MEMO to gun-toting lawbreakers: We expect the police to shoot you.

Do not expect them to wait for you to start shooting at us or them first, before they nail you.

If you are desperate enough/drug crazed/ just plain stupid – and get into a police stand-off with a firearm – you will most likely be shot. We do not care if you die with a surprised look on your face, thinking “that’s not fair.”

We pay the police to do this. They aren’t there for fun. They are there, with guns when necessary, to protect us from those who think they can threaten the lives of the generally law abiding public.

We REQUIRE the police to shoot those who threaten our safety – whether that be with a gun, knife, (or even a fake gun) or any other weapon or threat.

Once dead, your family may bleat all they like. It does not change the fact that you CHOSE to run with a firearm and they should take a long hard look at the upbringing and influences that led you to the point of opting to arm yourself against the police force and become a menace to society.

Also remember: It’s not like the movies.

Odds are...

The odds of gun-toting lawbreakers winning against the considerably greater and better organised firepower of the police are not great. Statistically, the law eventually wins every time.

The police will shoot you sooner or later.

We hope it is sooner, because the longer you rampage around with a gun, the more chance of someone innocent, or a police officer protecting the innocent, will be killed.

Occasionally, due to ridiculous PC pressure, a few innocents – including police in the line of duty – are injured or die, while society stupidly allows the perpetrator some sort of benefit-of-doubt leeway; waiting to see if he will use a firearm or weapon, before he is taken out.

In the case of the police pre-empting such a tragedy, clear thinking people applaud the quick and decisive action.

However due to PC earbashing, most are too scared to admit it.

But the vast majority of the public would rather the risk was taken out early than waiting to see how great that risk can aspire to.

When I was a kid, using a bean slicer, we used to see how far down the chute we could put our fingers before the blades hit. It was a lesson quickly learnt. The bean slicer won every time.

What is the point of waiting to see when a gunman will shoot?

Anyone running with a gun loses their rights the moment they make that decision. They do not have the right to any leeway.

Further, many will applaud the savings that result from a gunslinger being terminated on the spot. No expensive public-funded rehabilitation, no costly trials, no public-funded free lawyer, no need for room taken up in a prison cell at around $100,000 a year – just to be eventually released and the whole lifethreatening (to innocent taxpayers) and expensive process started over again.

Looking ahead

In other news this week, the Regional Council among others, working on draft ten year plans. Which got me wondering, considering the government’s stated intention to re-organise local government, what is the point?

We know Councils are required by law to produce the document, but really, isn’t this a waste of time and resources?

There wouldn’t seem to a lot of point in planning anything as far out as ten years when the organisations likely won’t be in existence in their current forms.

It reminds us of a cartoon doing the rounds in the build-up to the US invasion of Iraq, when some joker put out an Iraqi

Calendar that ended on the day of the USimposed deadline for Iraq to pull into line.

What the council really needs is something like the Mayan Calendar, which mysteriously ends on Friday December 2012. Let’s see a draft 2.5 year plan.

Who knows, it might save 75 per cent of the cost.

Restricted driving test a head scratcher A Tauranga driving instructor is questioning two aspects of the newly-released restricted driving test.

The new test, released February 27, requires Tauranga learner drivers to make two right-hand turns across Cameron Road in busy traffic – something Brooks Driving instructor Kevin Brooks says is unwise.

“A prudent driver would avoid this situation. This is what I have always taught my students and now I am being forced to teach something I used to encourage them to avoid.”

He says the interesting fact is the same right hand turn can’t be replicated in places like Mount Maunganui or Morrinsville. He says this puts Tauranga student

drivers at a disadvantage.

“The NZTA safer journeys strategy is making intersections safer with more roundabouts. This in turn discourages this type of difficult right turn.

“I have questioned NZTA, the people who designed the test, but they have no intention of changing this manoeuvre in the near future.”

Kevin feels a lot of people will end up getting their licences over at the Mount in order to avoid the right hand turns onto a main road in the new test.

Another aspect of the new test is the late lane changes, which gives the driver six seconds to complete a safe lane change and make a left hand turn.

Members from the NZTA in Hamilton designed the test for Tauranga.

Kevin says this is without consultation with the local driving instructors; something he thought would have been prudent for them to do.

Despite these “contradictions”, Kevin says the test is good, and demonstrates the need for drivers to have more hours behind the wheel and more professional training.

“It has harder marking rules and makes the test more difficult to pass.

“Student drivers need more hours behind the wheel before they move onto restricted or full driving licences.”

Singing up a storm It is a week of high notes for Nigel Drake.

After 30 years working at the Port of Tauranga, initially as a pilot then recently as operations manager, Nigel casts off today. The avid boater and marine enthusiast is certainly not turning his back on the water but will have more time to put into his other passion – choral singing.

On Sunday he will hit another high note when he shares the limelight in Tauranga Civic Choir’s performance of Crucifixion as tenor soloist alongside his son Matthew who will sing the bass solo. Despite singing together in the choir in earlier years Nigel says it will be the first time they have performed major solos together.

Nigel says many colleagues are not

aware of his passion for singing, “some might be a bit surprised” at his divergent interests.

“There is no particular connection.

They are just things I have grown up enjoying.”

Nigel developed his love of the water after early holidays in Taupo and began a career in the merchant navy at 17. After first training around New Zealand waters he went on to do long journeys for the China Navigation Company – a period during which his love of singing was put on hold.

“It was probably one of the few times in my life when music didn’t play a big part – just because of the practicalities of it.”

Three years after shifting to Tauranga he got involved in the civic choir and has remained involved ever since, introducing his son Matthew – now a

Matthew, an accomplished pianist, got involved in the civic choir after showing an interest in singing. He sung in the New Zealand Youth Choir for seven years and is now a member of

one of the country’s top choirs ‘Voices’ – an extension of the youth choir for those over 25.

Crucifixion will be performed at the Wesley Centre (13th Avenue), Sunday 7pm.

Cost adjustment at TECT arena Councillors increased the cost of building the $41 million TECT arena by nearly half a million dollars this week, but they say project still comes in under budget.

Councillors were just adding back $430,900 that had been taken out of the project at an earlier stage, when it was looking like possible overruns might come back on the council.

It’s the second time the issue has come before councillors. The first time they asked TCVL to provide a business case justifying the various expenses.

TCVL present three categories; $270,000 that could be backed up with business, a second category of items required to complete the facility, but where business case number cannot be certain. The $90,000 originally allotted for the foyer air conditioning was included in this category.

The foyer air conditioning was cut at a point when there was some budget uncertainty and they didn’t know if they would be able to afford it, says project manager Howard Severinsen.

“We took the decision knowing the space was there, the pipes were there and the electrical connec-

tions were there,” says Howard. “Part of it was not knowing how successful the catering and use of the foyer might be.”

It’s proving very popular as an after match venue for stadium events, says TCVL director Graeme Elvin.

“I think as we move forward it’s going to be a pretty good social space, other than a thoroughfare.”

Items for which a business case is presented are $133,000 to be spent on carpet tiles, $50,000 on a plate up zone, a $37,000 scissor lift, $30,000 event screens and a $20,000 food transporter.

Councillors also approved $10,500 for café furniture.

“These items were provided for in the original budget costs for TECT Arena,” says Graeme.

“To ensure the project did come in under budget and there was no financial risk to council, these items were removed. The budget has been brought in considerably below the original estimates, and these items our organisation believes to varying degrees are significantly important.

“Had there been more consultation at the time there might have been other items that we would have preferred to have been removed from this budget. I think we just need to be aware of some of those interfaces from time to time.”

Councillors supported Larry Baldock’s motion to pay up on the grounds it is an investment in a facility already making a return. Catherine Stewart and Tony Christiansen supported it reluctantly, Bill Grainger opposed it.

“Central government is applying pressure on us, the community out there keep telling us, ‘We tighten our belts, are you tightening yours’?

“You mentioned a while back that you were given a dog. When I look at it now that dog’s been groomed, well fed. I expect it to run like a greyhound.”

Student greenies competition Want to save the world?

Start with small changes in your own backyard.

This is the approach Bethlehem College environmental captains are promoting at next week’s intersecondary school environmental challenge.

Along with students from eight other Bay of Plenty secondary schools Bethlehem’s Melissa Zhu and Chase Raleigh are pulling out all the stops to win the challenge and a chance to be part of New Zealand’s youth delegation at the Rio 20+ UN conference on environmental sustainability in June.

“It’s definitely a motivation to do our best,” says Year 13 student Melissa, who together with Chase is promoting the message of ‘a small step at a time’ at Bethlehem College.

The Enviro Challenge was launched in Rotorua in 2002 to promote sustainability at schools, and was rolled out to include the Western Bay of Plenty in 2006. School teams have all done projects on how they can improve school sustainability, and aim to get promote student involvement with a video and poster.

On Tuesday the teams compete at the annual challenge day where the projects are judged and teams prove their sustainable credibility with a range of activities including competing in a quiz and debate.

leaders. He said the student leaders chosen to go to Rio would be selected for their leadership and communication skills.

Melissa says they are promoting the theme of taking small steps at Bethlehem because there were many little ways everybody could help improve sustainability – including reducing paper use, cutting carbon emissions by discouraging students from driving to school and littering.

“It’s about picking the things

everyone can do – through everyone making small changes we can make a big impact. You can talk about all the big issues but you need to begin with small steps.”

To promote their anti-litter message they made a funny video starring ‘Captain Planet’ (Chase) in a quest against the litter bug.

Chase will also take part in an environmental summit in Japan in May to promote renewable energy in the Pacific.

Riding the wave of success From front cover Mount Maunganui’s top young girl surfers are training hard for the women’s national championships over Easter, after a good season.

A group of six girls from Mount Maunganui Intermediate School are hoping to build on their success through the recent Billabong Grom season and last Easter’s New Zealand Women’s Surfing Open.

Among those aiming to leave their mark at the Taranaki competition are Raiha Ensor, 12, and Maaia Reid-Bennett, 12, who placed fourth and sixth overall respectively in the recent three-event Billabong series. The girls, who have gone up from the under-12 to the under-14 competition this season, both said they were happy with their success this season.

Maaia says it was a big jump in the standard from under-12 to under-14, but was happy with how she had competed.

“I’ve improved so much. I was catching white wash last year, but now I’m surfing the wave.”

Maaia had her first surf as a five year-old, when she would enjoy the waves with her cousin and fellow upcoming surfer Kehu Butler. But it was not until she was 10 that she got into it seriously, attracted for the fun and the social element with friends.

Raiha, like Maaia, is aiming to make the finals (top four) of the event – and along with her friends has been hitting surf as often as possible to prepare for the event.

“I’m going out as often as I can – sometimes if the surf is good I will go out every day.”

Raiha says the strength of girls surfing at

the Mount pushed them all to train hard and improve their weaknesses.

“It pushes us all to do our best. If you see others doing well it challenges you to do even better.”

Off the water the Mount girls are all good friends, but she says things get serious when they are competing. Patrolling for community volunteers Plans to expand the volunteer force patrolling Bayfair Shopping Centre to cover the wider Arataki area is prompting calls for more helpers.

Community Constable Rachel Walker says the role combines administration and support from Bayfair’s police information centre office, together with the more active physical patrol around the building as a police presence.

“They are essentially another set of eyes and ears for the police and provide a place for people to access information or make a report. Essentially, they are a police version of Citizen’s Advice Bureau and get all sorts of queries.”

Rachel says “over the past seven years the need for police presence in Bayfair has changed and hence why the focus is now expanding to the wider Arataki community”.

The patrol’s area has grown over the last year to sometimes cover the surrounding area including around Baywave, the skate bowl, community centre and occasionally across to Owens Place, but with patrols always done by two people it meant closing the information centre.

“We want to provide an accessible service for the public and minimise the hours the centre is closed so for us to do that (regular patrols around the expanded area) we need three volunteers on duty,” says Rachel.

“It’s not in response to any particular issue but about increasing our visible presence in the Arataki community.”

Volunteer Peter Fitzgerald – who has been volunteering since the centre set up – encourages others to get involved, saying it is a great way to give back to the community. For details on volunteering: call 07 574 5306.

Recognising, remembering and giving thanks is being encouraged by Bayfair, inviting the community to share dedicated messages to those who were, or are currently involved, in armed conflict.

As part of the Anzac Day commemorations, those who wish to share their messages can simply collect a poppy petal from the Bayfair Information Desk and write their message on it. Alternatively, those who cannot make it to the centre can post their message on the Bayfair Facebook page or email the message via the ‘Contact Us’ link on the Bayfair website.

Bayfair personnel will transcribe the messages received via the Facebook page and the website onto the petals. All the petal messages will be displayed on a sky banner

which will be unveiled when the centre opens at 1pm on Anzac Day, Wednesday 25 April.

“We felt that this would provide local residents and shoppers with a public channel to recognise, remember and give thanks to their loved ones and friends who were, or are involved in conflicts recognised on Anzac Day,” says Bayfair marketing manager Nina Rivett.

The sky banner will be in-centre from Wednesday to Sunday April 25 to 29 before being presented to the Mount Maunganui RSA where it will be suspended as a temporary backdrop to the stage.

Mount Maunganui RSA general manager Peter Moss says the dedicated messages will serve as a special acknowledgement to not only its members but to all servicemen and servicewomen, past and present.

Mount Maunganui RSA will commemorate the day with

its Dawn Parade at 6am and Memorial Service at 9.30am on Wednesday April 25 at the Cenotaph on Marine Parade.

As a means of preserving these memories in print, Bayfair in association with Sun Media will also produce a commemorative newspaper for Anzac Day and free copies of this will be available from the Bayfair Information Desk during the exhibition.

Celebrating an early arrival For my wife and I, March 2012 will forever be etched in our hearts because on the 16th of this month Natalie gave birth to our first child, a beautiful baby boy called Emlyn.

He arrived a week early and weighed 7 pounds, 15 ounces. We are exceptionally grateful to the wonderful service that has been provided by our midwife and Tauranga Hospital’s staff, and also to many people in Tauranga who have sent us cards and given us their kind wishes. For those of you interested in the origins of the name Emlyn, it is a family name on Natalie’s side and is Welsh, meaning to strive and achieve.

Building better public services

People tell me they care deeply about the quality of the public services they receive and what those services achieve.

They care whether the health system treats patients promptly and effectively. They want to know that children are getting the chance to achieve at school. They want to see the

government tackling crime and looking after the vulnerable in our community.

Those same people are also taxpayers. They pay the bills. They want to know that the public sector is spending money with the sort of care they would themselves.

Delivering better public services within tight financial constraints is one of National’s four key priorities for this term in Government. We’re working to make sure the public sector becomes more innovative, efficient, and focused on delivering what New Zealanders really want and expect.

Getting results

The Prime Minister has recently announced three changes to help sharpen the public sector’s focus on providing better frontline services and getting better results. We are: 1. Setting a result-driven focus for the public sector.

2. Lowering the cap on core government administration employees.

3. Creating a single, dedicated, businessfacing government department.

We will set the public sector 10 challenging results to achieve over the next three to five years. These cover areas such as reducing long-term welfare dependency, supporting vulnerable children, boosting skills and employment, cutting crime, and improving people's dealings with government.

Results will be publicly available so you can see real progress.

We’ve reset the cap on the number of fulltime equivalent roles in core govern-

ment administration at a lower level of no more than 36,475. We are already below that number and will stay under it.

The cap will count most people working in government departments, but it does not include frontline staff such as teachers, hospital staff, and police officers.

Tauranga April rainfalls 1898-2011 Rainfalls for the month of April have been recorded in Tauranga since 1898 (except for 1904, 1908 and 1909).

The graph shows the range of rainfalls from a high of 383mm in 1911 to a low of 10mm in 1958.

The second wettest April was 1948 when 333mm was recorded, and April 2010 recorded only 12mm. The longterm average rainfall for Tauranga for April is 120mm.

The graph show no significant change in the rainfalls in April over the last 110 years except for small decease in the rainfall over the last 50 years compared with the first 50 years of the record from 133mm to 110mm.

This can be compared with the

Autumn Special months of January and February and March over the same 110 years which show small decreases in the January and February and a small increase in March.

Since 1898, there have been 17 April months with a rainfall of 200mm or more, but only eight April months with rainfalls of 30mm or less.

Creativity unleashed Allie Allan’s (from Mount Maunganui College) entry from the 2011 competition.

High school students from around the Bay of Plenty will be unleashing their creativity in Bay of Plenty Polytechnic’s 48 Hour Photo Competition.

In this fourth year of the competition, students are in for an extra treat with all entrants attending a photographic workshop delivered by local photographic hotshot (and Polytechnic tutor) Quinn O’Connell on the Friday before the competition.

Quinn will deliver tips and

pointers on what the judges will be looking for; students will be given their photography subject and a disposable camera for which to work with as they leave the workshop.

“It’s all a bit cloak and dagger this year,” says Graphic Design tutor Anne Shirley.

“We’ve moved away from digital cameras this year and gone back to the old-school disposables so everyone is on the same playing field. Revealing the subject at the workshop adds a nice twist.”

As with previous years, students will be competing for prizes and

top honours, but this year also up for grabs is an opportunity for the top photographers to shadow Quinn for a day as a photography assistant at a major arts event.

Bay of Plenty Polytechnic graphic design staff will decide on the top 100 photos which will be displayed in an online exhibition where the public can vote for their favourites.

Details will be released to schools shortly. Senior students who are interested should contact their Graphics or Photography teachers to register their interest. The 48 Hour Photo Competition runs May 19 and 20.

Opening doors to scholarships Outward Bound is opening the doors for Tauranga residents by making available a limited number of scholarships for people to attend a Classic or Masters Course.

With generous support from the Marjorie Coombes Estate, Outward Bound is now accepting applications for scholarships for up to $2000.

The Outward Bound school in Anakiwa started with the Classic 21 day adventure when it opened its doors back in 1962. It’s aimed at young adults aged between 18 – 26 years old. The Masters Course is also an iconic 21-day course, aimed to inspire and challenge, people aged 27 years and over.

Former All Black Norm Hewitt, now working in the youth development field, says completing a course was life-changing.

“I had always thought that Outward Bound was just for people who liked the outdoors and who wanted to try things like sailing, rock climbing, and tramping - I was totally wrong.

Helping ride the wave The call is going out for volunteers to help at this weekend’s disabled surfing event at Omanu Beach on Saturday.

Disabled Surfers Association spokesman Luke Springall encouraged others to get involved and help introduce people with disabilities to the “fun and freedom” of the water.

“It’s so worthwhile. Just seeing the expressions and hearing their comments, it’s absolutely fantastic,” says Luke.

To make the experience safe 15 volunteers supported a surf board in the water allowing the person with disabilities to feel the sensation of floating and the lapping surf.

He expected about 40 people with disabilities would be given the chance to experience the surf on Saturday including some who had been active beach-goers before having accidents.

“These people are so stoked getting involved and having the chance to get out in the water.”

Volunteers should turn up at Omanu Beach Surf Life Saving Club at 8.30am, with disabled surfing offered from 9.30am to 2pm.

Feedback on decisions wanted Politicians are elected to make decisions on behalf of the community. However, there are plenty of opportunities for the public to have their say if they feel the politicians have it wrong – particularly in local government.

Quite apart from the ultimate opportunity at election time, most of our processes involving major decisions have public consultation built in. The current ten year plan round is a case in point. This document is where Council outlines what it plans to achieve for the next ten years and how it proposes to fund this work.

The many decisions which made up the

Bay of Plenty Regional Council’s draft Ten Year Plan were not made lightly. They were made based on information and analysis, consideration of options and consequences, and balanced against other work priorities. I can assure you this not an easy process and the decisions are made always bearing in mind what we think the community wants and needs, and its affordability.

A good example is the Tauranga Harbour programme. Many people are concerned that we are losing our sand-flat environment and access to the harbour because of sedimentation and ongoing encroachment by mangroves.

Options were put to Council. We chose to continue with the implementation of catchment action plans to manage sedimentation, to initiate a coastal erosion project, to fund harbour research and to support management of mangroves.

This increased our budget going forward.

Don’t always believe what you read No matter how many times it is said – don’t always believe what you read – particularly the internet and especially newspapers, it always needs repeating. Except, of course, everything in The Weekend Sun including Rogers Rabbits!

This week there was a prominent item in the daily newspaper detailing CEOs’ pay across the country.

This information is, by law, public information. The article featured a prominent headline, to attract attention presumably, listed the CEOs by name and company/council name and the amount they are (allegedly) paid.

Buried in the story was a disclaimer to cover the newspaper’s backsides if the information was wrong.

Verifying facts

In the case of Tauranga City Council they got it stunningly wrong.

$400,000 per annum. In fact it is $320,000 per annum. Around 30% less than the sensationalised story reported. And all it would have taken was one phone call to verify the correct amount. A casual observation showed other reported pay rates that didn’t look right either. Accuracy and journalism seem to have parted ways as some businesses succumb to the need to procure the almighty dollar profit. Cut costs, sensationalise, feature the bad news and sell more papers seems to be the modern day news trend.

At Wastewater Management Review Committee (which incidentally the daily media didn’t attend) elected members were updated on the state of our city’s wastewater. In simple terms it’s excellent. One of the lowest wastewater overflow rates in Australasia on a per 100km of pipe comparison rate. It was interesting to hear about odour monitoring. Someone asked how odours were monitored and we were told our officer has an officially approved nose! True! Odours are very subjective and it depends a lot on surrounding conditions on the day as to how offensive they can be.

Wake-up call

It was a wake-up call for the committee to learn that Wastewater had to fund a $30-$40,000 consultant to get a resource consent together with design to repair and fill in the hole created by emergency repairs to the blow out of the Ocean Outfall (1km out to sea) pipe base in the Papamoa sand dunes. Plus a retrospective consent for the emergency repairs. Officers across the various Councils agreed this is nonsense but still the consents and expense are required by law, we were told.

And this government promised nonsense like this would be stopped. Repairs to the base of the Ocean outfall consequent to the blowout are estimated at $350 $400,000. Ultra violet treatment to the wastewater discharge at the outfall will be in place by January.

This kills any lurgies left once the wastewater leaves the wetlands after processing.

New proposals

At Projects and Monitoring elected members approved a new proposal for a public private partnership to “explore what opportunities may exist” for the development of the Greerton

Library and adjacent land. In simple terms ratepayers/Council put up the land and what else, for the private sector to build and pay for it. This is a good initiative provided it has a win/win outcome for the duration of the partnership. New building consents are up significantly but only due to the Ryman Health Development at Bethlehem. Growth in the city over the past year is variously reported at 0.5 – 0.75%.

BOPLASS – Bay of Plenty Local Authority Shared Services – a consortium of BOP Councils to procure services at reduced cost by bulk buying is an unheralded (by the media) success story. It reportedly saves Tauranga’s ratepayers hundreds of thousands of dollars. We were told all the easier opportunities or low hanging fruit had been picked and it is time to get into the harder bits. Patch protection by member councils (or self preservation) may reduce the speed of progress into the future we were informed. Local Government consolidation may overcome this potential block and the reforms, when they are decided, may dovetail into the BOPLASS model. As might Smartgrowth.

Smart-growth

We had an updated of Smartgrowth and a proposed review.

We’ve been four years into the economic downturn and Council are still using outdated information decimated by the downturn, Christchurch earthquake, Rena, no up to date census info and other effects never anticipated when Smartgrowth was developed. The review is due to be completed in June next year. The speed of light in planning parlance apparently.

We were told that after discussion between staff and the petition organiser he had changed his mind and accepted Council’s offer to maintain and manage the problems caused by the tree. The vote went 5-5 with Chairman of Strategy and Policy Committee, David Stewart, using his casting vote to retain the tree.

It would be good if all financial issues received the same time allocation and enthusiasm.

Local Government Funding Agency (LGFA) a consortium of Council’s throughout NZ to arrange, borrow and lend money to Local Government is now up and running. Our treasury reported 18 Councils as shareholders and expecting 46 councils ultimately. That’s if there are 46 councils left after “reforms”.

Tauranga is re-financing $50 million loans in the near future and this initiative is showing a nett saving of .15 basis points.

TECT Arena got approval for some $400,000 to finish it off.

This money comes out of expenditure savings during the building and adds to the around $39.6 million capital cost. Items include a scissor lift, carpet tiles, air conditioning in the foyer. I questioned why some of this was deleted and was told it was to make sure that the project came in under the $41 million budget ceiling. At last this was done. Historically with some other projects the money was spent regardless and ratepayers were presented with a budget blowout.

From prayers to judgements with the parish shifting to its new home in 1957.

Until three years ago, the 1st Avenue and Devonport Road corner site was the Tauranga base for Xerox.

The merger with office equipment supplier Fuji prompted a shift, leaving the site ripe for development.

Over the past year the site has been cleared and major headway has been made on a six-floor 2700sqm office building which will have Sharp Tudhope Lawyers as anchor tenant. Work on the building is expected to be completed by about April this year.

As part of the mini tower development, other changes on the corner site have included the felling of a protected Golden Elm (with resource consent), while the 40plus-year-old Italian Cypress tree alongside the construction site is planned for removal in February to avoid over-shading.

The mini tower, which will also house other offices, retail and a café, is being heralded as Tauranga’s first ‘green star’ rated building.

Work is expected to be completed on the Sharp Tudhope Lawyers six-floor mini tower at the corner of 1st Avenue and Devonport Road by April.

The Methodist Church’s foundation stone was laid on May 18, 1882, beginning a connection to the property that continued for 75 years.

In 1893 classrooms were added to the church, followed by a hall built alongside the original structure in 1914 by

congregation working bees. Parish elders began planning to shift away from what had now become the heart of the business district in the early 1950s so that the church was closer to its congregation.

The current Wesley Methodist Church site in 13th Avenue was bought in 1954

The years of milling remembered Whakamarama Community Inc History Group has published a calendar for 2012 remembering 100 years since milling began at Whakamarama.

Early Whakamarama – Sharplin Timber Milling.

One hundred years ago in 1912, Henry Havelock Sharplin arrived at Whakamarama from Stavely in Canterbury to commence a milling operation.

The first mill with a cutting capacity of 5-600 feet a day was dismantled in Ashburton and shipped to Tauranga. It was taken round to the Te Puna Stream (Plummers Point Jetty) by JD Faulkner and his son George and from there Fred Faulkner carted it to

Whakamarama (Leyland Road) with his team of horses.

Their first job was to clear a site where they were to put the mill and build the houses.

A steel railway line was laid from the mill to what we know today as the Plummers Point Jetty. All this work was done by contractors using picks, shovels and wheelbarrows.

By 1915 a second, larger mill had been built, a telephone link established with Omokoroa and a school built with a roll of about 40 pupils.

In 1928, the mill was destroyed by fire and at that time a decision was made to rebuild it. As the land was cleared of bush, small holdings were sold off for farms.

With a family of seven sons and three daughters, land was made available to Henry’s sons but had to be bought and it was not given to them. Between the ragwort and the cobalt deficiency, Henry died in 1930 virtually a poor man.

The predominant timber species milled at Whakamarama was rimu. There was no kauri in the Whakamarama bush. At one stage a small proportion of tawa was milled and shipped to a Canterbury Meat company to make meat barrels. Tawa was also the main timber used in building mill huts and houses.

The mill continued operating until 1946.

Could your organisation survive with volunteers?

Volunteers want to upskill, meet new people, build their networks, contribute into their community, enjoy the time they are volunteering, and in many cases, find paid work through volunteering.

Volunteering New Zealand, the National body for Volunteering, was established in August 2001 during the International Year of the Volunteers.

Since then a number of regional volunteer centres have been established – including Volunteer Western Bay of Plenty, now one of 16 regional volunteer centres which has been operating for 10 years in Tauranga and the Western Bay of Plenty.

At Volunteer WBOP, they are committed to recruiting, training and referring Volunteers to charitable and not-for-profit groups throughout Tauranga and the Western Bay of Plenty.

Through good governance and leadership, the centre seeks to raise the profile and standards of volunteering in the region and to

provide education, assistance, and referrals to both volunteers and member organisations.

The centre also provides volunteers for those one-off special events run by other organisations, such as the Cancer Society’s Daffodil Day, Jazz Festival, Red Cross Red Rose Day, and The Garden and Art Festival to name a few.

These initiatives are assisting community organisations to complete tasks outside of their expertise, and are giving businesses exposure into the community, highlighting their services, enabling team building exercises, and ensuring they understand and implement their ‘Social Conscious Awareness’ policies.

If your organisation needs assistance for a special project, or your business is about to organize something that could benefit our community, they may also be able to assist you in bringing these two events together.

Driving is an important part of independence. Transport, or lack of it, can be a real problem as you get older.

Yes, we should be using public transport and I hope many of you do, but hopping into your own car to visit friends, go shopping or getting to activities you are interested in, gives that sense of being in control of your life. But what if your partner dies and they were the only driver? Or what if you can’t afford to run a car or what if changes in health, eyesight or hearing mean you lose your licence?

ELDER issues It can be devastating to no longer have this freedom to get about. Sometimes it results in people becoming socially isolated and lonely.

What are your options? Bus free with the Gold Card out of peak times (did you know there are 530 bus stops?) A taxi, remember you have no costs for running a car. Ask Age Concern if you qualify for a subsidised taxi voucher. We are an issuing agency and do the assessment.

Other services like Home Instead provide a shopping service or Driving Miss Daisy takes people to appointments, shopping or outings designed to suit older people. Costs apply.

Mobility scooters are suitable for short trips from home.

Getting support for Dementia Dementia is not a normal part of aging, but it is a common disease affecting approximately 13 per cent of people over 65.

If you are worried that you or your partner may have dementia, it is important to get checked out by your

GP. Normal forgetfulness such as forgetting where you parked the car, why you went into the kitchen, or having a name or word on the tip of you tongue is not dementia. Dementia is more likely to be noticed by relatives and friends and may include difficulty performing familiar tasks, time and place disorientation, putting things in inappropriate places, and changes in mood and personality.

If you or a family member is diagnosed with dementia then it is very important to get support early on.

The Alzheimer’s Society provides people with their dementia and their caregivers and families with support. They have a fantastic website with practical tips and information, and field officers who are able to answer your questions.

If you are caring for someone with dementia it is very important to make sure you are well looked after.

Research shown that 40-75% of family caregivers have a stress related illness as a result of care giving. Often caregivers feel like they are on duty 24 hours a day, so it is very important to make sure there is support in place early on.

This can include setting up rosters using family and friends so one person is not carrying the load.

Talk to your GP early on to get assessed for help in the home, and respite care.

Walking to raise joint awareness People are being encouraged to take part in a ‘Joint Effort’ walk to raise awareness for orthopaedic research for bone and joint conditions.

The New Zealand Orthopaedic Association Wishbone Trust is holding the walk for orthopaedic joint replacement recipients on Sunday, April 29.

Friends and family are also being asked to sponsor a participant to do the 1km walk or, if unable to participate, to donate to the Trust.

Keeping Kiwis Independant

Event organiser Jan Caudwell says Dame Susan Devoy will be taking part in the event.

She says there is no entry fee and light refreshments and spot prizes will be presented after the walk.

Last year’s walk raised more than $150,000 which went towards helping surgeons in their respective cities, including Tauranga, to improve the quality of care to patients.

Jan says in Tauranga, several research projects have been funded by the Wishbone Trust.

The Joint Walk is being held at the Greerton Marist Rugby Club on Oropi Road.

Registrations start from 10am to 10.45am, with the walk starting at 11am.

Double challenge for Tauranga duo Tauranga driver Phil Campbell is looking forward to getting underway at the opening round of the Brian Green Property Group New Zealand Rally Championship this weekend.

Phil will head to the Brother International Rally of Whangarei looking to capitalise on the improvements of last year and make a strong start to his attack on the Group N two-wheel drive championship. With that in mind, Phil has the same Letts Buildings Ford Fiesta last year and will also again

have partner Venita Fabbro in the codriver’s seat.

Rally Whangarei doubles as the opening round of the Asia-Pacific Rally Championship, so the battle for top two-wheel drive will include New Caledonian veteran Jean-Louis Leyraud in an R3T-spec Citroen and former APRC and Production World Rally Champion Karamjit Singh in a Proton Satria.

“I can’t wait to get underway at Whangarei, it’s a great event on awesome, fast roads,” says Phil. “We learnt a lot last year and got quicker at every round, then did the national hillclimb champs over summer and that felt good, so hopefully we will be on the case

right from the opening stage.”

This year’s Rally Whangarei gets underway with a ceremonial start on Friday March 30, with the action underway the following day. Eight special stages will make up day one with a total of 160km of special stages south of Whangarei.

Day two has a further 123km of special stages before the ceremonial finish, including the final stage of the rally which will be a power stage for NZRC competitors with bonus points on offer.

Veteran’s big brass Gleaming brass and nickel veteran cars will parade Tauranga’s streets over Easter in what is hoped to become an annual event attracting vintage enthusiasts from across the North Island.

Tauranga Vintage Car Club parade organiser Irene Bell says there has been strong interest in the parade and hopes to have 30 cars from the pre1928 era, when many cars were made from brass and nickel.

“We are hoping to make it an annual event with the jazz, like Whangamata has the Beach Hop,” says Irene.

Irene says there had only been two dedicated events for brass and nickel cars in Tauranga over the past nine years, but says it is important to put on a special parade for the early cars which strug-

gle to keep up in general vintage parades.

“It’s going to be a lot of fun. Some are really getting into the spirit by dressing up in clothes from the era – the only thing we are worried about is the weather.”

Irene says nobody wanted rain because it tarnishes the brass and nickel and ruins the hours of polishing by owners.

The cars, including many from out of town, will take part in a parade on Easter Saturday from 10.30am, from the Vintage Car Club in Cliff Rd along Cameron Rd to the Ninth Ave roundabout before returning to Elizabeth St, then down Grey St before being displayed in Willow St until 4.45pm. On Sunday the cars will do a run to the Mount at 1pm, while later cars will do runs to Papamoa at 10am and 3pm.

There will also be a display of old cars, trucks and motorcycles at the clubrooms from 9am Sunday.

Early days on road rule change The NZ Transport Agency (NZTA) is thanking Kiwi motorists for showing courtesy and patience at intersections during the first two days of our new give way rules.

NZTA Chief Executive Geoff Dangerfield says while it was still early days, the agency was pleased with the way drivers had responded to the changes.

“Police are telling us that by and large they are seeing a commendable display of patience, caution and courtesy on the roads - and generally speaking drivers are applying the new rules carefully.

“The rule changes seem to be front and centre in

the public mind, and we know that people are taking advantage of the online tools we’ve developed to help them learn the new rules. The challenge now is to make sure that we all keep it up in the weeks and months to come.”

Geoff also reminds drivers that it was important to be on the lookout for pedestrians and cyclists at intersections while everyone gets used to the new rules.

Blasé attitude gets caught Senior Sergeant in charge of road police for Western Bay of Plenty police area Ian Campion says, the message is clear – don’t drink and drive.

With 437 drivers still getting apprehended for drunk driving, Tauranga's road safety co-ordinator Lynette Hines says it is still “scary” the number of drivers who are behind the wheel when they shouldn’t be.

A 12 week awareness campaign was held over the Western Bay of Plenty, between November 1 and February 29, funded by Tauranga City, Western Bay of Plenty District Council and NZTA. Statistics released from the awareness campaign showed of the 437 drunk drivers caught 74 per cent were male and 26 per cent female, 41 per cent were aged over 25 years and under and 22 per cent were repeat offenders.

Lynette says the results have been interesting as the overall total has been lower in comparison to all previous years (since 2007), but sadly every week the totals went up during the campaign.

Senior Sergeant in charge of road police for Western Bay of Plenty police area Ian Campion says the Bay of Plenty has always had an “unenviable reputation” for being in the top two police districts for drunk driver apprehensions.

But despite the number caught, Ian says too many are still taking a blasé attitude when it comes to driving drunk.

“The message is clear – don’t drink and drive. It is socially unacceptable; it causes crashes, injuries and death, and is like playing Russian roulette.

“Any driver that is stopped by police can expect to be breath tested any time and any where.

It is just a matter of time before they get caught.”

Ian says a real positive form the statistics is the number of drunk drivers aged 15 years old to 19 years old has significantly decreased.

“I’d like to congratulate this age group for making a difference. The percentage significantly decreased from 27 per cent in 2008 to 20.4 per cent in 2011.

“I think teenagers in the Western Bay of Plenty are leading the way in drunk driver reduction and good on them for taking initiative, using common sense and taking responsibility.”

Ian’s advice to anyone heading out for a few drinks is “to make transportation arrangements before they leave to go out.

“Make the plans before you start drinking. Why put yourself, your passengers and other innocent road users at risk for the sake of inconveniencing family, friends or for the cost of taxi?”

New rule causes chaos The new give way rule is causing traffic congestion on Cambridge Road as drivers remain confused as to who gives way - five days after the rule change.

Police were guiding traffic turning from Cambridge Road onto the Te Awanui Drive on-ramp after a police constable had a near miss at the intersection on Thursday.

The left turn from Cambridge Road onto the ramp is governed by a give way sign, requiring left turning traffic to give way to right turning traffic, which is contrary to the new rule.

Because it is a controlled intersection – it has a give way sign - the white triangle on the road takes precedence over the new give way rule.

Stabbing victim stable

A 23-year-old man is in a stable condition in Tauranga Hospital after being found with stab wounds in Mount Maunganui.

The man was found with minor stab wounds sitting on a bench in Central Parade and was taken to Tauranga Hospital at about 11am on Tuesday.

A 29-year-old man was due to appear in Tauranga District Court on Wednesday, charged with wounding with intent in relation to the incident.

Detective Sergeant Darryl Brazier says police believe the stabbing was a domestic related incident between two family members.

He says while police are not looking for anyone else in relation to the incident, they would like to talk to anyone who may have seen a gold, 1998 Honda Accord with the registration, XB1229, in the Mount Maunganui/Central Parade area between 10-11am.

It is believed the stabbing happened at another address before the man was dropped in Central Parade.

Man’s arm caught in machine

A Mount Maunganui worker who got his arm stuck in a machine at the Ballance AgriNutrients site is recovering at home today.

Emergency services were called to the site on Hewletts Road at about 11am on Wednesday after the man’s arm became stuck.

He was taken to Tauranga Hospital by St John Ambulance with minor injuries.

Bay of Plenty District Health Board communications manager Diana Marriott says the man was treated and discharged.

Mount Maunganui and Tauranga Fire Brigades responded to the call, but were stood down on arrival after the man’s arm was freed from the machine.

Pets used as pawn in domestic violence

Women are delaying leaving violent relationships for fear their pets and other animals will be killed or tortured.

Evidence from a 2011 survey shows one in three women reported delaying leaving a violent relationship because they feared their partner would kill or torture their pets.

Of these, one quarter say their children also witnessed the violence against animals.

The research also showed that 50 per cent of women interviewed had witnessed animal cruelty as part of their experience of domestic violence.

Of the 203 women surveyed, more than half reported that animal cruelty was part of their experience of family violence as, either a family member or their partner had threatened to kill one of their pets, animals and/or farm animals.

‘Pets as Pawns’ research was commissioned by the Royal New Zealand Society for the Prevention of Cruelty to Animals in partnership with Women’s Refuge.

RNZSPCA National Chief Executive Robyn Kippenberger says the research shows a strong link between animal cruelty and domestic and family violence in New Zealand.

The study also found that SPCA staff and police needed to better understand the link between animal cruelty and domestic violence.

Riki says drivers are being cautious and most people spoken to are very appreciative.

A resident, who did not want to be named, says the confusion over the rule is on-going and car horns have been heard on the busy corner at night.

The man says less than half the drivers know what they are doing and there was no prior confusion about the give way rule.

Ask TCAL staff member & leukaemia survivor Arna about her recovery and she’ll tell you that it doesn’t get any better than having your colleagues stand up next to you to have their heads shaved for ‘shave for a cure’.

That’s what happened on Wednesday this week, when Arna and eight TCAL staff had their hair shaved off as a fund-raiser for the Leukaemia and Blood Cancer Foundation.

In addition to raising funds personally, TCAL ran a Treat Me deal on Wednesday with $1 from every purchase going towards the cause. In all, including personal sponsorships, TCAL raised over $8000 for the cause – and we were named as the workplace of the day by More FM in recognition of our corporate and community spirit. Good job team!

Getting children into swimming lessons remains a core focus for our Bayswim team with Schools in Pools being an important component in the mix.

This programme allows us to work alongside schools to make swimming lessons accessible during school hours.

This year we have a record number of school children participating in our Schools in Pools learn-to-swim and water safety programmes, which is wonderful news as we look to improve skills and reduce drowning in the region.

This week we start a series of columns looking at the most common problems in our musculoskeletal systems.

This edition we will focus a common problem affecting our muscles. The term myopathy is used to describe a group of problems that cause some loss of muscle function. The term myalgia is used to describe syndromes including Polymyalgia and Fibromyalgia that cause muscle pain.

One of the most common forms of myopathy is statin myopathy. This is a collection of muscular symptoms caused by side effects of commonly prescribed cholesterol lowering statin medication.

While statins are very effective at lowering cholesterol they can cause muscle problems. Statins work by inhibiting an enzyme (HMG-CoA reductase) and subsequently reducing mevalonate needed to make cholesterol. Unfortunately mevalonate is also needed for the production of Co enzyme Q10.

The main function of CoQ10 is to produce the energy needed for our body demands especially in muscle cells. Think of CoQ10 like the spark plugs and exhaust system in your car engine. Without a good spark a petrol engine will not run properly. Without a good exhaust system engine exhausts will pollute the air. With insufficient CoQ10 the trillions of little engines (mitochondria) in your cells will not produce enough energy and you feel that as weakness, stiffness and pain in your muscles. Additionally CoQ10 is a potent antioxidant to clean up the barrage of toxic free radicals as by products of energy production.

If you think you have these muscular symptoms you should talk to your doctor as sometimes a change in medication can help. I recommend everyone on statins take 100mg of high grade CoQ10 to compensate.

Interestingly I note an increasing number of doctors including cardiologists who suggest CoQ10 supplementation to counter statin myopathy. The one I prefer is a trademarked product that is proven to increase cell CoQ10 levels and includes compounds called tocotrienols known to help cholesterol balance. In most cases this can help muscle function by restoring lost CoQ10.

Taking steps to good health When you go walking – do you walk briskly, do you walk and talk, or do you stroll?

Walking is a fantastic activity that gets us out and about in our environment. Walking can be the ideal exercise for some people because it is free, there is a stress relief aspect that goes along with it and it can be very social.

When I meet people in my clinic who say they walk regularly I always ask them: Do you walk briskly? Do you walk with a friend or a group? The answers to these questions often tell me a lot about whether a person is getting a good amount of benefit from their walking regime.

Walking is what we do. As humans we get around by walking. We probably do less walking than our ancestors, but it is still our most easy mode of transporting ourselves. So if walking is ‘what we do’ it is not that much of a stress on our systems.

By this I mean, if we do it every day, it is not as physiologically taxing as something like cycling which is not something everybody does every day.

For your daily exercise to cause positive health benefits, it must be a stress on your body. For a very overweight person who has not done any exercise for a long time, walking will certainly be a stress on their body. However, if you are reasonably active, in apparently good

health and walk on a regular basis, and have done for years, I question whether your walking is giving you additional health gains. I certainly agree that your walking will be likely maintaining your health and fitness but in terms of physiological adaptation to cause improvements in health parameters, your walking is perhaps not causing advancement.

Before you go and throw out your walking shoes, read the tips below to boost your walking and optimise your health.

Walk Briskly

Intensity counts. Brisk walking is just that – brisk!

If you can hold a solid conversation as you walk then you may not be walking at a high enough intensity.

Walk at a pace as if you were late for an appointment.

Practice interval training

After a good warm-up, add periods of higher intensity into your walk. We often call this the ‘walk-a-lamppost-run-a-lamppost’ theory. You walk as fast as you can (or jog) the distance between 2 posts then revert back to brisk walking between the next 2 posts. Repeat this for 6 or 8 posts for a good burst of intensity in your walk.

Consider using walking poles

These are great because they reduce the impact on your joints and also give your upper body muscles something to do. This means that you will use more energy than if you did not use the poles.

One step then take ten thousand

Consider buying a pedometer and recording the number of steps you take each day. Try to increase the number of steps you do each day. Inactive people take up to 4000 steps per day, moderately active people take up to 7000 steps per day and very active people take about 10000 steps per day. Make yourself a step goal and work up to it.

Ingredients 8 kg golden queen peaches, blanched with skin removed and de stoned 6 cloves of garlic 6 medium red onions sliced Sprig of rosemary Cider vinegar 500 mills Brown sugar or palm sugar 600 grams Coriander 1tablespoon Cumin powder 1tablspoon Cardamom pods black 6-8 Cinnamon stick 1 whole sliced lemon

hours. Yes, the art of preserving lives on, but is not practical for a lot of busy households.

The farmers markets fill the gap here, with marketers doing all the hard work preparing home style, small batches of sauces, relishes and chutneys. The time it takes is mostly in preparing the fruit, for example removing the skin off peaches and removing the stones. There are thousands of recipes for chutneys and relishes, and when I have time, I make chutney from an old recipe I have used for many years.

Method Prepare the peaches by crossing the bottom with a sharp knife and plunging into boiling water then into cold water to make it easier to remove the skin, and cut peaches up into large chunks. Place peaches spread put in a large baking dish roast as is for about 40 minutes on 180 degrees. While the peaches are cooking, cook up the vinegar, sugar and chopped onion, ground cardamom and cinnamon

in mortar and pestle add this also.

Once the peaches have browned off, sprinkle over small bits of the rosemary, sliced garlic, and the lemon. Then pour the syrup over the peaches and return to oven for around two and a half to three hours. Sterilize jars and sit in a water bath fill to the top then return to the oven and cook in the jars with the lids not fully tightened. Cook for another hour then while still warm screw the lids down tight and turn upside down until cool. Try not to open for two or three months to let the flavours develop then you can enjoy the taste of summer in the middle of winter.

An excellent example of a Gisborne Chardonnay I really enjoyed the 2010 Huntaway Reserve Chardonnay.

The wine has been barrel-fermented with fruit sourced from a number of premium blocks, Patutahi, Ormond and Whitmore Estate vineyards in Gisborne. Each of these blocks adds to the character of the final wine. It has undergone a high percentage of malolactic fermentation in charry French oak barriques, adding a savoury character.

An excellent example of Chardonnay from the Gisborne

region. A lovely pale straw in colour with green tints, with vanilla and hazelnut characters.

The palate is soft and rich with layers of ripe stone fruit flavours with integrated oak characters that persist through to the finish.

The wine has a subtle, creamy texture derived from malolactic fermentation combined with the balanced acidity, creates a long, elegant finish.

Enjoy a glass or two now or cellar to allow the flavour to develop over the next five years.

Method Heat oven to 160 degrees Celsius.

Mix one egg with nutmeg set aside

for brushing the biscotti before placing in the oven. Beat butter and sugar until fluffy. Add one egg at a time. Mix in flour orange rind juice of the orange cinnamon nuts and chocolate. Mix until combined.Flour the kitchen surface and knead the dough. Roll out two balls and place on sponge rolltTin. Flatten into a long shape brush with egg wash and place in the oven for 25 minutes. Remove from oven allow to cool for 15 minutes. Cut long strips with a bread knife lay them on their side place back in the oven on 100oC for three hours to draw out all moisture. Place in an air tight container or freezer.

Otumoetai Intermediate students are thinking green as they take on the challenge to look after the school’s conservation area and environment.

A conservation group has been formed with more than 20 students volunteering their time to join the group.

A school spokesperson says the group’s first task is to plant 1000 trees on the banks of the intermediate and new development areas during lunch times.

Future projects for the conservation group include cutting back invasive weeds, re-establishing walkways through the conservation area and creating a recreational area around the spring and pond adjacent to Ngatai Road and the weir.

Principal Henk Popping says the school would like to thank all the student volunteers who will carry on a great tradition started in the 1970s when the conservation area was planted.

He says these trees are all mature now and provide a wonderful shade canopy and home to a variety of native fauna and wild life.

Teaching future champions Eager children wanting to succeed in a sporting career are being aided at a special coaching clinic in Tauranga this week.

A total of 700 Year 5 to Year 8 Western Bay of Plenty students are taking part in the Future Champions coaching programme, aimed at developing children’s athletic skills and inspiring children to succeed in 12 different sporting codes.

Sport Bay of Plenty primary school coordinator Vicki Semple says the holistic approach to the programme includes sports’ skills coaching, nutritional seminars and even parental sessions.

“The three days of coaching clinics will give young talented individuals the opportunity to see what is possible for them in their sporting future.”

To participate in the programme, Vicki says each child was required to write their own entry form outlining why they wanted to be part of the programme.

“It’s about developing the independence and confidence required to help each student succeed”.

The three day programme was opened on Wednesday morning by Mount Maunganui champion surfer Matt

Hewitt. Matt, 20, knows what it takes to succeed, having toured the junior surfing circuit before moving onto the World Qualifying Series this year.

“I got into surfing quite late, when I was about 13 or 14-years-old. You talk to a lot of guys and they started surfing when they were like three.

“Until then, I played a lot of sports and I think it is important to play as many sports as you can before you decide to focus on one.”

Matt says travelling alone and raising the $80,000 a year needed to stay on the circuit are two of the toughest challenges he faces in competitive surfing.

“Succeeding is about building the strength to comeback.”

This is the fourth year the Future Champions programme has run.

Pressure on insurance companies to perform

Pools ‘Bongonomics’ shock performance I wonder who it is that is actually lauding the Pools network performance in spite of so-called setbacks to post an operating surplus for the year to date of $756,328 excluding the Council bailout of Repairs and Maintenance of $2.4 million. What is the net revenue position that results from $2.2 million operating revenue?

TCAL pay no rates, no lease rental and little if any water rates. As Council currently pick up the tab for all major Repairs & Maintenance that means the balance of $1,445.672 from operating revenue of $2.2 million has been spent on wages for what is said to be 150 staff (ridiculous numbers), electricity, other odds and sods and incidentals only.

It is a shocking financial performance and I would not have any confidence in the validity of the figures reflected in the half-yearly report to Council. The whole thing is ‘Fairies at the Bottom of the Garden’ material or Planet Bongonomics fodder.

In summary, the bottom line is no financial performance, no achievements and certainly no accountability currently! The Mount Hot Pools are a damn disgrace and it is about time the Mount Hot Pools were vacuumed and cleaned on a regular basis too!!

John Mills of Matamata shows himself a master of the logic-free argument and not above hate speech. His letter published on 23 March attempts to link atheism to euthanasia and eugenics without a shred of evidence or reasoning. These horrors are usually associated with Adolf Hitler, who was a Christian, not an atheist.

One can only assume that when Jesus suggested (in Mills’ words) that “all humans … were equally valuable, and that all should be respected and even loved”, he went on to exclude atheists.

And bearing false witness against one’s neighbour is also allowed if one’s neighbour happens to be an atheist.

Cambridge Road: The intersection is controlled by a give way sign for left turners heading down the on-ramp to the city, so the new giveway rule does not apply here. Turning right? Wrong!

If there was one shortcoming, (no actually there were several, but one I want to draw attention to), with the road rule change advertising campaign, it was the omission in the script prefacing the illustrations of “At an uncontrolled intersection…”

My observation has been the incredulous adherence to the newly explained rules where drivers wait in the right turning position for other drivers to move before taking their turn where it should have been preferential because other drivers were at a Give Way. This has been particularly noticeable at the Cambridge Road on ramp to the expressway heading into the city. The overbridge has been congested back across the off ramp exit and up Cambridge Road in the mornings as drivers seeking to access the on ramp have waited for traffic approaching from Waihi Road to clear, when traffic from that direction have a clear Give Way sign at which they need to stop and let right turning traffic have priority.

A number of drivers have broken out of the overbridge waiting queue hoping to gain advantage by driving to the Waihi Rd roundabout and joining that supposed priority access, further exacerbating the overbridge queue. I do hope familiarity with the new rules soon settles in.

To many of us outside the earthquake affected area of Canterbury it appears that the rebuild is progressing with integrity, albeit slowly. The reality for many in Canterbury is very different.

Insurance companies have been taking the opportunity of delays due to the ongoing tremors to reclassify as ‘repairable’ homes previously assessed as needing full rebuilds.

My brother’s home was built in the 1990’ of brick and tile on a concrete slab. The home suffered significantly through liquifaction in the first September 2010 quake and many neighbouring houses partly collapsed and were condemned.

The concrete slab has slumped in several areas with at least three large cracks opening up across the floor of the house. Doors including the garage no longer align and close properly and some frames are visibly buckled. The joinery has been stressed in the movements and the windows are now ‘loaded up’ with tension.

Assessors classified the home as a full rebuild in 2010. A second group appeared months later and suggested that the home may be repairable. A third and officially final assessment declared the damage structural and extensive with a full rebuild required.

This was officially documented. The family joined the long queue and waited for a timetable.

Recently a fourth team arrived. Previous maximum allowable damage levels have been relaxed and there are suggestions that pouring resin or grout into the cracks may be sufficient to ‘repair’ the damage. The family had to move

out of the home while a 5th group pull all the coverings off to check further.

Geologically, the ground under the house has now been assessed as of insufficient strength to support standard foundations..

As a rebuild, the house will now need substantially stronger footings and foundation work than it currently has.

Yet the insurance company is claiming that cosmetic repairs to the damaged, now classified substandard even if undamaged foundations will make for an effective repair. They have not stated quite how they intend to raise the slumped areas and straighten the joinery. There are many, many people in similar situations.

The National Government has adopted a completely disinterested attitude and signalled the insurance companies to act as they like.

It is hard for the public outside of Canterbury to maintain interest in the longer term effects of an event such as this, but I hope that they, the media and opposition parties will bring pressure to bear on the insurance companies and on the government to ensure the insurance companies deliver ethically what they promise in their policies. It could be us one day.

Submissions every year, a waste of time Every year I have put in submissions to the council and I am sure they do no good and are a waste of time.

So this year I will tell them to sell every thing they can, and get out of things like fitness centres and anything business can do better, and look at overstaffing in every thing they do, and for the mayor and councillors to take a 25% pay cut, to help pay off some of the debt. Because until we get our spending

under control we will be in trouble.

I was pleased to see they have stopped telling us that Route K will be taken over by NZTA. It was to be 2008 then 2012 now some time in the future, the fact are it will have to make a profit for five years before NZTA will look at it. So I think it will be on council books for a long time.

Asking the questions I have followed with great interest the various reactions to the recent news of the Central Government directing Local Governments to reduce debt and sop the rates hikes.

In anticipation of the amendment we had two Councillors of the Regional Council advocating that the environmental work should continue. We also had that organisation talking in terms of a 10% rate increase.

That not only includes the ratepayers of Tauranga and Western Bay but also Rotorua, Kawerau and Whakatane. Could it be that the Regional Council is anticipating that with virtually no new projects being undertaken by local Councils the huge fees charged for Resource Consent applications will all but dry up.

These applications go with most of the projects and generally amount to between 10 and 15% of the overall cost of the project. It is not unusual for the consent to cost more than the engineering work. In some cases where the application is rejected lawyers become involved with the Local Council obliged to pick up the tab for both lawyers.

Bill Faulkner recently cited the case of the Mount Hotpool repair/upgrade and the $50,000 consent fee required by the Regional Council. He asked, what for?

It is time that other Council reps also asked this question of their MP’s with Central Government looking to have more say in the workings of Local Government.

If not councillors asking the questions, then why not engineers, contractors and ratepayers all of who are going to be affected by the cut backs in work and the hikes in rates.

Wonderful cash cow subsidises

Bean counters serving mushroom treatment Tauranga City Aquatics Ltd (TCAL) reported their six monthly accounts to council last week.

Councillor Bill Faulkner states “TCAL’s accounts are hard to follow for a casual observer and he’s not going to put too much faith in the numbers”.

Like: A six month surplus of $1.4m achieved against a budgeted loss of $62,000 while the closure of the Mount Hot Pools resulted in $300,000 in lost revenue - go figure.

Faulkner correctly states “these bean counter’s figures are academic nonsense to us mere mortals”. The fact is, TCAL’s pools cost ratepayers about $2 million a year, and will cost ratepayers even more next year.

Councillor Faulkner is correct to cast aspersions on this “financial academic nonsense” but he (and his fellow councillors) are failing the ratepayers who elected them by not demanding a full investigation into TCAL’s financial mess, a financial investigation which “we mere mortals” can understand.

TCC’s debt is already at the limits set by Standard and Poors, which makes it all the more important the City keeps ratepayers fully informed during these tight economic times, rather than councillors allow these “bean counters” to serve up “mushroom treatment” to one and all.

Bay of Plenty Regional Council is the owner, on behalf of the regions ratepayers, of 54.94% of Port of Tauranga shares in a company called Quayside Holdings Ltd. Their shareholding is a wonderful cash cow that subsidizes the council’s operating costs.

Measuring the same 6 month period, Dec 2010 - Dec 2011 the Port income rose 14% and the net profit increased 22%.

For the same period comparisons, Quayside Holdings Ltd’s distribution to Perpetual Preference Share holders was down 44.28.% while the distribution to BOP Regional Council increased 40%.

I know the global economy has affected QHL investment income but

QHL’s income would have increased commensurate to the Ports increase.

The ratio of income distribution from Quayside Holdings (a ‘Council Controlled Organisation’) in the 2010 year was PPS holders 63.63% with council receiving 36.36%. Apply the same to the 2011 year and the PPS holders ratio is 41.05% with the council receiving 58.94%.

The seesaw of distribution is obviously dependant on the bloated needs of the BOP Regional Council.

One can only surmise that the people who invest in their own regional economy are far less important than the ‘fat cats’ who operate the council.

So much land exempt from rates At the time of the 1975 Treaty of Waitangi setup, with James Stewart Freeman’s incorrect “Royal Style” treaty used in place of the true Tiriti O Waitangi, Maori had 11 functioning Maori Trust Boards arranged, to invest and administer the monies paid over by Government to the various tribes.

Now there are hundreds of these Maori Trust Boards that pay little or no tax. In addition to the above, at the time of the rating hearings, some years ago, various Councils identified one of their

biggest problems, as the fact that Maori land is exempt from rates.

This is still the case and will continue to be until “She’ll be right Pakeha” wake up. Perhaps this is also why the politicians choose to ignore the above truth, as in the case of trusts, they also do not want the ordinary “dumb” public realising just how much they too avoid, in the whole top heavy system.

The stupidity of Kiwis to put up with this nonsense is mind blowing.

It’s a bit over the top for the council to imply, that we have caused this problem, because each household has been consuming less water annually. Have they consider the notion that, the problem may lie with the management of this utility, even with an average annual increase of 14.5% per unit, over the last 9 years, they still have manage to run up a deficit.

At the top of the list There are some people whose CDs I buy automatically whenever they make one.

Top of the list are obviously Bob Dylan, Tom Waits and Leonard Cohen, but Ry Cooder is also on there, along with Bonny Prince Billy, Alabama 3, Bill Callahan, Jack White, Joni Mitchell, Elvis Costello, Laura Marling, Beck, and the guy I’m listening to right now, Bruce Springsteen.

Clearly this betrays a fair amount about my relatively Luddite tendencies.

Yes, I still buy CDs. Yes, they still sound better than MP3s.

I spend a lot of time hanging out around recording studios and I’m

aware of how much time and effort goes into making music sound as good as possible.

It seems disrespectful, not to say selfdefeating, to then listen to degraded sound if there’s a better option.

Like chewing gum with the wrapper still on. Like looking at a poster of a Degas when the original is hanging in the Auckland Art Gallery.

The new Springsteen album is impressively angry stuff, fervently living up to its title Wrecking Ball.

Ry Cooder’s latest release, Pull Up Some Dirt and Sit Down, was angry and political and took far more specific aim than Springsteen does at targets from Republicans to bankers, but Ry is kinda, well, wry, and

lightens his messages with humour. Springsteen is just pissed off. Passionately.

The set opens with ‘We Take Care Of Our Own’, riding on a huge riff that could have come from ‘Badlands’ or one of the other Darkness at the Edge of Town tunes.

I don’t think it’s accidental. But the sentiment is pure ‘Born in the USA’, the proud cry of the chorus undercut by an outraged litany of betrayals (‘Where’s the promise from sea to shining sea?’).

After that the most obvious reference point here is Springsteen’s protest revival album We Shall Overcome: The Seeger Sessions.

Strands of big band folk music weave themselves through anthems for the working man: both ‘Easy Money’ and ‘Shackled and Drawn’ sound like songs from The River played by the Seeger Session ensemble.

There is a cast of thousands on here.

This is not the E Street Band. They now have two members down and have lost the Big Man, Clarence Clemons.

He’s still present in spirit on two final sax solos and there is a moving tribute in the liner notes from Springsteen which will bring a tear to any fan’s eye.

But there are also smaller moments such as ‘Jack of All Trades’, almost a waltz, sung with just simple piano and guitar accompaniment.

At first I thought it too simplistic; it’s a deceptively simple song. But maybe that’s why Springsteen has such a broad following – he can produce complex metaphors like the devastating portrait of Bush-era politics that was the title track of Magic, but he can also create a simple heartfelt song like this that speaks straight to the life of yer average Joe. I wish I saw a little more of that in New Zealand. I prize Springsteen for his anger in times like these, railing against the injustices of the system.

It’s the same system that has robbed thousands of New Zealanders of their life savings through crooked finance companies, that has thrown long-term workers on the scrapheap and plunged us all into a new austerity that the poor are paying for at every turn.

Yet I don’t see that same anger, that same need to speak out, from New Zealand songwriters.

MOSAIC PRESENTS

Are we too apprehensive here, or just too polite?

The most recent successful political Kiwi song I can think of is Dave Dobbyn’s ‘Welcome Home’, a rebuke to Winston Peters’ immigration-bashing policies of the time. That was a smart and mature response from Dobbyn, extending the hand of friendship and exhorting others to do the same in the face of xenophobic opportunism.

But just imagine if someone here produced something as laceratingly powerful as ‘We Take Care of our Own’. What would people make of a song that was scathingly critical of New Zealand, or the New Zealand government, or that nice John Key? Can you imagine it ever actually being played on radio?

DRIVE Dir: Nicolas Winding Refn. Starring: Ryan Gosling, Cary Mulligan, Albert Brooks This is the film that that inspired an American woman to launch a lawsuit claiming that the trailer was misleading. It, apparently, led her to expect a Fast & Furious style car-stunt flick and Drive is not that. It is, instead, much much better.

Ryan Gosling plays the lead, a Hollywood stuntman who moonlights as a getaway driver.

In a throwback to Hollywood’s ‘70s new wave cinema, he is known simply as ‘Driver’ and gets in over his head after falling for his pretty neighbour (Mulligan). The complications come in the form of her jailbird husband whom Gosling agrees to help out on a job. Which – unsurprisLike Contagion, Perfect Sense involves a fast-spreading disease. However, this takes a decidedly more metaphysical approach, with a pandemic that first causes deep grief then loss of the sense of smell. In the midst of this strange affliction Ewen McGregor’s chef and Eva Green’s epidemiologist meet and fall in love, and the world falls apart as subsequent senses are extinguished. Just in case the philosophical ramifications aren’t clear there’s a reoccurring voiceover to spell things out in patronising detail.

Director David McKenzie enjoys interesting themes and brings considerable style to bear – classy entertainment for highbrow romantics.

Creating a personal community

The Windermere community group created by Paul de Jong and wife Charlotte, started as a way to meet neighbours and create a real sense of community.

On April 1 the community group holds a garage sale with around 18 households participating.

The garage sale will allow members of the community group to sell a range of items such as general household items, fresh garden produce, home baking and books. It will start at 8am and run until 11am.

“At this stage it’s a one off but if there’s demand we’d like it to be an annual or biannual thing” Paul says. They also wouldn’t rule out the idea of any future events or activities or “anything that would benefit our direct community”.

The Windermere community group was created around two months ago with the general idea to improve relations within the neighbourhood and allow people to have more interest in their direct community as well as looking out for each other. Paul says the idea is to “get a bit more of a community

feel, get to know our neighbours as well as just to create that personal feel in the community which seems to be lost a lot these days”.

The community group includes Windermere Drive, Lagoon Place and College Place, but is open to new members from around the area. They have a page on

Easter time – more than bunnies Soon we’ll be celebrating Easter.

Most Christians would have a pretty good idea what it’s about, yet to many New Zealanders, Easter means nothing more than a long weekend.

But Easter is the celebration of that most important event; the crucifixion, death, burial, resurrection and ascension of Jesus Christ!

It’s 2000 plus years since Jesus walked the streets of Jerusalem and yet He’s still the centre point of history – a fact that’s easily buried under a pile of brightly wrapped chocolate bunnies and Easter eggs.

One great piece of evidence of the reality and truth of Easter is the Cross.

We see them everywhere. All along the roads where people have died, irrespective of their religious or spiritual beliefs. It’s big business now for the Funeral Services to provide Crosses.

Why do people put these “Crosses” up? Because built into the human spirit and soul is the hope of, perhaps the awareness of but not the clarity for, “Life After Death”. The Cross is a worldwide universal symbol of death, of the end of this life and the transition and entering of the next. The Cross marks something and someplace very important in life and death.

At Church services all around the world over the Easter weekend Crosses will be carried in with pomp and ceremony, and positioned in pride of place. The Cross reminds us of something. Like a “post-it-note”, it reminds us that a long time ago, someone died. That “Someone” was Jesus Christ. The Cross, on which Jesus died, is so integral, so central to the Gospel, we don’t hear enough about it today.

The Cross defines Christianity from every other religion! They have only good teachers, prophets, teachings,

End of the world?

From time to time we hear of preachers making dates and predictions about the coming of the end of the world and Harold Camping from America last year caused a bit of a stir with his predictions.

This is not new. Preachers and groups have been making such predictions for years And dates come and go and nothing changes.

The bible does however encourage us to look at the signs that Jesus has given us which tell of his

coming and of the end of this world.

On Saturday, South City Baptist Church Tauranga will be hosting a seminar with international Speaker and author Dr Selwyn Stevens of Jubilee resources, who will look at the subject of Christ’s return and the end of this world as we know it.

He will approach it from the aspect of looking back into history and current world events and combine this with some coming scientific (Lunar) events in the next few years and how this ties into Biblical Prophecy and the Jewish feasts This will be an informative day on Saturday March 31, 9.30

to 4pm at Greerton Bible Church, corner Chadwick Road and Oropi Road.

There is a suggested donation to cover the cost of this event of $15 single, $25 couple and $12 for students. Notes will be available of the seminar at an additional cost along with books and DVDs that Selwyn has produced on a wide range of subjects including cults and freemasonry Selwyn will also speak at the church service on Sunday morning 10am at Tauranga park, 383 Pyes Pa Road. He will take a bible teaching on the Jewish Passover as a preparation for Easter.

Sticky paws break diet The boss has got a bit annoyed with me a few times this week.

Occasionally he’s lost the plot and barked a few choice words; colourful language not usually heard around here, except maybe in the Tauranga Library. with a bunch of grapes from around the back of the bike shed.

So there you go – my new found vegetarian delights. Not quite the diet that my friendly Mobile Vet Joerg and the girls have been recommending, but I reckon it complements my dinners of Ziwipeak.

Now, off to sniff out some more delights from the garden. Just need a friend with a crowbar to get this jolly rattrap off my nose.

New taste buds

The problem seems to have been my developing taste for new foods.

For example, peanut butter – which would not usually be an issue – except that’s what he uses in rat traps at the bach. He cannot see the humour in a Labrador running through the forest with a rat trap clamped to her nose.

The rats laughed so much they nearly fell out of the trees.

I’ve also discovered the all-time Labrador favourite: Avocado.

These little treats simply fall off the tree. He’s trying to keep me away, citing weight issues for my particular breed. But I’m losing weight rapidly on the avocado diet… having to run away with them while the boss chases me around and around the tree. Looks like my Avocado Diet might be doing him some good too!

Palmers Tauranga has been named as one of the five finalists in the Yates New Zealand Garden Retail Competition.

The biannual awards organised by Gardening New Zealand (the Nursery and Garden Industry Association) celebrate excellence and innovation in garden retailing. Entries were received from garden centres throughout New Zealand.

For the first time, the competition was broken down into two industry segment – independent garden centre and the home improvement store garden departments.

Nursery and Garden Industry Association Of New Zealand CEO John Liddle says acknowledging two distinct industry segments better reflects the changing face of the New Zealand retail environment and the distinct role each segment plays.

“We’re thrilled to have had such a positive industry response to the 2012 competition.”

Palmers is a finalist in the independent garden centre category, alongside Big

Jim’s Garden Centre, New Plymouth and Nicholas, Dunedin.

Owner-manager Peter Wayman says the whole team is “really chuffed” to get into the finals. He says the biggest thing about this recognition is the way the team “all pulled together”.

“We have a great team here. Our biggest strength is our staff. They are really helpful, have a great product knowledge and are approachable. We also have great quality stock and the way we present it is of a high standard.”

This is the first time Palmers have entered the competition, and Peter says it would be an honour to have the prestige of the win – now they just have to wait for the finals to be announced on July 18 and 19 in Auckland at the Gardening NZ industry conference.

Consumers were also invited to cast their votes which will result in a ‘People’s Choice Award Winner’. The prize for the overall Yates NZ Garden Centre winner includes a trip to the Melbourne International Flower & Garden Show in April 2013.

For “streamlined” here, read “re-focussing on core services”. The analysis justifying this change is typically shallow and anecdotal. OMG: Hamilton used its infrastructure to run a failed business (councils run many successful businesses). OMG: look at the terrible debt loading in Kaipara (caused by a sewage project – a core service).

There are four well-beings under the LG umbrella: economic, social, cultural, and environmental. The environment is always a soft target, and will be the big loser.

To pick up the pieces, we are lucky enough to have the Tauranga Environment Centre. This underfunded (about 2 EFT staffers) and over-governed (6 Trustees) organisation is just completing the wonderfully successful Sustainable Back Yards month.
