AMBOANGA City––Abu Sayyaf rebels have freed a businesswoman on Christmas Eve after four months in captivity. Michelle Panes, who was kidnapped in Zamboanga City in August, has been released in Sulu’s Talipao town at around 9 a.m. after her family reportedly paid a still undetermined amount of ransom.

DAVAO City––Floodwaters, brought about by heavy rains, have destroyed several bridges in Davao region, Department of Public Works and Highways in Region 11 (DPWH-11) Regional Director Mariano R. Alquiza told reporters during the just-held press conference here. Alquiza said the DPWH-11 had an annual budget of P7.8 billion for 2014. During the press conference, he enumerated the agency’s completed projects and those ongoing projects especially those areas affected by typhoons and flashfloods. He said flashfloods, brought about by heavy

rainds, destroyed several bridges in Davao Oriental. Alquiza said nine bridges were affected in Southern Mindanao (Davao Region). Of the nine bridges, six are impassable. He said eight of the affected bridges are located in Davao Oriental, seven are located at Surigao del Sur-Davao Coastal Road and one in TibanbanLavigan Road. Among those bridges rendered not passable along Surigao del SurDavao Coastal Road in Davao Oriental were the Quinonoan Bridge in the town of Tarragona due to damaged bridge approach; Caraga Bridge with damaged on Pier 13 and Gov-

DAVAO CITY - The Regional Disaster Risk Reduction and Management Council in Davao Region granted 11 disaster councils, schools and rescue groups the Gawad Kalasag award based on their readiness and response capabilities in a simply rites at the Pinnacle Hotel. Troops seal off Philippine highway after discovery of powerful bomb DAVAO CITY – Communist rebels have planted a powerful bomb on a highway and deployed snipers forcing authorities to seal off the road to motorists, officials said on Saturday. It took hours for soldiers to finally secure the highway and eventually disarmed the improvised explosive left behind on Friday night by New People’s Army fighters in the town of Marihatag in Surigao del Sur province. Major Ezra Balagtey, a spokesman for the Eastern Mindanao Command, said the bomb was discovered by a civilian who immediately informed the military and police authorities. “The road was impassable until about 9 o' clock in the evening because of the presence of NPA snipers in the vicinity. Troops did not engage the rebels due to the presence of civilians in the area which prevented Explosive Ordnance Disposal and K-9 teams from 4th Infantry Division to render safety recovery of the explosive not until night time,” he said. Balagtey said no fighting occurred because the rebels eventually fled. He said troops recovered a 5-kilogram landmine attached to a blasting cap and electrical wire. The civilian is supreme over the military THE attempt of the military to seize the two army soldiers earlier released to the custody of the Third Party Facilitators in Malaybalay City on Dec. 26, 2014 showed the ineptness of the military in the handling of simple cases where the civilians are involved. Although we believed that Col. Lennon Babilonia, commander of the army’s 8th Infantry Battalion, has the purest of intention to “physically” retrieve the two soldiers, the members of the Third Party Facilitator see it otherwise. The New People’s Army (NPA) custodial units have released the two soldiers: Pfc. Marnel Cinches and Pfc. Jerrel Yorong, all members of the 8IB, after five months in captivity since the NPA captured the soldiers in the hinterlands of Bobontongon in Impasug-ong, Bukidnon on July 22, 2014. The National Democratic Front (NDF) has ordered the release of the two soldiers, one month after their captivity and after the NPA’s peoples

The soldiers flagged down the 11-vehicle convoy, one of the vehicles were carrying Cinches and Yorong along with their families. An army officer asked the Third Party Facilitator to produce Cinches and Yorong. The officer said that they would

bring Cinches and Yorong to their headquarters, but the members of the Third Party Facilitator objected. Tension was shaping up between the two parties until Bishop Felixberto Calang, who heads the Third Party Facilitator, asked permission to talk to the army commander. The members of the press, who were occupying two vehicles, immediately jumped out of the car on seeing the soldiers milling around the vehicles. Cinches and Yorong did not come out of the car as Calang sought the presence of the army commander to ease the anxiety at that moment. Babilonia, who was obviously watching the scenario a bit further, came and explained that they simply wanted the two soldiers to be medically examined. Calang also explained that it is their responsibility to properly turn over the soldiers to the Archdiocese of Cagayan De Oro City, being the over-all chairman of the Ecumenical Committee that works for the release of

SM Prime of Henry Sy could wrest leadership in this market this year and beyond with another hotel and casino project adjacent to their Mall of Asia. Among the key feature in their development is the provision of the open green space designed for civic activities or children’s playground which many consumers appreciate for their environmental relevance. Ayala Centrio is a classic example with its outdoor promenade that conserves century old Acacia trees. SM Prime is poised to take the number one spot in this market as it chooses

Ka Oris, spokesperson of the National Democratic Front of the Philippines in Mindanao, said that he and several companies of New People’s Army Red fighters navigated roads and got soaked from heavy rains before they reached the venue where the CPP anniversary was held. “Only one NPA unit got delayed from reaching the site because it failed to cross the Marihatag river last night as the river swelled,” he said. Ka Oris said some 15,000 people attended the event from all over Mindanao yesterday December 26 even as “they braved the AFP’s (Armed Forces of the Philippines) attempts not to let them pass through.” “Even if rains poured heavy, even if rivers swelled, even if roads were blocked with checkpoints, we are here to show unity and celebrate the anniversary of the Party, ” said Ka Oris. On the way to the CPP

event, an unmarked Army checkpoint stopped the convoy of private and rented cars, trucks and buses along the Surigao del Sur highway. An Army sergeant interviewed by the media said he received orders from his brigade to stop the convoy because they have received information that improvised explosive devices (IEDs) were laid on the road where the convoy was heading. The attendees, who included Surigao del Sur ViceGovernor Manuel Alameda, Sr. and Bayan Muna partylist Representative Carlos Isagani Zarate, however, demanded that the soldiers clear the way immediately so the convoy can pass. Soldiers relented after about an hour. Smiling roadside NPA members greeted the guests and flagged down vehicles and patiently instructed drivers to go to a designated parking zone. Upon arriving to the community where the pro-

gram was to be held, one can see big tarpaulins with signature hammer and sickle prints. Five Achievements Ka Oris said that NPA is “expanding and gaining strength.” He said the NPA in Mindanao has “maintained 46 guerrilla fronts amidst 55 Infantry (Philippine Army) battalions waging anti-guerilla warfare” against them. “Not on e f ront w a s destroyed while the NPA launched 300 tactical offensive which inflicted one battalion of casualties of regular and paramilitary troops of the AFP this year,” he said. Abu Sayyaf frees kidnapped Filipina businesswoman

AMBOANGA CITY – Abu Sayyaf rebels have freed a businesswoman on Christmas Eve after four months in captivity.

Michelle Panes, who was kidnapped in Zamboanga City in August, has been released in Sulu’s Talipao town at around 9 a.m. after her family reportedly paid a still undetermined amount of ransom. Panes was recovered by civilians wandering in the village and handed her over to local officials who contacted the military and informed them about the safe release of the woman. Indigenous Peoples Education (IPED) is on in DepED CDO By Rosalio Vitorillo

The Department of Education is currently advocating and giving emphasis for the protection of the rights and welfare of the Indigenous People’s students in the school system. This initiative was conceptualized to avoid discrimination and marginalization among the indigenous people’s students. This moved of the Department was materialized when it issued DepED Order No. 62, s. 2011 which mandated the adoption of the National Indigenous People’s Education (IP) Policy Framework. The said DepED Order is

anchored on RA 8371 which is known as the Indigenous People’s Reform Act of 1997 (IPRA) which define the rights and privileges of the tribal people. To further strengthen the mandate of the DepED to provide a good perspective for the implementation of the Indigenous People’s Education (IPEd), it has conducted series of training and advocacy programs in partnership with the different stakeholders for its successful implementation as this will become part and parcel of the K to 12 Curriculum. Bearing the concept of bottoms up policy it has conducted series of consultations/dialogues with the different tribal

leaders including the National Commission on the Indigenous People (NCIP) to come up with a strong tie with all concerns. The Division of Cagayan de Oro City in particular under the leadership of Mrs. Elena M. Borcillo, CESO VI, Schools Division Superintendent and Dr. Reynaldo E. Manuel Jr., CESE, Asst. Schools Division Superintendent was able to spearhead training and advocacy programs reaching the remotest part of the city to hear and get the sentiments and plight of the indigenous people. The Division Office is now initiating for the development of a framework that will be the basis for the implemen-

tation of the Indigenous People’s Education (IPEd) in coordination with the regional office, and the Indigenous People’s Education Office (IPSEO). It has scheduled a f r ame work d e vel op ment seminar that will be conducted sometime in January 2014 and this will be participated by the Technical Working Group (TWG) of the Division and the tribal leaders. After the acceptance, Pacamalan and Babilonia escorted the two soldiers to the military station hospital in Camp Evangelista in Cagayan De Oro City where they underwent medical examination. Since the media were no longer allowed to join the group to Camp Evangelista, we did not know what transpired there anymore. What we learned the next day, Saturday, was that the military has issued an invitation for a press conference. What press conference? We think the holding of the press conference relative to the release of the two soldiers becomes moot and academic. We do not want to entertain the thoughts that the military wants to grab credit for the release of the two prisoners of war from the hands of the NPA rebels. After all, had the military acknowledged the request of the NPA for the suspension of the military operation (SOMO) earlier, the two soldiers: Cinches and Yorong, would have been released in less than a month. Be that as it may, it is suggested that the military should have the expertise of someone who could make suggestions to military commanders on the proper attitude in the handling of issues and concerns involving the civilian populace. welve persons – five college students, five high school students and two adults – were proclaimed winners in the first ever Mindanao Daily News Northern Mindanao Journalism Excellence Awards held last Saturday, December 27, at SM City Cagayan de Oro. The 12 winners are the following: Ju Nice Marban (COC-Phinma) – News Writing Collegiate Category; Gabrielle Aranas (MUST) – Feature Writing Collegiate Category; Bern Erick Quinol (Regional Science High School) – Sports Writing High School Category; Jaymaica Maraguinot (Xavier University) – Science Reporting College Category; Jade Alfie Sale (Xavier University) – Photo Journalism Collegiate Category; Kimberly Lofranco (Gingoog City

Comprehensive High School) – Newswriting High School Category; Warren Olimberio (Impasugong National High School) – Feature Writing High School Category; Jun Geiane Clyde Alih (COCPhinma) – Sports Writing Collegiate Category; Rafael John Veloso (Ozamiz City National High School) – Photo Journalism High School Category; Shiela Fernandez (Cagayan de Oro) – Civic Journalism Category; and Cesar Stefan Rago (Business Reporting Category). All the winners received a trophy made of fiberglass that was custom-made by Sandigan Fiberglass. They will also be given priority accommodation for upcoming 2015 trainings of the Philippine Press Institute (PPI). Their winning entries will be pub-

lished in Mindanao Daily News and BusinessWeek Mindanao in 2015. The rest of the finalists received a plaque. The rite last Saturday capped a two month-long quest in searching the best non-mainstream media writers of Northern Mindanao. The Cagayan de Oro elimination was held last November 25 at Mindanao University of Science and Technology; the Gingoog and Ozamiz elims were held earlier this month. Winners of the three eliminations clashed during the final round held Saturday morning at Primavera. The task to select the best budding journalists in this part of the country was too tedious that it took a total of 24 judges to choose the best entries – three AWARDS | Page B2

The hardest people to handle are people. This implies on the difficulty of some leader in handling people in an organization. An organization is composed of individual who have different in feelings, emotions, culture and aspirations. Thus, it is somewhat difficult to handle people than machines or any other else. In this premise, every organization should have a leader with high emotional intelligence who handles each of the individual with different feelings and emotions. Moreover, it is also true

to schools, principals are handling people – the teachers just as the teachers are handling the learners – the students with different feelings and aspirations. On this situation, principals and teachers should have awareness and knowledge about emotional intelligence in order for them to be effective in handling people thus constitutes to be more productive in their respective jobs. Emotional intelligence is not about being nice all the time but it is about being honest. It is about being aware of your feelings and

those of others. It is not being emotional but being smart with your emotion ns. For the principals, to be effective in their jobs they have to be sensitive to the needs of their teachers, they have to be considerate yet firm and for the teachers, they should have a big HEART, who’s willing to listen to their students’ aspirations. Ultimately, people doesn’t care how much you know unless they know how much you care. On this thought, everything will going to be easy, in control and in place. That’s the power of E.I.

PRDP Underway in NorMin Ardent to fast track the implementation of the Philippine Rural Development Project (PRDP), the Department of Agriculture - Regional Field Office 10 (DA RFO-10) conducted the I-BUILD infrastructure technical briefing and subproject proposal review on December 16-17, 2014, here in Cagayan de Oro City. Engr. Deliza Camaro, PRDP-10 I-BUILD (Intensified Building Up of Infrastructure and Logistics for Development) anchorperson stressed that as of today, Php 743 million worth of subprojects has already been approved and implemented while Php 183 million is on-going dur-

ing its first year of project implementation. She added that that there are about Php 14.8 billion worth of subprojects on the pipeline for the 2nd year of its project implementation. “The approval of the LGUs indorsed subprojects is based on the value chain study results and expanded vulnerability and sustainability assessment results,” Camaro said. On the other hand, Engr. Eric Mammag, Alternate Head, National Project Coordination Office PRDP I-BUILD explained the technical standards for the infrastructure projects such as Farm-to-Market-Road (FMR), potable water sup-

ply, communal irrigation, bridge and other infrastructure projects funded under PRDP. This would be the basis in the implementation of the subprojects. As agreed during the forum, the participants are expected to submit the requirements needed for the approval of their proposed projects to be implemented in 2015, on or before January 15,2015. There are more than 15 municipalities from the (5) five provinces and the cities of Cagayan de Oro and Iligan in the region attended the review and is expected to submit the project requirements for the approval of their projects on the above said date.

IOs unify for more DA info-related initiatives. Information officers (IOs) of the Department of Agriculture (DA) have a crucial role in disseminating the thrusts of the agency. This was reiterated by Lealyn A. Ramos, Regional Director of the DA-Regional Field Office 10 (RFO 10) during the 4th Quarterly IOs’ Meeting, yesterday, which was attended by the IOs from the department, its attached bureaus and agencies and the provincial local government units (PLGUs). The said meeting primarily tackled on the various proposed info-related activities that the info group would wish to be funded and jointly implemented next year. Considering that the agency has implemented so many projects, Dir. Ramos added that it is an imperative to inform and update the farmers, fisherfolks and the general public on whatever initiatives that the DA has and will be doing for the promotion and development of the agriculture sector, here in Northern Mindanao. She likewise urged the info officers to maximize the use of social media, so as to beef-up the delivery of information services. Dir. Ramos further encouraged the group to ensure the package of successful farmers and fisherfolks’ stories in order to highlight the laudable propellers of the agriculture industry and persuade more people to venture into agri-related undertakings. As Tom Mullins said “Leaders must be good managers but most managers are not necessary good leaders”. Therefore, Leadership is more than management. Furthermore, how could a leader be an effective people manager? It is very necessary to leader to have

the skills in dealing and leading people. Take for example, in an educational institution like schools; principals should know t h at e v e r y i n d i v i du a l teacher is an asset that needs to be given extra care and consideration. Principals should know how to handle every talent of their teachers so that they could express them to the fullest. It is sometimes best to principals that they should let the teachers spread their wings and fly but not to hold them so

tightly. Hence, it is a wise technique of a principal to implement a leadership theme which is to become a leader of leaders not a leader of followers. It is about unleashing the whole person toward inspiring and achieving motivating goals. It is also about finding teachers’ strength, their gifts, their voices and then letting them soar. In so doing, they would be empowered to maximize their full potential for the good of the school and the students.

‘Be RICEponsable’, urges DA. Despite that the agency has regarded the year 2013 as the National Year of Rice, the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) continues its pursuit of achieving rice self-sufficiency for the country by urging stakeholders to ‘Be RICEponsable’. Accordingly, around 200 farmers from the municipalities of Misamis Oriental, namely: Kinoguitan, Laguindingan, Balingasag, Opol, Tagoloan and Jasaan recently joined the conduct of an Information Caravan spearheaded by the Regional Agriculture and Fisheries Information Section of the DARFO 10. Anchored on its key message, the agency has mustered the farmer-participants so as to spread the word that everyone has a role to play towards the attainment of the nation’s rice self-sufficiency by not only increasing farmers’ productivity but also by managing the demand side of the staple food crop while improving the income of farmers and promoting better health among rice consumers, at the same time. Salient points discussed during the information sortie is for the farmer-producers not to waste rice, eat brown rice, eat rice with other staples, persuade policy-makers to create resolutions to serve healthier rice options (Brown Rice and Rice Mix) and create ordinances requiring the serving of half cup of rice and making it the default serving for plated meals.
