SULLIVAN BOCES BEGINS SEARCH FOR NEXT DISTRICT SUPERINTENDENT FOLLOWING COMPREHENSIVE
ORGANIZATIONAL STUDY
Following the retirement of District Superintendent Dr. Robert M. Dufour at the end of December, Sullivan BOCES entered a state-required review process before beginning the search for its next educational leader
Under Section 2201 of the New York State Education Law, whenever a vacancy occurs in the Office of a District Superintendent, the Commissioner of Education must determine whether redistricting or reorganization is advisable to better serve the educational needs of the region As part of this process, Commissioner Betty A Rosa requested that Sullivan BOCES commission an independent study to assess the organization's current structure and service capacity before commencing a superintendent search
The comprehensive Organizational Study and Operational Analysis was conducted by White and Partners, LLC and evaluated Sullivan BOCES' organizational structure, service capacity, administrative functions, and physical space The collaborative process included input from component school districts, faculty, staff, community partners, and other stakeholders, ensuring that a wide range of perspectives helped inform the final report. The completed study was submitted to the New York State Education Department by the required June 30, 2026 deadline
Following Dr Dufour’s retirement, Interim District Superintendent Michael Rullo provided leadership and oversight while the organizational study was completed and reviewed by the New York State Education Department.
Following its review of the study and recommendations, the New York State Education Department has officially authorized Sullivan BOCES to proceed with the search for its next District Superintendent The Board of Education anticipates the successful candidate will begin on or before January 1, 2027.
Sullivan BOCES is partnering with Broome-Tioga BOCES District Superintendent Dr Rebecca Stone to conduct a confidential search The recruitment process will build upon the feedback gathered throughout the Organizational Study and Operational Analysis to identify an innovative, collaborative, and visionary leader who will strengthen partnerships with component school districts, expand opportunities for students, and guide Sullivan BOCES into the future

On June 10, Sullivan BOCES proudly celebrated the accomplishments of 12 kindergarten students during its Kindergarten Graduation ceremony held at the Rubin Pollack Education Center Family members and staff gathered to celebrate the achievements of these little learners as they completed their first full year of school.
Dressed in caps, the graduates proudly received their diplomas, marking their transition from kindergarten to first grade
The event highlighted not only the students' academic progress but also the friendships, confidence, and skills they developed throughout the year Staff members praised the students for their perseverance, positive attitudes, and enthusiasm for learning
“This is such a special day for our youngest students. Over the past several months, they have learned new skills, built friendships, gained confidence, and grown in so many ways, ” said Barbara Utter, Principal of the Elementary Program “Their hard work and enthusiasm have prepared them for the exciting journey ahead as they move on to first grade We are so proud of each and every one of them and grateful to the families and staff who helped support their journey ”

STUDENTS SAY GOODBYE TO ELEMENTARY SCHOOL AND HELLO TO MIDDLE SCHOOL
On June 10, the Elementary Program at Sullivan BOCES held a Stepping Up Ceremony for eleven sixth-grade students transitioning to the middle school program at the Rubin Pollack Education Center Families, students, staff, and administrators gathered to celebrate this important milestone
During the ceremony, students were recognized for completing their elementary school experience and taking the next step into middle school. Ms. Barbara Utter, Principal of the Elementary Program, shared words of encouragement and pride as she presented students with certificates and personalized items that reflected each student’s strengths
“Today marks the end of your elementary school journey and the beginning of an exciting new chapter,” said Utter “As you move on to middle school, continue to be curious, work hard, and believe in yourselves. We are incredibly proud of all you have accomplished and excited to see what the future holds for each of you. ”

GRADUATES REFLECT ON GROWTH, PERSEVERANCE, AND POSSIBILITY
Sullivan BOCES celebrated the achievements of 35 students in the Special Education and Alternative Education programs during a graduation ceremony held on June 25 Family members, friends, educators, and staff gathered to recognize the graduates' hard work, perseverance, accomplishments, and the goals they achieved on their journey to this important milestone
The keynote speaker was Sullivan County Court Judge James Farrell. Judge Farrell spoke from the heart as he congratulated the graduates on their accomplishments and expressed how honored he was to speak at the ceremony He acknowledged the challenges many students had overcome and recognized the determination and resilience that brought them to this moment Judge Farrell encouraged graduates to always be honest in their dealings with others, keep their word, and follow through on their commitments. He reminded them to always strive to do their best and, when they experience setbacks as everyone does not to give up
He also shared a lesson from a graduation speech delivered by a Navy SEAL admiral that has stayed with him over the years. The admiral said, "If you want to change the world, start off by making your bed If you make your bed every morning, you will have accomplished the first task of your day It will give you a small sense of pride and encourage you to do another task, and another, and another And by the end of the day, that one task completed at the beginning will have turned into many completed tasks. Making your bed will also reinforce the fact that the little things in life matter. If you can't do the little things right, you'll never be able to do the big things right And if by chance you have a miserable day, you'll come home to a bed you made And a made bed will give you the encouragement that tomorrow will be better "
Judge Farrell concluded with a quote from Winston Churchill: "'Success is not final, failure is not final. It's the courage to continue that counts.' Each of you should be proud of your accomplishments. I wish you all the best in whatever you choose to do," said Farrell

"When I first came to BOCES, I was struggling both behaviorally and academically In a traditional school setting, I often felt like I was falling behind or being misunderstood Through BOCES, I found the structure, consistency, and individualized support needed to grow academically, socially, and personally Staff members worked alongside me to develop important skills, including managing emotions, taking responsibility, and staying engaged in learning even when challenges arose. This kind of growth doesn't happen simply because of a classroom," said Bonilla. "It happens when students are understood, supported, and challenged in the right ways "
"BOCES is not a last resort It is a resource," Bonilla said "It is an investment in students who need a different approach in order to succeed I have grown in so many ways that I didn't think were possible. I've learned how to manage myself, how to take my education seriously, and how to believe in my own potential."

FORTY-NINE CAREER & TECH STUDENTS INDUCTED INTO THE NATIONAL TECHNICAL HONOR SOCIETY
The Career and Technical Education Center at Sullivan BOCES proudly inducted forty-nine students into the National Technical Honor Society (NTHS), marking a significant achievement for students enrolled in Career and Technical Education (CTE) programs
The evening began with Jeffrey Molusky, Executive Principal of the Career & Tech Center at Sullivan BOCES, welcoming attendees and recognizing the remarkable accomplishments of the honored students
Last year ’ s inductees, Isabela Rosario (Eldred CSD), Aliya Anderson (Rockland CSD), Brooke Bull (Liberty CSD), Jayleen Molina (Monticello CSD), and Taliah Aguayo (Rockland CSD) spoke about the importance of the National Technical Honor Society They highlighted its seven pillars leadership, scholarship, skills, honesty, citizenship, service, and responsibility and explained its key elements, including its purpose, colors, emblem, insignia, and slogan
Jeffrey Molusky, who also serves as an NTHS Advisor, concluded the ceremony by congratulating the inductees on their hard work and dedication “This is an honor that you will carry with you throughout your education and career ”

CTE GRADUATES ENCOURAGED TO LEAD WITH SKILLS, CHARACTER,
AND PURPOSE
Sullivan BOCES celebrated the accomplishments of 370 Career & Technical Education (CTE) students during its CTE Recognition Ceremony, recognizing the hard work, dedication, and achievements of the Class of 2026.
The evening celebrated more than the technical skills students developed, the certifications they earned, and the career opportunities that lie ahead Executive Principal Jeffrey Molusky encouraged graduates to carry forward the lessons they learned during their time at Sullivan BOCES the importance of showing up, continuing to learn, building character, and recognizing the impact their work can have on others.
“Being successful isn’t just about talent,” said Molusky “It’s about being dependable, being prepared, following through, and doing what you said you were going to do Remember that reliability and accountability are qualities that will continue to open doors Integrity, respect, and accountability will help you build a strong reputation Ultimately, it’s your character that defines your reputation.”
Graduates were also reminded that learning does not end with graduation As industries continue to evolve, their willingness to stay curious, ask questions, and continue developing their skills will help them succeed They were encouraged to embrace new challenges and continue learning from those around them
Gavin Storms, a Fallsburg Central School District graduate, CoPresident of SkillsUSA, and Welding Program graduate, was the student speaker. Storms reflected on his journey from being uncertain about joining BOCES to recognizing it as one of the best decisions he has made
“When I first decided to join BOCES, I was honestly hesitant,” said Storms “It was something completely new to me, and I wasn’t sure if it was the right decision But looking back now, I can confidently say that joining BOCES was one of the best decisions I’ve made.”
Storms shared how his experience in the Welding Program pushed him outside of his comfort zone, helped him build relationships, and gave him opportunities to grow as both a student and a leader He also reflected on representing Sullivan BOCES at the New York State SkillsUSA competitions, where he gained valuable experience and created lasting memories
Drawing a comparison between welding and the experiences of all CTE students, Storms explained that students were challenged to adapt, solve problems, and perform in real-world environments
“We didn’t just learn a trade; we learned how to show up, handle the stress, and get the job done,” said Storms. “The real value of BOCES isn’t just the certificates we ’ re taking home it’s the fact that we now know how to handle the heat when things get difficult ”
As the graduates begin the next chapter of their lives, they leave Sullivan BOCES with more than career-ready skills. They leave with confidence, resilience, friendships, and experiences that will continue to guide them
“Keep showing up. Keep learning. Lead with character. And never underestimate the impact you can have on the people and communities around you, ” said Molusky
The Sullivan BOCES Class of 2026 has proven that the future is built by skilled individuals who are prepared to make a difference Whether they care for patients, build homes, repair vehicles, create businesses, prepare meals, design solutions, or serve their communities, each graduate has the opportunity to make a lasting impact.
