AGAYAN de Oro City––The City Council on Monday would start reviewing the city’s existing Curfew Ordinance here to determine whether its provisions are consistent with existing laws.
City Councilor Enrico Salcedo said that the proposal to amend the city’s curfew law would focus on the provisions of Section 485 and 486 of the City Codified Ordinance of 1994. Salcedo said that the review is necessary after a Councilor Teodolfo Lao reported to the city council that the Curfew Ordinance that took effect on June 1, 2014 is contrary to RA 9433, otherwise known as the Juvenile Justice and Welfare Act of 2006. Lao said that the violators of the Curfew Ordinance will have to pay a fine of not less than P500 or more than P1500 or face
imprisonment of not less than one month and 10 days. He said that the Juvenile Justice and Welfare Act of 2006, which states that children 15 years or under at the time of the commission of the offense shall be exempt from criminal liability. Lao has proposed the amendment of the existing curfew ordinance and sought interventions instead of penalties as provided for by law. C. de Oro’s coastal plan gets nod
CAGAYAN de Oro City–– After almost a decade, this seaport capital of Northern Mindanao has finally decided to form an integrated coastal management plan, Julius Bona, the city’s environmental specialist said on Monday.
Bona said that the formulation of the integrated coastal management plan is mandated under Executive Order No. 533 of 2006. He said that an integrated coastal management plan includes fisheries management, wildlife sanctuary
management, mangrove management, coral reefs/ seagrass management, and delineation of coastal areas in each of the coastal villages under the plan. The establishment of coastal environmentfriendly enterprises, strict

The occasion was highlighted by the opening of the Agri Industry Expo and Tourism Fair at the Davao del Norte Sports and Tourism Complex in Mankilam, Tagum City. Some 33 exhibitors coming from the local government
private sector, participated in the expo to make the festival fun and exciting. Aside from the tourism and agri-trade fair, other fun-filled and crowd-drawing activities lined up for the week-long festivity include sports events, Gaward DavNor Awards, skills and talents competition, and information and communicatin fair, among others. Kadagayaan specials boasting the rich cultural heritage and festivals of the province, as well as, local band concerts will also highlight the event. Mouth-watering goodies and thirst-quenching refreshments choke up the Kadagayaan activity area for the convenience of guests and spectators. The governor asked the Sangguniang Panlalawigan, led by Vice Governor Victorio Suaybaguio, Jr. to fast-track the passage of a provincial ordinance that will institutionalize the Kadagayaan Festival, as a major cultural event displaying the rich bounty, heritage, identity, dignity, industry, and ingenuity of the people of the province.
Duterte said the city government is doing "humanly possible" to ensure the safety of the people, adding that terrorism must be responded in full scale. The mayor also stressed that response to terror threat whether in Davao City requires the full cooperation in all security checks at checkpoints and vigilance of the community. Department of Interior and Local Government (DILG) Secretary Mar Roxas would not confirm if Davao City is the target of the terror group. He would not also confirm if the government is running after suspected members of the Jemaah Islamiya (JI). However, he said he is satisfied with the preparations
of the city' security forces. All intelligence sources of the Philippine National Police (PNP), the mayor's own sources, the Intelligence Service of the Armed Forces of the Philippines (ISAFP) and the National Intelligence Coordinating Agency (NICA) are interconnecting with each other to track down terrorists, he said. The 1,400 police personnel are on alert including the more or less 350 members of Task Force Davao. They will be augmented by other forces including those from neighboring provinces. Duterte also emphasized that curfew on liquor is still in force. Roxas flew in here from
Manila to talk with Mayor Duterte on security threats and what actions have so far been taken to ensure the security of the city. Duterte and Roxas met the press early evening after a closed door meeting at Marco Polo Hotel. Roxas said the police and the military are on heightened alert since Thursday. Checkpoints have been set up in strategic areas. Roxas also urged the public to be vigilant and report immediately any suspected persons. Roxas has also tapped the Barangay Peacekeeping Action Teams, the barangay tanods and other individuals who serve as a network of anonymous informants for PNP. Earlier, Duterte has ordered police and military to effect higher level of alert in the city following a phone call from President Benigno Aquino III who told the mayor on a classified information about the presence of interna-
tional terrorists in Mindanao. The President instructed Duterte not to take the information lightly and to ensure safety of the people. “Do not take it lightly,” Duterte quoted Aquino, who phoned him at about 5:00 p.m. on Thursday (June 26). The mayor echoed the same to police officers, military commanders and concerned agencies, saying coming from the president is a serious matter. While there was no specific details provided to him, Duterte said he wants everybody to do more to ensure that the city remains peaceful and safe. According to the mayor, the government is pursuing “persons of interest” or people in the radar of the government security forces. Duterte expects more mobile checkpoints and enforce stricter checks at entry and exit points of the city. “I task everybody to cooperate,” Duterte said. (PNA)

Another Charter Change to recharge our economy? THE recent positive economic developments and high foreign investors’ confidence provide further justification in removing restrictive economic provisions in the 1987 Constitution through Charter Change (Cha-cha). This was the stand of Lower House speaker who says that we can sustain and even boost these positive economic developments and the high foreign investors’ confidence in our country if we can ease our Constitution of these restrictive economic provisions now. Recently, the Bangko Sentral ng Pilipinas reported that foreign portfolio investments or hot money registered a net inflow of $545.08 mil-
lion in May, which was a turnaround from a net outflow of $640.84 million recorded in the same period last year. BSP says the reversal was attributed to investors’ strong confidence in the economy and positive quarterly corporate results. Truly, present developments indicate that foreign investors are looking at the Philippines as locator of key industries in Asia. For instance, Japanese companies are considering the Philippines their manufacturing hub in the ASEAN due to the steady robust performance of the local economy. Trade and industr y officials bared that RP
and Japan are holding an Industrial Cooperation Dialogue to assess how the Philippines can be a further viable destination for industrial foreign investments by Japanese firms, for human development, and for enhancing competitiveness of the small- and medium-sized enterprises (SMEs). Also, former Constitutional Commission delegate member and now University of Asia and the Pacific (UA&P) research head Bernardo Villegas backed the cha-cha move and emphasized that now is the time that the Philippines should open the country to direct foreign investments. restrictive economic provisions in our Constitution are harming our foreign direct investments? These needs further scrutiny. The Monetary Board may authorize foreign banks to operate in the Philippine banking system through: acquiring, purchasing or owning up to 100 percent of the voting stock of an existing bank; investing in up to 100 percent of the voting stock of a new banking subsidiary incorporated under the laws of the Philippines; and establishing branches with full banking authority according to BSP. If another cha-cha will sustain and provide more economic gains for our country, this remains to be seen.
Pre-empting the SC on Napoles-Ong link LIFE’S INSPIRATIONS: “…maintain justice in the courts…” (Amos 5:15, the Holy Bible). -oooLEAKAGE OF REPORT ON JUSTICE ONG: There is something that baffles me about the news story that Sandiganbayan Associate Justice Gregory Ong now faces expulsion from the graft court, on account of a recommendation made by former Supreme Court Justice Angelina Sandoval Gutierrez who investigated Ong on charges that he fixed cases for and in behalf of Janet Lim Napoles. A major Manila newspaper headlined Gutierrez’ recommendations and findings, quoting extensively from the report that she allegedly submitted to the high tribunal on May 15, 2014. My question here is this: how did the newspaper get a copy of Gutierrez’ report? Is this a case of a leak? Who could have leaked her recommendation to fire Ong to the media? These questions are

Under Section 5 of the Supreme Court’s Administrative Matter No. 01-8-10-SC, the report on an investigation against justices of the Sandiganbayan, Court of Appeals, and special courts, is declared “confidential and shall be for the exclusive use of the (Supreme) Court.” Surely, someone violated this confidentiality rule, in the case of Justice Ong. Who committed this violation? -oooPRE-EMPTING THE SC ON ONG-NAPOLES LINK: Gutierrez should be thoroughly familiar with this confidentiality rule, because she was one of the members of the Supreme Court when that rule was formulated and adopted in
2001. The Internet copy of this administrative order does now show whether Gutierez signed it or not but, as a sitting justice at that time, she ought to know the rule. Then, that confidentiality rule is even more specifically reiterated under Section 12 of the same Administrative Matter No. 01-8-10-SC, in this manner: “Proceedings against Judges of regular and special courts and Justices of the Court of Appeals and the Sandiganbayan shall be private and confidential, but a copy of the decision or resolution of the court shall be attached to the record of the respondent...” From the point of view of due process, this confi-
dentiality rule is important since any report or recommendation of any investigation judge or justice, like the report and recommendation of Justice Gutierrez in the case of Justice Ong, is actually useless and without any validity, unless first confirmed by the Supreme Court. Clearly, somebody wanted to preempt the Supreme Court as far as Ong is concerned. -oooSC PUNISHES LEAK OF DRAFT DECISIONS: This leak of the recommendation of Gutierrez against Ong approximates the leak of a draft decision attributed, and over which harsh penalties were meted, to former Supreme Court Justice Ruben Reyes. The Supreme Court investigated Reyes on charges that he was responsible for leaking the draft of a decision in a case before the tribunal. UTUAN CITY -The Department of Agriculture said that the pending application for extension of the country’s rice quantitative restrictions (QR) is a measure to ensure food security and give protection to local farmers as it prepares them for global competition.
In a media release emailed to Mindanao Daily News-Butuan, Agriculture Undersecretary for Policy and Planning Segfredo Serrano said without the QR, local rice production will be drowned by imported rice which will displace local farmers. Segfredo added that negotiations with the Committee of Trade in Goods (CTG) of the World Trade
Organization (WTO) ended successfully on June 19. It is set to recommend to the General Council of the WTO the extension of the Philippines’ rice QR up to 2017 when the Council meets in July. The WTO General Council is expected to grant the request for the QR’s extension. “In terms of securing food security, I think we got a good deal,” Serrano
said. He clarified the maximum access volume (MAV) of rice yearly, which rose from 350,000 metric tons (MT) to 805,000 MT at 35 percent tariff, that the Philippines has committed to countries who negotiated with us “does not translate to mandator y procurement.” Instead, MAV assures rice businessmen that they will have access
to sources of rice when and if they decide to bring in rice into the country to augment government stocks. Australia will have a 15,000 MT quota; China, India and Pakistan, 50,000 MT, and El Salvador, 4,000 MT. Thailand and Vietnam’s ceiling is 293,000 MT. The quota from other WTO members is 50,000 MT. According to Serrano, even if the cost of rice production is higher compared with Thailand and Vietnam, that does not mean that we should just import and stop producing. Rice supply and price worldwide is very volatile,
and municipalities. The students for Abot Alam project are being referred to Alternative Learning System coordinator for proper scheduling as to what time they can study. The program constitutes home study and face to face method. The assessment done will be then used in designing programs suited for the students. This Abot Alam program is highly beneficial to outof-school youths. It is good to know that education department initiated this to extend services and reach out to those who mostly need the benefits of having education. Through this,
there is a high possibility that the aim of having zero-percent out-of-school youths in the country would
be achieved and would mark positive results. It is not just helpful to the people benefitting the project but also
with only 3-5 percent of total production available for trading. “What happens if inclement weather destroys the crops of countries we import from and nobody would sell us their produce? What happens when our farmers stop planting because they cannot compete with the cheap imported rice because of high cost of production?” he asked. The DA Undersecretary added that “This is why we still have to keep on producing with government support towards improved competitiveness, especially now that we are on the threshold of rice self-sufficiency.”

It is true that education is a very essential matter that holds the kind of future for Filipino children. Unfortunately, not all are given the benefit to finish higher educational level or even the chance to attend school. In 2012, the Department of Education identified millions of Filipino youths that do not attend school. In these millions, there are some who do not have the interest to enter schooling. There are also some who are deprived to attend due to various reasons, such as financial instability, family
problems, distance of school from home, lack of interest and confidence, personal crisis and the like. To address this problem, “Abot Alam” projects was created and implemented. This is a nationwide campaign that intends at improving the delivery of free and quality education. The program also aims to achieve zero percent outof-school youth by 2016. In Abot Alam program, out-of-school youth aging 15 to 30 are encouraged to register through the program’s website. This will be done with their barangays

ZAMBOANGA City - The National Housing Authority (NHA) has resumed the home materials assistance (HOMA) program June 25-26 with beneficiaries, mostly from Martha Drive, Sta. Catalina. Engr. Reynaldo Bolayog of the NHA said a total of 44 land title holders received home materials assistance worth P30,000 during the two-day distribution. Of the total number, 11 were given the assistance in the form of coupons June 25 and 33 got their HOMA coupons on June 26. The distribution was done at the Martha Drive in Sta. Catalina in coordination with the Housing and Land Management Division (HLMD) under Rodrigo Pagotaisidro.
The NHA is exhausting all efforts to meet its target of releasing HOMA to 100 beneficiaries per week so that the distribution for the total 1, 660 land title holders. However the agency along with the HLMD, the agency tasked to verify and certify the beneficiaries, are encountering difficulties in the finalization of the documents due to existing policies and requirements. This could be the reason behind the reformation of subjects among some schools. This reformation include the plan of erasing of Home Economics in class subjects. Now, why should it be retained? In an article published on The Boston Globe, between stocking a pantry, furnishing and maintaining a home, caring for
children and managing a budget to take care of it all, there are a lot of issues a person has to juggle in order to make a home function smoothly and Home Economics teaches a lot of it. Home Economics also deals with the economics and management of the home and community. It also discusses on important topics one should know such as consumer education, institutional management, interior design. It also teaches on proper home management in terms of home furnishing, handicrafts, sewing, clothing and textiles, com-

MANILA -- The Bangko Sentral ng Pilipinas (BSP) will not penalize Philippine banks for not complying with the US government’s Foreign Account Tax Compliance Act (FATCA). BSP Governor Amando Tetangco Jr. said they have “no defined sanctions for non-compliance.” “The ultimate consequence of non-compliance is the withholding by the US government of 30 percent of income sourced from the US,” he said.
