AG A D IA N C i t y, Zamboanga del Sur––The provincial office of the Commission on Elections (Comelec) is undertaking the necessary preparation for the holding of the scheduled Barangay and Sangguniang Kabataan (SK) elections on October 28 this year.

L aw yer Dinah Cagampong-Sapong, provincial election officer-in-charge, said among the preparations being undertaken are the inventory of ballot boxes and checking the names of “inactive” voters.

According to Sapong, about 20,000 voters were not able to cast their votes in the May 13 mid-term elections after they failed to validate their records at the Comelec.

Proposal to postpone barangay, SK polls draws mixed reactions

THE proposal of Commission on Elections (Comelec) Chairman Sixto Brillantes to postpone the holding of the barangay and Sangguniang Kabataan elections scheduled this October drew mixed reactions from the members of the House of

Representatives.

Brillantes has sought the postponement of the polls next year to give the Comelec more time to prepare for it, considering the mid-term election was just recently conducted. He acknowledged, however, that only Congress could postpone the elections through a bill.

Rep. Marcelino Teodoro (1st District, Marikina City) said only Congress has the sole jurisdiction to reset the barangay and SK elections.

“However, if the President sees the need to proceed with the October elections, any measure geared towards its postponement will be vetoed by the Presi-

dent,” Teodoro said.

Teodoro said the plight of the Comelec is understandable due to the recent midterm elections. However, it is the prerogative of the President to disapprove the proposal.

retirees to qualify for pensions

THE Social Security System (SSS) announced its new guidelines on contribution payments of voluntary members aged 65 and above who lack the required 120 monthly SSS contributions mandated by law to qualify for retirement pensions.

SSS Manager Cheryl Jariol of Iligan Branch, said they are calling all members who are 65 years old or over prior to April 1, 2013, but have not reached the required member contributions of 120 months to qualify for retirement pension, to continue paying the remaining months but they must first file an application

on or before July 1, 2013.

This announcement was made by SSS President and Chief Executive Officer Emilio de Quiros, Jr., requiring all SSS branches to disseminate the said guidelines.

Members affected by the new policy must file an ‘Application for Voluntary Payment of Contributions for Members Aged 65 and Over’ within the prescribed period so they can complete their 120 contributions and be eligible for retirement pension. Otherwise, they can only receive a lump sum benefit instead of the lifetime SSS pension.

Under the Social Security Law, members aged 60 and above must have at least 120 months contributions to qualify for retirement pension. Those with less than 120 will be entitled to a lump sum retirement benefit equal to the total amount of paid SSS contributions plus interest, Jariol said.

With these new rules, members facing technical retirement can continue to pay contributions to be eligibile for pension benefits.

At the same time, this allows SSS to keep the fund viable by ensuring that retirement pensions are funded by the requisite contributions.

Jariol added, the new guidelines also state that members who will turn 65 years old on or after April 1, 2013, shall be allowed to continue paying contributions to qualify for retirement pension, provided that the member must have been covered by SSS at age 55 or earlier, and must have at least 80 monthly contributions by age 65.

Labor dept allocates P12-m worth of starter kits for Zambo Peninsula

ZAMBOANGA City––The Department of Labor and Employment (DOLE) has allocated P12 million budget for starter kits to be provided to small time entrepreneurs to start up or revitalize home grown industries here in Zamboanga Peninsula.

DOLE-Zamboanga Peninsula Director Sisinio Cano said the

starter kits cost P10,000 each.

At this rate, Cano said they can provide livelihood assistance to at least 1,200 beneficiaries with starting capital in the form of tools or equipment to earn a living.

Cano said the amount will be enough for a beneficiary to start up a business venture aimed to improve the beneficiary’s life.

He said the labor department will monitor the use of the starter kits by the beneficiaries to ensure these are properly utilized for their livelihood.

He said the amount may not be much but it is sufficient for the beneficiary to buy tools and other needs to start a business. philippine news agency

Sen.-elect Villar pushes gradual yet sure clean-up of Laguna Lake CALAMBA CITY, Laguna -– Senator-elect Cynthia Villar disclosed that the government has conducted an extensive study to address the problem of flooding in the Laguna lakeshore towns and coastal areas brought about by rise in water level of the Laguna Lake.

In an inter view with newsmen here after the main program celebrating national hero Dr. Jose Rizal’s 150th birth anniversary, the newlyelected senator expressed her support to whatever possible alternatives resulting from the studies to ease flooding in the lake’s coastal towns and cities.

Of Laguna’s 25 towns, four component cities and a science and nature city of Los Baños, 19 localities were flooded at the onslaught of the southwest monsoon Habagat last year.

Villar proposed for a cheaper alternative yet the gradual “extrication by backhoes” and excavation process to lessen the impact of flooding in the areas.

Although mulling for Senate’s legislative measures related to the Laguna Lake concerns, Villar opted to take a “slowly-but-surely approach” to the problem.

She shared her experience on the Las Piñas River rehabilitation project undertaking where they used the backhoe and other equipment to unclog and clean the waterway with the water lilies and revive the river.

Villar also told media here their optimism that the Supreme Court will grant their petition to save the Las Piñas bird sanctuary from damage in the wake of the proposed Manila Bay reclamation project. (PNA)

City government to impose smoking ban in public places; to take effect in September ZAMBOANGA City––The smoking ban in public places, transportation and government offices will be enforced in this southern port city starting in September.

This, as Mayor Celso Lobregat has signed on Monday the city ordinance enacted last June 6 by the city council.

The ordinance will take effect within 90 days or three months. It will be published this week in a local newspaper.

Councilor Myra Paz Abubakar, who authored the ordinance, said the local police are ready to implement the ordinance by September although it does not ban smoking, per se, because that is already prohibited under Republic Act No. 9211 otherwise known as the “Tobacco Regulation Act of 2003.”

R.A. No. 9211 regulates the packing, use, sale, distribution and advertisement of tobacco products, to include cigarettes and cigars.

t is taking time for our people to realize that garbage thrown into rivers will affect the flow of water and aggravate flooding in the barangays.

ZAMBOANGA City––Freshwater fish are the new found allies of barangay of San Jose-Gusu in this city to eradicate mosquitoes breeding in stagnant waters.

San Jose Gusu, located 3.2 kilometers west of this city is crossed by a river coming from Barangay San Roque. The river from San Roque passes under a big culvert across the runway of the Zamboanga International Airport or (ZIA).

“We are successful in part of our campaign against mosquitoes,” said Betty Lou Reyes, the barangay chairman of San Jose-Gusu.

“Our low-lying areas are stocked with fish brought here by the San Roque River from the mini-lake,” she said citing these fish feed on mosquito larvae metamorphosing into adult mosquitoes in a few days.

Although the San Roque River is just considered a rivulet, getting dried up during the dry season, its waters gathers volume from a mini-lake between San Roque and Upper Calarian.

During heavy rains, the lakes’ water level rises and overflow its banks. Thus fish from the lake and from fish pens kept by lakeside dwellers are also carried away by the flood.

Fish like mudfish (dalag), catfish, and carp eventually flow along the waters toward San Jose-Gusu.

Reyes added that they are taking serious steps to ensure the free flow of water through the barangay.

She employs a river caretaker whose only job is to see that the waterway is free of garbage and materials that impede water flow.

“It is taking time for our people to realize that garbage thrown into rivers will affect the flow of water and aggravate flooding in the barangays,” said Reyes.

Third time offenders will be fined P2,000 and three days community work while fourth and subsequent offenses will carry a fine of P5,000 per added offense.

Camiguin lads benefit Food Processing Training

MAMBAJAO, CAMIGUIN--The Department of Labor and Employment, Region 10 (DOLE-10), through its Gender and Development (GAD) Program held a “Free Demonstration Skills Training and Demo on Food Processing” last 27 May 2013.

Some 60 women participants from the five (5) municipalities of Camiguin benefited to enhance their skills on food processing as well as some scientific techniques coming from the expert.

The whole day activity was conducted in Bagsakan,

pork tocino, longganisa, meat patty, chorizo and bacon.

The Provincial Government of Camiguin led by Governor Jurdin Jesus M. Romualdo was very thankful because the province was given the opportunity to learn with the hope that the participants could start and apply their skills soon with enough capital.

Scandalized guessing game at the judiciary LIFE’S INSPIRATIONS: “… `You shall not covet your neighbor’s house. You shall not covet your neighbor’s wife, or his male or female servant, his ox or donkey, or anything that belongs to your neighbor’…” (Exodus 20:17, the Holy Bible).

-oooJUDICIARY IN A SCANDALIZED GUESSING GAME: Deo Macalma’s “Espesyal na Balita” program at DZRH, 666 khz., for its June 19 and 20, 2013 episodes, has thrown the entire Philippine judiciary in a scandalized guessing game. The reason? For those two days, Macalma, currently the station manager of DZRH and one of its prized broadcasters, had been featuring a supposed “lady justice” who, he said, is maintaining an illicit love affair with a member of President Aquino’s Presidential Security Group.

Of course, Macalma was careful enough not to name the supposed “lady justice” nor the court where she belongs, but in a banter with Joe Taruc, he made it clear that lady justices could be found only in the country’s collegiate courts---the Sandiganbayan, the Court of Tax Appeals, the Court of Appeals and, of course, the Supreme Court.

Macalma, in his episode on June 20, 2013, claimed that the colleagues of the “lady justice” are starting to be scandalized by her apparent “flaunting” of her love affair with Aquino’s PSG officer, where one incident allegedly took place during a conference of the Integrated Bar of the Philippines (IBP), in which the “lady justice” and the PSG officer took a dip together in a swimming pool at the conference venue, in full view of many people. My question is: is this even true? Should not the Supreme Court step into this issue now?

-oooCONGRATULATIONS, NEIL OCAMPO: And speaking of DZRH, I would like to congratulate a broadcasterfriend of mine of long ago, Neil Ocampo, who is now having a daily program at the radio station at its 6 to 7 in the morning time slot. I chanced upon him in the morning of June 20, 2013, while I was traveling in my car en route to the Olongapo City Regional Trial Court.

Neil came from two major broadcast stations before he joined DZRH. Neil became famous not only for his good style of anchoring his program and his fearless analysis of events, but more for his talent to speak in different voices, which gives out the impression that he has with him in the program several personalities whose speaking styles he is mimicking with much flair and credibility. I am sure DZRH made a good choice of Neil.

-oooWB’s SKEWED PLANS FOR GLOBAL WARMING: The World Bank initiative to help countries that are projected to bear the brunt of the destructive effects of global warming and climate change in the days to come shows its skewed perspective on natural calamities which will only result in more wastage of precious dollars, in billions and billions yet. Why is this so?

Principally because of the World Bank’s perception that it must help mitigate the death and destruction arising from global warming and climate change to ensure that countries affected by it do not plunge into greater poverty and miserable life. Many parents get so tired and frustrated from being angr y with their children. But we think our being angry is the only way our kids will take us seriously. But does using anger really work to teach our children well?

Imagine you’re driving your car too fast, breaking the speed limit. And a

policeman who is not on duty or in uniform sees you. But he has no authority to stop and ticket you.

So this policeman gets angry and starts screaming and yelling at you as you speed by. Would you slow down and drive by the rules just because a man by the road is angry and screaming at you? Probably not! So the only thing that man accomplished was to make himself look foolish.

But we parents sometimes do the same thing when we use our anger to correct and teach our children.

When our kids see us not able to control our own anger, it’s hard for them to truly respect us.

Because we expect them to do something we cannot do ourselves. That’s why anger is a bad teacher. But when we keep our cool and control our anger each time we correct or discipline our children, we’re teaching our kids well, not only by what we say, but by our example of how controlled and calmly we say it.

But you know, even patient, good parents have their limits! And kids sometimes push us past our limits. That’s why we need Jesus Christ to give us His supernatural patience and love every day.

THE difference between what is right to be done and what is wrong to be avoided according to the dictate of reason—this is ethics. The distinction between what is virtuous to be observed and what is vicious to be shunned pursuant to the mandate of faith—this is morals. Ethics remains in the realm of Natural Law. Morals ascend to the sphere of Supernatural Law. And considering that the nature and finality of reason (Natural Law) have to be consonant with the essence and objective of faith (Supernatural Law), what is therefore truly ethical is also moral, in the same way that what is really moral is

Less than six months ago, thousands of Filipinos from all walks of life donated their 25-centavo coins to the “Barya ng mga Bayani” fundraising event organized by the Bangko Sentral ng Pilipinas (BSP) Officers Club in collaboration with the Kabayanihan Foundation, Inc. The program organizers were able to raise enough money to build a new class-

Record, event organizers reached a length of 72.03 kilometers. The 25-centavo coins arranged end-to-end amounted to P912,000.

The feat not only created public awareness of BSP’s coin recirculation program.

It also raised funds for the construction of two new classrooms that are ready for use this coming school year.

BSP Officers Club President Dr. Greg Suarez said

they chose to use the proceeds to build classrooms because they wanted to give something that is lasting and which can benefit a great number of people.

True enough, by building structures that are conducive for learning, generations of students can now have a healthier educational experience, which would come in handy as they aim to better their lives.

THE militant drivers’ group Piston vowed to hold another protest actions on Tuesday (June 25) in reaction to another round of oil price hike imposed on June 18 by oil firms.

The group has already launched various protest actions, the latest of which was held in front of the Makati headquarters of oil TNC Shell and on Tuesday the group will converge in front of Chevron headquarters.

On one hand, the youth group, Anakbayan, conducted a series of

“noise barrages” Friday, June 21, also in protest of this week’s additional oil price hike.

Piston is protesting the “big time oil price hike” last week where oil firms imposed a P1.45 per liter increase in the price of diesel and P1.05 in the price of gasoline.

Public land transport vehicles such as jeepneys, buses, UV Express, Taxis and tricycles are mostly run on these petroleum products.

According to Piston, this week’s oil price hike is the 5th already in a series of hikes of diesel prices and the 6th in a series of gasoline price hikes since the holding of the May 13, 2013 mid-term elections.

“We condemn the collusion of the Aquino government and Big 3 Oil cartel in its manipulated and cartelized oil price movements and in its extreme exploitation of drivers and the citizens,” said George San Mateo, national president of Piston.

San Mateo said they have long asked the government to scrap the Oil Deregulation Law, remove the 12 percent value added tax (Vat) imposed on petroleum products, and to nationalize the oil industry, in “our bid to free ourselves from the grip of this greedy oil cartel.”

But, according to San Mateo, President Benigno “Noynoy” Aquino III has remained deaf

My dear pals in the UCCP IN THE capitalist order, an order that perfectly reflects what is described in the bible as the human nature which is concretely manifested by human greed, humans are mere tools that the user can discard or dispense with anytime they do not have any use for them anymore.

The mindset of the capitalist order views humans as nothing but mere machines used in the generation of wealth. If along the way the human element in the wealth generation process becomes ineffective or not helping in the maximization of what capitalism euphemistically calls as the bottom line, then they are readily dismissed under varying pretexts such as redundancy.

The current labor woes plaguing the Davao Citybased Brokenshire College, a school owned by the United Church of Christ in the Philippines (UCCP), exactly fall under the above situation in a capitalist order. The school recently dismissed 11 of its College of Nursing Clinical Instructors (CIs) on the ground of redundancy effective the current school year.

Expectedly, the school’s labor union protested the dismissal accusing the administration of union busting since their collective bargaining agreement was just signed first quarter of this year. Since both parties differed greatly in their respective positions, the school operation is now marred by labor unrest.

I’ll just focus our discussion of the controversy on how a church-owned institution could behave like any ordinary business enterprise by treating its human resource merely as tools that they can dispense with anytime they want.

Brokenshire College as a church-owned institution should have a different attitude toward its workers.

The institution of learning is expected to combine its pro-human rights advocacy, and advocacy the UCCP is widely known for, and its being part of the body of Christ. In its treatment of its workers, however, Brokenshire College is behaving like any ordinary enterprise whose primary reason for being is to maximize its profit.

It is in this regard that Brokenshire College miserably failed in living up to its being a church-owned institution. Redundancy programs availed of by business enterprises of this world should have no place in an institution that claims to be part of the body of Christ.

In availing of this program which is admittedly not contrary to the laws of this world, the school adminis-

trators simply embraced the easy path in resolving their internal problems.

Undeniably, the enrollment of its College of Nursing had dived down to levels that make that college not profitable anymore if viewed from the capitalist point of view. But over-all enrollment in all colleges and universities in Davao and elsewhere in the country remained practically the same. While many incoming freshmen students did not take up nursing anymore, this does not mean they did not pursue college education anymore.

They still went to college.

Apparently, Brokenshire College administrators did not prepare for this eventuality. This just goes to show their lack of savvy in running a tertiary level institution of learning.

They just waited in their own sweet time for the students to come to the college to enroll.

They must not have undertaken efforts at enticing incoming freshmen to enroll in their college resulting in the decrease of their enrollment over-all.

This failure is indisputably traceable to the school administrators. The main reason for a school administration’s existence is to

plan ways by which they can continue to bring in students to their school.

Since Brokenshire College is justifying its adoption of the redundancy program to terminate its CIs its dwindling enrollment, this is a tacit admission on their part that over-all their enrollment for the current school year had dwindled.

If it has not dwindled, why did they not assign the 11 CIs to teach general education subjects related to their profession? Why not assign them to the school’s infirmary clinic, which is, by the way, a requirement for all colleges and universities to have? If Brokenshire College truly believes that it is part of the body of Christ, would Christ have approved their move of terminating 11 of their CIs? When the College was awash with nursing students, did the school not maximize the services of these CIs to the fullest? And when the College of Nursing was experiencing boom in its enrollment, did the school not benefit from the revenue it brought in? Why conveniently dismiss now those that greatly helped the school make what it is now? Is this behavior not very capitalist thus contrary to the teachings of the head of the church?

Brokenshire College administrators, please wake up and live out the faith you profess you embrace.

Do not undermine Jesus’ teachings by behaving the way you are behaving now.

Whom to trust

God moves and works in miraculous and mysterious ways.

It is a fact that He made each and every human being unique and extra-ordinary. In fact, no two beings are physically the same.

He gave man his free-will and the ability to find out and reason out things the way he wants to.

Some are gifted with extra ordinary intellects while others, so so.

Yet to every man He created was instilled with the command to “Trust in the LORD with all your heart; and lean not on your own understanding.

In all your ways acknowledge him, and he shall direct your paths.” (Proverbs 3:5-6).

We are told, positively, to trust the Lord and, negatively, not to trust our own understanding.

In other words, if we trust in the Lord, we cannot also depend upon our own ability to understand everything God is doing.

If we are to truly trust Him, we have to let go of our pride, our programs, and our plans.

Even the best-laid human plans cannot begin to approach the magnificent of God’s plan.

“For the foolishness of God is wiser than human wisdom” (1 Corinthians 1:25).

Many of us want to weigh things by our own pressumptions but in so many areas we must acknowledge that we cannot understand.

We must approve of God’s ways, even when we can’t comprehend them. Isaiah 55:8-9 tells us why we often don’t understand what God is doing: “’For my thoughts are not your thoughts, neither are your ways my ways,’ declares the Lord. ‘For as the heavens are higher than the earth, so are my ways higher than your ways and my thoughts than your thoughts.”

God sees the whole picture, while we only see our tiny corner of it.

To trust in the Lord with all our heart means we can’t place our own right to understand above His right to direct our lives the way He sees fit.

When we insist on God always making sense to our finite minds, we are setting ourselves up for spiritual trouble.

The United Coconut Planters Bank (UCPB) Savings Bank, the retail arm of UCPB has opened its 3rd branch network in Market City, Agora Lapasan, this city on June 14.

NGCP brings Alternative Learning System to Davao Another out-of-school youth, this time from Davao, will be all-smiles when he receives an education grant from the National Grid Corporation of the Philippines (NGCP) through its Alternative Learning System (ALS) Accreditation and Equivalency Program.

Last June 7, NGCP, together with Davao Oriental Electric Cooperative, Inc. (DORECO), Department of Education (DepEd) Mati Division, and local government of Barangay Pintatagan, Balay-Balay, Davao Oriental, signed an agreement to implement and sustain a 10-month ALS program to underprivileged but deserving student residents of Brgy.

Thirty-five residents will be given the opportunity to continue their elementary and high school education in a non-formal, modular setting. The ALS program has been a flagship program of NGCP, focusing on providing education for the disadvantaged residents of their host communities. Earlier this year, the program was also launched in Zamboanga and Bicol.

“Brillantes cannot decide on his own to change the electoral calendar. It would be illegal. Congress has to legislate the postponement and there is very little time left, almost nil,” Ilagan said.

On the other hand, Rep. Winston Castelo (2nd District, Quezon City), who filed a similar measure in the 15th Congress, said the matter should be studied further and the House leadership should be consulted.

“There are factors present before which might not be prevalent now,” Castelo explained.

On one hand, a lawmaker will ask Congress to reset the holding of the Barangay and the Sangguniang Kabataan (SK) elections scheduled this October 2013 to the last day of October 2014.

Rep. Rene L. Relampagos (1st District, Bohol) said he intends to re-file House Bill 6198 in the 16th Congress, which aims to reset the date of synchronized Barangay and Sangguniang Kabataan (SK) elections.

In a text message Relampagos said: “Yes, I will re-file the measure.”

Relampagos said he would push for the postponement because “the elections in the barangay level and SK will definitely need a substantial amount of government budgetary allocation.”

“The billions of pesos that will be saved in this barangay and SK elections can definitely be utilized by the State for various worthwhile projects and programs for the improvement of the quality of life of the Filipinos,” Relampagos added.

“Furthermore, it has been argued that the present three year term of the barangay official is not adequate to guarantee that the projects of the barangay are properly implemented, hence an extension would be practical to make certain that these programs and projects initiated by the barangay will be appropriately carried out and would come to its completion,” Relampagos added.

Twelve more bills were filed separately in the 15th Congress calling for the postponement of the Barangay level and SK elections. The measures were referred to the House Com-

mittee on Suffrage and Electoral Reforms.

Relampagos’ measure resets the date of the synchronized Barangay and Sangguniang Kabataan elections from last Monday of October 2013 to the last Monday of October 2014.

The term of office of all Barangay and Sangguniang Kabataan officials shall be five years and shall commence at noon of November 30 next following their election.

The measure amends Republic Act 9340, otherwise known as, “An Act Amending Republic Act 9164, Resetting the Barangay and Sangguniang Kabataan Elections, and for other Purposes.”

The Commission on Election shall promulgate the implementing rules and regulations necessary to implement this Act.

Cawit Barangay Chairman Rey Modillas said he met Wednesday afternoon with the barangay council and mapped out a campaign in tracking down the whereabouts of the possible carrier and other people who came in contact with the child.

Those who came into contact with the child can now be carriers of the disease themselves.

Modillas sought the help of the barangay councilmen to conduct an information drive to raise awareness of the community’s 9,300 residents about the dangers of the disease.

Health officials are also providing free prophylactic or preventive drugs against the disease to all those who claimed to have come in contact with the girl.

The four-year-old girl died on Tuesday of suspected meningococcemia, 24 hours after she was rushed to the Zamboanga City Medical Center (ZCMC).

The girl who is from Zone 3, Barangay Cawit, was rushed to ZCMC by her parents about 6:00 p.m.

Monday after experiencing chills and convulsion.

Her cadaver was released by hospital authorities sealed in sheets and packing tapes. The parents were advised not to open the sealed sheets because of the suspected nature of the disease.

However, her parents unwrapped her cadaver for washing according to Muslim rites in preparing the body for burial.

Muslims are very particular about what can be done to the body more so after death. Muslims frown on embalming and the cadaver is ritually washed by Imams or Muslim priests who prepare it for burial according to their rites.

Dr. Dulce Dagalea of the City Health Office said

that doctors were unable to conduct complete tests on the suspected meningococcemia victim to conclusively prove that she died from the contagious disease.

Dagalea personally visited the house on stilts of the suspected meningococcemia victim Tuesday afternoon to hand out antibiotic tablets to all those who came into contact with the cadaver or those who were around the vicinity of the house.

Although hospital authorities are not sure if the child died of the meningococcemia bacteria, Dagalea said the city health office provided these free medicines to the residents in Cawit to prevent the spread of the disease, if indeed it was meningococcemia that caused her death.

Meningococcemia is caused by a bacteria called Neisseria meningitidis. The bacteria frequently lives in a person’s upper respiratory tract without causing visible signs of illness.

The bacteria can be spread from person to person through respiratory droplets--for example, you may become infected if you are around someone with the condition when they sneeze or cough.

Dagalea said family members and those closely exposed to someone with the condition are at increased risk.

The symptoms of the disease include; anxiety, fever, headache, irritability, muscle pain, nausea, rash with red or purple spots, changing level of consciousness, large areas of bleeding under the skin.

Dagalea said that hospital authorities were unable to conduct enough tests.

These would include blood test, blood culture taken from various parts of the body including bone marrows.

Meantime, Cawit Elementary School Principal Luzbella de Leon said she is coordinating with Modillas to help contain the disease.

City gov’t buys rifles, motorbikes, and ammunition for the Zambo police force ZAMBOANGA City––Mayor Celso Lobregat turned over Wednesday P5 million worth of high-powered firearms, ammunitions and motorcycles to boost the firepower and mobility of the Zamboanga City Police Office in its fight against criminality.

Lobregat said the firearms, comprising 75 units of M4 rifles, two motorcycles, and 20,703 ammunitions--10,352 for M-16 Armalite rifle and 10,351 for 9-mm pistol and 300 magazines--were purchased through the peace and order funds of the city government.

Lobregat said the turnover of the assault rifles is part of the local government’s assistance to the ZCPO in the fight against all forms of criminality.

The firearms, motorcycles and ammunition, were received by Police Regional Office-9 (PRO-9) Chief Supt.

Juanito Vaño, who in turn handed it over to ZCPO officerin-charge Senior Supt. Edwin de Ocampo.

The city government has provided 274 M4 rifles to the ZCPO since 2010, including the 75 units turned over Wednesday, according to Lobregat.

De Ocampo said the new firearms will be distributed to the different police stations under his command and priority will be given to the stations in the far-flung areas.

De Ocampo’s command has 11 police stations that have jurisdiction over this city’s 98 barangays, including eight island barangays.

He said the firearms is a big boost to the firepower of his command.

Vaño has reminded the policemen under De Ocampo’s command to diligently do their mandated tasks.

“As an example, the deadline of application for a member who turns 65 on May 1, 2013 will fall on June 30, 2013.

We want to emphasize that failure to file the application form on or before the deadline will bar the member from completing the 120 contributions,” Jariol explained. In effect, their retirement benefit will be in lump sum instead of a monthly SSS pension.

Upon approval of their application, members must pay the contributions continuously every month or quarter based on their last monthly salary credit (MSC) bracket until they reach the required 120 contributions. A decrease in MSC bracket will mean stoppage of the contribution payments, while those who pay above the approved MSC will get a refund for their excess payments.

No contributions shall be applied retroactively nor shall payments be accepted beyond completion of the 120 months. As for members who are currently getting SSS pensions for partial permanent disability, they can start paying contributions in the month after their disability pension has ended, said Jariol.

“We Grow Minds” TESDA programs address employment concerns, generation for underemployed and ‘needing skills’

BWM MEDIA CENTER, Cagayan de Oro – The Technical Education Skills Development Authority (TESDA) in the region has continued to successfully embark on schemes to measure the impact on regional development in both training and employment, said Engr. Edgar Sales, OIC-regional director of TESDA 10 during the weekly BWM Media Center’s News Conference (NEWSCON), held last June 21, here.

Dir. Sales was accompanied by Ms. Kotie Bax, TESDA 10 Regional Operations Division chief, and Ms. Honey Analou Dona, TESDA 10 SMAC Focal.

TESDA, is an agency of the government under the Department of Labor and Employment (DoLE) responsible for managing and supervising technical education and skills development.

Dir. Sales identified the measures as (1) Private Education Student Financial Assistance (PESFA) Program, (2) Training for Work Scholarship Program (TWSP) and (3) Cash for Training Program (CTP).

PESFA Program has been established through Section 8 of R.A. No. 8545, otherwise known as the Expanded Government Assistance to Students and Teachers in Private Education

(GASTPE) Act. PESFA offers educational grants to qualified and deserving college freshmen both in degree and non-degree courses.

Engr. Sales said the Commission on Higher Education (CHEd) and TESDA handle the administration of the program for degree and non-degree courses, respectively. The program seeks to extend financial assistance to marginalized but deserving students in post secondary non-degree TVET courses; promote technical vocational education and training (TVET); contribute to the development of a competent skilled workforce; and assist private institutions in their development efforts by assuring a steady supply of enrollees to their course offerings.

TWSP is a facility to provide the necessary supply to address the skills demand of

the industries. Specifically, it aims to provide skills and competencies to job seekers through appropriate training programs that are directly connected to existing jobs for immediate employment.

It also seeks to empower private education and training institutions to offer relevant training programs that meet job requirements.

“Remember that we focus on food, shelter and clothing, which are the basic needs, and our role is to address employment concerns and generation,” Dir. Sales said.

To realize the objectives of this program, TESDA works with other government agencies to provide the funds for either full or partial scholarship grants to high

school graduates, those employed but ready for a career change, underemployed or unemployed, with or without experience and ready to undergo training in the selected priority sectors and other sectors with identified highly critical skills requirements namely: Agribusiness, Cyberservices, Aviation, Metals Engineering, Construction (Heavy equipment Operators); Health and Social Services (Massage Therapists, Spa Therapists, Pinoy Hilot, Biomedical Equipment Technician); Hotel and Restaurant Management (Barista and Cooks/Chef); Support Programs (National TVET Trainors/Assessors Qualification Program, Pre Assessment of CCAs and Medical Transcriptionists); and Special Programs (Special employment Program for Mindanao, Disabled Soldiers (DND), Livelihood or Training Program for OFWs) On the other hand, Dir. Sales spells out TWSP through the program’s two objectives: (1) To provide skills and competencies to job seekers through appropriate training programs that are directly connected to existing jobs for immediate employment and (2) To empower private education and training institutions to offer relevant training programs that meet job requirements.

TWSP is a joint project of government agencies spearheaded by TESDA, DoLE and Office of the Presidential Adviser for Job Creation (OPAJC), private sector organizations, industry associations, labor unions and public and private education and training institutions.

“While TESDA focuses

on education, it also addresses employment generation through programs and services. However, there are parameters that we have to consider. These are ‘working age population’ and ‘post secondary’ in our effort to address both employment generation and the needs of those living under the poverty line, the underemployed and those needing skills,” Dir. Sales said.

TWSP, he said, is a program that should provide work immediately after graduation or six months after, even as it helps jobless individuals to go abroad. Lately, 14 people managed to leave for Australia through the said program.

As for CTP, some 4,695 slots have been provided for Region 10, including the areas of Bukidnon, Misamis Oriental and Misamis Occidental while the areas of Camiguin and Lanao del Norte are still undergoing processing.

At least 68 schools in Misamis Oriental are TESDA-accredited with some 6,000 annual graduates.

Also at the NEWSCON were Cyril Ranile, TESDA coordinator for 1st District, and Nanny James Munalem, admin officer of International Labor Force Mastery, Inc./ Skills Mastery Institute.

Other topics discussed during last Friday’s NEWSCON were the following: Role of TESDA in providing employment to returning OFWs economically displaced as a result of global economic crisis; major activities/events which TESDA is undertaking relative to the TESDA anniversary celebration on August 2013; and Holcim Galing Mason Awards.
