DILG tells local officials to ready disaster plans

CAGAYAN de Oro City–– Interior and Local Government Secretary Mar Roxas has directed all of the country’s governors and mayors to aim for zero casualty when they draw up their respective disaster preparedness plan in time for the onset of the rainy season.

This was revealed by the Department of the Interior and Local Government in Region 10 regional director Atty. Rene Burdeos.

Secretary Roxas is the vice chairman for disaster preparedness of the National Disaster Risk Reduction Management Council.

Atty. Burdeos said Sec. Roxas issued the directive after the Philippine Atmospheric, Geophysical Astronomical Services Administration (PAGASA) announced that the full onset of the rainy season

is expected to start by the second week of June.

According to weather forecasters of PAGASA, the country might experience two or three storms this month. It is noted that the western part of the country is now shifting from summer to rainy season, with recent data showing developing clouds that may dump rains around the West Philippine Sea in the coming days.

Atty. Burdeos said all local chief executives are also directed to avail of the latest breakthroughs in modern technology, particularly those involving weather information applications, in updating disaster risk reduction and management plans for their respective communities, said Burdeos.

“The reported ongoing mining operations have resulted in several excavations and turned vast tracts of farmlands in the gold-rich village of Barangay Tambis into what looked like craters the size of coliseums,” he lamented.

said, these open-pit mining operations being undertaken by supposed smallscale operators are allegedly supported by a temporary small-scale mining permit signed by the provincial governor of Surigao del Sur issued to a certain Gecel Bahalla, resident of San Francisco town in neighboring province of Agusan del Sur. Garay added that a councilor of the town and chair of the council’s environment committee, Danny Lumapas, however said that Bhalia might just be a “dummy” for Taiwanese financiers, which he identified as Jennifer Wen, Jo Wen and a certain Nik Hsu. “The mining operations has attracted other smallscale miners who started their own excavations and caused a “free-for-all” gold hunt in Barangay Tambis,” Garay further said.

The reported mining activities, Garay stressed, had already caused heavy damage to the farms and were posing a grave threat to a million-peso, twokilometer far-to-market road concreting project.

This reaction is not meant to belittle Pacquiao’s knowledge about basketball but his lack of wisdom to understand that he can’t have the best of everything in this world. That God is not happy with humans who are consumed by their greed is what I’d like Pacquiao to realize.

Isuzu targets bigger slice on heavy-duty trucks market

Isuzu Philippines Corporation (IPC) is targeting a larger market share on heavy-duty truck segments as the auto company focuses on penetrating in this market.

Joseph Bautista, head of sales division for IPC, told reporters that with the launching of its new lines of heavy-duty trucks, the firm aims to increase its market share on this segment from 20 percent to 50-60 percent in 2015.

IPC launched two new models of C-Series or rigid truck and another two new models of E-Series or tractor head during the Isuzu Truck Fest 2014 Manila held Wednesday at the SMX Convention in Mall of Asia, Pasay City.

These new truck models fall in the Category V vehicles or heavy-duty truck segment.

Bautista said markets for these heavy-duty trucks are mining companies, oil firms, and local government units (LGUs) for their dump trucks, among others.

He added that IPC is also optimistic for the local demand in this segment as the countr y hastens infrastructure developments.

He noted that as IPC now offers heavy-duty trucks, the company hopes

to be the market leader for Category V vehicles next year.

Largest share in the heavy-duty truck market is MAN which is followed

by Isuzu.

Likewise, IPC president Nobuo Izumina mentioned that the company eyes to strengthen its truck sales to 3,000 units for 2014 against last year’s sales of 2,600 trucks.

IPC’s light and medium trucks or Categories III and IV, respectively, have strong presence in the domestic market of about 60 percent market share.

IPC’s market share in the overall truck segments is at 60 percent.

Meanwhile, the newly launched C-Series is conducive for wing van flatbed cargo, dump truck, fuel or water tanker, garbage compactor, and concrete mixer.

C-S eries trucks are priced at Php 5.6 million.

On the other hand, E-Series can be applied as fuel or water tanker, flatbed or lowbed trailer, refrigerated van trailer, container van trailer, and bulk carrier.

E-Series trucks prices are at Php 4.5 million for tractor head alone while tractor head with fuel tanker hits up to Php 7.598 million. (PNA)

Mayor Beng wants city’s budget to achieve

Zamboanga City - Now that the city government is in the process of preparing the budget for 2015, Mayor Beng Climaco has made it a point that the upcoming budget must be focused on her administration’s goal of achieving rapid growth and inclusive development.

This, she said, is in the context of effective public expenditure and financial management aimed at spending within means (aggregate fiscal discipline), spending on the right priorities (allocative efficiency) and spending with value-for-money (operational efficiency).

Speaking at the Budget Forum for 2015 at the Grand Astoria Hotel on June 9, 2014, Mayor Climaco believed that central to the process of realizing her administration’s goals on security, health and education is to empower the people.

She said civil society organizations, the private sector the City Development Council and other stakeholders must be involved in preparing the annual budget and get their feedback in the proposed programs and projects of the local government.

Davao customs seizes P2M assorted blank compact discs DAVAO City - Intelligence officials of the Bureau of Customs-Port of Davao (BOC-POD) presented on Wednesday seized assorted blank compact discs (audio and video) worth P2 million.

Alvin Enciso, assistant chief of POD-Customs Intelligence and Investigation Service (CIIS) identified the consignee of the 40 footer container van as W-Eight Merchandise. The shipment. which arrived from China last May 19 was misdeclared as CD cases.

At the same time, the BOC-POD official said that they are verifying reports that there are replacing machines in the region wherein the blank CD

would have been loaded with pirated movies.

"There were reports that machines are in Davao, if we did not apprehended this shipment would have been loaded with pirated movies and music," he said.

With this, he noted that they are coordinating with the Optical Media Board (OMB).

"In relation with the seized shipment, we will coordinate with OMB and the local officials for follow up operations," said Enciso.

The seizure was part of the anti-smuggling efforts of CIIS hand-in-hand with the revenue collection of the Davao Customs District. (PNA)

Military claims Paquibato ready for investments

AVAO CITY – Three top officials of the Armed Forces of the Philippines will be in the city’s Paquibato District on June 12, Independence Day to declare the rural area “peaceful and development ready”.

The declaration comes at a time when military and residents aired differing views on the district’s peace and order, with village officials complaining of harassments by troops against soldiers.

In a statement, the AFP Eastmincom said arriving in Paquibato are AFP Chief of Staff General Emmanuel Bautista, AFP Eastern Mindanao Commander Lieutenant Gen. Ricardo Rainier Cruz III and 10th Infantry Division Commander Major Gen. Ariel Bernardo.

Bautista and company would lead police, city officials including Mayor Rody Duterte and officials from Paquibato’s 13 barangays for the culminating activity of the military’s

week-long peace outreach mission.

The AFP expressed confidence that its “peace and development outreach program” and Project QUEPEPA (Quest for Peace in Paquibato) outlined in their internal security plan Oplan Bayanihan has now bore fruit.

“The said district will also be declared peaceful and development ready by the local and city officials on the same day.

Different city dignitaries are invited to deliver needed basic services as a jumpstart development in the said district,” the statement said.

Gen. Cruz called on military officials to “engage closely the local populace, officials, IP Leaders, PNP

and other partner organizations. This is Bayanihan, a convergence of multistakeholders for community development.”

Paquibato, a rural district located 50 kilometers north of the city, has a population of 38,266 and has been a flashpoint of armed conflict between the military and the New People’s Army.

Earlier, Mayor Duterte announced plans of a Malaysian firm to invest in a palm oil plantation in the area.

Duterte is said to have appealed to the NPA to allow the investment in Paquibato to provide jobs and income to farmers.

However, villagers and officials have complained of harassments committed by the Philippine Army’s 69th Infantry Battalion in the past months.

Surf’s up in Siargao’s Cloud 9 for better tourism GENERAL LUNA, Siargao Island — Some 20 surfers lined up at Cloud 9 surfing spot in Barangay Catanglan shortly after lunch time on Tuesday.

The swell was not higher than a house ceiling but the waves were just right for young local surfers to show some stunts.

Beginners with their instructors tried to catch the smaller waves.

From the wooden tower a few meters from the beach, tourists watched and might have been amused by the site of surfboards and surfers rolling along with the white wash.

General Luna had had drawn a steady influx of tourists, both domestic and foreign.

An average of 60,000 to 70,000 tourists arrived here every year in the last three years, Municipal Mayor Jaime Rusillon said in an interview.

Most of them visited the town for its famous Cloud 9, especially during international surfing competitions in September.

The mayor, however, said cleanliness and tourism facilities need to be improved and maintained.

For one, the wooden bridge towards the three-story tower about 50 meters away from the shore has to be repaired. It allows surfers and viewers to be closer to the action.

Business owners here are also concerned about solid waste management, beautification, medical facilities, and safety. Some tourists wanted the place to be less noisy from passing motorbikes. The con-

struction of a tourism road has piqued some visitors.

Yet, while Siargao Island had contributed to the country’s growth through tourism, Rusillon noted that they still need support from different sectors to take the next bigger step.

“We need money now for tourism development,” he told MindaNews on Wednesday.

TOURISM TAX Over a decade ago, Rusillon’s wife Cecelia, the municipal mayor then, issued an order to collect a 10-percent tourism tax from resort owners. Rusillon said the tax will be used for the “services rendered to the people”.

The implementation had not been effective, however, he said. That’s why he urged for an efficient collection this year.

He explained that years ago, “there was nothing here in Siargao, especially in General Luna”. Then, the local government welcomed investors with less cost for registration and permits. “In other words, the policy was do not tax them first,” he said.

“Now that they’re (investors) established already, we’ll start hitting them now. And tax them heavily. They can’t withdraw anymore,” he said.

Over a hundred accommodation establishments operate in town. And they had organized themselves as the Siargao Tour Operators Association, which was formally established this year but already existing since 2010.

Of the total target of more than 85,000 units of fishing paraphernalia (gill nets and gear line) for distribution to the Typhoon Yolanda-affected fishing communities in Regions 4B, 5, 6, 7 and 8, 67 percent has been delivered. The support program is expected to be completed by end of June this year.

Also, more than 74 percent or 24,109 of the 32,224 of targeted fishing boats which have been repaired/ constructed and currently being repaired/constructed, have been accomplished covering 1,098 coastal barangays in 102 Yolandaaffected municipalities, Alcala said.

The construction of fiberglass fishing boats to replace totally-damaged and/or washed out fishing boats will start next month following the month-long Fiberglass Boat Making and Maintenance Training undertaken by the Bureau of Fisheries and Aquatic Resources (BFAR) National Marine Fisheries Development Center (NMFDC) in Cavite. Forty-four (44) participants from the BFAR’s Regional Office attended the training, Alcala added.

Alcala informed that as early as the second week of November last year, BFAR had fast-tracked the distribution of various fishing and fish farming implements sourced from regional offices not affected by Typhoon Yolanda including those from the DA Central office, like motor engines from the National Marine Fisheries Development Center.

Funds for the rehabilitation of livelihoods related to fish-farming had been downloaded to local government units (LGUs) in Regions 4-B, 7 and 8, most of them are currently undergoing bidding and/ or procurement process, Alcala explained.

The undertaking is part of DA-BFAR’s effort to promote participatory approach to rehabilitation efforts in which the BFAR Regional offices in Region IV-B, VII andVIII forged agreements with provincial and municipal local government units for the reconstruction of fish/seaweed farming livelihoods, the Secretary said.

Livelihood projects include the restoration of mariculture parks through the provision of fish cages and fingerlings, establishment of seaweed nurseries through the provision of seaweed propagules and farm implements and production enhancement for inland fisheries through the distribution of fingerlings and other suitable farm implements, among others.

Furthermore, he added, higher temperatures mean more water evaporating into the atmosphere, which would e ventually lead to heavier rains. Lo also presented findings from the International Rice Research Institute, whose research showed that rice crops yield 10% less harvest for every degree Celsius above the norm.

Lo reminded participants that in spite of predictions backed by hard evidence made years before Sendong, people still settled in floodprone areas in the Cagayan de Oro River Basin. Lo called the phenomenon “a perfect recipe for disaster just waiting to happen.”

He concluded by stating that while average global temperatures may continue to climb at an alarming rate in subsequent decades, consequently, “the probability that we may get hit [by another weather disaster] is bigger, but the decision is ours [to prepare for such contingencies].”
