Scenic corridors no longer protected – one of the elements of our rural quality.

Allow more “density bonus” for “moderately priced housing” to further reduce overall density—no definition of “affordable” -- at what price of high density risk to our wells, overcrowded schools, roads and infrastructure?

Not true that we don’t have enough affordable housing – existing housing for sale now is over 50% affordable.

Town attorney Robert Hornik encouraged mayor and council to approve these changes and said “if it doesn’t work you can change it back,” and “these are just tweaks around the edges and ok for council to make these changes whenever they want.” Hornik does not live here—from Chapel Hill and knows how to find Summerfield from I-40.

COMPLY, HONOR, AND RESPECT the Town Charter for the Town of Summerfield and do NOT levy a property tax to exceed our Town Charter. Do not levy any town tax for water/sewer infrastructure or upkeep without a Referendum from the taxpayers.

PROMOTE GOOD GOVERNMENT SUMMERFIELD TOWN CHARTER – Ratified 1995 – North Carolina Ordinance “Chapter V – Administration Section 5.2 Tax Limitation. No ad valorem tax may be levied by the Town at a rate in excess of twenty cents. (20 cents/ 0.0020) per one hundred dollars ($100) valuation without the approval of the qualified voters in accordance with the same procedures as specified in G.S. (160A-209(f).

That means for over 20 cent town property tax, “Only approval by Referendum from the voters of the Town of Summerfield.”

To avoid a Referendum, and as part of their support for the “Couch project,” BJ Barnes, “The Inner Circle,” and David Couch are asking Guilford County to levy a 25 cent tax in Summerfield for a special taxing district to pay for infrastructure to bring commercial water/ sewer from Greensboro to Summerfield for Greensboro-type high density. If over budget the bond debt can go much higher and longer; “they” could increase the tax base and/or tax rate to pay for the infrastructure/upkeep. The developer is not paying for the possible $40 +/- millions of infrastructure costs; the taxpayers will be forced to pay that.

BJ and Inner Circle have requested as much as possible of the $100 million federal money that the county will receive to go for the developer for this “water/sewer money.” SAY NO! Do not bankroll a developer for all or part of a massive expensive water/sewer project.

The “quarter” is well in excess of 20 cents Summerfield maximum property tax. They are saying the “quarter” tax will only be for the owners in his development, 650 – 1,000 acres, however, the Greensboro water/ sewer lines go up 220, through the Greensboro watershed, and through Pleasant Ridge, Highway 150, Brookbank Road, east, and more. So, if they need more money these and other areas could also be pulled into paying for that infrastructure debt. Mr. Couch already said the above existing areas would be in the water/sewer project, and he said he would be sure the water/sewer will go to the new town hall at no cost to the town. Town owned property has no property tax, but all the existing areas to/from the water/sewer/town hall could pay that “quarter” property tax, and $100 +/- a month for Greensboro water.

Town tax rate is 0.000275, very low, and overwhelmingly people want to keep it that way or less and keep their wells/septic. Add the 0.0025 toward water/sewer infrastructure, and the total town property tax is getting closer to Greensboro property tax, and none of their city services except buying water at twice the Greensboro price.

We are overwhelmingly opposed to this “Couch plan,” and the town, county or Greensboro should not levy any tax to violate our Town Charter for any area of Summerfield.

UPDATE! ETJ

SCOOP EXCLUSIVE NEWS The Town has been pursuing “ETJ” Extraterritorial Jurisdiction since February 2020, or earlier. Their goal is to take control of planning, zoning, development and code enforcement in areas one to two miles radius outside the incorporated Town border.

Town of Summerfield taxpayers will pay to grow planning/government.

More recently in 2021 they are on a fast track for ETJ and important information is not being disclosed.

(Motions in support of ETJ have been made by Reece Walker and seconds

by Tim Sessoms and Lynne Williams Devaney, John O’Day also supports ETJ. Teresa (Pegram) Perryman has voted NO and asked excellent questions that Mayor BJ Barnes has not allowed even for discussion.)

Scoop – Breaking News! The following three documents were not approved by town council vote, and not available on the town website as we write this report.

Scoop obtained the documents via multiple PRR Public Record Requests. Mayor and town council could have approved the following and given the public information and access at town meetings in April and May but again BJ and majority of council conduct important business by email/phone, and BJ runs the town.

Map also with this article. Town council voted 4 -1 “To extend the town’s zoning into these areas, and if approved the proposal would be presented to Guilford County Board of Commissioners, which would have to grant permission.”

“If approved” to move forward means only 3 or 4 town council members, and if Guilford County approves the ETJ, the 3-4 council members can approve the ETJ requested, with or without consent of those in the ETJ area.

Town Attorney Hornik stated, “The town doesn’t need to seek permission from property owners to establish an ETJ.” Town would also be approving a blank check from taxpayers to pay for ETJ zoning and planning.

March 9, 2021 Reece Walker made the motion “that a phased ETJ plan be approved, with the first area to be south of NC-150 West and to the west of Spencer-Dixon Road.” Second by Sessoms and ‘carried’ 4-1. This is only the first phase of their plan.

BJ Barnes stated the town “considered the merits,” however no record of any public discussion of merits. In fact, people would like to know the truth why Summerfield is pursuing this expansion, and at town expense. BJ Barnes states in the letter to establish an ETJ to ensure compatible land use. The Town new UDO actually provides less continuity of zoning because UDO requires separate isolated zoning districts, and no Public Hearing for OSR/OSM per Article 3.D.(6). Town states with county approval for ETJ they will have a Public Hearing – past Town Public Hearings have been zoom lectures and pre determined outcomes.

Any ETJ Benefit? Those who live in the ETJ approved area would be allowed one person on the Summerfield Zoning/ Planning Board, now five members. (Ask Teresa Perryman how one person in the minority is treated in Summerfield.)

Public Hearing? Chris York, town planner, stated about major steps for creating an ETJ: “Establishing the ETJ requires that the Town also establish the zoning districts within the ETJ. Zoning area requires a separate public hearing but it can occur at the same meeting when the ETJ is established. I think establishing the ETJ and zoning districts at the same time makes a neat transition.”

Yes, they are assuming ETJ is already approved. In fact, the “Existing Town Map” for Land Use Zoning shows the 4,000 acres part of the town. Note the map for a close-up of the ETJ. Teresa Perryman wrote “Proposed” on the map at the Land Use Open House May 13, 2021.

EXTRATERRITORIAL JURISDICTION (ETJ)

is the legal ability of a government to exercise authority beyond its normal boundaries. Any authority can claim ETJ over any external territory they wish. However, for the claim to be effective in the external territory (except by the exercise of force), it must be agreed either with the legal authority in the external territory, or with a legal authority that covers both territories. When unqualified, ETJ usually refers to such an agreed jurisdiction, or it will be called something like “claimed ETJ”.” Source: wikipedia.org

Reece Walker and BJ Barnes are saying they want ETJ to preserve low density development in the ETJ area. Then why are they pushing so hard for the Couch project for 650 – 1000 acres, with expensive water/ sewer infrastructure, only financed by the people, Greensboro type high density zoning, and to buy Greensboro water at twice the price?

Cost $$$ The taxpayers in Summerfield will pay for the much larger Zoning/ Planning Department as the Town of Summerfield, Scott Whitaker and Chris York, will control and dictate the ETJ area planning, zoning, development and code enforcement. Town Planning Budget now is $270,000 a year, plus expenses from Administration. Property tax and sales tax income for new budget is $600,000, and 100% of town income is now needed to “run” the town. Fair estimate for ETJ costs could double your property tax.

The new town UDO Enforcement applies to the Town and any ETJ area under town jurisdiction, and requires a higher level of authority, more expansive and expensive, with control by “Administrator” to “enter any

PROMOTE GOOD GOVERNMENT After a recent read of Scoop I wish to comment that Scoop is correct on quoting the NC Statute about what constitutes a “Public Body” and comments about the Land Use Plan Steering Committee (LUP) and their attempted secrecy (Scoop, May issue, page 5). Someone needs to throw Scott’s justification for closing these committee meetings back in his face. What they are doing with this LUP Committee, to close out the public while they are transacting Town business as advisers to Council, is totally illegal. Frayda Bluestein at School of Government (SOG) is supposed to be the “expert” on this. In her “Open Meetings & Other Legal Requirements for Local Government Boards,” 2015, pg 2, I quote pertinent parts of para 3, “Official Meetings of Public Bodies”:

“The notice and access requirements under the open meetings law are triggered when there is an “official meeting” of a “public body.” The statute (G.S. Ch. 143 Art.33C, secs 143-318.9 -318.18) defines the term public body as any elected or appointed board, commission, committee, council, authority, or other body in state or local government that (1) has at least 2 members and (2) exercises or is authorized to exercise any of these powers: legislative, policy-making, quasi-judicial, administrative, or advisory. This definition—and thus the scope of the statute—is very broad. Public bodies in county or city government include the elected governing board; each committee of that board whether it is a standing committee or an AD HOC (emphasis added) committee; boards created by statute . . . and each body established by action of the governing board such as a Planning Board; Zoning Board of Adjustment, a parks and recreation commission, or a human relations commission. . . . “

“All official meetings of public bodies must be open to the public, unless the purpose of the meeting is one for which a closed session is allowed under the statute.

As defined in the statute, G.S. 143-31810(d), an official meeting occurs whenever a majority of the members of a public body gather to take action, hold a hearing,

deliberate, or transact other business of the body. Even an informal gathering that includes a majority of the board triggers the statute if the members discuss or otherwise engage in the business of the public body. . . .” Official meetings held by telephone conference call or other electronic means are also official meetings.

“Members of public bodies may not hold a social gathering or communicate through an intermediary – for example in a series of telephone or other communications—to evade the spirit and purpose of the Open Meetings Law.” [Ibid.]

The public’s right to attend meetings of public bodies represents a strong policy in favor of transparency in local government decision making. Compliance with notice requirements is an essential element of providing the mandated access. As part of the right of access, the law allows media broadcast of meetings and permits any person to photograph, film, tape-record, or otherwise reproduce any part of an open meeting.”

So is the Land Use Plan Steering Committee (LUP) a “public body” which meetings are open to the public under the law? Clearly, unequivocally yes because: 1) It is a “public body” as defined in the law 2) Appointed by the governing body - as a committee of that body 3) Clearly doesn’t matter whether it is standing or ad hoc 4) Consists of more than 2 members (looks like 5 voting?)

5) Exercises advisory powers to the governing body 6) Does not qualify for closed session under any of the allowed exemptions to open meeting And, you can record it, video it, do just like you do at Council meetings once you have access.

Further, like always, the LUP Committee is required to provide notice to the public of all meetings, and access to the agenda/ materials/attachments/ and handouts etc. for public viewing at each meeting. Whatever is in the Committee members’ packet, you are allowed to view at the meeting. Whatever else is handed out or shown at the meeting, you are allowed to see. MORE importantly, you can file a Public Record Request prior to each meeting asking for the meeting packet prior to the meeting like you should be able to do for Council meetings, and put it online for the entire public BEFORE the actual meeting. DRAFT government documents are also subject to the Open Meetings Law. For Scott Whitaker to say, “An ad hoc committee wouldn’t constitute a public body, and more efficient and better for project schedule,” that is the most absurd thing given the laws on open government in this State. Try and sell that snow job to the Eskimos! And you can tell him that. He’s so right about the secret meetings being more efficient and better for project results, and for them to ram it through with little public attention until they have reached their desired result.

(Note: Focus of this article is the Summerfield Land Use Plan Committee (LUP) whose goal is to dictate land development and that document will tell you what you can and cannot do with your property. All meetings must be open to the public, and should have true public participation, not just an open house.

The legal information from Official Meetings of Public Bodies by Frayda Bluestein, and the 2019 NC Open Government Guide by NC Attorney General Josh Stein are also applicable to the Town of Summerfield Mayor, all Council Members, and the Town Committees. Summerfield Scoop is opposed to the mayor and council members excessive voting by email, phone, and outside of the Open Meetings laws, especially when their decisions involve millions of taxpayer dollars.)

LEADERS PROPOSE USING COVID RELIEF FUNDS TO FORCE WATER AND SEWER INTO SUMMERFIELD STAND UP FOR SUMMERFIELD CITIZEN GROUP FIGHTING TO STOP WATER AND SEWER PROPOSAL AND OVERDEVELOPMENT/PD Stand Up For Summerfield formed in 2020 to fight a 1000 acre Planned Development in Summerfield and the water and sewer system needed to build it. Now, the group is fighting Guilford County and Town leaders who propose using $100,000,000 in federal COVID Relief money under the American Rescue Plan Act of 2021, in part, to force water into Summerfield and other areas of Guilford County.

It started after the Summerfield Town Council held a special meeting for developer David Couch to pitch Summerfield Farms Village, a high density Planned Development to be unrestricted by the Town Development Ordinance.

A representative of Stand Up For Summerfield (or SUFS) explained the group’s creation. “Couch’s 2017 Planned Development proposal tore Summerfield apart. In their 2019 campaigns, Barnes, DeVaney, O’Day, Sessoms and Walker all said PD was dead. They spoke against high density and overdevelopment. Yet, in 2020 Couch presents an even larger, high density PD with few restrictions, and our Council was enthusiastic?”

A group of citizens quickly formed SUFS, with a goal of stopping the new PD, and the way Couch planned build with few restraints: public water and sewer in Summerfield. “We are middle-of-the-road people. We haven’t been associated with Summerfield Scoop or Summerfield Strong. We have a cute mascot, Stan the Golden Retriever, and our message is simple. We expect our leaders to keep their campaign promises and work for citizens. The Summerfield Council sold us on low density, no water and sewer and no PD. But their actions and votes are far from these election promises.”

Couch’s initial plan to get water and sewer in Summerfield was for Greensboro and/or Guilford County to front tens of millions in construction costs. SUFS spoke out. “The County or City ties up millions of taxpayer money that could help many other people and projects. And the developer gets all the benefits without paying for the construction? What if plans change or he sells? Will taxpayers ever get paid back?”

SUFS’ members say they now need citizens to speak out more than ever. “This is as true travesty. The American Rescue Plan Act is taxpayer funded and permitted uses include economic relief for families, small businesses, public health, essential workers and the public sector affected by COVID.” “Guilford County just asked for significant budget increases because of COVID. Tax increases are being discussed. Student test scores are at an all-time low due to unprecedented learning loss. Depression and suicide among students and adults rose dramatically. A facilities assessment found over 60 Guilford County schools in severe disrepair.” The SUFS rep continued: “Not to mention suffering families and small businesses or underpaid teachers and essential workers.”

SUFS argues all of these are better ways to use taxpayer COVID Relief money than on a water expansion to promote development. “The Rescue Plan allows for infrastructure to ‘improve access to clean drinking water.’ Summerfield and Guilford County residents have clean water. We like our wells and low cost utilities. Skip Alston publicly said the water extension is to increase ‘ease of development.’ Development and profits are nowhere in this COVID Relief bill.”

SUFS is asking citizens to write Guilford County leaders.

“Nearly 1700 citizens signed our petition against this plan. We have the support of teachers, families and citizens all over the County.

Yet our leaders just aren’t listening. Voters matter. We hope citizens will take a few minutes to write emails, speak at meetings, post on social media, and spread the word.”

“People don’t seem to realize this plan is in the works. This is a pivotal time. If we fail to act now, Summerfield and all of Guilford County will forever change.”

When Guilford County and local towns realized they would be receiving millions in COVID Relief money in 2021, a new plan emerged. Guilford County Commissioners now propose using millions in federal taxpayer money to extend water and sewer lines and high-cost utilities throughout Summerfield and the County, whether we want it or not.

including the town owned $1 million 13 acres. Architect was $71,500 from Dec-June, and included first design that was rejected. The second design has meeting space smaller than the Community Center. Many expenses are not included in the $3.5 million.

The U.D.O. “Re-write” (6-8). June Jun 9: 8 the Town Council was scheduled to approve the UDO. The next day (6-9) David Couch dropped off his “Text Amendment” to the UDO” for Master Planned Village district of 750 acres with commercial water/sewer and no estimate of density. It neglects to explain that the additional property tax for bonds to pay for infrastructure will be close to Greensboro property taxes, and $100 a month for water. Couch is an established builder in our area, however, if the project is approved, with people paying the infrastructure fees, he could sell the project to another developer.

IT IS YOUR MONEY 6-8 will also go down in Summerfield History as spending the most money, with no approval from the taxpayers. Teresa Perryman said, “You’re breaking the piggy bank – now with a sledgehammer – spending half the reserves this year and nothing to show for it.”

New Town Hall. They refuse to disclose the first of three cost estimates for town hall, and keep repeating $3.5 million, but not

Town Pay and Benefits.

Whitaker and Dee Hall said all nine employees will receive a 4% COLA (annual cost of living raise), merit, and “better align their salary with NC market rates for municipal employees based on population.” There are also longevity raises at 5, 10, 15 years.

Council gave Whitaker an 8% raise this year, and not sure if 4% COLA is included, or separate for town staff. Whitaker pay and benefits are about $150,000 a year, plus the raises for next fiscal year starting 7/1/21.

Town Assets. Barnes and Whitaker were praising the increased value in Town Assets, increased approximately $13.5 in 2020 to $14.35 million in 2021.

The increase was $770,000 when the town received the park and Community Center. The primary asset is the $7 million in reserves, and that may be closer to $3 million at the end of the fiscal year, and they plan to deplete it even further. BJ said “town has wonderful assets and growing in value, good investments?” Not true. They are using the 13 acre prime commercial property at 150 and 220 for the new town hall.

The Gordon, Martin Buildings and Town Hall are not appreciating, appears they will be vacant and deteriorating. BJ Barnes is running the town but doesn’t realize assets are depreciating -bottom line is going down!

BJ Barnes assuring their budget is so wonderful and “making the best decisions for people who want to be here in the future.” Budget shows 100% of income to run the town, and all capital project$ from Reserve$ or higher taxes. Did you vote for high density housing, less open space, and higher taxes?

Why would anyone want more population density in a community that was built on the foundation of a small town feel?

Greensboro will be operating at a deficit for fiscal year 2020 and 2021 along with prior years. Why would we as a community want their mismanagement and misappropriations of funds and expenditures passed onto us?

More government is never a good thing.

Again cost would be passed to citizens.

As referenced in the Scoop publication, the proposed development is inconsistent with Summerfield’s Comprehensive Plan and the citizens’ vision for the Summerfield community.

The Town of Summerfield incorporated in 1996 to specifically prevent the city of Greensboro from continuing its urban sprawl. The citizens of Summerfield have made it clear that they have no interest in services from the city of Greensboro, hi-density development, commercial development, etc.

Summerfield is under no obligation to provide “affordable housing” as the developer proposed and furthermore this housing is available in other locations around the greater Greensboro area.

I am not in favor of the current plan of Summerfield Villages for any reason.

The development proposed by David Couch, and development that he may have that we have not seen yet, IS an eminent threat to our way of life in Summerfield.

SUMMERFIELD SCOOP

“How often the process of construction starts with destruction.”

One type of development pattern that has received increasing attention by researchers and policy makers interested in fostering sustainable communities is called “Sprawl.”

Sprawl is generally typified as low-density, haphazard development spiraling outward from urban centers. For years, scientists have argued that sprawling into rural areas are creating negative impacts including habitat fragmentation, water and air pollution, increased infrastructure costs that are passed on to every tax payer.

This is what Blue Ridge Development – David Couch have been planning for years as he purchased more land and with each purchase installed the foundation and infrastructure to support his plans for Rural Sprawl within Summerfield. We all saw this happening slowly, but didn’t quite understand or grasp what he was doing until now.

Although some argue that rural sprawl has its benefits, such as creating local economic growth, rural sprawl has many negative consequences for residents and the environment, such as; higher water pollution, air pollution resulting from automobile dependency, increased traffic fatalities and jams, loss of agricultural capacity, serious disruption of environmentally sensitive areas, destruction of critical natural habitats (e.g. wildlife corridors), a serious reduction of open green space, increase in flood risks, and will overall deliver a very concerning reduction in quality of life.

We need and rely on Summerfield Town Council to take a stand and to not change the planning and policies that allow concentrated growth within targeted areas. These restrictions on low density housing should remain in place and we should continue to restrain development from sprawling uncontrollably into rural settings, and to help protect our region’s natural resource base.

Summerfield local decision makers can select to restrict this type of sprawl within our community. The policies that have been in place for years up until this moment in time have been in place to reduce this in our rural community of Summerfield. This has been proven a success for Summerfield and has been done for years without compromising the needed development to enrich this area The end result of Summerfield’s policies has been the retention of cleaner air and water, the protection of our natural systems, lower infrastructure costs, and maintaining our quality of life.

Many of us believe, without any doubt, that the Summerfield Village concept

by Blue Ridge Development / David Couch is more about human greed and will cause irreparable damage to the environment of Summerfield and violate the “carrying capacity” of our shared ecology.

We must demand that Summerfield Town Council take a step back and reduce some of its social and cultural emphasis on what benefits humans and their wallets, and move in a direction that, without a doubt, will be doing what is in the best interest of Summerfield as a community.

First I would like to preface this email by stating that the entire culture of Summerfield is the wide open space low population feel. The single biggest reason that individuals move to Summerfield is the community promotes country living with special attention to family and community ties.

To bring the big city feel and population to the area would destroy the entire community. It would be detrimental to everyone who lives here. While I can appreciate that Mr. Couch and the big city politicians want to line their pockets and generate more revenue and destroy our community that everyone who lives here has worked so hard to build and protect over the years I must respectfully and fundamentally disagree with the current proposal.

The outcome of this development will depend upon a series of decisions by elected officials in Summerfield, Guilford County, and Greensboro, depending on the interest in exploring it. It will not be a single decision made apart from Summerfield citizen input. Town hall is simply sharing information as it’s understood that resident are passionate about how our desirable town grows.

To turn Summerfield into a “suburb” of Greensboro would be a travesty and disrespectful to everyone who lives here. I for one have two children who live here and have specifically moved here because of the current environment Summerfield is now. More people also brings more traffic and pollution. To assert that any cost will not be passed on to the citizens of Summerfield is the most naive statement I have ever heard. Time has the biggest cost. Traffic lights lines, at businesses and longer commutes all add up. I personally vow to pursue any legal action or remedies available to me to prevent this from happening. I believe I am not alone in this sentiment and there are thousands of other citizens who feel the same way that I do. Our voices and opinions should be heard and respected. We make up this community not David Couch or some fat dishonest politician or council member In Guilford County or Greensboro who has no idea what goes on here or is involved in any way in the community other than for their personal gain.

Not a good Idea. Reality is our infrastructure as it stands now and cannot accommodate the plan. I grew up in Summerfield, and then the developers came to town.

Our schools are already overcrowded, our natural water supply is threatened. Even though he has said he would bring condominiums. Our wildlife has been run over and run out of massive development. We have very little left of our beautiful little town and this development stands to chew up a large chunk of what’s left. If we are now down to planning greenways and walking pats that’s a measure of what we’ve done to the area. The door to devastation was opened with mega development, chewed up those beautiful and iconic hills and pastures. Here’s a chance to curtail some of that.

Please stop this from happening.

Take no relief! Make no mistake, what will be built will be much higher density than what is shown on slide #5 per Mr. Couch statements.

We agreed years ago to be annexed into Summerfield to keep development out and taxes down. This wasn’t what we signed on for.”

I moved out here three years ago for the sole reason to be outside Greensboro city limits. I want to know what we as residents can do to show our opposition toward this development.

It broke my heart to see the amount of land this project could suck up, the wildlife is being run over and out as it is now.

Can’t we leave anything green and alone?

TELL THEM TO KEEP THEIR WORD. SO FAR THEY HAVE NOT! I have lived in Summerfield for 25 years. I love Summerfield Farms, and what was done with that property. I think the town I have grown to love will be lost forever and concerned about the scale of that development.

Our mayor never saw a piece of land he couldn’t get excited about building something on and he’s got a willing counsel and zoning board right there with him.

No four lane roads and two units to the acre.

Here’s what adds up. Political contributions for rezoning favors? You pay to play. Just listen to Mayor Barnes comments after the developer presentation to council. Listen and decide for yourself.

Wasn’t it Dena Barnes herself that said, “The PD is Dead”? She accuses Summerfield citizens and property owners as being NIMBY’S (not in my back yard). PD is alive and well and has re-surfaced as David Couch’s Summerfield.

The Summerfield Farms Village website has been updated with narration

by Mr. Couch with further explanation. Still, very little detail is given. He neglects to mention apartments, density, housing types, commercial use, etc.

I don’t know about anyone else, but I do not want high density housing or apartments in Summerfield. I like country living. If I wanted high density I would move to Greensboro. And another thing, why is the meeting closed?

We need to be kept informed.

We like lower taxes and more of a country vibe. High density developments – no thank you!

Love small town of Summerfield. Keep big city and spending out!

This is country not city.

We moved here to retire and to get away from all of the traffic, all of the congestion, over-built communities; and high taxes. Summerfield was our town of choice because of its rural appeal and wide open spaces. The last thing we want would be to see Summerfield turned into another densely populated town, full of congestion.

Keep the RAT RATE in Greensboro!

Leave Summerfield alone. We love the country life, animals and all. We do not want major changes – you can pave some pot holes. We are family.

We are here for each other. We work and play together.

This push for water and sewer is very self-serving. I didn’t move to Summerfield for this.

Thank you to the thousands of Summerfield neighbors who have promoted and requested for Summerfield to keep our OVERALL LOW DENSITY. We have supported smaller homes, duplex, cluster or patio homes, and want to maintain the overall low density to protect our wells/ septic, town infrastructure, schools, environment and more. Citizens have always supported slow growth, and welcomed our neighbors. Barnes, Sessoms, Reece Walker, John O’Day, and Lynne Devanney did not keep their campaign promises and do not have the best interests of Summerfield in mind.

My observation of the current manic disorder and close mindedness of a minority of the Town’s citizens and elected leaders leads me to believe that the reputation and livability of Summerfield is threatened by the malice of the minority.”
