200 civilians trapped; 6 killed, 24 wounded

Army nabs another suspect in Guingona ‘slay-try’

CAMP EVANGELISTA, Cagayan de Oro City – Another suspect in the ambuscade of Gingoog City Mayor Ruthie Guingona was arrested Sunday noon in the municipal town of Villanueva in Misamis Oriental, the military said on Monday.

Capt. Christian Uy, of the army division’s Public Affairs Office, identified the suspect as Joel Yagao, a.k.a.

“Jhong,” of Poblacion Villanueva, Misamis Oriental.

Uy said that elements of the military and police arrested Yagao on the strength of a warrant of arrest for double and multiple frustrated murder linking him in the ambushed of Guingona last April 20 2013 in sitio Alegatan, Gingoog City.

Two of Guingona’s escorts were killed while another police officer was wounded in the ambushed, Uy said.

Misor pushes for tourism development

MISAMIS Oriental––The province of Misamis Oriental would vigorously push for the development of its tourist potential in a bid to win back the confidence of tourists and investors in the province, Governor Yevgency Vincente Emano said on Monday.

Emano said that the bomb explosion in the province’s capital city of Cagayan de Oro City last July 26 that killed eight people, including a provincial board member, has affected tourist arrivals and investment potentials in Misamis Oriental.

“In order to get rid of the temporary downfall, our only recourse is to move forward,” Emano told the Philippines News Agency (PNA).

He said the province is pushing for the development of eight, out of 50, identified potential tourist spots located in the eastern and western parts of Misamis Oriental.

Most of these unexplored tourist spots where waterfalls, hot springs, and diving spots particularly the Alibuag “hot spring under the seas” somewhere in the town of Medina in the province east district, he said.

Emano said he will closely coordinate with the tourism sectors which will be undertaken by the assistance of the Tourism Infrastructure and Enterprise Zone Authority and the Department of Tourism in the province.

The provincial governor expressed the confidence that a highly develop tourism industry could entice more investors and could provide better opportunities to the people of Misamis Oriental such as employments and increase of the province’s revenues.

He said that once the development of all the tourist spots is put into place, the province would certainly attain peace and stability in terms of employment and livelihood opportunities. LRJ

CAGAYAN de Oro City–– The Ramon Aboitiz Foundation (RAFI) through their 6th Triennial Awards will once again honor men, women, and organizations, whose selfless commitment brings about change in various groups and communities in the country.

The first run of the Ramon Aboitiz Foundation Inc. (RAFI) Triennial Awards in 1999 honored Dr. Warlito Laquihon with the Ramon Aboitiz Awardee for Exemplary Individual.

According to Apple Taas and Chrisley Ann Hinayas of RAFI, Dr. Laquihon pioneered various programs and projects serving countless lives, especially Filipino farmers, by sharing useful and practical knowledge on farming systems and methods for 32 straight years.

He also shared his faith in Christ and ministered to the needs of the poorest of his fellow Filipinos in the uplands, she added.

Hinayas further noted, “He was a man dedicated to his passion to help. He left his white-collar job as Southern Christian College’s (SCC) Dean of Agriculture for a life dedicated to community development work even if it means he would cross rivers and hike mountain trails to provide the knowledge farmers deserve to have.”

As a researcher, he was very meticulous and keen to details—from problems and objectives to methodologies. He also lent a hand to his children in their own research at school, especially

on statistical designs and interpretations, she added.

Taas said, one of his greatest achievements was that he co-developed with Rev. Rodrigo Calixtro and American Baptist Minister Harold Watson the now internationally-famous Sloping Agricultural Land Technology (SALT).

SALT is now a widely adopted agricultural development strategy for the uplands throughout the world.

It is a package of technology on soil conservation and on food production. Up to 25 countries in Asia, Africa, and Central America have adopted this method.

At the foot of Mt. Apo in Kinuskusan, Bansalan, Davao del Sur, Laquihon also developed the Mountain Integrated Development and Stewardship (MIDAS) project, the first “natural farming” model in the Philippine uplands.

This is a crop-livestock integrated farming scheme that aims to conserve and rejuvenate the soil and make the land sustainably productive. The MIDAS strategy includes the regeneration of indigenous species in the farm plus the integration of SALT. No Khilafa Islamiya group, says Kabalu CAGAYAN de Oro City–– Khilafa Islamiyah Mindanao, the group tagged behind the July 26 bombing at Limketkai in Cagayan de Oro City, does not exist, says a former ranking MILF official.

Lawyer Eid Kabalu, former spokesman of the Moro Islamic Liberation Front, said on Friday that Khilafa means “vicegerent of God” and that “some people may just be reviving this concept although in reality the group does not exist.”

Kabalu said the name of the prime suspect in the Cagayan de Oro bombing, which claimed the lives of 8 people and injure more than 40, identified by the police as Usman Hapids may also not be the exact name of a person because Hapids

is not family name but a term meaning “someone well-versed in the Qur’an.”

He said there may be some people exploiting the situation and want to propagate a new group to mislead the public.

He added that extremism is not viable because what is working now is peaceful solution to conflicts.

However, Kabalu confirmed the existence of a certain Usman whom authorities “discovered has connection with Al-Qaeda.”

This Usman, he said, had been captured previously but escaped.

“I know the authorities know his presence in Central Mindanao,” Kabalu said.

“Usman may have companions in other groups,” he added. “And there is suspicion that he has linkages with Jemaah Islamiyah.”

“It’s logical he has com-

panions because he is popular, being hunted by the authorities,” he said.

Recently a joint team of the Armed Forces of the Philippines, Philippine National Police and the MILF went to a mountainous area near the border of Lanao del Sur and Maguindanao to verify the reports of foreigners training armed men.

Kabalu said the findings of the team is negative.

He said Usman might be one of the suspects in the Cagayan de Oro bombing.

“But bomb-making in Mindanao has become normal, unlike before only a few new the technology,” he said.

Kabalu said the identity of the bomber is not conclusive.

“Let’s wait for the findings of the authorities,” he said.

Church holds forum, prepares for another anti ‘pork barrel’ protest

CAGAYAN de Oro City–– The Priority Development Assistance Fund (PDAF) is a form of corruption that undermines development, erodes public trust in the government, weakens the state, and infects the morale of the society, Archbishop Antonio J. Ledesma of Cagayan de Oro City said.

Ledesma made the statement during a forum on PDAP and its social implications on matters of social responsibility that affect the common good at the Jesuit-run Xavier University here on Saturday.

The forum was done as the church, lay leaders, non-government organizations (NGOs), and civil society groups here commit to participate in the scheduled Sept. 11, rally for the complete abolition of PDAF. The church shared the same sentiments on the squandered 10 billion pesos which would supposedly help alleviate the dire condition of the impoverished Filipino, the Cagayan de Oro City Archbishop said.

He also discussed on the importance of social auditing where the monitoring and evaluation of publicly funded projects be made transparent to sectoral groups such as

the civil society, concerned citizens, academia, media, and church members.

Ledesma said that social auditing is a means that would eliminate corruption in the expenditure of scarce funds for much needed public services.

The government has allocated P 200 million annually for each senator while another P 70 million annually for congressmen while the President gets over P 1 trillion as PDAF for projects consistent with the national agenda and priorities of the national government.

Brown rice: The heart-healthier choice DO you know that brown rice or “unpolished rice” is more nutritious than white rice?

Rice, when polished, loses significant amount of calcium, phosphorous and thiamine.

Brown rice, with only the husk removed retains its brown color due to the bran layer left intact.

SAN Francisco, Agusan del Sur––Residents in this province are enjoying a worry-free privilege from pestering brownouts being experienced by other people in many parts of Mindanao.

Engr. Emmanuel Galarse, general manager of Agusan del Sur Electric Cooperative, Inc. (ASELCO),said the energy supply of at least 23 megawatt (MW) being distributed by three power generators are just sufficient enough to the total monthly power requirements of consumers in the province.

Galarse said ASELCO is getting 10 MW from Mapalad Power Corp., eight MW from National Power Corp.-Power Sector Assets and Liabilities Management

(NPC-PSALM), and five MW from Therma Marine, Inc. or a total of 23 MW. Since the power supply was fully restored in July after the power crisis that hit Mindanao during the summer season, ASELCO consumers no longer experienced rotating brownouts while other electric cooperatives continue to experience load curtailment due to shortage of their power needs.

But Galarse said they are still closely monitoring the two hydropower plants in Pulangi dam which are still not yet operationally stable that it sometimes conks out. He cited the two-hour brown out that hit San Francisco town last week after one of the Pulangi plants shut down.

would vary every month that sometimes it would decrease from eight to 7.5 MW but Galarse said this could be immediately addressed by asking Philsaga Mining Corp. to run their generators that its normal demand of seven MW would be reduced to five MW thus still maintaining a sufficient power supply in the province. Philsaga is the biggest consumer of ASELCO. ASELCO and four other electric cooperatives in Mindanao including SOCOTECO II in South Cotabato, ZAMSELCO in Zamboanga Sur, ZAMNELCO in Zamboanga Norte and Agusan del Norte Electric Cooperative are among the lucky few to avail of power distribution from Mapalad Power Corp.

Except ASELCO, these

four other electric cooperatives however still experienced power shortage since the supply from Mapalad is not good enough to cope up with their energy needs.

Galarse cited the case of SOCOTECO which gets 30 MW from the company that is still fell short from the average 45- 50 MW monthly demand.

Agusan del Sur and Surigao del Sur are among the provinces in Caraga region which already enjoyed brown-out free to residents.

Residents in Agusan del Norte are still suffering from one-hour rotating browns and people in Surigao del Norte experienced it even worst with four-hour daily brown outs that businessmen and community leaders threaten to go on civil disobedience.

Supt. Joseph Rocolcol Nohara, city police chief, said they have additional 200 police personnel who will be deployed in key areas to do provide security and to do monitoring.

Though Surigao is one of the most peaceful cities in Mindanao, he said he will not allow any crime to mar the festive event.

Nohara advised spectators not to bring backpacks so as not to earn suspicion from law enforcers.

He added that viewers

should not bring valuable items so they will not be victimized by robbers as well.

Now on its 29th year, this year’s theme is “Pasalamat!

Isinggit, Isadjaw!” (Thanksgiving! Shout, Dance!)

Merlin said 13 contingents will perform on the city streets as they will also vie for the huge prizes and special awards.

PrimeNews Soldier killed in in clash in B’non MALAYBALAY City–– One soldier was killed in a gun battle between government troops and New People’s Army (NPA) in Capihan village, Libona, Bukidnon.

Army Lt. Col. Arturo Asinero of the 403rd Infantry Brigade, Philippine Army here said the troop under First Lieutenant Molina conducted clearing operations when they encountered about seven fully armed NPA rebels around 10:30 a.m.

Sunday.

He said a brief firefight ensued, leaving a Private first class (PFC) combatant dead.

In a spot report, an army squad from nearby Sil-ipon village in the same town immediately reinforced the battling troop but the enemies fled westward.

Said report showed rebels also suffered casualties during the clash as globs of blood splotched along their route near the battlefield.

Asinero said the slain soldier’s name was withheld until his kin were notified.

Comelec excludes from bidding P148.87m-worth of ballot paper

OZAMIZ City, Misamis Occidental––The Commission on Elections (Comelec) has excluded from bidding the supply and delivery of ballot paper worth P148,870,656, for use in the October 28, 2013 Barangay and Sangguniang Kabataan Elections (BSKE).

This was revealed by lawyer Helen G. AguilaFlores, Chairperson of the Bids and Awards Committee (BAC), who said the exclusion is in compliance with the directive contained in Comelec Resolution No. 9757, promulgated last August 8.

Paragraph 10 of the Reservation Clause of the ITB on the Procurement of Ballot Paper states that: “The Comelec reserves the right to accept or reject any bid, to annul the bidding process, to reject all bids at any time prior to the contract award, or to reduce the number of units and the corresponding ABC based on the final determination by the Comelec of the number of registered voters, without thereby incurring any liability to the affected bidder or bidders.”

ILIGAN City, Lanao del Norte––Army troopers heed the call on cleaning up in the city.

Per Executive Order (EO) No. 67, series of 2013 declares August 31, 2013 as Clean Up Day in major streets and barangays of Iligan City.

The EO states that there is a need to clean up and make the city free from garbage and more attractive in preparation for the month-long fiesta celebration in September in honor of the city’s Patron Saint Michael, the Archangel.

In response to the call, troops from the 4th Mechanized Infantry (Kalasag) Battalion, Mechanized Infantry Division, Philippine Army, led by Lt.Col. Danilo G. Ibon, Kalasag commanding officer, joined the clean up as early as 6 a.m., heading its area to clean along the roadsides of Crossing Barangay Suarez to Crossing Barangay Sta Elena, Iligan City.

“We aimed at sustaining the beautification and protection of our Army Troops to Mother Nature,” expressed Col. Ibon. Likewise, this activity would further strengthens the relationship between the army troopers and civilian populace.

Meanwhile, Office of the City Administrator leads the Task Force on Clean and Green on this clean up drive along with some of the members of the Committee on Physical Arrangement and Decoration of the Executive Management Board (EMB) for the Iligan’s Diyandi Festival in September.

Monopoly of political power enhances pork squander The Constitutional provision stating that the State shall guarantee equal access to public service and prohibit political dynasty as may be defined by law should have more teeth now that there is so much public clamor against the pork barrel system.

The present political landscape where public office has become the exclusive domain of influential families and clans is conducive to corruption and therefore public funds has become an easy prey for corrupt politicians.

Family dynasties have become so well-entrenched in Philippine politics that they have monopolized political power and public resources at almost all levels of government according to a lawmaker.

A United Nations Development Programme study revealed that of the 77 provinces covered in

the Philippines, 72 provinces or 94 percent have political families.

The average number of political families per province is 2.31, meaning there are at least two dominant political clans in most of the provinces.

The socio-political inequities prevalent in Philippine society limit public office to members of ruling families thus in many instances, voters, for convenience and out of cultural mind-set, look up to these economically and politically dominant families as dispensers of favors, material and otherwise.

This is where the use of public funds have become irregular.

For the anti-dynasty measure, it is suggested that no spouse, or person related within the second degree of consanguinity or affinity, whether legitimate or illegitimate, full or half blood, to an incumbent elective official seeking re-election

shall be allowed to hold or run for any elective office in the same province in the same election.

The bill provides that in case the constituency of the incumbent elective official is national in character, the above relatives shall be disqualified from running only within the same province where the former is a registered voter.

In cases where none of the candidates is related to an incumbent elective official within the second degree of consanguinity or affinity, but are related to one another within the said prohibited degree, they, including their spouses, shall be disqualified from holding or running for any local elective office within the same province in the same election.

The eradication of political dynasties may in one way or another also solve the problem of public funds abuse.

-ooo MNLF ATTACKS ZAMBOANGA CITY, 2 DEAD: Now that the Moro National Liberation Front (MNLF) is on an offensive once again in Mindanao as shown by its early Monday morning (September 09, 2013) attack in Zamboanga City where two men---a policeman and a civilian---were reported killed, I wonder what kind of a reaction the Aquino government will make.

I mean, the Aquino government has been repeatedly told before that its strategy of focusing its peace efforts towards just one group alone, ignoring all others, especially the MNLF which already has signed a peace agreement in 1996, will not yield real peace, but will only aggravate and worsen the conflict in Southern Philippines all the more.

Now that these warnings have come true and more conflicts---and therefore more deaths and destruction among our countrymen in the area---are occurring once again, and are proving to be beyond the control of the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP), all the hype about peace

in Mindanao being attained under the second Aquino government are now going down the drain. What a waste really, but the Aquino government cannot blame anyone else for this fiasco but itself!

-ooo NEW MINDANAO WAR ERUPTS: Indeed, the question that is begging to be answered in the Aquino government’s handling of the peace process in Mindanao is this: why did it choose to strike peace with just one group? The example of the MNLF peace accord should have already taught the Aquino government the folly of negotiating and signing a peace agreement with just one group alone.

Did not a big group of MNLF warriors bolt out of it, soon after the MNLF peace accord was signed, simply because that bolting group thought it was left out in the agreement? Did not that group wage its own deadly war against the government after that?

Indeed, these are too plain and too evident to see, and yet, why did the government of President Aquino refuse to take it into account in its peace efforts after 2010?

Now, a new Mindanao war is erupting, and it appears not only that there is no immediate solution in sight but that, real and lasting peace will no longer be possible under President Aquino’s term.

ABOLISH CONGRESS This is the best and easiest way to end political dynasties in the country and abolish pork barrel- ABOLISH CONGRESS Romy Macalintal’s proposition - “Abolish Congress Movement” ---is an idea whose time to be seriously considered has come. : On Sept.11 citizens will march---not just to abolish pork barrel, but Congress itself. Did LP really get P500 million from Napoles for 2010 campaign, as Kit Tatad suspects? LP’s silence encourages speculation anew about windfall from Janet in 2013, to envy of UNA. The “Abolish Congress Movement” (ACM) is gaining traction in mainstream as well as social media and in various citizens’ forums. It’s a virus that seems to be infecting everything---enervating and mind-boggling.

As columnist Neal Cruz pointed out last Wednesday, the seed of abolition of Congress was planted in people’s minds

by Senate President Franklin Drilon who, out of exasperation one day owing to the viciousness of attacks against the “corruption-soaked pork barrel,” snapped, “Let’s just abolish Congress then!”

Everyone then jumped in and said, “Yeah, let’s.” I recall posting on FB that’s it’s the most profound idea from Drilon in a long time.

Abolishing Congress is an idea Election Lawyer born out of unspeakable rage Romulo Macalintal and disgust over the pork barrel scandals---whose length and breadth we still have to see, as COA has only allowed a sneak preview in its 2007-2009 special audit report.

Like many other great and inspiring ideas in history, the ACM is an idea whose time to be seriously considered has come. I dare say that this is what many citizens will march to EDSA for on Sept. 11---no longer for the abolition of the pork barrel as in the Aug. 26 Million People March, but for the ABOLITION OF CONGRESS itself. It will be a build-up to the millions whose voice as “people’s initiative” the powers in Malacanang and Congress cannot ignore.

As Neal Cruz relates, election lawyer Romulo Macalintal led a group of citizens at the Kapihan sa Maynila, who stoutly opined that yes, Congress can be abolished by amending the Constitution and simply deleting Article VI, which created the legislature.

Macalintal’s idea is actually only for a six-year suspension, from 2016 to 2022, during which what will function as legislature would be composed of provincial governors and mayors of highly urbanized cities, who can make laws applicable only to their respective areas of responsibility. If this six-year suspension, which hints of federalism, is found to be beneficial, wrote Neal Cruz, the abolition of Congress would be made permanent.

-ooo Doing some pencil-pushing, Macalintal’s group asserted that a six-year suspension of Congress would save the country P211 billion, that will include not only the regular salaries and allowances of senators and representatives and their staff, but also the pork barrel fund and the budgets for various institutions within Congress, such as the powerful Commission on Appointments, the Senate Electoral Tribunal and the House Electoral Tribunal.

Neal offered a favorable comment to Romy’s abolition idea: in other countries such as China, legislatures hold sessions for only a limited time and when there are enough important laws to be discussed. Because of this limited time lawmakers either have to pass the bills or shelve them, and---most important---they are paid only for work done during their sessions. Unlike in PH where they are paid all year round, even if, as Neal argues, Pacquiao is in boxing

enemies. Getting even with someone just puts you on their level; but if you forgive that person, it puts you ahead of them. So make peace quickly with your enemies. “Some people forgive their enemies—but not until they’re dead and it’s too late.”

Remember, people need love the most when they deserve it the least. It takes a much stronger person to forgive. A person’s strength is measured by how many times he can forgive the same person. You see, when our heart is full of kindness, there’s no room in it to hold a grudge. Hating someone is easy. Anybody can do

that. So if you want to be unhappy and miserable, go ahead: don’t forgive that person who wronged you.

But don’t forget, “Anger and unforgiveness is like fire: if you hold on to it, it will burn you.”

However, “If you choose to forgive someone, you’ll be setting a prisoner free… and discover the prisoner was you!” Yet real forgiving takes your Maker’s kind of love and strength. So why not ask Jesus Christ to forgive you for all the ways you’ve hurt and wronged Him? Then, you’ll have His power to forgive others like He did for you. Just Think a Minute…

-ooo It boggles the mind indeed what the nation could do with P211 billion in savings. As Macalintal’s group estimates, it can build 180,000 classrooms, buy 7.4 billion kilos of rice (as the price of this commodity shoots up), or construct 400 kms. of standard two-lane roads or a modern mass transport system in traffic-gripped Metro Manila. Or it could fund perhaps the 19 regional cancer hospitals for the poor that Health Secretary Ike Ona wants to put up, or expand a graft-free Tesda in many other regions that would be the basis of an industrialized Philippines.

Of course, pro-abolition advocates have to reckon with how to deal with declaration of martial law, proclamation of treaties with foreign countries or in time of war or suspension of the writ of habeas corpus---all of which Congress has a definite role to play in. But we can leave that to the legal luminaries.

-ooo Meanwhile citizens will dream about a country without the epitome of corruption embodied by the “House of Representa-Thieves” or the “Sena-tong.” But more than dream, we could make it a reality through Charter Change, which is what people’s initiative would cause.

As Macalintal argues in Neal’s column, “If People Power was able to oust two presidents on valid and justified grounds, there is no reason why a temporary closure of Congress cannot be achieved with people airing their very legitimate demand, because of the apparent involvement of a number of legislators in the P10 billion pork barrel scam and for the ineptitude or imprudence committed, or failure by other lawmakers to protect the funds of the public.”

-ooo Former Sen. Francisco Tatad wrote in his Standard column yesterday, Sept. 6, about reports alleging that a trusted Aquino campaigner had escorted Janet Napoles “from the so-called ‘Samar (Street)’ campaign group’ to deliver a cash donation of P500 million to then Senator Aquino, the LP presidential candidate.”

Earlier reports circulating in social media had claimed P100 million as Napoles’ donation to the LP kitty in 2010, so that when I read Kit’s column, I thought half a billion pesos seemed quite bloated. But then, given the fabled generosity of this controversial figure, what’s a couple of hundred millions more between friends?

-ooo Kit said that this report about the huge campaign donation from Napoles gained currency in his own mind after the series of events from Aug. 28 evening, when the President of the Philippines personally received her in the Palace and later escorted her all the way to Camp Crame in the middle of the night, just to make sure she was out of harm’s way.

To be sure, it was that singular event of the President’s receiving this controversial figure at the Music Room of the Palace no less---which is normally reserved only for the highest foreign dignitaries---that nailed in citizens’ minds an indubitable fact: mukhang may pinagsamahan si P-Noy at si Napoles.

Other events subsequent to that Music Room reception, such as the way P-Noy’s Cabinet members fell all over to make her comfortable in jail, were mere reinforcements.

-ooo Unfortunately, that “surrender” episode also reinforces popular suspicion that grease from the pork barrel of Congress had also darkened the doorway of presidential candidate Noynoy Aquino---thus making him party as well to this corrupt system of handling public funds.

We don’t know for sure whether P-Noy himself profited directly in terms of enormous PDAFs such as what many of his colleagues received, when he was three-term member of the House representing Tarlac (and became Deputy Speaker at one time) from years 1998 to 2007, and senator of the Republic from 2007-2010.

200 civilians trapped; six killed, 24 wounded

SOME 200 civilians have been trapped in Barangay Catalina in Zamboanga City in a standoff involving armed members of the Moro National Liberation

Front (MNLF) loyal to Nur Misuari who arrived in the southern port city on Sunday evening for a “peace rally,” a top military official said.

In a press briefing this afternoon in Camp Aguinaldo, Armed Forces of the Philippines spokesperson

Brig. Gen. Domingo Tutaan clarified the civilians were trapped and “are not hostages in the strict sense of the word.”

Tutaan, however, confirmed reports that the MNLF members earlier took at least 20 civilians as hostages and were using

them as human shields.

He said that based on reports from their troops at least four people have been killed and 14 others wounded. He clarified the number of casualties varied.

DENR-9 holds marine ecosystem conservation workshop

PAGADIAN CITY -- A twoday orientation workshop on Coral Triangle Initiative (CTI) and Sustainable Coral Reef Environment Management Program (SCREMP) was recently conducted by the Protected Areas Wildlife and Coastal Zone Management Services (PAWCMS) of the Department of Environment and Natural Resources (DENR)-9 at the Farmer’s Haven, Dao this city.

The activity aims to

provide stakeholders with additional knowledge and assistance in terms of managing and protecting the marine ecosystem.

The Philippines is located within the Coral Triangle, an area which is considered the richest concentration of marine life that extends from the Philippines to Malaysia, Indonesia, Papua New Guinea, Solomon Islands and Timor Leste.

ZAMBOANGA CITY -The city’s youth have now enlisted to join in the fight against poverty.

Young student-leaders from nine schools and universities in the city have convened last Aug. 29-31 in a youth camp dubbed the Youth Movement Against Poverty (YMAP): 1st CityWide Congress at Cecille’s Pension House in barangay Tumaga this city.

The three-day activity, which was spearheaded by the Department of Social Welfare and Development (DSWD), was designed to organize its youth advocacy arm to combat poverty.

DSWD regional director Zenaida Arevalo had emphasized that the agency cannot fight poverty alone.

In addition to implementing convergence projects with the different agencies, DSWD still needs to solicit the support of more advocates from all sectors of society, especially the youth.

Meanwhile, Narrabelle Bue, regional information officer said that the YMAP aims to open the eyes of the participants to the realities of poverty that millions of families in the country have been facing for so long.

“We need the youth to be involved, in whatever way they can,” Ms. Bue said. She

added that the youth can be very effective advocates, particularly in promoting social responsibility among their peers, clubs, organizations and various youth groups.

The activity consists of personal reflections, workshops on leadership and advocacy, and orientation on the DSWD’s Tatsulo Convergence Program (composed of the Pantawid Pamilya, Kalahi-CIDSS and the Sustainable Livelihood Program).

Jayson Lim Elias, information officer of Pantawid Pamilya said that camp has stimulated awareness and empathy among the participants on the sad reality that “many Filipinos are really struggling to survive, to send their children to school, to eat every day.”

During the camp, the youth leaders elected a set of officers for their organization which they call “Fuerza.”

LGUs which received water system projects under the Bottom Up Planning and Budgeting (BUPB) with P1million allocation or more.

The training focused on the preparation of engineering designs for water supply projects in accordance with engineering standards to ensure smooth and sustainable operations.

Speaking before the participants, DILG-9 Regional Director Paisal O. Abutazil cited that “the failure of water supply systems

is usually linked to poor design of the facilities.”

Besides, Abutazil also urged the LGUs to get updated on the new issuances and policies pertaining to procurement.

“The LGUs should be updated on the new procurement policies since they will engage the services of a contractor for projects implemented by contract or they will be procuring supplies for projects implemented by administration,” he said.

Ramos appealed to Mayor Moreno to tell what had transpired and not to create false scenarios before and after the BAI voluntary rescinded the contract on August 22, 2013.

He said that BAI voluntarily rescinded the contract and stop operations because Moreno did not pay the garbage collection bill for the months of June, July, and August, 2013 saying the BAI was over billing.

“BAI can no longer sustain operations, particularly paying the salaries and wages of the personnel and the maintenance of garbage truck at that time,” Ramos said.

The city government and Moreno should pay the unpaid balance of P 12, 644.625 for the services rendered from June 22 to August 22, so we can also settle our financial obligations to BAI workers, Ramos said.

U.S. calls for peace, calm in Zamboanga THE United States government on Monday expressed its condolences to those killed and wounded in the insurgent attacks in Zamboanga and surrounding areas as it called for “peace and calm to prevail” in the current situation.

At least three people were killed while 10 others were wounded as Muslim rebels attacked Zamboanga City Monday morning.

“Whether they were brave members of the AFP (Armed Forces of the Philippines) and PNP (Philippine National Police) or civilians facing their future one day at a time, we share your sorrow at the loss of friends and loved ones,” the embassy said in a statement.

Reports said around 100 armed followers of Moro National Liberation Front (MNLF) former chairman Nur Misuari forced their way through the city and took dozens of civilian hostages.

The MNLF used to be the largest Muslim rebel group seeking a separate state in Mindanao until it dropped secessionist demand and settled for limited autonomy or the Autonomous Region of Muslim Mindanao under a 1996 peace agreement.

But many of its guerillas held on to their firearms and periodically staged rebellions in the past, complaining the government has reneged on its promise to develop full Muslim regions.

“We pray for peace and for calm to prevail in the current situation, that it be resolved soon and without further loss of life to anyone,” it added.

The embassy likewise expressed its support for the men and women of the police and military, saying “they are professionals dedicated to protecting their communities.”

“We fully support the ongoing peace process and hope the parties can continue to avoid violence as they work toward a final resolution that will last for generations and benefit all the people of the Philippines,” the embassy said.

The Indonesian Embassy in Manila said it is awaiting orders from Jakarta on the MNLF’s demand for them to intervene in the ongoing armed conflict in Zamboanga City.

“A report was already given to our head office in Jakarta and the embassy is awaiting for further instructions,” the Indonesian embassy said.

Indonesia currently chairs the Organization of Islamic Conference-Peace Committee for Southern Philippines (OIC-PCSP), which brokered the 1992-1996 peace talks between the government and the MNLF under Misuari’s leadership. Remelyn Recoter urged the contractors and suppliers to report to her directly of any employee or official from DA 11 whom they knew to be asking SOP from them for certain projects or supply deliveries.

The standoff in Zamboanga came after the MNLF members clashed with government troops on Sunday night, Mayor Isabelle Climaco-Salazar said in an interview with ANC this morning. (See separate story) Climaco-Salazar told ANC’s Karen Davila the MNLF members were planning to enter the city and declare independence at the city hall.

Tutaan confirmed the mayor’s statement. “Their purpose was to raise the [MNLF] flag. They were armed that’s why we have to stop them.”

Misuari, founding chair of the MNLF, had openly opposed the peace talks between the Philippine Government and the Moro Islamic Liberation Front saying it has sidelined the tripartite review of the 1996 GPH-MNLF Final Peace Agreement.

Coming on the eve of the resumption of the GPHMILF talks, observers said the Zamboanga standoff could be Misuari’s way of sending across the message that he and his group should have a role in government’s plans for Mindanao.

Reports said Misuari had declared an independent Mindanao state that he called Bangsamoro Republik on August 12.

The supposed declaration included Palawan, the Zamboanga peninsula, Basilan, Sulu, Tawi-Tawi and even North Borneo or Sabah, a region controlled

by Malaysia but which is historically part of the Sultanate of Sulu.

Bayan Muna Rep. Carlos Isagani Zarate viewed the standoff as “a slap on the Aquino administration’s peace policy in Mindanao”.

This is an offshoot of a divisive peace policy that excludes other stakeholders in Mindanao, like the forces of MNLF Chair Nur Misuari,” Zarate said.

“This is not in accordance with the agreement with Indonesia, the third party facilitator and Indonesia is aware of the tripartite review process,” he said.

Lacierda also noted that the standoff would not affect the peace process with the Moro Islamic Liberation Front and denied that the MNLF was “left out” of the peace talks.

“This will not affect the peace process. ..the peace process with the MILF is a peace process for all Muslim Mindanao,” he said.

“Hindi naman sila left behind. In fact, a lot of MNLF were consulted when this peace process was negotiated. There were consultations and consultations continue to be done on the ground,” he said.

In a joint statement, the parties said they have achieved “substantial progress in the discussions towards finalizing the Annexes on Power Sharing and Normalization to the Framework Agreement on the Bangsamoro (FAB).”

Both sides earlier agreed on the annexes on Transitional Arrangements and Modalities and on Revenue Generation and WealthSharing. The incident in Zamboanga City happened on the eve of the resumption of the GPH-MILF peace talks. The talks will resume on Tuesday, Sept 10, and is scheduled for 10 days because both panels want to finish the remaining two annexes.

Davao school judo coach cries foul on 2-yr suspension DAVAO CITY -- The University of Mindanao (UM) judo coach is questioning his 24-month suspension from the Davao Region Judo Association for withdrawing or criticizing the 2013 Mayor Rody and Vice Mayor Pulong Duterte Kadayawan Judo-Newasa tournament held recently at the Abreeza Mall here.

DRJA president Paolo Tancontian, who is also representing the Philippine Judo Federation here, suspended coach Edwin Pelaez and his club for 24 months for withdrawing and criticizing Tancontian in handling the tournament sponsored by the city government thru the City Sports Development Office.

“How can we be suspended if there wasn’t a proper investigation on what really happened during that tournament if it were the basis?” said Pelaez, who also denied that they had withdrawn from the event.

The UM Judo Club even emerged as the over-all champions by winning 7 golds, 4 silvers and 1 bronze.

Pelaez, however, has sympathized with the Holy Cross of Davao College (HCDC) Judo Club headed by former Philippine Amateur Judo Association (PAJA) Davao chapter president Mariano Barayuga on its walkout from the

tournament in protest of a controversial decision.

by Tancontian as chief jury during the match between HCDC’s Rovielyn Pampilo and Tancontian’s daughter Sydney in the girls’ 63 kilogram division.

Tancontian, who acted both as a jury and chief referee, overruled an early decision by his cousin and referee Ace Larida that altered the result of the match-up.

Larida first ruled an ipon, equivalent to a full point and an automatic victory, in favor of Pampilo.

But Tancontian altered the call and signalled a yuko, or just half point.

Barayuga also walked out after seeing that the tournament allegedly was not in accordance with the International Judo Association standards.

In an earlier interview, Barayuga said that venue was “too small and danger-

ous for the players”.

One of his players suffered a cut on the eye after he was thrown out from the small playing area and landing on the floor tiles of the mall.

B oth B arayuga and Pelaez said that the tournament came out as a “family affair” wherein the organizers acted as referees, jury and scorer.

“Sydney was also tasked to referee in some of the matches,” Barayuga said.

The disgruntled coaches said that there should have been other referees coming from the other clubs assigned during the competition to assure a fair and square officiating.

Barayuga, who has not yet received a copy of his suspension, revealed that Tancontian did not even called for a coaches’ meeting and had conducted the official weigh-in of the players without any representatives from the other teams.

“He (Tancontian) should first answer these issues before making such a decision,” said Barayuga in a text message.

Tancontian stated in his letter of suspension to Barayuga and Pelaez that it was an “act in violation to the Sports and Organizing Rules Annex 4”, which forbids the behavior of a coach for making “any comments on or criticism of the referee’s verdicts, demanding correction of the referee’s decisions” and “any kind of behavior, showing disrespect to the opponent, referees’ officials, opponents coach, his own athlete the public etc.”

Tancontian, however, is also subject for questioning on the reported claim by Barayuga’s group

that he (Tancontian) had announced that the city government thru the city sports office had only gave a financial assistance of P5,000 instead of P25,000.

“Kaya siya (Tancontian) nag-collect sa amin ng P150 per participant as entry fee kasi daw kulang yung ibinigay ng city sports office,” said Barayuga, a prefect discipline in both the elementary and high school department of HCDC. Tancontian, a school dropout, was a member of the UM Judo Club before he joined the Philippine national team in Manila.

Jesuits in Mindanao: The Mission Coffee Table Book launched

“THEY march and fight and risk their lives, unknown and poorly rewarded,” is how Fr. Miguel Bernad, SJ described the works of priests belonging to the Society of Jesus (SJ) in the early years as missionaries in Mindanao.

The coffee table book, “Jesuits in Mindanao: The M ission” was lau nched

here Friday with no less than the author Fr. Jose Arcilla, SJ and publisher Ramoncito Ocampo Cruz and with host Archbishop Antonio Ledesma, SJ of the Archdiocese of Cagayan de Oro City who presented the book to the media.

“The book chronicles the life and joys of Jesuit

missionaries among t he p e o p l e o f M i n d a n a o ,” said Cruz who f inished his elementary at Xavier Un i ver sit y-At ene o d e Cagayan in 1967.

Cr uz sa id t hat t he publication of the book is to honor Jesuits past and present.

Whose lives were dedicated to the transformation of the people in Mindanao for the greater glory of God. The Jesuits were responsible for bringing to Mindanao qua lit y education. They have built Xavier University-Ateneo de Cagayan, Ateneo de Davao University and Ateneo de Zamboanga University.

T he 30 0 -page cof fee table book shows a whitecassocked priest riding a water buffalo (carabao) on

its cover and is lavishly illustrated with a pictorial history of the Jesuit Mission in Mindanao, commencing from their return to the Philippines in 1861.

It is excellently laid out and beautifully printed in Singapore.

Muse Books donated the entire print run of the first edition to the Philippine Jesuit Aid Association (PJAA) and proceeds from its sale will go to fund the care of infirm Jesuit priests and the formation of future members of the Society of Jesus.

Smart adopts Ericsson technology for wireless coverage, quality SMART Communications Inc has deployed a technology that would improve the quality of coverage and access as the use of mobile data continues to increase across the network.

In a statement, Smart said it has deployed the AntennaIntegrated Radio (AIR) solution, making the telco the first in Southeast Asia to adopt the technology from Ericsson.

The advanced AIR solution ensures efficient and smooth introduction of elements of GSM, 3G/WCDMA and fourthgeneration (4G) Long-Term Evolution (LTE) technologies into Smart’s existing networks, by simplifying and reducing installation lead times while increasing coverage.

With the solution in place, Smart’s wireless network allows subscribers to keep abreast with the rest of the world in a more efficient and timely manner.

Rolando G. Peña, head of technology at Smart and parent Philippine Long Distance Telephone Co (PLDT), said deployment of the AIR solution once again puts Smart ahead of its peers in the region.

“We expect the vast improvement in coverage and swiftness of installation times to greatly benefit our subscribers, especially as we see increasing usage of mobile Internet in our network,” he said.

PLDT said mobile Internet usage continues to grow strongly among mobile subscribers of its wireless brands Smart and Sun Cellular, with mobile Internet revenues increasing by 49 percent year-on-year at end-June.

The increasing use of mobile data is the result of PLDT’s network upgrade, the telco said, citing it network at least 9,835 cell sites, 15,116 cellular/mobile broadband base stations, and 2,898 fixed wireless broadband-enabled base stations, supported by over 71,000 kilometers of fiber optic cabling, serving over 73.4 million subscribers.

“Network solutions like AIR allow our already supercharged infrastructure to become even more future-proof, and able to serve the demands of present and more advanced technologies, such as LTE-Advanced,” said Peña.

With at least 1,000 LTE sites across almost 180 cities and municipalities including the entire Metro Manila, Smart recently tested LTE-Advanced.

End-July budget deficit up THE national government’s revenue shortfall in the first seven months of the year climbed more than 40 percent from a year ago, as expenditures outpaced tax collections.

I n a s t atement , t he Depa r t ment of Fina nce (D OF) t o d ay s a id t h e gover n ment i ncu r red a budget deficit of P104.51 billion in the January to July period. This was 41.9 percent more than the P73.63 billion fiscal gap in the same period last year.

The deficit is the result of government expenditures outstripping revenues. To make up for the shortfall, the government borrows money primarily through the auction of Treasury bills and bonds. Thus, successive deficits build up the country’s debt.

Government expenditures rose 13.6 percent to P1.089 trillion at end-July, while tax collections and other revenues increased a slower 11.3 percent to P984 billion.

In July alone, the fiscal gap widened by 36 percent

to P53.22 billion from the P39.25 billion in the same month last year. Revenues grew 17.3 percent to P144.62 billion, but expenditures increased a faster 21.7 percent to P197.84 billion, thus the deficit for the month.

Finance Secretar y Cesar Purisima said the government is on track to meeting the P144.4 billion deficit program for the first three quarters. For the entire 2013, the deficit cap is set at P238 billion, equivalent to two percent of the country’s gross domestic product (GDP).

“Our fiscal operations for Ju ly show t hat ou r expenditures have gained moment u m, i nd ic at i ng increased investments in priority infrastructure and social projects,” Purisima said.

THE Philippines can adopt various measures, without or with legislation, to promote a competitive currency and mitigate the peso strength crucia l in generating employment and higher tax collections, according to a senior economist.

Economics said the local cu r renc y ’s appreciat ion against the US dollar has “very severe negatives”, including output and jobs loss, dollars drain, employment created abroad and significant tax losses. “( T h e r e i s) o v e remphasis on inflation when employment generation and poverty is the main problem,” he said, noting the peso’s weakness has little effect on inflation.

Abola, during the recent annual International Contact Center Conference and Expo in Cebu City, said the 1.1 million new jobs created each year are lower compared to the 1.5 million to two million employment needed to reduce the country’s poverty rate drastically.

Citing a government data, he said that in five quarters to f irst quarter of 2013, average new jobs generated reached 452,000 due to the peso movement.

Coconut wine, ready for export

A NATIVE coconut wine, or tuba, is making talks with some financial institutions over funding. inroads into the export markets.

Carrying the label Vacal Vino de Coco, founded by Filipino-American George Vacal Paraliza and his wife Tila Paraliza, the premium wine made from fresh saps of selected coconut tree blossoms will soon hit store shelves across China.

Paraliza recently signed an agreement with Fly Dragon International Marketing that will bring his wine products to the huge Chinese market.

“I have a lso some negotiations with importers in the United States and Canada. I can supply them just a matter of time,” he said.

Apart from the overseas markets, Paraliza said his company also aims to supply

big malls and hotels especially the high-end ones in the country.

To meet the growing demand here and abroad for the coconut wine, Paraliza said they are targeting a full production of around 7,600 cases per month by the first or second quarter of next year.

“Right now, we are making (only) 1,875 cases per month.

If we could quadruple our production right now, I could easily sell that. But I don’t have the equipment and the facilities to do that. It will be probably until mid-2014 before I can accomplish that,” he shared.

“I need a rou nd P50 million to build wineries and achieve full production. Our ultimate goal is (to produce) one container which is 1,120 cases per day,” he noted.

Paraliza said the Depa r t ment of Science and Technology (DOST) is assisting them in procuring wine bottling machines. The coconut winery is located at Tacloban City, Leyte.

“The raw material, the coconut sap, is very endemic in the Philippines. It is around us, we are the number two producer of coconut after I ndonesia . I n fac t , my suppliers are the ones asking if I need more,” he pointed out. export/PAGE B11

MARAWI City -- The Provincial Office of the Department of Agriculture (DA) distributed eight carabaos and 60 goats to identified farmers cooperatives and associations in the province.

The animal distribution last August 23 was part of the Agri Pinoy Livestock Program of the department to help farmers in the area to be more competitive, said Daud M. Diapar, chief livestock coordinator of DA-Lanao del Sur. He said the carabaos will be used by the beneficiaries in their farm work while the goats will be utilized for milk production in their respective barangays in support to the Kambingan at Gatas sa Barangay program.

The plans will be the output of the Training and Strategic Planning Workshop on Tobacco Control set from September 4-6, 2013, at Royal Garden Hotel and Restaurant, this city, Dr. Rachel T. Micarandayo, Provincial Health Officer, said.

Micarandayo said the three-day live-in activity will be attended in by City and Municipal Administrators, along with the Integrated Provincial Hospital administrators and Rural Health Unit/City Health Office (RHU/CHO) Tobacco Control Coordinators.

The activity also aims to coach ou r LGUs i n preparing for the Provincial Red Orchid Awards 2013 and the DOH Red Orchid Awards 2014 through the comprehensive guidelines set by the World Health

Organization Framework Convention on Tobacco Control, Micarandayo said.

Just recently, Misamis O c c id ent a l a nd Nue v a Ecija in Luzon, were the only two provinces in the country that were awarded the Department of Health (DOH) Red Orchid Award 2013.

Cayabyab to hold Songwriting ala Workshop at Rodelsa Hall mode

oung music enthusiasts from Liceo U and other schools in Cagayan de Oro will have the rare chance to be mentored by no less than the music maestro Ryan Cayabyab in a half day songwriting session at Liceo de Cagayan University's Rodelsa Hall this coming September 11.

This special music activity is spearheaded by Philpop Musicfest Foundation, Inc and in partnership with Liceo de Cagayan University and various corporate partners.

The workshop hopes to arouse the musical creativity of young Filipinos all over the country as well make them more appreciative of Original Pilipino Music (OPM).

Too early for Christmas?

I

s it too early to hang our Christmas lanterns and turn on the holiday lights? Apparently, nothing is too early for Filipinos when it comes to the most awaited season of all.

These days, signs that Christmas is just around the corner are popping up slowly. We now hear carols on the radio and in select stores the holiday decors are on sale.

I don't want to act like the Grinch here but sometimes this premature celebration is also influenced by the entrepreneurs whose idea of the entire season is just consumerism.

It is indeed cute to unwrap old trimmings tucked in the storage room for months and give them another lease on life but some are so caught up with the idea of Christmas that this early, they are already starting to stress out what to do and how to spend their money on presents, decors and parties.

So, is it really too early to start the revelry? For me, I say yes.

Indeed Christmas is the happiest and the most memorable gathering for us Filipinos but let us be reminded that this too is a very special occasion not to be overdone or the whole essence of the practice is gone and it becomes just another 'requirement' to get done and over with.

I welcome the coming of this magnificent season and I acknowledge the slow shift of people's mindset to merrymaking mode but I just hope that we will not forget the main reason for the season.

We may hold the record of being the country to hold the longest celebration of Christmas but how do we spend it? It is not the length of time that matters or the whole idea of spending more than three months in a joyous state of mind but it should be on the way we become better individuals and take the occasion's essence to heart.

Christmas is the time to reflect how we have spent our lives and this is a moment to collectively gather to give praise and thanks for the blessings and even the challenges that we have overcome.

It is not the amount of money we have spent or the number of gifts we have recieved, so if you cannot help but really start your Christmas this early, make the most out of this moment and spread the truest of good tidings and cheers.

Celebrate with a heart that gives and a hand that helps.

ocal arts and music alike were exhibited in a painting display placed at Limketkai Mall, this city which opened last August 29 and continued until September 6, 2013. This exhibit dubbed as “gods” was hosted by three prolific artists in the local arts industry.

The trio composed of Bo Daclan, Marigold Cherrie Ramos-Garrido and Rhyan Casiño.

The exhibit mainly amplified the presence of the Supreme Being as the Master Artist in the lives of the artists.

The artists showcased their then and now masterpieces acknowledging the the omnipotence and omniscience of the Master Artists in their lives.

“The activity composed of gods, not because we are gods but this is in respect sa mga maayo nga artists (to the good artists),” Bo Daclan said.

He is considered as an artist of modern contemporary arts. He had his solo exhibits during 2007 entitled “/32, a Bo Daclan Solo Art Exhibit and another one on 2011.

Marigold Cherrie Ramos-Garrido is the only female artist of the three.

In the display, the paintings she have were acrylic paintings that composed of “Carry Along”, “Iskul Bus” and “Tangerines.”

Rhyan Casiño completed the group. In his biography, he is an artist who believes in the greatness of each

individual, an artist full of hope for the potentials of the youth and a passionate advocate of the cultural heritage.

His paintings in the display were classified as mixed media and these are “I am Nothing, Jesus is the King” and “Life in Circles (Jesus is the Way, the Truth and the Life)” which are composed of five series each.

During the display, there was also a on-the-spot painting demonstration conducted and an art workshop was shared together with the invited artists of the industry.

In addition, a local band named as

Puerto Band was invited to provide entertainment to the onlookers.

According to Ms. Garrido, the J U L Y activity is also an avenue to promote local music artists. Featured in the band presentation were songs created locally.

The activity was supported by the NCCA Visual Arts Committee as part of their offshoot activities supporting the city fiesta.

Present also in the opening was Cagayan de Oro Chamber of Commerce Executive Director Lordelie Enjambre.

She graced the activity's kick-off activity.

The Ford Everest, meanwhile, sold 167 units last month, bringing year-to-date sales to 1,726 vehicles.

Abola noted that a change in the BSP charter is also imperative to include “maximum or full employment” and “competitive exchange rates” as goals.

To alleviate the impact of a strong peso on local industries, Abola further said that the Board of Investments (BOI) can include the business process outsourcing (BPO) and exports below $1 billion among the pioneer industries.

Likewise, the telecommunications and power companies can subsidize rates to these affected sectors, he said.

Steag’s power plant at the PHIVIDEC Industrial Estate in Villanueva, Misamis Oriental, has two identical electric power generating units with a combined net generating capacity of 210 MW. It accounts for about 20% of Mindanao’s total power supply.

More than a month ago, Steag’s Unit 1 also underwent a scheduled maintenance shutdown beginning July 27, 2013. The maintenance works were carried out as planned and completed on August 13, 2013, some 34 hours ahead of schedule.

Dr. Evers explained that like any other industries, periodic maintenance works for power plants need to be carried out to ensure the power generator’s ef ficiency and reliabilit y.

“With the two units now in full operations, Mindanao’s power shortfall is expected to improve,” Dr. Evers said.

“We need enough time to study the implications of the ILO Convention because there are provisions that are difficult for us to comply right now. So what’s the use of the law if it can’t be implemented immediately?” she said in a press conference.

Contreras specifically noted the provision on structural standards that set a minimum area or size for fishing boats involved in commercial operations.

She said local tuna fishing fleets, especially those employed by fishing companies based in this city, are mostly composed of small pump boats and motorized fishing vessels.

ILO Convention 188, which was adopted during the 96th International Labor Conference in 2007, mainly seeks “ to ensure that fishers have decent conditions of work on board fishing vessels.”

An ILO briefer said the Convention covers the minimum requirements for work on board fishing vessels; conditions of service; accommodation and food; occupational safety and health protection; and, medical care and social security.

As of last July, the convention was already ratified by Argentina, Bosnia and Herzegovina, Morocco and South Africa.

At t h e 15 t h N a t i o n a l Tuna Congress here over the weekend, the delegates adopted a resolution requesting the government to defer the ratification of ILO Convention 188 and its accompanying ILO Recommendation 199.

They specifically sought for the deferment “pending a favorable consensus among all stakeholders has been attained after an in-depth impact assessment and comprehensive consultation process.”

Dominic Salazar, chair of SFFAII’s program and resolution committee, said they are not much concerned about the Convention’s wage and salary provisions as local fishing companies mainly employ a sharing scheme with their workers.

Two-drug therapy for deadly MERS virus effective in monkeys; researchers A combination of two licensed antiviral drugs could be used to treat the deadly Middle East Respiratory Syndrome (MERS) virus that causes an acute respiratory illness in humans and has killed about half of the individuals known to be infected, a U.S. study said Sunday.

The findings, published in the journal Nature Medicine, showed that the combination of the two drugs, known as interferon alpha- 2b (IFN-2b) and ribavirin, “reduces virus replication and improves cl i n ic a l outcome” i n a recently developed monkey model of the MERS virus infection.

The t wo dr ugs a re routinely used together to treat viral diseases such as hepatitis C, and its combined use has been reported to inhibit replication of MERS virus in cell culture in a previous study, according to the researchers.

Given the current lack of treatment options, the researchers concluded that the combination “should be considered as an early intervention.”

They also found that the treated animals had lower amounts of virus and less severe tissue damage in the lungs.
