MODEL REQUEST FOR PROPOSAL (RFP):
INTELLIGENT TRANSPORT SYSTEMS IN PUBLIC BUS SERVICES
Summary
This document provides a ready reference for key specifications to be included in ‘Intelligent Transport Systems’ (ITS) Request for Proposals (RfP) to be taken up by Public Transport Authorities (PTAs). The model RfP specifications have been prepared as a part of the SUMACA project of GIZ by Transit Intelligence LLP. The specifications included in this document build upon the recommendations on ‘Futureproofing ITS systems in India’ developed under SUMACA and converts the key recommendations of the report into procurement specifications. This model RfP is accompanied by a guidance document that assists PTAs in outlining the key requirements of the RfP before developing the full specifications.
The Model RfP is designed to:
• Provide clear and structured technical specifications
• Promote standardization across ITS procurements
• Reduce ambiguity in bidding documents
• Encourage future-ready and interoperable systems
• Minimize risks of vendor lock-in
• Improve transparency and comparability of bids
The recommendations provided in this RfP are based on the prevailing ITS technologies and requirements in February 2026. Given the constantly evolving technology landscape, users are advised to evaluate their relevance at the time of issuance of their RfP.
However, ITS technologies evolve rapidly due to advancements in:
• AI-based analytics
• IoT devices
• 5G connectivity
• Cloud infrastructure
• Cybersecurity protocols
• Integrated mobility platforms
Therefore, PTAs are advised to review and update the specifications before issuing their RfP, ensuring alignment with:
• Latest standards
• National transport policies
• Security norms
• Emerging integration requirements
The Model RfP provides a structured, expert-backed foundation for procuring Intelligent Transport Systems in a scalable, interoperable, and future-proof manner.
Its adoption will strengthen governance, reduce technology risk, and support long-term digital transformation of public transport operations.

Annexure 3: Guideline for ITS Procurement for public bus systems
ITS systems are crucial for several functions of Public Transport Authorities (PTAs) providing bus services including passenger information systems, digital ticketing, performance monitoring and service planning. With the large-scale adoption of electric buses (e-buses) through Gross Cost Contracts (GCC), ITS plays a more prominent role in contract management and payments as well. ITS procurements in India have often failed to deliver their promised benefits for PTAs and their passengers. To avoid repeating the mistakes of the past, we have carried out a thorough review of the existing ITS procurement practices in India and compared them with good practice examples from outside India.
Several recommendations to improve ITS system performance have been identified covering increasing contract tenures, ensuring integration and interoperability between various ITS systems, Data standards, ownership and privacy requirements to be adopted, improved payment and penalty structures, ensuring continuity of systems across successive procurements, improving robustness of contractual specifications and Service Level Agreements (SLAs) etc.
This document is intended to be a brief checklist/ ready reckoner for PTAs, consultants or industry stakeholders working on ITS projects to understand the key features to be included in the Request for Proposal (RfP) for the new ITS system. Further, these recommendations have been incorporated into the typical RfP template followed by Indian PTAs operating/ managing buses and is enclosed with this report.
The key items recommended to be included in ITS RfPs to enhance their effectiveness are listed below. Additional details of contractual specifications to be included against each of these items are provided in the model RfP document released along with this guideline.

13. Service Level Agreements (SLAs)
a. Availability
• Measuring system availability as a percentage of a 24-hour day is no longer relevant.
• Establish when is the service required (business hours). The requirement is for 100% availability during business hours.
b. Performance
• Incidents
o Incidents should first be classified on a priority basis.
o Most contracts now have definitions of high (Priority 1 (P1)), medium (P2), and low (P3) priority incidents.
o The priorities are linked to three time-based indicators: Response time, Recovery time and Resolution time.
o Critical P1 incidents will have a response time measured in minutes and a recovery time of typically less than two hours, whereas for a minor (P3) incident, the response time may still be short, but the resolution time is a working day or more.
o Resolution times are very application-specific and are usually set during RfP development, in consultation with the potential suppliers.
• Latency/ speed of specific transactions
o The system should avoid delay in financial transactions in the AFCS, real-time transactions describing the bus position, ETA estimates being sent to customer devices and similar sensitive transactions
• Speed of business processes
o All ITS data need to be processed, validated, and submitted before the deadline, and these requirements need to be handed down to suppliers for any critical services in the ecosystem
c. Quality
• ETA accuracy: Suppliers to held accountable for the accuracy of the estimate based on when the estimate was calculated.
minutes
• Vehicle location accuracy: Accuracy of +15-20 metres is usually sufficient for punctuality, ETA calculation, and arrival/departure measurement, and suppliers should be able to meet this level of quality for 97–100% of all reported figures.
d. Payment Systems
• No transaction data to be lost: It is probably best to specify this as an ‘audit’ measured SLA, where validation of the total number and value of all transactions for a vehicle, trip, route, or depot is done on a spot-check basis and compared with the data reported by the system.
14. Data standards, interoperability
a. Open data standards and interfaces
• All data standards and interfaces shall be based on open and industry-standard protocols
b. Data standards proposed
• Service schedule and real-time information: General Transit Feed Specification (GTFS) Static – Routes, stops, schedules, calendars; GTFS-Real Time (GTFS-RT) – Vehicle positions, trip updates, service alerts
• Operations and Performance: Transit Operations Data Standards (TODS); GTFS-RIDE –Ridership and passenger counts

15. Key Performance Indicator (KPI) reports from MIS and BI dashboards
a. The ITS systems shall produce KPI reports that provide Management Information Systems (MIS) reports covering the operational and financial performance of individual buses, routes, crew etc. Traditional ITS solutions generate several reports towards this objective.
b. Additionally, KPIs which provide insights on service improvement and performance efficiency at the depot, route and network level also need to be specified by the PTA. The following table provides a few reference KPIs that PTAs may consider including in the RfP.
c. The ITS system shall generate these KPIs in MIS formats as well as BI dashboards that can be used to analyse KPI trends for service improvements

• The ITS system may be cloud-hosted by the SI or hosted on pre-existing cloud or data centre of the PTA-if available at cheaper rates. In case state-owned data centres are available to the PTA for free or at a limited cost, those may also be preferred.
