Petitioners vs cybercrime law to ask SC to reconsider online libel ruling DAVAO City––Groups opposing Republic Act 10175 or the Cybercrime Prevention Act of 2012 today said they will ask the Supreme Court to reconsider its ruling that online libel as provided for in said law is constitutional.

Nica Dumlao, Foundation for Media Alternatives (FMA) program coordinator, said in a phone interview they will file a motion for reconsideration, as the law threatens to “harass human rights defenders or anyone critical of the government.”

“If this is upheld, what

will happen to freedom of expression?”

Dumlao said the internet is a different playing field where the subjects of statements deemed libelous may answer at once unlike in channels mentioned in the Revised Penal Code, the law that defines traditional libel.

She added the petitioners will meet on Saturday, Feb. 22, in UP-Diliman for their next move on the case.

FMA is part of the Philippine Internet Freedom Alliance, a nationwide coalition of internet freedom advocates and one of the

petitioners in the SC case.

The High Tribunal on Tuesday handed down the decision declaring as constitutional the provisions on online libel in RA 10175.

But Bayan Muna Rep. Karlos Isagani Zarate called the law a “curtailment of freedom of expression” and vowed that the battle to decriminalize libel will continue in Congress.

“We should not criminalize the act of expressing one’s opinion,” Zarate said in a phone interview. “If we feel slandered, one should See ruling, page 11

Mayor Maximino B. Seno said Opol hosted a visit by 16 officials of the town of Alicia, Bohol, including their mayor and vice mayor.

Seno said the Bohol visitors were toured around the crocodile and ostrich farm and in a reforestation area

that is being developed as a tourist destination.

He said they were given ostrich eggs as souvenirs.

Ostrich is now the One Town One Product of Opol and will be featured prominently in the municipality’s various activities including the fiesta.

A lt h ou g h pr i v at e ly owned, the ostrich farm is open to visitors and the owner has expressed thanks to the mayor for making ostrich the OTOP of Opol.

Seno said the other group of recent visitors were executives of the Tourism Infrastructure and Enterprize Zone Authority who came to check out the boardwalk and food center project of Opol.

He said Opol is expecting TIEZA to begin releasing the P30-million funding for the development of the project.

He added that the municipality only has a P60,000

budget for tourism that is why they are looking for external funding for the various projects.

Private investors who have made known their tourism plans for Opol include Engr. Elpie Paras who will be developing a beach resort costing as much as the Dahilayan Park in Manolo Fortich.

Seno said that with the coming bulk water supply from A. Brown Company, more hotels will open in Opol because self-sufficiency in water would be ensured when the Opol Water District is established.

The water project would cost between P500-million and P700-million.

He added that Congresswoman Juliette Uy and Governor Yevnegy Vincente Emano have also been supportive of Opol’s tourism development plan.

He said the projects would be completed within

two years.

“Opol is investor-friendly,” Seno said.

When the food center is completed Seno said travellers from Cagayan de Oro

and from Iligan cities would make Opol a must-stop place for meals.

In line with its OTOP, the highlight of the food center would be ostrich steak.

Army soldiers hold foot march, bivouac

CAGAYAN de Oro City––Soldiers asigned to office duties at the headquarters of the Philippine Army 4th Infantry Division underwent a two-day foot march and bivouac this week to get them back into battle readiness as foot soldiers.

Capt. Christian Uy, spokesman for the 4th Infantry Division, said more than 300 soldiers, men and women, participated in the activity held at barangay Bulua in Cagayan de Oro City.

Uy said the soldiers marched out of the camp in full battle gear and stayed overnight at the barangay before marching back to the camp the next day.

He said the activity reminded the office soldiers that they are still foot soldiers and should be battle-ready.

MARAWI CITY -- The Islamic City of Marawi is taken by storm with the groundbreaking ceremony Monday (Feb. 17) – mere two months after he signing of the memorandum of agreement – for the construction of a 35 MW Photovoltaic Power Park in this city’s sprawling 30-hectare industrial land, involving the Local Government of

Marawi City and Lim Solar Philippines Venture, Inc. The groundbreaking signals the start of the construction soon for the solar power plant project costing P4.7 billion and liberating Marawi City from high coast of electricity, frequent brownouts and debt.

Various sectoral representatives attend the groundbreaking and laying of the time capsule ceremony, among them were

Marawi City officials led by Mayor Sultan Fahad Salic and former mayor Omar Ali, and from the Lim Solar led by Engr. Winston Mendoza, chairman/CEO of Lim Solar Ventures, and Engr. David Tauli, president of MetroAces Consultancy.

The groundbreaking ceremony held within barangays Malimono and Matampay-Cormatan in Marawi City has indeed marked the beginning of a brighter development in the foreseeable future for the people of Marawi; and not just for us here, but, perhaps, to various communities, as well, which will benefit from the solar power that will be generated by and developed further from this project later on.

This 35 MW Photovoltaic Power Park underscores Marawi City’s desire to play a significant role in providing a cheap yet longterm solution to address the power problems of our constituents in Marawi and in the province of Lanao del Norte.

We know that we need the help of all stakeholders and parties involved in undertaking this project to work together for its successful implementation. Fortun to NIA: Be ready with lies in House probe

BUTUAN City––Agusan del Norte First District Rep. L awrence Lemuel Fortun became more ballistic as the National Irrigation Administration in Caraga Region blamed calamities, existing armed conflict and road right-ofway problems for the unfinished irrigation projects in his district since 2012.

The Butuan City and Agusan del Norte lawmaker exposed in a privilege speech last week alleged inconsistencies of the government agency’s project implementation report compared to its accomplishments wit h pictures of what he said were unfinished projects.

Fortun said, “The pictures do not lie. They show the Status of Project Implementation of NIA-Caraga prepared by the Irrigation Management Of f ice is replete with deliberate lies and misrepresentation. The inconsistencies and disparities are unmistakable.”

In an interview, NIACaraga Public Relations Officer Silvestre Albores said the reasons behind the abandoned and unfinished projects were: armed conflicts in project sites,

bad weather conditions and problems involving road right-of-way.

The young solon has called for an investigation of what he described as “mockery and abuse” in the implementation of government projects.

Fortun’s expose is an offshoot of a letter from the L angag, Ambacon, Montilla, Mat-I, Pinanaan, Irrigators Association (LAMMP-AI) of Las Nieves, Agusan del Norte complaining about seven irrigation projects with a

total cost of some P109 million. The group complained that the projects commenced in 20l2 but have remained unfinished.

Based on the record of NIA-Carage, the projects were contracted to LMG Construction, WIRO Construction, MCB-Zamora Construction, PALMEA C onstr uc tion and D evelopment, Ruiz Engineering Construction, St. Bernardine Construction and Enterprises, and MG Salazar Construction Corporation.

DENR stops transport of logs in Agusan River

BUTUAN City, Agusan del Norte––The Departm e nt of E nv i ron m e nt and Natural Resources (DENR) has stopped the transport of all types of logs through the Agusan River and its tributari e s e f fe c t ive Fe br u ar y 10,2014, the DENR on Saturday said.

This means that the DENR would no longer issue a transport permit for all types of logs that would us e the Agusan river and its tributaries as waterways to move the

forest pro duc ts to t he various wood processing plants along river banks in Butuan City and some parts in Agusan Del Sur. DENR Undersecretary for operations Demetrio L. Ignacio Jr. has issued t he “restr ic tion of log m ov e m e nt s o rd e r ” by aut hor ity of S e cret ar y Ramon JP Paje through a memorandum sent to all DENR Regional Executive Directors in the region.

The order was immediately relayed to all provincial and city environment officials, said DENR regional executive director Nonito M. Tamayo during a conference at the DENR Regional Training Center in Barangay A m b a g o, B ut u a n C it y this week. Usec Ignacio cited wanton disregard of regulations imposed under Executive 23 by some people as reasons for the issuance of the restriction order by the DENR. DENR 13 regional executive director Nonito M. Tamayo said it was also cited in the memorandum that “rafting and t ow i n g o f l o g s i n t h e

Agusan river have contributed to the inundation and the scouring of the river banks further exacerbated during heavy rains.”

He said “this has significantly contributed in the river siltation.” The other reason was the obser vation of the danger p os e by raf ted logs in barangays downstream when the river is heavily flooded.”

Ta m ay o a l s o a s k e d the provincial and city environment officials to conduct an immediate inventory of all on-going transport of logs while moving to their respective destinations through the river and tributaries.

“After reaching their destinations, there shall be no more logs to be allowed to travel on the water ways, including tributaries of the Agusan river,” he added.

TPMT convenes: discusses with CSO Partners

Iligan City -- CSO’s par tners t hroug h t he Chamber of Commerce and Industry Foundation of Iligan City meet with the Third Party Monitoring Team (TMPT) in a pursuit of its Term of Reference (ToR).

On Tuesday, members of Iligan City peace process partner together with the members of the Chamber of Commerce and Industry Foundation of Iligan city welcomed Mr Alistair Macdonald Chairperson of the TMPT, Mr. Steven Rood, Ms. Karen Tanada, Huseyin Oruc and Zainudin Malang to discuss and listened to the CSO’s views on the progress on the peace process.

The Third Party Monitoring Team (TPMT) is created to monitor, review and assess the implementation of all signed agreements, primarily the Framework agreement on

the Bangsamoro and its Annexes.

Composed of an eminent international person who shall act as convenor and spokeperson for the TPMT like Mr. Macdonald past EU ambassador to the Philippines, Libya and Fiji along with members representing localand international non-government organization nominated by the government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF).

In Iligan City, t he TPMT were also welcomed by both members of the chamber of cpommerece and Industry Foundation of Iligan led by its President Emily M. Pascua together with CSO’s like Pailig, Inc., CSO-FP Inc, and other CSO’s peace partners.

It may be kbown, that the Framework agreement on the bangsamoro and its Annexes has been signed by both of the pables in

Kuala Lumpur, Malaysia.

The Franework agreement on the Bangsamoro was signed October 15, 2012.

The Annex on Transitional Modalities and Arrangements with its roadmap was signed February 27, 2013, the Annex on Revenue Generation and Welath shairng with its components: Revenue Generation, Wealth sharing and Fiscal Administration was signed in July 13, 2013.

While the annex on Power sharing with the Principles of integovernmental Relations and Lists of Powers: reserved, concurrent and exclusive powers together with the Annex on the Normalization were also signed by both panels headed by Miriam Coronel-Ferrer of the GPH Panel and Mohager Iqbal, Chairman of the MILF Peace Panel and witness by the Tengku Dato’Ab Ghafar Tengku Mohamed,Malaysian facilitator.

Search for Best Performing Food Terminals is on

Cagayan de Oro City -- In an effort to provide an incentive system to commendable performing Food Terminals (FTs) within the region, the Department of Agriculture – Regional Field Office 10 (DA-10) has recently convened the members of the Search and Evaluation Committee for Best Performing Food Terminals in Northern Mindanao.

According to Cora E. Balabat (left photo), FT Focal Person, the search is open to all FT operators who have ran the said project at least one year prior to the evaluation whose organization is duly registered by the Securities and Exchange Commission (SEC) or the Cooperative Development Authority (CDA) and to those who have exuded satisfactory performance in the operation and management of their respective FTs, both at the municipal and barangay levels.

Out of the FT nominees, the Search and Evaluation Committee shall choose ten (10) barangay FT finalists and three (3) municipal FT

finalists based on social and economic relevance/impact, which comprises 50% of the total score (linkage to farmers, employment generated in the locality, savings to consumers in terms of transport cost and/ or low price received and service to the community) and on the project operation, which comprises the remaining 50% (profitability, adherence to sanitation and hygiene, innovation/ strategy, utilization and maintenance of equipment and facilities).

Field evaluation by the Search Committee shall be conducted on March 15-28, 2014. Declaration of winners, meanwhile, will be on May 15, 2014 during the Farmers and Fisherfolks Month celebration.

The competition has set aside P 90,000 worth of prizes for the awardees, wherein the exemplary MFT (1) shall receive P 30,000 while the top performing barangay FT (1) shall receive P 20,000, P 15,000 for the 2nd prize winner and P 5,000 each (5) for the 3rd placers. # (JLOlson, DA-10)

The TPMT pursuant to Provision No. VII (Transistion and Implementation Para 11 and 12 of the Framework Agreement on the Bangsamoro(FAB) is created to monitor the

implementation of all agreements by the parties and submit a COMPREHENSIVE PERIODIC REPORT AND UPDATES to the both GPH-MILF Peace Panels.

The TMPT started its meeting with other CSO’s Peace Partners and key stakeholders on February 17 to 28 this year in Manila, Iligan City, Marawi City and Cotabato City.

Who is untouchable?

The recent brouhaha over the “arrest” of David Tan has caused confusion among government agencies and officials.

They don’t seem to know what to do with a 33-year old man whose identity baffled Department of Justice (DOJ) bureaucrats and National Bureau of Investigation (NBI) agents. And like a hot potato, the country’s top justice and law enforcement officials closed the investigation and set Tan free without further action.

The bizarre incident was the offshoot of allegations made by the Federation of Philippine Industries (FPI) chairman Jesus Arranza that a certain Davidson Bangayan alias “David Tan” was a major rice smuggler wanted by authorities.

When Bangayan read news reports naming him as a “big-time rice smuggler,” he showed up at DOJ on January 14 and personally met with Justice Secretary Leila de Lima. He denied that he was the “David Tan” accused of being a major rice smuggler.

Leila-de-Lima.35With the ease by which Bangayan accessed de Lima – presumably without an appointment – it makes one wonder what kind of connections Bangayan used to open doors to DOJ’s top honcho?

Accompanied by his lawyer, Bangayan told de Lima that he was not engaged in “major rice importation” as reported in the news and that his rice business was “not that big.” De Lima took Bangayan’s explanation hook, line, and sinker and told reporters that since Bangayan’s rice business was “not that big,” he couldn’t be the big-time smuggler he was accused of.

When Bangayan offered to cooperate, de Lima referred him to the NBI. But when Bangayan showed up at the NBI, an arrest warrant against “David Tan” was served on him. After a cursory investigation, the NBI concluded that Bangayan was not the David Tan wanted by a Caloocan City court for electricity pilferage, so Bangayan was released.

Connections But NBI Deputy Director Virgilio Mendez contradicted the findings and insisted that they have “evidence and witnesses to prove that” Bangayan and Tan are one and the same person. NBI records showed that Bangayan and Tan have the same address. Why then did the lower-ranked investigators let him go? Could it be that there was someone higher and powerful who interceded for Bangayan?

The fact that Bangayan carries a valid Philippine passport (issued on May 18, 2011) supports the presumption that Bangayan is the real McCoy. If so, who then is David Tan? Smuggling King On January 22, Sen. Cynthia Villar, chairperson of the Senate committee on agriculture, said her committee has documents that prove Davidson Bangayan and “smuggling king” David Tan are the same person. She said de Lima and Sen. Juan Ponce Enrile submitted documents that proved it. She also said that rice smugglers couldn’t operate without the help of corrupt government officials… or, I might add, powerful and influential private individuals.

On January 28, Customs Deputy Commissioner Agaton Teodoro Uvero dropped a bombshell at the Senate hearing. He said that at the height of the rice smuggling, they were bringing in 2,000 containers week, which translates to 50,000 tons a week at 25 tons per 20-foot shipping container.

These huge shipments of smuggled rice won’t be able to get past Customs inspection without the collusion of Customs officials.

Last February 3, Mayor Rodrigo Duterte testified before the Senate committee what he knows about David Tan. He said that Tan is the central figure in rice smuggling in the country. He is the go-to guy for farmer cooperatives who go to him for help in importation and financing because they don’t have the capacity to import rice. He said that Tan would provide import permits to rice importers who would re-use them many times over because corrupt Customs inspectors do not stamp them. He said that rice smuggling without the connivance of Customs and National Food Authority

(NFA) personnel would be very hard, if not impossible.

When a senator asked Mayor Duterte if he knew how Tan looks like, he produced a photo of Tan that he claimed was given to him by the police. When he was asked if the person on the photo was the same person as Davidson Bangayan, who was seated nearby, he pointed at Bangayan and answered in the affirmative. Right after Duterte fingered Bangayan, Sen. Juan Ponce Enrile made a motion to cite Bangayan for contempt for lying to the Senate committee denying that he was David Tan. Sen. Enrile showed an affidavit executed by Bangayan in a 2005 libel case in which he referred to himself as “David Tan,” the alleged rice smuggling king. Sen. Villar said that the committee would decide on the motion in the next committee meeting.

With Enrile’s revelation, one wonders how did Bangayan become the “rice smuggling king” that controls the importation and financing of rice in the entire country? And how could a 33-year old person who started his rice importation business only in 2011 manage to dominate and control rice smuggling in just two years? Could it be that he is just the front man or “dummy” of a rice smuggling syndicate?

Presidential brother-in-law?

Ballsy-Aquino-and-Eldon-CruzIn a Manila Times article titled, “Just stick to govt sufficiency program,” published on September 12, 2013, it said: “A certain A. Yang and Alex S reportedly act as contacts of the group inside the Bureau of Customs (BOC) who are responsible for facilitating the “necessary” documentary requirements of the smuggled rice.

“Agents who were involved in the operations but who requested anonymity revealed that prior to the raid, a meeting was held on August 11 in an undisclosed place among several key figures behind the botched P15-billion smuggle attempt.

“They identified the personalities as a very high official of the BOC, and a few other private businessmen, including a certain Eldon Cruz. It is not yet clear if Cruz is the “presidential brother-in-law” or husband of Aquino’s sister Ballsy.”

What was Eldon Cruz – if he was indeed the presidential brother-in-law – doing with the smuggling ring? Is he the protector of the “smuggling king”?

If so, then that would explain why Bangayan was accorded “VIP treatment” at DOJ and expeditiously released without any hassle, which makes one wonder: is Davidson Bangayan untouchable?

Saying goodbye to the public service Last week, I made a brief appearance at the Monetary Board to say goodbye to my colleagues at the Bangko Sentral. I earlier resigned my position as member of the Monetary Board – 5 months short of the actual expiration of my six-year term on July 2, 2014.

My wife, Miraflor, had been sick for some time. As her medical condition has not improved, I felt that it was time for me to spend more time with her.

Thus, I ended years of public service which started in the middle of 1986.

In June of that year, I left Bank of the Philippine Islands to assume what I thought was a temporary role as Officer in Charge of the Municipality of Muntinlupa. Muntinlupa was then a fifth class municipality.

The expected six-month engagement, however, extended beyond schedule.

Because of the extraordinary circumstance by which President Cory Aquno took power, she initially ruled via a Revolutionary Government with all the vast powers (which she abhorred) that went with it.

She wanted a return to political normalcy soonest but first a new Constitution had to be written. The drafting, approval and ratification of the new Constitution

Speaking Out Ignacio Bunye pushed back the scheduled elections by two years.

To cut a long story short, I did not go back to Bank of PI anymore. Instead, I chose to run for Mayor in the election of 1988 and thereafter served for three consecutive terms until 1998. During that period, Muntinlupa metamorphosed into a first class highly urbanized city.

At that time, the mayors of Metro Manila Manila elected among themselves the Chairman of the Metro Manila Authority (forerunner of the MMDA) for a period of 6 months. I served for three consecutive terms, concurrently as Mayor of Muntinlupa. My tenure (1991-1992) was sandwiched between those of now Vice President Jejomar Binay and the late Mayor Ismael Mathay, Jr. During that period, I had the chance to work closely with then Congressman Sonny Belmonte in helping draft the law which eventually created the Metro Manila Development Au-

thority.

Barred by law from seeking a fourth consecutive, I ran in 1998 for the newlycreated Lone Congressional District of Muntinlupa City.

In Congress, I was active in the Committee on Local Government which strongly supported the conversion of qualified municipalities into chartered cities.

In 2002, I had the privilege of being invited by then President Gloria Macapagal Arroyo to serve in her cabinet first as Press Secretary and later as concurrent Presidential Spokesperson.

At brief intervals, I also served as acting Executive Secretary and as Political Adviser.

In 2008, I assumed my post as a member of the Monetary Board of the Bangko Sentral ng Pilipinas.

My BSP stint, although relatively “quieter” than my previous public posts, was nonetheless just as fulfilling. In its own way, it was also “exciting”.

In 2008, inflation in the

Philippines, fueled by oil price spike was at a high single digit. In 2007, a year before I joined the MB, the sub-prime mortgage crisis in the United States unfolded.

And on September 2008, the Lehman bankruptcy, the largest in the US history, became the principal trigger of the late 2000s global financial crisis. The subsequent Eurozone crisis starting 2009 provided the additional after-shocks.

How the Bangko Sentral skillfully performed its mandate of bringing down inflation to its present low, how it helped keep Philippine financial institutions stable and resilient in the face of adverse external environment, how it relentlessly pushed its advocacy of financial inclusion, are a testament to the patriotism, integrity, dynamism, excellence and solidarity of BSP’s management and staff.

Together, they helped make BSP one of the most revered Philippine public institutions today.

As a member of the Monetary Board, I also served as advisor to the Currency Management Committee and the Numismatic Committee. The latter is the one which prepared the spade work for the design, approval and circulation of the New Generation Currency.

-oooREQUIREMENTS FOR A “GOV’T WITNESS”: As witnesses are coming out on the P10 billion pork scam, let us see the requirements imposed by law before anyone is accepted as a “government witness” under the “Witness Protection, Security and Benefit Act”, or Republic Act 6981. These requirements are found under its Sections 3, for those who know that a crime was committed without their participation, and 10, for the participants in the crime.

Section 3 requires that the person to be admitted as a “government witness” must have witnessed or has knowledge or information about the commission of a crime, and has testified, or is testifying, or about to testify, before any judicial or quasi-judicial body, or before any investigating authority.

This section also requires: the crime in which the government witness’ testimony is to be used must be a grave crime, or one that is punished with imprisonment ranging from 12 years to life imprisonment; his testimony can be corroborated in its material points; he or his relatives within the second degree of consanguinity (second cousin) is threatened with death or with injuries; the witness is not a law enforcement officer.

Basilan farm owners’ killers arrested, charged

SABELA CITY, Basilan – Criminal charges have been filed against four people who were allegedly responsible for the brutal slay of a farm-owner couple and their five-year-old granddaughter in this province, police said.

Lantawan police commander Chief Insp. Basirin Hassan identified the suspects as Rigoberto Erasga, Alty Falcasantos, Ricky Toledo and Edgar Makiling, a militiaman.

Hassan said that Erasga was arrested Tuesday in Barangay Cawit, Zamboanga City while Falcasantos and Toledo were arrested Wednesday in Barangay Switch Yakal, Lantawan town, and Makiling was arrested Thursday afternoon also in Switch Yakal.

IPIL, Zamboanga Sibugay– Sibugaynon’s flocked to the capitol grounds last Feb. 20, to join the opening of the weeklong observance of the 13th Araw ng Zamboanga Sibugay.

With the theme, “Stand firm Sibugaynon’s, go for peace and prosperity,” the weeklong celebration started off with a motorcade followed by a thanksgiving mass and an awarding of plaque of appreciation by Governor Wilter Palma to the founding governor of Zamboanga Sibugay, George T. Hofer, who served the province from 20012010.

Zamboanga del Sibugay was carved out of Zamboanga del Sur in 2001.

Another plaque of appreciation was given to the “Yes Movement” for organizing the “Zamboanga Sibugay Team”, a civil society group that has contributed a lot for the province’s development.

The Agri-Fishery Trade fair was also officially opened yesterday, show-

casing 16 booths filled with farm and fishery products which were set up by Sibugay’s 16 towns.

The best agri-fishery trade booth shall also be selected using the following criteria: Dress-Up with Display, 20%; Originality, 30%; Artistry, 20%; Cleanliness and Sanitation, 10%; And Sustainability of Products, 20%.

A drums and lyre competition also followed before noon with participants from the different elementary schools and high schools in the province.

Winning schools in elementary and high school categories would each receive P30 thousand cash for first prize, P20 thousand cash for second prize and P10 thousand cash for third prize.

A consolation prize of P5 thousand cash was also given to each participating school.

The competition was organized and facilitated by the Department of Education (DepEd) and the Provincial Tourism Office.

Soldiers not allowed to encamp in populated centers – Duterte

AVAO CITY – In a dialogue between Army officials and residents of Compostela Valley he himself facilitated, Mayor Rodrigo Duterte said that it is “illegal” for the Army troops to “encamp” in civilian communities.

“We don’t have any question, it is clear to everybody that military encampment in a community is prohibited,” Duterte said.

NPA rebels claim attacks on military forces in Southern Philippines DAVAO CITY – Communist rebels took responsibility for attacking government troops in the southern Philippine provinces of Davao del Sur and North Cotabato that killed at least 8 infantrymen.

Isabel Fermiza, a spokesperson for the New People’s Army, said the rebel offensive was launched by the Guerrilla Front 51 Operations Command under the Mount Apo Sub-regional Command, in Digos and Makilala towns and targeted the 39th Infantry Battalion under the 10th Infantry Division.

Fermiza said rebel forces bombed an army detachment in the village of Old Bulatukan in Makilala town and ambushed troop in Goma village in Digos City.

“Eight fascist troops were killed while nine were wounded from the command detonated explosives and actual combat.

The NPA confiscated one M14 rifle, several backpacks and medi-

cal kits. One Red fighter, Ka Jiboy, was martyred and two other NPA guerrillas were wounded,” Fermiza said.

“The offensives were aimed at the 39th Infantry Battalion’s forward deployment in Makilala and Tulunan towns in North Cotabato, expanding its former territorial jurisdiction which covered all towns of Davao del Sur. The solar PV Power Plant is the only solar project in Asia outside of China and Thailand, according to Engr.Tauli. Conceived in 2010, the Marawi solar panel project is the only one established in an Islamic City, he added.

Asec. Ariaso said the solar park is expected to generate projects from the private sector due to stability of power source.

Considered Asia’s largest solar power plant outside China and Thailand has been made real by the groundbreaking ceremony after Mayor Sultan Salic, in behalf of the Islamic city of Marawi, and Engr. Memdoza inked the Public-Private Partnership Agreement by the Islamic City of Marawi with a US-based integrator at the Marawi City Hall last December.

Asec. Ariaso announced during the ceremony that he personally hand-carried the agreement signed by DOE Secretary Carlos Jericho Petilla.

Asec. Ariaso, who is DOE’s chairman for RE Review and Evaluation Committee,said the DOE is giving the proponents of the project to complete it in six month to avail of the Feed-In Tariff.

The project will be implemented as an economic enterprise undertaking of the LGU of Marawi, in partnership with Lim Solar Philippines, an integrator of solar PV power plants with headquarters in California, U.S.A. The signing by Sec. Petilla of the PPP agreement kicks off the implementation of the Marawi City Solar Photovoltaic (PV) Power Park with the construction of the P700-million initial five megawatt (MW) solar PV power plant at Barangay Malimono.

The 5-MW solar PV project will be followed by the construction of an additional 30 MW of solar PV power plants, costing some PhP 4.7 billion. This will give the ICOM Solar PV Power Park a total output of 35MW costing some PhP4.7-billion.

Construction is expected to start on April 2014, and the entire 35MW capacity should be commissioned and commercial operations started within the first half of 2015.

The ICOM Solar PV Power Park will provide an

income to the Marawi LGU of around PhP50-million per year for 20 years, which would supplement the Internal Revenue Allotment (IRA) the ICOM is receiving from the national government.

Since the project would be entitled to receive FeedIn Tariff (FIT) payments from the national government under the Renewable Energy Law, consumers in Marawi City will be exempted from paying the purchased power component of their monthly power bills that the Lanao del Sur Electric Cooperative (LASURECO) is collecting at present in behalf of PSALM. This translates to a reduction in the electricity rate of Marawi consumers from the present P6.00++ per kilowatt hour (kWh) to only PhP3.00/kWh. Upon the full commercial operation of the 35MW solar PV power plants, the people of Marawi City will be paying the lowest electric rates in the entire Philippines.

Why The Modern World needs A Hero?

What does a hero means today ? It’s not a matter of dying in open field crossfire of being executed for a noble cause.

It needs not a revolution or a bloody passion just to prove love of country and its people. Heroism is but a matter of sacrifice, of foregoing self for the sake of others. It is forgetting his/ her own material ambitions and finding happiness in serving other people. No one becomes rich in teaching profession. It only affords a decent living. The only professionals who don’t have financial gains, overtime fees and most often the least appreciated are the teachers. Still teachers continue to uphold integrity and competence. Teachers continue to bring hope to the nation as they help build the future of this country. The men ans women in this profession shoulder the most difficult task of providing a better education to the country’s future leaders.

Teachers are heroes indeed because they give so much of themselves to their students. Even on days when they have their own personal pain, teachers report to their respective classrooms while they muster enough courage to draw a smile from within and be ready to once more touch the hearts and minds of their students. What keeps them going

are the vision they see in each of their pupils that someday will become professionals and better workforce for the development of our country and make this world a better place to live.Challenges are ever present especially in the public schools where there are inadequate facilities and textbooks for instructions. The modern world demands a lot from teachers ever so because of the knowledge explosion provided by computer world. But these challenges are minor to the teachers because it’s when their creativity and innovativeness come out.

They learn to adapt to the kind of situation with a smile.For them it’s not the compensation that matters but it is love for the children. It is their joy to help the pupils learn and their greatest achievement is being able to take part of the fulfillment of each of their pupils’ dreams.

So, why a teacher is a hero ?

In this age of modern times, we can find robot teachers who don’t need salary nor allowances, nor rest and appreciations. But what a robot teacher cannot give are the love, affection and genuine care from a human teacher. The inspiration and the difference they make in their pupils’ lives are great reminders that the world needs a hero, a teacher, a modern time hero.

“Poor, yet rich in Education”

“Education liberates man” a common saying to everybody!

But this quotation, “A man without ambition is like a bird flying without direction” catches my attention to one of my pupils.

They never owned a farm lot, nor owned a residential lot where their house stood. Not even have an own water supply. They were ten children in the family, eight are girls and two are boys. Amey Ugsod is the sixth child and two of her older sisters were also my pupils. I can see they struggle life and education. A daughter of Mary Jane Ugsod , a plain house wife and Alex Ugsod, a care taker with no proper education and low economic status of living, this family is a beneficiary of Pantawid Pamilyang Pilipino Program (4 P’s). These ten children I knew, went to school with no one had stopped because of financial reasons.

Amey who is in grade V walked for almost 3 kilometer from their house to reach the school site. Not even the bad weather condition can hinder her aim in achieving higher education. Muddy and slippery and a temporary bridge made of a lumber when their spill way overflows due to big flood caused by heavy rains which connect sitio Bangcuan and sitio Patpat where the school is located , she passes all through it. During Saturdays or Sundays, they went to their neighbor cornfield, work for the whole day and earned P 120.00, which they often called it

“muso”. This little amount when put together can buy rice, viand and other important needs in their house. Sometimes, I saw her riding the “karomata” hiding herself with a piece of banana leaves/leaf or cellophane just to avoid from getting wet caused by heavy rains. With her slippers, everyday she wore, I don’t even see a new one, not unless the old one will be torn. When the missionary went our school and gave free TOM SHOES, that’s the only time I saw her wearing complete uniform with shoes.

With three older sisters in the secondary level and 4 younger sister and brothers in elementary, I couldn’t believe that this girl excel in the class. Many times I saw her yellow corn food on her lunch box. Sometimes camote with no viand, but it doesn’t hinder her eagerness to learn in school.

She is a consistent honor pupil from grade one to grade five.

This is an eye opener to everybody, that no matter how we struggle life, poverty is not a hindrance to success. The heavy rains, strong winds, muddy and slippery roads nor the overflow spill way can never hinder to achieve learning / education. It doesn’t matter if we wear an old dress as long as it is clean, nor wearing slippers rather than shoes or yellow corn for lunch instead of white rice and a nice viand.

The important, is our eagerness to learn new things and use these learning’s for better future.
