DILG tells local officials to ready disaster plans By Cheng Ordoñez Associate Editor

CAGAYAN de Oro City–– Interior and Local Government Secretary Mar Roxas has directed all of the country’s governors and mayors to aim for zero casualty when they draw up their respective disaster preparedness plan in time for the onset of the rainy season. This was revealed by the Department of the Interior and Local Government in Region 10 regional director Atty. Rene Burdeos. Secretary Roxas is the vice chairman for disaster preparedness of the National Disaster Risk Reduction Management Council. Atty. Burdeos said Sec. Roxas issued the directive after the Philippine Atmospheric, Geophysical Astronomical Services Administration (PAGASA) announced that the full onset of the rainy season

is expected to start by the second week of June. According to weather forecasters of PAGASA, the country might experience two or three storms this month. It is noted that the western part of the country is now shifting from summer to rainy season, with recent data showing developing clouds that may dump rains around the West Philippine Sea in the coming days. Atty. Burdeos said all local chief executives are also directed to avail of the latest breakthroughs in modern technology, particularly those involving weather information applications, in updating disaster risk reduction and management plans for their respective communities, said Burdeos. As part of the disaster preparation, partner agencies like Department of Science and See ready, page 11

Taiwanese financiers behind open-pit gold mining in Surigao del Sur? IN the wake of the unimaginable sufferings of the victims of natural and man-made calamities, unabated open-pit gold mining operations continue in Surigao del Sur. This lamentable situation was revealed by the province’s 2nd district Rep. Florencio Garay who is seeking a congressional investigation, in aid of legislation, on the alleged mining environmentallydestructive open-pit mining in Barangay Tambis, municipality of Barobo, Surigao del Sur. Garay, author of House Resolution 1131, pointed out that the unabated gold mining operations are reportedly taking place just 200 meters from the national highway, Barangay Tambis, Barobo, of the said province. “I am seeking this open

inquiry by the Committee on Natural Resources in consonance with the Section 16, Article II of the Constitution which mandates that the State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature,” Garay said. Garay also cited Section 2 of R.A. 7942 entitled, “An Act Instituting a New System of Mineral Resources Exploration, Development, Utilization, and Conservation” (Philippine Mining Act of 1995) which declared that it is the responsibility of the State to promote the rational exploration, development, utilization and conservation of all mineral resources in a way that effectively safeguards the environment and protect the rights of affected communities. “The reported ongoing mining operations have resulted in several excavations and turned vast tracts of farmlands in the gold-rich village of Barangay Tambis into what looked like craters the size of coliseums,” he lamented. Furthermore, Garay

said, these open-pit mining operations being undertaken by supposed smallscale operators are allegedly supported by a temporary small-scale mining permit signed by the provincial governor of Surigao del Sur issued to a certain Gecel Bahalla, resident of San Francisco town in neighboring province of Agusan del Sur. Garay added that a councilor of the town and chair of the council’s environment committee, Danny Lumapas, however said that Bhalia might just be a “dummy” for Taiwanese financiers, which he identified as Jennifer Wen, Jo Wen and a certain Nik Hsu. “The mining operations has attracted other smallscale miners who started their own excavations and caused a “free-for-all” gold hunt in Barangay Tambis,” Garay further said. The reported mining activities, Garay stressed, had already caused heavy damage to the farms and were posing a grave threat to a million-peso, twokilometer far-to-market road concreting project. GREED is biting more than what one can chew. And biting what he can’t chew is what Sarangani Rep. Emmanuel “Manny” Pacquiao is doing when with all arrogance and false pride he announced to the nation his being the head coach of a basketball team seeing action in the country’s professional league. This reaction is not meant to belittle Pacquiao’s knowledge about basketball but his lack of wisdom to understand that he can’t have the best of everything in this world. That God is not happy with humans who are consumed by their greed is what I’d like Pacquiao to realize. When Columbian Motors, the local conduit of South Korea’s KIA Motors, agreed to have Pacquiao as the head coach of their team that will see action in the Philippine Basketball Association (PBA) starting next season, I look at it as solely motivated by greed.

We also have to start recycling our garbage by separating it by type into color-coded trash cans. Take them to your nearest recycling center or see if your local sanitation department handles recyclable trash. Ask your workplace if they will institute a recycling program to renew any paper products they use. Check your water heater thermostat and make sure it is no higher than 120 degrees F. Insulate your water heater to keep it from leaking unnecessary heat. Reduce your showers by 5 minutes and install a low-flow showerhead, which requires less energy than a regular showerhead. Cut down on excess

Greed

A deeper view Jesse E.L. Bacon II Professional basketball as a form of entertainment is imbued with great public interest the fact that it charges fees for people to be able to watch its games live or charge advertising fees to sponsors for its television or radio coverage. As a form of professional entertainment, it is incumbent upon everyone in that particular industry to see to it that its paying patrons are not shortchanged. Hiring Pacquiao as Kia’s head coach is a form of shortchanging the avid paying fans of the PBA. In doing this unthinkable move, Kia is actually

alienating itself from the public served by the PBA. If PBA head coaches whose solid background about competitive basketball from the moment they learned to dribble the basketball are having a hard time winning a game in the PBA, I don’t know how Pacquiao will fare against the other coaches. Honestly, I don’t even think Pacquiao is gifted with the wisdom to understand what can be read from all the books available about basketball coaching that are written in English. If hundreds of thousands of college graduates could

packaging and bags. Look for products that aren’t wrapped with a lot of unnecessary plastic or cardboard. Bring cloth or reusable bags with you when you go shopping and ask the cashier to place your purchases in them instead of using another plastic bag. Air dry your clothes instead of using an electric dryer. This is especially true in the spring and summer, when the weather is warm and the sun can do the job of drying for you. Install double pane windows in your home and increase the amount of insulation you have. They will help your home retain warm air in the winter and cool air in the summer.

hardly understand the English language, how much for Pacquiao who I believe did not even finish the elementary grades. It is pure arrogance for Pacquiao to imagine he inherently understands the intricacies of basketball as a sport. If he believes that he is gifted along this line since birth, then that is making god the evil one by gifting just one person, him, with all the abilities, talents and knowledge about a variety of sports and to others he deprived them of such gift. PBA as a professional sporting industry should look at this impending mockery of the sport itself by Kia Motors and Pacquaio. They should not be allowed to do this to the unsuspecting public simply because Pacquiao is an adored boxer in this part of the world. I have no problem with Pacquiao making a fool out of himself such as when he was made by Juan Marquez See greed, page 11

Isuzu targets bigger slice on heavy-duty trucks market

Isuzu Philippines Corporation (IPC) is targeting a larger market share on heavy-duty truck segments as the auto company focuses on penetrating in this market. Joseph Bautista, head of sales division for IPC, told reporters that with the launching of its new lines of heavy-duty trucks, the firm aims to increase its market share on this segment from 20 percent to 50-60 percent in 2015. IPC launched two new models of C-Series or rigid truck and another two new models of E-Series or tractor head during the Isuzu Truck Fest 2014 Manila held Wednesday at the SMX Convention in Mall of Asia, Pasay City. These new truck models fall in the Category V vehicles or heavy-duty truck segment. Bautista said markets for these heavy-duty trucks are mining companies, oil firms, and local government units (LGUs) for their dump trucks, among others. He added that IPC is also optimistic for the local demand in this segment as the countr y hastens infrastructure developments. He noted that as IPC now offers heavy-duty trucks, the company hopes

to be the market leader for Category V vehicles next year. Largest share in the heavy-duty truck market is MAN which is followed by Isuzu. Likewise, IPC president Nobuo Izumina mentioned that the company eyes to strengthen its truck sales to 3,000 units for 2014 against last year’s sales of 2,600 trucks. IPC’s light and medium trucks or Categories III and IV, respectively, have strong presence in the domestic market of about 60 percent market share. IPC’s market share in the overall truck segments is at 60 percent. Meanwhile, the newly launched C-Series is conducive for wing van flatbed cargo, dump truck, fuel or water tanker, garbage compactor, and concrete mixer. C-S eries trucks are priced at Php 5.6 million. On the other hand, E-Series can be applied as fuel or water tanker, flatbed or lowbed trailer, refrigerated van trailer, container van trailer, and bulk carrier. E-Series trucks prices are at Php 4.5 million for tractor head alone while tractor head with fuel tanker hits up to Php 7.598 million. (PNA)

Bus operators urged to secure ISO certificate of compliance A lawmaker wants to require all public utility bus operators/companies registered and operating in, or engaged in business in the Philippines and granted franchises to secure a certificate of compliance with the appropriate standards set by the International Organization for Standardization (ISO) from accredited certifying agencies. Rep. Edgar Erice (2nd District, Caloocan City) filed House Bill 4276, which

seeks to improve and standardize the quality of services being delivered by public utility bus operators/ companies authorized to engage in business in the country by compelling them to comply with the established standards provided by the ISO. “Given the low motorization which is estimated at 9 cars per 1,000 people, bus transport verily plays an important role in the economy by providing an affordable mode of trans-

Concomitant with the essential role of PUB companies/operators is their responsibility to observe extraordinary diligence in the transportation of commuting public and ensure their safety,” Erice said. According to Erice, public utilities are privately owned and operated businesses whose services are essential to the general public. They are enterprises which specially cater to the needs of the public and conduce

to their comfort and convenience. As such, Erice said public utility services are impressed with public interest and concern. “The same is true with respect to the business of common carrier which holds such a peculiar relation to the public interest that there is super-induced upon it the right of public regulation when private properties are affected with public interest, hence, they cease to be juris See operators, page 11

Mayor Beng wants city’s budget to achieve

Zamboanga City - Now that the city government is in the process of preparing the budget for 2015, Mayor Beng Climaco has made it a point that the upcoming budget must be focused on her administration’s goal of achieving rapid growth and inclusive development. This, she said, is in the context of effective public expenditure and financial management aimed at spending within means (aggregate fiscal discipline), spending on the right priorities (allocative efficiency) and spending with value-for-money (operational efficiency).

Speaking at the Budget Forum for 2015 at the Grand Astoria Hotel on June 9, 2014, Mayor Climaco believed that central to the process of realizing her administration’s goals on security, health and education is to empower the people. She said civil society organizations, the private sector the City Development Council and other stakeholders must be involved in preparing the annual budget and get their feedback in the proposed programs and projects of the local government. “Stakeholder empowerment is based on the under-

standing that you get more realistic and relevant results if you invest greater trust and grant greater authority to stakeholders,” the mayor told the forum participants mostly department heads and division chiefs charged to do their respective annual budget. According to her, reforms and policies have already been put in place to help in revenue enhancement efforts and collection, among which was the rationalization of the issuance/ renewal of business permits cutting the process down to three steps from the

previous five steps, thus lessening the processing time to 30 minutes. As a result, she said the city’s business tax collection for the first 20 days of January alone had exceeded by P4.78 million compared to the same period last year mainly because of the new business permit processing system. Mayor Climaco was also looking forward to implementing another innovation—that is, the Internet payment gateway. It is an online payment facility for real property tax and business permit licenses. Dipolog’s “P’gsalabuk” street dancing slated July 1 By MARY MAE ABELLON

DIPOLOG CITY – The P’gsalabuk street dancing, which was previously held during the May city fiesta, has been moved to July 1 on the occasion of the city’s 101st founding anniversary. With this, he noted that they are coordinating with the Optical Media Board (OMB). "In relation with the seized shipment, we will coordinate with OMB and the local officials for follow up operations," said Enciso. Military claims Paquibato ready for investments

D

By DAVAO TODAY

AVAO CITY – Three top officials of the Armed Forces of the Philippines will be in the city’s Paquibato District on June 12, Independence Day to declare the rural area “peaceful and development ready”. The declaration comes at a time when military and residents aired differing views on the district’s peace and order, with village officials complaining of harassments by troops against soldiers. In a statement, the AFP Eastmincom said arriving in Paquibato are AFP Chief of Staff General Emmanuel Bautista, AFP Eastern Mindanao Commander Lieutenant Gen. Ricardo Rainier Cruz III and 10th Infantry Division Commander Major Gen. Ariel Bernardo. Bautista and company would lead police, city officials including Mayor Rody Duterte and officials from Paquibato’s 13 barangays for the culminating activity of the military’s

week-long peace outreach mission. The AFP expressed confidence that its “peace and development outreach program” and Project QUEPEPA (Quest for Peace in Paquibato) outlined in their internal security plan Oplan Bayanihan has now bore fruit. “The said district will also be declared peaceful and development ready by the local and city officials on the same day. Different city dignitaries are invited to deliver needed basic services as a jumpstart development in the said district,” the statement said. Gen. Cruz called on military officials to “engage closely the local populace, officials, IP Leaders, PNP

and other partner organizations. This is Bayanihan, a convergence of multistakeholders for community development.” Paquibato, a rural district located 50 kilometers north of the city, has a population of 38,266 and has been a flashpoint of armed conflict between the military and the New People’s Army. Earlier, Mayor Duterte announced plans of a Malaysian firm to invest in a palm oil plantation in the area. Duterte is said to have appealed to the NPA to allow the investment in Paquibato to provide jobs and income to farmers. However, villagers and officials have complained of harassments committed by the Philippine Army’s 69th Infantry Battalion in the past months. The y told a human

r i g ht s m issi on l e d by Karapatan last month that soldiers forced them to join a peace seminar and rally denouncing the NPA during May 15 to 17. The mission also reported cases of soldiers camping in houses and village chapel particularly in Barangay Lumiad. The International Humanitarian Law, in which the government is one of its signatories, stated that armed forces are prohibited to stay in vicinities with civilian population. Celso Bughaw, village chief of Lumiad, had filed a complaint to the city council which responded with a series of hearings led by the council’s committee on civil, political and human rights. Mayor Duterte has also urged the military to stop its harassments of civilians. (davaotoday.com)

Surf’s up in Siargao’s Cloud 9 for better tourism GENERAL LUNA, Siargao Island — Some 20 surfers lined up at Cloud 9 surfing spot in Barangay Catanglan shortly after lunch time on Tuesday. The swell was not higher than a house ceiling but the waves were just right for young local surfers to show some stunts. Beginners with their instructors tried to catch the smaller waves. From the wooden tower a few meters from the beach, tourists watched and might have been amused by the site of surfboards and surfers rolling along with the white wash. General Luna had had drawn a steady influx of tourists, both domestic and foreign. An average of 60,000 to 70,000 tourists arrived here every year in the last three years, Municipal Mayor Jaime Rusillon said in an interview. Most of them visited the town for its famous Cloud 9, especially during international surfing competitions in September. The mayor, however, said cleanliness and tourism facilities need to be improved and maintained. For one, the wooden bridge towards the three-story tower about 50 meters away from the shore has to be repaired. It allows surfers and viewers to be closer to the action. Business owners here are also concerned about solid waste management, beautification, medical facilities, and safety. Some tourists wanted the place to be less noisy from passing motorbikes. The con-

struction of a tourism road has piqued some visitors. Yet, while Siargao Island had contributed to the country’s growth through tourism, Rusillon noted that they still need support from different sectors to take the next bigger step. “We need money now for tourism development,” he told MindaNews on Wednesday. TOURISM TAX Over a decade ago, Rusillon’s wife Cecelia, the municipal mayor then, issued an order to collect a 10-percent tourism tax from resort owners. Rusillon said the tax will be used for the “services rendered to the people”. The implementation had not been effective, however, he said. That’s why he urged for an efficient collection this year. He explained that years ago, “there was nothing here in Siargao, especially in General Luna”. Then, the local government welcomed investors with less cost for registration and permits. “In other words, the policy was do not tax them first,” he said. “Now that they’re (investors) established already, we’ll start hitting them now. And tax them heavily. They can’t withdraw anymore,” he said. Over a hundred accommodation establishments operate in town. And they had organized themselves as the Siargao Tour Operators Association, which was formally established this year but already existing since 2010. They are willing to cooper-

21st Century Skills: Foundation for K to 12 Curriculum By Allan B. Roxas Head Teacher-I Oguis Elementary School

It is said that nothing is permanent in this world except change. The ultimate reason for this is to cope with the changing demands of times and go with the fashion of society so that no one will be logged behind in terms of global developments. From this point of view Philippine Education continuously shift to abreast with global standards. The K to 12 Curriculum aims to equate Philippine Education and conforms to the international standard which is twelve years of basic education. The feature of this new system focus on skills development thus to prepare graduates for work which is vital and essential factor in building the nation. After schooling it is believed that students are then ready for work not only in our country but as well as around the globe. The first seven years of basic education focus on the so called 21st century skills. These skills are then the foundation for the child’s education as he goes further in the educational ladder. As early as Kindergarten pupils are taught on how to manipulate, perform,

think, and the proper values for work. It is believed that if pupils are properly molded and nurtured during his formative years then definitely it wouldn’t be difficult for him to acquire the basic skills which are vital and essential tool as he learns the complicated and complex skills of his chosen field of educational endeavor. On the other hand, Junior High School and Senior High School focus on skills of their field of interest thus enable the students prepare themselves either for work and college education. There are three major areas that a student may choose in the Senior High School these are Entrepreneurship, Vocational-Technical Courses and College Preparatory Subjects. If students opted not to pursue his college education then he is indeed ready for work using his NC-II certificate which is acceptable worldwide. Finally, Philippine Education is now tantamount to the educational system adopted worldwide with this we will be able to produce globally competitive graduates.

A resort whose accommodation rate ranges from P3,300 to P5,500 a night (inclusive of three meals) may spend P16,000 to P18,000 for renewal of business permits and all other requirements. On top of that, it has a quarterly obligation of P6,500 to P8,000. A resort also pays the mu-

in Siargao, which is now on its 20th year. He said every year, they need a budget of at least $40,000 for organizing, $30,000 of which will go to the prizes for winners. Contestants who would come from neighboring islands and provinces will be provided free food and lodging as most of them are children of fisherfolk, he added. The mayor also mentioned

that he invited President Benigno Aquino III to attend the upcoming surfing cup. Former presidents Joseph Estrada and Gloria Arroyo had once visited the island to witness the event. This month is not the best surfing season in this side of Siargao Island. But, the small town of 17,000 residents is up for a challenge, while waiting for bigger waves. Surf ’s up! Erice pointed out that if one devotes his property to a use in which the public has an interest, he, in effect grants to the public an interest in that use, and must submit to the control by the public for the common good, to the extent of the interest he has thus created. Under the measure, to be known as the “Public Utility Bus Safety Act of 2014,” all public utility bus operators/ companies registered and operating in or engaged in the transportation of the commuting public and granted franchises are required to secure certificate of compliance with the appropriate standards set the ISO from accredited certifying agencies within 1 year from the enactment of this law. The Land Transportation Franchising and Regulatory Board (LTFRB) is authorized and mandated to revoke the franchises, deny application or renewal of all public utility bus operators/companies which failed to comply with the set requirement within the period provided. The LTFRB has discretionary authority to grant, for justifiable reasons, a non-extendible grace period of not more than 90 days to comply with the requirement. (PNA)

kiss the canvass in their last encounter in the ring. But I can’t allow Pacquiao making a fool out of me, a PBA fan, by becoming a coach of a team that like him could be accused of being a sucker for the media mileage they can earn from their stint in the PBA. Without fear of contradiction, I believe Pacquaio is embarking on this mockery of the PBA as a sporting industry so he can push to the hilt his senatorial ambitions. He is certain that media will not give him any mileage because of the speeches, talks and lectures he will be delivering all over the country because this is one thing he can’t do. He just doesn’t have the ware to do cognitive engagements such giving insightful talks, motivational speeches, and wise counsels. Even during his so-called bible study sessions, Pacquaio is simply uttering mumbo jumbos, words signifying no knowledge much more wisdom about God’s teachings. His move to become a coach of a professional basketball team even if clearly he does not have even just a single carat to be a professional basketball coach is clearly motivated by greed to hog the limelight to advance his political ambitions, another field where for the last four years now as member of the House of Representatives he has not shown anything worth

remembering, worth praising except his perennial absenteeism. I hope Pacquiao gets enlightened and realizes he can’t have everything in this world or have his cake and eat it too. But I really don’t know if he understands what is meant by this. At this point, he seems to be just consumed by his greed for wealth, power and fame. He should be made to understand that this greed is what God hates most for this simply feeds on the human nature, the human flesh. This early, avid PBA fans, curse to high heavens this greed of Pacquiao that is being reinforced by Kia-Columbian Motors by boycotting this team in the professional league. Never watch a game of Kia under Pacquaio as coach for that game is simply making a fool out of us. -(Reactions at jelbacon@ yahoo.com or at jelbaconii@gmail.com. send-off of the department’s multi-mission sea vessel M/V DA-BFAR at Pier 3 of the Navotas Fish Port as part of the government’s commitment of reviving the livelihood of fisherfolk affected by Typhoon Yolanda. A total of 15,950 5.5HP, 1,050 7.5HP and 1,000 12HP marine engines have been distributed in Regions 4-B, 5, 6, 7 and 8, which were all pounded by the super typhoon last year, Alcala said. The M/V DA-BFAR, which left at 6 am on June 11, 2014, is loaded with more than 19,000 units of gill nets, more than 7,500 pieces of various line gears (tuna handline, multiple handline, bottom set longline), and 70 units of deep sea water payao (fish aggregating device) floaters and 350 rolls of PP rope of 660 meters each roll. fishing paraphernalia will be delivered to Eastern Visayas, the DA chief said. Of the total target of more than 85,000 units of fishing paraphernalia (gill nets and gear line) for distribution to the Typhoon Yolanda-affected fishing communities in Regions 4B, 5, 6, 7 and 8, 67 percent has been delivered. The support program is expected to be completed by end of June this year. Also, more than 74 percent or 24,109 of the 32,224 of targeted fishing boats which have been repaired/ constructed and currently being repaired/constructed, have been accomplished covering 1,098 coastal barangays in 102 Yolandaaffected municipalities, Alcala said. The construction of fiberglass fishing boats to replace totally-damaged and/or washed out fishing boats will start next month following the month-long Fiberglass Boat Making and Maintenance Training undertaken by the Bureau of Fisheries and Aquatic Resources (BFAR) National Marine Fisheries Development Center (NMFDC) in Cavite. Forty-four (44) participants from the BFAR’s Regional Office attended the training, Alcala added. Alcala informed that as early as the second week of November last year, BFAR had fast-tracked the distribution of various fishing and fish farming implements sourced from regional offices not affected by Typhoon Yolanda including those from the DA Central office, like motor engines from the National Marine Fisheries Development Center. Funds for the rehabilitation of livelihoods related to fish-farming had been downloaded to local government units (LGUs) in Regions 4-B, 7 and 8, most of them are currently undergoing bidding and/ or procurement process, Alcala explained. The undertaking is part of DA-BFAR’s effort to promote participatory approach to rehabilitation efforts in which the BFAR Regional offices in Region IV-B, VII andVIII forged agreements with provincial and municipal local government units for the reconstruction of fish/seaweed farming livelihoods, the Secretary said. Livelihood projects include the restoration of mariculture parks through the provision of fish cages and fingerlings, establishment of seaweed nurseries through the provision of seaweed propagules and farm implements and production enhancement for inland fisheries through the distribution of fingerlings and other suitable farm implements, among others. For Region 8, mussel and oyster farms were also considered important livelihoods that require rehabilitation in Western Samar and Leyte, respectively. WITH REPORT BY SOLITA ONQUIT

Blessed Special Gospel of the day: Luke12-8-12(June13, 2014-Friday) Luke 12:8-12- but he that denied me before men shall be denied before the angels of God. And whosoever shall speak a word against the Son of man, it shall be forgiven him: but unto him that blasphemed against the Holy Ghost it shall not be forgiven. And when they bring you unto the synagogues, and [unto] magistrates, and powers, take ye no thought how or what thing ye shall answer, or what ye shall say: For the Holy Ghost shall teach you in the same hour what ye ought to say: This gospel reminds us to be faithful to our God by proclaiming his teachings to the people around us. This is irony since there are people who are laughing and even accusing us catholic believers for having mental disorders if we will bring bible and talking about God. In Matthew 5:10-12-Blessed [are] they which are persecuted for righteousness’ sake: for theirs is the kingdom of heaven. Blessed are ye, when [men] shall revile you, and persecute [you], and shall say all manner of evil against you falsely, for my sake. Rejoice, and be exceeding glad: for great [is] your reward in heaven: for so persecuted they the prophets which were before you: Printing paid by: Neneth Bobong Balino- Dr. Edith, PhD- Tony Jordan - CDO. that average temperatures are rising, which he dubbed “the new normal”. Furthermore, he added, higher temperatures mean more water evaporating into the atmosphere, which would e ventually lead to heavier rains. Lo also presented findings from the International Rice Research Institute, whose research showed that rice crops yield 10% less harvest for every degree Celsius above the norm. Lo reminded participants that in spite of predictions backed by hard evidence made years before Sendong, people still settled in floodprone areas in the Cagayan de Oro River Basin. Lo called the phenomenon “a perfect recipe for disaster just waiting to happen.” He concluded by stating that while average global temperatures may continue to climb at an alarming rate in subsequent decades, consequently, “the probability that we may get hit [by another weather disaster] is bigger, but the decision is ours [to prepare for such contingencies].”
