Stafford’s profile rising along with notoriety When someone mentions Fort Bend County, the mind typically goes to Sugar Land, Missouri City, Richmond or Rosenberg. At least, it has for me for the majority of my life.

After writing this month’s cover story, however, it’s a wonder how the city of Stafford bypassed my conscious for the past 27 years.

In speaking with Mayor Leonard Scarcella, who is celebrating 50 years in office in 2019, I was treated to a firsthand account of the city’s evolution over his five decades in office. It was through his eyes, not only as the longest-serving U.S. mayor, but as a lifelong resident of Stafford.

He spoke of the city being largely agricultural, with cotton and okra patches taking up the land, when he first took over, and how it has transformed into a business hub that now hosts thousands of businesses. He mentioned overseeing the growth of the city’s workforce from a singular full-time employee – the police chief – into the bustling force it is today.

What’s more, the city is home to some particularly

distinctive achievements that have garnered national attention for the small town of about 20,000.

In 1977, there was the creation of the Stafford Municipal School District – the only municipal school district in the state of Texas out of about 300 that have attempted to break away. Then in 1995, the monumental elimination of the city’s property taxes came into effect, and continues to this day.

Locally, the building and expansion of U.S. Highway 59, the extensive widening of FM 1092 and the construction of major highway improvements to Highway 90 running through town are just a few of the major infrastructure improvements that have been ushered in over the last five decades.

It’s a team effort. And along with a host of staff and advisors, Scarcella has helped oversee a massive overhaul of the city that, in this writer’s opinion, should make Stafford one of the more talked-about towns in Fort Bend County.

SUGAR LAND MUSEUM BRINGING NEW EDGE TO CHILD EDUCATION

Instead, they’ll find new-and-improved exhibits brimming with information overloads.

The Houston Museum of Natural Science’s Sugar Land campus opened its newest display, the Hall of Technology, Nov. 8 on the first floor of the museum. Born out of a 2016 brainstorming session, HMNS Sugar Land Director and Chief Development Officer Adrienne Barker said the museum was desperately searching for ways to modernize the trips for residents after nearly a decade of offering the same old museum experience.

coming back year after year and be excited by seeing the same old thing,” she said. “We knew it was time to freshen up and bring in some new ideas.”

of each field while simultaneously digging deeper into what they knew and what they thought they knew.

According to Barker, that’s the whole point.

“As a museum, we want people to come in and see things and be intrigued to learn more about them,” she said. “Maybe we don’t have every single thing, but we’re hoping kids come in here and see something that makes them go, ‘Wow, I should dive deeper into this.’”

On one side, life sciences has been replaced with a chemistry wing – including an interactive peri-odic table of elements and hands-on activities where kids can design atomic elements with their own two hands – as well as interactive demonstrations of various types of energy seen in the world. “(Chemistry) is a huge building block for all sciences and everything that we’re a part of,” Barker said. “Kids don’t usually get exposure to chemistry until high school, so we liked the idea of intro-ducing basic chemistry concepts. Not many others places, even museums, have chemistry exhibits.”

But to drive past one of the main intersections in Stafford on Nov. 22, one might have thought as much.

California-based In-N-Out Burger officially opened the doors of its two newest locations – the first two in the Greater Houston region – that Friday.

One is at The Grid in Stafford at 12611 S Kirkwood Rd., and the other is in Katy.

The response in Stafford was unlike anything the owners could have hoped for.

“It’s so humbling to see the customers come and visit us like they are today,” In-N-Out Assistant Vice President of Operations George Charlesworth said as more customers poured in. “They’re obviously excited that we’re here, and we’re excited to be in Stafford. We’re very blessed.”

Resident reaction in the days leading up to the opening echoed that sentiment.

“I went to a high school down the street from the OG In-N-Out! Feels like coming home,” Veronica Weizenecker wrote in response to a Facebook post advertising the opening.

Added Fernanda Uribe, “We moved to Houston from California four years ago. Now there’s no way we’re moving back.”

Even though the restaurant did not officially open to the public until 9 a.m., Charlesworth said there were people lining up outside the front doors by 4 a.m.

“They’ve been thanking us and telling us they wish we would’ve been here sooner, but they’re glad we’re here now,” he said. “We just appreciate that they’re taking time to visit us and they’re being patient with us today.”

Family Owned and Operated in Fort Bend County

Since 1951 Chuck Charlton of Charlton Auto Body in Stafford understands customers and treats them like family.

The foundation for the success of Charlton Auto Body has always been focused on the customer, and it’s been that way for three generations.

“My grandfather, E.C. Charlton, moved to Stafford in 1950, and opened up the business in 1951, and later named the company Charlton’s Garage and Auto Sales. In 1970 my dad, Johnny Mack, took over the company. When he retired in 1982, I took over,” Charlton said.

Chuck kept the same phone number and business name, and built “Charlton Auto Body into what it is today.”

It’s been 24 years in a very active auto business focusing on collision and insurance work.

“If you wreck your car, that’s the kinda work we do – fix any damage. We’ve repaired them clear up to the value of the cars, so we’ve seen it all. And we work on all vehicles,” he said.

As a successful small businessman in Stafford, Charlton is firmly established in the industry, yet has no plans for expanding the business.

“I like to keep the business small so I can keep an eye on all aspects of the company,” he said.

Charlton is candid about car tips after

a collision.

“Number one, insurance companies try and get you to go to shops that work for them. I tell everybody you don’t have to work with shops that work with insurance companies. Most are so big, and they don’t have the hands-on experience we have here at Charlton’s. I tell people you have the right to choose the body shop of your choice. We have a great customer data base and a lot of customers, and most of our work is word of mouth,” he said.

He stays away from cars during the weekend, but talks to customers over the phone if they need him. After discussing any damage issues, Charlton said, “I really don’t recommend customers take the car to the storage lot. Tow it to the house and I’ll get it out the next morning.”

Not a tinkerer of cars in his spare time, Charlton does like his trips to Mexico. It’s one of his favorite fast vacation getaways.

“We can get there in two hours,” he said.

He’s happy to note that customer satisfaction is the key to success of the family business of Charlton’s Auto Body.

“Our customers are not just a name and a number here, you know. We become friends with them, too,” he said.

“Bring your car to Charlton’s. Where you’re treated as family and not just another customer,” he said.

SCARCELLA, HISTORY MAKE STAFFORD SHINING STAR COVER STORY

When Mayor Leonard Scarcella took office 50 years ago, he said Stafford was not much more than agricultural fields, cotton and okra patches.

In the years since, with the help of a city staff that has grown from one fulltime employee to more than a hundred, he has helped oversee the area’s transformation into a thriving city on many fronts that would likely bring out an envious streak in many city leaders.

“It’s been a phenomenal growth story (for this city),” he said.

Among the most notable achievements that have gained widespread state and national attention is the creation of the Stafford Municipal School District in 1977, a breakaway school district from Fort Bend ISD and Houston ISD that gained an order of implementation in 1981 from the Fifth Circuit Court of Appeals in New Orleans

after six years of litigation – the only such order sanctioning a breakaway school district ever issued by the federal courts.

SMSD consists of about 3,400 students and stands as the only municipal school district in Texas among 300 or so that have tried according to Scarcella – a point in which he takes special pride.

Yet another seminal moment in the city’s history occurred in 1995 with the elimination of the city’s property tax, which endures to this day. Scarcella noted it has allowed citizens to make lower home mortgage payments and has enticed many businesses to locate in the city and allowed the city to pursue a “pay-as-we-go” policy.

Finally, the city eventually moved a railroad – the first one in Texas and one that had been in place since 1853 – after about 60 meetings with Union Pacific Railroad and TxDOT in order to build underpasses for emergency vehicles and create a quiet zone

through town in 2006.

“We’ve done things (so far) and accomplished things in Stafford that others would not even dare to dream of,” Scarcella said.

Driving the story, he said, have been several factors, including the city’s philosophy on how it wanted to brand itself. Many areas around them today, he said, are approximately 70 percent residential and 30 percent commercial.

And though it works for them, he said Stafford is the opposite. And it’s thriving.

“We had one approach that was very different from everyone else around this area. We believed in commerce (as a driving force), whereas everyone else wanted to talk about being a city of homes or residential areas,” he

With thousands of businesses and tens of thousands of employees ranging from independent businesses to The Fountains in Stafford and the more recent Grid development, Stafford’s business community generates the resources for the city to function how it does today. The citizens of Stafford benefit directly in everything from lower taxes to elevated services as a result of a strong, and in many instances, sophisticated business climate.

“It’s been a very dynamic and interesting growth. Not everybody is necessarily enamored with it, but we’ve tried to take a position,” Scarcella said.

“We don’t want to do it just because somebody else does it – in fact, that’s more reason to not do it.”

The city has also seen many infrastructure additions over the past five decades. Leading the charge are projects such as the building and expansion of U.S. Highway 59, the extensive widening of F.M. 1092 and the construction of major highway improvements to U.S. 90 A encompassing an elaborate landscaping enhancements

program through the heart of town, including two underpasses.

Several public buildings, including a revamped City Hall, a police and fire station public safety complex, and a civic center have been constructed. One of the crown jewels is the Stafford Centre, which serves dual purposes as both an upscale entertainment venue that has hosted many premiere performances as well as a convention center.

However, Scarcella said the growth he and his staff have overseen wouldn’t be possible without the people populating the city of Stafford. After all, it’s for them that government serves, and it’s a population that has evolved over time as well. From a mostly Anglo population, with a smattering of Hispanics and African-Americans when it was incorporated, the city has seen an evolution of diversity in race, color and creed.

Based on the most recent census, the city’s population was 25.5 percent Anglo, 25 percent African American, 24 percent Hispanic and 22 percent Asian and more of Indian, Vietnamese, Korean, Chinese, Filipino and other ethnic backgrounds as time has passed.

Scarcella believes that melting pot of

cultures and personalities is what gives Stafford one of its greatest strengths and will help it continue to evolve as time passes.

“If you can get all the people from the different cultures and creeds working, playing and praying together, it gives us a strength there that you don’t necessarily have many other places,” he said.

What’s most impressive though, according to Scarcella, is the way in which citizens from those diverse backgrounds co-exist together in harmony.

“When you get all the philosophies, thought processes and goals in one place, it’s that which becomes most prevalent – that’s something I believe fervently in,” he said.

As the city moves forward into the future, Scarcella was thankful for the time he’s had in overseeing Stafford’s transformation into a shining star in Fort Bend County, and believes the best remains yet to come.

“It’s been a long, storied and fascinating history that we’ve had,” he said. “I’m proud the people of Stafford have given me the opportunity to lead the city for 50 years.”

Powerful Tools for Caregivers® is an educational program offered at Houston Methodist Sugar Land Hospital. The free six-week course will begin Tuesday, Jan. 21 and run through Feb. 25 each Tuesday from 3-4:30 p.m. in the Brazos Pavilion Chapel on the first floor at Houston Methodist Sugar Land.

Each week, the class will focus on different tools that help guide caregivers through the caregiving journey.

Caregivers will learn about setting goals, staying motivated and dealing with feelings of anger, guilt and depression, building confidence and the ability to cope with the demands of caregiving.

“This is just an amazing upgrade.

I’m thrilled, because it’s much more interactive, and (Finn) is so excited to see all the new activities,” Kelly Furgiuele said. “This is much more fun for all the little ones out here in Sugar Land.”

Across the room, the earth sciences wing has given way to educational exhibits on geology as well as salt (sodium) and its uses – the unifying element behind all four exhibits. Barker said the idea was a natural fit for the museum given its location, with a salt dome barely one mile from the museum in the Avalon neighborhoods. She said the original Stephen F. Austin settlement in Fort Bend County was near a salt dome at Blue Ridge, just east of the Fort Bend County Toll Road close to McHard Road. There is also a working salt mine northwest of Sugar Land near Hockley.

Part of the exhibit will be learning about how salt dunes are formed and their uses, such as their small role in the creation of cell phones.

“A lot of people don’t think about salt even though it’s a basic component of everything around us,” Barker said.

wanted to bring it to light and share it as a new thing to discover and explore.”

In the end, whether it occurs now or a few years down the road, Barker said the museum believes in planting a seed for young residents as opposed to shoving the knowledge down their throats. She said the museum believes the seed can spark something much greater – the desire to explore.

“We’re really hoping people will come in and see something that sparks interest and gives rele-vance to things that they’ll see later. Or maybe it’s just entertaining and fun to see something they didn’t know,” she said. “We don’t expect everyone to be hugely educated on every single thing there is to know, but we hope to spark that interest.”
