Oro dad reminds brgy execs on waste segregation AS the city government is now strictly implementing Ordinance No. 8975-2003, which requires the mandatory segregation of waste at source, Cagayan de Oro City Councilor Dante Pajo, chair of the city council committee on health and sanitation and member of the committee on environment and natural resources, reminds barangay officials of their important roles in the successful implementation of the said law.

Pajo cited Section 3b of the ordinance, which provides that the segregation of waste shall be primarily conducted and managed at the barangay level specifically for the compostable, recyclable, and reusable waste.

1st Negosyo Center to open in C. de Oro

the commitment of right to protect the victims of violence against women and to forge partnership among stakeholders in addressing the VAW. The start of the 18-day campaign to end violence against women will be on November 25 until De-

3 alleged drug pushers killed

GENERAL Santos City–– Three suspected illegal drug pushers were killed in a shootout with police anti-drug operatives in an outskirt village here on Friday night.

Chief Insp. Lauro Espida, city police station number 07 chief, said Saturday the encounter happened during

a drug buy-bust operation launched by joint police units in an alleged drug den in Purok 3, Block 0 in Barangay Fatima at around 6:45 p.m.

Malacanang hit for barring Davao reporters in forum

AVAO City - The local chapter of the National Union of Journalists of the Philippines (NUJP) slammed Malacanang for barring around 20 reporters from covering the second day (November 6) of the Philippine Development Forum on the Bangsamoro.

In a statement, NUJP Davao City chair Jessie Casalda said the move to bar around 20 members of the Davao media from entering the venue was an act of disrespect.

The forum was held at the SMX Convention Center in Lanang, Davao City.

Casalda demanded an explanation from organizers of the event as well as

the Office of the President.

“It was, by all measure, disrespectful for the Office of the President to invite journalists to cover an important event and later shame them by disallowing entry to the forum where the President himself was to deliver a speech on the government’s efforts to ensure the progress of the Bangsamoro and the people of Mindanao,” Casalda said.

“The act was a form of harassment of the members of the Fourth EState whose only intention was to cover the forum. It was, at the same time, a classic act of clipping media freedom by a government that supposedly banners transparency

and accountability.”

NUJP said the Palace was yet to issue a statement on the incident.

“However, a member of the Malacanang Media Accreditations and Relations Office (Maro) was only heard saying there were too many journalists covering the event already,” the NUJP added.

But members of the Davao media noted that a group of Manila-based reporters was allowed easy access to the venue despite having arrived past the “cut-off time”.

In a post on her Facebook account, MindaNews and Our Mindanao editorin-chief Carolyn O. Arguillas said the organizers

could not seem to agree on the cut-off time for the entry of reporters who wanted to cover the forum.

Arguillas said one of the organizers said the cut-off time was 9:00 a.m., another one said 9:30 a.m. and yet another one said 10:00 a.m.

“And yet you allowed the Malacanang Press Corps in even if they came past your supposed cut-off? We have no quarrel with the Malacanang beat reporters, it’s their right to cover just as it is the right of local reporters to cover.

“But you have cut-off for locals and no cut-off for Malacanang reporters, expect the local media to protest — those who were barred and those of us who

were already inside.

“If your institutional memory started only in 2010, we have a longer institutional memory. We have a long history of walkouts and quarrels with the entrance guards. When will you ever learn?

“P.S. Please learn to respect the media accreditation cards issued by government for us to gain access to the coverage venue. If you in government can’t honor these cards, please do not issue them anymore!” Arguillas said.

Other Mindanao-based journalists also posted on Facebook their own negative experiences in covering events involving President Aquino, former presidents

and other high officials from Manila.

The NUJP also questioned the singling out of DavaoToday.com photographer Ace Morandante even if the other reporters were already allowed to enter around 11:30 a.m. Thursday.

“We also demand an explanation from the Office of the President why it singled out Morandante despite the proper accreditation and endorsement given to him from the Philippine Information Office, the state’s information arm,” Casalda said.

“It is disconcerting to think that the proclivity of the Aquino administration to treat media with disrespect is becoming one of the bad habits of the Aquino administration.”

Government agencies and private organizations have been contributing to its development. Thanks to the untiring efforts of the school administrator and teachers for calling the attention of authorities of our institution’s needs and following them up for implementation.

An engineer from the Department of Public Works and Highways (DPWH) visited our school administrator and teachers to tell us that four classrooms will soon be built in front of the school flagpole. We were excited since we really needed additional classrooms to provide the schoolchildren more space to inspire them in their studies.

Another project being mulled by school authorities is a concrete pathway to enable teachers and students

easy access to classrooms, buildings, and facilities.

The school had just been a recipient to a school toilet from the DPWH. The new school administrator was thankful that the toilet was completed during his watch and made a commitment to take good care of it.

A few days after the toilet was turned over to the school, a water faucet was taken. The next day, all the faucets were lost! The vandals also had a field day scribbling nonsensible words on the walls.

toilet properly. Since we were provided toilet facilities, and the good fortune to have a water system, we have to protect them from vandals and maintain cleanliness at all times. The caretaker was ordered to make good his duties.

On the whole, the school has been blessed and looks forward to more good fortunes to come. We have been giving pointers to our students to take good care of our school facilities and keep our surroundings clean as we do our home. Doing good brings blessings.

There was a time, he said, when the people in Barangay Kauswagan, a mass-base supporters of the NPA were rushing to meet a delivery truck filled with rubber tree seedlings from an NGP contractor so they can grab seedlings for their farm. “I have never seen the people so much interested in planting rubber trees on their farm as that one,” Mayor Otaza said.

“It was a great transformation of that village from NPA to NGP,” he said.

A kilo of rubber sap commands a price of P44 to P 47 a kilo. Transporting these products to the local market from the farms is being made easier by the construction of a road network initiated by Mayor Otaza in coordination with the Department of Public Works and Highways.

Garage and parking space first before buying a car A legislative measure soon tackled in Congress requires people to have a parking space or garage in their residences first before they are allowed to buy a motor vehicle. This reportedly is under a bill which seeks to address the problem of traffic congestion in Metro Manila because of the huge number of vehicles.

Somr call it absurd but House Bill 5098, which seeks to reduce the number of vehicles that are being parked in the streets due to lack of parking space, may have some sound reasons after all.

Motor vehicle owners should be made responsible to provide a permanent parking space for their private vehicles in their residences, and not park their vehicles in the streets which are public domains.

The street is intended for motorists and pedestrians and should not be used as personal parking

space for these vehicles.

Anyone who buys a motor vehicle is presumed to be able to provide a parking facility for their vehicle..

Under the bill, any person who intends to buy a car should first execute an affidavit before a notary public attesting to the availability of a parking space for the vehicle, the proposal states.

The affidavit shall be presented to the Land Transportation Office (LTO) as a pre-requisite for car registration. The document must be kept on file and shall be produced when there exists a claim or evidence to the contrary that the parking space or

facility attested therein does not exist.

Well and good.

The measure also provides that penalties for violation include the revocation of the motor vehicle registration and a fine of P50,000 for the car owner.

The owner shall not also be allowed to register any vehicle under his name for three years.

Any official or employees of LTO who allows the registration of motor vehicle without a permanent parking space shall be suspended from office for three months without pay.

This is a sound proposal.

It needs full public support.

A WASTE OF TAXPAYER’S MONEY? The local government of Opol town in Misamis Oriental and A Brown Company Inc. sealed a memorandum of understanding, Friday, November 7, 2014, for a bulk water project under a Public-Private Partnership (PPP).

The MOU signing officially binds Opol-LGU and A Brown Company Inc. to the conduct of Detailed Feasibility Study intended for Municipal Bulk Water Supply Project, which will cost from P500 million up to a billion for the proponentcompany, A Brown.

Opol Mayor Maximino B. Seno said the people of

Opol have long been dreaming of sufficient water supply, especially households living in the upper portion of the town and who have to wake up late at night or at early dawn to gather water from the faucets provided by the Cagayan de Oro Water District due to intermittent water supply.

Upon completion of the water project, situated in Barangay Tingalan the town will be provided 15 million litters per day for five years, more than enough the water supply needed by the residents of Opol.

In the suceeding years, the capacity may reach up to 25 million litters per day, and the neighboring town of Alubijid and Laguindingan may also benefit from the

project.

Dr. Walter Brown, chairman of A Brown Group of Companies, assures local executives during the MOU signing, held at the Legislative Building, that as soon as A Brown sets in on a community like Opol, it does not intend to do one project alone, but more.

Described as a “quantum leap,” the project signing on Friday will lead to the use of state-of-the-art technology called “Membrane Technology” from the Netherlands.

Construction of the project will run for two years and will prioritize residents of the beneficiary-community for employment.

Once realized, the estimated P500-million bulk water supply project will be the first such undertaking

by A Brown Company, Inc., which has diversified itself from footwear manufacturing to real estate and palm oil processing.

The bulk water supply is expected to be around 25 kilometers long, traversing from barangay Tingalan to serve the residents of barangay Poblacion, which current source of water is almost nil.

Mayor Seno and Vice Mayor Chizarina Ortigoza set aside political differences and together welcomed A Brown Company, Inc. Chairman Walter Brown and his party during the ceremony.

Mayor Seno and Vice Mayor Ortigosa led the signing for Opol with Dr. Brown and Mr. Castro for A Brown.

Opol, which has been a municipality for 64 years without its own water supply, has lately grown into a major business hub and seafood center in the province with more investors coming in for tourism and other projects, as well.

Under the MOU the company will shoulder the cost of the project.

Seno said the municipality’s equity in the MOU is the water source.

“This is a dream come true for Opol,” Seno said.

“This (water) project will attract more investors,” the mayor added.

He said close to 200 new investments are coming, including development of resorts along the beach area.

With these developments, Mayor Seno is expected to call for series of planning sessions to tune up the master plan of Opol municipality.

CAGAYAN DE ORO CITY -- The Department of Transportation and Communications and the Civil Aviation Authority of the Philippines (CAAP) have announce the readiness of Laguindingan Airport for night operation strting this month.

Laguindingan Airport is now equipped for night landing operations and will soon activate evening flights by the end of November to give the public more flight options as well as to decongest the airport during the day.

This was announced by Transportation and Communications Secretary Jun Abaya said in a statement released earlier.

The opening of Laguindingan night flights is considered a major gateway to Northern Mindanao, allowing for expanded air travel to the cities of Iligan and Cagayan de Oro, as well as the provinces of Misamis Oriental, Bukidnon and Lanao del Norte.

CAAP said all the air navigation and airfield ground lighting systems at the airport were already installed and tested.

In line with certain policies and procedures of the International Civil Aviation Organization (ICAO) and CAAP, officials from DOTC and CAAP are conducting a joint inspection this week for safety purposes to double-check the night system.

DILG 10 to conduct prov’l orientations, workshops for LPRAT Members CAGAYAN DE ORO CITY -- The Department of the Interior and Local Goverment in Region 10 (DILG10) spearheads a series of Local Poverty Reduction Action Team (LPRAT) Orientations within the month of November, this year.

DILG-10 Regional Director Rene Burdeous said the issuance of DBMDILG-DSWD-NAPC Joint Memorandum Circular No. 5 calls for the need to orient LPRAT members on the new policies and guidelines.

Joint Memorandum Circular No. 5 contains the Policy Guidelines and Procedures in the Imple-

mentation of the Grassroots Participatory Budgeting Process (formerly called Bottom-Up Budgeting) for the preparation of the FY 2016 Budget and Succeeding Years).

Atty. Burdeos said the DILG 10 finds significance in ensuring proper compliance to policy guidelines and procedures under JMC 5 to result in an efficient and successful implementation of the GPB projects in all provinces in the region.

The orientation workshops will tackle the Grassroots Participatory Budgeting Process which will include its rationale and

guidelines, the tools for the Local Poverty Reduction Action Plan (LPRAP) and the Menu of Programs for GPBP including technical requirements for projects by participating agencies.

10th Mindanao PAFC Summit held

The Department of Agriculture-Regional Field Office 10 (DA-RFO 10) hosted the 10th Mindanao-wide PAFC Summit with the theme Enhancing Food Security in Mindanao through strong partnership between government and private sector towards ASEAN Integration, held in the city.

The gathering of the Provincial/City Agricultural and Fishery Council (P/ CAFC) Chairmen aimed at helping the Local Government Units(LGUs) and the DA-RFOs in Mindanao to come-up with sound policy recommendations and to craft plans and programs towards the development of agriculture and fishery sectors.

By virtue of the Agriculture and Fisheries Modernization Act, AFCs assists

the DA in the monitoring and coordination of the agriculture and fisheries modernization process and serve as an integration and consultative structure for inter-agency and inter-sectoral collaboration in the agri-fishery development.

The Council is composed of private sector individuals who are committed to actively participate in ensuring the success of the DAs programs and activities. “Through the partnership with the private sector, the DA is able to keep in line with the governments thrust for transparency, accountability and good governance. School Turns Toilet into Canteen

Several years ago, several buildings including a toilet of La Trinidad Elementary School were condemned due to their dilapidated condition. These structures were left abandoned as school authorities did not find time to allot money for their rehabilitation.

The new school administrator decided to have the building on which the toilet stood renovated to convert it into a canteen. He hired two carpenters from his own money and completed the project in two weeks.

Before, teachers could not immediately resume classes after recess time since schoolchildren bought snacks from stores too far from school. This was the reason why some of them failed to return or missed classes.

The school’s share from the canteen’s proceeds is to be used for another project which is being worked out.

The old principal’s building was not functional for several years until it was also

renovated. The structure still serves the same purpose: to keep school records. Other materials are also available to answer for the needs and queries of parents, learners and teachers.

According to stakeholders, the school has now become a pleasant environment where changes have taken place owing to the leadership’s initiative aimed at the benefit of the school. The parents has come to look up to the institution as an ideal place where their children can learn so much in terms of nurturing and developing their imagination, creativeness and good leadership.

WHY HOMEROOM PTA are ORGANIZED?

The homeroom PTA is designed to strengthen the relationship between the schools and the parents. It is any of several local organizations composed of parents and public school teachers, seeking mutual cooperation in the guidance of school children. The parents make up the school, teachers, and pupils the so called ParentsTeachers Association. Each one is highly dependent, one with the other.

A strong PTA is necessary in order to achieve a meaningful rapport between the parents and teacher. Through this organization there is recognition of the importance of the parents to the school and vice versa. The school cannot exist without the par-

ents neither in the absence of the pupils. Therefore, these three attributes contribute to the success of any PTA undertaking.

Through this joint endeavor recognizing both as responsibility and privilege between the teacher and parents possible through tangible projects for the classroom are being facilitated, thus enhancing not only building a wholesome and good relationship but also making homeroom very conductive to learning. However there are few factors to consider in deciding on the project/s to be undertaken by the association. Take into consideration the following vital questions: 1.) Is it primary and foremost need of the Association and the recipients are the parents, teachers, and pupils?

2.) Is it within the capacity of the members to pay? In other words, is it affordable?

3.) Will, it be a lasting project that could endure the test of time?

The homeroom PTA then present the proposed project to the school principal for reaction and approval. If the school principal approves the said project, the teacher adviser, the HRPTA president and treasurer, consummates a contract to pursue the project.

However, bear in mind that the essence of any undertaking be it in the school environment or to the whole society where one lives; all great achievements come from working and waiting. Because success is 10% mechanic and 90% attitude. One’s attitude is highly determined by his attitude.

The current administration here in the Philippines is giving much more importance to Education. The reason behind is that they want to use this as a tool to improve each of its human resources.

In the aim to also provide better education, a lot of changes and improvements in Education sector has been made. Moreover, several programs are strategized to improve the curriculum, content, delivery and reach, among others.

Adopt-a-School program is one. This program allows private entities to assist

a public schools in terms of, but not limited to, staff and faculty development for training and further education, construction of facilities, upgrading of existing facilities, provision of books, publications and other instructional materials and modernization of instructional technologies.

The program can assist public schools in any levels, whether it is an elementary, secondary or tertiary school.

These beneficiary schools are located in any of 20 poorest provinces identified by Presidential Council for Countryside Development or any other government agency tasked in identifying such kind of provinces.

Over the years, the program has been realized through the collaboration of DepEd and private entities.

There are interventions that reduced student dropouts and kept the youth off the streets. The program also increased student achievement levels and improved teacher performance.

It is true that numerous problems envelopes the education system in the Philippines. However, fact cannot be denied that there are also several programs implemented to further address and fight these problems. Education is a priority, all involved parties should just have to be participative to continue the fight for education.

“We will use the MONEY to provide more skills trainings, production equipment and financial literacy trainings for the sewing enterprise of Xavier Ecoville. These will hopefully enhance the quality of the bags,” Guantero answered when asked about their plans on the grant.

SKETCH aims to provide livelihood opportunities for the families affected by Typhoon Sendong in December 2011. They tapped a group of 30 mothers from the XE community for the production of the recyclable bags.

These women have been paid for each bag that they produce. Thus,

more bags would mean more income for them.

“We chose to help Xavier Ecoville community because, like the Ecoville residents, two of our group mates are also Sendong survivors. The Xavier Ecoville community is also close to our hearts,” said Anne Sebastian, the partner of Guantero in the camp.

XE is a resettlement community for the Tropical Storm Sendong survivors located at Barangay Lumbia, located 60 kilometers away from the city proper.

“We wanted to help the society and the community,” Guantero added.

They also admitted that they drew their inspiration from Arsenio Sebastian, Ann’s grandfather who takes his active involvement as the livelihood development consultant of the Xavier Ecoville Project.

Hope for a bigger market

The Changemaker camp was initiated by the British Council, an international organization for educational opportunities and cultural relation, in partnership with the Peace and Equity Foundation (PEF), a staunch supporter of social entrepreneurship.

SKETCH bags started as a feasibility study requirement for their course. The bags were made from katsa cloth.

They were then chosen

by School of Business and Management to represent XU in the camp.

Currently, SKETCH bags has already produced and marketed a total of 47O bags. They are targeting to sell 900 bags by the end of this year. They will be distrib-

uting the bags to various organizations and companies.

They are hoping that through their efforts the sewing enterprise will be sustained and there will be a bigger market for the bags.

The other members of the SKETCH bags feasibility study group who were not able to join the camp due to the limited number of participants were Raymond Sabio, Lichelle Salgados, Ted Povadora, Ian Son and Mark Amper.

Other social enterprises from XU were Knots and Woods, another FS group who produced shoes made out of abaca fiber, and ROOFosition of the XEP which was aimed at developing a technology for urban gardening and maximizing the spaces on the roofs. PR

Building the longest music playlist WHEN local music stations tend to level down with the masses and lose their dignity by rotating baduy and old tracks, you don’t have any other recourse but to build your own music playlist. Over the years, technology has gone up rapidly allowing people to have their own music playlist beyond their iPod or phone platforms.

My very first downloads started in 2006. It was the time when my good chum Jigger Jerusalem’s column The Beat was at its peak. I was one of the avid followers of his indie music reviews.

It was also the time when

LAUNCHcast was the most favored online radio, replacing annoying FM stations which churn out lewd dramatized segments and other trash talk in between commercials and bubblegum pop. But LAUNCHCcast’s custom stations needed to be refreshed and updated every now and then that I decided to download mp3 files to my hard drive in my personal computer at home. From a humble collection of more than a dozen songs (Danko’s First Date, Shawn Colvin’s When You Know, Natalie’s Where Are You, etc.), my playlist now totals 31.9GB

I go to the countdown page of Magic 89.3’s website, then on to the website of Myx to Billboard and lastly to BBC Music. How do I download songs? I simply search the song on YouTube, copy the URL

of the link and paste it on a YouTube mp3 converter and voila! I got the download!

I may not know how to dance or sing, I may not know how to play the piano or guitar, heck I may not know how to read a note but I love music.

OC-Phinma alumnus Ernest Vincent Rasonable, 21, ranked seventh in the Certified Plant Mechanic Licensure Examination given by the Board of Mechanical Engineering last October 7 to 8.

Garnering a score of 92.60, Rasonable soared high among 2,959 other examinees in the country and for that,he was awarded P30,000 by his alma mater in gratitude to his sterling performance in the exam.

The rite was held recently at Misamis Oriental General Comprehensive School (Mogchs), which was also his high school mater.

During the ceremony held at the school’s covered court, the hundreds of senior students from Mogchs applauded as their beloved

alumnus walked to the stage to receive the award from Engr. Jocel Dimcauta, the dean of the College of Engineering.

In his thanksgiving speech, Rasonable said that sheer discipline during the four months of review in Cebu City was the key on why he soared high in the exam.

Rasonable then went on exhorted the Mogchs seniors to follow their heart in choosing the college program they’ll enroll in instead of caving in to the dictates of others “because

if you follow your passion, then you will excel at it.”

“Also choose a college that has a track record in churning out topnotchers, a college such as COC-Phinma,” he added to the applause of the crowd, which is also composed of Rasonable’s mentors both during his secondary and tertiary years.

Mogchs and COC-Phinma engineering mentors stood side by side and almost tearyeyed as their beloved student talked through his speech.

Meanwhile, students in the crowd in hushed whispers encouraged each other to take the entrance exam at COCPhinma when the time comes.

No one was happier than Mogchs 4th Year Level chairman Dr. Helen Maasin.

“The fruits of our labor here in Mogchs has ripened.

Engr. Ernest is living proof that Mogchs indeed produces some of the best citizens in CDO. And what Mogchs has produced, COC-Phinma has sharpened even more,” Maasin said.

In her speech, Dimacuta returned the compliment by saying that “Mogchs has already provided you the necessary foundation to make it to college.”

This remark catapulted the Mogchs to give their wildest cheers even more.

The son of a beer dealer and a real estate agent, Rason-

able was a presidential scholar at COC-Phinma and graduated cum laude last March.

His younger sister takes

inspiration from him and is now enrolled at COCPhinma.

XU students awarded P100,000 grant by British Council

SKETCH Bags, a social enterprise by BusinessAdministration seniors of Xavier University for the benefit of the Xavier Ecoville community, was awarded a Php100,000 seed grant at the British Council’s I am a Changemaker camp in Tagbilaran City, Bohol on October 25.

“It was a great experience. It was overwhelm-

ing,” said Zuein Guantero, the general manager of the SKETCH bags .

With this year’s theme “Resiliency, Reconstruction and Recovery,” the I am a Changemaker camp gathered young social entrepreneurs throughout the Philippines in a 7-day ideation camp to wid-

en their knowledge in social entrepreneurship through seminars, trainings and site visits.
