AVAO City - Vice President Jejomar Binay still tops the list in Pulse Asia’s September 8-15 nationwide survey of “Presidentiables” in the 2016 elections with 31% followed by Local Governments Secretary Mar Roxas (13%), Senator Miriam-Defensor Santiago (11%) and a tie between Senator Grace Poe and Manila Mayor Joseph Estrada at 10% for the fifth place. Curiously, however, Davao City Mayor Rodrigo Duterte is not on the list of 15 “Presidentiables” even as signature campaigns nationwide have been launched to push him to run for the top post. In Mindanao, the Pulse Asia ranking of “Presidentiables” is Binay (33%), Roxas (19%), Estrada (14%), Poe (8%) and Santiago (5%). Pulse Asia asked 1,200 respondents nationwide this question during the September 8-15 survey: “Of the people on this list, whom would you vote for as President of the Philippines if the 2016 elections were held today and they were candidates? You may mention others not included in this list.” A similar question was asked for the choice for Vice President. The ranking for “Presidentiable” in the National Capital Region is BinaySantiago- Poe-Estrada/ Roxas; in Balance of Luzon it’s Binay-Santiago-EstradaPoe-Roxas; and in Visayas it’s Binay-Roxas, Poe-Santi-

Postponement of 2015 SK polls will give way to needed reforms A Mindanao lawmaker has enjoined the postponement of the scheduled February 21, 2015 Sangguniang Kabataan elections to the last Monday of October 2016. It is necessary since postponement would make SK polls synchronized with the next barangay polls, and give more time to institute the needed reforms. Such reforms would address concerns and alleged shortcomings in the system of youth representation in governance. Rep. Del Rosario author of HB 5006 seeks to amend Republic Act 10632, and synchronize said youth elections with the coming barangay polls on the last Monday of October 2016. R.A. 10632, otherwise known as “An Act to postpone the SK elections on October 28, 2013”, was enacted to pave the way for the much needed reforms that would address SK’s alleged shortcomings. Notable, however, are some criticisms levelled against saying the postponement may expose SK members to a highly political exercise where patronage and kinship politics influence youth governance. Another concern noted is the incapacity of SK officers and members to enter into contracts due to age, and the weak internal control mechanisms that put at risk the utilization of the youth council funds from the barangay allocations, among others. To answer the call for reforms, several bills have been filed and deliberated on

However, because of equally pressing legislative concerns that both chambers of Congress have to attend to, the deadline to pass the SK reform bill has yet to be met.

Bringing about the desirable reforms in the SK system requires a longer time frame for a more comprehensive study and scrutiny. They may have a point when Del Rosario argued that HB 5006 and other similar measure introduced by his colleagues would provide more time for Congress and other stakeholders to discuss and introduce the

necessary reforms needed to strengthen the SK and make it effective in complying with its constitutional mandate. The Commission on Elections is reportedly awaiting the decision of congress on the matter, although it is ready to conduct said elections if postponement does not materialize in time. Time is of essence. Let our lawmakers do their homework.

Consumer welfare forums pushed CAGAYAN de Oro City–– The Department of Trade and Industry (DTI) here has underscored the need for local businessmen to undergo a forum on consumer welfare to level up awareness on consumerism here, a local trade official said. Eliza Pabillore, head of the province DTI in Misamis Oriental, said that the DTI has been conducting briefings on consumer welfare desk (CWD) and front line service for newcomer stores at the DTI office here. She said that about 50 representatives from various business firms here have availed of the DTI briefings last week designed to provide impact on sales generation and augment the level of awareness on consumerism. Some important topics were focused on creating a healthy and harmonious business environment while at the same time transforming the management value from reactive to proactive response mode. Also included in the presentations were topics on Insights on Handling Complaints, Consumer Welfare Desk Operations, Bagwis Program and the Provision of Quality Frontline Service for customers’ satisfaction, Pabillore said. “One of the highlights was the discussion on Consumer Rights and Responsibilities, the Consumer Act of the Philippines and other Fair Trade Laws,” she said. She said that CWD is a self-policing mechanism which addresses consumer complaints at the level of the business establishment without going through the tedious mediation process at the appropriate government agency. CAGAYAN de Oro City--A priest from the province of Misamis Oriental has reportedly died of dengue on Tuesday morning. In a message sent using the short messaging system (SMS), Jay Valleser, the consultant on media affairs, said: “Gov. Bambi Emano would like to extend his sympathy and condolences to the family and religious superiors of Rev. Fr. Raul Bagongon, SSJV., who died some two hours ago in a coma at the ICU of Maria Reyna Hospital, from a

suspected dengue.” “He is a native of Lagonglong, Misamis Oriental,” said Valleser, quoting the governor, adding, “he belongs to a respected family and one of the few in the said town who chose to be in the religious profession.” “I am sure his family and the religious community of Misamis Oriental, grieve in the passing of Fr. Raul, a very young and active priest. I am sad because Fr. Raul is close, dear friend; also sad because the suspected cause of his death is a health issue I am constantly appealing for a wider involvement for preemptive actions to prevent

the loss of more lives. May his death remind us that we are all vulnerable to dengue and must work together to stop it,” the message reads. He is the 15th victim to have died of the dreaded dengue this year in Misamis Oriental. From January to September, the Provincial Health Office (PHO) reported 1,639 dengue cases in Misamis Oriental. In the same period, 14 died before Fr. Bagongon’s death. The number of dengue cases has increased by 100% on a monthly basis since last year. From January to August 2013, there were 821 cases.

For the same period, the dengue cases increased by 588 this year. In August alone last year there were 113 cases. This year there were 388. AFP, Zamboanga City honor ‘fallen heroes’ in rebel siege By Mindanao Examiner

AMBOANGA City - The Philippine military and the Zamboanga City government have honored Monday (September 29) soldiers and policemen who died fighting rebels that attacked this southern port city last year. The attack by Moro National Liberation Front rebels sparked three weeks of house-to-house fighting and street battles that displaced more than 120,000 people. Over 400 people were killed and wounded in the battle. Defense Chief Voltaire Gazmin, accompanied by Armed Forces Chief of Staff General Gregorio Pio Catapang Jr., and Western Mindanao Command Chief Lieutenant General Rustico Guerrero, together with Interior Secretary Mar Roxas joined Mayor Beng Climaco in the ceremony that honored 20 soldiers and five policemen who perished in

the fighting, including 13 civilians. They laid a wreath on a marker which Climaco unveiled and on it was this engraved “In remembrance of the 38 fallen heroes of the Zamboanga siege, September 2013, who laid their precious, lives to the cause of upholding on flag, one nation, one Zamboanga. Your memories and sacrifices will forever be etched in the heart of every Zamboangueno.” Soldiers presented to Climaco the Philippine Flag “that was never lowered down during the Zamboanga siege. Battle-scarred yet resplendent, it continued to unfurl until victory was declared on September 28, 2013.” Climaco led other military, police and government officials in visiting the sites of the deadly battles in the villages of Mariki, Rio Hondo, Santa Barbara, and inspected ongoing housing projects for those displaced by the fighting.

Catapang and Guererro later spoke to soldiers at the Western Mindanao Command, and attended a peace and order council meeting at the City Hall, where a photo exhibit of the siege was also held. “The victory of Zamboanga will always remind us of the heroism and sacrifices of our soldiers. Rest assured the AFP will continue to guard against those who attempt to destroy or harm our way of life. Be it Zamboanga or anywhere else,” Catapang said. A resident who requested anonymity said only around 20 of the reptiles were left in the marsh due to fishing. Crocodile watching Trego said a local organization called Jaboy Ecotourism Conservation Organization (JICO) helps protect the crocodiles. JICO treasurer Nelia Salavaloza said the presence of the crocodiles in their marshland has turned their village into a tourism site. “We offer crocodile watching at night in the marshland and boating during the day at a very affordable price,” Salvaloza said. Firm eyes napier plantations in South Cotabato for biofuels GENERAL Santos City––Fruit giant Dole Philippines Inc. (Dolefil) is planning to develop plantations for napier grass in parts of South Cotabato province as it moves to diversify into biofuels production. South Cotabato Gov. Daisy Avance-Fuentes said the company is currently evaluating potential sites within the province’s 10 towns and lone city for the planting of napier grass, which would later be utilized for its planned biofuels plant. She said among the areas being considered for the project are idle and underutilized lands in the upland areas. The governor met with Dolefil representatives last week to discuss the project and explore possible collaborations with the local government. “They’re still at the exploratory stage right now and they want to establish or identify first the viable plantation sites,” she told MindaNews in an interview. Citing their discussions, Fuentes said napier grass was considered a viable input for biofuels production as it practically grows anywhere. She said the massive planting of napier grass, which has sturdy root system, could also help upland or mountainous areas in terms of preventing soil erosion and improving soil fertility. Fuentes instructed company to consult and seek assistance regarding the project’s requirements with the office of the provincial agriculturist.

Napier (Pennisetum purpureum) is a perennial highyielding tropical grass that can be harvested in three or four months. Dolefil, which is now owned by Japanese trading giant Itochu Corp., and Toyota Tsusho Corp. of Japan signed an agreement with the Philippine National Oil CompanyAlternative Fuels Corp. for a collaboration and cooperation on biofuels. ANAO del Norte – More than 400 hectares of farmlands dedicated to rice production will soon receive dependable water supply for irrigation once the Participatory Irrigation Development Project (PIDP) is completed in Lanao del Norte province. This was revealed during the recently conducted Provincial Agricultural and Fishery Council (PAFC) meeting held at Macapagal Training Center, Capitol grounds, in Tubod town last September 18. ARMM communities venture into organic food business MARAWI City - The Autonomous Region in Muslim Mindanao (ARMM) will be assisting a number of farming communities venture into halal and organic food business as part of its livelihood support to more than 100 underserved communities in the region. The project, which is being handled by the ARMM Health, Education, Livelihood, Peace and Synergy (HELPS) program, will be piloted in barangay Balas in Lamitan City. It will include the production and marketing of wholly organic products like chicken, fish and vegetable. ARMM governor Mujiv Hataman, Dr. Francisco Dela Peña, Jr., chief executive officer and president of ACES Polytechnic College (APC) in Panabo City, and Ibrahim Ballaho, chairman of barangay Balas, signed on September 27 an P8.5-million deal that includes the construction of farm facilities and the training of some 50 residents of barangay Balas on organic agriculture. Hataman said a three-hectare site in barangay Balas is being prepared to jumpstart the project. He said the project will be expanded to accommodate additional communities covered by the ARMM HELPS. APC, which runs a pioneering and successful organic farm, will provide the technical expertise in the development of feeds and food products that will be 100 percent free of preservatives, anti-biotic ingredients, synthetic additives and growth hormones. “By 2015 this kind of project will be expanded to other ARMM provinces to intensify socio-economic development in the region,” Hataman said. RDC-12 ups preparations for ASEAN integration

In a bid to enhance the area’s preparations for next year’s integration of the 10 member-states of the Association of Southeast Asian Nations (ASEAN), the Regional Development Council (RDC) of Region 12 has adopted the business sector-led regional desk for the East ASEAN corridor as its special coordinating unit. In a resolution, the council specifically confirmed the Brunei, Indonesia, Malaysia, Philippines-East ASEAN Growth Area (BIMP-EAGA) desk manned by the Philippine Chamber of Commerce and Industry (PCCI)Southwestern Mindanao as a special body under its Economic and Development Committee. Arturo Valero, acting RDC-12 chairperson, said such move was based on a recommendation earlier submitted to the council by the EDC. He said the EDC specifically passed a resolution recommending the recognition of the Region 12 BIMP-EAGA desk as its special sub-committee and for the Mindanao Development Authority (MinDA) to serve as its secretariat, subject to confirmation by MinDA chair Sec. Luwalhati Antonino. “(EDC) recognized the importance of having a body under the council to handle concerns relative to the preparation of the region in the light of the ASEAN economic integration in 2015 and recommended the expansion of the areas of concern of the BIMP-EAGA Desk to include regional economic integration,” he said. WEAVERS of homegrown silk will take the spotlight this October 26 at 5:00 p.m. at Centrio in a modeling show aptly titled Hudyaka Year 2. Led by the indefatigable designer Martha Rodriguez of Vesti, Hudyaka Year 1 took centerstage in October 2012 and exposed Mindanao silk to the world for the first time. This time, Rodriguez intends to up the ante and will highlight the products emanating from Mindanao silk using the creations of the country’s top fashion designers. On that day, designers such as Ann Seblante, Chris Gomez, Joco Commendador, Jun Artajo, Nicole Cabanlet, Shiela Damalaerio will feature on stage their transformed products made solely of silk woven by a women’s cooperative in Laguindingan, Misamis Oriental and other indigenous weavers. Cabanlet of CDOHandmade.com will showcase her series of Earthborn travel journals and notebooks that are 100 percent handmade, tree-free and acid-free. All her products are natural paper materials sourced from Higaonon abaca farmers in Claveria, Misamis Oriental. Earthborn observes a strict code of conduct which includes fair economic practices, quality assurance and environmental consciousness. Earthborn is a finalist of the renowned I Am A Changemaker award of the British Council that provides grants to budding social entrepreneurs.

Gomez of Chromez Home Furnishings presents a series of designs that are more on the juxtaposition of light and space as he makes modern floor lamps using recycled paper into a papier mache on a level that is CDO-inspired. Modern, functional and sophisticated, Chromez is definitely a work of genius as accent pieces to be transported into your lovely homes. Gomez creates each piece with his own hands. His products have already reached Singapore and Germany. Comendador of Joco Shoes provides an array of footwear designs, ranging from towering platform shoes to sculptural wearable ones. He is currently focusing on avant-garde perky, colorful and experimental styles. Comendador is part of the Manila FAME Red Box featured artists last March. Meanwhile, Rodriguez of Vesti has been fascinated with handwoven indigenous fabrics from Mindanao. She built Vesti to showcase the different facets of these handwoven indigenous fabrics from different tribes and communities in Mindanao and turned them into stylish bags. She is also one of the Manila FAME Red Box featured artists last March. Artajo resonates a very literal yet sophisticated interpretation of Mindanao identity. All of their products will be auctioned off and proceeds will go to Hudyaka’s chosen beneficiary – the ABAI Weavers Multi-purpose Cooperative of Laguindingan, Misamis Oriental so their weaving house and showroom can finally be renovated. The showcase will continue for a week in Centrio until November 9 where the public can see the pieces in the same area, open for all. Rodriguez is confident

that Hudyaka Year 2 will rekindle the spark among local entrepreneurs, investors and other stakeholders with the direction of infusing ethnicity and modernity, aiming to actively promote local smallscale and medium businesses to the international arena. During a recent get-together here in Cagayan de Oro City, Rodriguez beamed with pride that her Vesti bags have been sold out to places as far as Hawaii, South Africa and Belgium. Vesti is sourced from silk woven by the upland settlers in Laguindingan, by the Yakan in Zamboanga and Basilan; and by the T-boli of South Cotabato. More than sourcing fabrics for Vesti, Rodriguez’s vision is to continuously promote Mindanao weavers and eventually allow them to have consistent orders and source of livelihood. Hudyaka is also looking forward partnering with other budding social entrepreneurs from elsewhere in the republic who share their same passion to uplift the branding image of Mindanao and its homegrown products.
