MARAWI City––Six hundred forty-three “Iskolar” students from Maguindanao and Lanao del Sur received their scholarship allowance on November 11 at the Office of the Bangsamoro People in Cotabato City.

Governor Mujiv S. Hataman of the Autonomous Region in Muslim Mindanao (ARMM) and his chief of staff, Amihilda Sangcopan, handed over to each Iskolar beneficiary check amounting to P10,000 for full scholarship and P5,000 for partial scholars to defray educational cost for the 2nd semester of school year 2014.

DAVAO City––Senator Teofisto “TG” Guingona III on Monday said the passage of the Bangsamoro Basic Law (BBL) will revive the call for a federal form of government.

Guingona, who visited Davao Occidental upon invitation of Governor Claude Bautista to grace the Araw ng Malita on November 17, admitted the passage of BBL is not easy. He told reporters during the press conference that there are many issues hounding the

passage of BBL. “I will support Federalism, I will support the Commonwealth of Mindanao, if the Bangsamoro Basic Law will be passed into law, I hope that Federalism will also become a law,” said Guingona. “So we need Charter Change,” he added.

Suspected kidnapper captured ZAMBOANGA City––A suspected member of a kidnap-for-ransom-group (KFRG) was wounded and captured following a shootout on Saturday with government operatives in Zamboanga Sibugay, belated police reports said.

Sr. Supt. Roberto Roy Bahian, Zamboanga Sibugay police director, identified the captured KFRG member as Honrato Encabo alias Jojo of Alicia town.

Bahian said Encabo was admitted and guarded at a hospital in the capital municipality of Ipil. A caliber .45 pistol with ammunition was seized from his possession.

He said the joint police and military operatives, armed with arrest warrants, swooped down the hideout of Encabo around 9 p.m.

Funeral March marked student leader’s burial

AVAO City - A funeral march of hundreds marked the burial here Friday, November 14, of the student-leader turned New People’s Army fighter who was killed in combat with government troops in Sarangani province.

Carr ying a mural, wreaths, and revolutionary slogans, more than a hundred mourners marched Rendell Ryan “Perper” Cagula to his final resting place in a private cemetery at 2pm Friday.

The funeral march started from a Roman Catholic Church several kilometers away and the marchers had

to ply major city routes.

Cagula, was the Chairperson of the University Student Council of the University of the Philippines Mindanao in the year 20112012. Later, he also became the Spokesperson of the League of Filipino Students and Kabataan partylist.

A statement from the Communist Party of the Philippines’s S outhern Mindanao Regional Party Committee (CPP-SMRC) said Cagula joined the NPA in December 2013.

The CPP said Cagula, whom they referred to as “Comrade Lucas” died “while fighting the fascist enemy troops of the 27th Infantry Battalion in Maasim, Saranggani at 2 pm Novem-

ber 4, 2014…along with martyred Red fighters Ka Payat, Ka Doming and Ka Jappie.”

The death of Cagula stirred debate about the involvement of the youth, especially those who came from prominent Davao City universities, to the armed struggle.

The Armed Forces of the Philippines (AFP) asked the help of the police’s Criminal Investigation and Detection Group (CIDG) to investigate how Cagula became an NPA. Lt. Col. Llewyn Binasoy, quoted in a local newspaper report, said they have requested the CIDG to find out why a student from a “very prestigious” university

was allegedly conducting research with the NPA. Binasoy said that it is only after armed engagements that they come to know of their opponent’s identities.

Binasoy said that Cagula is just “one of victims” of the “deception and recruitment inside schools and universities in Mindanao” of the CPP-NPA. But for the CPP, “it was only a matter of time” before Cagula was recruited to the Kabataang Makabayan, an underground youth organization supporting the armed struggle.

“In his foray with these organizations, he became exposed to the basic ills of society and the sorry state of peasants, workers, indigenous people and the urban poor. His study of society led him to an awakening that the same ills can only be cured not by reforms but by a systemic change through an armed revolution,” said the CPP.

Cagula, said the CPP, became a “full member” of the Communist Party with “key tasks” in the youth and student sector.

“As a tireless organizer, agitator, educator, and methodical facilitator, he took up key tasks at the Party branch in the youth and student sector. A Party cadre he truly had become, when he decided to stop schooling and concentrate with his Party work,” the CPP said.

Aksasato said that NPA guerrillas “are also human beings.”

“Some comrades who were there when Ka Lucas’ and two others died were shaken. But such are the realities of war every NPA guerrilla face amidst serving the indigenous people and the farmers,” said Aksasato.

The CPP said that the “ever exploitative and oppressive conditions of the Philippine society continue to provide fertile ground for the young to join the revolution.”

The student leader’s body was brought “home” in UP the night before he was buried.

Cagula’s “homecoming” was not immediately granted permission by the UP administration, a friend told Davao Today.

Students and some faculty members had to gather signatures to petition that Cagula be laid for his last night at the university.

According to the University Student Council, they were able to get the signatures of the leaders of 17 out of 22 organizations Tuesday but sensed that their request will be denied.

As such, they also simultaneously started to gather signatures of individuals starting late Tuesday. Wednesday morning, their request was formally “rejected.”

DSWD consults school principals on extension of age coverage implementation

CAGAYAN de Oro City–– The Department of Social Welfare and Development (DSWD) Northern Mindanao has consulted school principals of secondary public schools of Northern Mindanao on the implementation of the extended age coverage of childrenbeneficiaries of Pantawid Pamiyang Pilipino Program (Pantawid Pamilya) here.

The consultation aims to solicit recommendations from the principals for policy enhancements, especially on the compliance of beneficiaries who are undergoing alternative delivery mode of formation in secondary education and those who are under non-formal formation of the Alternative Learning System of the Department of Education (DepEd); aside from lobbying to them the possible inclusion of youth development session to its Values Education subject.

The extended age coverage program of DSWD to former grantees of Pantawid Pamilya goes beyond the five-year limit to cover up to high school education; to extend the age coverage up to eighteen (18) years of age, taking into account the K-12 program of the Department of Education; to provide a higher grant amount of P500 per child in high school; and to maintain the limit of three child beneficiaries per household.

Lawyer Araceli F. Solamillo, Regional Director of DSWD Northern Mindanao, said the consultation will improve and strengthen partnership between DSWD and DepEd in serving the Pantawid Pamilya beneficiaries, especially on the education conditions of the program.

When the cloud of war looms (First of Two Parts) In the past, I have written a lot of articles about China’s aggression in the South China Sea. My article, which I also posted in my blog trended in the mainland China when a major Chinese newspaper came across it. Although a sharp and a direct affront to China’s foreign policies in the South East Asian region, the article did not meet harsh reaction and mean criticism from the Chinese Daily that has an English section.

The articles also saw print in the back issues of Mindanao Daily News at the height of China’s saber rattling policy in the South China Sea. The incident occurred following China’s

incursion (island-grabbing) of the “Scarborough Shoal” (Bajo De Masinloc), some 200 nautical miles west off the coast of the province of Zambales in western Luzon.

Ever since, and until now, despite the pressures by the international community, China has refused to buckle down and appeared to be more aggressive in asserting control of the entire South China Sea. During the recent AsiaPacific Economic Cooperation (APEC) on Nov. 5 – 11, 2014, in the Huairou District of Beijing, North China, the Philippines has sought the support of the Asian countries, particularly the Southeast Asian countries to work for the

During my stay in some Western countries, I experienced icy and conceited comments such as religiousness isn’t popular any more.

Religiousness makes people unwilling and morose because of exaggeration and sometimes even hypocrisy.

Increasing negative headlines about the “institutional church” nowadays and also in the past, and embarrassing comparisons lead only to discord.

How come? We want to see the religiousity of

our fellow creatures. We want to understand their ideology.

But we are also poking our nose into other people’s business too much. Let’s look behind the scenes and let’s find out what religious behavior promotes: humility in actual life. Maybe. It’s hard for us to do without affecting others. We even forget the real meaning of religiousness. St. John Crysostom subscribed on the topic “Pagans and Christians” very well: “There would be no pagans if we were good Christians. But the pagans see us manifesting the same desires, pursuing the same objects - power and honor - as themselves, how can they admire Christianity?

ON RUSSIAN WOMEN --- A former Soviet citizen of USSR but now an educator in the US, Prof. Elise Kiregian of the TCI College of Technology did a paper on how Russian women had broken through difficult barriers of gender issues and had shown great progress in business. Although admitting that the level of women participation in politics in Russia is still wanting, the fact that Russian women are now making waves in the financial and business fields augers well for the future. Prof.

Elise briefly talked about how she was made to start literally from scratch when she migrated to the US to start a new life -- leaving behind in Russia her advanced studies and credentials and papers.

She recalled that while at the border on her way out of Russia, she was made to make a choice, the Russian immigration officer telling her when she insisted on bringing along her papers and credentials that were work of a lifetime: “Take that door (out) or your credentials.” She chose the door to freedom , without looking back. She is now an accomplished communications educator in the US. The rest is history.

Education is an essential matter to man’s life. Through learning, he will know the world around him and he acquire answers to his questions.

In the absence of Education, one may fail to put good control over his intellect an. For one, everything that resulted to success or a mess is a result of one’s actions which is, of course, his thinking made him to do so.

Having an education is similar to taking water; once one gulps more water, his thirst would be easily healed. Similarly, it is not just actually what people learned from four classroom corners but on their everyday encounters. Each encounter will bring new learning, filling his thirst

of knowledge.

Education is also a beneficial thing to man as a good guiding light in tracing “real life.”

The lessons learned from school are big help in getting a job. In addition, being schooled will make a person think better, understand critical situations and achieve smart decisions. These are surely additional points during a job interview, attracting company employers.

Education is not just actually what a student learns from school, but on their everyday experience. Life without learning is a life that seeks no improvement.

Multimedia presentation is one. This form uses applications coming from modern gadgets. Example of this form are slideshows, videos or movies and PowerPoint presentation, a tool useful for jazzing up school presentations. Multimedia presentation is effective in classes because of its viewing effects, audio and attracting colors that entice listeners to be attentive in the class.

Internet or software exploration is also useful.

There are a lot of students who already have gadgets.

Teachers can use this form in her lessons, for example, on reading comprehensions.

He can provide sites for the students to access and explore for more or less an hour, before giving out small discussions and quizzes.

In line to this, there are also schools that conducts exam online through a use of software. To many, this is called “paperless” quizzes and also effective to prevent cheating.

The military also released photos of the things troops recovered in Sulu.

But the photos also showed the ill-equipped soldiers on the front line. They wore no Kevlar helmets and were not even wearing body armor.

Fierce clashes in Talipao town on November 14 left five soldiers and ten rebels dead and at least four dozen injured on both sides.

The bodies of all soldiers slain in the fighting have

been sent home to their provinces after troops paid their last respect to the fallen heroes, who fought the rebels in close combat battle for several hours that killed two notorious Abu Sayyaf commanders Hairullah Asbang and Julie Ekit.

The Regional Outstanding Nutrition Program Implementers are the following: Zamboanga City, city category; Piñan, Zamboanga del Norte, municipality category; and, Zamboanga Sibugay, provincial category.

Each of the three LGUs, as recipients of the green banner award, has received a trophy and a laptop from the NNC. NNC Regional Nutrition Program Coordinator Maria del Pilar Pamela Tarroza said the green banner award is given to LGU that showed

outstanding in the implementation of nutrition program in respective localities.

The assessment is being done every quarter of the year by an evaluation team to evaluate the nutrition program implementation.

A certification of recognition was also given to the outstanding nutrition action officers comprising of the following: Marelene Garcia, Zamboanga Sibugay; Dr. Rodelin Agbulos, Zamboanga City; Dr. Domiciano Talaboc, Polanco, Zamboanga del Norte; Dr. Ricardo Awit, Piñan, Zamboanga del Norte; and Nena Pedroza, Alicia, Zamboanga Sibugay.

Certificates of recognition and cash were also given to outstanding Barangay Nutrition Scholars.

“So as not to duly prejudice our aggrieved countrymen for whom RA 10368 was primarily enacted, and to accord the HRVCB sufficient period to discharge its statutory duty, the HRVCB should be allowed to extend the period to accept human rights victims’ claims for another six months from November 10, 2014 or until May 11, 2015,” he added.

According to the Philippine Alliance of Human Rights Advocates (PAHRA), a coalition of human rights groups, theHRVCBhad received only around 29,000 claims as of October this year. PAHRA chairman Max de Mesa said the board expected about 55,000 to 90,000 more applications to be processed.

“There are, in fact, more than 7,000 undocumented human rights victims from the cursory research conducted by our group, apart from the more than 9,000 Hawaii class suit claimants, De Mesa said.

“The extension, more than the filing of claim, ensures that all human rights victims will be given access to a means of gaining redress for the sufferings and sacrifices that they endured during the Martial Law,” he added.

Pimentel, whose father, former Senate PresidentAquilino “Nene” Pimentel, Jr. was jailed for opposing former President Ferdinand Marcos during the martial law era, said in a radio interview early November that martial law victims could continue to file their claims for compensation once Senate Joint Resolution 10 and its counterpart, House Joint Resolution 16 would be enacted into law.

Akbayan party-list Rep. Ibarra Gutierrez, one of the authors of House Joint Resolution No. 16, said the resolution would have

a retroactive effect. The House of Representatives had passed Joint Resolution 16 on final reading before Congress adjourned last October.

Pimentel said he already asked the HRVCB to continue accepting claims even after the filing period as prescribed under the Human Rights Victims Reparation and Recognition Act of 2013 had elapsed.

“I asked the Board to continue receiving claims.

We will approve the resolution by mid-November that would give chance to all human rights victims to file their claims for another six months,” Pimentel said.

Meanwhile, the Senate also passed on third and final reading a bill which seeks to include the ethnic origin in the national survey conducted by the Philippine Statistics Authority.

Senator Loren Legarda, who authored and sponsored Senate Bill No. 2426 or the Ethic Origin Act of 2014, said the government had no adequate information on the population of the different ethnic groups in the Philippines.

“The population data on the indigenous peoples (IPs) and indigenous cultural communities (ICCs) vary depending on the group handling the research or using the data. This reality compels us even more to obtain the accurate data.

The Episcopal Commission on Tribal Filipinos (ECTF) estimates our IP/ICC population to be between 6.5 and 7.5 million, while the International Labour Organization (ILO) estimates it to between 12 and 15 million.

As defined under the bill, food technology is the study of food industry issues and the research and solutions to these issues. It involves public interest as it deals with the health, comfort and safety of the public.

The bill seeks to establish a Board of Food Technology under the supervision of the PRC, which should conduct licensure examinations for the practice of food technology.

Escudero, Vice-Chairperson of the House Committees on Cooperatives Development and Higher and Technical Education, said no person should practice food technology without satisfactorily passing the licensure examination given

by PRC. The bill also provides reciprocity with foreign governments to enable foreigners to practice food technology in the Philippines if the country of which they are subject or national offers the same privilege to Filipino food technologists.

Escudero said food technologist must work together with the food industry and those in the regulatory and public policy communities.

“With science and technology solutions available to address specific issues throughout the food system, our ability to feed a growing population in a sustainable way is very promising.

However, we must remain steadfast and rational about our approach to help humanity, by regulating the practice of food technology in the country,” Escudero stressed.

‘Ya Hindi No’ Hot New Yano Album ( Part 1 of 3)

n September 6, the 12 songs in the newest album from YANO entitled ‘YA HINDI NO’ is finally out after recording began in mid – April this year.

The album was launched in the recently successful P FEST UK in London on September 27 and 28.

The recording came from scratch in lyrics and melody.

And from scratch, the pace was quite fast of 1 song composed and recorded and initially mastered in 1 week, and another song after another week per week thereafter. 4 songs were roughly ‘sketched’ in Dubai in March this year when the band had a series of bar concerts there.

The first song recorded was ‘Sanggol’ and the album was supposed to end at 10 songs with ‘Rurok’. But there was quite a feeling of lack in the whole sense of the album.

Hence, ‘Yan O’ and ‘Tingin’ were added to make it 12.

The album gained great feedback. They said, ‘This is a great album’, and ‘Nice lyrics and melody, and originality of music’.

Among their immediate favorites are ‘Bago’, ‘Ya Hindi No’, ‘Paulit – ulit’,’Ikaw’, ‘Isip’ and ‘Ulap’. They also remarked the resemblance and consistency of music from the 1st Yano self-titled album.

Here then are the songs from the album: 1. And in the end, everyone everywhere will return to the epitome and happiness of the Filipino as put in the concluding line in the song ‘uuwi ang lahat saan man sa kayanuyanuhan mo.’

The notebook SOMEWHERE in Tawi-tawi, a seven-year-old kid clutches a very worn-out notebook in hand. The kid’s mother who’s in her mid-20s says that she was the original user of the notebook when she graduated in high school almost ten years ago. All the lessons written in pencil were erased so the notebook would be used by her son who’s now entering first grade.

This situation highlights the grim vast gap between the poorest of the poor and the average Filipino. Here in the city, we already tend to discard our notebooks and even papers that have already been used to record documents. We already use cellphones, tablets and desktops in our day-to-day lives that we ignore notepads

and papers lying around. But in highly remote communities, kids badly need them so they can be literate. Whereas here in the city we doodle and write often nonsensical things on paper, they in the provinces need

or being No. 9 nationwide in the roster of licensure examination for teachers (LET) taken last August, 21-yearold Barbilou Labial received P30,000 from her alma mater COC-Phinma.

According to CO CPhinma marketing officer Royce Arellano, this has been a practice of the educational institution for any alumni who excel in their respective licensure examinations.

Labial took the half-day exam here in Cagayan de Oro City last August 17 along with 148,588 other hopefuls spread in hundreds of testing centers all over the country.

Of that number, only 52,068 passed. Labial was among the nine passers who shared the same percentage score – 87.60 percent – to rank ninth nationwide.

So how did she do it?

“Nothing. I did not expect to be one of the topnotchers.

I just had the proper training from school. I was very diligent during the review.

I had whole support from teachers, friends and family alike,” Labial quipped during this interview.

After graduating as a dean’s lister in March this year, Labial immediately went to review mode. But the road to being a topnotcher started as early as during her elementary years

when Labial was the school valedictorian at Cogon Elementary School in Balingasag, Misamis Orintal.

When she graduated from Misamis Oriental General Comprehensive High School (Mogchs) in 2010, Labial was a first honorable mention. It was there and then that she decided to enroll at COC-Phinma.

Anchored on giving quality but affordable education, COC-Phinma gave Labial and the whole Education population in the campus the best only the Phinma Education Network can give.

It has also been the principle of COC-Phinma for its graduates to gain employability. With preparing for their students’ bright future in mind, COC-Phinma strives its alumni to be competitive not just here in the Philippines but in the global market while at the same time, empowering their families to live a life that matters.

That’s what happened to Labial. Employability?

Labial is now a part-time faculty at her alma mater, COC-Phinma. Empowering the families of the students?

Labial’s sister is now following her footsteps as an Education student of the institution.

On a footnote, Labial’s dad Felipe and mom Maria Regina happily posed with their proud daughter while receiving the P30,000 check.
