Dads seek suspension of river rafting in C. de Oro

AGAYAN de Oro City––The City Council here has proposed the suspension of the “whitewater river rafting” in the Cagayan De Oro River rapids until measures are taken to prevent the occurrence of accidents in the river.

City Councilor Ramon Tabor, chair of the city council’s committee on police, fire, and public safety, made the strong endorsement in a bid to prevent the occurrence of an accident which killed a domestic tourist who drowned while having the whitewater river rafting last June 13 (Friday the 13th).

The incident where Aiza Baldin, 26, a nurse from Loboc, Bohol, drowned when the rubber boat she was on board (travelling at great speed due to the river rapids), capsized on the impact of the stonewalled river bank, saddened the fledgling tourism industry here.

Tabor said that there is a need to review the Ordinance that allows the whitewater river rafting along the more than 3 kilometer stretch of the Cagayan De Oro River rapids until after determining the safety measures and strict compliance of procedures.

“There is a need to ensure the capabilities of whitewater rafting outfitters and stressed that safety procedures should be maintained,” Tabor added.

He said that an an example of safety procedure is to place a “red flag” in areas considered to be dangerous in order that the rafters would be aware of the impending impact of the rubber boat while passing the area.

“It is true that the incident was the first time. It is also the first time all of us are in unison that we hate or fear that there will be a second time,” Tabor said.

Tabor also suggested that the city council committee on tourism and the committee on trade, commerce and cooperatives should invite the operators of the local whitewater river rafting here in order to convince the city council that it is safe to pursue the whitewater river rafting here.

SAN Fernando, Bukidnon–– Police officers in Bukidnon nabbed a 53-year-old cult leader for allegedly molesting young female members of the group, Insp. Joan Galvez of the provincial command here said on Monday.

Galvez identified the suspect as Felipe Rivera, alleged founder and leader of a cult group known as the Philip-

DENR-LMB conducts Orientation Workshop, Immersion on Systematic Adjudication Approach in Public Land Titling To capacitate the Department of Environment and Natural Resources (DENR) personnel and Local Government Units (LGUs) involved on land disposition, the DENR-LMB conducted an Orientation Workshop and Immersion on Systematic Adjudication Approach in Public Land Titling through the Local Government Unit (LGU) Partnership on June 17-19, 2014 in Maramag, Bukidnon.

DENR field personnel from Land Management Service (LMS) including Provincial/Community Environment and Natural Resources Officers (PENROs/CENROs) and LGU representatives from Region V, X, XI, XII and XIII participated in the orientation workshop.

“There is really a need for DENR to partner with other agencies to fast track land titling and survey activities”, said OIC, Regional Technical Director (RTD) Paquito Melicor, Jr. of Land Management Service (LMS).

RTD Melicor added that adapting new technologies will greatly help to identify the alienable and disposable lands through the cooperation of LGUs. The Orientation Workshop aimed to introduce the Systematic Adjudication Approach in public land titling

through the LGU partnership. The approach seeks to process the whole land on the municipality and is initiated by the Government of the Philippines through the Land Administration and Management Project (LAMP).

“Active partnership with LGU is a vital component in systematic adjudication.

It is managed directly by the systematic adjudication team leader at the Systematic Adjudication Field Office (SAFO)”, said RTD Eduardo Inting of DENR-7 Forest Management Service (FMS).

In Systematic Adjudication Approach, the LGUs provide staff to be trained by DENR to prepare cadastral index map for surveyed areas. For un-surveyed areas, LGUs monument the lot corners with participation from lot occupants. LGUs also provide staff or utilize barangay officials to do community profiling and assembly.

The Department Administrative Order (DAO) 2011-06 provides the guidelines for the implementation of public land titling in partnership with the local government units to provide simplified titling services particularly residential lands.

At the age when they graduate in high school, they are capable of being employed already, summing up to our nation’s need of manpower. The program will also give the students sufficient instructional time to do subject-related tasks which makes them more prepared and well-trained on that subject area.While if we sustain the old curriculum our country will remain with getting low achievement that can’t even compete internationally compared to other countries.Filipinos are smart citizens. They develop and

learn strategies easily. With the new program at hand can visibly see the advantages it has brought to our country. It opened up more workers examples are the teachers and the laborers in building up rooms for the increasing number of students. This new era of educational plan open the student’s opportunity in venturing in competing internationally. And if we focus on long term effects of this program,we will be able to conclude that it is very beneficial to our nation. We may not see it now, but the fruit of this sacrifice especially the student’s will surely be rewarded in the near future.Remember, if we want change and improvement in our country, it must start with education where everything else started.

Agusan Sur governor pushes for grassroots-based devt approach

PROSPERIDAD, Agusan del Sur––Governor Adolph Edward Plaza embarked on grassroots-based people’s decision approach in implementing provincial government programs that would uplift their economic plight.

“Municipalities and barangays have varying needs and strengths, thus,“onesize fits all” formula simply cannot stand anymore,” Plaza stressed in his speech as he recently delivered his State-Of-The-ProvinceAddress” before hundreds of people at the Naliyagan

Cultural Center.

Underscoring such paradigm shift of bureaucracy, Plaza also pushed for the full implementation of Upland Sustainable Agriculture Development Program (USAD) which serves as the centerpiece poverty alleviation thrust of his administration in the remaining two more years of his second term.

He urged municipal and barangay leaders establish a tangible partnership with the communities by meeting and consulting them what they really need since this will serve as a bridge to achieve smooth planning of the program.

“From now on, let it be a standard rule that no program or project shall be implemented by the provincial government unless these two necessary and sufficient conditions are satisfied: one is evidence, the other is processed.

Plaza cited the Community Based Management Survey, we have which let the provincial government better understanding on specific programs and projects which the people actually need.

“The delivery and implementation of our propoor programs always come with timing, from educa-

tion, livelihood, health, infrastructure and other programs that include environmental protection, so that recipients will have the sense of ownership,” Plaza said.

He said the implementation of USAD came on a good start 126 hectares were planted with rubber while some 2.25 hectares were planted with upland rice. He also cited 54 women became beneficiaries of 300-500 square meters of chr ysanthemum flower gardens and 49 hectares of cacao farm development with a strong partnership between local cooperatives.

Plaza also said his administration was doing its best in order to access to funding institutions to finance lined up priority projects that the provincial government have lined up.

And because of this, there are big programs of the provincial government that are funded by four funding institution and one of them is the PAMANA program that has almost P500 million funds.

“Right now, I am challenging the Department of Agriculture that if they have programs and projects to be implemented here in Agusan del Sur, we can

arrange it even tomorrow because we have a standby surplus fund of P100 million ready for our counterpart,” Gov. Plaza said.

On education, Plaza said the province has presently 374 scholars for this school year 2014-2015. “We have already hundreds of graduates as products of our scholarship program and many are now working with the provincial government as doctors, nurses, teachers and managers. This scholarship program will continue to increase until there are qualified students who want to avail of it,” he added.

Agusan del Norte implements over P342m infra projects

BUTUAN City––Accessibility for farm products, among others, and maintaining their freshness as they reached the market and the consumers were the primary reasons why the province of Agusan del Norte (AgNor) has implemented 64 various infrastructure projects amounting to

Related to this, Matba said that the growth of cargo shipments by 25.22 percent or 4,905,315 MT, notably in exports, is attributed to the improved port facilities.

Passenger traffic also grew by 14.08 percent.

“This shows that we continue to be the preferred gateway in the region,” underscored Matba.

In addition, Matba confirmed that P44M worth of irrigation projects serving a total of 500 hectares in Las Nieves, Nasipit, Buenavista, Jabonga, Kitcharao and cabadbaran were introduced. Some have been completed already.

She further described that

this has resulted to increase productivity of rice which reached 53,739 MT or 4.0 metric tons per hectare during the year in review. Similarly, corn productivity has reached to 7.0 metric tons per hectare in some areas.

It was learned that the other benefit that these irrigation projects brought was the generation of about 320 jobs. This was on top of the

1,332 jobs generated from other industries that were reported by the Department of Trade and Industry (DTI).

NFA Bukidnon intensifies ‘palengke watch’

MALAYBALAY CITY — National Food Authority (NFA) Bukidnon said it is continuing tight monitoring of rice in the province’s major markets to ensure that prices are reasonable and affordable during the lean season.

In an inquiry before the Sangguniang Panlalawigan Committee on Agriculture and Food, NFA Provincial Manager Juliet A. Obeso said commercial rice prices may increase during months of July, August, and September because this is planting season, and traditionally, rice traders take advantage of this lean harvest time of the year to rake in more profit.

“Hence, ‘Palengke Watch’ teams have been mobilized to keep track of the supply and prices in the market and safeguard government rice against unscrupulous traders,” she said.

NFA rice in various accredited sales outlets province-wide is sold at P32.00 per kilo. In targeted barangays, however, P27.00 per kilo of NFA rice is also available. This intends to give options to those who want it at cheap price, as specified in NFA Targeted Rice Distribution Program (TRDP), Obeso said.

The agency regularly coordinates with barangay and municipal government

in doing rounds of visiting public markets to ensure that subsidized government rice gets to the intended beneficiaries.

Monitoring teams should reflect in their reports the lowest, modal, and highest prices of commercial rice.

Accredited retailers must sell it at the prescribed price set by authorities and never resort to short-weighing or mislabelling, she said.

The “Palengke Watch” teams also check whether every licensed grains retailer and wholesaler complies with NFA rules and regulations.

NFA advised every licensed grains trader to implement the prescribed facilities and equipment such as duly calibrated weighing scales, storage space, and white-painted rice boxes. There should also be a display of prescribed signboards on the exterior wall of grains establishment bearing the name of the licensee, the NFA control number and the words “Licensed Grain Retailer” or “Licensed Grain Wholesaler.”

Grain retailers are reminded to abide by these requirements. Violators of NFA Rules and Regulations shall be meted the corresponding penalty. (RLRB, PIA 10 Bukidnon)

ARMM provides free digital library to schools in the region MARAWI CITY, Lanao del Sur - Thousands of students in the Autonomous Region in Muslim Mindanao (ARMM) will no longer have a hard time doing research work as the regional government provides Science and Technology Academic and ResearchBased Openly Operated Kiosk Station (STARBOOKS), dubbed as the “library in a box,” to a number of schools in the region.

STARBOOKS, the latest project of the Department of Science and Technology (DOST), is a stand-alone research kiosk and a system designed especially for students who do in-depth research on science and technology resources.DOST-ARMM Secretary Myra Alih said in the country only the ARMM government provides the STARBOOKS kiosks to the different schools for free.

“What makes the STARBOOKS unique and more useful is that people can access data needed even without internet connection,” she said.

Together with ARMM’s Department of Education, DOST-ARMM turned over Friday, June 20, a complete package of the science digital library to the ARMM Regional Science High School (RSHS) in Parang, Maguindanao.

Display of faith TRUST or reliance? What does faith mean to you? To say it clearly: without faith we are really nothing. Faith is belief; believe in us, beliefs in our works, talents and personalities.

We also should believe in our parents or better, in the whole family, including the black sheep, which can be found everywhere. We also should believe in our friends, even sometimes it seems to become a very difficult task. A friend? A real friend? An expatriate friend...?

Without faith, we will be reaching the rock bottom.

Please, my dear readers, don’t say, it’s a likely story.

Even the Liberal Party, of which PNoy is the titular head, seems unable to cope with intra party challenges.

And now the pork barrel scam is joined by the equally if not more controversial Disbursement Acceleration Program (DAP) which directly implicates PNoy and Budget Management Secretary Butch Abad.

The implications of an adverse Supreme Court ruling on this issue involving alleged disbursements to senators in connection with the trial of former Chief Justice Renato Corona promise to be a bombshell of an impeachable issue.

One major opportunity P-Noy continues to pass up is his government’s failure to capitalize on his decree requiring every community or barangay to convene twice yearly, in March and again in October.

How straight, how level is Matuwid Na Daan?

CAGAYAN de Oro City–– It’s been over four years since this administration took charge of our society.

But it has passed up every opportunity for everyone to internalize its concept, slogan, or mantra of “Matuwid na Daan.”

Consequently, as a governing strategy, or even as a slogan, “Matuwid na Daan” has been ineffective.

As a behavioral guide for the public service, it has merely deepened the cynicism of those who view PNoy’s leadership with skepticism.

As a management concept, it remains a vague notion. What sincerity it claims is neutralized by recalcitrant behavior at the center of power. Its resolve is clouded by indecision or inaction.

For instance, what’s with the Ampatuan Massacre, now five years hanging at bar, twisting in the wind like dirty laundry? And will Edita Burgos ever have closure on the disappearance of her son, Jonas, reportedly

PHLPOST offers new services

CAGAYAN de Oro City - The Philippine Postal Corporation (PHLPOST) Central Mindanao Area 8 has leveled up, now offering its new services.

During the recent Career Executive Officers – Northern Mindanao (CEONM) agency familiarization, PHLPOST Area 8 Director Nimia Acebes introduced to the regional directors and heads of government a ge n c i e s i n Nor t h e r n Mindanao the different and competitive services PHLPOST deliver today.

From the usual three categories particularly financial, mail services and other products, they have narrowed them down to business lines which include mail services, postal payment, retail services, logistics and other services.

They offer Electronic Postal Money Order (ePost MO ) for re m itt an c e s , wherein anyone can claim remittance from the post office where there is ePost MO. They also partnered w it h t h e D e p a r t m e nt of S o cial Welfare and

Development (DSWD) in their Conditional Cash Transfer Program (CCT).

Pantawid Pamilyang Pilipino Program (4Ps) recipient may claim from PHLPOST their cash transfer.

PHLPOST Bayad Center also now accepts payment for bills in landline, mobile, government, memorial park, charity, Internet, insurance and credit card.

In Central Mindanao, post office in Cagayan de Oro, Macabalan, Butuan and Iligan are open for these transactions.

They also have Postal Station Franchising Program which can be operated by private individuals through franchising.

F i n a l l y, t h e y h a v e Commercial Posts and Logistics Services such as delivery of appliances, motorcycles, engines and even in cases of transfer of house.

PHLPOST also deliver and offer warehousing.

In fact, PHLPOST has partnered with the Department of Budget and

Management (DBM) and is now the hub in Cagayan de Oro for deliveries in Mindanao.

C e c i l l e C o t ap t e o f PHLPOST also introduced their International Express Mai l S e r v i c e s ( I EM S ) wherein articles such as documents, samples of merchandise and goods not specifically prohibited by regulations can be sent

by IEMS. C otapte added that the importance of express international mail service is its track and trace through the Internet. Currently, the Philippines have bilateral agreement with 45 countries for the reciprocal exchange of EMS items, she added.

On the other hand, Domestic Express Mail Service (DEMS) is the means of sending urgent messages, business documents or goods to addresses within the Philippines. Generally, DEMS items are delivered the next day after the date of mailing provided that they are posted on or before the prescribed cut-off time.

Currently, the service is

available in all major cities and towns nationwide.

PHLPOST also offer Literature for the Blind.

These are letter post items containing writings used by the blind, sound recordings a n d / o r s p e c i a l p ap e r intended solely for the use of the blind.

They also offer Direct Mail under its Unaddressed Advertising Mail Service (UAMS) and allow the client to get optimum advertising mileage for its products and services at the least cost.

Further, they also offer their Electronic Business Mail Service (EBMS) for bulk mails.

Section 5 of Republic Act No. 7354 mandating PHLPOST to plan, develop, promote and operate a nationwide postal system with a network that extends or makes available, at least ordinar y mail ser vice, to any settlement in the country. Juvenile Delinquent Law must be repealed, says Davao mayor

AVAO CITY – Mayor Rodrigo Duterte wants a repeal of the Juvenile Justice System and Welfare Act, saying “it sucks” for it promoted false belief that minors are vulnerable and invincible when they commit crimes.

“It brings chaos to the criminality system,” Duterte said on heels of report that crimes involving minors continue to rise in the city.

He said theft or the “akyat bahay” is bugging public security, emphasizing that the police is helpless in curbing crimes involving minors.

At the joint City Peace and Order Council on Friday, the City’s Anti-Drug Abuse Council and the People’s Law Enforcement Board (PLEB) and the Davao City Police Office (DCPO) reported that

30 per cent of the number of index crimes in the city was perpetrated by minors as young as 10 years old and mostly habitual offenders.

A two-month (April – May 2014) crime statistics of DCPO showed that there were 1,332 cases reflecting an 11 per cent increase from last year with 1,182 in the same period. The non-index crimes also reflected a two per cent rise to 1,584 from 1,550 in the same period last year; while, the crime volume reached 2,882 cases

from 2,766 last year or an increase of four per cent. But the crime solution efficiency decreased by 36.80 per cent with only 1,018 solved cases from a total crime volume of 2,766, DCPO reported.

During his Sunday regular program “Gikan sa Masa, Para sa Masa”, Duterte stressed the majority of the crimes is putting too much pressure on the police because these were committed by minors.

“We are facing an incongruous situation here,” he said.

The mayor was also concerned that minor offenders are the future hardened criminals because they do not undergo any counseling to let them understand the gravity of their offenses while still minors.

Duterte blamed the Juvenile Justice System and Welfare Act or Republic Act 9344 as culprit in the increasing index crimes and address issues of Children in Conflict with the Law (CICL).

Marwan, who was trained as an engineer in the United States, is also included in the “Most Wanted Terrorists” list of the Federal Bureau of Investigation.

Filipino security officials have not issued any statement about the news that Marwan is alive, but security forces clashed recently with the Abu Sayyaf group in Sulu province that killed and wounded at least 40 soldiers and militants. “In Misamis Oriental, each hand washing project in 25 schools cost around P45,000 to P50,000 but only four or 16 percent are functional and the remaining 84 percent were found useless because of lack of water supply, absence of electrical connection, destroyed faucets and pipes, destroyed hand washing counters and dirty facility and surroundings,” Castelo said.

“State auditors had the same observation for the facilities in Navotas, Malabon and Biliran, with lack of water supply as the primary problem,” Castelo added.
