In FY2026 through FY2029 our community needs to provide $30M in funding to reach 70% funding in our Reserves per legal counsel.

Ballots have been provided to all of our owners to vote on the New Owner Reserve Assessment (NORA) Amendment. This vote is required as the Amendment presents a change to our Covenants, Conditions and Restrictions (CC&Rs). The amendment requires a (67%) approval, of all owners, to change our CC&Rs. This amendment is being proposed due to a flaw in the mechanism used to increase the New Owner Reserve Assessment (NORA) in place today. This flaw has caused our NORA to be much lower than it should be today. This amendment will modify the mechanism to properly increase NORA by the rate of inflation each year.

As of October 30, 2024, only 68.3% of our owners have voted on the proposed Amendment with 82.7% voting to approve. 2,458 owners have not yet voted. We need you to vote as soon as possible so the Task Force assigned to provide our fiscal plan for FY2026 through FY2029 can best advise the Board on how to proceed.

Benefits of Approving the New Owner Reserve Assessment (NORA) Amendment Ÿ Will provide $8M (26% of the $30M) at no expense to our current owners. Ÿ Will fix the flaw in the mechanism used to increase the New Owner Reserve Assessment currently in place. Ÿ Ensure that our Reserve Account will be properly funded going forward. Ÿ Will provide for lower increases in our annual assessment (HOA) going forward. Ÿ Allow us to reach the required funding level with no Special Assessment.

Failure to approve the New Owner Reserve Assessment (NORA) Amendment Ÿ Leaves in place the flawed mechanism used today to increase the New Owner Reserve Assessment. Ÿ Will result in higher increases on our annual assessment (HOA) going forward. Ÿ May include a Special Assessment in order for us to reach our required funding level.

Please vote by December 17, 2024, allowing the Task Force and the Board to proceed accordingly as they enter the budget sessions scheduled in early 2025.

SCSCAI General Membership Meeting NORA Ballot Count October 30, 2024 Dear Sun City Summerlin Owners, The SCSCAI Membership meeting for the purpose of counting ballots was called to order at 8 a.m. (October 30, 2024) and concluded at approximately 9:57 a.m. The results of the NORA initiative ballot counting were as follows: 828 - YES Votes in favor of the NORA Amendment / 391 - NO Votes not in favor of the NORA Amendment.

One (1) Ballot was voided because the person did not sign their ballot.

1. The combined vote from September 5, 2024, and October 30, 2024, is as follows: Yes Votes Needed No Votes Needed 5,197 (67%) 2,560 (NO) September 3,552 527 October 828 391 Total Combined 4,380 918 2. There are 7,781 homes in Sun City Summerlin with 7,756 Eligible Votes*. It will take 5,197 (67%) YES votes to pass the NORA amendment or 2,560 (33%) NO votes to defeat the NORA amendment. *Members in good standing.

Since enough votes were not obtained to pass or defeat the NORA amendment, the Board of Directors passed the following motion, therefore the balloting period is extended to December 17, 2024, at 5 p.m. – only for those Owners who have not yet cast a valid ballot.

Motion: In the event we do not reach the number of votes needed to pass or fail the NORA Amendment, the Board of Directors hereby votes to extend the voting period until December 17, 2024, at 5 p.m., only for those who have not yet cast a ballot. If the number of votes needed to pass or fail the NORA Amendment are received, then the voting period will not be extended.

Those Owners who have not yet voted or votes were not recorded due to a voided ballot, will be provided a new ballot and may be contacted by a member of the Election Committee Sub Committee. The ballot box will be at Mountain Shadows Community Center once the new ballots are available.

Once logged in click ‘Administration’ on the brown tool bar towards the top of the page. Ÿ On the drop-down menu select – Resource Center. Ÿ On the left-hand side, you will see folders with the name of the folder next to it. Ÿ Click on your selected folder – example - BOD Meetings – Agenda/Minutes/Recordings. Ÿ Click on your selected year. Click on your selected month. View the minutes of that meeting.

General Campaign Rules: SCSCAI Board Of Directors Election In December campaigning starts for the election of three seats on the SCSCAI Board of Directors. There are some do’s and don’ts for the candidates and people they delegate to campaign on their behalf that help insure a fair and impartial election.

SCSCAI Board Of Directors Election Campaign Rules 1. Election Period – The election period begins with the Candidate Orientation Meeting on December 4, 2024, and ends on February 25, 2025, at 5 p.m.

2. Positive and Fair Campaigning a) No written or verbal campaigning against another candidate. b) No defamatory, libelous or profane statements.

3. Limit on Spending – No limit on campaign spending.

4. Paid Ads – No paid campaign ads in the LINK Magazine or Webpage.

5. Campaigning – You may campaign in and around any of the SCSCAI facilities providing it does not interfere with ongoing activities. If an authorized Association employee asks that a campaigner leave the area, the person must do so immediately. Campaign litter must be removed immediately.

6. Common Areas – Do not place any campaign materials in or on any SCSCAI common areas such as SCSCAI signage, bulletin boards, benches and information distribution areas.

7. City of Las Vegas Street Signs, Traffic Signs and Light Posts – Do not post campaign material on those locations.

8. Homeowner Mailboxes – DO not place items in or attach items to Homeowner mailboxes. You may mail items through the US Postal System.

9. Campaign T-Shirts, Buttons, Hats, SWAG etc. – No restrictions (see number 2 above).

10. Direct Mailing – Candidates may request a list of the mailing addresses of SCSCAI owners but will not be given the names of the owners or tenants. Paper format is 25 cents per page for the first 10 pages and 10 cents per page thereafter, Five dollars for a compact disc or thumb drive, or by electronic mail at no cost.

11. Social Media a) Do not post on any SCSCAI Facebook page during the “Election Period”. b) Do not use your access to Chartered Club membership lists for campaign purposes. c) Do not post on any SCSCAI or Chartered Club Social Media Account.

12. Chartered Club Participation, Meetings and Events – Do not campaign during participation at Chartered Club meetings or events unless after asking for permission, the candidate or supporter is invited to do so by an officer of the Chartered Club. If a candidate or supporter is allowed to give a presentation at a club event, all other candidates must be given the same opportunity if a candidate so requests.

Drop by the Desert Vista Monitor Station to sign up for this classroom refresher course designed for those fifty and over. Improve your knowledge of traffic laws, learn to anticipate the actions of other drivers, and identify and correct poor driving habits. Upon completion of the 4-hour course taught by an AARP-certified instructor, you will receive a certificate that may qualify you for an insurance premium reduction for up to three years. Max: 30. Sign-up is available now. Classes are held at the Desert Vista Community Center.

Sun City Summerlin Patrol Sun City Summerlin Patrol is a volunteer organization made up of residents of the SCS community. We are the eyes and ears of the community, providing 24-hour patrol of the Association’s roads. Members serve as drivers, dispatchers, and Information Center volunteers. Toys for Tots For the past thirty years, Sun City Summerlin has taken part in this nationwide campaign promoted by the U.S. Marine Corps.

This toy drive benefits needy children here in Las Vegas. Sun City Summerlin residents and employees have participated each year to help this wonderful cause and have donated thousands of gifts. If you would like to take part in this year’s Toys for Tots drive, you can drop off a new, unwrapped gift at Mountain Shadows, Desert Vista, Sun Shadows or Pinnacle Community Centers now and until Friday, December 13, 2024. Honoring Veterans Day

FOODin the United States Armed Forces, On November 11, Americans honor the brave men andNO women past and present.

World War I ended on November 11, 1918, at 11 a.m. (the 11th hour of the 11th day of the 11th month), with the surrender of German forces. Originally called “Armistice Day” to celebrate the victory of the allied forces. Some thirty years later, the holiday was renamed Veterans Day by President Dwight Eisenhower to honor veterans past and present.

Veterans Day has not always been celebrated on November 11. In the late 1960s, Congress passed a bill that moved the date to the fourth Monday in October. However, in 1975, President Gerald Ford formally returned the date to November 11.

On Veterans Day at 11 a.m., Eastern Standard Time (EST), Arlington National Cemetery, home to the graves of more than 400,000 military heroes, honors those who have died for our nation with a solemn service whereby a guard lays a wreath on the Tomb of the Unknown Soldier.

New York City holds an annual parade along Fifth Avenue that dates back to 1919. More recently, in 2016, President Barack Obama ordered that each Veterans Day, at 2:11 p.m. EST, a moment of silence lasting two minutes be observed.

This Veterans Day, thank a veteran for their service to our nation.

December 29th National Still Need To Do Day

Well, 2024 is coming to a close the end of this month, and how many things did you not get around to in the past 360+ days?

Before ringing in the New Year, will they get done or just added to 2025? The first thing on THAT list will be to take down all the Holiday decorations, find a place in the garage with the hope we remember where we put them come next year, perhaps reiterate the New Year’s Resolutions we did not accomplish in 2024. Do we even remember what we intended to do and, apparently, just did “not get around to it”?

Did we forget to improve our diet, our golf swing or our tennis serve, get more exercise, clean out the cupboards, toss out old paperwork now faded beyond recognition, replace brittle windshield wiper blades, or simply say you would get around to it tomorrow? Well, ladies and gentlemen, tomorrow is here but they are getting fewer and fewer for THIS year. We all know what road is paved with good intentions, and often goes less traveled.

How we ran out of time, or enthusiasm, always comes as a surprise. We wake up and wonder where the year went, and it went so fast we are now looking at the start of yet another one.

We started 2024 with a list of projects, be they big or small, with enthusiasm, then seem to fall into the Scarlet O’Hara mindset –“I'll think about that tomorrow”. Now, many of those things we thought about are we still just thinking about and, somehow, have put them on the proverbial “back burner”, and a very crowded “back burner”? There are often legitimate excuses, granted, but then, we can find a way to make up our own – “the dog ate my homework doesn’t work”!

Our “To-Do” list can be overwhelming, and as the days pass there are more things added than are sometimes accomplished. The smallest becomes insurmountable and our energy to get them done wanes as the days pass that may have now turned into a year. It’s easy to get side-tracked or find things to do more interesting or more fun. I can get sidetracked going from one room to another, and staying focused was never one of my strong suits which is why my Alexa device goes off all day long!

So, as the year comes to a close, and all those things we had on our “To-Do” list are now on our “Still Need to Do” list, so the question is will it change? I seriously doubt it. Will I change my diet – not as long as they still make chocolate.

Will I improve my golf swing – will probably just stop keeping score. Will I exercise more - well, that was never an option to do, but I do think about it which should count for something!

As “National Still Need To Do Day” arrives, how you bring in 2025 is decision-making time? Make a list or decide NOT to do it – period. To be honest, for me, I did nothing to change the world; I still lift my head on my golf swing; the first time it rained this year, I had actually forgotten how to turn my windshield wipers on, so I just drove back into my garage and waited till it stopped raining! My desk drawer folders are still over-flowing, and I also did not get my garage cleaned. So, as my 2025 arrives, “I'll think about that tomorrow”. I find I can live with that.

Hanukkah: The Festival of Lights

By Gail Abrams / Link Hanukkah, the joyful Festival of Lights will be celebrated this year from December 25, 2024 – January 2, 2025. The eightday holiday commemorates the Maccabees defeat of the Syrian Greek militants who occupied Jerusalem and destroyed the Second Temple. Once victorious, the Maccabees sought to reinstate the Temple service and light the Menorah (a candelabra that holds nine candles). In their search for oil to light the Menorah, they found one small jar of olive oil, enough to last one day. Miraculously, the oil from the one small jar burned for eight full days.

In observance of the holiday, the Menorah is the center piece of Hanukkah. The center candle (or the ninth candle) is called the shamash/helper candle and is used to light the other eight candles, one candle is lit each of the eight days of Hanukkah. Blessings are recited before lighting the Menorah each of the eight nights.

Traditional Hanukkah songs are enjoyed by adults and children alike. The game of dreidel (a four-sided spinning top) is played by children. Families gather to exchange gifts on each night and eat jelly doughnuts and latkes (potato pancakes), served with sour cream and apple sauce. Children are given chocolate coins (known as gelt).

Learning About the Origin and Meaning of Kwanzaa December is a month of many deeply spiritual, religious and happy celebrations. One such holiday is Kwanzaa. Like many, I’ve heard about this holiday but had no real idea what it was about. It is a beautiful celebration but not religious, and this is what I learned: Kwanzaa was created in 1966 by Dr. Maulana Karenga, Professor and Chairman of Black Studies at California State University in Long Beach. In the aftermath of the Watts riots in Los Angeles, Dr. Karenga searched for ways to create a community for African Americans to come together, hoping to find some way to acknowledge and respond to the racial and economic challenges faced by African Americans.

His vision was to create a holiday that would close the year out with gratitude and usher in hope for a brighter future. He borrowed from traditional holidays like Hannukah and other celebrations, as well as studying and blending different forms of harvest festivals from various African cultures and the traditions celebrated by the Ashanti and the Zulu.

Dr. Karenga hoped to combine these different traditions and use them to create a week-long holiday, thus the holiday of Kwanzaa was born. Kwanzaa comes from the phrase “matunda ya kwanza” which translates to “first fruits” in Swahili. This year, Kwanzaa begins on December 26, 2024 and ends on January 1, 2025.

Dr. Karenga created a set of seven principles, one to be discussed each of the nights beginning with a candle lighting on the Kinara (or candleholder). The first is the black center candle which symbolizes the first discussion of Unity.

The principles for each night are as follows: 1. Unity – to strive and create unity in family, community, nation and race.

2. Self-determination – to define, name, create and speak for ourselves.

3. Collective Work and Responsibility – to build and maintain community and to help others solve problems together.

4. Cooperative Economics - To build and maintain our own stores, shops, and other businesses and to profit from them together.

5. Purpose – to collectively build and develop community in order to restore traditional greatness.

6. Creativity – to always do as much as possible in the best way possible to leave our By Molly Sher/Link community more beautiful and beneficial than what was inherited.

7. Faith – To believe with all our hearts in our people, parents, teachers, leaders and the righteousness and victory of our struggle.

Who in today’s world celebrates Kwanzaa? First, it is an American tradition and did not exist in countries such as Africa before 1966. Second, while it is widely celebrated in many U.S. cities with large Black populations, it has also spread worldwide in the Caribbean, Brazil, Canada and France where there are large and diverse Black communities.

Third, and perhaps most importantly, Kwanzaa promotes inclusivity, and this beautiful and meaningful holiday embraces anyone who resonates with the holiday’s principles of unity, self-love and community service.

So, 2024 is drawing to a close and the Quarter of a Century mark looms large. Remember the “millennium” and debates on how to pronounce the year 2,001 or 20-01 or? Well, the time has flown, but now we have another new year... another chance to reflect and make resolutions... to commit to starting anew. This is a great time (there never is a bad time) to open ourselves to giving and receiving compassion... to offering “true compassion” to others AND to accepting the same gift from others.

True compassion is the deep awareness of and desire to alleviate the suffering of others, coupled with a genuine sense of empathy and action. It involves understanding another person’s pain, feeling connected to their experience, and being motivated to help them, without expecting anything in return. True compassion goes beyond mere sympathy or pity; it requires emotional engagement and often prompts a selfless response to make a difference in someone’s life.

In essence, it's the recognition of our shared humanity and a commitment to act with kindness and care.

I was reminded of this very touching story which shows us the way.

The Lame Dog . . .

A small business owner had some puppies for sale. He hung a sign in his window advertising the puppies and shortly thereafter a small boy entered the shop.

“Mister,” said the boy, “I’d like to buy one of your puppies.”

“Well,” said the old man, “these puppies come from fine parents and cost a large sum of money.”

The young boy from humble beginnings reached into his pocket, pulled out a handful of gold coins and held it up. “I’ve got thirty-nine cents. Is that enough to take a look?”

“Sure,” said the store owner. And with that he let out a whistle. “Here, girl!” he called. A dog ran over followed by her four puppies.

The little boy pressed his face against the glass and his eyes danced with delight. As the dogs made their way across the floor, the little boy noticed something else stirring inside the doghouse.

Slowly another little ball of fur appeared, this one noticeably smaller. In a somewhat awkward manner, the little pup began hobbling toward the others, doing its best to catch up.

“I want that one,” the little boy said, pointing to the runt.

began rolling up one leg of his trousers. He revealed a steel brace running down both sides of his leg and attached to a specially made shoe.

Looking back up at the old man, he said, “You see sir, I don’t run too well myself, and he will need someone who understands.”

With tears in his eyes, the old man reached down and picked up the little pup. Holding it carefully he handed it to the little boy. “How much?” asked the little boy.

“No charge,” answered the old man. “No charge.”

Moral of the story: Everyone deserves love and understanding.

So true. EVERYONE deserves LOVE and UNDERSTANDING. EVERYONE. Those we love and those we meet deserve love and understanding... and SO DO EACH OF US... YOU! So, our pledge can be to offer TRUE COMPASSION to others and just as importantly to be gentle with ourselves... to LOVE and be COMPASSIONATE with ourselves.

Committee Functions and Responsibilities

By John Berthelsen, Contributing Writer Many homeowners in our community understand how the HOA functions and operates. While many others, especially newer residents, may not fully comprehend how we manage our 7781home development. Even those who have lived in other HOA’s may find that Sun City Summerlin does things differently than where they previously owned a home.

First and foremost, we are a self-managed large-scale community. We are, in fact, the largest in Nevada and one of the largest in the United States. Unlike some HOAs that pay a management firm to administer it, we do it ourselves. We have our own paid staff to handle all departments, operations, and services. That offers a clear benefit over trying to communicate with a third-party service. The elected board of volunteers sets overall policy and direction, and our staff implements and manages daily operations.

One of the most important, in fact critical, ways we operate our Sun City Summerlin community is through the several standing committees that we have. These committees (Architectural Review, Fitness, Finance, Common Area Properties, Golf, Legal, Chartered Clubs and Information Technology), are composed of volunteer homeowners who meet with appropriate staff each month. Very little gets done in our community without the input, review, research, and recommendation of these committees.

Nearly every agenda item that is presented at a Board Meeting has been previously vetted, researched, debated, and approved by one or more committees. We utilize the expertise of the homeowner members to assist our staff and the Board in making beneficial decisions. By the time a matter gets to the Board, it has been thoroughly scrutinized and considered.

Results of the committee work, and their recommendations, are placed in the Board Meeting Packet for all to review.

Without this kind of support, the Board would spend countless hours in order to make informed decisions on matters that come before it.

With as large a population as Sun City Summerlin has (estimated at 13,000), we have an enormous resource of talented and knowledgeable residents in a variety of fields. By using this expertise, along with their willingness to contribute, we all benefit from utilizing an important means to successfully operate our HOA. This is a resource that sets our community ahead of most others. And we are very fortunate to be able to draw on that knowledge base to operate our community. The significant and valuable contributions of these committee members have been proven time and time again.

If you truly want to be “in the know” about what is going on, what is being considered, and what will be moving forward to the Board, pay attention to the committee agendas, information packets, and minutes. All committee meetings (except Executive and Hearings) are open to the public to attend in person or by Zoom. Agendas and packets are published in advance of the meetings. The meeting schedule of the various committees can be found on the Link calendar page or on the Sun City Summerlin website. Each committee has a regular monthly meeting, although some may occasionally be cancelled for lack of agenda items.

As with all of our meetings, homeowners can make comments and ask questions on agenda items at the beginning of the committee meeting. And open comments are welcomed at the end of each meeting. The committee members and staff will consider resident input as they discuss and deliberate any item that is coming before them. We do not operate in a vacuum or behind closed doors. This is a very effective time for all points of view to be taken into consideration and for residents to give feedback on subject matters within the committee’s purview.

Homeowner comments and suggestions will be considered by the committee as it deliberates and reaches a decision.

If you need assistance in determining what committee can respond to your specific questions, concerns, or ideas, you should ask a Board member. They will be able to provide a pathway for your input. By working together, we are all able to contribute towards effective management of our community. And, keeping our position as one of the leading HOA’s nationally.

By Norman Wright and Gail Abrams / Link December 7, 1941, was a quiet, peaceful Sunday morning in Pearl Harbor, home to the U.S. Pacific Fleet. The attack on Pearl Harbor began without warning at 7:48 a.m., Hawaiian time. The world changed that Sunday morning. That day, 2,403 died and 1,178 were injured. Two battleships sank (the USS Arizona and the USS Oklahoma); 188 aircraft were destroyed.

On December 8, 1941, President Franklin D. Roosevelt delivered his “Day of Infamy Speech”, and Congress declared war on Japan. The United States entered World War II and war on Germany was declared soon after.

What follows are photos detailing places where decisive battles were fought and important sites that remind us of the ultimate price many brave individuals paid with their lives.

Eighty years ago US Soldiers were fighting their way towards Berlin. These pages are a tribute to the World War II Veterans who served with honor and courage. Their actions saved us from tyranny and granted us a future filled with hope and freedom.

Battle of the Bulge Monument and US Memorial located near Bastogne, Belgium honors the 19,246 dead, more than 23,000 captured, and the injured from 48 U.S. states. The Battle of the Bulge took place from December 16, 1944, to January 25, 1945. The 80th Anniversary of the Battle of the Bulge is commemorated this December 2024.

From January 27, 1943, until April 1945 over 27,000 U.S. Airmen, most in their early 20s, lost their lives bombing Germany. Sighting the White Cliffs of Dover after a completed mission meant that they safely returned.

This Sherman M4A3 tank located in Bastogne, in southern Belgium, was knocked out of action on December 30, 1944.

Cemetery at Omaha Beach, Normandy, covering 172.5 acres, holds the graves of 9,387 Americans who died during the landings on D-Day and in subsequent military operations.

Dues are $15. We offer beginner and advanced classes in oil, acrylic, and watercolor painting, drawing, colored pencil and various mixed media. Each year we hold a juried Fine Art Show, featuring the works of our members and instructors, and offering for sale original pieces and hand painted cards.

Last month’s show was a great success. We look forward to another great show in 2025. We present lectures and demonstrations during general meeting held the 3rd Monday each month in DV Room 1. December meeting will be pre-empted for a holiday party on December 2. Our next general meeting will be held on January 20 at 1 p.m. We host “paint & sip” parties, next one likely in early spring. Basketball Please join us and help make basketball a community exercise option for everyone. Currently, our basket is at Desert Vista on a pickleball court. The court's hard surface, availability, and dimensions are extremely challenging. We’ve asked for the basket to be relocated to a knee-friendly surface at the end of a tennis court or a new court built over an existing underutilized outside area. The court is reserved for shooting on Sundays from 11 a.m. to 1 pm and Tuesdays & Thursdays evenings from 5-8 p.m. We currently play half-court games twice a week at a local gym. Beading and Jewelry Come join the Beading Club to learn a new hobby. We learn how to make necklaces, bracelets and earrings taught to us by our members. Krafty Kritters “In May of 1992, a sign was posted on what is now the Stained-Glass studio, asking people who were interested in starting a craft club to leave their name and phone number.” recalls Eleanore Wenzel, founding member of Krafty Kritters, the craft club here in Sun City Summerlin. At that time, Mountain Shadows was the only community center in SCS, and the group of about 15 met weekly in what is now the Ceramics Room.

Currently, there are 42 members of Krafty Kritters, meeting on Tuesdays, Thursdays and Saturdays in Desert Vista. Formal workshops are held to make crafts that members can take home to enjoy, or place in the club’s boutique, where craft items are for sale to the public. On days when there isn’t a project scheduled, members gather to work on their own projects in a social setting. On any given day, there may be people crocheting, working in watercolor, making cards, knitting, coloring and painting. An added bonus is the help that members give each other – there is always someone who can help with a technique or suggest an improvement.

The club donates handcrafted items to several organizations. Knitted and crocheted blankets and hats are donated for premature babies at Sunrise Hospital Neonatal Intensive Care Unit. Scarves and lap afghans are provided to participants at Nevada Senior Services. Cats and dogs undergoing surgeries at Heaven Can Wait Animal Society are kept warm by small blankets knit and crocheted by the group. “Most of our donations are made from yarn given to the club, and we want to thank the many Sun City residents who have donated to our club” says previous club President Roberta Slovis.

Krafty Kritters participates in the Sun City Summerlin Craft Fairs and also holds open house sales in the club room. To truly appreciate the variety of items the group creates, residents are invited to stop by the club room and take a look. The club welcomes everyone interested in making all types of crafts. Krafty Kritters may be the friendly club you’ve been looking for!
