1. Looking back on this year, what project are you most proud of, and what made it particularly impactful for Sugar Land?

Elizabeth Huff: This year, I’m most proud of the successful launch of Plug and Play in Sugar Land. This milestone reflects the city’s growth, innovation, and adaptability. It sends a strong message to startups that Sugar Land is a supportive, forward-thinking environment eager to nurture new businesses and lead in innovation.

Devon Rodriguez: Last year, the FUN Grant, formerly the Joint CIP Program, was retooled, inspiring $1.1M in applications—matching 20 years of prior projects. In Year 2 of Great Homes, policy changes and a new guide cut reimbursement fail rates to 6.6%, showcasing the department’s dedication to improvement and innovation

Devon Rodriguez: Residents have shown genuine enthusiasm for the Great Homes program. Now in its second year, over 100 home exteriors have been upgraded, driving nearly $4 million in improvements. These upgrades enhance Sugar Land’s appeal and help maintain its housing stock’s competitive edge, ensuring it remains an exceptional place to live.

3. What are the top priorities for the Office of Economic Development/ Department of Redevelopment in the coming year, and how will these shape Sugar Land’s economic landscape?

Elizabeth Huff: A standout success this year was the honey partnership launch, positively impacting local businesses and reinforcing our commitment to small businesses.

Additionally, we’ll work on securing key conventions, establishing signature events to boost tourism, and continuing to grow our social media and brand presence while refining our storytelling strategy through focused public relations efforts. By supporting local businesses and embracing new opportunities, we’ll strengthen Sugar Land’s economy, improve residents’ quality of life, and set an example for others.

Elizabeth Huff: For the Office of Economic Development and Tourism, 2024 has been a period of significant growth and change. Key initiatives like the successful launch of Plug and Play highlight our commitment to innovation, attracting new business, and fostering economic growth. These efforts have set the foundation for a brighter future.

CONSTELLATION FIELD Home of the 2024 Triple-A National Championship and the 2024 Pacific Coast League Championship

The sold-out J.J. Watt Charity Classic at Sugar Land’s Constellation Field boosted the local economy through ticket sales and business engagement. Visit Sugar Land sponsored the fireworks and a meet-and-greet with former Texans players and five Fort Bend ISD student athletes. The event highlighted J.J. Watt’s connection to the community, supporting youth sports and local spirit.

TALYARD BREWING COMPANY Talyard Brewing Company opened in September 2024 near Constellation Field, becoming the newest attraction in Sugar Land and offering a vibrant gathering spot for baseball game visitors attending Sugar Land Space Cowboys games, as well as a welcoming destination for residents.

BREW CITY KICKOFF Sugar Land proudly celebrated its designation as a Brew City Destination by the Texas Craft Brewers Guild, partnering with Saint Arnold Brewing Company and Texas Leaguer, both of whom are already participants in the program. This collaboration featured pop-up events at all three breweries, showcasing the vibrant partnership between our city and Houston's craft beer scene.

SL4B FUN GRANT As of October 2024, three capital improvement projects have been completed through the Sugar Land 4B Corporation’s Fostering Unique Neighborhoods (F.U.N) Grant, totaling approximately

$288,614 in new capital investment.

Project highlights include new esplanade walkways from Sugar Creek Homeowners Association as well as a specialized playground intended for kids aged 13 and older.

MAY 2 02 4: Zoning Amendments Approved for Lake Pointe District Updates allow for on-street parking adjustments, new residential garage layouts, and more to support a dense, mixed-use pedestrian-oriented development.

C U RR E N T STATUS Due to current market and financial realities, the land is no longer under contract. The redevelopment of Lake Pointe, the Fluor campus, remains a priority for the City.

Great Homes

he Great Homes Program in Sugar Land empowers residents to collaborate with the city in preserving and enhancing single-family housing and neighborhoods. It offers incentives for homeowners, including the Great Homes Design Program, which provides creative exterior home designs at an exclusive cost, and the Great Homes Update Program, which encourages the rehabilitation and refurbishment of residential properties.

Within two years, Great Homes has seen over 243 home improvement projects completed, totaling over $3.8 million in new residential improvements throughout Sugar Land.

THE IMPERIAL BLVD. SIDEWALK ENHANCEMENT

T

he Imperial Blvd. Sidewalk Enhancement project aims to enhance the area around Constellation Field by including new sidewalks along Imperial Blvd. for better pedestrian and cyclist access. The project focuses on upgrading infrastructure to support growth in the Imperial Regional Activity Center (RAC) and new businesses like, Talyard Brewing Co. The infrastructure improvement seeks to attract visitors, foster community engagement, create a vibrant and accessible environment for all, and align with the vision for the RAC.

In 2023, the City purchased Lot C (6.88 acres) near Constellation Field due to the need for additional parking during sold out games and events.

Infrastructure improvements will support new businesses, like Talyard Brewing Co., driving visitor engagement and community activation around the Imperial Regional Activity Center (RAC).

COMMERCIAL REVITALIZATION GRANT Approved in September 2024.

The Sugar Land 4B Corporation has launched a new grant program to incentivize commercial revitalization in the city. The SL4B Commercial Revitalization Grant is a reimbursement program aimed at stimulating redevelopment, reinvestment, and aesthetic improvements in aging retail properties and commercial centers. This pilot program will create vibrant activity centers by promoting attractive public spaces, renovated storefronts, and pedestrian-friendly environments.

A budget of $500,000 is allocated for FY25, offering a reimbursement grant for up to 20% of eligible project costs

I

n May 2024, the SL4B Corporation approved Resolution No. SL4B-R-24-17, endorsing a series of Parks and Recreation projects aimed at enhancing community well-being. Strategically selected based on location, community needs, and feasibility, these initiatives will promote fitness and outdoor activities, support physical and mental health, and improve residents' quality of life. The amount funded was $775,000 from SL4B'S Reserve for Opportunities and included: Cardio Room Build Out at Imperial Park Recreation Center, including equipment, indoor and outdoor installation.

EVENTS AT THE CROWN FESTIVAL PARK SWEET B EATS + JAZZ FEST Sugar Land's Sweet Beats and Jazz Fest, produced by Spectrum Concessions in partnership with Visit Sugar Land, were remarkable showcases of musical talent featuring Grammy Award winners Boney James and Robert Glasper, who captivated audiences with their exceptional performances. With multiple Grammy nominations and accolades, these artists brought their renowned styles to the stage, creating an electric atmosphere filled with a variety of local acts, delicious food, and engaging activities. he Velosolutions Pump Track Qualifier at the Sugar Land Pump Track was an exciting event and the only qualifier held in the U.S. Produced in partnership with Sugar Land Parks and Recreation, it brought together riders of all ages to showcase their skills on our city’s state-of-theart facility. The event activated the pump track, highlighting its potential as a premier destination for biking enthusiasts while fostering community engagement and promoting an active lifestyle.

SUGAR LAND TOWN SQUARE BAZ A AR Food and Wine Festival highlights Houston and Sugar Land’s diversity representing a variety of cultures from Vietnamese and Indian, to West African and local Texas BBQ. The event featured over 30 Houston restaurants including James Beard Award winner Paul Qui (East Side King), Top Chef finalist Dawn Burrell, and star Mexican chef, Luis Robledo Richards (Comalito).

A SWEET PARTNERSHIP

T

he Sugar Land Regional Airport (KSGR) is dedicated to sustainability through its partnership with the Fort Bend Beekeepers Association and SweetNes Honey Apiaries & Beetique. This collaboration utilizes unused land to relocate bees, creating a thriving sanctuary for pollinators and demonstrating environmental responsibility.

After a year of hard work, nearly 400 hives produced over 40 pounds of delicious honey, now available at HEB Riverpark and Sugar Land Market locations. This initiative, in partnership with Visit Sugar Land, promotes this sweet creation while reinforcing the commitment to a sustainable community.

ugar Land has also welcomed several exciting new businesses and restaurants, including Houston favorites like Little Woodrow's and Day 6 Coffee Co., a Black-owned coffee bar founded by two brothers that quickly expanded with a successful second location after thriving in Downtown Houston. Additionally, the new Japanese coffee shop, Kohiko, offers drinks crafted by champion latte artist Nicolas Tanaka. These sweet additions enhance the local dining and entertainment scene, providing residents and visitors with a diverse range of options to enjoy while contributing to the City's vibrant community.

CLS, a leading provider of right-of-way and land services since 1985, supports industries such as utilities, public infrastructure, renewable energy, rail, pipeline, and telecommunications. This project (also known as Project Beacon) ensures the continued presence of one of the nation’s largest independent companies in its field within Sugar Land.

New Accelerator Program, Plug and Play in Sugar Land

F

ounded in 2006, Plug and Play is an accelerator program with more than 60 locations worldwide. Ranked the world’s most active investor by Pitchbook, Plug and Play accelerated more than 2,700 startups in 2023. The company has more than 550 corporate partners including Walmart, ExxonMobil, Shell, AstraZeneca, and more.

Plug and Play have also worked with other EDCs in Texas including Cedar Park, McKinney, and Frisco.

Plug and Play, the world’s leading innovation platform, announced the opening of its new flagship Houston-Metro location in Sugar Land, Texas, at the 2024 Summit in Silicon Valley. The Sugar Land Plug and Play will have a Smart Cities vertical. This vertical will focus on industries and sectors such as energy, mobility, health, and more.

Facilitated by the the Sugar Land Office of Economic Development and Tourism (SLOEDT), this marks Plug and Play’s fourth Texas location, highlighting their commitment to regional innovation. The Sugar Land Development Corporation (SLDC) approved a three-year, $4.5 million agreement with Plug and Play, whose Sugar Land location is set to launch in March 2025.

In 2023, the Department of Redevelopment was created to support the City’s redevelopment
