ZAMBOANGA City––Malaysian authorities have detained a Filipina woman who was freed by the Abu Sayyaf after she and a Chinese tourist were kidnapped by militants tied to Jemaah Islamiya. The news website Rakyat Post based in Kuala Lumpur reported Sunday that the 40-year Marcy Dayawan is being held a day after she and Chinese holidaymaker Gao Huayun, 29, were freed by the Abu Sayyaf group in Sulu province.

DAVAO City––The five independent survey inspectors and vehicle driver abducted by the New People’s Army (NPA) rebels last Friday (May 30) in Barangay New Leyte, Maco, Compostela Valley were finally released to Davao City Mayor Rodrigo Duterte at an undis-

closed place in Compostela Vallley province around 2:00 p.m. Monday.

Department of Environment and Natural Resources Regional (DENR) Regional Director Joselin Marcus Fragada has sought the help of Duterte in facilitating the safe release of the five survey inspectors and the driver of the vehicle rented by the group.

Those released were Kendrick Wong, Nico Lasaca, Chris Favila, Tim Sabino and driver Jonas Loredo, who were turned-over by Duterte to Fragada at Holcim Cement Plant where the mayor was scheduled for a separate event.

SURIGAO City––Cortes town in Surigao del Sur province has experienced earthquakes for two days already, according to the Philippine Institute of Volcanology and Seismology (Phivolcs).

Phivolcs said the first tremor occurred on May 31 midnight with a magnitude of 4.4 and was located 92 kilometer northeast of Cortes. It added the ground has shaken 51 times as of Monday morning.

Phivolcs said that up to 9:04 a.m. Monday (June 2), the quakes have struck 51 times, the strongest so far occurring at 3:05 a.m.

Monday and registering a magnitude of 5.5. Most of the quakes had magnitudes of 3-4. Herly Loreno, former designate officer of Cortes Municipal Disaster Risk Reduction Management Office told MindaNews over the phone that the quakes have been recurring for two days and “the people are really afraid of this.”

Loreno, however, said the townspeople have remained in their respective houses.

The quakes were also felt in Butuan City, Agusan del Norte, Surigao del Norte and Agusan del Sur. In Su r i g a o C it y, a 5.7-magnitude quake struck on May 30 at 11:26 am. its epicenter was located 167 km southeast of the city.

Phivolcs said the quakes were tectonic in origin.

No damage to properties and injuries were reported.

MARAWI City--The holding of the 1st Governor Mamintal “Bombit” Adiong Jr. Cup Shooting Competitions held at the shooting range of Kampo Ranao here was successful with the strong participations of gun enthusiasts from Luzon, Visayas, and Mindanao.

MALAYBALAY City––Some farmers have complained the absence of a “bagsakan” or trading center in Malaybalay City and other areas of Bukidnon have put them at the mercy of buyers who dictate the prices of their produce.

Federico dela Torre, a long-time farmer, said he planted cabbage in his 200-square meter farm in Barangay Dalwangan here, and was expecting a good price since vegetables are scarce this time of the year.

But when he transported six sacks or about 480 kilos of cabbage to the bagsakan in Cagayan de Oro City, he found no buyers. He expected a price of P15 to 18 per kilo. But even when he offered to sell at P10 a kilo nobody bought his cabbage Dela Torre was forced to leave

the stock in the stalls to await buyers. The other option was to bring it back home without recouping the P6,000 he had spent from production to shipment.

Neighbor “Jose D.” from the next farm was forced to sell 17 sacks or around 1,400 of kilos of cabbage for only P3 per kilo. A contact in the bagsakan told him the prevailing price was around P15–20 per kilo. But the contact was nowhere to be found when Jose went there.

Dela Torre said such experience was frustrating for small farmers like them. He cited he paid P40 per sack for bringing the cabbage on horseback from the farm to the highway, and P1,700 for hauling it to Cagayan de Oro. “You can’t see government help for them in marketing their

products. The government stops at encouraging farmers to maximize production,” his wife, Dr. Lourdes de la Torre, a college dean, said.

She lamented what she called lack of protection for small farmers like those in upland Dalwangan.

The group of farmers the couple talked to suspected there were irregularities like hoarding in the bagsakan.

“In that case the government needs to come in as hoarders have allegedly altered the law of supply and demand prevailing in the market,” Dr. Dela Torre said, noting it is the middlemen and traders who benefit more in the food value chain.

“The producers are not the ones dictating the price. Who earns?

Not the farmers. The businessmen selling fertilizers and insecticides maybe,” she said.

From the point of origin, she said, the local government must assist farmers not just in increasing productivity.

“They must help turn productivity to optimal income by putting in place market support mechanisms,” she said.

“The situation is true not only for cabbage but other farm produce like tomatoes,” she added.

Dr. Dela Torre said if the local government is enterprising enough it can provide a bagsakan “for the sake of small farmers”.

She also suggested that facilities like cold storage for vegetables to preserve quality should be made available.

“Productivity is put to waste without market support,” she said, citing that it is a critical concern because Malaybalay City (and Bukidnon) are largely agriculture-based and styles itself as a city “with fastgrowing agri-business economy.”

“What mechanisms and legislative measures did government put in place to ensure farmers are protected?” she asked.

MindaNews texted Malaybalay city councilor Canuto Barroso, chair of the committee on agriculture at the city council on May 31 but he has not replied.

Engr. Alson Quimba, Bukidnon provincial agriculturist, admitted that aside from the “tabo” (market day) every Saturday and Sunday, “there is no ‘bagsakan’ in Bukidnon”.

“There is also no price regulation aside from the monitoring done

by DTI (Department of Trade and Industry) and those during times of calamity,” he added via SMS on May 31.

He clarified that price control is based on emergency situations declared by the state.

“Farmers should organize like cooperatives so they command the price. They should also sign contracts with buyers,” he suggested.

provided the farmers support through interventions to increase production.

Through its Rice Program, mechanization is one of its top priorities.

DA Assistant Secretary for Operations Edilberto de Luna, formally led the inauguration of the two towns’ Rice Processing Complex II, accompanied

by RFO 13 Regional Executive Director Edna Mabeza, Provincial Governor Johnny Pimentel, First District Rep. Philip Pichay, Madrid Mayor Jose Arpilleda and Cantilan Mayor Genito Guardo.

De Luna, who is also the National Rice and Corn Coordinator, cited the two farmers’ groups for their hard work in addressing their problem saying that the lack of post production facilities results in tremen-

dous loss and wastage.

He noted that the total loss of palay due to lack of postharvest facilities represents 14.8 percent of the country’s total production of which the highest loss is attributed to drying with an average of five percent.

RPC is a facility that showcases efficient postharvest operation through mechanization and automation. It ensures savings in labor cost, lesser losses, enhanced quality, improved distribution system and maximized use of byproducts.

“RPC is not only a service facility, but an enterprise venture for farmers to do and learn how to run an agri-business operation to the best of their ability,” De Luna said.

TABA Farmers Association president, said that during rainy season, the quality of harvested palay reduced, resulting in low price with traders rejecting their product.

“The establishment of RPC II has given us hope for a brighter tomorrow with all the rice farmers in our province availing themselves of the benefits of this facility,” said Elvie Amubio, chairperson of TUPEDO Irrigators Association.

The RPC II in Madrid and Cantilan has a total project cost of P30.5 million. Around 5,000 hectares will be covered in the CARCANMADCARLAN area where the palay to be processed will be sourced.

The average palay yield is four metric tons per year.

Upgrading teaching methods: A need in this modern time

The purpose of teaching is to produce learnings that are beneficial to the students and this is through theories and ideas presented as class lessons.

The schools, most of them, are already enveloped in modernization. This is because each student has mind that evolves through time, making it challenging to educators. In result, educators tend to modernize teaching methods as well.

Different methods are used in teaching, not just to upgrade their forms of doing so, but also to attract student attention considered as hard to achieve sometimes of most teachers.

THE Senate yesterday approved on third and final reading a bill which seeks to regulate the policies that govern the eligibility status of student-athletes in interschool competitions such as the University Athletic Association of the Philippines (UAAP).

Senate Bill No. 2226, otherwise known as the “Student-Athletes Protection Act,” was approved with 15 affirmative votes, zero negative vote and zero abstention.

I have several students in my German language course in the University of Southeastern Philippines in Davao, who need to learn my mother tongue, because they are planning to stay in Germany as domestic helpers--also known as “au pairs.”

In Europe, there are a lot of Filipinas who work as domestic helpers. An au pair works in the home of families who are capable of paying her for the household jobs. The au pair is not there to be a slave but to learn the language and the culture of the country.

The employer pays the legal wages and sees to it that she is given reasonable time to mix socially and get a chance to learn enough about the

The au pair is working in private homes mopping the floor, washing the dishes and doing all sorts of domestic jobs while she listens to the foreign language she supposed to learn. It is even faster for her to acquire the language if she is made to look after the children.

There is some au pair who go to school, too, to enhance what they learned at work.

But, as I said before, a

minimum (Level A) of German language knowledge, for example is required by law.

The Philippine domestic helper is usually a career girl or a college level one. She may even be married before she accepted a foreign assignment. Most of my “au pair students” needed to travel to other countries to improve even their English. Some worked already in restaurants or hotels in

Europe.

See it from this side: as an au pair working in a foreign household, you are a scholar, researcher, reporter, an ambassadress of goodwill, observer and someone who records the customs and traditions, the good and the bad for the country.

Swiss company to put up modular coal-fired power plant in Davao DAVAO CITY -- IQ DEMY, a Swiss independent power generation solutions producer, which claims to be listed in Forbes Magazine, has proposed to fully finance the construction of a modular coal-fired power plant in the city on a Public Private Partnership (PPP) scheme.

“The company seeks to partner with the city in building a modular coalfired power plant that can supply 3 to 50 Megawatts depending on the city’s power requirements in the

future,” said Councilor Louie John J. Bonguyan, chair of the Committee on Energy.

Company representatives have informed the City Council that a 10MW coalfired plant will only require a 2,000 square meter area.

Bonguyan said IQDemy intends to source its coal supply from nearby Surigao as they have already talked with a local mining company that can supply them with coal for up to 20 years. Once the project is approved, the company is capable of building the

AMBOANGA CITY – Malaysian authorities have detained a Filipina woman who was freed by the Abu Sayyaf after she and a Chinese tourist were kidnapped by militants tied to Jemaah Islamiya.

The news website Rakyat Post based in Kuala Lumpur reported Sunday that the 40-year Marcy Dayawan is being held a day after she and Chinese holidaymaker Gao Huayun, 29, were freed by the Abu Sayyaf group in Sulu province. The duo was kidnapped on April 2 from the Singamata Adventures and Reef Resort in the town of Semporna in Sabah where Dayawan works.

The report quoted Sabah Police Commissioner Datuk Hamza Taib as saying that Dayawan is being inter-

rogated in by the Royal Malaysia Police in Kuala Lumpur in connection to the investigation into the kidnappings. “We will detain her further until we are satisfied and confident that she is not involved in the kidnapping incident,” he said.

The police commissioner said Dayawan was an illegal worker and had entered Sabah illegally. He said the Filipina was employed by resort just two months before the kidnappings. “And if Marcy, who

AVAO CITY — The Union of Peoples’ Lawyers in Mindanao (UPLM) condemned the shooting Friday night of lawyer Emmanuel Acuna Jr., an alumnus of the Ateneo de Davao Law School who passed away in a hospital on Sunday.

“This is yet another proof of the continuing state of impunity that still bedevil and plague our society…we register our strongest condemnation of

this act! We demand no less than a speedy investigation from the authorities and bring to the bar of justice the perpetrators!,” Bayan Muna Rep. Carlos Zarate,

also UPLM chair, said.

Zarate said Acuna, used to work at the Public Attorney’s Office (PAO) assigned in Davao Oriental for about three years but recently resigned to go into private practice.

DAVAO CITY - The Municipal Crisis Committee of Maco, Compostela Valley Province is still facing a black wall on the abduction of survey inspectors from Manila as it criticized the Department of Environment and Natural Resources (DENR) of breaching protocols on coordinating with local officials in the conduct of ground survey for its National Greening Program.

“We neither have contacts with the abductors nor the survey inspectors,” Maco Vice Mayor Voltaire Rimando, who is now tasked to head the Crisis Committee said.

Rimando said the Crisis Committee cannot move forward as it might pre-empt any efforts or activities for the safe release of the survey inspectors.

Rimando expressed disappointment that DENR or any of its provincial and community environment offices did not coordinate with the local government unit prior to the conduct of

the survey.

Rimando confirmed there were only five abducted by unidentified armed group.

He said the employees from the Community Environment and Natural Resources Office (CENRO) were not taken by the abductors, thus there was no truth that three were released.

He said standard protocol in visiting local areas should have been observed, especially that similar incidents have happened in the past citing abductions of some members of the military and police.

Rimando said even after the abduction was reported, no one from the regional, provincial or community environment offices reached out to them.

While the driver with the rented Prado car of the survey inspectors has reportedly returned to New Leyte barangay center, Rimando said no information was relayed to them.

“What happens now is

just to wait for their eventual appearance. We have no words from them. Maybe they are still in a state of confusion…or maybe because there is no work today, so they did not come to us.

But we are closely monitoring the situation. We really have no contacts with them,” Rimando said in a phone interview on Sunday.

Barangay New Leyte, according to Rimando, is the farthest area in the southern part of Maco and known as a red area.

Rimando pointed out the importance of coordinating with the LGU to avoid relaying information based from speculations.

DA-XI braces for the El Nino in August

DAVAO CITY The Department of Agriculture in Davao Region braces for impact of the the El Nino Phenomenon despite the 50:50 chance of occurrence according to the projection of the weather bureau.

Remelyn Ricoter, director of the DA 11 said the El Nino mitigating plan includes cloudseeding operation to induce rain.

She said the cloudseeding operation will be done side by side with the Bureau of Soil and Water Management.

Ricoter said the cloud-seeding operation will not be done hastily.

She said it will be done with the assessment of the cloud formation and the crops which might be affected by the induced rain in the vicinity.

“The cloud seeding needs P2-Million for

a thirty-day-operation which will have 60 sorties because of the high cost of the plane covering a P40,000 per flying hour” she said.

Ricoter said the DA has to rent or to use the plane from the Philippine Air Force or from the private operators.

She said the DA also needs to pay for the fuel, and incentive for the pilot and the technical personnel. Ricoter revealed based on the weather bureau’s projections, Davao City, Davao Oriental will be put under the moderately vulnerable areas.

She said the DA will also provide open surface water pumps and drought-tolerant varieties for seeds and crops.

Reconstituted Iligan city tourism council now back on its helm ILIGAN CITY, — The city of Iligan has reconstituted its tourism council to promote local tourism development.

Per Executive Order No. 51-A, series of 2014, dated 31st of March 2014, city Mayor Celso G. Regencia has reconstituted the Iligan City Tourism Council (ICTC), as such that tourism is a vital economic industry.

Dr. Jennifer WeeTan, chairman, Northern Mindanao Regional Tourism Council, officiated the officers’ Oath of Office and induction of members on May 28, 2014 at the Elena Tower Inn, this city.

In her message, Dr. Tan congratulated Mayor Celso G. Regencia of Iligan for reviving the City Tourism Council, and appreciated Regencia’s enthusiasm since Iligan had been out in the Councils of Tourism nationwide.

Tan added tourism should be localized that is to develop talents among the community; and recognize the community as they are the ones that would promote the place through their talents and skills.

People should support the city head, its leaders to unite, and be one if you truly love Iligan, said Tan. She recalled when she assumed as the city chief executive of Tangub City.

She never doubted offers from individuals or groups (regardless of political affiliation) to help her develop their city. Hence, she gave them the opportunity to present their intention for the good of the city.

For his part, mayor Regencia said that Iligan City government will pool whatever resources it has to develop as the city has vast tourism potentials, both natural and manmade in nature, coupled with human resources. He also said private and public partnership is vital to the city’s economic industry.

Wenger said they intend to provide more than 100MW of power through several installed facilities which they plan to commission by 3rd quarter of 2015.

IQDEMY has an ongoing project in Batangas although it is still on the first phase.

“We can ensure 10 years fixed price on the power sold to the local government unit and cooperatives based on the signing of a 20-year power purchase agreement,” Wenger said.

The company will fully finance the construction and operation of the power plants including the boiler, pipes, turbines and other equipment which will come from Switzerland.

Bonguyan said the only thing they asked from the city is land where they can build the plant and an office structure.

By sourcing their coal from the Philippines, the company is able to remove dependence on fossil fuel imports which will provide a more secure and afford-

able source of energy. But more than providing a stable supply of power for the city, Wenger said they can contribute to job generation in the area due to the resulting spin-off companies using the residual heat from the plant to include green houses, fisheries, food processing and refrigeration.

“With our technology there is less maintenance and less wear of equipment and engines due to the improvement in generator design and the use of clean, enriched fuel source,” Wenger said.

During the interaction with DatuKanimbailan and the Barangay Panlabuhan folks, it was learned that no one dare to practice illegal fishing in the area.

According to DatuKanimbailan, the local residents themselves have internal agreement within themselves to apprehend anybody who would violate the law (NIPAS law) introduced by PASu Miranda and his men.

“In fact”, DatuKanimbailan said, “everybody, local residents, visitors and even officials turn off all vehicles’ engines upon entering this barangay and its vicinity specially the fish sanctuary that we identified in order not to disturb the fishes that are living here.

For your information, there are 24 kinds of fishes found in our area, and also 24 kinds of local birds. During the in-migration season of birds, it will reach up to 30 kinds of species.”

Delighted by the explanation of the local folks, one member of the group asked DatuKanimbailan what he had observed the reaction of the area with regards to climate change, and Datu Kanimbailan said, he believed that it has affected the area because some of the areas that were covered with deep water are now dry, and can be planted with vegetables and other crops.

“With regards to crocodiles and other reptiles, I can say we often see them here and coexist with us.

But crocodiles and snakes instincts are alike. They go away when they see or notice there are people around and then they hide in places where no one can disturb them,” DatuKanimbailan said.

After taking the lunch with fried kangkong as the main delicacy, the group paddle around the area, trying to look for unusual wild animals, or birds or plants, but only saw plants and no animals and birds.

According to local residents, bird and wild animals can only be seen very early in the morning when they look for food and in the night for nocturnal living creatures.

The group left the area at around 2:00 in the afternoon, confident that the local folks are really capable of protecting the protected area and with the help of foreign resources and technology, can maintain and even improve the condition of the area.

Fragada said the activity of the survey inspectors from Manila-based Sky Eye UAV, which was commissioned by the Provincial Environment and Natural Resources (PENRO), was not also coordinated with the DENR XI, thus he only get to know the surveyors were in the area when he was informed of the abduction last Friday (May 30).

Fragada also clarified the surveyors are independent contractors and not part of the DENR. These are young graduates from the Ateneo de Manila who ventured into such business.

He said the group was commissioned mainly for aerial survey to validate the National Greening Program (NGP) tree plantation implemented by the government three years ago.

Fragada said NGP is one of the flagship programs of the national government to have 1.5 million hectares planted with trees. In the region, a total of 33,000 hectares were already planted with different tree species, including cacao, coffee and Falcata.

According to Fragada, under the NGP program the DENR is required to produce geo-tag photos from the ground. And they also need to match these photos with an aerial/satellite surveillance to make sure that tree plantations really exist and to check survival rates of the tree seedlings.

He said the use of drones is one way to get an aerial surveillance.

Fragada pointed out there was no malicious intent in the use of drones.

He however admitted there were lapses in the area of coordination that even DENR XI has no knowledge of the group’s presence in the area.

Correction of entries in voters’ records need legal documents, says Comelec

OROQUIETA CITY, Misamis Occidental – The Commission on Elections (Comelec) said registered voters whose names have been changed by reason of marriage, court order or by order of the Civil Registrar or Consul General may file an application for change of name.

In support of the application, the applicant shall submit any original or certified copy of the following legal documents: Certification by the solemnizing officer, mar r iage cont rac t or court order with certificate of finality or order by the Civil Registrar or Consul General, as the case may be.

Atty. Cirilo E. Nala, Jr., Provincial Election Supervisor (PES) of Misamis Occidental, said this may also be availed of in cases where the marriage of a female registered voter has been annuled or declared as void by a competent court, who may request to revert back to her maiden surname and change of signature, attaching a certified true copy of the Court’s final order/decision, annuling

the marriage or declaring the marriage a nullity.

Meanwhile, registered voters whose registration records contain erroneous entries, including wrong or misspelled name, birth date, birth place or typographical errors, may request for its correction supported by a court order or order of the Civil Registrar, or any other evidence warranted under the circumstances.

On the other hand, registered voters whose names have not been included or have been omitted in the precinct certified list of voters in the immediate preceding elections, may file an application for reinstatement.

For all the above purposes, Nala said the applicants shall personally submit to the Election Officers (EO) in places where they want to vote, the accomplished three copies of the prescribed application forms for change/ cor re c t ion of entries/ and inclusion/ reinstatement of record in the list of voters/book of voters. Reconstituted Iligan city tourism council now back on its helm

ILIGAN CITY — The city of Iligan has reconstituted its tourism council to promote local tourism development.

Per Executive Order No. 51-A, series of 2014, dated 31st of March 2014, city Mayor Celso G. Regencia has reconstituted the Iligan City Tourism Council

(ICTC), as such that tourism is a vital economic industry.

Dr. Jennifer Wee-Tan, chairman, Northern Mindanao Regional Tourism Council, officiated the officers’ Oath of Office and induction of members on May 28, 2014 at the Elena Tower Inn, this city.

In her message, Dr. Tan congratulated Mayor Celso G. Regencia of Iligan for reviving the City Tourism Council, and appreciated Regencia’s enthusiasm since Iligan had been out in the Councils of Tourism nationwide.

Tan added tour ism should be localized that is to develop talents among the community; and recognize the community as they are the ones that would promote the place through their talents and skills.

People should support the city head, its leaders to unite, and be one if you truly love Iligan, said Tan. She recalled when she assumed as the city chief executive of Tangub City.

She never doubted offers from individuals or groups (regardless of political affiliation) to help her develop their city. Hence, she gave them the opportunity to present their intention for the good of the city.

For his part, mayor Regencia said that Iligan City government will pool whatever resources it has to develop as the city has vast tourism potentials, both natural and manmade in nature, coupled with human resources. He also said private and public partnership is vital to the city’s economic industry.

Iliganons have to have a paradigm shift from an industrial center to become a tourism destination; change the mindset from being a ‘tourist’ to a ‘destination,’ the mayor added.

Meanwhile, Director Catalino E. Chan of the Department of Tourism, region 10, underscored the importance of creating a tourism council and its role in tourism development.

He said the council’s participation shall be a 60% private and 40% public partnership, with standing committee coming from the private in preparation for the Association of Southeast Asian Nations (ASEAN) Integration.

Further, Chan said the aims and purposes of ASEAN are: to accelerate the economic growth, social progress and cultural development in the region through joint endeavors in the spirit of equality and

partnership in order to strengthen the foundation for a prosperous and peaceful community of Southeast Asian Nations; to promote regional peace and stability through abiding respect for justice and the rule of law in the relationship among countries of the region and adherence to the principles of the United Nations Charter; and to promote active collaboration and mutual assistance on matters of common interest in the economic, social, cultural, technical, scientific and administrative fields.

One strategy to get the attention of getting Iligan into the limelight is to coordinate with religious leaders and organizations.

Through these groups they could recommend Iligan as their venue for holding conventions, summit, conferences, thus, make Iligan as the center of conferences, said Chan.

He urged the Iligan Tourism Office to coordinate with the Department of Education (DepEd) to train the school children greet or say Iligan’s tagline “Maayong Iligan” (Good Day Iligan), a greeting visitors can’t forget the moment they leave Iligan, or simply teach students the distance how many minutes will it take if somebody asks his point of interest to go in Iligan’s tourist destinations.

Director Chan said, “Remember, the Philippines is not only those in Visayas and Luzon destinations, but we have it in Iligan-a place where people are hospitable, peaceful-loving and Maayong Iliganons (Good Iliganons). We are not competing our destinations but complementing.
