How safe are we today? Northern Mindanao hogged the limelight in the past few days until this article is off the press. The latest was the ambuscade of Rep. Vicente “Barf ” Belmonte, of the lone congressional district of Iligan city, where three of his bodyguards were killed and six wounded, including the Congressman. The other one was the bombing of a passenger bus in Bukidnon last Tuesday afternoon, killing 11 passengers, mostly students, and wounding 43 others. B elmonte, who suffered a gunshot wound on his right leg, survived the ambuscade. His three bodyguards, including two police officers, were killed in the ambushed that took place few kilometers from the Laguindingan airport. While the people in Northern Mindanao condemned the bombing of the passenger bus in Bukidnon that killed innocent people and students, the ambuscade of Belmonte, an elected public official denotes various interpretations.
For the layman like us, the incidents mean the laxity of our law enforcers to secure the civilians and innocent people – not only in Northern Mindanao but also in the country as well. For instance, the ambushed of Congressman Belmonte, of Iligan City, gives us an impression that the ordinary citizens are no longer safe these days. While the motive of the ambush imparts a number of speculations, the only question that crops up in our minds is: Are we safe nowadays? The question of being safe could be contextual. However, with the incidents unfolding before our eyes, we cannot but be apprehensive of the capability of our law enforcers to protect us even in our homes. We also take into notice the location of the Laguindingan Airport to be one of the most unsafe for travelling dignitaries. In fact, a security check of the highway leading to the Laguindingan airport provide us dozens of unsafe areas where ambushes and

robbery could be carried out without the law enforcers to lend a hand. This could be possible because the areas leading to the Laguindingan airport have yet to be fully developed. Unless, the combined forces of the military and police will saturate the area, criminal acts could be carried out along the way without witnesses. When we proposed that a road security should be established along the national highway, we are not suggesting to put up “choke points” where the military and the police flagged down motor vehicles for regular
check up. The policy of flagging down motor vehicles (unless there is a necessity) is not constructive. After all, we are not under a military rule. Well, while we hope for the early solution of the Belmonte case, we are also concerned about the unsolved crimes in Cagayan De Oro City. We have noticed the unabated incidence of summary killings in Cagayan De Oro City for the past two years. Yesterday, three brothers, one of them was lucky to have escaped by playing possum, were killed and dumped elsewhere in the city’s suburbs along with a woman. In the past days, we have also received reports of beheading and killings of unidentified victims. The local law enforcers appeared to be handicapped in addressing the problem. They will turn their ears away from the truth and turn aside to myths…” (2 Timothy 4:3-4, the Holy Bible). -oooPOLITICS IN REPORTING THE DEAD FROM TYPHOONS: If the National Disaster Risk Reduction and Management Council (NDRRMC) refuses to accept the number of people who died from Ruby coming from the Philippine National Red Cross (PNRC), why then can’t it not give its own actual body count even if all cities, towns, and provinces in the country have their own disaster councils which have been monitoring those who died from the typhoon? PNRC reported early Tuesday that, as per its own count, some 23 or so people died from Ruby’s ferocious rains and flash floods. But NDRRMC has been contesting PNRC’s numbers with hammer and thongs, as it were, saying there is a need to wait for confirmation from local disaster councils, maintaining that as per NDRRMC’s count on December 09, 2014, only three persons died from Ruby. So, which of the two--NDRRMC and PNRC---must we

Is it true, as some are now saying, that politics is now shaping the reports of casualties during typhoons, in the light of the desire of the Aquino government to project a “zero casualty” scenario so it could not be accused once again of incompetence and inefficiency in dealing with disasters, just like in the case of Yolanda in 2013? -oooMARKET! MARKET!’S WRONG MESSAGE TO DRINKERS: The management of Market! Market! at the Bonifacio Global City in Taguig City made a mistake in relieving two of its security guards who were reported in social networking sites as having pointed an armalite rifle and a baseball bat at a group of late night drinkers who engaged in a melee Saturday night at its food court. This is sending a
wrong message to the guards and to drinkers who can’t handle themselves. You see, the reports are clear: the guards were forceed to point the armalite and the baseball bat to the combatants because they refused to be pacified and to heed calls for them to stop their fight, which endangered other shoppers and patrons. At that point, the safety of other people was already at stake, and the guards obviously decided to exert reasonable force to preserve order, prevent harm, and uphold the safety of shoppers. The guards, therefore, merely acted pursuant to their duties and responsibilities. Indeed, the combatants stopped creating trouble. Yet, the guards were sacked for doing this. I guess that next time a riot or a melee erupts at Market! Market!, guards would just simply look the other way already. This makes going to the mall extremely dangerous, because there would no longer be someone to keep the peace when violence erupts. -oooLACK OF DISCIPLINE NOW PREVALENT AMONG PINOYS: But what was more bothersome for more people about this incident was the reaction of some netizens. It was clear the netizens saw only the supposed “abuse” by the guards, but failed (or, perhaps, refused) to recognize that the “abuse” in the
first place occurred because of the lack of discipline of the food court’s drinking patrons, and their unconcern for the safety and well-being of other customers. Who is the right-thinking Filipino who would indulge in drinking and then, after getting drunk, engage in a hand-tohand combat in a place filled with shoppers? The answer is, there should be no one who should be doing this. It was therefore clear that those who roughed it up with one another at the Market! Market! were not in their right minds, as many Filipinos are won’t to be, after having downed a drink or two. The problem, really, is that, many Filipinos have lost their capacity to be good and civil towards one another. Many Filipinos now act as if they are not going to die someday, and so they do everything wantonly, recklessly, and, more often than not, criminally. And this is all because many of us no longer have fear and love of God in our hearts for a long, long, time, making us capable of even the most despicable act! -oooREACTIONS? LAGUINDINGAN, Misamis Oriental--Three were killed, while six others were wounded, including the congressman of the lone district of Iligan City, in an ambushed in Laguindingan, Misamis Oriental Thursday afternoon. Police identified the fatalities as PO3 Marcos A. Andres, a non-commissioned police officer, who was killed on the spot, Ian Dumaguing, 29, of Iligan City, and Philanan Eustique, 40, also of Iligan City. The victims died of gunshot wounds. Both Dumaguing and Eustique died while being treated in the provincial hospital of Alubijid in Misamis Oriental. Wounded were Rep.
Vicente “Varf ” Belmonte, of Lanao Del Norte’s lone Congressional District. B elmonte sustained a gunshot wound on the right leg. The three other wounded were Ruel Tieho, 37, Don Rio, 52, and Noel Jo, 23, the driver. Belmonte, however, is now out of danger. The heavily guarded lawmaker went home to Iligan City after he was discharged from the Alubijid hospital about 4:30 Thursday afternoon. Provincial Administrator Edmunod Pacamalan Jr. of Misamis Oriental, who talked to Belmonte at the hospital, said that the congressman could not say about the motive of the ambush. He said that Belmonte

Belmonte has just arrived on board a flight from Manila about 1:30 p.m. Thursday. He was met by his escorts at the Laguindingan Airport and was ambushed on their way to the main national highway, 3 kilometers from the airport. ‘Black day’ for peace in Mindanao Senator Aquilino “Koko” Pimentel III condemned the attempted ambush-slay of
Belmonte even as he called the incident as another black day for peace in Mindanao. Pimentel, chairman of the Senate Committee on Justice and Human Rights, said the daring attack at the Laguindingan airport that killed four of Belmonte’s companions again highlighted the condition of security measures in supposedly tightly guarded areas. He said the bloody incident would again create an ugly picture for the country before the world as the attack happened right at the vicinity of an international airport. The Mindanao senator asked police authorities to hunt down the killers and unmask the mastermind
in the “dastardly act committed against a member of Congress.” For his part, Rep. Rufus Rodriguez of the second district of Cagayan de Oro City also condemned the slay-try. Rodriguez said he immediately called up Belmonte after the incident. He said Belmonte’s two drivers and two armed escorts died. The lawmaker urged authorities to conduct a no-nonsense investigation into the attempted ambushslaying of Belmonte. Belmonte, after undergoing medical treatment from a hospital in Alubijid town, went back to Iligan City around 4:39 p.m. yesterday.

As of 3:00 p.m. Wednesday, he refused to give updates citing that the composite investigation team was yet to hold a conference. A spot report on Tuesday night said police recovered particles that looked like those of a mortar and circuit board of a cellular phone used as triggering device. The report, which was signed by Bukidnon police director Supt. Glenn dela Torre said they are looking at extortion as one of the motives. He said the RTMI allegedly refused to give in to an extortion demand. In an interview over dxDB-Malaybalay on Thursday morning, Inspector Joselle Longakit, information officer of the Bukidnon police office confirmed that the bomb was fashioned out of an 81mm mortar with a mobile phone as detonator. Meanwhile, law enforcers drew flak in social media such as on Pulbuk group on Facebook and on radio commentary programs with the public questioning their perceived ineptitude in preventing such incident. The criticisms noted that the previous bus bombing happened only a month ago, just a kilometer away from the present crime scene and also hitting a bus owned by the same company. Nobody was killed but four passengers were wounded in the November 6 bombing. They blamed the police’s alleged ningas cogon attitude, incompetence, failure to conduct strict checkpoints, among other security measures. In his weekly radio program Wednesday, Gov. Jose Ma. R. Zubiri Jr. condemned the act and blamed RTMI for not addressing security threats even after the bombing incident on Nov. 6. He challenged RTMI management to address the problem and to reach out to the families of the victims and survivors. According to the Provincial Public Affairs Information and Assistance (PAIA) office, Zubiri met with police and military officials in a closed-door meeting Wednesday afternoon to assess the situation and draw out possible security measures. Hansel Echavez, PAIA head said one of the proposed measures is the conduct of strict checkpoint inspections upon entry to Bukidnon patterned after that of Davao City. The military’s Task Force Davao has put up checkpoints at the city’s entry points where male passengers are made to disembark and soldiers inspect the bus and baggage. Inspections are also made at the city’s bus ter-
minal in Ecoland prior to entry. Thelma Bagongon, 59, mother of 25-year old grocery worker Junrey, who was among 22 wounded victims brought to Adventist Sanitarium Hospital in Valencia City, cited security lapses in RTMI buses and lack of road inspections as major problems. One of the Jamaca brothers identified as Jim Jamaca survived with a severed arm due to bullet wounds. He is now being treated in a local hospital here. The bodies of the Jamaca brothers were dumped in the village of Mambuaya, another suburban village, southwest of here with bullet wounds on their heads. The body of Maria Erica Yamut, the live-in partner of Jim Jamaca, was found dumped in F.S. Catanico, a suburban village, southeast of here. Initial police investigation disclosed that the brothers and the woman were reportedly picked up in barangay Carmen by a “white Service Utility Vehicle” Wednesday night. On Thursday morning, the bodies of the victims were found dumped in separate places here. Jim Jamaca, who called for assistance, said he played possum and was left for dead by the suspects. Dr. West Edquila, Scene of the Crime Officer (SOCO), said that the victims sustained a gunshot wound in the head and the body. He said that the SOCO will submit the recovered bullets and empty shells for ballistic analysis.

of the incident. “There must have been a demand for extortion money from the bus company,” Zubiri said, noting that last November a bomb also exploded in a Rural Transit Mindanao bus in Bukidnon. No one was killed in November bombing. Zubiri, however, said that a representative of the bus company told him that they did not receive any demand letter or text message. “RTMI (the bus company) must have refused,” he said. Zubiri did not discount the possibility of the Bangsamoro Islamic Freedom Fighters as the group behind the bombing but said he doubts it. He also said it was not the handiwork of the New People’s Army because the incident is not the “NPA’s style”. “We never had anything like this in Bukidnon,” Zubiri said. “The police suspects two or three perpetrators,” he said. He added that the suspects are not from Bukidnon. “We will be enforcing strict security measures in all entry points to the province,” he added. It includes military and police checkpoints at five boundary areas of the province to be operational 24/7. “These will be maintained until such a time there is peace in our province,” the governor said. At the Central Mindanao University on Thursday evening a prayer vigil has begun until Friday. Mary Eve Rubio, religious community head of the CMU Student Supreme Council, said the explosion killed five college students and two high school students of the university, and injured 11 students. “We need to boost the spirit of the students away from fear and intimidation,” Rubio said. “We are really affected even if we are not personally related to the victims,” she said. She added that they have cancelled festivities this month to sympathize with the families of the victims. The prayer vigil included the lighting of candles at the bombing site. “We did this to strengthen us,” she said.

Veggie farmer reaps honors By GIL MIRANDA BUTUAN City––Ruben Ragas, a vegetable farmer of Barangay Sanghan, Cabadbaran City was smashed and could not express himself when he received the 2014 Most Outstanding Agrarian Reform Beneficiary Family for Mindanao Award during the celebration of the International Year of Family Farming at the Bureau of Soils and Water Management Convention Center in Quezon City on November 24, 2014. The affair suddently hurled Reyes to fame. Last August 8, 2014, Reyes was misty-eyed when the Land Bank of the Philippines conferred on him the “Ulirang Magsasaka” First Runner-up honors during the 24th Annual Gawad Pitak where he won P75,000 last August 8, 2014 at the Land Bank Plaza in Malate, Manila. Last year, Ruben was Gawad Saka 2013 Most Outstanding Regional Awardee (High-Value Crop Category) during the 11th Annual Vegetable Congress. From a simple vegetable farmer and family man, Ruben took the national recognitions in stride and used his cash prize to improve his two-hectare lot. From vending vegetables to “suki” in Barangay Sanghan, he now sells his farm poduce to markets in Agusan del Norte and wholesale buyers in Surigao del Norte and Surigao del Sur. Ruben is now a farmer-business entrepreneur. Nong Ben, as fondly called by neighbors, took to tilling the
soil since he was a teenager. He has been known in Barangay Sanghan as a tireless farm worker whose sight is focused to the future. Now 45, Ruben said he worked as a part-time helper at Sanchez Rice Mill in Cabadbaran City in the early 1990s. Failing to finish college education, he said “life has been a struggle, working long hours with cheap wages, I had to forget schooling.” In 1994, Ruben became a beneficiary of the Antonio Avanceña landholdings which was covered by the Department of Agrarian Reform’s land distribution program. DAR awarded him a Certificate of Land Ownership Award (CLOA) for a two-hectare land in 1997. According to Ruben, while owning a two-hectare land was a blessing, tending it by his own self required “immense effort and determination. From an initial capital of P87,300, Ruben now earns P355,043 net income from eggplant production alone. At a cost of P35,000, he planted 700 square meters of his land with tomatoes and made a gross income of P79,700 with a
profit of P43,800. Ruben’s four-year record as a vegetable farmer showed him earning P300,000 net income in 2010, P423,000 in 2011, P240,972 in 2012, and P354,770 in 2013. Ruben shares his time to actively participate in community affairs. He provides tips about good farming practices and techniques adding “right technology, perseverance and hard work” as the ideal formula to success.
When DAR Secretary Virgilio de los Reyes visited his farm, Ruben said he was “deeply honored” and thanked the former for the two-hectare farm the government awarded him and DAR’s capability-building interventions and assistance to help Ruben stand on his own and succeed. “You don’t need a large piece of land to cultivate. What is more important is for you to have the skill to maximize and use your resources,” Ruben said in
Cebuano. “I am one of the agrarian reform beneficiaries who value land from CARP program. I am really thankful to DAR for its continuing intervention. In return, I am now their success story. They are now proud of me as I am proud of being a farmer.” Ruben Ragas is married to Fe Eligeno. They have five children, Randale, Feyah, Fernaz, Rani and Renan. AVAO City - Trade and Industry Secretary Gregory Domingo said the Philippines is on track to surpass its better performing economies and appealed to various sectors to contribute their share in cementing a stable economic fundamentals. Speaking to local industry leaders here on Thursday, December 4, Domingo said the country is expected to surpass the economies of Thailand, Singapore, Malay-
sia and Indonesia. The Philippines continued to post impressive growth figures since 2012, In 2012, the economy grew 6.8 percent, performing better at 7.2 percent in 2013. It managed to pull out a 5.8-percent increase in the first nine months this year, Domingo added. But Domingo said the feat would happen “if each sector: nongovernment organizations, local governments, the private sector and the academe, will do their part”. Domingo delivered the keynote address at the fo-
rum “Industry Roadmaps and the ASEAN Economic Community (AEC) Game Plan: Regional Roadmaps for Competitiveness” held at the Apo View Hotel in Davao City on Dec. 4. It was organized by the Department of Trade and Industry and the Board of Investments. “Technically, the fundamental things are already there. The demographics and improving supply chain–the ingredients are there for us to achieve that forecast,” he said. He called on industry leaders to develop their
roadmaps to build a competitive regional industry. The Industry Roadmap Project (IRP) of the DTI and Board of Investments, was launched in January 2012 with 30 sectoral road maps and 25 road maps have been completed as of this year. The IRP continues to forge strategic partnerships with industry stakeholders particularly the private sector, in the development of industry roadmaps that defines its vision, goals, and targets, the DTI said. The IRP assesses the industry’s state and economic performance, identifies the

binding constraints to its growth, and recommends strategies for industry upgrading and development. DTI Assistant Secretary, Dr. Rafaelita M. Aldaba highlighted the need for a cluster-based industrial policy to transform and upgrade regional industries. “To build competitive regional industries, we need
to formulate and strengthen regional roadmaps that are aligned and strongly linked with national industry roadmaps,” Aldaba said. Two years ago, the Lake Washington School District started a small experiment to see if it could help struggling kindergarten students to catch up with their peers. It was based on a commonsense idea : To improve, the kindergartners needed more time at school. Kelly Pease, the district’s Director of Intervention Programs, realized that students who were the furthest behind often were the ones who attended only a half day of kindergarten. That’s likely because many of their parents couldn’t afford the full-day programs that Lake Washington, like many school districts, offers a fee. Half-day programs, which the state funds, are free. So district leaders decided to offer those students the chance to attend a free program for the second half of the day, designed specifically for them. They started with about 40 students at five schools. Students attended regular half-day kindergarten, then moved to classes
with no more than 15 students, where teachers provided intensive instruction in literacy and math. Here in our country we have also the Kindergarten catch up program to all children who belongs to the ages 5 and above. If you are having a h a rd t i m e m ov i n g on or you know of someone who is going through pain, you got to read this and share this with them. I just like to thank the people who are following this series and are ministered to the content of this blog. Now we have come to the final article on how to manage and move on from emotional pain. There is shame to acknowledge the pain you feel. When you cry to express your feelings and frustrations, some may say that it only shows you are vulnerable and weak. But some people do not understand that being real to yourself about what you are feeling is a good sign. Your road to recovery and healing is through… HONESTY
You got to be truthful and honest with what you are feeling. You cannot deny or hide it. The more you conceal the pain, the more it will not get healed. Pain is like a wound, tightly bandage without cleaning it. The wound would not have enough room to breathe. Thus, leading to more complications and infection. Admission is not a sign of weakness, but rather a sign of strength. It takes more guts to admit and tell the truth. Live up with whatever the consequence, than running away and hiding like a coward and deny that it is happening. Facing the tr uth may be the hardest part, but it can sure set you FREE. Acknowledging that you are in an emotional pain is the first step in your healing process. Now let us go to the second thing you need to do… KNOW THE SOURCE OF YOUR PAIN In order for you to kill the feeling of pain, you got to identify the source. If you are experiencing a rec urring
headache, even if you take lots of pain killers, it will eventually come back. In order to cure the disease, you got to find out the cause of the disease. Likewise, in order to solve the feeling of pain, you got to also find the source of your pain. What are the things that happened in the past or present in your life that reminds you of the pain? When does it remind you of the pain? FORGIVE & MOVE ON We cannot move away from our pain if we are tied up to it. It is like trying to row your boat, but with the rope still tied on the dock. No matter how hard you tr y, it will not move and it will not budge. Every time you are reminded of the past incident; the hurting words that was spoken; the betrayal of trust; the feeling of rejection. Do not torture yourself for the mistakes and cruelty of others. This opens up old wounds again. Reminding of your past will just make you a prisoner of your past. My question to you right now is, do you want to be healed? Ask God to give you the grace to forgive, so that you can move on and start a new life. We need to let go and let God heal our pain.
