-of-lifecareisofhighqualityand meetstheneedsofallNewZealanders andtheirwhānau.

“Toachievethis,weestablisheda nationalpalliativecareworkprogramme in2023.Thepurposeofthisprogramme istobuildonpreviousworkanddevelop anationallyconsistentapproachto palliativeandend-of-lifecareplanning, funding,servicedeliveryandoutcomes.”

AccordingtoHospiceNewZealand, ofthenearly38,000peoplewhodiedin NewZealandin2024,10,860received

hospicecare.

LastOctober,NZFirstlistMPTanya UnkovichpresentedherMember’sBill, ‘ImprovingAccesstoPalliativeCare’–“tostartthedebateonimplementing palliativecareasa‘right’”–to Parliament’sballotbox,butithasnot beendrawn.

BryantsaidHospiceNewZealand’s commissionedreportbyadvisoryfirm MartinJenkins,whichwasreleasedin March,foundthatforevery$1spentby theGovernmentonhospicecare,there’s atleast$1.59inhealthbenefitsforthe taxpayer.

Bryantsaidhehadapproachedlocal MPsaboutthesituationthatWaipuna Hospiceisin.

BayofPlentyMPTomRutherfordsaid herecentlyvisitedWaipunaHospice’sTe PunabaseandmetwithBryant.

“David[Bryant]didtalktome abouttheirfundraisingandfinancing challenges-$8.1millionthattheyhave toraisethiscomingfinancialyearjustto deliverthelevelofthecare.I’macutely awareofthosechallengesandjustam incrediblygratefulfortheworktheydo forthecommunity.”

Whenaskedifhehadbroughtup WaipunaHospice’sfinancialsituation withtheMinisterofHealthSimeon Brown,Rutherfordreplied:“Ihaven’t spokentohim[theMinisterofHealth] specificallyaboutWaipunaHospice’s situationbutwehavehadbroaderparty discussionsaroundhealthfundingand fundingtowardspeoplelikeWaipuna Hospiceforexample,andwhatwe

candoasagovernmenttosupport organisationslikethem”.

“YouwillhaveseeninourBudget lastyearweputin$16billionextra dollarsintohealth–it’salotofmoney,” Rutherfordsaid.

“We’veputalotmoreintothehealth budgeteverysingleyear–andwe’vegot ourBudgetcomingupagainnextweek. Ourhealthspendingandwhatwecan deliverinthisspaceisarealpriorityfor us.”

Rutherfordalsowantedtothank BryantandhisteamatWaipuna Hospice“fordoinganincrediblejob”. “Wearereallygratefulfortheservice theyprovide;andwearereallytohave theminourcommunity.”

TaurangaMPSamUffindellsaidhe supportsinvestmentinhospicecare. “WithaprovenReturnOnInvestment of$1.59per$1and$110mperyear insavingsacrossthehealthsystemitis notjustamoralobligationbutmakes economiccommonsense.”

UffindellsaidtheteamatWaipuna Hospicedoanincrediblejob.

“Wearesoluckytohavethemand theirserviceinourcommunity.Thank youtoeveryoneatWaipunaHospicefor yourtirelessservicetoourcommunity.”

Bryantsaidhospicewastheonly organisationthatistheretobeasafety netforpeoplefacingdyingalone“so havingsomeplacelikehospicewhich isthereandcanprovidewraparound supportissomethingthecommunity shouldbeproudof”.

‘Values’:MatahuiSchoolfightstostayopen

Anindependentprimaryschoolnear Katikatiisfightingforitssurvival afteritsapplicationtobecomeeither acharterschoolorastate-sponsored schoolwasdeclined.

AccordingtoboardmemberCraig McCullough,MatahuiSchoolhasstayed openforanotheryearthankstodonations fromparentsandgrandparents.

“Nowwe’reworkingonthoselong-term goals,”McCulloughsaid.

PrincipalMaryWoodssaidtheschool had49studentsandfourteacherswho focusedonholisticeducationgroundedin thetheoryofmultipleintelligences.

Asignificantnumberofthestudents wereneurodiverse,althoughtheschool alsocateredtoneurotypicallearners.

“Mostofourchildrenhavelearning disabilitiesthatfallunderneurodiversity,” Woodssaid.

Options

In2024,theschoolappliedtobecomea charterschool,butwasdeclinedinaletter fromtheCharterSchoolAuthorisation Board.“Privateschoolsarealready providedwithflexibility,caninnovate, andgenerallyperformstronglyon nationalassessmentssuchasNCEA,”the letterread.

Woodssaidtheboardmisunderstood Matahui’suniquerole.

“We’renotaprivateschoolmaking money–we’reanot-for-profit,”shesaid.

AftertheCharterSchoolAuthorisation BoardrejectedMatahuiSchool’s application,itexploredbecomingastate

school.ButMcCulloughsaidthatmodel alsoprovedapoorfit,especiallygiventhe lackofstateresourcesforneurodiverse learners.Woodsarguedthatthecurrent fundingmodelforthesechildrenneeded reform.Thereishighneedsfundingand in-classsupportfundingthatcanbequite restrictive,Woodssaid.

Funding

“We’vegotonechildalwaysfunded, andanotherinthepipeline(toreceive funding).”About75%oftheschool’sroll iscomprisedofneurodiversestudents, accordingtoWoods.

“Byhavingneurodiversechildren

atMatahuiSchool,wearesavingthe Governmentmoney,”shesaid.

Theschoolalsosupportedseveralgifted studentswhoworkedbeyondtheirage level.InalettertoNZME,Charter SchoolAuthorisationBoardchairperson JustineMahonsaidacharterschool couldbeestablishedintwoways:either byasponsorapplyingtodevelopanew schoolorastateorstate-integratedschool convertingtocharterstatus.

“Underthelegislation,privateschools can’tconverttoacharterschool,”Mahon said.Thismeansanindependentschool likeMatahuiwouldfirsthavetoclose beforeasponsorcouldapplytoopena

newcharterschoolinitsplace.

Givenlimitedfunding,the AuthorisationBoardprioritised applicationsthatwerepractical,costeffective,andsupportedthelong-term successofthecharterschoolsystem, Mahonsaid.Mahonaddedthatwhile theinvitationtoapplywentoutbefore theboardwasfullyformed,theselection criteriaweredevelopedwithfinancial sustainabilityanddiversityinmind.

“Fullyfundingindependentschools atthesamelevelasstateschoolswould createasignificantfinancialburden forthegovernmentandisunlikelyto improvestudentachievement,”Mahon said.

MatahuiSchoolisfundedthrough tuitionfeesandmayalsocharge mandatoryfees,theMinistryof Education,actingHautū(deputy secretary)TeTaiWhenua(Central), TraceyTurnersaid.

Theschoolalsoexploredbecominga state-integratedschool,Turnersaid. Turnernotedthatallstateandstateintegratedschoolsreceivedinclusion fundingtosupportneurodiverselearners andcouldaccessadditionalresources basedonstudentneed.

Supportroleswithintheeducation system–includinglearningsupport specialists,ResourceTeachers:Learning andBehaviour,andLearningSupport Coordinators–helpedschoolsand families.“Therearealsoprofessional developmentopportunities,assistive technologies,andtoolsthatsupport neurodiverselearners’accesstothe curriculum,”Turnersaid.
