Walking the Greenbelt with Laura Richards

Carrollton’s Greenbelt is the largest paved loop trail in the state of Georgia

story and photo by Wayne Reynolds While touring with Vermont Bicycle as a guide in Europe, Laura Richards had a vision. She found, while in Europe, that bike trails didn’t compete with cars and trucks by having their own trails, enhancing the safety for both bicyclists and car riders. She brought that vision back to Carrollton, Georgia.

In 2011, that vision came to fruition. Richards formed the Friends of Carrollton Greenbelt LLC to begin the journey of building a green belt in the City of Carrollton for pedestrians and non-motorized vehicles. In 2017, that vision came to culmination with the final stage of the 18 mile loop. It is the largest paved loop trail in the state of Georgia.

“The City of Carrollton had a 30 year plan, we had a five year plan,” Laura exclaims. “Due to the determination of local residents, companies, and the city, we reached our goal of completing this paved 18 mile, 10 to 12 feet wide path.”

Laura spoke at the Carrollton Kiwanis Club noon luncheon Friday, July 30th giving members updated information along with a slide presentation. A native of Carrollton, Laura is founder and the award-winning chair of the Friends of Carrollton GreenBelt. Chamber hosts special event to honor Daniel Jackson, CEO and president, chamber/Carroll Tomorrow on his retirement On the afternoon of Tuesday, July 13, 2021, the Carroll County Chamber of Commerce hosted a retirement reception honoring Daniel Jackson, who retired in March. It was standing room only at the chamber’s office on Northside Drive, as several area notables spoke to the crowded room (and those standing in an adjoining hallway) on Jackson’s record that spanned two decades.

He was president and CEO of the Carroll County Chamber of Commerce and Carroll Tomorrow.

During his watch, some of the county’s largest employers located in the area.

He also assisted in the opening of The Burson Center, one of the state’s first small business incubators.

“We are extremely pleased with the pace of construction and the way the campus is shaping up,” WGTC President Dr. Julie Post said.

“The weather earlier this year helped us out, and now with the roofs on and windows going in, the rain doesn’t affect them as much.”

Academic labs and classrooms spaces were planned with the help of current Carroll Campus faculty, Vice President of Academic Affairs Dr. Kristen Douglas said, and they are anxious to see their new space. “With interior walls going up, we are now getting to the point where these spaces we envisioned and put on paper are really coming to life,” she said. “We have worked to make sure we are providing state-of-the-art instruction, and unlike some of the redesigned or modified space we use now, these new classrooms and labs are specifically designed and equipped to support the latest and best technical instruction from the start.”

Governor Kemp breaks fundraising record in second quarter: $3.9M The Kemp for Governor campaign announced that following the development of a grassroots network across all Georgia counties the campaign raised a record-breaking $3.9 million in the second quarter of 2021 as they gear up for the 2022 election cycle, with $12 million total now raised for the cycle.

Donations have come from donors throughout 150 counties in Georgia.

USDA CoVID cash available to timber harvesters and haulers: up to $125,000 The Pandemic Assistance for Timber Harvesters and Haulers (PATHH) will provide relief to timber harvesting and timber hauling businesses that experienced losses due to COVID-19.

Timber harvesting and hauling businesses that have experienced a gross revenue loss of at least 10% during the period of Jan. 1 and Dec. 1, 2020, compared to the period of Jan. 1 and Dec. 1, 2019, are encouraged to apply.

The maximum amount that a person or legal entity may receive directly is $125,000.

Interested parties can apply for assistance through the Farm Service Agency (FSA) July 22, 2021 through October 15, 2021.

fund since it was a one-time gift.

Katherine “Trinka” Davis Rynne Fund: Grants totaling $27,000 were made from the Katherine “Trinka” Davis Rynne Fund to five local organizations: American Legion Post 143, Carrollton Senior Center, City of Temple/ Temple Senior Center, Impact International (Impact West Georgia) and Waypoint Ranch.

The fund, which was established in 2009, is a legacy to both honor the life work of Ms. Davis and provide permanent funding to assist local veterans and their families. Grants from the fund are made annually through a competitive grant application process. Since the first grants were issued in 2011 a total of $387,293 has been issued to local organizations benefitting veterans.

Church Improvement Fund: The Church Improvement Fund issued grants totaling $49,609 to four local churches: Moore’s Chapel United Methodist, Mt. Lowell Baptist Church, New Canaan Baptist Church of Temple and Piney Grove Baptist Church.

With an initial endowment of $300,000, the Church Improvement Fund provides grants for capital improvements to churches that primarily serve African American communities in Carroll County. Funding priorities are primarily for brick-and-mortar projects that will improve the physical condition of churches and help them better serve their congregations and the community.

Applications for grants from the fund are accepted annually from churches that have been in existence at least 10 years.

Applications are evaluated on demonstrated need, including plans, cost estimates, community service, etc., as well as financial stability of the church. A match of 25 percent is required, with the applicant church responsible for 25 percent of the project costs and the fund providing 75 percent. Priority is given to churches that have limited ability to raise funds above normal operating costs.

Department of Driver Services (DDS) Commissioner Spencer R. Moore urges customers to be aware of third-party websites and Apps who charge upfront for road test reservations and other driver services. While it is necessary to schedule for testing, DDS does not charge for non-commercial road test appointments. (commercial road tests are paid for at the time the appointment is made).

“Please do not get fooled by lookalike driver services websites,” said Commissioner Moore.

“DDS does not charge for any non- commercial appointment, training manuals or informational material. The official DDS website is www.dds.georgia.gov and can also be accessed through the state’s portal www.georgia.gov.”

The list of imposter websites directed at Georgia drivers is long, but there are tips to ensure you are on the correct site for Georgia drivers. Most customers arrive at an incorrect site by doing a browser search for “Georgia DMV,” “Georgia License Renewal” or similar generic searches. DDS manages driver licensing and the Department of Revenue handles the vehicle (tags and titles).

Georgia.gov is the official site for the state of Georgia and has access to all state managed services. Sites that have .com or .org at the end of their website address (url) are not state official sites. The official state of Georgia websites will have .gov Customers who have reached the private websites by error should contact the site for instructions on how to receive a refund.

One-on-one with the University of West Georgia’s First Lady Dr. Tressa Kelly “No responsibilities, but opportunities” “This campus is for you”

by Wayne Reynolds Dr. Tressa Kelly arrived at the University of West Georgia as the First Lady along with her husband, the university’s 8th president, Dr. Brendan Kelly, and their children in March of 2020, just as the community was beginning to feel the initial impact of the oncoming CoVID-19 pandemic.

“Like you, as a family, we had our worries and concerns,” Dr. Kelly began.

Planning the move of her family from South Carolina to west Georgia, she was anticipating the realities of social distancing and mask wearing. “Could we even cross the state line to enter Georgia? Could we find a home? Would the movers even come?” she said. “Personally, I had a hard time hearing all of a conversation with anyone because of their being masked, as I am hearing impaired. But, we all have had our unique challenges.”

Dr. Kelly taught college classes for over twenty years before arriving in Carroll County. But, according to the University System of Georgia guidelines, it is not permissible for her, as the president’s spouse, to teach at UWG. Even so, she said, “I am enjoying this second chapter of my life and finding it very satisfying.”

“There is no handbook or outline of what a First Lady of the University of West Georgia should do. That is why I say I have no responsibilities, but many opportunities every day!” she shared. “I believe my role is to be an ambassador or cheerleader, if you will, of the university. I have a driving passion to connect with the students here and to enhance the connections between the community and the Dr. Tressa Kelly university.

Dr. Kelly grew up in a small “one red light” town in Michigan, just miles from her future husband. “Our lives have been intertwined from an early age,” she reflects, “attending the same college, Eastern Michigan University and even being teammates on the debate team.”

She went on to earn her degree in communication and theatre arts, as well as her Masters in communications. She received her Ph.D. in communications with a focus on rhetorical studies at Wayne State University. I can learn what’s going well for them as well as how we as a university can assist them in achieving their goals. I host events for students for specific topics as well. I have done and continue to do the same with our sports teams. With everyone, I try to always ask, how can I help? I strive to be a timeless supporter of students!”

Tressa also believes that a higher education is the gateway to success in society. “Perhaps thirty years ago you might not need a degree to find a satisfying career, but I believe that is no longer true. You need that college degree in most fields. As educators, we need to ask ourselves, how are we preparing students for real life? A degree needs to be practical and industry specific. We need to go beyond the curriculum outline - going one on one with students. And we need to ask ourselves, why am I teaching?”

Her passion for students is matched by her outreach for the community.

“I love Carrollton!” she said. “There is so much to take advantage of, and when we wish, it is really an easy and quick trip into Atlanta. But, I want to reach out making UWG more inviting for the community to take advantage of. We are a public university and we belong to you.

Southwire enters into agreement that is expected to help reduce carbon dioxide emissions associated with its energy use by more than 80,000 metric tons each year

from press release Southwire Company, worldwide wire and cable manufacturer based in Carrollton, Georgia, and Constellation, an energy and energy solutions provider announced that they have entered into a long-term renewable energy certificate (REC) purchase agreement through which Southwire will match approximately 33% of its annual electricity use with RECs sourced from the Rayos del Sol solar project in Cameron County, Texas. Each REC represents the environmental attributes associated with one megawatt-hour of solar energy generated by the Rayos del Sol project and delivered onto the electricity grid.

As a result of Southwire’s long-term commitment, Constellation has entered into a separate agreement with 174 Power Global and TotalEnergies - co-owners of Rayos del Sol - to support a 72-MW expansion of the project.

(Constellation signed a 108-MW agreement in 2020 to supply three commercial customers via Rayos del Sol.) The expansion is expected to achieve commercial operation by April 2022.

Southwire’s commitment is expected to help reduce carbon dioxide emissions associated with its energy use by more than 80,000 metric tons each year, the equivalent of removing more than 17,000 passenger vehicles from the road in one year, according to U.S. Environmental Protection Agency estimates.

The deal will also contribute to Southwire’s aggressive carbon zero goal to eliminate or offset all its scope 1 and 2 GHG emissions by 2025.

In counties with county-wide antler restrictions (except Dooly & Macon Cos.), both antlered bucks must meet one of these two requirements to be legal.

• Bear Harvest - Reporting & Season: All Northern Zone bear hunters are required to have a bear harvest record and to report their harvest using the Georgia Game Check system within 24 hours of harvest. Youth (under 16 years of age) may hunt bear with any legal bear firearm during the Primitive Weapons season (Northern Bear Zone).

• Dove Season: The statewide dove season has changed by expanding the first season into

early October, opening the December segment later, and changing opening day hours from noon-sunset to 1/2 hour before sunrise-sunset.

• Extended Archery Season: Extended archery season has been added to the following counties: Barrow, Cherokee, Columbia, Decatur, Douglas, Fayette, Hall, Muscogee, Paulding, and Seminole.

• New Public Hunting Opportunities: Cedar Grove VPA (Laurens Co.) - 294 acres, Scotland Road VPA (Laurens Co.) - 199 acres, Tallapoosa River VPA (Haralson Co.) - 3,053 acres, Treat Mountain VPA (Polk Co.) - 5,087 acres • Turkey Season & Bag Limit: Statewide turkey season is shifted to open one week later on April 2, 2022. On WMAs, VPAs, and National Forests, the turkey season opens 2 weeks later on April 9, 2022. The season still closes on May 15. The statewide bag limit has been reduced to 2 gobblers per season with a 1 gobbler daily bag limit. Additionally, the bag limit on WMAs, VPAs, and National Forest lands (outside WMAs) is 1 gobbler per area.

Her father, the late Charles Wynn, served as president of the Georgia Cemetery Association from 1987-1988 and is among the few men to receive the GCA Lifetime Achievement Award. Ellen was appointed to the Georgia Cemetery Board during the annual conference held from June 2022, 2021 at Hilton Head Island.

The Georgia Cemetery Association began in 1955 and was formally established as a nonprofit corporation in 1957. The organization’s goal is to map all of the state’s 19 established water trails.

King released the following statement in response to the conviction of the former commissioner: “While today is a somber one for our state, I commend the U.S. Attorney’s office and our law enforcement professionals for their work bringing this case to a close, and ensuring justice for the gross misuse of Georgia Underwriting Association dollars.”

Beck, who will be 60 years old in September, was indicted on May 14, 2019, by a federal grand jury in the United States District Court

Northern District of Georgia Atlanta Division, having been sworn in just months earlier on January 14th by Governor Brian Kemp. Beck suspended himself from his job on May 16th, and, by law, was able to continue to receive his annual salary.

The criminal activity occurred prior to his taking office as the state’s Insurance and Safety Fire Commissioner. Beck had been the General Manager of Operations at GUA located in Suwanee. Beck was elected November 2019.

Prior to 2018, Beck had also been Georgia’s Deputy Commissioner of Insurance where he directed Commissioner John Oxendine’s Consumer Services Division. Beck had worked

Dr. Kelly’s interests are as diverse as her passions. She is trained and certified as a “Doula” through DONA International. A Doula is a trained companion (not a healthcare professional) who can offer emotional, physical, and informational support during and shortly after childbirth.

The purpose of the department is to protect the rights of Georgia citizens in insurance and industrial loan transactions and to maintain a fire-safe environment.

Before accepting the post of Deputy Commissioner of Insurance, Beck served Lieutenant Governor Pierre Howard as his Director of Communications. Chuck Joiner of Carroll County is chairman of the Georgia Farm Bureau Committee

from press release Carroll County Farm Bureau (CCFB) Director Chuck Joiner is serving as chairman of the Georgia Farm Bureau (GFB) Beef Committee.

Joiner, who runs a cow/calf operation with his grandson, Jack Dyer, holds a bachelor’s degree in agriculture from Auburn University.

He is a past president of the Georgia Cattlemen’s Association and past chairman of the board for the Carroll County Livestock Sales Barn.

Currently, he serves as a board member and treasurer for the Georgia Beef Board and is a member of Carroll County Cattlemen’s Association and Carroll County Young Farmers Association.

Joiner and his wife, Kaye, live in Carrollton.

They have a son, Joe, a daughter, Michelle Dyer, a son-in-law, Chris Dyer, and grandchildren Jack and Rick Dyer. The Joiners are members of Roopville Road Baptist

Church.

Joiner leads the GFB Beef Cattle Committee in shaping GFB’s policy relating to beef production in Georgia. The committee, made up of ranchers from around the state, gathered during the GFB spring commodity meetings.

The committee is one of GFB’s 20 commodity advisory committees, which are scheduled to meet again at the GFB Commodity Conference in August.

According to the UGA Center for Agribusiness & Economic Development, Georgia cattlemen produced $666.1 million worth of beef in 2019. Carroll County produced 21,500 head of cattle in 2019, more than any other county in Georgia, and the total farm gate value of cattle produced in Carroll County was $12.125 million.

Beef cattle are produced in all of the state’s 159 counties, and Georgia cattlemen raise more than 1 million head of cattle annually, according to the Georgia Cattlemen’s

Tyler Paul Smith, a lawyer with Parian Law Firm, is serving his first term in the Georgia House of Representatives representing the 18th District. The 18th district covers Bremen, Waco, Tallapoosa, Buchanan, Mt. Zion, parts of the City of Carrollton and the western part of Carroll County.

Smith, a Bremen resident, is a fourth generation graduate of Bremen High School, graduated from The Citadel, and John Marshall Law School in Atlanta. While in law school, he served as a legislative aid in the Georgia Legislature.

His family has lived in the Bremen area since the 1820s-1830s. He grew up on a family farm that goes back 170 years. He first became interested in the law as a 10 year old when he was with his family at the attorney’s

Carroll EMC’s Communications Department earns three awards for writing, graphic design from press release The Communications Department at Carroll Electric Membership Cooperative was distinguished among fellow co-op communicators at this year’s Cooperative Communicators Association (CCA) Communications Contest annual awards ceremony. The department received top recognition in three categories pertaining to writing and graphic design.

Professional communicators representing cooperatives of various industries, including agriculture, electric and service, submitted entries in the competition. The awards recognize the best in writing, publications, photography, and programs and projects. The 2021 contest drew 492 entries representing more than 40 cooperatives from across the United States and Canada. Judges selected 173 submissions to receive awards.

This year, three communications pieces from Carroll EMC were showcased as winners for the categories of personality profile featurette, direct mail and miscellaneous promotional.

The department was awarded second place for the article, “The Job of a Lineman Runs in the Family,” and for a bill stuffer informing Members of the cooperative’s electric vehicle incentive programs. It was also given third place for a holiday-themed graphic design.

“With so many different avenues to reach our internal and external audiences, it is so important to strategically plan a variety of communications pieces,” said Kelly Hester, Communications and Corporate Events Coordinator for Carroll EMC. “We’re always learning new ways to communicate more effectively with our Membership, and these awards are a positive reflection of that effort.”

CCA is a non-profit organization of 350 professionals who communicate for cooperatives, and it is the only professional communications organization dedicated to serving those associated with member-owned businesses. The organization was founded more than 65 years ago and aims to improve the skills and effectiveness of all cooperative communicators.

First, we at StarNews admit quickly when we make a mistake, and we well, I - made one in our last print edition. So, I will correct it with this shout out to Denney Rogers, the awesome mayor of the City of Ephesus, Heard County (not the mayor of Franklin!) Thank you, Tim Warren for your decades of service to West Georgia: A sincere thank you goes to West Georgian Tim Warren for his decades of selfless service to the betterment of our many communities. The City of Carrollton recognized his commitment, time, and dedication by awarding him the “Key to the City” at the August 2, 2021 council and mayor meeting (see photo front page).

Warren has served on many, many boards, authorities, and clubs, which include Tanner Medical Hospital, Tabernacle Baptist Church, Carroll Tomorrow, Carrollton Payroll Develop-ment Authority, Dawnbreakers Rotary, Carrollton Kiwanis, Tanner Medical Foundation, Carroll County Development Authority, Greater West Georgia Joint Development Authority, and the West Georgia Tim Warren Regional Airport Authority. Warren has been involved in file photo the positive growth of West Georgia in many capacities. He Feb 2000 is, and has been for decades the real deal, not a resume builder wannabe that I notice in too many other area ‘service minded’ folks. StarNews (The Carroll Star News) has been covering stories that included Warren since prior to Feb. 2000. I use that date because a desktop search today came up with a photo of Warren that in the year 2000 I had tagged as “tim warren NEW mug FEB 2000”. Having a “new mug” means it was an updated head shot of him and that we had covered him in a news stories prior to that date.

Tim Warren was selected Carroll County Citizen of the Year in 2011, and earned the Rotary Club of Carrollton’s 2005 Farm-City Business Award.

West Georgia is a better place to live and work today because of his long ago decision to serve. In the past, I have been found guilty of sesquipedalianism, but today, I will just stop at a sincere “thanks!”

And thank you, Southwire: Southwire Company’s carbon dioxide emissions will soon be reduced by 80,000+ metric tons a year (see story page 8). They liken that to the “equivalent of removing more than 17,000 passenger vehicles from the road each year”, according to U.S. EPA estimates. Thank you, Southwire leadership, for being a global wide community partner promoting healthier lives.

Sadness, and some anger: This edition also carries the news of another one of Carroll County’s well known citizens; someone who had spent time in the servce of his community: Jim Beck. He was found guilty of embezzling millions of dollars from a former employer prior to his election as Georgia Insurance Commissioner. Beck’s service in West Georgia over the decades included the Carroll County DFACS Board, member of a statewide Task Force charged by Governor Sonny Perdue with reorganizing the state’s system of delivering mental health services; a Sheriff’s Deputy in Haralson County and had directed past Sheriff Eddie Mixon’s Crime Prevention Unit. And for the real kicker, Beck was also president of the Georgia Christian Coalition. He was smart. He gave of his time. He was energetic in his attention to community issues. He was funny and popular.

But, there is some anger in my words today, as I can only say what a waste. A waste of a talented life that could have been directed toward good and worthy outcomes to benefit others instead of the one he chose of self serving greed, lies, and betrayal.

Walk with the wise and become wise: role models for our youth Many of our youth today mimic the behavior of the person or persons that they most want to be like in the future as an adult. This decision can prove to be unregrettably great or disappointingly horrible. The wisdom of the Bible tells us in Proverbs 13:20(in the NLT) “Walk with the wise and become wise; associate with fools and get in trouble”. I hope this column will weigh heavily in the choices our youth make on a daily basis. In order to give more merit to the purpose of this subject, we will look at some positive role models who have achieved awesome goals in life.

The Iconic African-American actor Sidney Poitier came to America from the Caribbean Islands when he was 14 years old. He surlywas inspired by actors he sought to become like at an early age. Please let’s not miss the point being made here. Mr. Poitier could have chosen a life filled with

Let’s look at Bill Ackman the founder of Pershing Square Capital Management. The person who influenced him as an aspiring investor was Warren Buffet. In Barron’s September 21, 2020 issue, the publication describes in detail how Mr. Ackman turned a $27 million dollars

Barron’s entitled this story as “The Greatest Trade Of All Time?” The writer of this story placed a question mark at the end of the title because he was comparing Mr. Ackman’s trade with other great trades in the past. This is another example of an individual not wanting negative people to influence him. Bill Ackman chose to look towards a positive example in Warren Buffet to influence his decisions for life.

Another great achiever our youth can be influenced by, is Shonda Rhimes. This prolific television producer has just signed a multiyear exclusive deal with streaming giant Netflix. Criminal law: defending those you do not approve of

“There is no client as scary as an innocent man.” Michael Connelly The Lincoln Lawyer Alfred was a red meat, no mercy, law and order man. He believed that everyone who got arrested was guilty.

He also believed that all criminal defense attorneys were below him.

Somehow, his view changed when his oldest son was arrested for a very serious violent felony. Suddenly, Alfred wanted to find the best criminal defense lawyer so that he could tell him or her about how his son was innocent and that the police must have everything wrong.

This change in attitude is actually very common. It is difficult not to pass judgment when we see someone in an orange jumpsuit. However, I would invite you to borrow the shoes of Alfred’s son. He was an executive at a large company one day. The next day, he was arrested for a crime that he was later exonerated of. Protecting people who have been accused of a crime has an honorable history.

In 1770, before our country was founded, British soldiers were charged with murdering five Boston residents in what became known as the Boston Massacre. Passions ran high against the British soldiers and few were willing to step to their defense. One who did was a prominent lawyer who skillfully and successfully defended the soldiers in the face of cries for mob justice. He did not defend the British soldiers out of love for their cause. Rather, he

defended them out of his love for the cause of justice and his fervent belief that anyone accused of a crime has a right to counsel. Fortunately, the citizenry did not view his role as a defense lawyer in the Boston Massacre trials as being anything but an act of integrity. Just three months after he agreed to represent the British soldiers, John Adams was elected to the Massachusetts legislature. As a delegate from Massachusetts, he was a leading advocate for independence from Britain and assisted Thomas Jefferson in writing the Declaration of Independence.

When the newly formed United States held its first election for president, George Washington was unanimously elected. Under the rules then in place, the recipient of second highest vote, John Adams, became Vice President. He went on to succeed Washington to become the second President of the United States.

Failure is not falling down, but refusing to get up

It seems that many of us nonagenarians have earned the right to reminisce from time to time. As we reflect upon the bygone era, we realize that the springtime in our lives, full of promises, is long gone. The summer with its ebullient flourish is now a faint memory. The autumn’s exuberant harvest was once the tale of great joy we enjoyed sharing with the others. Nonetheless, many of us the aged travelers, trudging through the wintry frozen path, push ahead with gusto. It is because we the nonagenarians of our age have stories to tell.

I am often absorbed in deep thoughts about whether my life was worthwhile or not. It is because I hate to think it was a failure. Then, an ancient Chinese proverb floats up to the surface of my consciousness: “Failure is not falling down but refusing to get up.” Indeed, many times I fell but had to pick myself up, for there was no other choice. In my life,

When my thought progressed to this point, another maxim jumped up to alert me: “Never let success get to your head; never let failure get to your heart.” Anonymous The single most tragic moment in my life stands out like a sore thumb in my memory: I was standing in the middle of the rubble of our home. It was the summer of 1950, shortly after the beginning of the Korean War. The

aerial bombing was intended to stop advancing North Korean troops.

Gongju, my hometown about 80 miles south of Seoul, lay in ruins with huge debris scattered all over the place. The traumatic scene, etched in memory, would probably remain with me to my last day. But, the story does not end there.

Despite the tragedy, our family, among the millions of others, picked up the pieces and moved on. The resilience, born in the middle of adversity, defeats calamity. Nelson Mandela once observed: “Do not judge me by my successes, judge me by how many times I fell down and got back up again.”

The indomitable spirit is said to be the spark that gives life. The man of quiet determination does not ask for public recognition. He lets the final outcome speak for itself.

Should rivers have standing?

River Rambles syllabil@aol.com Christopher Stone died on May 14th of this year at the age of 83. If you don’t know who Christoper Stone was, I confess I’d not heard of him either, not until a friend sent me his obituary in The New York Times.

In 1972, Mr. Stone, a law professor, published an article in the Southern California Law Review, “Should Trees Have Standing?” advocating that nature have the same rights as human beings. Mr. Stone wrote: “I am quite seriously proposing that we give legal rights to forests, oceans, rivers and other so-called ‘natural objects’ in the environment.” This

radical thought spawned a global movement that seeks to grant nature the same legal status as human personhood.

Obviously, we are not there yet. Mr. Stone’s counsel is a modern expression of the ancient impulse to live in harmony - that is to say, in balance with - the natural world, of which we are inextricably a part. We share our breath with trees: That Red Oak in your front yard is breathing out the oxygen we animals need to live, all the while inhaling the carbon dioxide our mammal breath disperses. Human bodies, like the river’s, are mostly water; the material of our skin, bones, and innards basically stardust.

The impulse for environmental harmony is not unlike the inborn desire to live in harmony with your own body. Aside from the stars (they can take care of themselves), shouldn’t this mutual interdependence alone make nature eligible for freedom from discrimination, abuse, and destruction?

I’ve never made a formal study of it, but have talked with plenty of them over the years, and one thing sticks with me from those conversations: There’s no one thing. People find a myriad of interesting and sometimes idiosyncratic - reasons for voting this way or that.

Some care mostly about a single issue, abortion, say, or climate change, and if a politician doesn’t meet muster on it, they don’t even give her or him a second glance. Or they care about a candidate’s ideology or party conservative or liberal, Republican or Democrat - and don’t feel much need to look beyond the label.

Stand-up comedians account for those differences in style as “playing to the room”. Also, we preferred to watch Charlie because there were no commercials, no breaks in the interview.

When we are out of balance with nature, we are out of balance with ourselves. Giving legal rights to the environment stabilizes that balance by leveling the artificial playing field of man vs. nature; by recognizing the survival of nature as our own.

This begs the question: Who speaks for nature in a court of law? When Mr. Stone marshalled the world’s conscience with his question “Should Trees Have Standing?” he brought into being the natural world’s legal defenders, advocacy organizations that continue to argue for nature’s rights in court: Earthjustice, the Environmental Defense Fund, the Natural Resources Defense Council, to name but a few.

But, we cannot depend on lawyers to save the Earth (with all due respect to these ardent women and men, the thought is terrifying). So the question becomes personal: How do I in See RIVER RAMBLES page 19

fairly common: that is, voters chose a Republican presidential candidate and a House Democrat or, less commonly, a Democrat for the White House and a GOP House member.

This has grown much less common, in both federal and state elections. As ideological camps have hardened, party affiliation is part and parcel of who many people are.

Sometimes, it’s not so much ideology as what a party’s leaders stand for. I remember asking one man in my district how he voted and why. He responded, “I always vote for FDR.” This was years after Roosevelt had died.

“FDR’s not on the ticket any more,” I told him.

He laughed and said he knew that, but he always voted for whoever he believed would vote in accord with Roosevelt’s principles. This was not as whimsical as it sounds: he was saying, essentially, that the New Deal values Roosevelt pursued in office were still relevant to him, and he wanted candidates who’d uphold them.

What has always struck me, though, is that voters also find plenty of more particular reasons to cast a ballot one way or another.

Sometimes, they care a lot about a particular project: a road, a new school, or some other piece of infrastructure. Or they worry about the

taxpayer dollars required for that project, and so vote against anyone who supports it.

Sometimes, public policy actually has nothing to do with how they vote. Over the years, for instance, I’ve noticed repeatedly that likability matters a great deal, and may in fact override everything else. We tend, for instance, to like people who are positive, constructive, and forward-looking, and who make us feel hopeful. Or we like how they behave in public.

I still remember an intriguing conversation with a group of Democratic women who told me they planned to vote for Ronald Reagan that election. Given their party affiliation, this surprised me. One of them explained, “Well, I like the way he treats his wife,” which drew nods from others in the room - they saw in Reagan’s graciousness toward Nancy a sign of character that drew them, and I’m confident they weren’t the only ones.

Of course, there are always the highly personal reasons. I ran into a fellow once who told me he always voted for a certain politician.

“I don’t agree with anything he stands for,” the man said, “but he helped get my son out of Vietnam.” Another one told me I had his vote because he liked my short haircut. I refrained from saying I hoped there was more to it than

that, but I certainly thought it.

In general, though, Americans seem to like candidates who display a basic sense of decency, know right from wrong, and show compassion for people who are struggling in their lives. We don’t always vote for them, sometimes, other issues rise to the fore in a given election. But I’m reminded of a conversation I had early one frosty morning, standing at a plant gate. An election was coming up, and I asked a man striding past me how he planned to vote. He was supporting the same ticket I was running on, he told me, adding, “I vote for the candidate I think will help the ordinary guy.” That’s a very American sentiment: We back candidates we think will bear our interests in mind and reflect our concerns. However we define them.

Robert Parker was a guy who apppeared on “Charlie Rose” often. He was a wine-taster of international fame. He specialized in the wines of Bordeaux. If I remember correctly, he first went to France in the late 1960s, totally ignorant about French cuisine and wine. This was a summer vacation, from Maryland, an undergraduate in college, first time in France, and all alone in Paris. He met Patricia in a neighborhood restaurant, a lovely American girl who knew the language and was beginning to become an expert in French food and wine.

They teamed up and stayed together, got married, and are still married and live in Maryland.

Pat showed him the common sense of eating local and drinking the wine that was local.

These could be a perfect match. You can’t beat that for just plain enjoyment of the centuries of local evolution in those matters. She opened a world where common sense and good taste were nothing more than letting the good people of a neighborhood feed you what they are loving and have a sense of pride about their bounty.

Also, Parker happened to have an excellent taste-memory, and so Patricia’s lessons registered deeply. I don’t think he went back home at the end of that summer.

Robert’s taste-memory was basic to his development as an expert wine-taster.

Eventually, his campaigns to get the winemakers of France to first identify the year’s good grape production, within a vineyard, keep it separate from the industrial mix, and to finally produce a superior wine from that selected crop, would earn Robert Parker membership in the French Legion of Honor. That’s the highest award the French government can give to an indiidual. All this started as a loveaffair one summer in Paris, which happened to have some honest common sense at the heart of it.

Now, instead of going up that cultural ladder and getting to haute cuisine and other such things, I invite you to start with some honest common sense and also get more local.

I’m pretty sure that we all have some tastememory. Maybe not to compare with Mr.

Parker’s taste-memory, but something.

Something that might not be as encyclopedic, but simple, and powerful. Each of us has something like that, right?

Here in Carroll County, it’s only a short walk to a vegetable garden. It could be yours, just outside, or a neighbor’s, just a short walk away.

Because we still have this luxury, I think the reader can become engaged in the following exercise. It requires a big, fully-ripe-on-thevine tomato.

The more you or your neighbor know how to grow such a thing and have gained the patience to let it ripen properly, the better this experience will be, the stronger the taste, and the longer the memory. You are to make a Tomato Sandwich! This year, I favor Hawaiian Sliced Bread. Slathered with Hellmann’s.

Those details are up to the individual - and salt.

The tomato-slice could be as thick as the bread.

Assemble the sandwich. Take it in both hands, and just like the wine-taster and their bucket, you go to the sink.

Last month, I wrote about the 16 dams and locks that have shaped the Chattahoochee’s flow, harnessing her energy in service to our human needs.

Those of us raised in Judeo-Christian culture may have grown up familiar, even comfortable with, the Biblical concept of dominion over nature. But clearly that doesn’t seem to be working. We attempt to dominate her, but ultimately we do not prevail. Nature has her own karma: when the ice melts, the sea rises.

This is not good for rivers nor is it good for us, as evidenced by the recent catastrophic flooding in Europe and, inversely, by the drying up of our Western rivers due to prolonged drought.

It’s past time to enact a persuasive, and pervasive, co-existence with nature - one based

Unfortunately, some well known former criminal defense attorneys are not so proud of their former work and even perpetuate the myth that someone accused of a crime must be guilty.

When a presidential candidate attacked Hillary Rodham Clinton for defending a man accused of rape when she was a private lawyer decades ago, Clinton offered no response. In the past, when asked about having defended an alleged criminal, Clinton acted like a politician angry because research had just revealed an embarrassing moment from her past. She defended her role by noting that “when you’re a lawyer you often don’t have the choice as to who you will represent. And by the very nature of criminal law there will be those you represent you don’t approve of. But, at least in our system, you have an obligation. And once I was appointed, I fulfilled that obligation.”

A man who was one of our Founding Fathers, unlike Clinton, did not hide behind a

legal obligation when later discussing his role as a defense lawyer. Rather, he said, it was “one of the most gallant, generous, manly and disinterested actions of my whole life, and one of the best pieces of service I ever rendered my country.”

Some of our public servants provide the worst and most inaccurate message to the public as well. When Tim Kaine ran for office in 2016, he was blasted because he “has a passion for defending the wrong people” and that “long before Kaine was in office, he consistently protected the worst kinds of people.”

I wonder how many of these folks would have the courage to look John Adams in the eye and make such statements. Probably zero.

When it becomes acceptable to assume that everyone who happens to get arrested is presumed guilty and those who defend them are subject to verbal attacks fail to forcefully respond, our Constitutional Republic has truly lost its way. This can be averted by thinking about what it is like to walk in the other man’s shoes.

In a June 8, 2020 Wall Street Journal article entitled “Secret Saudi da Vinci Plans Signal Big Art Ambitions”, writer Kelly Crow states the ambitions Saudi Arabiahas to become “a major international art destination “. They were in the process of buying some of the most expensive art work in the world to put in their museumsin the near future. Prince Bader bin Abdullah bin Mohammed was picked to create and run his country’s first Ministry of Culture.

Prince Bader has been purchasing priceless works of art including works by artists Pablo Picasso, Jean-Michel Basquiat, Yayoi Kusama, and David Hockney. Saudi Arabia paid $450 million for Leonardo da Vinci’s “Salvator Mundi” in 2017. They are very serious about acquiring some the best art work in the world to put in their museums.

In another article, Kelly Crow wrote for the Wall Street Journal on July 14, 2021 entitled “Christie’s Art Sales Takes Off”, she wrote how Asian millennials were largely responsible for Christie’s $3.5 billion in art sales during the first half of the year. She goes on to later state one of those art works was a Basquiat painting that sold for $41.7 million titled “Warrior “.

These were examples of highly successful individuals who have influenced people for the good. I believe the best influence to follow first before you read about and study successful people in the career path you choose to go in is Jesus. He won’t lead you in the wrong direction.

I believe that the greatest style of leadership is found in our Lord Jesus Christ. His style of leadership is called servant leadership. Jesus came not to be served, but to serve. He taught the Word, preached the Word, and ministered to those who were hurting. He ultimately showed passionate servant leadership by giving His life as a ransom on the old rugged cross.

He cried, bled, and died on that cross so that mankind could have their sins forgiven and a home in heaven. This was the greatest act of servant leadership every shown on planet earth.

Though He died, He resurrected from the grave three days later.

Jesus is alive and provides forgiveness and eternally life to anyone that will place their trust in Him alone.

Abimelech’s style of leadership was completely opposite than the servant model of leadership advocated by our Lord Jesus.

When I am looking for leadership to serve within the church I am looking for these six qualities: 1. Passionate in pursuing Holy God. 2. Passionate in praying.

3. Passionate in praise.

4. Passionate in pursuing people.

5. Passionate in the proclamation of the Gospel.

6. Passionate in denying their own self.

I am learning that a life of leadership which is full of truth and integrity leads to rejoicing among the people being led and the leader themselves. If leadership is full of lies and disloyalty it will lead to destruction. Abimelech had a passion to lead but passion does not mean fitness.

Godly leaders must remind themselves of the Lord’s instruction: “Humble yourself under the mighty hand of God, that He may exalt you in due time.” (1 Peter 5:6)

course, SyncGlobal’s Williams and Carroll EMC’s Martin. SyncGlobal received $12.5 million in grant funds from the United States Department of Agriculture’s Broadband ReConnect Program. Coupled with matching funds between SyncGlobal and Carroll EMC, the initial capital investment amounted to almost $20 million for Phase I. These funds started the extensive process of hanging fiber on the poles along Carroll EMC’s infrastructure.

The project goes back further than that to 2015 when the Carroll EMC Board of Directors tasked Martin with finding a way to get broadband to the cooperative’s members and into rural western Georgia. The project identified an initial footprint spanning across most of Heard County and southern Carroll County and followed scattered infrastructure into northern Troup County and across the Georgia state line into eastern Alabama.

This newest commitment will help provide for an additional 2400 households in other identified needed areas, while also laying groundwork for 5000 more households, although another grant would be needed to finish those connections.

Specifically, and importantly, the agreement states: “Each County’s matching contribution will only be applied to address costs of the fiber network within their respective County.’

Officially, the $2.2M commitment is between Carroll County as a political subdivision of Georgia and Dovetel Communications, LLC, doing business as SyncGlobal Telecom, Bremen, Georgia.

During the work session, District 2 Commissioner Clint Chance asked if the Carroll County Board of Education had been approached to also help match funds. Martin pointed out that this grant must be made with a political entity and that the Carroll County school board was not, therefore did not qualify to do so. At the end of the commission discussion, Chairman Morgan tasked Chance with checking with the school board about perhaps making a contribution separately.

Specifics about the grant include that: “SyncGlobal will be the County’s

funeral expenses for the same deceased individual(s), you can also provide that person as a co-applicant, include their name, social security number and date of birth on the application.

The recent market volatility has affected just about everybody’s financial and investment situations – so, if you were planning to retire soon, will it still be possible?

Of course, the answer depends somewhat

on your employment situation. With so many people’s jobs being affected by the coronavirus pandemic, your retirement plans may also have been thrown into confusion. But assuming your employment is still stable, what adjustments in your financial and investment strategies might you need to make for your retirement? Here are a few areas to consider, and some questions to ask yourself: - Retirement goals: Now is a good time to review your retirement goals and assess your

progress toward achieving them. You may want to work with a financial professional to determine if the current environment has materially affected your goals or if you need to make modest adjustments to stay on track.

- Retirement lifestyle: You probably created your investment strategy with a particular type of retirement lifestyle in mind. Perhaps you had planned to become a world traveler when your working days were over. Of course, in the near term, extensive travel may

not be possible, anyway, but once we move past the pandemic, your freedom to roam will likely return. But if your investment portfolio is not where you thought it might be, can you (or do you want to) adapt your lifestyle plans?

And can you accept the same flexibilitywith your other lifestyle goals, such as purchasing a vacation home, pursuing hobbies, and so on?

- Tradeoffs: Based on your retirementgoals and your willingness to adjust your retirement lifestyle, you’ll want to consideryour options and tradeoffs. For example,would you be willing to work more years than you had originally planned in exchange for greater confidence in yourability to enjoy a comfortable retirementlifestyle? By working longer, you can continue adding to your IRA and 401(k)or similar retirement plan, and you maybe able to push back the date you start receiving Social Security to receive bigger monthly benefits.

You might also review your budget for opportunities to reduce spending today and potentially save more toward your retirement goals.

- Social Security: You can file forSocial Security benefits as early as 62, but you can get 25% to 30% more each year if you wait until your full retirement age,which is likely between 66 and 67. As you created your retirement plans, you likely also calculated when you would take Social Security, but you may need to review that choice. If you postpone retirement a few years, what effect will that have on when you choose to take Social Security and, consequently, the size of your benefits? You won’t want to make a hasty decision, because once you start taking Social Security, you can’t undo your choice.

This is certainly a challenging time to be entering retirement, and you’ll have some questions to answer. But even in the midst of uncertainty, you still have many choices.

Consider them carefully and make the decisions that work for you.

Recommendations were approved unanimously. Code of Ordinances Revision Chapter 6 alcoholic beverages section revisions are to define the difference between a brewery and a microbrewery, as well as removed out-dated Georgia state law language regarding free tasting and promotional tours.

Council considered Resolution 06-2021, the acceptance of a loan not to exceed $10 million dollars from the Drinking Water State Revolving Fund, under GEFA, such money to finance the construction of a settling pond for the water treatment plant. Grizzard stated that the city already owns the land where the pond will be, and that it will hold 165 million gallons of water, approximately a 20-day supply. With its Water First Community designation, the City of Carrollton will get a 1% discount on the interest rate for this loan, for a total interest rate of 0.13%. Grizzard also advised that the city doesn’t have to take the money until they are ready to use it, or not take it at all. He said the council will have to take another vote once the project is bid out. The resolution to accept the loan was approved unanimously.

A bid award was presented for UWG’s Nursing Parking Lot Expansion, to Piedmont Paving for $394,250.57. This will add approximately 100 parking spaces, and the work will be performed in coordination with the UWG. The project will be financed by the University and constructed under the Intergovernmental

Agreement between the City of Carrollton and the University of West Georgia, with a 5% fee being paid to the City under this agreement.

There was an annexation and rezoning request for 125 Brock Street to R-M (Residential Multi-family). Planning Commission voted to recommend approval of this request made by John Denney of Terra Verde Holdings, LLC, for 0.71 acres, with conditions from the original 2016 subdivision approval, in order to provide cohesiveness throughout the entire subdivision. The applicant intends to utilize this parcel exclusively for access to Phase II of the Windmill Park Subdivision, and no development is planned for the site. The creation of this connection to the existing subdivision should help warrant the placement of a traffic light at the intersection of Brock Street and U.S. Highway 27 South. This request was approved unanimously by the Council.

Council went into Executive Session to discuss property matters, and when they came back to Regular Session, City Manager, Tim Grizzard, asked for authority from the Council to enter into a purchase agreement for properties on Martin Luther King Street, two open lots, addresses 130, 136, and 202 MLK, for the amount of $250,000. The purpose of this land is to enhance the water park located off of Alabama Street and MLK in Ward 1. The Mayor noted Ward 1 Councilmember Bridges efforts in getting this done. Approval was unanimous. Meeting was adjourned.
