LBC branch robbed in Zamboanga Sibugay

PAGADIAN City––Two armed men robbed a branch of the cargo forwarder LBC in Buug town in Zamboanga Sibugay province and escaped with over P180,000 in loot, police said Tuesday.

Police said the employees were about to close their shop when two gunmen barged and declared the robbery. The assailants fled on a motorcycle after the heist.

Investigators said the cargo forwarder was manned by only three employees - Rutcher Pagayon, Allen Capas and Palen Banseloy – who gave their statement to the police.

The employees said the gunmen forced them to open the vault. It was not immediately known whether the firm has a security camera. (Mindanao Examiner)

5 suspects nabbed in PDEA drug buy bust CAGAYAN de Oro City–– Five more suspected drug traffickers were rounded up in a series of separate raids conducted by agents of the Philippine Drug Enforcement Agency (PDEA) last Sunday, the PDEA reported on Monday.

Emerson Margate, PDEA regional director, said that the series of raids were conducted separately in Kauswagan, and Camamanan, all urban barangays in Cagayan de Oro City last Sunday.

COA’s report intends to mock the opposition CAGAYAN de Oro City–– Misamis Oriental Governor Yevgeny Vincente Emano on Wednesday said that report of the Commissions on Audit was programmed to humiliate the political opposition.

Emano issued the statement as a challenge to the COA’s probe team to report only the “truth” and fair to Congressmen and the political opposition.

“My name was implicated in the COA’s report as among Congressmen who

misused the PDAF or “pork barrel” fund. I vehemently deny the COA findings or accusation,” Emano said.

Emano served as Representative of the Second District of Misamis Oriental for two consecutive terms prior to his election as provincial governor during the midterm election last May 2013.

“I am challenging the COA assigned to investigate the case to let the truth come out. I know that the COA have the list

of names of alleged project beneficiaries funded with the PDAF. The COA was using these names to justify accusations against me,” Emano added.

While Emano did not name names, he urged the COA to make a double check of the records and the people who dragged his name into the PDAF so that the COA would really find out the truth.

“Once again, I would like to put this on record, I have not transacted or funded any non government organizations (NG0) associated or have ties with Janet Napoles,” Emano added.

Appropriation Act, every congressman was mandated to pour funds for local government units and nongovernment organization.

He said that he has not violated any law since his office has followed all the requirements prior to the release of the PDAF money to fund any project. “I have all the records of these transactions,” he added.

Findings on Malaybalay floods probe out soon MALAYBALAY City––The results of the investigation of the recent floods here by the City Environment and Natural Resources Office (City ENRO) will be due next week as the City Council called on at least five city offices to report on the matter.

Ma. Anita Fernandez, City ENRO chief, told MindaNews the barangays have set no date yet on a community multi-sectoral gathering to discuss the findings.

But she said she will render her report before members of the city council on October 22. She said she will report on the findings of the multi-partite monitoring (MMT) team’s series of inspections in the area, including one made after the flood.

Vice Mayor Roland Deticio, during the council’s regular session last week, asked the chiefs of the five offices to render their report in aid of legislation.

According to the city council secretariat, asked to appear in next week’s session are representatives from the City ENRO, the City Agriculture Office, the City Engineers’ Office, the City Social Welfare and Development Office, and the City Disaster Risk Reduction and Management Office.

At least 360 families or over 500 individuals were affected after floods hit the adjoining barangays of Aglayan and Cabangahan on October 5, the CSWDO reported.

Barangay chairmen of two villages hit by flash floods called on Lapanday Diversified Products Corporation to stop operations in certain areas wherein the agricultural firm is believed to have contributed to the flooding.

Aglayan barangay chairman Leopoldo Jamora told MindaNews last week they are asking the firm to stop operations in certain areas “for the safety of the people.”

He said they have previously complained that the firm has violated its environmental compliance certificate (ECC) due to its alleged failure to plant sufficient trees in its buffer zone.

ments on the incident pending the release of the report of the Multi-Partite Monitoring Team’s (MMT) inspection, said Robert Aquino, an officer of Lapanday in Malaybalay.

According to its website, Lapanday “adhere closely to environment-friendly procedures; follow international standards for sustainable agricultural practices.”

Jamora admitted that they cannot totally blame the firm but stressed that the latter is a “major contributor” to the floods, blaming its land preparations in upland areas.

Immediately after the flood, Jamora sought for an audience with Lapanday and other stakeholders. But he said Mayor Ignacio W. Zubiri asked him to defer it as he sent engineers to study what is wrong and see how it can be solved.

“I will listen to the people’s voice on the outcome of the study,” he added.

Cabangahan barangay chairman Edwin Rara agreed with Jamora. He said stopping operations in flood-prone areas will be good while Lapanday is unable to address the problems brought by their operations.

He cited that the narrow canals in the village put them to risk every time Cabangahan Creek overflows.

Rara described the response from the firm’s personnel about their complaints as “slow, weak.”

He said he will open it up with the barangay council to pass a resolution urging Lapanday to cease operations in flood-prone areas until this problem is addressed.

Barangay councilman Victor Ravidas said they are seeking solution to the problem of flooding with the narrow canals and also possible relocation of the residents.

Most of the 470 families affected last Saturday are from Cabangahan.

No fault lines in GenSan, neighboring areas: Phivolcs

GENERAL Santos City–– The Philippine Institute of Volcanology and Seismology (Phivolcs) has cleared the city and other nearby areas of any major active fault lines that might later trigger possible damaging earthquakes.

Nani Danlag, officerin-charge of the Phivolcs station here, said in a radio interview on Wednesday that the nearest active fault lines in the area are located in mountainous portions or spots and none of them are directly traversing any key urban or populated locality.

She said the active fault lines are specifically located in the upland areas of Maasim town in Sarangani, Tacurong City in Sultan Kudarat and portions of the Daguma mountain range.

The fault lines, which are mainly breaks or fractures in the ground that occurs when the Earth’s tectonic plates move or shift and are areas where earthquakes are likely to occur, are part of the Mindanao Fault, she said.

But she clarified that the absence of major active fault line in an area could mean that it could be spared from damaging earthquakes as what happened to some areas in Bohol and Cebu provinces on Tuesday morning.

She said earthquakes have remained unpredictable and their impact could also be intense even in areas outside or not directly hit by the fault lines.

“It’s important for us to be always prepared for any eventuality and we can do that by participating in earthquake drills and related activities,” she said.

Bohol and Cebu were rocked by a 7.2-magnitude earthquake at 8:12 a.m. on Tuesday that already left 120 people dead and thousands others injured.

The temblor, whose epicenter was traced two kilometers southeast of Carmen in Bohol, damaged various structures, among them centuries-old churches and edifices.

The tectonic quake was felt at intensity 7 in Bohol, Cebu and Siquijor. It was measured at intensity 4 in parts of Northern Mindanao.

Meantime, as to possible volcanic-related earthquakes, Danlag said the area has two active volcanoes but none of them have exhibited signs of activity so far.

The area’s active volcanoes are Mt. Matutum in Polomolok and Tupi towns as well as Mt. Melebingoy (formerly Parker) in T’boli town, all in South Cotabato.

SURIGAO City––Surigao del Norte Rep. Guillermo A. Romarate Jr. (2nd District) is calling for a congressional investigation on a Chinese mining company in Claver

town in Surigao del Norte for allegedly operating even while under suspension.

The lawmaker filed House Resolution No. 361 earlier this month, directing the House Committees on Natural Resources, Indigenous People and Labor and Employment to investigate the reported continued operations of Shenzhou Mining Group Corporation (SMGC) despite its suspension due to

violations of mining and environmental laws.

Romarate noted that the Mines and Geosciences Bureau (MGB) suspended SMGC last July 18 due to the company’s failure to address the issue on excessive siltation in the shoreline, which connects the boundaries of the two Surigao provinces.

The siltation allegedly worsened with SMGC’s construction of a settling pond right on seashore.

According to the police report, PFC Rey A. Pastrana was hit on his head during the firefight.

Pastrana died on the spot.

Romarate’s proposed resolution also noted several complaints by employees who accused SMGC of failing to pay salaries and employment benefits.

“It is clear that this mining company violated not only environmental laws but likewise appropriate tax and labor laws and the IPRA (Indigenous Peoples Rights Act). MNLF members yield in Bukidnon MALITBOG, Bukidnon -- An undetermined number of individuals who claimed to be members of the Moro National Liberation Front (MNLF) surrendered “en masse” to officials in Malitbog, Bukidnon, a town official said on Monday.

Malitbog Vice Mayor Gary Casino said that those who surrendered were unarmed MNLF members from the farming village of Abyawan, Barangay Siloo, a faraway hinterland area accessible via the neighboring town of Manolo Fortich.

Casino said that the MNLF members surrendered their ID cards as a symbolic gesture, showing that they no longer want to be identified as members of the MNLF. The mass surrender came after a warrant of

arrest was issued against MNLF founding chairman Nur Misuari following the MNLF attack in Zamboanga City recently.

Casino said that the MNLF members had sent out surrender feelers and were fetched by a government vehicle to be brought to the municipal center, where they surrendered officially to the Philippine National Police.

He said the MNLF memb ers were most likely under MNLF Commander Amir Alibug.

The names of those who surrendered were not made available, Casino said.

The military said that they would be monitoring the movement and activities of the MNLF members who surrendered. (PNA)

A calamity worth pondering THE havoc-wreaking magnitude 7.2 earthquake that devastated Cebu and Bohol Tuesday morning not sparing even places of worship considered as national treasures is something that we ought to be pondering about if these are results also of humanity’s alienation from nature.

The floods causing death and massive destruction to crops and properties during heavy downpours have already been settled to be the result of the balding of the mountains of their forest cover. With regard this particular calamity, there is no more debate or doubt that the wanton destruction of our forests is the immediate cause of this calamity that is now tormenting every place in the country every time there is a heavy downpour.

The vicious character of Tuesday’s earthquake, I understand, still has to be understood by experts as to what triggered it.

But I still could vividly remember that when the Philippine National Oil Corp. was drilling wells for its geothermal power plant project at the foot of Mt. Pinatubo, the ita natives in the place warned them of the consequences it might bring to the dormant volcano.

At that time of geothermal drillings, Mt. Pinatubo as a volcano was literally asleep for over 600 years. Its last recorded eruption happened 600 years before. The ita tribal leaders warned the PNOC people that their drillings will surely awaken the dormant volcano and might trigger its eruption.

Of course, like the people in Noah’s time as recorded in the bible, the PNOC scientists and experts Just brushed off the warnings issued by the tribal leaders for not having any scientific basis. They went ahead with their drillings. I just don’t know at this point if the geothermal project was successful and if successful if it is still operational up to this day.

Not long after, however, Mt. Pinatubo showed signs of being awakened. It was later registered as active after 600 years of being asleep. Then in June of 1992, Mt. Pinatubo erupted. The havoc it wreaked was never imagined or even predicted with accuracy despite modern technology.

If we remember, the lahar spewed by the angry volcano buried several places that later could no longer be located in the map of Central Luzon. At the time of its eruption, the volcanic ashes of Mt. Pinatubo prevented small and large aircrafts from flying. Such volcanic ashes even found its way as far as Japan.

The eruption of Mt. Pinatubo forced the US government to abandon its biggest military airbase outside of its territory, the Clark Airbase in Angeles, Pampanga, because the military installation was rendered inoperative due to lahar and volcanic ashes. The US military personnel left Clark in haste. They left without any fanfare or ceremony.

The havoc that the Mt. Pinatubo eruption had wrought is still felt up to this time especially during a heavy downpour when lahar is washed by the floods.

I could also remember that after the eruption of Mt. Pinatubo, PNOC scientists and experts somehow gave credence to the previous warnings issued by the ita tribal leaders against the geothermal drillings. Though they did not directly confirm the tribal leaders’ fears, the PNOC people somehow agreed that the drilling indeed caused some disturbance to the volcano’s dormant state.

It is in this regard, that I hope science and technology experts start to study why today’s earthquakes are becoming vicious in its magnitude and the causal destruction they now bring. I was born and I grew up in Cebu but I could not remember a 7.2 magnitude earthquake ever happening there while I was still living in the place.

I’d like science to tell us why earthquakes in such a killer and destructive magnitude ever occurred. Knowing the cause that triggered such earthquake to be so vicious will probably help us prevent its occurrence and it its occurrence can never be prevented, at least we can mitigate its ill-effects.

Science should be in the forefront of studying and knowing these things if we ever want to mitigate the vicious nature of today’s earthquakes. Imagine Tuesday’s earthquake figuratively bringing to its knees places of worship that had been in existence for several centuries See CALAMITY, page 11

The basics of upper respiratory tract infections In one’s lifetime, I believe most of us must have had the unfortunate experience of having that most difficult hard and so dry cough, that it kind of embarrasses us, particularly if we are in a crowd!

Yes, an upper respiratory tract infection can present as a dry cough ( which is so bothersome that it disturbs even the most basic of needs, which is sleeping ), and in all likelihood, accompanied with hoarseness.

Other symptoms include sneezing and a runny nose, nasal congestion, difficulty in swallowing and even breathing.

Fever and that general feeling of weakness and tiredness. It is not uncommon also for patients to complain of diarrhea, body aches, nausea and vomiting.

An URTI , is one of the most common reasons for those Out Patient visits , as well as being absent from school or work. The infection can affect anywhere from the sinuses, the nasal passages, pharynx, larynx.

Air that one breathes in

Thus, the infection may even be specific like if it is the sinuses, then it is called as sinusitis.

The incubation period, meaning the time as to manifesting the disease after exposure to a person with the illness, actually depends on the infecting micro-organism.

In most cases, URTI is caused by a virus, and it may take 1-5 days before one gets to present with the disease. If it is bacterial, depending also on the type of bacteria, the incubation period varies from 1 – 10 days.

URTI can affect anyone, anytime of the day or year.

But this is more common when the humidity is high.

Persons who are more at risk of developing an URTI are those with close physical contact with affected individuals, and those living in closed and crowded quarters like nursing homes, prisons, and even in evacuation centres.

Patients who are immune-compromised like Diabetics, or those with the Big C, and those exposed to smoking are likewise more prone to develop an URTI. Although the illness in most cases are self limiting, meaning, it resolves on its own, and it can last only from3 – 14 days, and requires no hospitalization, there are certain instances where the patient may need to be admitted for manage-

ment.

When the symptoms last for more than 2 weeks, or when the URTI is recurring, or, when there is difficulty of breathing, then, it is to the best interest of the patient to be hospitalized.

Rest and plenty of fluid intake are the mainstay of treatment in uncomplicated URTI cases.

Simple measures that may be considered as helpful when afflicted with URTI: steaming in order to loosen up the mucus, having adequate hydration through water intake.

The use of salt water gurgles, lozenges and sleeping in a semi-upright position can help one through the episode.

Antibiotics should be used when indicated only and not routinely.

Hand-washing and the covering of one’s mouth when sneezing or coughing, are simple yet life saving measures, that, we each can easily do in order to contain the micro-organisms, preventing their further spread....

Some parents can trace their family back 300 years, but they don’t know where their children were last night.

Government funds for Sulu and Tawi-Tawi held ‘hostage’ in Zam City

AMBOANGA CITY – Provincial government employees in Sulu and Tawi-Tawi in southern Philippines continue to suffer as banks ran out of cash for salaries and other funds as commercial flights from Zamboanga City to the island-provinces remain suspended for over a month now.

The Civil Aviation Authority of the Philippines (CAAP) suspended all flights following attacks by separatist rebels in Zamboanga City on September 9 and three weeks of street battles had killed and wounded over 400 people.

Although commercial flights in Zamboanga to Davao, Manila and Cebu resumed last month, local flights to Sulu and TawiTawi have not resumed, Publication Notice RA 10172

SouthCot to get 50 more cops for barangay polls

ENERAL SANTOS CITY -- The Police Regional Office 12 has approved the assignment of additional 50 policemen to South Cotabato province to augment the area’s security pool for the Oct. 28 barangay elections.

Supt. James Gulmatico, South Cotabato deputy provincial police director for administration, said the fresh deployment was based on a request that they earlier submitted to the regional police office in preparation for the upcoming polls.

“The 50 additional policemen will complete our deployment requirement for the elections,” he said in a media forum.

Gulmatico said the additional policemen, who will come from the Regional Public Safety Battalion, will be deployed in the province a week before the elections.

He said they will be assigned to assist the mobile security teams of each of the province’s 10 municipal and lone city police

stations.

“As in the last May election, we will also assign a minimum of two policemen in every polling center,” he said.

The official said they will deploy their personnel to polling centers a day before the barangay elections on Oct. 28.

As of Monday, Gulmatico said all police units in the area are already on full alert as part of their poll security preparations.

“We will sustain that alert status after the end of the election period,” he said.

Policemen are not allowed to go on leave or file leaves of absence when their areas are under the full alert status.

P2.8- M tramline installed in remote village in Sarangani

KORONADAL CITY, South Cotabato -Transport of products in hard-toreach villages in Malungon, Sarangani have become smoother and less costly with the installation of a tramline in the area.

Recently, the Department of Agriculture in Soccsksargen Region (DA 12) has completed installation of a P2.8 million worth of tramline in said town to facilitate the smooth flow of various farm products from various production areas to intended local markets.

DA 12 Regional Executive Director Amalia JayagDatukan said the facility will definitely assist farmers in the transportation of their produce from highly-elevated areas of Barangay Datal Batong and nearby villages.

“The rate of postharvest losses caused by rugged roads is expected to be trimmed down as farmers start to bring their products to the markets with the aid of a tramline,” Director Datukan said.

The 800-meter long tramline traverses a 500feet deep mountain ridge to sitio Blol. In each delivery, the tramline could carry from 350 to 500 kilograms of farm goods.

Malungon Mayor Reynaldo Constantino said the transport facility could also benefit poor farmers from Barangay Kiturok -the farthest Blaan-occupied

community at the southern border of the municipality.

Mayor Constantino said it will not only expand the local production of highvalue crops but will also help advance socio-economic condition of the small farmers in the area, who are mostly indigenous people. “ This fast and safer means of transportation will reduce the cost of transport expenses by almost 25 percent compared with the previous hauling system using cattle and horses,” Constantino pointed out.

Information from the provincial information office of Sarangani indicated that there are already two operational agricultural tramlines installed in the entire province. The other facility was located in Kiamba.

Philippine Center for Post-Harvest and Mechanization (Philmech) reported that DA has bankrolled more or less P96-million from its 2012 budget for the installation of 32 tramline systems nationwide.

Apart from those tramlines being completed this year, PhilMech officials noted that more tramlines will be constructed up to 2016.

GenSan to relocate residents living in danger zones G E N E R A L S A N TO S CITY -- The city government is working for the relocation of around 1,800 families here living in various flood-prone areas and other declared calamity danger zones.

City Mayor Ronnel Rivera said the local government recently acquired a 40-hectare site in Barangay Bawing that will be developed as relocation area for informal settlers and residents who were earlier displaced by various calamities that hit the area.

“Our main priority is the informal settlers situated along the danger zones,” the mayor said.

Based on the site’s development plan, Rivera said they are planning to build housing units that will be offered to the beneficiaries through a socialized scheme.

Citing a report from the City Housing and Land Management Office, he said a total of 1,818 households will benefit from the project.

He said the city government is presently screening the potential

beneficiaries to make sure that they are really residents of the city.

The mayor said they had received reports a number of residents of the city’s neighboring provinces have signified interest to also avail of the housing program.

Owing to this, Rivera said he has commissioned experts from the Mindanao State University here to conduct a study to help identify the qualified families for the scheme.

The city government has facilitated the resettlement in the past several years of around 6,000 families through various private and government-led socialized housing programs.

The beneficiaries of the earlier housing programs were identified based on the requirements set by Republic Act 7279 or the Urban Development and Housing Act (UDHA) of 1992.

UDHA is a government framework that provides security and housing tenure for poor residents, especially the

informal settlers.

It mandated local government units to provide socialized housing projects for the relocation of informal settlers and allocate funds to address squatting and other related housing problems.

Rivera earlier said the city government will pursue the relocation this year of residents situated in several calamity dangers zones, especially those who were affected by the perennial flooding along the Silway River.

Hundreds of families that were situated in communities near the Silway River were forced to evacuate several times in the last three years due to the swelling of the river’s waters.

Silway River, which flows to Sarangani Bay, is the main outlet of several river-tributaries from the upland areas in nearby South Cotabato province.

Several portions of the dike along the Silway River earlier suffered breaches and eventually collapsed following heavy rains in the area.

GPH, MILF stuck on power-sharing

AVAO CITY — The government (GPH) and Moro Islamic Liberation Front (MILF) peace panels resumed talks Tuesday, extended it supposedly until Saturday but ended early Sunday morning with no deal struck on the Annex on Power-Sharing as the parties got stuck on a major issue on the ministerial form of government.

October 13 is two days short of the first anniversary of the signing of the Framework Agreement on the Bangsamoro (FAB).

Signed on October 15 last year amid an atmosphere of euphoria and hope, the FAB paves the way for the creation of the “Bangsamoro,” a new autonomous political entity that would replace the Autonomous Region in Muslim Mindanao (ARMM) and would be a ministerial form of government.

Four annexes to the FAB are needed to complete the comprehensive agreement – Power-sharing, Wealthsharing, Normalization and Transitional Arrangements and Modalities. While the parties committed, under the FAB, to complete the annexes before yearend of 2012, not one annex was signed last year.

The Annex on Transitional Arrangements and

Modalities was signed in February while the Annex on Wealth-sharing was signed in July.

The carefully-worded six-paragraph Joint Statement signed shortly before 4 a.m. Sunday, states the parties “made substantial progress on the remaining Annexes on Power-Sharing and Normalization” and that they “proceeded in exhaustive, honest discussions in order to identify the best formulations for an agreement that would respond to the aspirations of both Parties.”

“The remaining challenges and the time constraints demand that the Panels remain focused on completing the annexes following a break for Eid’Ul’Adha. Both sides have a full understanding of their responsibility as they strive towards a sustainable and inclusive solution for the benefit of all people in

the Bangsamoro,” it said.

Malaysia is celebrating Eid’l Adha on Monday while the Philippines is celebrating it on Tuesday, October 15, the first anniversary of the FAB signing.

Like last month’s Joint Statement, no date for the next talks was mentioned.

Both government and the MILF acknowledged the negotiations were difficult.

“Still hard work” Neither GPH peace panel chair Miriam Coronel-Ferrer nor Presidential Adviser on the Peace Process Teresita QuintosDeles answered queries late Saturday and shortly after midnight Sunday although at 6:30 p.m., Deles said, “still hard work.”

Iqbal at 4 p.m. on Saturday said the talks were “moving slowly” and that there was a “slim chance” they would complete the Annex on Power-sharing.

“Still uphill fight,” he said at 5:30 p.m. Saturday. At 11:20 p.m. Iqbal said they were still in the venue of the talks and were “about to clinch structure of ministerial.”

Apparently, it was not clinched.

“Rigidity has prevented the parties to move fast. No date set for next talks. But many issues were settled,” said Iqbal in a text message at 9:35 a.m. Sunday. Iqbal and his panel were leaving Kuala Lumpur for Manila on the same day.

That .said marriage did not last long, due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioner and respondent and reached the point of irreconcilability, they separated for more than five (5) years already, they decided to separately live physically in bed and board thereby executed Divorce Agreement in order to formalize their separation: Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other’s affairs; Petitioner’s seek judicial decree of divorce thereby severing their marriage bond on January 28, 1995 so that they will have free hand to do what a single man or woman could do without marital burden; Reconciliation between them had already been diligently employed but all proved futile.

He said the fish kill was initially monitored on Monday in portions of Purok Rosas and the main section of Barangay Poblacion.

The mayor said their personnel were still determining the extent of the damage caused by the incident but local fish cage

operators initially pegged a loss of nearly P1 million.

Citing their initial assessment, Fungan said the latest fish kill in the area was caused anew by “kamahong,” a phenomenon that is mainly caused by the sudden rise in the water’s temperature.

“It happened after a series of heavy rains along the lake,” he said in a radio interview.

“Kamahong,” which usually occurs during the rainy season, triggers the rise of sulfuric acid in the lake’s waters that eventually caused the massive fish kill, provincial fishery coordinator Rex Vargas earlier said.

“It occurs when cold rainwater, which is heavier than warm water, settles at the abyssal zone of the lake.

This causes the water upturn or upwelling of warm water carrying silts, sediments, and gases such as hydrogen sulfide, ammonia, sulfur and methane gas produced by the decomposing organic matter such as fish feeds,” he explained.

Vargas said such situation results in the reduction of dissolved oxygen in the water, “forcing fishes to take in oxygen directly from the atmosphere and eventually die.”

Last year, around 57 MT of Tilapia were destroyed in two fish kills at the lake that were blamed on “kamahong.”

The initial fish kill in January 2012 ravaged some 48.55 MT of Tilapia. It affected 48 fish cage owners and left a total damage of P3.8 million based on tilapia’s market price of P80 per kilo.

In August last year, an additional 8,000 kilograms of Tilapia valued at P650,000 were destroyed in another fish kill that affected 14 fish cages at the lake.

Fungan admitted that the recorded fish kills have worsened in the past several years due to the deterioration of the lake’s condition as triggered by the overcrowding fish cages and the over-utilization of fish feeds.

The municipal government pushed last year for a voluntary dismantling of fish cages in overcrowded portions of the lake but only a few operators heeded the move.

“This time, we’ll make sure that our fish cage operators will cooperate with us because the lake is now very much overcrowded, to the extent that its dissolved oxygen supply could no longer meet their requirements,” he said.

Following twin fish kills last year, the Bureau of Fisheries and Aquatic Resources (BFAR) central office recommended a moratorium on the fish cage operations in Lake Sebu, which it described as already overpolluted and on the brink of devastation.

BFAR also noted that the lake is considered overcrowded with fish cages, which already covered 35 percent of its waters or way

beyond the 10 percent allowed by law.

The Department of Environment and Natural Resources earlier placed Lake Sebu’s carrying capacity at around 320 fish cages.

But the lake’s fish cages have so far reached a total of 4,586 or around 13 times beyond its capacity. (MindaNews)
